Although in theory, all citizens in a democracy have the right to participate in politics, time-consuming forms of participation often advantage some groups over others. Where some citizens may have time to wait in long lines to vote, to volunteer for a campaign, to attend community board meetings, or to stay up to date on national, state, and local news, other citizens struggle to do the same. Since not all people have the time or inclination to devote substantial energy to politics, certain forms of participation exacerbate existing inequalities. This book takes up the very real challenge of how to build a democracy that empowers people with limited time for politics. While many plans for democratic renewal emphasise demanding forms of political participation and daunting ideals of democratic citizenship, political theorist Kevin J. Elliott proposes a fundamentally different approach.

Seit dem Ende des Zweiten Weltkriegs haben Mitte-rechts-Parteien, die in der Regel ersteren Kurs verfolgten, die Entwicklung westlicher Demokratien entscheidend geprägt. Das gilt nicht nur für die CDU/CSU in Deutschland, sondern auch etwa für die Tories in Großbritannien, die Christdemokraten in Italien oder republikanische Parteien in Frankreich. Doch seit den 1990er-Jahren sei der gemäßigte Konservatismus international zunehmend in eine Krise geraten, so der Politikwissenschaftler Thomas Biebricher. Anhand der Beispiele Italiens, Frankreichs und Großbritanniens diskutiert er Gründe und Gestalt dieser Krise, indem er den Wandel des Parteiengefüges der rechten Mitte in diesen Ländern nachzeichnet. So habe die durch Korruptionsskandale bedingte Auflösung der Democrazia Cristiana in Italien ein Vakuum entstehen lassen, in das Berlusconis Forza Italia, aber auch weit rechts stehende Parteien wie die Postfaschisten und die Lega (Nord) vordringen konnten. Die Tories haben vor allem im Zuge des Brexit-Referendums und der darauffolgenden Aushandlung und Umsetzung des EU-Austrittsabkommens eine deutlich destruktive Dynamik offenbart, während die einst mächtigen französischen Republikaner angesichts der zunehmenden Konkurrenz von rechts und links nahezu in Bedeutungslosigkeit versanken. Biebricher sieht in diesen Entwicklungen eine Gefahr, hätten gemäßigt konservative Parteien doch lange Zeit eine wichtige Integrationsfunktion in liberalen Demokratien übernommen, die verloren zu gehen drohe.

It differs from much of economic history in that it focuses on the causes and consequences of politics. It departs from much of conventional political economy in that its context is strictly historical, even if/when it has implications for contemporary political economy. It also departs from much of history in its use of social-scientific theory and methods. Thus, while HPE involves elements of the traditional fields of economics, political economy, and history, it is separate from-and integrative of-them. The Handbook includes contributions from leading scholars in political science, economics, sociology, and history. The first section summarizes the state of the field and provides an overview of the data and techniques typically used by HPE scholars. In the 1830s, as Britain navigated political reform to stave off instability and social unrest, Ireland became increasingly influential in determining British politics. This book is the first to chart the importance that Irish agrarian violence - known as 'outrages' - played in shaping how the 'decade of reform' unfolded. It argues that while Whig politicians attempted to incorporate Ireland fully into the political union to address longstanding grievances, Conservative politicians and media outlets focused on Irish outrages to stymie political change. Jay R. Roszman brings to light the ways that a wing of the Conservative party, including many Anglo-Irish, put Irish violence into a wider imperial framework, stressing how outrages threatened the Union and with it the wider empire. Using underutilised sources, the book also reassesses how Irish people interpreted 'everyday' agrarian violence in pre-Famine society, suggesting that many people perpetuated outrages to assert popularly conceived notions of justice against the imposition of British sovereignty
