Der Bürgerkrieg in Syrien hat Hunderte Kämpfer aus dem Nordostkaukasus angezogen.Mit Omar-al Schischani ist einer der wichtigsten militärischen Führer der Terrorgruppe "Islamischer Staat" (IS) ein Tschetschene. Die Dschihadisten aus Dagestan, aus der weltweiten tschetschenischen Diaspora sowie dem von tschetschenischen Kisten besiedelten nordgeorgischen Pankissi-Tal wollen mit ihrem Einsatz gegen das Assad-Regime einen Verbündeten Russlands schwächen, nachdem der Kampf in Russland für sie und ihre Familien zu gefährlich geworden ist. Auch wenn sie in die Rhetorik vom Kampf gegen die Ungläubigen einstimmen, geht es den meisten darum, den Kampf zurück in ihre Heimat zu tragen. Dies hat Anfang 2014 zu einer Spaltung zwischen der internationalistischen IS und den bei der Nusra-Front kämpfenden Nordkaukasiern geführt. (Osteuropa (Berlin) / SWP)

The following paper will focus on the issue of the Hungarian minority protection in Slovenia. The first section introduces the Hungarian national minority, its main features and historical evolution. The second one gives a historical view on the practice of minority protection towards Slovene Hungarians, from Communist Yugoslavia to the'Europeanization' process in the country. Further on, the level of minority protection will be analysed both at theoretical and empirical level: firstly, through the theoretical analysis of the legal status of the Hungarian minority, taking into account five main headings (education, use of language, political participation, cultural life, information and the media); secondly, through the results of a field research carried out among minority members, in order to find out the nature and extent of possible discrepancy between theory and practice. The main research hypothesis is that Slovenia has established a successful model of minority protection in what regards the Hungarians. This statement is to great extent confirmed by the analysis of minority policies and legal provisions and, with some specifications, by the analysis of opinions and feelings of 'qualified witnesses' belonging to the Hungarian community. Over the last few decades, Taiwanese society has witnessed processes of localization/ Taiwanization/ de- and re-Sinicization (Sinification), all vying for legitimacy. These trends in the nation-building process are played out on the state as well as the civil society level. It can thus be useful to examine whether societal (de-)localization trends are paralleled in any ideological repositioning of official and/or media discourses after a change in ruling party. The current article investigates an important discursive site in Taiwan's public space, the presidential discourse of the new Kuomintang (KMT) (Guomindang) era, starting from the inauguration address by President Ma Ying-jeou (Ma Yingjiu) on 20 May 2008.
