Corruption has been an epidemic in Africa since the age of colonization. The average level ofcorruption in Sub-Saharan Africa has been on the rise since. The results support the theory of self-reinforcingcorruption in the sense that past corruption levels become an important determinant of current corruption levelsdue to strategic complementarity. The gap between more corrupt and less corrupt countries stays the same asmore corrupt countries stays as more corrupt and less corrupt countries stays as less corrupt, demonstrating thatcorruption is pervasive in Sub-Saharan Africa. For the institutional determinants, we found that increase inpolitical stability, better regulatory quality and higher level of democracy decreases the level of corruption inSub-Saharan Africa. For the economic determinants, we found that a higher level of development and highertrade integration decreases the level of corruption and higher government expenditure and higher level ofnatural resources increases the level of corruption in Sub-Saharan Africa. For the socio demographicdeterminants, we found that higher level of infrastructure decreases the level of corruption while higher shareof women in labor force, higher level of population and higher level of urbanization increases corruption inSub-Saharan Africa. ; Yozlaşma Afrika'da sömürgecilik çağından bu yana salgın halini almıştır. Sosyo-demografik belirleyiciler için daha yüksek altyapı seviyesinin Sahra Altı Afrika'sında yozlaşma seviyesini düşürürken, daha yüksek kadın iş gücü oranının, daha yüksek nüfus oranının ve daha yüksek şehirleşme seviyesinin yozlaşma seviyesini artırdığını bulduk.
Bu araştırmanın temel amacı öğretmenlerin örgütsel güç mesafesi ve örgütsel muhalefet algılarının çeşitli demografik değişkenlere göre farklılığını ortaya koyabilmek ve her iki değişken arasındaki ilişkiyi belirleyebilmektir. Bu bağlamda Düzce il ve ilçelerinde görevli toplamda 710 öğretmenden Örgütsel Güç Mesafesi ve Örgütsel Muhalefet ölçekleri ile veri elde edilmiştir. Veriler Mart-Nisan 2020 döneminde toplanmıştır. Araştırma bulguları öğretmenlerin örgütsel güç mesafesi algısının okul yöneticisi ile aynı sendikadan olup olmamalarına göre anlamlı farklılık gösterdiğini ortaya koymuştur. Örgütsel muhalefet, öğretmenlerin kadro vekıdemlerine göre anlamlı farklılık göstermektedir. Ayrıca örgütsel muhalefet ile örgütsel güç mesafesi arasında negatif yönlü, orta düzeyde ve anlamlı ilişki vardır. Örgütsel güç mesafesi, örgütsel muhalefeti anlamlı şekilde yordamaktadır. Öğretmenlerin örgütsel muhalefet davranışları istihdam tarzlarına ve kıdemlerine göre önemli ölçüde farklılık göstermiştir. CHAID analizine göre Örgütsel Güç Mesafesine öncelikli olarak etki eden demografik değişkenler arasında öğretmenlerin kadro durumları ve yönetici ile aynı sendikadan olmaları bulunmaktadır. Örgütsel Muhalefete öncelikli olarak etki eden demografik değişkenler arasında ise öğretmenlerin kadro durumları, yönetici ile aynı sendikadan olma, kıdem ve cinsiyet şeklinde sıralanmaktadır. Yol analizi sonuçlarına göre örgütsel güç mesafesi ile örgütsel muhalefetin iki alt boyutu arasında negatif ilişki söz konusudur. ; The main purpose of this study was to reveal the difference between the organizational power distance and organizational dissent perceptions of teachers according to various demographic variables and to determine the relationship between the two variables. In this context, data were obtained from 710 teachers in total in Düzce provinces and towns with the Organizational Power Distance and Organizational Dissent scales. The data were collected in the March-April 2020 period. Research findings revealed that teachers' perception of organizational power distance differed significantly from whether they are from the same union as the school principal. In addition, there was a negative, moderate and significant relationship between organizational dissent and organizational power distance. Organizational power distance significantly predicted organizational dissent. Teachers' organizational dissent behaviors differed significantly based on their employment styles and seniority. According to the CHAID analysis, the demographic variables that primarily affected the organizational power distance included the positions of the teachers and being from the same union as the principle. The demographic variables that primarily affected the organizational dissent were the positions of the teachers, being from the same union as the manager, seniority, and gender. According to the results of the road analysis, there was a negative relationship between the organizational power distance and the two sub-dimensions of the organizational opposition.
Considering its dire effects on different sectors, the coronavirus is far more than a healthproblem. The pandemic has hit the global economy starting with the developed world and nowspreading into emerging economies. It is a fact that developing countries are moredisadvantageous in this process since not only their health conditions and health services arenot so sophisticated as their developed counterparts, but also macroeconomic conditions arenot strong enough to endure such a long-lasting socio-economic crisis. Those countries arepoorer and it is hard for them to allocate sources to the health sector. Comparing with emergingeconomies, the developed world also has been suffering from the severe effects of thepandemic. Because of long-lasting lock-down and contractions in the global economy, alldeveloped economies revealed negative economic growth rates for the proceeding years. Thepurpose of this article is not only to compare the macroeconomic effects of the coronavirusdisease 2019 (COVID-19) pandemic on developed and developing countries but also to assisteconomy authorities, health care leaders, and their organizations in anticipating andpreempting problems by providing alternative health management policies rather than reacting.Macroeconomic variables data that are released by the World Bank and IMF will be appliedto make the comparisons. ; Koronavirüs pandemisinin farklı sektörler üzerinde yarattığı korkunç etkiler göz önüne alındığında, salgının küresel bir sağlık sorunu olmanın çok ötesinde girift ve çok katmanlı sorunlar doğurduğunu ifade etmek yanlış olmayacaktır. Öncelikle gelişmiş ülkelerde başlayan pandemi, alınan tüm küresel tedbirlere rağmen hızla gelişmekte olan ülkelerde de yayılmaya başlamıştır. Olumsuz etkileri uzun yıllara yayılacağı belli olan bu salgınla mücadele konusunda gelişmekte olan ülkeler gerek sağlık hizmetleri arzı ve sağlık altyapısındaki yetersizlikler, gerekse yerel ekonomilerin makroekonomik koşullarındaki kırılganlıklar nedeniyle gelişmiş ülkelere göre oldukça dezavantajlı durumdadırlar. Bu ülkeler, kaynak yetersizliği nedeniyle, sağlık harcamalarındaki artışı karşılayacak ekstra fonlara da sahip değildir. Gelişmekte olan ülkelerdeki bu ağır durum yanında, gelişmiş ülkeler de pandemi sürecinde darbe almış ve peş peşe açıklanan negatif büyüme oranları ile vahim tablo daha da netleşmiştir. Pandeminin etkilerinin uzun yıllara yayılması beklendiğinden, negatif büyüme oranlarının daha birkaç yıl devam edeceği tahmin edilmektedir. Bu çerçevede bu çalışmada koronavirüs hastalığı 2019 (coronavirus disease 2019, COVID-19) pandemisinin makoekonomik etkileri gelişmiş ve gelişmekte olan ülkeler ayrımı ile analiz edilecek ve sağlık kurumları yöneticilerinin istifadesine sunmak üzere sağlık yönetimi politika önerileri getirilecektir. The aim of this study is to investigate the effects of the COVID-19 pandemic on healthmanagement and health services in Turkey.Material and Methods: This study follows a qualitative research methodology and usedsecondary data sources. The study used open access data based on The Turkish StatisticalInstitute (TurkStat) and the Republic of Turkey Ministry of Health. Data were analyzed byQualitative Content Analysis.Results: According to the findings obtained, the study provides two main parts as findings.First, the study presents a current profile for the Turkish health sector including 2010-2019.Secondly, the study provides key elements indicating the effect of the COVID-19 pandemicon health management and health services in Turkey. With the help of classification, tables,and figures, the study provides original findings for the area of health management by givingwhat kinds of changes have occurred in health policies during COVID-19.Conclusion: When considering the effect of the COVID-19 pandemic on health managementand health services in Turkey, it can be said that Turkey has managed this pandemic periodsufficiently. As a sample case, Turkish health policies and new management strategies canguide other developing and developed countries that were unsuccessful to manage theCOVID-19 pandemic. This study shows that adaptable and sustainable health policies willkeep public health in the long term. ; Amaç: Koronavirüs hastalığı 2019 (coronavirus disease 2019, COVID-19) pandemisinin küresel bir mesele olmasından dolayı, her ülke halk sağlığını uzun vadede koruyabilmek için ekonomik ve sosyal politikalarını değiştirmeye başlamıştır. Bu çalışmanın amacı COVID-19 pandemisinin Türkiye'deki sağlık yönetimi ve sağlık hizmetleri üzerindeki etkisini incelemektir. Gereç ve Yöntemler: Bu çalışma, nitel araştırma metodolojisini izlemiş ve ikincil veri kaynaklarını kullanmıştır. Bu çalışmada, Türkiye İstatistik Kurumu (TÜİK) ve Türkiye Cumhuriyeti Sağlık Bakanlığı'na dayalı olarak açık erişim verileri kullanılmıştır. Veriler Nitel İçerik Analizi ile analiz edilmiştir. Bulgular: Elde edilen bulgulara göre, çalışma 2 temel bölümde bulguları sağlamaktadır. İlk olarak, çalışmada 2010-2019 yılları arasını kapsayan dönemler için Türkiye'deki sağlık sektörüne ilişkin güncel bir profil sunmaktadır. İkinci olarak, çalışma, COVID-19 pandemisinin Türkiye'deki sağlık yönetimi ve sağlık hizmetleri üzerindeki etkisini belirleyen temel faktörleri vermektedir. Bu çalışma, sınıflandırma, tablolar ve şekiller yardımıyla, COVID-19 sırasında, sağlık politikalarında meydana gelen değişimleri göstererek, sağlık yönetimi alanı için orijinal bulgular vermektedir. Sonuç: COVID-19 pandemisinin Türkiye'deki sağlık yönetimi ve sağlık hizmetleri üzerindeki etkileri göz önünde alındığında, Türkiye'nin bu süreci uygun şekilde yönettiği söylenebilir. Örnek bir vaka olarak, Türkiye'nin sağlık politikaları ve yeni yönetim stratejileri, COVID-19 pandemi sürecini yönetmede başarısız olan diğer gelişmekte olan ve gelişmiş ülkelere yol gösterebilir. In this work, its unique capability for studies of hyperons is outlined. We discuss groundstate hyperons as diagnostic tools to study non-perturbative aspects of the strong interaction, and fundamental symmetries. New simulation studies have been carried out for two benchmark hyperon-antihyperon production channels: (p) over barp -> (Lambda) over bar Lambda and (p) over barp -> (Xi) over bar+Xi(-). The results, presented in detail in this paper, show that hyperon-antihyperon pairs from these reactions can be exclusively reconstructed with high efficiency and very low background contamination. In addition, the polarisation and spin correlations have been studied, exploiting the weak, self-analysing decay of hyperons and antihyperons. Two independent approaches to the finite efficiency have been applied and evaluated: one standard multidimensional efficiency correction approach, and one efficiency independent approach. The applicability of the latter was thoroughly evaluated for all channels, beam momenta and observables. The electromagnetic form factors are fundamental quantities parameterizing the electric and magnetic structure of hadrons. This work estimates the statistical and total accuracy with which the form factors can be measured at PANDA, using an analysis of simulated data within the PandaRoot software framework. The most crucial background channel is (p) over barp -> pi(+)pi(-), due to the very similar behavior of muons and pions in the detector. The suppression factors are evaluated for this and all other relevant background channels at different values of antiproton beam momentum. The signal/background separation is based on a multivariate analysis, using the Boosted Decision Trees method. An expected background subtraction is included in this study, based on realistic angular distributions of the background contribution. So far, most of the world-wide efforts have been directed towards N * and Delta spectroscopy. Nevertheless, the study of the double and triple strange baryon spectrum provides independent information to the N * and Delta spectra. The future antiproton experiment (P) over bar ANDA will provide direct access to final states containing a (Xi) over bar Xi pair, for which production cross sections up to mu b are expected in (p) over barp reactions. With a luminosity of L = 10(31) cm(-2) s(-1) in the first phase of the experiment, the expected cross sections correspond to a production rate of similar to 10(6) events/day. With a nearly 4 pi detector acceptance, (P) over bar ANDA will thus be a hyperon factory. In this study, reactions of the type (p) over barp -> (Xi) over bar (+)Xi*(-) as well as (p) over barp -> (Xi) over bar*(+)Xi(-) with various decay modes are investigated. For the exclusive reconstruction of the signal events a full decay tree fit is used, resulting in reconstruction efficiencies between 3 and 5%. Bu çalışmada Türkiye'de Covid-19 pandemisi sürecinde çalışma hayatında yaşanan finansal stresin belirleyicileri ve pandemiyle mücadele politikalarına duyulan güvenin finansal stresin azaltılmasındaki rolünün incelenmesi amaçlandı. 414 çalışandan elde edilen anket verisi çok değişkenli istatistiksel yöntemlerle analiz edilmiştir. Analiz sonucunda finansal stres üzerinde iş güvencesizliği ve ücret memnuniyetinin anlamlı etkisi tespit edimiştir. Pandemiyle mücadele politikalarına duyulan güvenin finansal stresin azaltılmasında etkili olduğu bulgusuna ulaşılmakla birlikte, diğer faktörlerin finansal stresle ilişkisinde anlamlı düzenleyici etkisi bulunamamıştır. Çalışma hayatında gelir ve istihdam kaybı yaratabilecek uygulamaların engellenmesi ve bu yöndeki politikaların suiistimale imkân vermeyecek ölçüde yakından takip edilmesi önerilmektedir. ; This study aimed to investigate the determinants of financial stress experienced in working life during the COVID-19 pandemic process in Turkey, and also the role of the confidence placed for the government pandemic action policies in reducing financial stress. For this purpose, online survey data obtained from 414 employees were analyzed with multivariate statistical methods. As a result of the analysis, the significant effect of job insecurity and pay satisfaction on financial stress was determined. Although it was found that trust in the policies against pandemics was effective in reducing financial stress, a significant moderating effect of trust in policies was not found in the relationship of other factors with financial stress. It is recommended to prevent practices that may cause revenue and employment losses in businesses and closely monitor the steps taken to inhibit abuse in this area accordingly. ; WOS:000663309100014
Unmanned aerial vehicles (UAVs) are widely used in many fields, both civilian and military. Mostly mini UAVs are used in civilian applications which are preferred both in terms of affordability and availability. However, these vehicles are insufficient for some applications when they are used alone. This inadequacy is often observed in mini-UAVs having limited capacity in terms of energy storage and payloads. As a solution to this challenge, swarms of networked mini UAVs have been proposed. Thus, the UAVs in such networks are assigned with different tasks to accomplish the overall mission. While such UAV networks have many advantages, they also come with challenges. These challenges include limited on-board energy storage, low power and lossy wireless communication interface, and limited useful payload carrying capability. In this study, a new adaptive, balanced and energy efficient clustering mechanism has been proposed for such UAV networks. ; İnsansız hava araçları(İHA), hem sivil hem de askeri olmak üzere birçok alanda yaygın olarak kullanılmaktadır. Özellikle sivil uygulama alanlarında hem ekonomiklik hem de kolay temin edilebilirlikleri sayesinde küçük ölçekli İHA'lar tercih edilmektedir. Ancak bu araçlar bazı uygulamalarda tek başına kullanıldığında yetersiz kalmaktadır. Mini İHA'lardaki bu yetersizlik çoğu durumda kısıtlı enerji ve taşıma kapasitesi olarak karşımıza çıkmaktadır. Bu soruna çözüm olarak birden fazla İHA'ların birleşmesiyle oluşturulan sürü İHA ağları önerilmiştir. Böylelikle bu ağlarda bulunan İHA'lara farklı görevler verilerek bu yetersizliğe çözüm önerisi sunulmuştur. Bu ağların birçok avantajları olmasıyla birlikte zorlukları da bulunmaktadır. Bu zorluklar sırasıyla enerji kısıtı, düşük güçlü ve kayıplı kablosuz haberleşme arayüzü ve düşük faydalı yük taşıma kapasitesi olarak karşımıza çıkar. Institutional structure and quality of management are the main elements that form the political risks. Political threats are directly linked to the institutional structure and the institutional design. Political risks increase if the government mechanisms fail. Increasing institutional quality reduces the political risks and positively impacts the financial risks. Monthly data from different indices are used to analyse the relationship between Turkey's political risks and financial risks between 2002 and 2015. According to the Fourier analysis of cointegration, there is a long-term relationship between the political and financial risks. Besides, as per the Fully Modified Ordinary Least Squares (FMOLS) findings and the Dynamic Ordinary Least Squares (DOLS) models, an increase in the political risk increases the financial risk ; Kurumsal yapı ve yönetim kalitesi politik riskleri oluşturan ana unsurlardır. Politik riskler doğrudan kurumsal yapı ve kurumsal tasarıma bağlıdır. Hükümet mekanizmaları başarısız olduğu takdirde siyasi riskler artmaktadır. Kurumsal kalitenin arttırılması politik riskleri azaltır ve ayrıca finansal riskler üzerinde olumlu bir etkisi bulunmaktadır. Fourier'in eşbütünleşme analizine bulgularına göre, politik ve finansal riskler arasında uzun dönemli bir ilişki bulunmaktadır. The Mujahedeen, who had received military training in Afghanistan and Pakistan against Soviets and fought against that force, steered to new objectives or they were directed to do so after the dissolution of the USSR. The Mujahedeen received training in accordance with the Salafist-Wahabi faith in general. They sometimes operate peacefully in an impolitic manner but they also operate politically and act as a member of an armed organization at times. Their aforementioned field of activity is focused on regions, where a power vacuum occurred as the result of the dissolution of the USSR and the subsequent decline in the state authority. The attempts of Selefi organizations such as ISIS and Al-Qaeda to infiltrate into the Caucasian region are common. It should be noted that the indicated organizations house a large number of terrorists from this region within their own structure and that they also receive external aid and assistance. In this article, the actions of the fundamentalist groups to settle into the Northern Caucasian Region and their activities shall be analyzed within the historical context. Bunlar kimi zaman barışçıl ve siyasetten uzak kimi zaman da siyasi ve silahlı örgüt üyesi olarak faaliyet göstermektedirler. Bu faaliyet alanları genel olarak SSCB'nin ortadan kalması ve devlet otoritesinin zayıflamasının sonucu güç boşluğunun meydana geldiği bölgelerde yoğunlaşmaktadır. İŞID, El Kaide ve benzer Selefi örgütlerin Kafkasya bölgesine sızma girişimlerine sıklıkla rastlanmaktadır. Örgütlerin bünyelerinde, bu coğrafyadan gelen birçok teröristi barındırdığı ve dışsal yardımlar aldığı gerçeği göz önünde bulundurulmalıdır. Bu makalede aşırı dinci grupların tarihsel süreçte Kuzey Kafkasya bölgesine yerleşmeleri ve faaliyeleri analiz edilecektir.
Bu çalışma Türkiye'de ilçe belediye başkanlığı seçimlerinde gerçekleşen parti değiştirme olgusuna odaklanmaktadır. Makale, yerel siyasette parti değiştirme olgusunu 2009, 2014 ve 2019 yerel seçimleri bağlamında niceliksel ve niteliksel yöntemler kullanarak incelemektedir. Bu çalışmada öncelikle niceliksel verilere dayanarak yerel siyasette parti değiştirme olgusunun oldukça yaygın görüldüğü ortaya konulmaktadır. Niceliksel verilerin daha yakından incelenmesinin ise işaret ettiği iki temel örüntü mevcuttur. Bunlardan ilki ilçe belediye başkanlığı seçimlerinde parti değiştirerek başarılı olan adayların çoğunlukla sistemin egemen partisi olan AKP'ye yönelmiş olmalarıdır. Türkiye'de yerel siyasette parti değiştirme davranışının ikinci temel örüntüsü ise seçimlere mevcut belediye başkanı olarak giren parti değiştiren adayların önemli avantajlara sahip olmalarıdır. Ancak bu genel örüntülerden sapan vakalar da mevcuttur. Bu sapmaların çoğunlukla yüz yüze ilişkilerin yaygın ve siyasetin kişisel etkilere daha açık olduğu az nüfuslu yerel bağlamlarda ortaya çıkma olasılığı hayli yüksektir. Bu vakalara daha yakından niteliksel bir bakış yerel seçimlerde parti değiştirme olgusunun doğurduğu sonuçların anlaşılabilmesi için yalnızca yerel ve ulusal siyasal alanın ve yerel siyasal seçkinlerin kişisel sermaye bileşimlerinin yarattığı nesnel sınırların değil yerel siyasal seçkinlerin yerel seçim mücadelelerindeki öznel performanslarının ve pratiklerinin de kavranması gerektiğini ortaya koymaktadır. Dolayısıyla bu araştırmada niteliksel ve niceliksel çözümlemenin yanı sıra Bourdieu sosyolojisinin kavramlarını karşılaştırmalı siyaset ve parti siyaseti literatürünün kavramsal araçlarıyla da kaynaştıran bir perspektif benimsenmiştir. Yine de, bu makalede, Türkiye siyasetinin personalistik yönünü yerel düzeyde de teyit eden yaygın parti değiştirme olgusunun çok özel bir şekilde gerçekleştiği de belirtilmektedir. Parti değiştiren adaylar, şahsi kapasitelerinin çok yüksek olduğu koşullarda dahi hukuksal, lojistik ve stratejik nedenlerle, bağımsız adaylıktan çok daha fazla parti adaylığını tercih etmektedirler. Bu durum, parti sisteminin birçok sorununa rağmen, Türkiye siyasetinde partilerin devam eden merkezi rolünü ve ağırlığını teyit etmektedir. ; This study focuses on the phenomenon of party switching at sub-provincial municipal elections in Turkey. The study deploys quantitative and qualitative methods to examine the phenomenon in the context of the local elections that took place in 2009, 2014, and 2019. Based mainly on quantitative data, this paper reveals that party switching is quite prevalent in Turkish local politics. A closer examination of the quantitative data highlights two main patterns: first, successful party-switching candidates in local politics have usually preferred to join the system's hegemonic party, namely the AKP. Second, switching parties as mayor brings considerable advantages to the candidates. But there are also cases that deviate from these main patterns. These deviations from the general patterns occur in local contexts with small populations, which can facilitate face-to-face relations and allow personalistic factors exert greater impact on politics. A qualitative focus on these diverging cases reveals the importance of understanding subjective practices and performances of local political elites in local election struggles alongside objective boundaries created by the local and national political fields and configurations of the personal capital of individual candidates in order to better understand consequences of party switching in local elections. Therefore, this research does not only bring quantitative and qualitative analysis together but also embraces a theoretical approach that combines concepts of Bourdieu's sociological perspective with the conceptual tools of comparative politics and party politics. Nevertheless, party-switching politicians in Turkish local politics, including those with great personal capacities, predominantly prefer to switch to other parties, rather than becoming independent candidates, mainly due to legal, strategic, and logistical reasons. This situation confirms the ongoing role and weight of parties in Turkish politics, despite all the problems and the personalistic inclinations associated with the Turkish party system.

Türk Milli kimliğinin inşası sürecinde, gelenekseltoplumsal yapının eleştirisi, bunun yanında halkın bütününün hukuk-ı siyasiyesini güvence altınaalan bir demokratik yapılanma siyasal parti programlarında yer almıştır. Osmanlı devletinde yaşayanfarklı etnik ve inançta halkların devlete olan bağlılığını sağlamaya dönük çabalar, dönemin siyasiparti programlarında demokratik ilke ve politikaların belirginleşmesini gerektirmiştir. ModernTürkiye'nin köklerini oluşturan ve insan unsuru bakımından Osmanlı dönemi Türk toplumunun birdevamı olan Türk toplumunun, Osmanlı kimliğinden Türk kimliğine geçişi, siyasi ve sosyal olarakkimlik değişiminin temel problemleri bu çalışmanın konusunu teşkil etmektedir. Bu dönemin siyasiparti programları, tüzük ve beyannameleri, siyasi partilerin yayın organlarında Osmanlılık, İslâmlıkve Türklük kavramlarına ilişkin yaklaşımlar, kimlik siyasetinin öncelikleri bu çalışmada incelenmiş vedeğerlendirilmiştir. ; One of the most debated areas of political and social transformation in Turkey, which is within the modernization process, is the scope and characteristics of the national identity phenomenon. It was obvious that the focal point of the tensest debates over the identity of Ottomanism and Turkishness during the transition period from Ottomanism to the nation-state is the question of the construction of national identity. When it comes to the definition and characteristics of national identity, it was observed that the political ideologies in Turkey make definitions highlighting the characteristics of Turkishness, Islamism, and Westernism by making definitions and characterizations that would make the Muslim and non-Muslim communities other and foreign. While the priority and rank of the ethnic and cultural characteristics of the national identity in Turkey were changed by nineteenthcentury political ideologies, the content and interpretations of the ethnic and cultural characteristics of the Turkish identity were observed to differentiate. In the political parties of the Constitutional Era, there was a portrait of a sultan who became weakened with regard to his position and whose powers were intended to be limited by constitutional provisions. The decrease in loyalty and respect for the sultan is related to the expansion of the area of a secular legal order over time. In the process of building the Turkish National identity, the criticism of the traditional social structure, and also, a democratic structuring securing the political rights of the whole people were included in the political party programs. The efforts to ensure the loyalty of the people of different ethnicities and beliefs living in the Ottoman state to the state required the democratic principles and policies to become evident in the political party programs of that period. The transition of Turkish society, that forms the roots of modern Turkey and is a continuation of the Ottoman period Turkish society with regard to human factor, from Ottoman identity to Turkish identity, and main problems of political and social identity change constituted the subject of this study. The political party programs, regulations and statements of this period, the approaches regarding the concepts of Ottomanism, Islamism and Turkism in the media organs of political parties, and the priorities of identity politics were examined and evaluated in this study.
European Union (EU) is one of the leading actors in the environment policy field. The leading role of the EU partially comes from its aim to protect the environment from the negative effects of the mankind and partially due to the nature of borderless environmental problems. Nature protection and biodiversity is an important part of the environment. As a leading actor the EU affects the policies of the candidate states. These states have to be in line with the EU policies if they want to be part of the EU. Turkey, as a candidate state, has to be in line with the EU policies, as well. This research focuses on nature protection and biodiversity in order to see the Europeanisation of Turkey in this field. So, this research specifies "misfit"s between EU and Turkish nature protection and biodiversity policy as a need of Europeanization and observes the outcomes of Europeanization process. As a result, it can be seen that the effects of EU on Turkish nature protection and biodiversity policy are not at the desired level. ; Avrupa Birliği (AB), çevre politikası alanında önde gelen aktörlerinden biridir. AB'nin öncü rolü, kısmen çevreyi insanlığın olumsuz etkilerinden koruma amacından ve kısmen de sınırsız çevre sorunlarının doğasından kaynaklanmaktadır. Doğanın korunması ve biyolojik çeşitlilik, çevrenin önemli bir parçasıdır. Önde gelen bir aktör olarak AB, aday devletlerin politikalarını etkiler. Bu devletler, AB'nin bir parçası olmak istiyorlarsa, AB politikaları ile uyumlu olmalıdırlar. Türkiye de aday ülke olarak AB politikalarına uyumlu olmalıdır. Bu araştırma, Türkiye'nin bu alanda Avrupalılaşmasını görmek için doğa koruma ve biyolojik çeşitlilik üzerine odaklanmaktadır. Dolayısıyla bu araştırma, Avrupalılaşmanın bir gereği olarak AB ve Türkiye doğa koruma ve biyolojik çeşitlilik politikası arasındaki "uyumsuzlukları" ortaya koymakta ve Avrupalılaşma sürecinin sonuçlarını gözlemlemektedir. Sonuç olarak, AB'nin Türkiye'nin doğa koruma ve biyolojik çeşitlilik politikası üzerindeki etkilerinin istenilen düzeyde olmadığı görülmektedir.

Ancak cumhuriyet dönemlerinden farklıolarak bu dönemde devlet Trablusgarp savaşı, I. ve II. Balkan Savaşları ve I.Dünya savaşları gibi olağanüstü dönemleri de içinde barındırmaktadır.Bu çalışmada II. Meşrutiyet Dönemi'nin siyasal gelişmelerine bakılarak bugelişmelerin Türkiye'nin demokrasi tarihine olumlu ve olumsuz etkilerivurgulanmaya çalışılacaktır. Bu dönemin siyasal gelişmelerinin olumluetkileri olarak; hem seçimlerin hem de parlamentonun kurumsallaşmayabaşlaması, meşruiyet algısının gelenekselden yasal- ussallığa dönüşmesi,demokrasilerin işlemesinde önemli bir araç olan siyasal partilerin ortayaçıkması ve çok partili seçimlerin yapılması, gazetelerin kısmen daha özgürbir ortamda çoğalmaları, millet egemenliği ilkesinin önemli hale gelmesi,meşruti rejimin yapılan anayasa değişiklikleri ile kuvetlenmesi ve çoğulcubir yapının varlığı söylenebilir. Bu dönemin siyasal gelişmelerininTürkiye'nin demokrasi tarihine olumsuz etkileri olarak; asker-siyasetilişkisinde askerin siyaset içinde fazlasıyla görünmesi, iktidar- muhalefetilişkisinin sert oluşumu, devletin sahibi olarak kendilerini gören İttihat veTerakki Örgütü'nün seçkinci bir kitle meydana getirmesi, gazetelerin süreklikapatılması, basına uygulanan sansür, siyasi cinayetler, tehdit politikaları ilemuhalefetin etkisizleştirilmeye çalışılması ve darbe geleneğinin yerleşmesiifade edilebilir. ; Second Constitutional Era, which is the last period of the Ottoman Empire is a crucial time frame to understand the political landscape of current Turkey. II. Constitutional Period is a compressed form of Turkey's politic and democracy history, especially since 1923, despite the fact that it covers only about 12 years process. The political developments of this term are examples and counterparts of the improvements in the history of the Republic. Political murders, the involvement of many political parties in political life, elections, early elections, coups, continuous power change and single-party governments, trying to neutralize or destroy the opposition are examples of the political developments of this period. However, unlike the republican periods, during this period, the state was involved in the Tripoli war, I. and II. It also includes extraordinary periods such as the Balkan Wars and the First World Wars. In this study, by examining the political events during the II. Constitutional Period the negative and positive effects of these occurrences to Turkey's democracy history will be emphasized. As positive effects of this term, the institutionalization of elections and parliament, the transformation of legitimacy perception from traditional to legal-rationalism, the emergence of political parties and multi-party elections which are essential tools in the functioning of democracies, the proliferation of newspapers in a freer environment and the existence of a pluralistic structure can be said. The negative impacts of this period on Turkey's democracy history can be expressed as the presence of the military in politics, the rigid structure of the power-opposition relationship, the formation of an elitist mass by the Committee of Union and Progress which sees itself as the owner of the state, and the continuous closure of newspapers, that is, the censorship and threat policies applied to the press, and the establishment of the coup tradition.
