The concept of scientific infrastructure in the interpretation adopted in the European Union is considered. It is indicated that this is a modern form of organization of scientific information services. The structure of European organizations and projects forming the scientific infrastructure of European organizations is described. The activities of European consortia of scientific infrastructure of social and humanitarian profile, including information resources and services implemented in these consortia, are described in particular detail. It is concluded that the European experience can be very useful for the development of scientific information services in Russia. ; Рассматривается понятие научной инфраструктуры в трактовке, принятой в Евросоюзе. Указывается, что это является современной формой организации служб научной информации. Описывается структура европейских организаций и проектов, образующих научную инфраструктуру европейских организаций. Подробно описывается деятельность европейских консорциумов научной инфраструктуры социального и гуманитарного профиля, в том числе, информационных ресурсов и сервисов, реализованных в этих консорциумах. Делается вывод, что европейский опыт может быть очень полезен для развития служб научной информации в России.
The article is devoted to the ways in which the notion of resilience is debated in social sciences and humanities in Russia and abroad. The experience of co-organizing the conference "Junctures of Modernity: Individual and Social Resilience" (ISPN, UrFU, 25-26 March 2016) is taken into consideration. It is argued that the energetic appropriation of the notions of individual, collective and social resilience by the theories of crisis management, urban studies, sociology, and social psychology testifies to the usefulness of this notion for describing how countries, nations, military and other communities exist today. The article deals with the semantic changes of the terms of the Humanities and those of social and political sciences, the majority of which are consubstantial. It is universally acknowledged that a lexical-semantic way of coining new terms is the most productive one, which makes the majority of terms consubstantial. Words borrowed from the general literary language more often than not undergo the process of terminologisation and turns into terms proper whose meaning becomes more precise and narrow. Besides the process of terminologisation the article also considers the processes of determinologisation and reterminologisation. The research has also shown that the meaning of the term changes due to its transition from the category of the author original terms to international ones. These conclusions are also applicable to metaphor-based terms and terms coined on the basis of proper nouns. Having become part of terminological word combinations, proper nouns lose the meanings common for all participants of the speech community. The growing level of terminologisation results in the change of meaning of the term to such an extent that it becomes understandable only to professionals. The common seme which the term shares with the word of the general language disappears. The material for the research includes terminological dictionaries of various fields of the humanities and social and political sciences (economics, politics, law, art criticism). The authors have tried to present the studied material as a whole, to address certain problem caused by the change of meaning and to identify regularities of terminological meaning change. ; Данная статья посвящена проблеме изменения семантики терминов гуманитарных наук, которые в своем большинстве являются консубстанциональными. Общеизвестно, что в гуманитарных областях знания лексико-семантический способ образования терминов является одним из основных, что делает большинство терминов консубстанциональными. Слова, заимствованные из общелитературного языка, подверглись процессу терминологизации и превратились в собственно термины, объем значения которых значительно сузился. Помимо процесса терминологизации, в статье также рассматриваются процессы детерминологизации и ретерминологизации. Исследование показало, что объем значения термина меняется в связи с его переходом из категории авторских или региональных терминов в интернациональные. Данные выводы правомочны также в отношении терминов, основанных на метафоре и возникших на основе имен собственных. Имя собственное, войдя в состав термина, утрачивает значение, доступное всем членам языкового сообщества, говорящего на данном языке, и становится компонентом терминологических сочетаний. В результате процесса терминологизации утрачивается индивидуальность номинации, но происходит уточнение более общих понятий. Возрастающая далее степень терминологизации приводит к тому, что термины изменяют свое значение настолько, что становятся понятными лишь узкому кругу профессионалов. Связь с семантикой слова из общего языка, от которого термин, собственно, и произошел, полностью утрачивается. Материалом исследования послужили различные современные терминологические словари разных областей гуманитарного знания (экономика, политика, право, искусствознание).
The article observes intellectual and cultural level of architecture and its important functions in social process. Historical analysis shows constant decline of intellectual level of profession, as a reaction on radical changes in its social functions and mass scale, leading to degrading of individual critical reflection and growing dependence of architecture to political and economical bureaucracy. ; Культурный уровень профессии архитектора рассматривается как условие развития архитектурной мысли и влияния архитектуры на судьбу социальных процессов. Исторический анализ свидетельствует о неуклонном падении интеллектуального и культурного уровня в профессии, вызванном изменением ее социальных функций и утратой способности к критическому осмыслению происходящих в обществе архитектуре перемен, о растущей зависимости архитектуры от экономической и политической бюрократии.
The author questions the generally accepted definition of architecture as a profession, because the genuine subject of architecture has not been defined yet. The article underlines the systemless selection of subjects studied at architectural schools and an indefinite status of the architect in the democratic society. Either the crisis faced by architecture in the third millennium can finish the transformation of architecture into building design or architecture will acquire a professional status. ; В статье подвергается сомнению общепринятое определение архитектуры как профессии, поскольку подлинный предмет архитектуры не определен. Подчеркивается бессистемный набор изучаемых в архитектурных школах предметов и неопределенность статуса архитектора в демократическом обществе. Humanities and social sciences were practically excluded from the educational programs of medical departments in institutes till the early 20th century. The article describes how these disciplines became the integral part for medical education by the 1930th. Major topics of the article are the causes which led to the inclusion of these disciplines in educational programs and influence of thе Revolution of 1917 on this process. ; До начала XX столетия гуманитарные и общественные науки были практически исключены из программ обучения медицинских кафедр институтов. В статье описывается, как данные дисциплины стали неотъемлемой частью медицинского образования к 1930-м гг. Основным предметом обсуждения являются причины, по которым данные дисциплины были включены в программы обучения, а также влияние Революции 1917 г. на этот процесс.

Синхронический (функциональный) аспект анализа темы предполагает экспликацию взаимодействия философии и социальных наук на основе существования у них взаимного прагматического интереса. Он осуществляется в трех ракурсах, Во-первых, существования исследовательских программ в обществознании, во-вторых, существования междисциплинарных систем знания об обществе – политической, экономической и др. философии, в-третьих, координации тематических разделов в программах и практике преподавания этих дисциплин. ; The article discusses correlation between philosophy and social science in two principal aspects. Diachronic aspect characterizes the special features in evolution of the branch of sciences studying society and human from XVII century. The specificity and problematic area of four main stages in history of social science is characterized (including classic stage, stage of social science institutionalization, stages of non-classic and post-non-classic social science). Synchronic (functional) aspect explicates the cooperation between philosophy and social science because of mutual pragmatic interest. It reveals in three ways: in research programs in social science; in cross-disciplinary systems of social knowledge such as political, economic philosophy, etc.; in coordination of thematic parts in programmes and practice of teaching of these courses.
In the shift from aristocratic society to democracy professional and social elites still are lacking definite cultural norms and attitudes. Rapid change of tastes and political influence blurs common attitudes and values, intuitive and rational methods of decision making, moral and artistic values. Architectural schools trying to accommodate to those changes lose their professional permanency. ; Элиты вне и внутри профессии в процессе перехода от аристократического общества ХIХ века к демократии ХХ века до сих пор не обрели устойчивых культурных ориентаций. Быстрая смена потребительских и властных сфер препятствует становлению устойчивых нормы и принципов. Судьба архитектуры зависит от того, как будут складываться элиты и насколько сама профессия сможет влиять на свой культурный статус.
This article attempts to reveal the contents of a relatively young concept of "scientiic diplomacy", which includes three dimensions (science in diplomacy, diplomacy for science, science for diplomacy), as well as to identify key practices of all three dimensions of science diplomacy. The author identiies key practices that illustrate the three dimensions of science diplomacy: development of recommendations to the international policy objectives (science in diplomacy); simpliication of the process of international scientiic cooperation (diplomacy for science); the use of scientiic alliances in order to improve international relations between countries (science for diplomacy). The author carries out a systematic analysis and gives a generalized description of their efectiveness and eiciency. The article analyzes the experience of the international cooperation of scientists through personal initiative and under the auspices of the National Science Foundation and other associations, such as the AAAS, GIS or LIGO. They have become a platform for studying the practices of the irst and second dimensions of science diplomacy – "science in diplomacy" and "diplomacy for science." Particular attention is paid to the Russell-Einstein Manifesto, which initiated the Pugwash Conferences on Science and World Afairs, and, accordingly, the development of such a dimension as a "science for diplomacy". Date of scientists who are in the movement, make a signiicant contribution to the development of international scientiic cooperation and create conditions to improve the political climate. The phenomenon of exceptional (to the extent of chaos) conceptual and terminological diversity is currently observed in the research of S&T development and in the practice of public administration of science and technology in the Russian Federation. It has the most strong and negative impact at the federal level as it appears in the strategic planning documents, which sum up and put into action the governmental science and technology policy (in terms of goal setting, forecasting, planning and programming the socio-economic development and national security). The article seeks to comprehend and explain the root cause of this conceptual and terminological diversity, that lie, in the author's opinion, in the excessive decentralization and weak public administration of the S&T development in the country. In the face of new global challenges and threats the leading role of the state in S&T development should be drastically increased. The article outlines juridical principles of the Russian S&T modernization at the current stage of development.
This article provides an overview of the main Internet-sites for scientiic vacancies. The scientiic labor market is analyzed on the basis of data from the internet portal "ученые-исследователи.рф". It is revealed that the distribution of vacancies on the portal in diferent areas of science is uneven, most of the vacancies posted on the site are SMET vacancies (Science, Math, Engineering and Technology), there are much fewer vacancies for scientists of the humanitarian proile. The geographical distribution of vacancies is also uneven (with Moscow and Moscow region leading by a large margin). The absolute majority of employers' organizations registered on the portal are government agencies, mostly organizations subordinate to FANO. Average salaries are extremely low, lower than average income by region. Abroad, journals like Science and Nature both have big Internetsites for scientiic vacancies. Placement of announcements about scientiic vacancies on these sites is a paid service. Science is more focused on the American market, while Nature is more international. In any case, both sites have a more extensive geographical coverage in comparison with the site "ученые-исследователи.рф". Moreover, a signiicant part of employers on these sites are private universities commercial enterprises. The average salary for vacancies posted on these sites is much higher than for vacancies on the site "ученые-исследователи.рф". It is concluded that if the government of the Russian Federation wants to use the internet portal "ученые-исследователи.рф" as a tool to boost academic mobility in Russia, increase in salary in Russian universities and institutes is necessary, as well as a real representation of these salaries in job descriptions on the website. ; For citation: Malahov VA. The scientiic and technological (S&T) development of the Russian Federation is one of the government top priorities. In the context of globalization, a clear image of the country's global S&T ranking can be helpful for decision making in science policy. The paper analyzes the main international statistical data banks which allow for cross-country comparisons of S&T capabilities and reviews various international rankings, including special innovation indices and rankings based on science and technology indicators, which provide opportunity to locate position of Russia in the global S&T and innovation landscape. The study is based on data from the World Bank, the Organization for Economic Cooperation and Development (OECD), UNESCO, international rankings relecting the countries' readiness for a knowledge-based economy: the Global Innovation Index, the Bloomberg Innovation Index, The IMD World Competitiveness, The Global Talent Competitiveness Index, the Networked Readiness Index. The article focuses on analysis of Russia's positions in international science, technology and innovation rankings. The discussion ends with the conclusion that despite rather high R&D expenditures and quality of human capital, R&D efectiveness and impact of S&T on the Russian economy are estimated as rather low.
The paper presents the principle directions of the innovative development of Moscow University for the Humanities, which are part of the MosGU Development Strategy and aim to respond to the challenges that the university and Russian education are facing. The author defines the tasks, priorities, and tools of this direction of the university's work. One part of the innovations is already being implemented at the university; the other still requires considerable in the years to come.There are following directions: renewal of the university positioning in the eyes of Russian and foreign applicants as the flagship of Russian non-state education; using the campus potential, which is unique for Russia and Moscow, to attract applicants; the "Green Unversity" project development, and the integration of the themes of ecology and steady development into scientific, educational, and disciplinary programmes; the revival of the unique project "Young People for the Culture of Peace and Democracy" by International Institute, created in 1977 within the UNESCO programme "The Culture of Peace"; taking the cooperation with employees to a new level, creating a professional community at the university, necessary for getting students ready for the labour market; implementation of innovative teaching technologies and their flexible integration in the educational process; opening innovative teaching directions; further development of the project "Electronic Learning"; implementation of the lifelong learning system from college to post-graduate courses, second university degree, and supplementary education; using alumni's potential for sprawling the partner employees base, rising the university profile; implementation of innovative organisational tools for students and teachers. ; В статье представлены основные направления инновационного развития Московского гуманитарного университета, которые являются частью Стратегии развития МосГУ и имеют целью ответить на стоящие перед вузом и российским образованием вызовы.
