Nouvelle écologie urbaine et urbanisme durable. De l'impératif écologique à la qualité urbaine
La nouvelle écologie urbaine suggère une question de recherche majeure qui relie le concept d'empreinte écologique à la notion de qualité urbaine : comment rendre la ville « supportable » par la nature et l'environnement urbain supportable pour l'homme ? Action sur l'imaginaire et les formes matérielles de la ville, les fonctions et les usages qu'elles accueillent, l'urbanisme durable est au coeur de la recherche de réponses à cette question. C'est à la possibilité d'envisager l'agencement de l'espace urbain comme une structure active et son aménagement concerté, aux différentes échelles d'organisation de l'action collective, comme un levier d'un développement durable possible, subordonnée à des choix politiques et éthiques, que s'attelle notre réflexion.

In this paper the authors investigate a less documented side of street children's (bakoroman) lives in Ouagadougou, namely, their encounters with strangers in town. These encounters lead to resources such as relationships, goods, protective time and space, or learning opportunities and punctuate the narratives of the bakoroman. They are one of the main dimensions of their lives in the urban public space as they go back and forth between the street and their homes (institutional and family). As such, these interactions participate in the construction of their biographical trajectories and bifurcations. From minimum reciprocity to relational vigilance, a broad spectrum of interactions delineates the possibilities and limits of an «ethics of fragility». Across these encounters the children create their space in the city, through circumstantial pedagogies of living together. These interactions can be read as resources to regulate urban violence, other than institutional or charitable interventions.

Last debates on environmental, social and economical urban performances have given a great share to waste management problems and shown that asserting one's point of view on urban refuse also commits the metropolitan territories. In Buenos Aires (Argentina), socio-economical fragmentation, suburbanization and decentralization processes challenge the centralized sociotechnical system created in 1977. A difficult transition in the city's urban ecology put at stake the waste recollection and treatment urban services organization. During the last military dictatorship (1976-1983), sanitarism had been a guide for waste metropolization as well as for the cinturón ecológico project. Nevertheless, this paradigm lasted until the failure of the liberal economic system popped out with the 2001 crisis. Massive wastepicking and recycling by the cartoneros opened the way for waste to become a public environmental problem. Transformations in public action enlighten new issues. At the international level, decision-makers try to promote urban sustainable management, by institutionalizing the waste picking activity, supporting secondary-raw material trade and protecting natural resources. But those projects often convey sanitary and real estate uncertainties among social actors, who try to participate into their governance. They use contestation as a way to put forward their own scenarios, either for transjuridictional and reticular waste picking territories or for waste treatment ones, on the metropolitan edges. ; La place croissante des déchets dans les débats sur les performances environnementales, économiques et sociales des villes montre que faire valoir son point de vue sur les résidus aboutit à peser sur le devenir des territoires métropolitains. A Buenos Aires, le fonctionnement du service de collecte et de traitement affronte les transformations de la métropole argentine. La fragmentation socio-économique, le poids des espaces périurbains, l'affirmation des gouvernements locaux compromettent la bonne marche d'un système sociotechnique centralisé conçu en 1977. Ces difficultés reflètent une transition heurtée en termes d'écologie urbaine. L'application du sanitarisme durant la dictature militaire (1976-1983), a soutenu la métropolisation des déchets et le projet du cinturón ecológico. Pourtant, ce paradigme n'est ébranlé que lorsque la crise de 2001 révèle l'échec du libéralisme accentué des années 1990. Les déchets font alors irruption comme problème public environnemental, sous l'impulsion de la récupération massive et de la vente des matériaux recyclables par les pauvres, les cartoneros. Les mutations de l'action publique révèlent les défis à venir. Au niveau international, les décideurs promeuvent leur gestion durable, avec l'institutionnalisation des récupérateurs, la vente des matières premières secondaires, la protection des ressources naturelles. Ces projets, voilés d'incertitudes sanitaires et foncières, sont marqués par la participation des acteurs sociaux à la gouvernance. Par la contestation, ils proposent leurs scénarios pour les territoires de la récupération, transjuridictionnels et réticulaires, et ceux du traitement des déchets, aux bords métropolitains.

Vivre et créer dans les ruines du capitalisme : activisme, écologie et friches urbaines
National audience ; Environnement, société et politique sont intimement liés, mais pour comprendre leur articulation il faut se défaire des définitions communes de chacun de ces termes. Ce n'est pas tant la conceptualisation abstraite qui peut nous aider que l'observation et l'analyse de pratiques situées, l'ethnographie d'un groupe social ou d'une pratique restant un très bon moyen de se défaire des idées reçues. C'est pourquoi je vais présenter une enquête de terrain, menée dans une banlieue populaire où un squat écologiste s'est installé. Cette enquête étant en cours, il ne s'agira ici que de pistes exploratoires qui restent à conforter ou à complexifier. Je présenterai tout d'abord le contexte urbain dans lequel ce squat se situe, puis ses activités, avant d'analyser les formes de l'engagement des habitants en matière d'environnement. Enfin, je terminerai par l'exposé des contradictions entre l'enjeu politique de la « durabilité » et la dimension interstitielle et de court terme dans laquelle l'engagement en faveur de l'environnement est contraint de se réfugier.
