We will analyze and report the presence of various Quality Management tools with particular reference to the Company named "TOP DOG" and clarify the readiness of this Company to acquire the ISO 9001:2015 certification based on the requirements of the standards. Additionally to the registration of the procedures that are already being followed by the Company and the analysis of the Company's current situation against requirements, we will also mention all other requirements that TOP DOG should include in its procedures in order to acquire the ISO 9001:2015 certification. TOP DOG is a local start-up company that was founded in Chania, Crete, in 2012, and its business activity is the production and distribution of pet grooming products. The Company had been developing its formulas for the first 3 (three) years; thus, the only department operating until 2015 was the R&D department. TOP DOG entered the Greek market in 2015 and by now has managed to become one of the leading companies in Greece in the area of pet grooming products with a presence in more than 600 selected stores all over the country. The Company is interested in selling internationally, therefore, is trying to conduct its business under the requirements of ISO 9001:2015 standard. However, it is a very small and young company operating in an unfavorable economic and political environment that faces multiple barriers in setting standard quality practices. We are moving through the era of technological innovation, artificial intelligence, Industry 4.0, as it is called. The integration of smart technology into all sectors of society is a reality and a mean to facilitate and simplify everyday life. In this information technology industry, the development of new technology achievements influences and inspires the business world, serves and contributes to the progress of society. This rapidly evolving technological advancement needs a legal framework in order to obtain social and commercial status. Patent Law is the legal science and patent is the legal tool that adds value to intangible assets and therefore technology scientists are motivated to ensure their invention with a patent and also dominant technology enterprises are competing for the development of a strong patent portfolio. This doctoral thesis deals with the legal frame that Patent Law provides for an inventor to grant a European patent or an international one. In addition, for the first time in Greece, combining the fields of Intellectual Property Law and technological innovation, in this thesis, a survey is conducted using a questionnaire that was distributed in 2019, to graduated students of technology institutes in Greece. The purpose of the survey is to clarify the knowhow of students as for the legal aspects of technology. Περίληψη: One of the main objectives of Municipal Waste Planning and Management in Europe is to integrate the environmental impacts into the process of developing or revising waste management plans, taking into account economic and technological availability constraints. The complex interplay between these conflicting objectives hinders the determination of an optimal Municipal Solid Waste management scheme for municipalities and other competent authorities. The tool was developed for the purpose of supporting the involved actors in waste management planning in Balkan countries under a set of social, technical, environmental, economical and legislative constraints and thus, determining the most effective waste management system for the target area. Most of the Balkan regions lack experience, data availability and infrastructure due to the absence of a waste management strategic and/or monitoring plan. Thus, it was important to be able to overcome these constraints by incorporating default—country specific values, identified through bibliography and the experience of waste management plans in various Balkan regions. Η ποιότητα στον τομέα της υγείας έχει μελετηθεί σε μεγάλο βαθμό από την κλινική οπτική γωνία, αφήνοντας εκτός την αντίληψη του ασθενούς για την ποιότητα των παρεχόμενων υπηρεσιών. Η ικανοποίηση των ασθενών είναι πολύ σημαντική για τους ιατρικούς παρόχους, τους ίδιους τους ασθενείς (καταναλωτές) και για τρίτους ενδιαφερόμενους στον ιατρικό κλάδο της υγειονομικής περίθαλψης. Οι απόψεις των ασθενών υιοθετούνται ως μέρος της διαδικασίας παραγωγής ενός συστήματος διαχείρισης ποιότητας και η ικανοποίηση των χρηστών για να καθοριστεί η διάσταση της ποιότητας των παρεχόμενων υπηρεσιών. Η παρούσα διατριβή αποσκοπεί στην αξιολόγηση της ποιότητας του Ελληνικού Συστήματος Υγείας μέσω των προτιμήσεων των ίδιων των καταναλωτών του. Ανάμεσα σε άλλους παράγοντες, αρκετοί κοινωνικοοικονομικές παράμετροι λαμβάνονται υπόψη, όπως και αντίστοιχοι δημογραφικές, και χαράσσονται σχετικές πολιτικές. Το Κεφάλαιο 1 εισάγει το θέμα της ικανοποίησης των ασθενών και το συνδέει με την ποιότητα του συστήματος υγείας. Μέσω της βιβλιογραφικής ανασκόπησης αναδεικνύεται η σημασία του, οι παράγοντες που το επηρεάζουν και άλλες προσπάθειες ποσοτικοποίησης και μέτρησής του. Παρουσιάζονται, επίσης, τα κίνητρα για την παρούσα διατριβή, καθώς και τα προβλήματα και τα ερωτήματα μελέτης. Το Κεφάλαιο 2 μελετά το βαθμό ικανοποίησης των Ευρωπαίων πολιτών-ασθενών από την αποδοτικότητα και την ποιότητα του συστήματος υγείας της χώρας τους. Τα αποτελέσματα δείχνουν ότι περισσότεροι από τους μισούς Ευρωπαίους πολίτες είναι ικανοποιημένοι με το σύστημα υγείας της χώρας τους, με το επίπεδο αυτό να σχετίζεται θετικά με τις δημόσιες δαπάνες υγείας, τη γήρανση του πληθυσμού και τον αριθμό των νοσηλευτών-κλινών. Το Κεφάλαιο 3 εξετάζει την απόκλιση που παρατηρείται ανάμεσα στις προτιμήσεις των ασθενών για τη χρηματοδότηση του συστήματος υγείας και στην πραγματική δημόσια χρηματοδότησή του. Η απόκλιση που καταγράφεται ανάμεσα στην πραγματική δαπάνη σε σχέση με τις προτιμήσεις των ασθενών για την κατανομή των πόρων είναι μικρή. Οι προτιμήσεις αυτές φαίνεται να επηρεάζονται σε μεγάλο βαθμό από το επίπεδο εισοδήματος, τον αριθμό των μελών οικογένειας και τον τόπο κατοικίας. Το Κεφάλαιο 4 αναδεικνύει τη σημασία της ηλεκτρονικής παιδείας για τον τομέα της υγείας και μελετά το επίπεδο των Ελλήνων πολιτών. Οι Έλληνες έχουν χαμηλό επίπεδο ηλεκτρονικής παιδείας όσον αφορά στα θέματα υγείας. Το επίπεδο της σχετικής με τα ζητήματα υγείας ηλεκτρονικής παιδείας σχετίζεται θετικά με το επίπεδο εκπαίδευσης και με το βαθμό φυσικής άσκησης, ενώ αρνητικά σχετίζεται με την ηλικία. Το Κεφάλαιο 5 παρουσιάζει τη μελέτη περίπτωσης του Γενικού Νοσοκομείου «Κωνσταντοπούλειο». Τα δεδομένα συγκεντρώθηκαν από τον Ιούνιο του 2011 μέχρι τον Οκτώβριο του 2012 και αφορούν σε 745 νοσηλευόμενους ασθενείς (εσωτερικούς) και 420 ασθενείς που επισκέφτηκαν τα εξωτερικά ιατρεία (εξωτερικούς). Για την εκμαίευση του επιπέδου ικανοποίησης των ασθενών, μελετήθηκε η συσχέτιση της πρόθεσής τους να συστήσουν το νοσοκομείου σε άλλους με δημογραφικούς παράγοντες και παράγοντες που αφορούν στην αποτελεσματικότητα της παροχής υπηρεσιών υγείας. Τα αποτελέσματα δείχνουν ότι οι παράγοντες που σχετίζονται με τη λειτουργία του νοσοκομείου είναι οι πιο σημαντικοί για τη διαμόρφωση του επιπέδου ικανοποίησης των ασθενών. Από τους δημογραφικούς παράγοντες, η ηλικία των ασθενών είναι η μεταβλητή που παραμένει στατιστικά σημαντικά και για τις δύο ομάδες. Συνοπτικά, η ικανοποίηση των ασθενών σχετίζεται με τις εκροές του συστήματος υγείας, αλλά, επίσης, θεωρείται ως ένα εργαλείο για τη διεύρυνση των κοινωνιών ανισοτήτων. Για το λόγο αυτό, η αποτύπωση των παραγόντων που επηρεάζουν το επίπεδο την ικανοποίησης των ασθενών, λαμβάνοντας υπόψη διάφορα χαρακτηριστικά τους, είναι πολύ σημαντική. Η παρούσα διατριβή συμβάλει σε σημαντικά θέματα της διεθνούς βιβλιογραφίας, όπως για παράδειγμα την ενθάρρυνση της συμμετοχής των ασθενών μέσω πολιτικών ενδυνάμωσης της γνώσης τους, διευρύνοντας ακόμα περισσότερο τη δημοκρατική φύση της διαδικασίας λήψης αποφάσεων. ; Quality in healthcare has been studied largely from the clinical perspective, excluding the patient's perception of service quality. Patient satisfaction is a topic that is important both to medical (health) providers, the patients (consumers) and other third-party stakeholders in the medical care industry. Patients' opinions are taken as part of producing a quality management, and the users' satisfaction is taken to determine the service quality dimension. This dissertation aims to evaluate the quality of the Health System through the revealed preferences of its users. Among other factors, we take into account various socioeconomic factors and demographic parameters and derive relevant policy implications. Chapter 1 introduces the topic of patient's satisfaction, relates it with the quality of healthcare service. The literature review reveals its importance, the factors related to it and previous ways to quantify it and measure it. The research motivation factors along with the research problems and questions are also presented. Chapter 2 studies whether the European patients are satisfied with their country's healthcare system quality. The results demonstrate that more than half of the European patients are in general satisfied with their healthcare system. Public health expenditures as a percentage of GDP, population aging, as well as number of doctors and number of nurses increase patient satisfaction. Chapter 3 examines the deviation documented between patients' preferences with respect to healthcare resources allocation and actual public spending on health. There is a small deviation between citizens' preferences with respect to health resources allocation and actual public health spending, while income, number of family members and residence seem to greatly shape these preferences. Chapter 4 explores ehealth literacy as the ability in searching, analyzing, processing and comprehending information from the Internet in order to address or solve health related issues and reveals that the ehealth literacy level of Greek citizens is fair. The degree of ehealth literacy depends positively on education level and physical exercise, and negatively on the age of the participant. Chapter 5 examines the case study of Konstantopouleio General Hospital, providing evidence for the relationship between patient's satisfaction level and received services. The results demonstrate the important role of the attention received by the medical staff, nursing staff, and hospital's environment for both groups of in- and out-patients, while among the demographic factors, the perceived health status and age also play a significant role for the inpatients' satisfaction. The latter remains significant for out-patients, along with education and insurance. Overall, patient satisfaction is related to healthcare outcomes, but it is also considered to be a tool for disseminating social inequalities; therefore, lightening how several factors associate with patients' preferences, and in consequence with patient satisfaction, taking into consideration specific characteristics of users, is extremely important. This research contributes to important discussions in the literature, for instance, the encouragement of patients' participation by introducing policies of empowerment the knowledge dissemination along with the democratization of the decision making process.
Ο σύνθετος χαρακτήρας του φαινομένου της ολοκλήρωσης συχνά συγκαλύπτει διαστάσεις της δυναμικής αλλαγής στην Ε.Ε. Ως εκ τούτου, προτείνονται τρία διακριτά πεδία για την εξέτασή της: το πρώτο αφορά τη δυναμική αλλαγής του φαινομένου της ολοκλήρωσης στο διεθνές περιβάλλον, το δεύτερο τη διάσταση της αλλαγής στο πολιτικό σύστημα της Ε.Ε., και το τρίτο την αλλαγή στους ευρωπαϊκούς θεσμούς. Μέσα από τη διάκριση πεδίων, η εξέταση ωφελείται από τη χρήση διαφορετικών προσεγγίσεων, που επιτρέπουν την ανάδειξη στην Ε.Ε. επιμέρους προτύπων αλλαγής. Περαιτέρω, οι διαφοροποιήσεις της δυναμικής αλλαγής μεταξύ πεδίων και η ποικιλία των προτύπων αλλαγής δεν αποκλείουν τη συνθετική επίδραση του φαινομένου της αλλαγής στην Ε.Ε. Σημείο σύνθεσης αποτελεί η διαχείριση της αλλαγής από τους ευρωπαϊκούς πολιτικούς θεσμούς και τα κράτη- μέλη. Στο πλαίσιο αυτό προτείνεται η προσέγγιση της διαχείρισης της αλλαγής με αναφορά στις οργανωτικά προσδιορισμένες δέσμες διαδικασιών που καθορίζουν τη δυναμική αλλαγής των κανόνων στη θεωρία των οργανώσεων.
Αυτή η διπλωματική εργασία χρησιμεύει ως μερική έρευνα για τη σημασία των soft skills όσον αφορά την προώθηση ενός ασφαλέστερου και αποτελεσματικότερου εργασιακού περιβάλλοντος των εταιριών διαχείρισης δεξαμενοπλοίων, τόσο επί των διαχειριστικών λειτουργιών (operations) επί πλοίου όσο και στην στεριά. Η εργασία διερευνά τη σημασία του ανθρώπινου στοιχείου (Human Element) στη ναυτιλία και εξετάζει τη διείσδυση πρακτικών διαχείρισης συμπεριφοράς (behavioral management) - σχετικά με την υιοθέτηση διαδικασιών με γνώμονα τις δεξιότητες - στα συστήματα διαχείρισης της ασφάλειας και της ποιότητας των εταιρειών διαχείρισης πλοίων και προτείνει διαδρομές προς τη συμμόρφωση με τους κανονισμούς αλλά και βέλτιστες πρακτικές για το μέλλον. Επιλέγουμε να οριοθετήσουμε αρχικά τη συζήτηση για τα soft skills αναφερόμενοι στους τέσσερις πυλώνες της ναυτιλιακής νομοθεσίας, ήτοι τις συμβάσεις SOLAS, MARPOL, STCW και MLC. Αναζητούμε που και πως γίνεται αναφορά σε πρακτικές όπου εντοπίζεται η ανάγκη ανθρώπινης αλληλεπίδρασης, εφαρμογής διαπροσωπικών δεξιοτήτων και απαιτείται η ανάπτυξη δομών εκπαίδευσης των ανθρώπων σε θέματα που ξεπερνούν την αυστηρή τεχνοκρατική κατάρτιση και άπτονται των ανθρώπινων σχέσεων και διαπροσωπικών αλληλεπιδράσεων Επιλέγουμε να θεμελιώσουμε την εργασία μας και να ορίσουμε τη σημαντικότητα των soft skills στο χώρο της ναυτιλίας αφού πρώτα έχουμε αναγνωρίσει την κεφαλαιώδη σημασία του ανθρώπου – των ναυτικών και του προσωπικού στη ξηρά – για την ασφαλή περάτωση των λειτουργικών δραστηριοτήτων τόσο εν πλω όσο και στη ξηρά. Με την έννοια ασφάλεια υιοθετούμε την αγγλική ερμηνεία του όρου η οποία είναι διττή περιλαμβάνοντας τόσο στοιχεία του safety όσο και του quality. Τέλος, παρουσιάζεται μια προσέγγιση ενός συστήματος αξιολόγησης και επαλήθευσης ικανοτήτων συμπεριφοράς για τους διαχειριστές δεξαμενοπλοίων. Αυτή η προσέγγιση βασίζεται σε μεγάλο βαθμό στο υλικό εργασίας και σε θέματα που συζητήθηκαν στα προηγούμενα κεφάλαια και επηρεάζεται από το Σύστημα Αξιολόγησης Συμπεριφοράς Ικανότητας, (Behavioral Competency Assessment and Verification System) της σχετικής έκδοσης του OCIMF και του Intertanko 2018. ; This dissertation serves as a partial enquiry into the importance of soft skills in terms of promoting a safer and more efficient work environment with regard to Tankers operations, both on board and onshore. This work investigates the importance of the human element in shipping and reviews the penetration of behavioural management practices – pertaining to the adoption of soft skill-oriented processes – in the safety and quality management systems of ship management companies, and suggests a path toward regulatory compliance and best practices. This work aims presenting the regulatory framework within which Tanker management companies are required to operate. In identifying the pieces of legislation that underpin modern ship management, we first elect to focus on key international conventions including, inter alia, the four pillars of ship management, i.e. SOLAS, MARPOL, STCW and MLC. Furthermore, it focuses on those regulatory bodies directly involved in tanker ship management. Scope and definition of tanker shipping operations and the human element role embodied to them is discussed as well as with the definition of what soft skills entail. Our analysis aims at establishing how to successfully manage interpersonal relationships and getting one's message across. Therefore, it is argued that on-the-job interplay in a modern workplace environment is the driving factor behind business outcomes. In that regard, we also argue that a workforce instilled with solid knowledge of soft skills leads to tangible results that are echoed in an organisation's productivity, revenues and overall profitability. Building upon the state of practice concerning the adaptation of soft skills in other industries, we then cast light upon soft skills in shipping operations. We examine the human capital in shipping and the nature of soft skills required for onboard and onshore operations. Tying with the aforementioned regulatory framework we also present how soft skills manifest in legislation relevant to shipping operations. Finally an approach of a Behavioral Competency Assessment and Verification System for Vessel Operators is presented. This approach relies heavily on the work material and issues discussed in the previous chapters and is influenced by the Behavioral Competency Assessment System, of OCIMF and Intertanko 2018 relevant publication.
Σκοπός της διπλωματικής είναι η σε βάθος ανάλυση και η αποτύπωση της πραγματικότητας στην Ευρωπαϊκή Ένωση αλλά και την Ελλάδα της λειτουργίας των εγγυήσεων προέλευσης από ανανεώσιμες πηγές ενέργειας (ΑΠΕ). Εξετάζονται τα πλεονεκτήματα/περιορισμοί της χρήσης τους από παρόχους/προμηθευτές αλλά και τελικούς καταναλωτές ηλεκτρικής ενέργειας, ενώ γίνεται αναφορά στην προβληματική κατάσταση στην Ελλάδα και στο τέλος δίνονται προτάσεις για την καλύτερη λειτουργία του Συστήματος Εγγυήσεων Προέλευσης. Πραγματοποιήθηκε εκτενής βιβλιογραφική ανασκόπηση για την Ελλάδα και την υπόλοιπη Ευρωπαϊκή Ένωση ενώ υπήρξαν συναντήσεις με τους υπευθύνους του Συστήματος Εγγυήσεων Προέλευσης στην Ελλάδα (ΛΑΓΗΕ, ΔΕΔΔΗΕ, ΚΑΠΕ). Επιπλέον πραγματοποιήθηκε επικοινωνία με φορείς εμπορίας πιστοποιητικών εγγύησης προέλευσης (πχ ΕΕΧ, Grexel, ΕcoHz, CertiQ, Danske Commodities κα) αλλά και με την εταιρεία ΛΑΝΕΛ. Συνάμα, δίνονται παραδείγματα λειτουργίας του Συστήματος Εγγυήσεων Προέλευσης αλλά και case study τη χρήση τους από τον όμιλο ΟΤΕ/COSMOTE. Τέλος, συγγραφέας έχει εγγράψει με επιτυχία αρκετές αιολικές και φωτοβολταϊκές μονάδες στο Σύστημα Εγγυήσεων Προέλευσης του ΛΑΓΗΕ εργαζόμενος τα τελευταία δεκαέξι έτη στην αγορά των ΑΠΕ. Ακολουθεί μία σύντομη περιγραφή των θεμάτων που καλύπτονται σε κάθε κεφάλαιο. Σαν εισαγωγή και θεωρητικό υπόβαθρο για τις βασικές έννοιες στις οποίες στηρίχθηκε η εργασία αυτή καταστρώθηκαν τα πρώτα δύο κεφάλαια (πέρα από το γλωσσάριο και τις συντομεύσεις). Στο Κεφάλαιο 1 έγινε μια σύντομη επισκόπηση της πορείας της ηλεκτρικής αγοράς την Ευρωπαϊκή Ένωση, των στόχων που έχουν τεθεί για την αύξηση της χρήσης ΑΠΕ αλλά και της ανάγκης αποκάλυψης του μείγματος της ηλεκτρικής ενέργειας που λαμβάνει ο τελικός καταναλωτής. Στο Κεφάλαιο 2 παρουσιάστηκαν αναλυτικά οι μηχανισμοί αποκάλυψης του μείγματος ηλεκτρικής ενέργειας αλλά και των εργαλείων ανίχνευσης αυτού εκ των οποίων ένα είναι και οι Εγγυήσεις Προέλευσης. Στο Κεφάλαιο 3 παρουσιάστηκαν οι χρήσεις των Εγγυήσεων Προέλευσης και με παραδείγματα. Στα Κεφάλαια 4 και 5 παρουσιάστηκε η ισχύουσα κατάσταση στις χώρες της Ευρωπαϊκής Ένωσης και την Ελλάδα. Το κεφάλαιο 5 ασχολείται σε βάθος με τη κατάσταση στην Ελλάδα μέσα από στατιστικά από τους αρμόδιους φορείς και εξάγεται η προβληματική κατάσταση που επικρατεί. Δίνεται ως case study η χρήση των εγγυήσεων προέλευσης από τον Όμιλο OTE/COSMOTE ως τμήμα της Περιβαλλοντικής τους πολιτικής. Στο 6ο κεφάλαιο δίνονται οι προτάσεις για το μέλλον του Συστήματος Εγγυήσεων Προέλευσης στην Ευρωπαϊκή Ένωση αλλά και ειδικά για την Ελλάδα. Στο 7ο κεφάλαιο πραγματοποιείται μια σύνοψη της εργασίας και εξάγονται τα τελικά συμπεράσματα. ; This MSc thesis attempts to illustrate the Guarantees of Origin (GOs) as a tool for diffusion of green electricity in society. Voluntarily purchased renewable electricity products like GOs have an impact on the environmental footprint of products, services and companies and thus may create an increase in the demand of renewable electricity by end-customers. The background of this study is the European Union and there is one chapter especially for the situation in Greece. The aim of this study is the in-depth analysis and depiction of reality in the European Union and Greece about the operation of GOs from renewable energy sources (RES). It examines the benefits / limitations of use by providers/suppliers and end users of electricity, while referring to the problematic situation in Greece and in the end there are suggestions for the better functioning of the GO system. An extensive literature review on Greece and the rest of the European Union has done and there were meetings with the responsible of GOs System in Greece (EMO, HEDNO, CRES). Furthermore there was communication with GO certificates agents/exchanges (e.g. European Energy Exchange-EEX, Grexel, EcoHz, CertiQ, Danske Commodities etc.) but also with the Greek company LANEL. Also, are given examples of operation of the GOs System and a case study for the use of GOs from the group OTE/COSMOTE. Finally, the author has successfully entered several windfarms and photovoltaic plants in GO system of EMO (LAGIE) as works in the last sixteen years in the market for RES. The thesis is constructed with seven chapters. Chapter 1 has done a brief historical overview of the electricity market in the European Union, the objectives set for increasing the use of renewable energy and the need for disclosure of the mixture of electricity received by the final consumer. In Chapter 2 presented in detail the disclosure mechanisms of the electricity mix and tracking tools that one of them are the GOs. In chapter 3 presented the use of Guarantees of Origin and have given examples. In Chapters 4 and 5 presented the current situation in European Union countries and Greece. Chapter 5 deals in depth with the situation in Greece through the statistics of the competent Βodies and extracted the problematic situation. It is given as a case study the use of GOs from OTE/COSMOTE Group of Companies as part of their environmental policy. In the chapter 6 are provided suggestions for the future of GOs System in the European Union and specifically for Greece. In the chapter 7 takes place a summary of the study and final conclusions are presented
The dissemination of learning objects via the Internet in a smart way that meets the essential needs of learners could significantly improve the services offered by an e-learning system. A prerequisite for this is the adoption of an efficient framework for organising, describing and managing the available training materials. The various knowledge-organising systems that have been developed from time to time contribute to this objective, but are not the best solutions for each case. Therefore, through this work we are trying to distinguish the differences between the main knowledge representation structures and to identify the one best suited to modelling a field of knowledge in a machine-readable way. In this first attempt, we put in practice the knowledge organisation system which we believed to be predominant over others, in order to see its dynamics. Our ultimate goal is to make use of this technique in all aspects of a distance learning programme. ; Η διάχυση των μαθησιακών αντικειμένων μέσω του Διαδικτύου με τρόπο ευφυή, που να ανταποκρίνεται στις ουσιαστικές ανάγκες των εκπαιδευόμενων, θα μπορούσε να βελτιώσει σημαντικά τις προσφερόμενες υπηρεσίες ενός συστήματος ηλεκτρονικής μάθησης. Απαραίτητη προϋπόθεση για κάτι τέτοιο είναι η υιοθέτηση ενός αποδοτικού πλαισίου οργάνωσης, περιγραφής και διαχείρισης του διαθέσιμου εκπαιδευτικού υλικού. Τα διάφορα συστήματα οργάνωσης γνώσης που έχουν αναπτυχθεί κατά καιρούς αφενός συμβάλλουν στην επίτευξη αυτού του στόχου, ωστόσο δεν αποτελούν τις ιδανικότερες λύσεις για κάθε περίπτωση. Συνεπώς, μέσα από αυτήν την εργασία επιχειρούμε να διακρίνουμε τις διαφορές ανάμεσα στις κυριότερες δομές αναπαράστασης γνώσης και να εντοπίσουμε αυτή που ανταποκρίνεται ικανοποιητικότερα στην μοντελοποίηση ενός γνωστικού πεδίου με τρόπο μηχανικά αναγνώσιμο. Σε αυτή την πρώτη προσπάθεια, εφαρμόζουμε στην πράξη το σύστημα οργάνωσης γνώσης που κρίναμε ότι υπερτερεί έναντι των υπολοίπων, ώστε να διαπιστώσουμε τη δυναμική του. Στο παρόν άρθρο επιχειρείται η εξειδίκευση των κύριων χαρακτηριστικών ενός λειτουργικού συστήματος κοινωνικών υπηρεσιών και παροχών. Η εξειδίκευση αυτή επιτρέπει αφενός τη δημιουργία ενός δικτύου κοινωνικών υπηρεσιών που διέπεται από κοινές θεμελιώδεις αρχές και αξίες, αφετέρου δε τον καθορισμό –σύμφωνα με τη διεθνή εμπειρία και πρακτική– του καλύτερου τρόπου αντιμετώπισης τόσο των εθνικών όσο και των τοπικών αναγκών. Μετά την εισαγωγή του πλαισίου ανάλυσης για την ερμηνεία της εμπειρίας των κοινωνικώνυπηρεσιών στην Ευρωπαϊκή Ένωση, παρουσιάζεται το δίκτυο του ΕΚΚΑ (Εθνικό Κέντρο Κοινωνικής Αλληλεγγύης) ως παράδειγμα ενός συντονιστικού κέντρου που συνδέει το ευρωπαϊκό, το εθνικό και το τοπικό επίπεδο. Τέλος, τονίζεται η κοινωνική προστιθέμενη αξία της δραστηριότητας των κοινωνικών υπηρεσιών, ιδίως των εθελοντικών, με έμφαση στον μη κερδοσκοπικό τους χαρακτήρα, τονειδικό ρόλο και την αποστολή τους στην κοινωνία, την αξιοποίηση των εθελοντών, καθώς και στο σύστημα ποιοτικής διαχείρισης που χρησιμοποιούν,προκειμένου να επιτυγχάνουν τις κατάλληλες ποιοτικές προδιαγραφές. ; This paper contributes to the development of a broader framework for the identification of the key features of a functional system of social services and benefits. This should allow for the elaboration of a social services' network ruled by common general principles and values. Related to this subject is the aim to determine –based on international experience and practices– the best way to deal with both local and national needs and vice versa. After introducing the framework of analysis used to interpret the experiences of social services providers across the European Union, we present the EKKA (National Centre for Social Solidarity) Network as an example of a coordination pole connecting theEuropean, the national as well as the local level. We conclude this paper by highlighting the civic added value of the activities of social services, andvoluntary social services in particular, with regard to the European Union and in the light of criteria such as their non-profit character, the special legal mandate given to them as civic actors, their mission within society, working with volunteers in particular, and their quality management system used to maintain adequate quality standards.
Τα GIS συστήματα είναι πλέον ευρέως διαδεδομένα για την καταχώρηση και χρήση δημογραφικών, τεχνικογεωλογικών, τουριστικών κ.α. στοιχείων. Η τεχνολογία Google Maps και άλλων παρόμοιων παγκόσμιων χαρτών στο διαδίκτυο επέκτεινε την χρήση αυτών και σε άλλες εφαρμογές όπως η χρήση για εύκολη πρόσβαση σε πληροφορίες κάθε τόπου. Η χρήση όμως των GIS μπορεί να επεκταθεί και σε συστήματα διοίκησης και επιστημονικών εφαρμογών με πολλαπλούς χρήστες και πολλαπλές πληροφορίες. Τα συστήματα αυτά ορίζονται από την παρούσα εργασία σαν Γεωγραφικά Συστήματα Πληροφοριών Πολλαπλής Διαχείρισης (GISΜΑ - GIS Multi Administration) τα οποία μπορούν να εφαρμοστούν σε επιχειρήσεις, επιστημονικές ανάγκες, κρατικούς οργανισμούς κ.α. Στην εργασία αυτή εισάγουμε την έννοια των GISMA και ορίζουμε τις βασικές αρχές που πρέπει να πληρούν. Επίσης παρουσιάζεται μια εφαρμογή GISMA, ενός συστήματος καταγραφής κατολισθήσεων για την περιοχή του Νομού Αχαΐας. Το σύστημα μετά από τις ανάλογες δοκιμές παρουσιάζει ικανοποιητική συμπεριφορά. ; The use of GIS for various types of data is considered to be of high importance, mainly because it is bringing together information from multiple sources. In addition, the new Internet technologies and applications of global world maps, like Google Maps, give the opportunity to build systems that the geographical information can be recorded and administrated by many users from anywhere. This kind of GIS systems is suitable for Business Administration, or Science, or Government Organizations, which need GIS systems with multiple users from many places and multiple kind of information. This system is defined as GISΜΑ (Geographic Information System Multi Administration). In GISMA many users may input the data and use the information from different distance. Each user has specific permissions of use of data as the administrator sets. In this work, the basic principles and rules of a building GISMA system are evaluated and an application is presented based on data and GIS techniques for the slope instability studies. Data obtained from historical landslide occurrences were verified with new locations obtained from high resolution orthophotos and Google Earth application. Landslide areas were mapped using Arc Map and finally the Landslide Inventory for the Achaia's Prefecture was created.
Αυτή η διπλωματική εργασία ερευνά τη σημαντικότητα της ποιότητας στην ναυτιλιακή βιομηχανία σε συνδυασμό με την απαραίτητη ασφάλεια και την προστασία του θαλάσσιου περιβάλλοντος. Η ποιότητα στο χώρο της ναυτιλίας δεν αφορά μόνο το προϊόν αλλά και τις υπηρεσίες, τις διαδικασίες, το προσωπικό και γενικά με οτιδήποτε εμπλέκεται για τη σωστή διεξαγωγή των επιθυμητών αποτελεσμάτων. Προκειμένου να υπάρξουν επικερδή αποτελέσματα και επίτευξη των στόχων, θα πρέπει κάθε ενέργεια, σύστημα και υλικά να διακατέχονται από ποιότητα. Μέσα από μία αναλυτική περιγραφή γίνεται σαφές πόση σημαντική είναι η ποιότητα στο χώρο της ναυτιλίας. Ένα ενδιαφέρον ζήτημα που έρχεται πολλές φορές σε σύγκρουση με τη ζητούμενη ποιότητα στη ναυτιλία είναι αυτό της ασφάλειας. Προκείμενου να επιτευχθεί η απαραίτητη ασφάλεια, αυτό αυτομάτως συνεπάγεται σε αύξηση των κόστων. Η ασφάλεια απαιτεί συνεχής εκπαίδευση και ενημέρωση του προσωπικού (εν πλω και στις εταιρείες), σύγχρονα συστήματα πλοήγησης και τεχνολογίας καθώς και πολλά άλλα σημαντικά θέματα ασφάλειας που αναλύονται εκτενώς στην παρούσα διπλωματική εργασία. Πολλές ναυτιλιακές εταιρείες επιλέγουν να μειώσουν την ασφάλεια προκειμένου να ανταποκριθούν όσο το δυνατόν καλύτερα στην ποιότητα. Όταν τίθενται ζητήματα ασφάλειας τότε οι διαδικασίες είναι πιο χρονοβόρες και πολυέξοδες. Παρατηρήθηκε όμως ότι όταν αμελείται η ασφάλεια, δημιουργούνται ατυχήματα. Γι αυτό το λόγο δημιουργήθηκαν κανόνες και νόμοι από τον Διεθνή Οργανισμό Ναυτιλίας και πολλούς άλλους οργανισμούς οι οποίοι υποχρεώνουν τις ναυτιλιακές εταιρείες να τηρούν και να εφαρμόζουν συγκεκριμένα μέτρα ασφάλειας. Ο Διεθνής Κώδικας Διαχείρισης Ασφάλειας, το Σύστημα Διαχείρισης Ασφάλειας και ο Διεθνής Οργανισμός Τυποποίησης περιγράφουν λεπτομερώς τις υποχρεώσεις κάθε ναυτιλιακής εταιρείας. Τα τελευταία χρόνια, έχει δοθεί έμφαση στην προστασία του περιβάλλοντος. Τα θαλάσσια ύδατα χρήζουν άμεσης αντιμετώπισης μιας και η ρύπανση τους είναι μεγάλη και επικίνδυνη για πολλά ζώα, φυτά και ακόμη και για τον άνθρωπο. Ως γνωστόν, τα ναυτικά ατυχήματα προκαλούν τεράστιες οικολογικές καταστροφές, αυτό όμως δεν σημαίνει ότι η διέλευση των πλοίων στους ωκεανούς γίνεται χωρίς επιπτώσεις για το θαλάσσιο περιβάλλον. Σε αυτό το σημείο, γίνεται μεγάλη αναφορά στις οικολογικές καταστροφές που προκαλεί η ναυτιλία με σκοπό να γίνει αντιληπτό η σοβαρότητα της κατάστασης όπως και οι τρόποι αντιμετώπισης τους. Και σε αυτό το θέμα έχουν καθιερωθεί σχετικές νομοθεσίες που επιβάλλουν στις ναυτιλιακές εταιρείες να λαμβάνουν μέτρα για την προστασία του θαλάσσιου οικοσυστήματος. Αυτά τα ζητήματα είναι ιδιαίτερα σημαντικά για πολλούς λόγους. Αρχικά, για μια ναυτιλιακή εταιρεία καθώς καθορίζουν την ανταγωνιστικότητά της στο χώρο αλλά και την επιβίωση της. Ύστερα, για την ασφάλεια του προσωπικού και του εμπορεύματος και τέλος για την προστασία του θαλάσσιου περιβάλλοντος το οποίο επηρεάζει άμεσα και έμμεσα όλον τον κόσμο. ; This paper serves as an enquiry into the importance of quality in the shipping industry in combination with the necessary safety and protection of the marine environment. Quality in the field of shipping is not only about the product but also the services, the procedures, the staff and in general with everything involved for the correct execution of the desired results. In order to have profitable results and achieve the goals, each action, system and materials must be possessed by quality. Through a detailed description it becomes clear how important quality is in the field of shipping. An interesting issue that often comes into conflict with the required quality in shipping is that of safety. In order to achieve the necessary safety, this automatically entails an increase in costs. Safety requires continuous training and information of staff (on board and in companies), modern navigation systems and technology as well as many other important safety issues that are extensively analyzed in this dissertation. Many shipping companies choose to reduce safety in order to respond as well as possible to quality. When safety issues arise then the procedures are more time consuming and costly. However, it has been observed that when safety is neglected, accidents occur. For this reason, rules and laws were created by the International Maritime Organization and many other organizations that oblige shipping companies to comply with and implement specific safety measures. The International Safety Management Code, the Safety Management System and the International Organization for Standardization describe in detail the obligations of each shipping company. In recent years, emphasis has been placed on environmental protection. Seawater needs immediate treatment as its pollution is high and dangerous for many animals, plants and even humans. Maritime accidents are known to cause enormous ecological disasters, but this does not mean that the passage of ships in the oceans has far-reaching effects on the marine environment. At this point, great reference is made to the ecological disasters caused by shipping in order to understand the severity of the situation as well as the ways to deal with them. In this regard, relevant legislation has been established that requires shipping companies to take measures to protect the marine ecosystem. These issues are particularly important for many reasons. Initially, for a shipping company as they determine its competitiveness in the field and its survival. Then, for the safety of personnel and goods and finally for the protection of the marine environment which directly and indirectly affects the whole world.
Σ' αυτήν την εργασία εξετάστηκε η κατάσταση της προβατοτροφίας στην περιοχή Εορδαίας του Νομού Κοζάνης,η οποία βασίζεται ως επί το πλείστον στο ημιεντατικό σύστημα εκτροφής. Σκοπός της εργασίας ήταν η συγκέντρωση πληροφοριών για τον κλάδο της προβατοτροφίας, με έμφαση στα προβλήματα και τις προοπτικές. Στην εργασία παρουσιάζονται τα αποτελέσματα έρευνας, μέσω ερωτηματολογίου, ενός αντικειμενικού δείγματος σε ποσοστό17,8% του συνόλου των προβατοτροφικών εκμεταλλεύσεων της περιοχής Εορδαίας που προέρχονταν από 16 διαφορετικούς οικισμούς. Η συλλογή των στοιχείων και η στατιστική επεξεργασία τους μας οδήγησε σε μια πληθώρα συμπερασμάτων: οι μονάδες κινούνται στα παραδοσιακά πλαίσια και ο τρόπος λειτουργίας δεν έχει εκσυγχρονιστεί. Παρατηρείται έλλειψη εφαρμογής νέων τεχνολογιών (μηχανικό άρμεγμα, τεχνητός θηλασμός, ελλείψεις στις κτιριακές υποδομές). Παρατηρούνται, επίσης, χαμηλές αποδόσεις γαλακτοπαραγωγής εξαιτίας κυρίως της χαμηλής γενετικής στάθμης του ζωικού πληθυσμού και έλλειψη ορθολογικής διατροφής των ζώων (απουσία ικανοποιητικού συνδυασμού βόσκησης και συμπληρωματικής χορήγησης τροφής, απουσία ορθολογικής διατροφής στο προβατοστάσιο). Ακόμη, το κόστος παραγωγής θεωρείται υψηλό εξαιτίας του σχετικά μικρού μεγέθους των εκτροφών και της προβληματικής διαχείρισης αυτών. Άλλοι κύριοι ανασταλτικοί παράγοντες είναι η μεγάλη ηλικία των προβατοτρόφων και οι δυσκολίες στην εμπορία των προϊόντων, λόγω κυρίως της απόλυτης έλλειψης συνεταιριστικών οργανώσεων ή ομάδων παραγωγών για την εμπορία των παραγόμενων προϊόντων (γάλα, κρέας) και τις αγορές ζωοτροφών. Αν και ο κλάδος της προβατοτροφίας δεν φαίνεται να αντιμετωπίζει προς το παρόν έντονο ανταγωνισμό στις χώρες της Ευρωπαϊκής Ένωσης, αντιμετωπίζει, εντούτοις, αρκετά προβλήματα και δυσχέρειες. Όμως, πολλά από τα παραπάνω προβλήματα μπορούν στα επόμενα χρόνια να ξεπεραστούν, στη βάση της καλής συνεργασίας των κτηνοτρόφων με τους ειδικούς επιστήμονες, αλλά και στη μέριμνα των αρμόδιων υπηρεσιών της πολιτείας. ; In this paper it was examined the current status of sheep production in the area of Eordea of the prefecture of Kozani, that is mainly based in the semi-intensive system. The aim of this research was the collection of information of the current status of the sheep production sector with emphasis on its current problems and future perspectives. For this purpose, a questionnaire based research was conducted, using an objective sample (17.8%) of the total sheep farms in the area of Eordea from 16 separate settlements. The collection of the data and their statistical analysis gave a plethora of conclusions: the farms operate in a traditional way and have not been systematically upgraded; there is lack of uptake of new technologies (automated milking, artificial rearing and buildings). The low milk yields achieved are mainly due to the low genetic status of the animals used and the deficiencies in their feeding (non satisfactory combination between grazing and supplementary feeding, non rational feeding in the farm). Also, farms have high production costs due to their relatively small size and fractionation i.e. ineffective management. Other constraining factors include the age of farmers (they are old enough) and the unsatisfactory trade of the sheep products mainly due to the total lack of farmer cooperatives to market sheep products (milk, meat) and buy animal feeds. Although the sector of sheep husbandry does not seem to face at present intense antagonisms among the European Union countries, there are a lot of problems and disorders. However, many of the above mentioned problems may be overcome in the next years, through collaboration of sheep farmers with the relevant expert scientists, but also with the concern of the responsible services of the state.
