Στο άρθρο προσεγγίζονται κριτικά οι διαδικασίες ενεργειακής μετάβασης υπό το αναλυτικό πρίσμα των «κοινωνικο-οικολογικών παγιώσεων/διευθετήσεων», ενώ συζητιούνται οι εγγενείς αντιφάσεις τους και η αναγκαιότητα εμπλοκής του κόσμου της εργασίας στα υπό διαμόρφωση ενεργειακά τοπία. Με επιρροές από τη Γεωγραφική Πολιτική Οικονομία και αξιοποιώντας παραδείγματα τριών κεντρικών περιφερειών της ΕΕ, μελετάται το σκεπτικό πίσω από τις πολιτικές απανθρακοποίησης και οι επιπτώσεις στην εργασία. Ακολούθως, προσεγγίζεται κριτικά η επιχειρούμενη μετάβαση στη Δυτική Μακεδονία, ενώ επισημαίνεται ο κίνδυνος απώλειας χιλιάδων θέσεων εργασίας και αύξησης της εργασιακής επισφάλειας. Βασικό εύρημα είναι το ότι επιχειρείται μία νέα «κοινωνικο-οικολογική διευθέτηση», που στερείται βασικών προϋποθέσεων μιας «δίκαιης μετάβασης».

Ο στόχος της παρούσας εργασίας είναι να ανα-λύσει τις πολιτικές για την υγεία και το σύστημαυγείας της Πορτογαλίας, στο πλαίσιο της οικο-νομικής, χρηματοπιστωτικής και κοινωνικής κρί-σης, θέτοντας ως βάση τον λόγο των ίδιων τωνδιαμορφωτών πολιτικής και των εμπειρογνωμό-νων, σχετικά με τις μεθόδους διακυβέρνησης καιτα μέτρα έκτακτης ανάγκης, λαμβάνοντας υπόψηως διαστάσεις της ανάλυσης την αποδοτικότητακαι την αποτελεσματικότητα. Ως προς τη διά-σταση της αποτελεσματικότητας, επισημαίνονταιμέτρα για την προστασία των πλέον ευάλωτωνομάδων, για την ενδυνάμωση των πολιτών, γιατη μείωση των ανισοτήτων και για την προστασίακαι την προαγωγή της υγείας. Τέλος, στο πλαίσιοτης διάστασης της αποδοτικότητας, επισημαίνονται σημαντικά μέτρα για την περικοπή των δαπανών, την κινητοποίηση των οικονομικών πόρων,τον εξορθολογισμό των πόρων και των υπηρεσιών και την επαγγελματική και οργανωτική ανά-πτυξη. Αναφορικά με τις έννοιες του κινδύνουκαι της αβεβαιότητας, διαπιστώνεται, μέσα απότους λόγους των υπευθύνων χάραξης πολιτικήςκαι των εμπειρογνωμόνων, ότι αυτοί είναι τομείςπου συνδέονται με την άσκηση πολιτικών αναφορικά με κρίσιμες διαδικασίες διακυβέρνησης,που προσδιορίζονται από καθορισμένες πηγέςανασφάλειας, διαδικασίες δημόσιας συζήτησηςκαι σε όρους πολιτικής διαφωνίας. ; The financial and economic crisis from 2008 hasa great impact in welfare states, notably in oneof their fundamental pillars – health. In Portugal,the total spending on health reached 10.1% ofGDP in 2008 and will increase in view of thecurrent panorama. The objective of this study isto analyze the health policies and the Portuguesehealth system, in a context of economic, financialand social crisis, in the light of the speeches ofpolicy-makers and experts about the processesof governance and contingency measures,considering dimensions of analysis efficiency andeffectiveness. In the dimension of effectiveness,measures have been pointed out for protectingthe most vulnerable, for the empowerment ofcitizens, for reduction of inequalities and for theprotection and promotion of health. Finally, inthe dimension of efficiency, there are importantmeasures to cut off expenditure, of mobilizationof financial resources, in the rationalization ofresources and services and in professional andorganizational development. In theoreticaldomains of risk and uncertainty, we see throughthe speeches of policy-makers and experts, thatthese are domains for the exercise of policieson critical governance processes, determinedby identified sources of insecurity, processes ofpublic debate and in terms of policy dispute.

International audience The paper investigates a climate-economy model with an iso-elastic welfare function in which one parameter gamma measures relative risk-aversion and a distinct parameter rho measures resistance to intertemporal substitution. We show both theoretically and numerically that climate policy responds differently to variations in the two parameters. In particular, we show that higher gamma but lower rho leads to increase emissions control. We also argue that climate-economy models based on intertemporal expected utility maximization, i.e. models where gamma = rho, may misinterpret the sensitivity of the climate policy to risk-aversion. ; Ce papier examine un modèle économie-climat avec une fonction de bien être isoélastique dans laquelle un paramètre gamma mesure l'aversion relative au risque et un paramètre distinct rho mesure la résistance à la substitution intertemporelle. Nous montrons théoriquement et numériquement que la politique climatique optimale répond différement à ces deux paramètres. En particulier, nous montrons que c'est une augmentation de gamma ou une diminution de rho qui conduit à des réductions d'émissions plus strictes. Nous concluons que les modèles économie-climat basés sur la maximisation de la somme intertemporelle actualisée de l'utilité espérée, c'est à dire les modèles dans lesquels rho = gamma, sous-estiment la sensibilité de la politique climatique à l'aversion au risque.

Increasing sample size is not the only strategy to improve discovery in Genome Wide Association Studies (GWASs) and we propose here an approach that leverages published studies of related traits to improve inference. Our Bayesian GWAS method derives informative prior effects by leveraging GWASs of related risk factors and their causal effect estimates on the focal trait using multivariable Mendelian randomization. These prior effects are combined with the observed effects to yield Bayes Factors, posterior and direct effects. The approach not only increases power, but also has the potential to dissect direct and indirect biological mechanisms. bGWAS package is freely available under a GPL-2 License, and can be accessed, alongside with user guides and tutorials, from https://github.com/n-mounier/bGWAS. Summary: This article analyses the relationship between dividend payments, corporate risk, indebtedness and ownership of directors. The results show, first, that dividend payments reduce risk and indebtedness and increase the ownership of directors. Second, it appears that this risk has a negative impact on debt and dividend payments and positive on directors' ownership. Thirdly, it is found that the more indebted companies distribute a lower amount of dividends, have a lower risk and have more ownership by directors. Finally, it is noted that such ownership increases the company's risk, indebtedness and dividend payment. ; Resumen: Este artículo analiza la relación entre el pago de dividendos, el riesgo empresarial, el endeudamiento y la propiedad de los consejeros. Los resultados muestran, en primer lugar, que el pago de dividendos reduce el riesgo y el endeudamiento y aumenta la propiedad de los consejeros. En segundo lugar, se obtiene que dicho riesgo repercute de manera negativa en el endeudamiento y en el pago de dividendos y positiva en la propiedad de los consejeros. En tercer lugar, se halla que las empresas más endeudadas reparten una cuantía inferior de dividendos, tienen un riesgo menor y presentan mayor propiedad por parte de los consejeros. Por último, se observa que la citada propiedad incrementa el riesgo, el endeudamiento y el pago de dividendos de la sociedad.

The decree enacted in 1982 prohibiting the use of tributyltin (TBT) in anti-fouling paints for vessels less than 25 metres in length and submerged structures has not completely removed from the marine environment this biocidal product which is a high risk to biotope. It is permanently fixed to tanks and sediments and is likely to be released into water during civil engineering works, such as dredging. What increase in probability the Fukushima Dai-ichi event does entail? Many models and approaches can be used to answer these questions. Poisson regression as well as Bayesian updating are good candidates. However, they fail to address these issues properly because the independence assumption in which they are based on is violated. We propose a Poisson Exponentially Weighted Moving Average (PEWMA) based in a state-space time series approach to overcome this critical drawback. We find an increase in the risk of a core meltdown accident for the next year in the world by a factor of ten owing to the new major accident that took place in Japan in 2011.

economic disparities between euro area countries were already very marked when the European single currency was launched in 1999; however, they had tended to decline slightly in the first decade of its existence. The Great Recession following the 2008 financial crisis marked a break in this slow convergence; above all, the adjustment policies implemented in the wake of the sovereign debt crisis have initiated a process of macroeconomic divergences which is likely to continue. It could particularly complicate the ECB's task and undermine the legitimacy of the economic and monetary integration process. ; Les disparités économiques entre pays membres de la zone euro étaient déjà très marquées lors du lancement, en 1999, de la monnaie unique européenne ; mais elles avaient eu tendance à se réduire légèrement au cours de la première décennie de son existence. having summarised the results of the economic analyses carried out on market risk management in agriculture, a complex and recurrent topic in agricultural policy debates, we suggest some avenues for reflection to guide policy action. Thus, this action must focus first on the regulation (control) of risk management markets rather than on physical markets. The implementation of this general recommendation requires further specific economic work. ; Après avoir synthétisé les résultats des analyses économiques conduites sur la gestion des risques de marché en agriculture, sujet complexe et récurrent dans les débats de politique agricole, nous suggérons quelques pistes de réflexion pour guider l'action politique. Ainsi, cette action doit d'abord être portée sur la régulation (contrôle) des marchés de gestion des risques plutôt que sur les marchés physiques. La mise en œuvre de cette recommandation générale nécessite la poursuite de travaux économiques spécifiques.

RESUMEN: A la luz de los modelos presentes en el derecho alemán y la Directiva 93/13/CEE, se analiza el modelo de apreciación de abusividad que establece el artículo 16 letra g) de la ley Nº 19.496. Se explica cómo parte de nuestra doctrina y jurisprudencia acercan el control de contenido al de sorpresividad. Se aduce que esta aproximación entraña el riesgo de desvirtuar el control de contenido, justificando la validez de cláusulas que, pese a introducir desequilibrios normativos significativos al contrato, han sido adecuadamente informadas al adherente. Se propone que la apreciación de abusividad se mantenga en los límites abstractos contemplados en la mentada 16 letra g), fundando el control de sorpresividad en otras reglas de la ley Nº 19.496 y del Código Civil.

Stress reactivity is typically investigated in laboratory settings, which is inadequate for mothers in maternity settings. This study aimed at validating the Lausanne Infant Crying Stress Paradigm (LICSP) as a new psychosocial stress paradigm eliciting psychophysiological stress reactivity in early postpartum mothers (n = 52) and to compare stress reactivity in women at low (n = 28) vs. high risk (n = 24) of childbirth-related posttraumatic stress disorder (CB-PTSD). Stress reactivity was assessed at pre-, peri-, and post-stress levels through salivary cortisol, heart rate variability (high-frequency (HF) power, low-frequency (LF) power, and LF/HF ratio), and perceived stress via a visual analog scale. Significant time effects were observed for all stress reactivity outcomes in the total sample (all p < 0.01). When adjusting for perceived life threat for the infant during childbirth, high-risk mothers reported higher perceived stress (p < 0.001, d = 0.91) and had lower salivary cortisol release (p = 0.023, d = 0.53), lower LF/HF ratio (p < 0.001, d = 0.93), and marginally higher HF power (p = 0.07, d = 0.53) than low-risk women. In conclusion, the LICSP induces subjective stress and autonomic nervous system (ANS) reactivity in maternity settings. High-risk mothers showed higher perceived stress and altered ANS and hypothalamic-pituitary-adrenal reactivity when adjusting for infant life threat. Ultimately, the LICSP could stimulate (CB-)PTSD research.
