Intimate links exist between political power, law and images. Theology, philosophy and law have always developed elaborate rules about visuality. The iconophilic and iconoclastic traditions complemented one another and combined to construct subjectivity and to reconcile humanity with finitude. In modernity, law replaced religion and philosophy conceptualised legality through the aesthetic category of the sublime. The law understands the importance of the governance of images for the maintenance of the social bond and helps organise a regime of permitted images and forbidden idols which amounts to a complex legal administration of aesthetics and a related aesthetic organisation of law. ; Κώστας ΔουζίναςΗ πολιτική εξουσία, ο νόμος και οι εικόνες συνδέονται στενά. Η θεολογία, η φιλοσοφία και το νομικό σύστημα είχαν από πάντα διαμορφώσει περίπλοκους κανόνες για τις εικόνες. Η εικονοφιλική και η εικονοκλαστική παράδοση, δρώντας συ­μπληρωματικά, συνδυάσθηκαν ώστε να κατασκευάσουν την υποκειμενικότητα και να συμφιλιώσουν την ανθρωπότητα με την περατότητα. Στη νεωτερικότητα, ο νόμος αντικατέστησε τη θρησκεία, ενώ η φιλοσοφία συνέλαβε τη νομιμότητα με'σω της αισθητικής κατηγορίας του υψηλού. Ο νόμος αντιλαμβά­νεται τη σημασία που έχει ο έλεγχος των εικόνων για τη δια­τήρηση του κοινωνικού δεσμού και συνδράμει στην οργάνω­ση ενός καθεστώτος αποδεκτών εικόνων και απαγορευμένων ειδώλων, πράγμα που ισοδυναμεί με μια συνθέτη νομική δια- χείρηση της αισθητικής και με μια συναφή αισθητική οργάνω­ση του νόμου.

Η αντιπαραβολή των εννοιών της 'ουδετερότητας' και της 'τελειοκρατίας' στον φιλελευθερισμό και η εν τέλει αντιθετική πολιτικά ερμηνεία τους, είναι εφικτό να έχει χειροπιαστές και πρακτικές επιπτώσεις. Η επισήμανση των υπόρρητων πολιτικών μηνυμάτων που μπορούν οι έννοιες αυτές να φέρουν αλλά και που συστηματικά -συνειδητά ή ασυνείδητα- αποσιωπούνται, μπορεί, επηρεάζοντας το θεωρητικό υπόβαθρο άσκησης πολιτικής, να αποκτήσει επίκαιρο χαρακτήρα με πρακτικό πεδίο εφαρμογής. Τα πλεονεκτήματα του τελειοκρατικού φιλελευθερισμού θα αναδειχθούν κυρίως μέσω της προβολής, της συσχέτισης, καθώς και της στοίχισης συγκεκριμένων επιχειρημάτων του J.S.Mill και του J.Raz αλλά και της αντιπαράθεσής τους με τα αντίστοιχα 'ουδετεριστών', όπως ο J.Rawls.

Σε όλες τις εποχές ο άνθρωπος ενδιαφέρθηκε για τη θεραπεία των ασθενειών με κάθε δυνατό τρόπο. Στον Ελληνικό κόσμο, που θεωρείται πνευματικός πρόγονος της νεότερης Ευρώπης, κατά τον 6 ° και 5 ° αι. π.Χ. υπήρχαν γενικά δυο διακριτές παραδόσεις: η μια είχε καθαρά ιερουργική καταγωγή και ασκειτο από μια συντεχνία θεραπευτών-ιερέων, που ονομάζονταν Ασκληπιάδες. Η δεύτερη, η Βακχική θεραπευτική, προέρχεται από αυτόχθονους πληθυσμούς του ανατολικού Αιγαίου περίπουτη 2η χιλιετηρίδα π.Χ. Κατ' αυτήν, οι ασθενείς επεδείκνυαν την «ιερή μανία», δηλαδή με χορό, μουσική ή και σωματική καταπόνηση έμπαιναν σε μια άλλη διευρυμένη διάσταση συνείδησης απ' όπου, όταν έβγαιναν, επεδείκνυαν μια «ειρήνευση» και νέαταυτότητα πάλι με βάση την ηθικοπλαστική αντίληψη. Η πρώτη απεμπλοκή από ιερουργίες πραγματοποιείται (στην αρχαία Ελλάδα) από τον Ιπποκράτη (460-370 π.Χ.). Γίνεται η πρώτη τομή προς την επιστημονική ιατρική που έχει ως βάση την κοσμική συντεχνία θεραπευτών. Ο Ιπποκράτης πίστευε στην «αυτο-θεραπευτική δύναμη της φΰσης» που έπρεπε να λαμβάνεται υπ'όψιν, καθώς η ιατρική απορρέει από τη διαταραχή της ισορροπίας ανθρώπου- περιβάλλοντος. Μετά τον Ιπποκράτη παρουσιάζεται ένα κενό 7 περίπου αιώνων (μέχρι τον 3° αι. μ.Χ.) όπου, όμως, μεσολαβούν σημαντικές εξελίξεις που καθορίζουν και τη μετέπειτα πορεία της ιατρικής: 1. Τον 1 ° αι. μ.Χ. ο Διοσκουρίδης στην Αλεξάνδρεια και τον 2° αι. μ.Χ. ο Ασκληπιάδης και ο μεγάλος θεραπευτής και χειρουργός Γαληνός από την Πέργαμο (130-201 μ.Χ.) μετέφεραν την «απόλυτη ιατρική ορθοδοξία» στη Ρώμη, όπου παρέμεινε δόγμα μέχρι τον 16° αι. αιώνα. Αυτή συμπίπτει και με την Αραβική ιατρική και γενικότερα και με τη σύγχρονη ευρωπαϊκή ιατρική. Οι αντιλήψεις του Ιπποκράτη και του Γαληνού έχουν, όμως, και πολλά κοινά στοιχεία με την ανάπτυξη της ιατρικής στην Κίνα και την Ινδία. 2. Αραβες φιλόσοφοι και ιατροί (1038μ.Χ.) ανασυνδέουν την πολιτική και την ιατρική με βασική έννοια την υγιή κοινωνία. 3. Με την επίδραση του Χριστιανισμού στο Μεσαίωνα απαξιώνεται η αξία του σώματος και απαγορεύονται παντελώς η χειρουργική και η ανατομία. Το 1130 μ.Χ. απαγορεύεται η άσκηση από μονάχους της ιατρικής και αυτή αποδίδεται μόνο στον «κοσμικό κλήρο» απ' όπου τελικά πηγάζουν και οι πρώτες σχολές (10-12 μ.Χ. αιώνες) και το σύγχρονο Πανεπιστήμιο (Paris, Oxford, Bologna, Montpellier). Με την Αναγέννηση αρχίζει και η αμφισβήτηση της θεωρίας του Γαληνού. Το αρχέτυπο, όμως, του αναγεννησιακού γιατρού ήταν αναμφίβολα ο Παράκελσος. Ο Παράκελσος επαναφέρει τους συσχετισμούς και την ηθική συμπεριφορά σε σχέση με τα ιατρικά συμπτώματα και η όλη προσέγγιση του ήταν «οικοσυστηματική» ή «ψυχοσωματική». Οι θεραπευτικές αντιλήψεις και πρακτικές του αρχαίου, μεσαιωνικού και ανατολικού κόσμου είναι πολλές και ετερόκλητες και χωρίς να αποτελούν ταυτόσημο φιλοσοφικό μοντέλο, όμως, έχουν τα εξής κοινά σημεία, τα οποία τελικά άλλαξε η «επιστημονική ιατρική» που γεννήθηκε μετά την καρτεσιανή ρήξη: α) αντιστοιχία σώματος και ψυχής β) αλληλεπίδραση οργανισμού και περιβάλλοντος γ) αμοιβαιότητα και ισότητα μεταξύ ασθενούς και θεραπευτή. Οι σημαντικές εξελίξεις μεταξύ 17-18ου αιώνα (ανακάλυψη του μικροσκοπίου, ανάπτυξη των εργαστηρίων και των κλινικών) θα δώσουν τεράστια ώθηση προς την επιστημονική ιατρική που θα επιτρέψει να δοθεί μεγαλύτερη έμφαση στον ασθενή ως άτομο ολοκληρωμένο χάριν της διάγνωσηςκαι του χειρισμού «νόσων και συνδρόμων». Μια ακόμη αναταραχή της ιατρικής επέρχεται με την ανάδυση της βιολογίας ως διακριτής επιστήμης, η οποία επέφερε και την αναζωπύρωση των γνωστών βιταλιστικών αντιλήψεων που τον 18° αιώνα δεν παύουν τελείως να υπάρχουν (G. Stahl, - anima, S. Hahneman- ομοιοπαθητική). Όμως, λόγω της θετικιστικής κατεύθυνσης που έδωσε ο μέγας φυσιολόγος του 19ου αιώνα, ο C. Bernard (1813-1878) - που επέβαλε την ποσοτικοποίηση κατά το πρότυπο των θετικώνεπιστημών και στην ιατρική - και τελεσίδικα επισφράγισε ο L. Pasteur (1822-1895) με την ανακάλυψη του ρόλου των βακτηρίων,τόνωσε πάλι την επιστημονική αυτοπεποίθηση της ιατρικής. Στον 20° αιώνα, η ιατρική αποκτά επιπλέον και εξουσίες καιεμπλέκεται κοινωνικά και μέσω της διογκούμενης φαρμακοβιομηχανίας. Όμως, παρ' όλα αυτά, αδυνατεί ακόμη να ανακουφίσειικανοποιητικά τις ψυχικές διαταραχές, ενώ η εξειδίκευση διευρύνε το φάσμα των ιατρικών εφαρμογών (μοριακή βιολογία, νευροχημεία, γενετική, κατανόηση ανοσοποιητικού -νευρικού -ενδοκρινολογικού μηχανισμού), που όμως, εντάσσονται στο ίδιο μηχανιστικό μοντέλο. Η νοσηρή απόκλιση του μοντέλου αυτοΰ έτεινε προς την εμπλοκή ιατρικής-πολιτικής σε ένα πρόγραμμα πουη πειραματική του εφαρμογή επιτεύχθηκε στα ναζιστικά στρατόπεδα. Όμως, και πάλι, τρία διαδοχικά κύματα υπονόμευσαν τηνιατρική ορθοδοξία σε όλον τον 20° αιώνα: Ο S. Freud (1856-1939) και η ψυχανάλυση, η φαινομενολογική (υπαρξιακή) ιατρική του E. Husserl (1859-1938) και οι σύγχρονες εναλλακτικές θεραπείες (ομοιοπαθητική, βελονισμός). ; At all times, man was interested in the therapy of diseases in any possible way. In the Hellenic world, that is generally regarded as the spiritual predecessor of recent Europe, two distinct traditions existed: the first had a true sacred origin and was practiced from a corporation or guild of healers/priests named zsAsklipiades. Asklipios, son of Apollo, was considered by them as their generic leader. The second, practiced by Vakhes, comes from indigenous populations of Eastern Aegean area approx. at 2000 B.C. During its practice patients went into a sacred mania ie., with dancing, music, or body exertion went into an extended consciousness from which, when they recovered, they showed a peaceful state and a new identity again due to moral comprehension. The first liberation from sacred ceremonies occurs in ancient Greece from Hippocrates and thus the first step towards scientific medicine occurs and it is practiced by cosmic healers. To Hippokrates we owe the meaning of "method" for the observation and development of the disease and its symptoms (there is a distinction between them). He believed in "the self healing capability of nature" that had to be taken into account, because medicine comes from the disruption of the balance between man and environment. After Hippocrates there is a gap of approx. 7 eons (till 3rd century D.C.) during which period important developments occur that will determine later the path of medicine: 1. During the 1st century B.C., Dioscouridis from Alexandria and in the 2ndcentury D.C. Asklipiadis and the great healer and surgeon from Pergamos, Galinos, transplanted the "absolute medical orthodoxy" in Rome where it remained as a dogma until the 16th century D.C. This is similar to Arab and recent European medicine. Hippocrates and Galinos beliefs have a lot in common with the growth of medicine in China and India. 2.Arab philosophers and healers reconnect medicine with politics and their base is the healthy society. 3. In Christianity, in the Middle Ages, the human body is discarded as not * worthy and surgery and anatomy are prohibited. In 1130 D.C. the practice of medicine by monks isprohibited and this is passed on to "cosmic clergy" from where the first schools of medicine and recent Universities originate (Paris, Oxford, Bologna, Montpellier). With Renaissance starts the questioning of the Galino's theory. The main archetype of the healer of this period was undoubtedly Paracelsus. He brings back the correlations of symptoms and moral attitude and his whole comprehension was "ecosystematic" and "psychosomatic". The healing ideas and practices of the Middle Ages and Eastern world are various and come from different origins without being an identical philosophical model, but they have the following similar points changed eventually by the "scientific medicine" born after the Cartesian debate: a) there is a bond between body and psyche, b) there is a bond of interaction between the human body and the environment, c) there is a mutual bond of equality and trust between the patient and the healer. The important developments between the 17th - 18th centuries (discovery of the microscope, growth of laboratories and clinics) will give a tremendous push to this scientific medicine and will allow to discard the patient as a whole person for the favour of the diagnosis and the manipulation of "diseases and syndromes". Another disruption from this course of scientific medicine occurs with the emergence of biology as a distinct science, which brought the uprising of the usual vitalistic beliefs that during in the 18th century did not totally stop to exist (G. Stahl-anima, S. Hahneman- homeopathy). However, due to the positivistic direction that the great physiologist of the 19th century, C. Bernard (who established in medicine the quantification according to the prototype of positive Sciences) and finally L. Pasteur established with the discovery of the bacterial role, strengthened again the self confidence of the classical/ scientific medicine. In 20th century, medicine gains also powers and is connected socially also with the growing pharmaceutical, but still is unable to heal satisfactory the mental / psychological illnesses; meantime, the recent specialization opened up a new horizon of medical applications (molecular biology, neurochemistry, clear understanding of the immunological-nervous-endocrinological mechanism) that are, however, part of the same mechanical model. The malpractice of this model involved attachment of medicine and politics in a programme that experimentally was performed in the Nazis camps. Again, three subsequent currents of developments questioned the medical orthodox theory during most of 20th century: S. Freud and psychoanalysis, the phenomenological medicine of E. Husserl and modern alternative medicines (homeopathy, acupuncture).

International audience The Mesoamerican Epiclassic (600 to 900 AD) is a period of important political, social and religious changes in the Central Highlands. The present work aims to present some hypothesis about possible performative sequences embodied in several deposits of the sites of Cacaxtla (Tlaxcala), Xochicalco (Morelos) and Cholula (Puebla). The deposits included mutilated stone and ceramic sculptures, located in civic-ceremonial zones of the studied sites. Through data from excavations, the examination of these deposits, and the synchronic and diachronic comparison with archaeological and anthropological data, sequences of gestures and actions are proposed; hypotheses about possible rituals from which they would have resulted, their purposes, are demarcated to finally approach the possible emic conceptions that relate human and manufactured agents in the Mesoamerican ritual and socio-political life. ; L'Épiclassique mésoaméricain (600 à 900 apr. J.-C.) est une période d'importants changements politiques, sociaux et religieux sur les Hauts plateaux centraux. L'objectif de ce travail est de présenter plusieurs hypothèses sur les possibles séquences performatives dont témoignent différents dépôts de Cacaxtla (Tlaxcala), Xochicalco (Morelos) et Cholula (Puebla). Ces dépôts, situés dans les zones civico-cérémonielles des sites étudiés, comprenaient des sculptures en pierre et en céramique mutilées. À la lumière des données issues des fouilles, de l'examen de ces dépôts et de la comparaison synchronique et diachronique avec des données archéologiques et anthropologiques, des séquences de gestes et d'actions sont proposées. We study a model in which heterogeneous agents first form a trading network where linking costs are positive but infinitesimally small. Then, a seller and a buyer are randomly selected among the agents to bargain through a chain of intermediaries. We determine both the trading path and the allocation of the surplus among the seller, the buyer and the intermediaries at equilibrium. We show that, under the initiator bargaining protocol, a trading network is pairwise stable if it is a core–periphery network where the core consists of all impatient agents who are linked to each other and the periphery consists of all patient agents who have a single link towards an impatient agent. Once agents do not know the impatience of other agents, each bilateral bargaining session may involve delay. Then, core–periphery networks may not be pairwise stable because agents may prefer to add links for reducing the length of trading paths and so avoiding costly delays in reaching a global agreement.

Summary The Decree Law 4170 of 2011 (Decree Law 4170, 2011) established, among other functions of the National Public Procurement Agency — Colombia Efficient Purchase, the task of building tools for the organisation and articulation of participants in purchasing and public procurement processes, in order to achieve greater efficiency, transparency and optimisation of state resources. In carrying out its tasks, the agency has developed legal instruments to clarify specific and cross-cutting regulatory issues within public procurement; however, these do not have the own and natural powers of ordinary law rules, it is for this reason that the impact of these instruments on public procurement processes is analysed in this article. ; Resumen El Decreto Ley 4170 de 2011 (Decreto Ley 4170, 2011) estableció, entre otras funciones de la Agencia Nacional de Contratación Pública - Colombia Compra Eficiente, la de construir herramientas orientadas a la organización y articulación de los partícipes en los procesos de compras y contratación pública, con el fin de lograr una mayor eficiencia, transparencia y optimización de los recursos del Estado. En el desarrollo de sus funciones, la agencia ha desarrollado instrumentos jurídicos que dilucidan temas específicos y transversales de regulación dentro de la Contratación Pública; sin embargo, estos carecen de las facultades propias y naturales de las normas de derecho común, es por ello que en el presente artículo se analiza el impacto de esos instrumentos en los procesos de contratación pública.

We seek to identify the use of this "blocking" patent, which differs from the "dormant" patent, by French companies. This exploratory research, of a qualitative nature, is based on the perception of 18 patent agents. Nous cherchons à cerner l'utilisation de ce brevet " bloquant ", qui diffère du brevet " dormant ", par les entreprises françaises. Cette recherche exploratoire, de nature qualitative, s'appuie sur la perception de 18 conseils en propriété intellectuelle. Nos résultats indiquent que les entreprises françaises, compte-tenu de leurs caractéristiques et de celles du système de protection industrielle, affichent un certain retard en matière d'utilisation stratégique du brevet.

Discussing the relationship between the EU Network of Independent Expertson Fundamental Rights and the forthcoming Fundamental Rights Agency, the Working Document of 25 March 2004 on the proposal for a Council Regulation on the European Monitoring Centre on Racism and Xenophobia (Recast version) prepared with the European Parliament's Committee on Citizens' Freedomsand Rights, Justice and Home Affairs (rapp. J. Swiebel) concluded: "Itisimpor tanttostr esstha t theanal ytical, evaluative and advisory functions of the Experts' Network continue to befulfilled in an independent way. This should not prevent close links between the Human Rights Agency and the Experts' Network being established." This paper is an up dated version of the presentations given by the authors at the ERA conference "European Fundamental Rights Agency", 12–13 June in Trier. <p>Ο συγγραφέας, μελετώντας τα προβλήματα που προκύπτουν στην παραγωγή της κοινωνιολογικής γνώσης από την τομή μεταξύ επιστήμης και κοσμικής γνώσης και εξετάζοντας τις πηγές από τις οποίες αντλεί ο κοινωνιολόγος, επιχειρεί να καταδείξει τη σχέση μεταξύ λογοτεχνικών πηγών και κοινωνιολογικής ερμηνείας. Η κοινωνιολογική ανάλυση μπορεί να ανακαλύψει στα λογοτεχνικά έργα ερευνητικούς προσανατολισμούς που επιτρέπουν στον κοινωνικό επιστήμονα να αποφύγει τις λογοκρισίες ή τις αθεμελίωτες προϋποθέσεις της εργασίας του, οι οποίες εμπλέκονται σε μια επιστημονική ή εμπειριστική παράσταση της επιστημονικής εργασίας. Η παράσταση αυτή είναι εμφανής σήμερα όπου οι κοινωνικές επιστήμες κυριαρχούνται από μια θετικιστική φιλοσοφία.</p>

Abstract This paper analyzes the diversification and initiatives of economic and productive promotion in the 18th century developed by traders in three areas of South America, which are the Kingdom of Chile, the Governorate of Tucuman and the Tarija district. Through case studies, the researchers identify, describe and provide details of the diverse economic activities: commercial, agricultural, mining and proto-industrial, promoted by economic mercantile agents at the end of the colonial period, based on commercial correspondence private, inventories of goods, testimonies, civil and criminal trials. The results show that, despite the importance placed on the development of initiatives to promote production by certain political-bureaucratic sectors, the scope was relative, among other things due to the dynamics of the markets, the financing system and rational calculation of the profit.

With a focus on the exploration of the tense link between the routinized school culture and a new sensorium of experience carried out by young people, the article analyzes a set of ritual celebrations developed by students of the last year of a secondary school in La Plata (Argentina). They officiate as instances of symbolic reprocessing of their experience at school and festive showdown of an "overflow". Through their inquiry, we seek to account for the corporal, emotional, libidinal and disruptive dimensions that these rituals entail in terms of politicity and agency. ; Con foco en la exploración del vínculo tenso entre la rutinizada cultura escolar y un nuevo sensorium experiencial protagonizado por los/as jóvenes, el artículo analiza un conjunto de celebraciones rituales desplegadas por estudiantes del último año de una escuela secundaria de La Plata (Argentina) que ofician como instancias de reprocesamiento simbólico de su pasaje por la escuela y escenificación festiva de un "desborde". In international emissions trading schemes such as the Kyoto Protocol and the European Union Emissions Trading Scheme, the suboptimal negotiation of the cap with respect to total pollution minimization leads us to critically examine the proposition that generous allocation of grandfathered permits by the regulator based on recent emissions might pave the way for dominant positions. Stemming from this politically given market imperfection, this chapter develops a differential Stackelberg game with two types of non cooperative agents: a large potentially dominant agent, and a competitive fringe whose size are exogenously determined. The strategic interactions are modeled on an intra-industry permits markets where agents can freely bank and borrow permits. This chapter contributes to the debate on initial permits allocation and market power by focusing on the effects of allowing banking and borrowing. A documented appraisal on whether or not such provisions should be included is frequently overlooked by the debate to introduce the permits market itself among other environmental regulation tools. Numerical simulations provide a quantitative illustration of the results obtained.

While it is generally known that housing allocations play an important role in foreign population concentrations, the institutional structure that allows such segregation remains unclear. The positions taken by mayors when faced with the presence of 'ghettos' on their municipalities highlighted the limits on intervention by municipalities in the distribution of populations within social housing. However, an analysis of the various allocation channels shows that it is now necessary to go beyond the segregated process. It is also necessary to focus on adapting the various agents to a municipal policy which seeks to avoid or reduce foreign populations. ; Si l'on sait en général que les attributions de logements jouent un rôle important dans les concentrations de population étrangère, la structure institutionnelle qui permet une telle ségrégation reste mal connue. Pourtant l'analyse des diverses filières d'attribution montre qu'il faut aujourd'hui dépasser le cadre du processus ségrégatif. International audience A recent report from NASA's office of the chief technologist positions a self-sustained "low-earth-orbit ecosystem" as a desirable objective for NASA's human spaceflight policy and linking to its larger aims of deeper exploration of the solar system. The report follows a wave of mission shifts and space policy directives which emphasize that the private sector should be given more power and receive public agency financial support to stimulate space services. To understand how US space innovation activities are changing, and to be able to make assessments and policy recommendations, we use an innovation ecosystems approach to help understand the types of relationships between actors in low-earth-orbit and to determine the ramifications for US space policy. Our findings reveal four new forms of relationships between NASAA and other parties in the emerging innovation ecosystem and we discuss how these lead to policy challenges for NASA as a mission-oriented public agency with the new additional objective of creating an economic zone in orbit.
