The problem of adaptation to the EU countries in the Vishegrad conditions of economic stagnation of the old EU countries and citizens of the resistance groups in attempts to solve adaptive problems through internal resources are analyzed. Theoretical and practical principles of implementation and financing public procurement in the Visegrad Group countries (Poland, Hungary, Czech Republic, Slovakia) are revealed in the arcticle. The experience of which is important to use in Ukraine to increase their financial efficiency. Argued, that these countries consider public procurement as a tool not only to meet the current activities of public administration, but also to implement social and environmental policies, especially for "green" procurement. Based on the analysis of the Ukrainian practice of conducting tenders, it was found that the problem in Ukraine is that we are still dominated by price criteria, which do not target customers financially to conduct "green" procurement. In the EU Directives, which guide the Visegrad Group countries, special emphasis make on the development of e-procurement. They are considered as components of e-government, based on the principles of free movement of goods, freedom of placement and provision of services, equal treatment, mutual recognition, proportionality and transparency. It is shown that the use of centralized public procurement increases the financial efficiency of public procurement in these countries. It was found that among the forms of public procurement in the Visegrad Group countries, a new form of innovation partnership is beginning to develop, which is important to introduce in Ukraine. It can only be used when a customer needs to purchase an innovative product, service or work that is not yet on the market and that requires research and a long-term partnership with the customer to develop and finance it. It is proved that the market of public procurement in the Visegrad Group countries, according to EU legislation, is open to foreign producers, in particular, from Ukraine. Therefore, the Ukrainian authorities need to significantly reconsider the bill on localization, the introduction of which may negatively affect to financial and economic relations of our country with EU member states and the Visegrad Group in particular. ; У статті розкриті теоретичні та практичні засади здійснення і фінансування публічних закупівель у країнах Вишеградської групи (Польща, Угорщина, Чехія, Словаччина), досвід яких важливо використати в Україні для підвищення їх фінансової ефективності. Аргументовано, що ці країни розглядають публічні закупівлі як інструмент не лише для задоволення поточної діяльності органів державного управління, а й для реалізації соціальної та екологічної політики, насамперед щодо здійснення «зелених» закупівель. На основі аналізу української практики проведення тендерів виявлено, що проблемою в Україні є домінування цінових критеріїв, що фінансово не націлює замовників на проведення «зелених» закупівель. У Директивах ЄС, якими керуються країни Вишеградської групи, особливий наголос робиться на розвиток електронних пу­блічних закупівель. Вони розглядаються як складники електронного уря­дування, що ґрунтуються на принципах вільного переміщення товарів, свободи розміщення й надання послуги, рівно­правного ставлення, взаємного визнання, пропорційності і прозорості. Показано, що у названих країнах фінансову ефективність публічних закупівель підвищує використання централізованих публічних закупівель. Виявлено, що серед форм проведення публічних закупівель у країнах Вишеградської групи починає розвиватися така нова форма, як інноваційне партнерство. Його важливо використати в Україні, однак воно може застосовуватися лише у разі, коли у замовника виникає потреба придбати інноваційний продукт, послугу чи роботу, яких ще немає на ринку і які вимагають проведення наукових досліджень та встановлення довготривалого партнерства із замовником для їх розробки та фінансування. Доведено, що ринок публічних закупівель у країнах Вишеградської групи, згідно із законодавством ЄС, відкритий для іноземних виробників, в тому числі й з України. Тому варто суттєво переглянути законопроєкт про локалізацію, схвалення якого може негативно вплинути на фінансово-економічні відносини нашої країни з країнами-членами ЄС та Вишеградської групи зокрема.

У статті визначено сучасні пріоритети відносин країн Вишеградської групи зі східними сусідами, зокрема з Україною, форми і потенціал впливу на формування Європейської східної політики, враховуючи чинник сучасної кризи. ; The article deals with the current priorities of the Visegrad Group relations with the European Union's eastern neighbours including Ukraine, shape and potential of impact on the formation of European eastern policy, taking into account the factor of the present crisis.

The experience and evolution of the countries of Central and Eastern Europe, the multivariate ways and results of democratic transformations are analyzed. A number of common characteristics and landmark goals at the beginning of the transformation were taken into account, stating that not all countries in the region had positive dynamics and a linear transit path, not all reached the level of consolidated democracy and not all consolidated democracies fully realized their potential.The significance and peculiarities of the political opposition in the processes of structuring and institutionalization of the political regimes of the Visegrad Group countries are outlined. The influence of political opposition and protest on the transformation from autocratic to democratic regimes is noted. The evolution and interrelation of models of democratic transit from a pre-institutional phenomenon (socio-political protests) to an institutional phenomenon (in the form of a political institution) are traced, and the institutional factors that contributed to reducing the level of conflict potential in the process of democratic transition are clarified.Significance is given to political practice and the experience of the Visegrad Group countries is taken into account for the analysis of political processes, political crisis and confrontation between the government and the opposition, especially within the parliament in modern Ukraine. It is considered to be the best example of a study of coalition governments in the period of political transformation and in the period after the accession of these countries to the EU, which can be valuable empirical material for further political development of Ukraine and its political institutions. It is established that the main condition for the formation of a consolidated democracy is the process of constructivization of the political opposition. ; Проаналізовано досвід та еволюцію країн Центрально-Східної Європи, поліваріантність шляхів і результатів демократичних трансформацій. Враховано ряд спільних характеристик і знакових цілей на початку трансформації, де зазначено , що не всі країни регіону мали позитивну динаміку та лінійний шлях транзиту, не всі досягли рівня консолідованої демократії і не всі консолідовані демократії повністю реалізували свій потенціонал.Окреслено значення та особливості політичної опозиції у процесах структуризації та інституціалізації політичних режимів країн Вишеградської групи. The article is devoted to consideration of features of internal and external interaction of the countries of the Visegrad Group. Particular attention is paid to the analysis of the position of individual member states in shaping the policy of the European Union as a whole, in particular during their presidency in the EU Council. Some differences in the views of individual member countries of Visegrad are described. The factors and conditions that prompted the mentioned countries to form a solidarity position in the development of the priorities of a pan-European policy during the crisis are analyzed ; Статтю присвячено розгляду особливостей внутрішньої та зовнішньої взаємодії країн Вишеградської групи. The thesis researches particularity and nature of the pattern interrelations between the opposition and the power and defines their impact on the democratization of the political systems of the Visegrad Group countries. By synthesizing the theory of social capitals' conversion, synergetics, and the fluctuation theorem, the author has developed a method to analyze interrelations between the opposition and the power.The research has ascertained strategies for the accumulation and conversion of social capitals of the power and the opposition that help to understand the differences between democratization processes; revealed the specificity of their interrelations in each studied country, in consideration of the starting conditions, products of democratization, practices of democratic transition and their indicators; the research as well identified the defining points as bifurcation conditions for the democratization of political systems of the Visegrad Group countries, which separate the phases of growth and decline of mutual influence and have a decisive impact on democratization indicators. ; У дисертації досліджується специфіка та характер патерних взаємовідносин опозиції та влади, визначається їхній вплив на процес демократизації політичних систем країн Вишеградської групи. На підставі синтезу теорії конвертації суспільних капіталів, синергетики, теореми флуктуації розроблено методику аналізу взаємовідносин між опозицією і владою.З'ясовано стратегії накопичення та конвертації суспільних капіталів влади й опозиції для розуміння відмінності процесів демократизації; виявлено специфіку їхніх взаємовідносин у кожній з досліджуваних країн, врахувавши стартові умови, продукти демократизації, практики демократичного переходу та їхні індикатори; виділено реперні точки як біфуркаційні стани демократизації політичних систем країн Вишеградської групи, котрі розділяють фази зростання та спадання взаємовпливу та визначально впливають на індикатори демократизації.

У статті розглянуто політику ЄС і країн Вишеградської групи у вимірі російських викликів. З'ясовано витоки російської агресії, досліджено сучасні загрози міжнародній безпеці, що випливають з російської агресії, впливи російської пропаганди в країнах Вишеградської групи, визначено значення європейської солідарності в умовах російської інвазії в Україну. ; The article deals with the EU's and the Visegrad countries' policy in terms of Russian challenges. It determines the causes for Russian aggression, studies modern threats to international security arising from Russian aggression, the influence of Russian propaganda in the Visegrad countries. In the countries of the Visegrad Four constitutional laws are the integral part of the constitutional system. Thus, in countries of Visegrad Group functional use of constitutional laws is different (amending; implementation of international agreements; regulation of certain matters provided by the constitution, etc.). It is also mentioned in the article that in Poland, the term «constitutional law» after adoption of the Constitution of 1997 is not applied officially in terms of legislation, though, at the same time some lawyers and politicians use the term in their publications and speeches, collectively interpreting the notion of constitutional law as the law that is first and utmost connected with the content of the Constitution, with amendments to the Constitution, and the adoption of the new Constitution. It is noted that «constitutional laws» can be understood not only as the laws that amend or supplement the Constitution but also as the laws the Constitution refers to or necessity of which is directly provided by the current Constitution. These laws specify certain provisions of the Constitution, are adopted by the legislature or a referendum in a specific order.

Мета статті полягає в аналізі позиціонування держав-членів Вишеградської групи у новому безпековому середовищі, з'ясуванні особливостей їх співробітництва в нових геополітичних умовах. Завданнями дослідження є: охарактеризувати дії держав щодо посилення власної обороноздатності, проаналізувати ключові зміни у досягненні енергетичної безпеки, з'ясувати особливості забезпечення інформаційної безпеки. У ході дослідження застосовано системний підхід для встановлення взаємозв'язку окремих подій та їх впливу на еволюцію позиціонування держав у новому безпековому середовищі, формування цілісної картини щодо впливу повномасштабного вторгнення РФ в Україну на їх безпекову політику. Використання хронологічного методу та івент- аналізу сприяло розгляду процесу взаємодії держав, порівняльний аналіз дозволив виокремити спільні та відмінні дії у їх зовнішній політиці на сучасному етапі. Для прогнозування перспектив у співробітництві країн було використано прогностичний метод. Зроблено висновки, що російсько-українська війна стала фактором турбулентності у світовому просторі, і Вишеградська група вимушена реагувати на глобальні процеси, що започатковані війною. Внаслідок іншої позиції Угорщини щодо співробітництва із Росією та надання воєнної підтримки Україні в рамках об'єднання ускладнилася координація дій. Імовірно, що група продовжить свою діяльність у тих сферах, в яких держави можуть досягти консенсусу, але ефективність безпекової взаємодії залишається під питанням, а відсутність єдності щодо нових безпекових викликів не сприятиме зміцненню стабільності у регіоні Центральної Європи. Водночас Польща, Чехія та Словаччина розпочали курс на посилення обороноздатності, енергетичної незалежності, інформаційної протидії російській пропаганді, що свідчить про їх активну політику в умовах нових безпекових загроз. Від політичної волі держав залежатиме у майбутньому, наскільки вони будуть готовими використати потенціал об'єднання для просування своїх національних інтересів та забезпечення національної безпеки.

The article considers the alternative to the EU integration projects in the Visegrad Group countries. Attention is focused on the interaction of national interests of probable participants and initiators of the new integration. The correlation between regional European integration and alternative subregional integration concepts is considered on a separate basis. The paper highlights the theoretical foundations and practical political implementation of integration projects developed in the subregion of Central Europe, in particular, in the Visegrad Group: Poland, Hungary, the Czech Republic and Slovakia. The historical reasons for the emergence of a certain geopolitical concept, or the absence of such concept in modern international politics of the states, are explained. This study (research) aims to investigate the faults and advantages for the implementation of the Intermaria, Three Seas Initiative, and the Greater Hungary projects in the subregion of Central Europe. The genesis of these integration initiatives, their current state in theoretical political science and practical implementation in the interstate arena are analyzed in detail. The national interests of Hungary, the Czech Republic, Poland and Slovakia in the implementation of these subregional integration concepts and the interaction in their implementation with regional European integration are analyzed. The conclusions suggest to consider the author's view on the realism of the implementation of certain alternatives to European integration geopolitical concepts. The forecasts are formed on the basis of the analysis of national interests, within the limits of the declared integration projects, the Visegrad Group and conformity of the trajectory of development of geopolitical concepts to the modern movement of regional European integration. The data identified during the study can be used in further study of European integration in the countries of Central Europe, analysis of the international political situation in Central Europe, identification and study of national interests of the Visegrad Group, and also in the development and modeling of forecast scenarios for the development of interstate politics in Central Europe and the European Union as a whole. ; У статті розглядаються альтернативні до ЄС інтеграційні проєкти в державах Вишеградської групи. Увага акцентована на взаємодії національних інтересів вірогідних учасників та ініціаторів нового інтеграційного утворення. Окремо розглянута кореляція між регіональною європейською інтеграцією та альтернативними субрегіональними інтеграційними концепціями. В роботі виділяються теоретичні основи та практичне політичне втілення інтеграційних проєктів вироблених на просторах Центрального субрегіону Європи. Зокрема в державах Вишеградської групи: Польщі, Угорщині, Чехії та Словаччини. Пояснюються історичні причини виникнення певної геополітичної концепції, або ж відсутності такої в сучасній міжнародній політиці держав. Досліджено недоліки та переваги для втілення у субрегіоні Центральної Європи проєктів Інтермарії, Ініціативи трьох морів, Великої Угорщини. Детально проаналізований генезис цих інтеграційних ініціатив, їх сучасний стан в теоретичній політичній науці та практичне втілення на міждержавній арені. Проаналізовано національні інтереси Угорщини, Чехії, Польщі та Словаччини у втіленні цих субрегіональх інтеграційних концепцій та взаємодія у їх впровадженні із регіональною європейською інтеграцією. Висновки пропонують розглянути авторський погляд на реалістичність втілення тих чи інших альтернативних до європейської інтеграції геополітичних концептів. Прогнози сформовані на основі аналізу національних інтересів, в рамках заявлених інтеграційних проєктів, держав Вишеградської групи та відповідності траєкторії розвитку геополітичних концептів сучасному руху регіональної євроінтеграції. The article depicts a retrospective of the establishment of relations between Ukraine and the Republic of Poland as independent states after the fall of the Eastern bloc. Its task is to analyze the treaties and other documents that formed the contractual basis of the Ukrainian-Polish bilateral relations and the answers to how these documents influenced the development of relations in the 1990's; as well as the study of the roles of individuals of Ukrainian and Polish diplomats in the development of relations. The combination of methods of studying documents and those who carried out real actions in order to make them a reality allows us to reveal the relevant period as the one characterized by the beginning of a tendency for Poland's diplomatic influence on Ukraine to accelerate European integration.The study describes the formation of relations between independent Ukraine and the Republic of Poland. It reflects that certain intentions regarding joint efforts in Euro-Atlantic integration were present in the Ukrainian-Polish relations even before 2004 on both sides. However, the greater activity of the Republic of Poland in its efforts of joining NATO and preparing for an early integration into the EU led to Ukraine being left far behind Poland on the respective path of integration. Ukrainian initiatives to build a common «security and stability zone in Central and Eastern Europe» ended up irrelevant after the expansion of NATO. On the other hand, the changing attitude of the Ukrainian leadership to the idea of expanding NATO with the countries of the Visegrad Group opened new opportunities for partnership in the 2000s. Strengthening partnership with Poland provided Ukraine with an opportunity to become an intermediary of rapprochement with the European Union for the countries of the Commonwealth of Independent States, such as the Republic of Moldova and the Republic of Belarus. The issue of Ukrainian relations with the four state members of the Visegrad Group is important from the very beginning of the establishment of the Visegrad Group as Ukraine is interested in raising the question of its support in the integration into the NATO and EU. Issues of cooperation of Ukraine with the four state members of the Visegrad Group, in particular as a means for the European integration, have been studied by O. Andriychuk, Ye. Kish, M. Lendiel, A. Kudriachenko, S. Mitriaeva and H. Perepelytsia. Challenges and opportunities in collaboration of the Visegrad Group countries with Ukraine in the field of defence and security have been analysed in research works of V. Andreiko, H. Mysak and O. Kaplynskyi. Highlighting previously unsettled parts of the general problem. In spite of numerous studies of the above-mentioned authors, military cooperation between Ukraine and the state members of the Visegrad Group is understudied. Issues of working together with individual state members of the Visegrad Group in the military field need to be addressed deeper. Especially, it is important to outline military cooperation with the Republic of Poland in light of understanding the threats posed by the Russian Federation to Eastern-European countries. Paper main body. The Visegrad Group (Visegrad Four or V4) is a union of the four countries – Poland, Hungary, Czechia and Slovakia, founded 25 years ago on 15 February 1991, composed at that time of the three states: Poland, Hungary and Czechoslovakia. The union was formed as a result of the reaction of countries of the former Communist Bloc to the dissolution of the Warsaw Treaty Organization and the Council for Mutual Economic Assistance that created economic and security problems for the states, which they tried to solve partially by the enforcement of regional cooperation. According to the instruments of incorporation, the V4 Group is headed by one of the state members based on annual rotation, with a Summit of Heads of Governments held at the end. The countries head the organization for one year by turn. The main priorities of heading include expansion of the EU to the Western Balkans and eastern policy of the EU, cooperation in the field of defence, etc. Ukraine is one of the key partners of the V4 Group, aiming primarily at establishing a comprehensive dialogue and elaborating a joint position on the whole range of topical issues of international partnership and political situation, including in the region of the East Central Europe. In the period from 1 July 2019 to 30 June 2020, the V4 Group was headed by the Czech Republic. Taking into consideration significant changes in the security environment, the program of Czech heading was targeted at the expansion of cooperation in the following areas: – internal unity (joint political approach and solutions: there were more than 10 statements approved by the V4 Group at the level of Heads of Governments and Ministers of Foreign Affairs since the escalation of the situation in Ukraine regarding the support of Ukraine and preservation of its territorial integrity); – defence and security cooperation (implementation of common projects both within the V4 Group and the European Union), and others. Polish heading provided for coordination of the position of the state members of the V4 Group concerning Ukraine and the Ukrainian-Russian conflict, and evaluation of the previous activities of the V4 Group towards the support of Ukraine. The Republic of Poland makes every effort to strengthen relations with Ukraine aimed at minimizing political threats and enforcing Polish defence. In the area of military cooperation, Ukraine and the Republic of Poland achieved substantial success in formation of the regulatory and legal framework of cooperation and initiation of primary directions of collaboration – from participation in the Partnership for Peace Program, joint military trainings, sharing experiences, improvement of professional skills of officers, education of mobile and tank forces to formation of a Polish-Ukrainian unit. Support of the idea of creation of a common security (defence) space from the Baltic States to the Back Sea must become a prioritized direction in cooperation between Ukraine and the Visegrad Group. Intensification of mutual efforts in the mentioned area will contribute to restraining the unhidden full-scale military aggression of Russia and serve as a factor of holding the Russian Federation from new re-division of the spheres of influence and territories. Conclusions of the research and prospects for further studies. Therefore, Ukraine has a great potential for the expansion of cooperation with the countries of the V4 Group in the military field, in particular with Poland and Czech Republic. Planning of and participation in the activities within the regional military collaboration of the Visegrad Group with Ukraine gradually turn into an efficient ground for the achievement of the main strategic objective of our country – full integration into the European Atlantic security space and joining the political and military alliance NATO. Further studies will provide an insight into the possibilities for enhancement of cooperation of Ukraine with the individual state members of the Visegrad Group (Poland, Czech Republic, Slovakia) in the military field and development of comprehensive measures to mitigate the destructive policy of Hungary towards Ukraine. ; Проаналізовано форми, методи та діяльність членів Вишеградської групи щодо перспектив співпраці з Україною в розрізі українсько-польських відносин у військовій сфері.
