Автор статьи утверждает, что появление во второй половине XIX в. первых постоянных международных межправительственных организаций (ММПО) и международных неправительственных организаций (МНПО) было вызвано общими причинами. Он обосновывает тезис о необходимости их исследования не в качестве отдельных самодостаточных объектов, а как явления, вызванного достигнутым в тот период высоким уровнем интернационализации хозяйственной жизни государств и социально-экономическими последствиями промышленной революции. Появление ММПО неизменно сопровождалось созданием большого числа МНПО, которые выполняли вспомогательные функции. Они регулировали сферы сотрудничества и удовлетворяли общественные потребности, не покрывавшиеся межгосударственными соглашениями. В статье приводятся основные факторы, которые на последующих стадиях интернационализации и развития современных международных отношений давали толчок появлению и развитию международных организаций. Среди них автор называет: военно-техническую революцию, породившую средства массового поражения; «холодную войну» между мировым коммунизмом и мировым капитализмом; крушение колониальной системы и формирование нового основного противоречия мировой политики между «клубом богатых стран» и государствами «мировой периферии»; развитие интеграционных процессов; возникновение глобальных проблем современности. Подчёркивается, что из вспомогательных инструментов осуществления многостороннего взаимодействия суверенных государств ММПО и МНПО превратились в неотъемлемую часть современных международных отношений, взяв на себя практическое исполнение многих жизненно важных функций человеческого общества. Учитывая вовлечённость в деятельность многих тысяч ММПО и МНПО подавляющего числа современных государств и десятков тысяч организаций гражданского общества, ни одному из существующих центров силы не под силу подчинить их деятельность. Развитие ММПО и МНПО делает невозможным создание однополярного мира в современной системе международных отношений. ; The author argues that the emergence of the first permanent intergovernmental (IIGO) and non-governmental (INGO) organizationsin the second half of the XIX-th century was due to common causes. He tries to justify the need to consider them not as independent objects of study, but as the phenomenon, caused by the high level of internationalization of economic life of states and of socio-economic consequences of the industrial revolution, reached in this period. The emergence of IIGOs, based on international treaty, was accompanied by establishment of a large number of INGOs operating in similar fields of human activity, which performed supplementary functions and regulated areas of cooperation and public needs, not covered by interstate agreements. The article presents the main factors that in later stages of internationalization and development of contemporary international relations gave the impetus to emergence and development of international organizations, including the military-technological revolution, that gave birth to mass destruction weapons and avalanche-like growth of the number of human and material losses during wars and military conflicts, the Cold War between world communism and world capitalism, the collapse of the colonial system and formation ofa new main contradiction of the world politics between the "Club of rich countries" and states of the "global periphery", beginning of development of regional integration processes and, finally, the emergence of global problems. The article emphasizes that both IIGOs and INGOs evolved from the supportive tools in implementation of multilateral interaction of sovereign states towards becoming an integral part of contemporary international relations, fulfilling many vital functions of modern human society and its citizens. Given the involvement of the overwhelming majority of modern sovereign states and tens of thousands of civil society organizations in activity of numerical IIGOs and INGOs, none of the existing centers of world power can afford to trample down and to subordinate activities of all these international organizations. The development of IIGOs and INGOs makes any attempts to create a unipolar system of contemporary international relations impossible.
В статье анализируется влияние ныне существующих и потенциальных международных организаций на выработку и осуществление политического курса стран постсоветского пространства в Европе. Формирование суверенной государственности Беларуси, Молдовы и Украины происходит в условиях динамично меняющейся обстановки не только внутри их самих, но и в масштабе региона (Восточная Европа), континента и мира. Процессы глобализации и регионализации затрагивают все большее пространство и все сильнее влияют как на внешнюю, так и внутреннюю политику новых независимых государств. В условиях глобализации ведущие страны мира предпринимают попытки освоения и структуризации происходящих процессов посредством создания интеграционных объединений, позволяющих эффективно реагировать на изменения современного мира. Регион, к которому принадлежат Беларусь, Украина и Молдова, находится в сложном геополитическом окружении, зажат между двумя интегрирующимися объединениями: расширенным Европейским союзом на западе и формирующимся Евразийским союзом, предлагаемым Россией на востоке. Ввиду отсутствия реальной возможности объединения обеих структур для генерирования синергического эффекта общеевропейской интеграции, западные и восточные организации находятся друг с другом в состоянии конкурентных и альтернативных отношений. Соответственно, государства Восточной Европы подвергаются влиянию обеих группировок, что ставит перед ними стратегическую дилемму и вынуждает осуществить выбор направления интеграции. Статья освещает структуру и динамику международного сотрудничества стран Восточной Европы, генезис, практику и перспективы политики постсоветских государств в Европе в отношении существующих международных организаций и инициатив, а также содержит прогноз развития расстановки сил в регионе и его влияния на глобальную и европейскую стабильность. ; The article analyses the influence of existing and potential international organisations on development and implementation a political line of post-Soviet space countries in Europe. Statehood formation of sovereign Belarus, Moldova and Ukraine is taking place in the period of constant dynamic changes not only inside these states but also in the region (Eastern Europe), continent and the world. Globalisation and regionalisation processes affect more and more space and have an increasing impact on foreign and domestic policies of these independent states. In a rapidly globalising world leading countries make efforts to structure existent processes by establishing integration organisations that effectively meet the challenges of the changing world. The region, which includes Belarus, Moldova and Ukraine, is at complex geopolitical surrounding, and under influence of two integration organisations: expanding European Union in the West and emerging Eurasian Union in the East. In the absence of potential integration these two organisations have competitive and alternative relations. Therefore, East European states are affected by both organisations and this leads to a strategic dilemma and forces these states to choose a direction for integration. The article illustrates the structure and dynamics of East European countries international cooperation with regard of international organisations and initiatives. It also describes genesis, practice and political prospects of post-Soviet states in Europe and provides a forecast for diplomatic landscape in the region and its impact on global and European stability.

It also focuses on legal inability of federal government to comply with international obligations in key aspects of socio-economic development in the first years of Canada's membership in the United Na-tions Organization as well as specificity of Canadian delegation's beha-vior during negotiations of the UN Charter and Universal Declaration of Human Rights.
An integral part of the international legal functioning of international organizations is their participation in civil and economic relations. Participation of international organizations, both intergovernmental and non-governmental, in international relations of powerless character has a certain specificity and raises a number of theoretical and practical issues. An international organization in such relations is a foreign element, the presence of which qualifies relations as international private relations. The volume and types of private transactions involving international organizations vary. On the one hand, all international organizations in order to ensure their daily activities come into private-law relations with the host country, in particular, about the communication (postal, telephone, cellular, et al.), stationery and other products or equipment, utilities consumption and t. e., on the other - organizations implement their statutory capacity through participation in international private law relations. There are number scientific researches devoted to these issues, in particular of V. Barbin, V. Kanashevsky and E. Shilina. In international relations, private international organizations act as legal entities. Usually these organizations acquire the specified status from the registration of their statutes or the roster of legal entities in the State of the location of their headquarters. Often, in the absence of regulations in the statutes of specialized agencies of the UN concerning their status in private law relations, only their active practice of involving into private transactions suggests that they act as legal entities. Regarding the international organizations the same issues arise concerning participation in private law relations of legal persons, of which the definition legal capacity goes beyond the law of one state. International organizations are the main type of international legal persons. The very concept of "international organization" covers both international intergovernmental and international non-governmental organizations. Both the first and second are the special subjects of law, they can only participate in the legal relationship defined by goals and objectives for which they were created, and the relevant statute. Typical international legal persons are an international intergovernmental organization, their participation in the relations of private character differs established practice. Regulation of the legal status of international intergovernmental organizations comes under the Vienna Convention on the Representation of States in their Relations with International Organizations of a Universal character (1975), the Law of Treaties (1986), the Convention on the legal status, privileges and immunities of intergovernmental organizations operating in specific areas of cooperation (1980). In turn, a special international agreement concluded between States Parties of international intergovernmental organization is its charter, which can fix the status of organization as a legal entity. Participation of the intergovernmental organization in international relations of a private nature entails the need for a regulation by complex set of rules. Such a complex may contains rules of public international law, international organizations and certain rules of national law. At the same time, taking into account the specifics, the conclusion of agreements with international intergovernmental organizations is considered prestigious, profitable and responsible act for many persons of private law. The same prestigious are economic relations with international non-governmental organizations, whose participation in international private law relations, in turn, entails significantly fewer complications. ; Рассмотрены основные специфические аспекты участия международных организаций в частноправовых отношениях. В последние годы преступления ненависти привлекают к себе все больше внимания со стороны мирового сообщества. Международные организации (ОБСЕ, Совет Европы) разрабатывают стандарты противодействия таким преступлениям. В России и за рубежом идет разработка и совершенствование норм, закрепляющих уголовную ответственность за преступления ненависти. Опыт США, Великобритании, Германии и других стран по сбору статистики и организации системы профилактики и реагирования на эти преступления, а также учет рекомендаций международных организаций поспособствуют успешному противодействию преступлениям ненависти в России. ; In recent years hate crimes have been attracting serious attention from world community. International organizations (OSCE, Council of Europe) are developing standards in the area of hate crime control. Russia and foreign countries are involved in the process of developing legislation aimed at abolishing this type of crime. The USA, the UK, Germany and other countries" experience in collecting statistics data and organizing the system of prevention and reaction to such crimes as well as international organizations" recommendations will help Russia to develop a successful system of hate crime prevention.
The process of social manipulation of modern youth is the object of the study. Foreign intelligence services, international organizations and the media, supported by them as agents of the process of social manipulation of young people is the subject of the research. The relevance of the research topic is due to the fact that in the conditions of the systemic crisis of the basic institutions and institutions of socialization of modern Russian society, there is an urgent need to develop effective mechanisms to counter the manipulative effects of various, not unambiguous subjects of social life. These subjects use young people as an object of manipulation, as well as testing of political, social and psychological technologies and experiments on them. In this context, the systematization of relevant scientific knowledge about the activities of foreign intelligence agencies, international organizations and the media, supported by them as important subjects of social manipulation, is an important task facing modern Russian society and science. The analysis of the activities of these agents of social manipulation confirmed the relevance, novelty and prospects of the development of this problem, as well as the urgent need to limit the influence of these actors on the political life of Russian society, as well as the younger generation of our country. ; Объектом исследования является процесс социального манипулирования современной молодежью. Предмет исследования – спецслужбы иностранных государств, международные организации и СМИ, поддерживаемые ими, как агенты-субъекты процесса социального манипулирования молодежью. Актуальность выбора темы исследования обусловлена тем, что в условиях системного кризиса базовых институтов и институтов социализации современного российского общества существует насущная потребность в выработке эффективных механизмов противодействия манипулятивному воздействию различных неоднозначных субъектов общественной жизнедеятельности на современную молодежь, использующих ее как объект манипуляций, а также апробаций на ней политических, социально-психологических технологий и экспериментов. В этом контексте систематизация соответствующих научных знаний о деятельности спецслужб иностранных государств, международных организаций и СМИ, поддерживаемых ими, как значимых субъектов социального манипулирования, является важной задачей, стоящей перед современным российским обществом и наукой. Проведенный анализ деятельности этих агентов-структур социального манипулирования подтвердил актуальность, новизну и перспективность разработки данной проблематики, а также насущную потребность в ограничении влияния этих субъектов на политическую жизнь российского общества, а также на молодое поколение нашей страны.
This article aims at analyzing the performance of international organizations in the sphere of peacemaking operations in the 2019-2020 years. During the detailed description of UN performance, the author concludes that every year the UN holds about 20 peacemaking operations with 180 000 persons involved. The main UN missions are situated in the African region. In general, the UN missions provide the region with stability and decrease confl ict. However, the region undergoes the consequences of COVID-19, which seems to be another option for the next peacemaking operations of the UN. Amid the performance of the UN, which is deeply involved in the peacemaking process, the measures of preventive diplomacy of OSCE do not look so successful. The level of confi dence between the states seems to be decreasing, which also results in the absence of regular reports on the military expenditure of states – members of the Organization. Except for the crisis of confi dence, the tensions between Russia and Europe are likely to rise, which also negatively infl uences the dialogue between the countries, unsuccessful attempts to stabilize the situation in Ukraine, and the resurgence of confl ict in Nagorny Karabakh. Referring to the history of NATO peacemaking operations, the author states, that despite 3 peacemaking operations only, being a regional Organization, NATO attracted the most number of personnel involved in the peacemaking process. At the same time, the peacemaking is not the only purposes of the Organization. NATO is also involved in Mediterranean sea patrolling, staff training in Iraq, air monitoring in Ukraine. Among the members of the Organization the military expenditures are also rising. One of the reasons for such situation lies in the crisis of relations between Russia and its European partners. Being also a military organization, NATO seems to be using this crisis in its political goals and in such a way intensifying its infl uence on international arena. The following circumstances should be taken into consideration for building a proper political course of the State as well as holding effective political dialogue with its partners. ; Данная статья представляет обзор и анализ деятельности международных организаций, связанных с миротворческим движением, на протяжении 2019-2020 гг. Анализируя деятельность ООН, автор приходит к выводу о том, что каждый год ООН проводит около 20 миссий, ради которых привлекает около 180 000 человек. Основные миссии ООН расположены в регионе Африка. В целом, миссии способствуют сохранению стабильности в регионе и снижению уровня конфликтности. Однако регион столкнулся с последствиями COVID-19, с чем в дальнейшем и предстоит бороться Организации. На фоне деятельности ООН, активно задействованной в миротворческих операциях, меры превентивной дипломатии ОБСЕ выглядят не такими впечатляющими: снижается уровень доверия между государствами, что также проявляется в нерегулярности обменов военной информацией между государствами-членами Организации. К уровню недоверия государств также прибавляется растущее напряжение отношений между Россией и Западом, что также негативно сказывается на результатах диалога между государствами: неудачные попытки стабилизировать ситуацию в Украине, возрождение конфликта в Нагорном Карабахе. Обращаясь к истории миротворческого движения НАТО, автор отмечает: несмотря на то, что в 2019 г. НАТО провела лишь три миротворческие операции, в качестве региональной организации она задействовала наибольшее количество персонала. Миротворческая деятельность не является единственной сферой для Альянса, НАТО также задействована в патрулировании Средиземного моря, подготовке кадров в Ираке, контроле за воздушным пространством Украины. Среди государств-членов Североатлантического альянса также наблюдается увеличение военных бюджетов. Одной из причин является усиление напряжения в отношениях между Россией и Западом. Являясь военной Организацией, НАТО стремится использовать данную ситуацию в своих интересах, тем самым расширив свою сферу влияния, что не может способствовать снижению напряжения и укреплению мер доверия на международной арене. Данные обстоятельства следует учитывать государствам в процессе выстраивания своей линии в диалоге с международным сообществом.
Статья посвящена исследованию роли института международных молодежных организаций общеевропейского пространства как компонента «мягкой силы». Приведены примеры продвижения политики «мягкой силы» в истории международного молодежного движения, с позиций концепции «мягкой силы» проанализирована деятельность Европейского молодежного форума, который активно выступает проводником западных ценностей. В рамках общеевропейской организованной молодежной среды многие акторы активно выходят за рамки традиционных форм деятельности, свойственных молодежным организациям (неформальное образование, молодежные обмены, лагеря, совместные социальные проекты и т.п.), включаясь в продвижение в межгосударственных отношениях и межправительственных организациях политических позиций. ; The article is an attempt to describe the role of the Institute of International Youth Organizations European space as a component of "soft power". Examples of promoting a policy of "soft power" in the history of the international youth movement identified some problematic aspects and the main vectors of its development within the framework of the European Youth Forum, which is both international umbrella youth organization and actively supports the conduction of Western values, especially political and humanitarian. As the institutional framework of interaction and mutual influence of pan-European organizational youth milieu, these actors are actively going beyond the traditional forms of activity and unaccounted humanitarian potential in the field of international relations cannot be neglected by specialists. This expansion of the capacity of the activities of international youth actors fits into the overall logic of extending the boundaries of foreign cultural policy of the European Union, the Council of Europe and other regional and sub-regional international organizations. This logic of pan-European practices of Institute of International youth organizations, as a resource of "soft power", is updated by the problems of studying the international participation of Russian youth actors in the environment and requires to focus on the identification of the creative role of international organizations and on the study of situations where the institution does not act as constructive subject of international humanitarian cooperation.
В статье анализируются кардинальные изменения в характере пространственного развития, связанные с возрастанием роли городов как участников международных отношений. Примеры деятельности международных организаций, координирующих работу местных сообществ и городских властей, например ООН-Хабитат, Всемирной организации объединенных городов и местных властей (ВО ОГМВ) и др., свидетельствуют об их возрастающей активности в решении не только местных, но и глобальных проблем.The author analyzes cardinal changes in the character of dimensional evolution, which are connected to the rising role of modern cities as participants of international affairs. The examples of different international organizations, which coordinate the work of local communities and the city government, such as UN-Habitat, the World organization of United Cities and Local Governments (UCLG) is pointing out their growing activity in solving not only local, but also global problems.
