Developments in Ukraine take place at a time of changes of the system of international relations and fit into hybridism of the Post-Westphalian system. It allows for considering "Ukrainian crisis" in three dimensions as: 1) internal Ukrainian confrontation of rival political and economic groups of influence, 2) Russian-Ukrainian conflict because of Crimea, and 3) Russian "hybrid war" against Ukraine. In "Ukrainian crisis" of low intensity, the difference between a classic war waged by Russia against Ukraine and internal conflict is erasing. Russia is a direct participant of the conflict and wages a "hybrid war" against Ukraine. ; Украинские события происходят на фоне изменений в системе международных отношений и вписываются в гибридность «Поствестфальской» эпохи. Это дает возможность рассматривать «украинский кризис» в трех плоскостях, как: 1) внутриукраинское противостояние конкурирующих групп политического и экономического влияния, 2) российско-украинский конфликт за Крым и 3) «гибридную войну» России против Украины. В «украинском конфликте» низкой интенсивности стирается разница между классической войной, проводимой Россией против Украины, и внутренним конфликтом. Россия является самым непосредственным участником этого конфликта и ведет против Украины «гибридную войну».

The article makes an attempt for epistemological analysis of the concept of hybrid warfare. This experience is conditioned by the problem which was identified in recent years. In the studies of modern wars, several names were proposed for their invariant content (waramongthepeople, warsofthethirdkind, privatizedwar, postmodernwarsandsoon), but in the public discourse the term «hybrid warfare» has become the most common. Russian-Ukrainian war in the Donbass has contributed to its wide outspread. In Ukraine, the concept of «hybrid warfare» has acquired ideological meaning. The mysteriousness of hybridism is covering commercial component of military confrontation, and is being used for resolving domestic political problems both in Ukraine and in Russia.The article shows that the concept of «hybrid warfare» is of American origin. Coming into sight as a technical term it became an integral part of the rationale for exporting democracy under George W. Bush. The concept of modernization became a methodological basis for such understanding of the hybrid warfare. In the operations under conditions of «hybrid warfare» military units had to combine purely military and humanitarian tasks contributing to the establishing of Western-like institutions in the «failing states».Official Ukrainian ideologists have currently created entire metaphysics of hybrid warfare, with the civilizational approach as an internal component of the concept. On the one hand, it is assumed that hybrid warfare is not a local, but a global phenomenon that has come to replace the Cold War. It leads to the chaos of international relations. The source of this chaos is Russia's policy, and, which is more - Russia as a civilizational entity. This translates the military conflict between Russia and Ukraine into an insoluble conflict of values. In this case Russia is portrayed as a «Horde» civilization, hostile to the whole world, whereas Ukraine is depicted as a bastion of the Western civilization system.In modern Russia, the concept of «hybrid warfare» is firmly tied to the concept of «color revolutions» and viewed as aggression of the West against Russian civilization. Translating certain conflicts into the value plane also makes them insoluble by rational means.The article reveals that the epistemology of «hybrid warfare» is immersed into the interests of the ruling classes of the consolidated West, Russia and Ukraine. This concept performs a camouflage function. In fact behind it there is a phenomenon, which in the article we called «bourgeois Blanquism». Its genesis is associated with uprising of such social stratum as transnational bourgeoisie, where there was a belief that the desired changes can be caused in any country by investing enough money. Human resources for such activities are drawn from the precarious environment, especially among young people deprived of real life prospects. Such young people become activists-mercenaries of NGOs created by representatives of the transnational bourgeoisie, and in some countries armed groups of opposing political organizations are formed from them. ; В статье предпринят эпистемологический анализ концепции гибридной войны. Показано, что его распространение может быть объяснено только вненаучными факторами, анализ которых и осуществлен в данном тексте.Рассмотрено западный, российский и украинский дискурсы гибридной войны.В статье показано, что концепция «гибридной войны» возникла в США. Появившись как технический термин, это словосочетание при Дж. Буше-мл. стало составляющей частью обоснования экспорта демократии. Методологической основой такого изменения стала концепция модернизации.В России дискурс гибридной войны является реактивным относительно Запада и охранительным по отношению к действующей власти.В Украине официальными идеологами создана целая метафизика гибридной войны. В ней внутренним компонентом концепции является цивилизационный подход. Это переводит военный конфликт между Россией и Украиной в русло неразрешимого ценностного конфликта.В статье выявлено, что эпистемология «гибридной войны» погружена в интересы правящих классов консолидированного Запада, России и Украины. Реально за ним стоит явление, которое в статье предлагается называть «буржуазным бланкизмом». Его возникновение связано с появлением такого социального слоя, как транснациональная буржуазия. В ее среде возникло убеждение, что желательные для себя изменения можно вызвать в любой стране, инвестировав для этого достаточно средств. Человеческие ресурсы для таких мероприятий черпаются в среде прекариата, лишенного реальных жизненных перспектив. ; У статті здійснено епістемологічний аналіз концепту гібридної війни. Реально за ним стоїть явище, яке в статті пропонується називати «буржуазним бланкізмом». Його виникнення пов'язане з появою такого соціального прошарку, як транснаціональна буржуазія. This article is devoted to the phenomenon of hybrid war. Based on the fact that the military actions can be represented as the particular process, it is proposed to analyze the phenomenon on the technological approach. In addition, the study of the phenomenon does not occur within the traditional "democratic paradigm", and based on the assertion that in modern Ukraine the model of social and political order with an oligarchs in the center was formed. All state institutions and segments of civil society are in a tough financial and economic dependence from the social group of oligarchs.The goals, objectives, principles, directions, forms, methods and techniques of conducting hybrid warfare are discussed. The general and the particular to the phenomena of the conventional war and the hybrid war is determined. Focuses on the complex nature of the phenomenon, its layered structure. In this connection, emphasizes the fact that the main actors of the war at different levels perform different roles, which is fixed by experts who analyze the situation. In particular, Ukraine can be considered as the subject of a hybrid war at the regional level, but it also becomes the purpose and the object as to the subjects of higher geopolitical level.In general, the phenomenon of hybrid war characterized by a lack of principles in building of the technological process. In the specific case of Ukraine, the lack of clear principles in the organization of the process dictated by economic interests of oligarchic clans that joined the struggle for the redistribution model in securing ownership of tools and means of production. Other elements of the process of the hybrid war are serve the implementation of the corporate interests of the oligarchs.In addition, the Ukrainian oligarchic structures are the link, the conductor for the interests of oligarchic structures of higher global level. The main tool in this struggle is the information - the main resource of the era, on which the oligarchs try to win a monopoly. Thus, we can talk about the oligarchic discourse of the hybrid war in Ukraine, as invariably present oligarchic component in all its elements. ; Статья посвящена рассмотрению феномена гибридной войны. На основании того, что военные действия представляют собой определенный процесс, автор предлагает анализировать явление с позиций технологического подхода. Изучение феномена происходит не в рамках традиционной "демократической парадигмы", а с точки зрения того, что в современной Украине сформировалась олигархоцентрическая модель социально-политического устройства. Рассматриваются цели, задачи, принципы, направления, формы, методы и приемы ведения гибридной войны. Определяется общее и особенное в феноменах традиционной и гибридной войн. Акцентируется внимание на комплексном характере явления, его многоуровневой структуре. Показано, что участники процесса на различных уровнях выполняют различную роль, что и фиксируется экспертами, анализирующими ситуацию с различных идеологических позиций. ; Стаття присвячена розгляду феномену гібридної війни. На підставі того, що військові дії є певним процесом, пропонується проаналізувати явище з позицій технологічного підходу. Дослідження феномену відбувається не в межах традиційної "демократичної парадигми", а виходячи з тези, що в сучасній Україні сформувалася олігархоцентрична модель соціально-політичного устрою. Розглянуто цілі, завдання, принципи, напрями, форми, методи й прийоми ведення гібридної війни. Визначено спільне й особливе у феноменах традиційної та гібридної війн. Акцентується увага на комплексному характері явища, його багаторівневій структурі. Показано, що учасники процесу на різних рівнях грають різні ролі, що й фіксується експертами, які аналізують ситуацію з різних ідеологічних позицій.

Problem setting. One of the modern forms of violence that requires careful analysis is hybrid war. The events of recent decades have shown that hybrid war is not only a scientific concept, but also a reality today. The phenomenon of hybrid war requires a comprehensive study from both theoretical and practical points of view. Recent research and publications analysis. The problem of hybrid wars is reflected in the scientific works of both foreign and domestic scientists. Among foreign scientists, research in this direction was carried out by R. Glenn, D. Lasik, M. McLuhan, F. Hoffman, who focused on determining the characteristics of hybrid wars in comparison with classical wars, analyzed the strategies and tactical algorithms for conducting such wars, and focused on poly-straightness and multimodality of this type of violence. On the other hand, domestic scientists, in particular V.Kravchenko, focus on the fact that hybrid war is not an absolutely new phenomenon in world history and gives a number of examples of manifestations of "hybridity" in wars of the past. In turn, M. Senchenko, analyzing hybrid war as an integral phenomenon, defines its information component as the main one which the strategy of this type of war is built around. Paper objective. The purpose of this work is to define the essential characteristics of hybrid war as a new form of violence. Paper main body. The understanding of the essence and content of hybrid warfare in the scientific literature is presented by a number of points of view that complement the understanding of this complex and little-studied phenomenon. As you know, the concept of "hybrid war" was introduced into scientific circulation by the American scientist M. McLuhan. Domestic scientists generally understand hybrid war as military actions that are carried out by combining militaristic, quasi-militaristic, diplomatic, informational, economic and other means in order to achieve strategic political goals. The specificity of this combination lies in the fact that each of the military and non-military methods of conducting a hybrid conflict is used for military purposes and is used as a weapon. The researchers note that hybrid warfare is not a fundamentally new type of violence, and its elements have been used by opponents in wars throughout the entire existence of mankind. "Hybridity" in this sense is understood as the complex application of various means and strategies of warfare – from information-psychological to purely military ones. Conclusions of the research. Thus, hybrid war as a modern form of violence is aimed primarily not at the seizure of territories, but at mastering the public consciousness of the target country and at dominating its information and cultural field. The victory on the "information and cultural front" provides further economic and political dividends for the initiator of the hybrid war. ; Проанализированы особенности гибридной войны как современной формы насилия. Раскрыты различные подходы к пониманию феномена гибридной войны. Утверждается, что элементы «гибридности» были присущи войнам в предыдущие столетия. Определено, что информационная составляющая в ходе гибридных войн играет основную роль. ; Проаналізовано особливості гібридної війни як сучасної форми насильства. Розкриті різноманітні підходи до розумінні феномену гібридної війни. Стверджується, що елементи «гібридності» були притаманні війнам у попередні сторіччя. The concept of hybrid war and methodological approaches to that concept are analyzed, similar means of political struggle of subjects of geopolitical confrontation during the 20th century are explored. Particular attention is paid to the peculiarities of the formation of a new world order in the era of globalization, the notion of «asymmetry conflicts» as one of the elements of a hybrid war is highlighted, and the existing system of international relations as partially operating is considered, diplomatic means, world order. ; Анализируется понятие гибридной войны и методологические подходы к его определению, исследуются аналогичные методы политической борьбы субъектов геополитического противостояния на протяжении ХХ века. Особое внимание обращено на особенности формирования нового мирового порядка в эпоху глобализации, выделены понятия «цветных революций», «асиметрийних конфликтов» как одного из элементов гибридной войны, рассмотрены нынешнюю систему международных отношений как частично действующую. ; Аналізується поняття гібридної війни та методологічні підходи до його визначення, досліджуються аналогічні методи політичної боротьби суб'єктів геополітичного протистояння протягом ХХ століття. В статье осуществляется анализ трансформации и сущности современной войны. В качестве причин возникновения такого нового феномена, как тотальная война, называются следующие: становление общества модерна, глобализация, деконвенционализация, ослабление суверенитета национального государства, подмена политики экономикой. Существенные изменения, связанные с трансформацией современной войны, заключаются в том, что война из преступления превращается в полицейскую акцию; разрозненные проявления терроризма трансформируются в глобальный терроризм; происходит размывание границ национальных государств, что, в свою очередь, лишает их права на национальный суверенитет; регулярная война, основанная на принципах Публичного европейского права, превращается в новую «справедливую войну», стремящуюся к тотальности, которая в принципе не может быть завершена мирным договором. В статье в качестве основного вывода утверждается, что современный мировой порядок базируется на тотальной войне, а партизан будет трансформироваться в террориста до тех пор, пока не будет признан как политический субъект. В статье отмечается необходимость осмысления процесса трансформации современной войны, анализа таких ее сущностных свойств, как тотальность и гибридность, не только в пространстве военной теории, но и в сфере социально-гуманитарного знания. В качестве методологической базы исследования феномена тотальной гибридной войны автор статьи приводит современные концепции войны М. Хардта, А. Негри, К. Шмитта, М. Калдор. ; The article analyses the transformation and the nature of modern war. There are the reasons for the emergence of such new phenomenon as the total war: the formation of modern society, globalization, deconventionalization, the weakening of the sovereignty of the national state, the substitution of politics by the economy. Significant changes have connected with the transformation of modern war are that war from a crime turns into a police action; separate manifestations of terrorism are transformed into global terrorism; the borders of the national States are disappeared, that, in turn, deprives them of the right to national sovereignty; the regular war, was based on the principles of Public European law, has become a new "just war" and a total war. This total war in principle cannot be concluded with a peace Treaty. The author of this article argues that the modern world order is based on the total war, and the guerrilla will have been transforming into a terrorist until he is not recognized as the political subject The author of this article notes the necessity of understanding the process of transformation of modern war, analysis of its essential properties as totality and hybridity, not only in space military theory, but also in the sphere of socio-humanitarian sciences. The author of this article gives the modern concepts of war of M. Hardt, A. Negri, C. Schmitt, M. Kaldor as the methodological base of research of a phenomenon of total hybrid war.
