В статье анализируются причины и предпосылки, цели и методы, эволюция содержания «перестройки» в СССР, ее противоречивость и результаты (изменения в законодательной сфере и структуре государственного управления, появление новых общественных и политических организаций и движений, смена приоритетов в деятельности КГБ и т.д.); уточняется, что, придя к власти в 1985 г., М.С. Горбачев и его команда не имели четкой концепции и программы «революции сверху». Раскрывается роль «гласности» (к которой обратились для обретения поддержки общественного мнения в проведении реформ) в духовной эмансипации советского общества, описывается участие США и Запада в реализации «перестройки». Подчеркивается, что в партийной верхушке отсутствовало единство в понимании сущности и дозволенности «гласности». Уточняется, что в период «перестройки» проблема инакомыслия, в целом, прав человека, в частности, обрела легитимность - была признана и получила статус государственных приоритетов, но только с 1990 г. происходит реальный перелом в отношении к правам и свободам человека в СССР. Характеризуется неоднозначное и противоречивое отношение властей к инакомыслящим и эволюция оценочных суждений оппозиционеров в период «перестройки»; в начале большинство оппозиционеров приветствовали «перестройку», однако постепенно эйфория спадает и все больше становится критики в адрес руководства и результатов реформ. Утверждается, что крушение социалистического режима, распад СССР - не заслуга диссидентов, а итог объективного развития самой советской системы. ; In article the reasons and prerequisites, the purposes and methods, evolution of the content of «perestroika» to the USSR, its discrepancy and results are analyzed (changes in the legislative sphere and structure of public administration, emergence of the new public and political organizations and the movements, change of priorities in activity of KGB, etc.); it is specified that having come to the power in 1985, M.S. Gorbachev and his team had no accurate concept and the program «revolutions from above». The role of «publicity» (to which addressed for finding of support of public opinion in carrying out reforms) in spiritual emancipation of the Soviet society reveals, participation of the USA and the West in realization of «perestroika» is described. It is emphasized that in a party top there was no unity in understanding of essence and permissibility of «publicity». It is specified that during «perestroika» the dissent problem, in general, of human rights, in particular, found legitimacy was recognized and received the status of the state priorities, but only since 1990 there is a real change in the attitude towards the rights and freedoms of the person in the USSR. The ambiguous and inconsistent attitude of the authorities towards dissidents and evolution of estimated judgments of oppositionists during «perestroika» is characterized; at the beginning most of oppositionists welcomed «perestroika», however gradually euphoria falls down and becomes more increasing than criticism to the management and results of reforms. It is claimed that crash of the socialist mode, collapse of the USSR not a merit of dissidents, but a result of objective development of the most Soviet system.

Рассматриваются причины формирования и развития движений сибирских диссидентов за свободу выбора страны проживания и эмиграции. Анализируются методы государственной власти, препятствующие выезду за пределы СССР. Показаны основные способы борьбы диссидентов с нарушениями права на выезд и эмиграцию в Советском Союзе. Особое внимание уделяется национальным и религиозным движениям региона: немцам и евреям, баптистам и пятидесятникам. Рассмотрены численные показатели эмигрировавших в данный период времени. ; The article deals with the reasons for the formation and development of Siberian dissident movements for freedom of choice of residence and emigration country in the period of 1960-1980. One of the main reasons to leave the country was discriminatory policy of the Soviet Union in relation to national movements Germans and Jews, as well as religious organizations Baptists and Pentecostals who have been persecuted. In addition, the registration of these communities has been caused by deliberately impossible demands. The article analyzes the Soviet state measures for the prevention of immigration sentiment, anti-religious and anti-church activities of the authorities. The country has continued to close the existing churches, monasteries and houses of worship. Furthermore, it was prohibited to establish the mutual funds and to provide material support to the participants of religious associations, to organize meetings on religious education, to distribute religious literature without the permission of the administrative authority, to conduct church meetings and conventions, arbitrarily appoint the heads of the church, etc. Religious persons reacted to the actions of the authorities very negatively, therefore the increased immigration sentiment to West Germany among believers of the Union of Churches of Evangelical Christians -Baptists and those, who supported their requirements of the Mennonite communities, have been recorded. The number of permissions to leave for the Germans reduced greatly during the confrontation between the Soviet Union and the West in the early 1980s. Many Germans were the most dangerous for the public authorities in the context of the Cold War, as they corresponded with relatives from the West, and that could significantly affect the immigration sentiments. The basic ways that dissidents in Soviet Union used to deal with violations of the right to leave and emigrate were writing "open letters" to the Government of the Soviet Union, the UN Secretary and heads of Western countries, dissemination of information on the difficulties that arise when trying to leave the country, and demonstrations. The case of Felix Kochubievskii is analyzed, he was one of the prominent figures of the Jewish movement in Western Siberia for emigration to Israel. He published several works, where, as the authorities claimed, spread "false fabrications discrediting the Soviet state and social system", after which he was sentenced to imprisonment. Numerical indicators on the emigration among Germans and Jews within a given period of time which was part of the so-called "third wave of emigration" were also analyzed. The considered movements in the Siberian region were the organic component of the struggle for human rights in the Soviet Union, which managed to make their own contribution to the establishment of the right to have freedom of choice of the place of residence, place of emigration and travelling within the country.

Они и стали «дорожной картой» для будущей демократизации в России. ; The third wave of emigration was unlike the first and the second, because it was associated with people remaining in the USSR. Emigrants and dissidents within the country were one community with a common field of intellectual attention and were associated with multiple communications channels. We can describe the world of dissidents as follows. The human rights movement or a small group of people concentrated in Moscow was its center. Activists of a variety of social movements: ethnic, religious, socio-political and cultural were associated with this group. Dissident movement in the Soviet Union begins in the 1950s early 1960s. Together dissidents denounced the evils of the Soviet system, but they began to argue about the ways of healing the country. Debaters have developed three ideologies that underpin the opposition. There were three groups namely "authentic Marxists", "orthodox nationalists" and "liberals". The first direction believed that the regime perverted Marxist-Leninist ideology and for the improvement the society needs to return to basics of Marx and Lenin. The author examines the views of immigrants P. Abovin-Egides and V. Turchin as an example of this position. The second direction intended to rebuild Russia in accordance with Christian values and Slavophil principles. Literary and journalistic activities of Solzhenitsyn is the most vivid expression of this attitude. Liberals wanted a transition to a democratic society of the Western type. Here we can see the greatest number of philosophizing figures such as B. Shragin, A. Yesenin-Volpin, B. Chalidze and A. Amalric. The author considers two key debates in exile between liberals and nationalists (1974-1976 and 1983-1985), which was initiated by Solzhenitsyn. So dissent in the Soviet Union was the breeding ground of the third emigration. Emigration does not lose touch as many of their confederates, friends and relatives lived in the homeland. These lines create the structure of positions, which later became the "road map" of perestroika and the liberal revolution.

Диссиденты довольно узкий круг лиц, выражавших открытый протест. ; "Another way thinking" was widely spread in the USSR and it was more significant than the dissident movement. While dissidents composed а small group of people openly protested against existing regime, those who "thought different" belonged to a wide public and expressed critical opinions about particular traits of cultural and political life.
The author considers religious emigration in the late USSR with reference to Pentecostals (Christians of Evangelical Faith), focusing on the external and internal motives of emigration, measures taken by the authorities, and the attitude towards emigrants in the Protestant community. The author refers to public documents (analytical notes and reports of the Council for Religious Affairs), the ego-documents of believers (memoirs, letters, and statements), and documents of human rights organisations. The author describes the eschatological foundations of the theology of Pentecostals which underlay emigrational sentiments. She also singles out common reasons for emigration (violation of believers' rights, the incompatibility of a religious worldview and communist ideology, economic and everyday difficulties), as well as ones typical of Pentecostals (the absence of a legitimate union and the prophecy about Exodus). The Pentecostal emigrants followed the same pattern of action as other refuseniks, and their belief was kept up by religious rhetoric and support from foreign adherents of the same faith. As regards the Soviet religious community, its attitude to emigrants varied from support (petitions to protect them, donations) to disciplinary measures (exclusion from the community, penitence). The authorities resorted to a variety of measures to combat emigrantion (provocations, support of certain individuals, and pressure on family members). Their attitude to emigrants was an indicator of loyalty among registered communities or those seeking authorisation. The author concludes that the Pentecostal emigration movement did not succeed, becoming a mass one as late as the 1980s, after the socio-political situation in the country had changed. During the Cold War years, the Soviet government only allowed individual families to leave the country, using potential emigrants as proof of the fact that it respected civil rights and international treaties. ; Исследование проблемы религиозной эмиграции пятидесятников (христиан веры евангельской) в позднем СССР включает характеристику внешних причин, внутренних мотивов и стратегий эмиграции, действия властей по отношению к потенциальным эмигрантам, а также отношение к выехавшим в протестантской среде. В статье используются документы органов власти (аналитические записки и отчеты уполномоченных по делам религий), эгодокументы верующих (свидетельства, воспоминания, письма и заявления) и документы правозащитных организаций. Раскрываются эсхатологические основания пятидесятнической теологии, лежащей в основе эмиграционных настроений. Выделяются как общие причины эмиграции (нарушение прав верующих, несовместимость религиозного мировоззрения и коммунистической идеологии, экономические и бытовые трудности), так и присущие только пятидесятникам (отсутствие легитимного самостоятельного органа и неотвратимость исполнения пророчества). Верующие эмигранты придерживались тех же действий, что и прочие «отказники», убеждение дополнялось использованием религиозной риторики и поддержкой иностранных единоверцев. В советской религиозной среде отношение к эмигрантам варьировалась от поддержки (подписания писем в защиту, сбора пожертвований) до применения дисциплинарных практик (исключения из общины, покаяния). Органы власти применяли различные стратегии для борьбы с эмигрантами (провокации, поощрение отдельных лиц, давление на членов семей). Отношение к эмиграции было проверкой на лояльность внутри зарегистрированных или желавших получить легитимность общин. Сделан вывод о неуспешности эмигрантского пятидесятнического движения, ставшего массовым только в конце 1980-х гг. после изменения общественно-политической ситуации. В условиях холодной войны советское правительство, разрешая выезд только отдельным семьям, использовало потенциальных эмигрантов в качестве подтверждения соблюдения гражданских прав и международных соглашений.
В статье анализируются представления диссидентов СССР о перспективах советско-китайских отношений. Исследование основано на изучении диссидентской публицистики 1960-70-х годов. Автор делает вывод о том, что в среде советской образованной элиты обозначенного периода доминировали пессимистические ожидания. Крупнейшие представители диссидентского движения А. И. Солженицын, А. Д. Сахаров, Р. А. Медведев и А. А. Амальрик прогнозировали дальнейшее ухудшение советско-китайских отношений, допуская возможность военного столкновения между крупнейшими социалистическими странами. ; The article analyzes the conceptions of the USSR dissidents on the prospects for the Soviet-Chinese relations. The research is based on the studies of the dissident publicism of the 1960-70s. The author concludes that pessimistic expectations dominated among the Soviet intellectual elite of the mentioned period. The major representatives of the dissident movement A. I. Solzhenitsyn, A. D. Sakharov, P. A. Medvedev and A. A. Amalrik predicted further aggravation of the Soviet-Chinese relations assuming possible military conflict between the largest socialist countries.

Статья посвящена самиздатовской деятельности в среде диссидентов Западной Сибири. Автор раскрывает мотивы, побуждавшие инакомыслящих к изданию и распространению самиздатовских материалов. Особое внимание уделено таким крупным городам Западной Сибири как Новосибирск и Томск, где преобладала научная интеллигенция региона. Сделан вывод о том, что самиздат являлся способом индивидуального самовыражения, формой независимого творческого процесса, осуществлявшегося вопреки запретам властей. ; The article is devoted to samizdat activity among the dissidents of Western Siberia. The author reveals the motives, which induced the dissidents to the publication and circulation of samizdat materials. Special attention is paid to such major cities of Western Siberia as Novosibirsk and Tomsk where the scientific intellectuals of the region prevailed. It is concluded that samizdat was a way of individual self-expression, a form of independent creative process carried out in defiance of the prohibitions of the authorities.
Responses to activation of the dissident movement in the Ukrainian SSR in the 1960s were political repression in various forms: from "preventive conversations" to arrest for "anti-Soviet activity". Violation of constitutional rights in the Soviet Union was not overlooked by the Western communities. Dissidents made no secret hopes for the support of the Ukrainian community in the Diaspora and Western Governments. The political position of the dissident movement was based on the notions of humanism, democracy, and individual and national freedom. The Ukrainian dissident movement generally adhered to legal and constitutional means of struggle. "Samvydav" documents were widely distributed in the West, particularly in Canada. And during the official visit of the Soviet Chairman of the Council of Ministers O. Kosygin to Canada in October 1971 had a good opportunity to once again draw the world's attention to the issue of human rights in the "most democratic country in the world". Soviet Premier O. Kosygin's visit constitutes was served to maintain the bilateral momentum established by Trudeau's groundbreaking visit to the USSR that spring.From the perspective of most Ethnic organizations in Canada, human rights were so fundamental principle, which had developed bilateral Canada-Soviet relations. After numerous requests from Ukrainian organizations a Canadian Prime Minister P. Trudeau and others influence politicians (M. Sharp, P. Yuzyk, D. Crool, J. Diefenbaker) bring up this matter of the imprisonment Ukrainian intellectuals in public and private discussions with Soviet Premier. P. Trudeau stressed that freedom is the most important value a just society and the exercise of freedom its principal characteristic. Without these, human rights could not hope for true fulfillment. Trudeau's foreign policy was based on a liberal agenda, including attitude of some sympathy to left regimes in the world (in particular USSR). At the some time Canadian leader condemned nationalist lawbreakers at their country (for example Quebec) and beyond. During official visit to Soviet Union in May 1971 he compared Ukrainian dissidents with Quebec terrorists. This caused resentment and even during the visit Kosygin to Canada Trudeau tried to remedy the situation and improve their reputation in the eyes of Ukrainian Canadians.Kosygin's visit to Canada stirs mass student's protests, which demanding to stop human rights violations in Soviet Union. They emphasized that these Ukrainian intellectuals in opposing the russification policy of Moscow in Ukraine and in defending the cultural rights in their Constitution and the Charter of the United Nations. Except Ukrainians part in the pickets took Jews, Czechs, Hungarians, Lithuanians, Latvians and Estonians. A Hungarian political refugee even damaged Kosygin's jacket.Kosygin's declaration at press conference that the nationality problem in Soviet Union has been successfully solved caused indignation. The Jewish question, namely blocking out the Jews from the Soviet Union, Soviet politician called artificial. Similarly O. Kosygin answered on the Ukrainian question, arguing for equality of all peoples in the Soviet Union. Senator P. Yuzyk confronts Soviet Premier in arrests of dissenters. When asked about the imprisonment of Ukrainian dissidents, including V. Moroz, Kosygin replied that he had never heard of this person, as he knew nothing about the arrest of others Ukrainian intellectuals.However, O. Kosygin visit to Canada and the events surrounding it still brought limited results – once again internationally raised the issue of human rights in the Soviet Union and imprisonment of dissidents, and soon some of the prisoners dissidents were able to emigrate to Canada. ; В статье прослеживается поднятия канадскими политиками и общественностью вопроса о соблюдении прав человека в Советском Союзе во время визита Председателя Совета Министров СССР А. Косыгина в Канаду в октябре 1971. Особое внимание уделено активным действиям канадских украинцев, направленных на привлечение внимания мирового сообщества к преследованию диссидентов в УССР. The author considers materials of the social and political samizdat in its context of dissident activity of the 1960s that is known in Soviet history as an early period of human rights protection. The analysis is made with reference to the final statements of dissidents at political trials that have not been examined from the point of view of source study as an self-standing historical source on the history of the dissident movement in the USSR. The author's attention is focused on the 'elevated' or 'classical' samizdat, i.e. materials connected with the most notable dissident events. The article deals with the highly popular samizdat works, such as the last statement of Yu. Daniel, A. Sinyavsky, whose political trial was the beginning of human rights protection activities in the USSR. Additionally, the author studies the last statement of V. Bukovsky, demonstration organizer, founder and distributor of samizdat; the participants of the demonstration in Red Square in August, 1968, a protest against the Warsaw Pact invasion of Czechoslovakia among which are the statements of K. Babitsky, L. Bogoraz, V. Delone, V. Dremlyuga, and P. Litvinov. Alongside this, the author analyzes the definition of samizdat in terms of the cultural, sociological and source study discourse. Referring to a number of source study approaches, the article considers the pragmatic aspect in the formation of samizdat texts based on the materials of political trials of dissidents. One of the main purposes of the paper is to define the problem of the Soviet dissidents' last statement introduction into research as sources that can help shed light on the personal, psychological, moral, and ideological makeup of the dissident movement in the USSR. ; В статье рассматриваются материалы социально-политического самиздата, в контексте практик диссидентской активности 1960-х гг., вошедших в советскую историю как начальный период правозащитной деятельности. В основе исследования — «последние слова» инакомыслящих на политических судебных процессах, которые до настоящего времени не подвергались источниковедческому осмыслению в качестве самостоятельного исторического источника по истории диссидентского движения в СССР. Внимание уделено так называемому «высокому» или «классическому» самиздату — материалам, связанным с наиболее известными диссидентскими акциями. В работе рассматриваются имевшие широкое хождение в самиздате «последние слова» Ю. Даниэля, А. Синявского, от политического процесса над которыми принято отсчитывать начало правозащитной деятельности; организатора демонстраций, создателя и распространителя самиздата В. Буковского; участников демонстрации на Красной площади в августе 1968 г. против ввода советских войск в Чехословакию: К. Бабицкого, Л. Богораз, В. Делоне, В. Дремлюги и П. Литвинова. Кроме того, в статье анализируется дефиниция понятия «самиздат» в рамках культурологического, социологического и источниковедческого дискурсов. Руководствуясь источниковедческими исследовательскими подходами рассмотрен прагматический аспект формирования самиздатских текстов на основе материалов политических судебных процессов над инакомыслящими. Одна из главных идей работы имеет характер постановки проблемы вовлечения в научную практику текстов «последних слов» советских диссидентов в качестве источников по изучению персонального состава, психологической, нравственной и идеологической составляющих диссидентского движения в Советском Союзе.
В статье рассматривается политика советской власти в отношении интеллигенции, начиная с Октябрьской революции (1917) и до начала 90-х годов ХХ века. Проводится анализ различных групп интеллигенции, их позиций, оценивается и влияние на протекавшие в обществе процессы. Ряд представителей интеллигенции восторженно приветствуют новую власть и их программу, другие (кадеты, меньшевики, эсеры) осуждают революцию, а многие (учёные, специалисты) решают не вмешиваться в политику, продолжая заниматься профессиональной деятельностью на благо России. Автор показывает, какими методами происходило становление и укрепление советского государства: репрессии, подавление любых оппозиционных выступлений, цензура, ликвидация печатных изданий небольшевистского толка и идеологические чистки, «принудительная эмиграция» видных представителей русской интеллигенции. К 30-м годам ХХ века гуманитарная и техническая интеллигенция превратилась в служебно-чиновный класс, «прослойку». Развиваясь в условиях тоталитаризма, интеллигенция всё же смогла высоко поднять культуру, науку, образование. Достаточно подробно в статье представлено диссидентское движение, выступавшее против тоталитарного режима. ; The article examines the policy of Soviet authorities in relation to intelligentsia, from the revolution of 1917 up to the beginning of the 80s. It analyzes various groups of intelligentsia, their positions and influence on social processes. While some representatives of intelligentsia enthusiastically greet the new power and its programme, others (cadets, mensheviks, esers) denounce the revolution, and many scientists and specialists device not to become involved in politics and continue their professional work for the benefit of Russia. The author shows the methods which were used in the creation and strengthening of Soviet state: repressions, suppression of any opposition, censorship, elimination of non-Bolshevik printed editions, and ideological purges, "forced emigration" of outstanding representatives of Russian intelligentsia. By the 1930s, humanities and technical intelligentsia was completely subdued and turned into a bureaucratic class, an "intermediate layer". Developing in totalitarism conditions, intelligentsia was still able to raise culture, science and education to a high level. The article gives a detailed description of dissident movement, which opposed the totalitarian regime.
The circle of the Sixties, which was never homogeneous, included artists from different fields, such as writers, artists, composers, actors and directors, as well as physicians, physicists, educators, librarians, philologists, economists, and lawyers. The purpose of this study is to expand the range of names of those individuals who stood in the defense of national self-affirmation, to supplement the known facts by forgotten or inaccessible material, create generalizations and evaluate the material in terms of objectivity and impartiality. For this purpose, various materials, in particular little-known correspondence which remains in handwritten form within the fund's institutions, are also subjected to scholarly study, as well as autobiographical memoirs, legal documents, declassified party archives under the heading "Secret", testimonies of eyewitnesses, and documentary lectures. Particular attention is merited by the diary of Peter Shelest, whose mask, as an official Communist Party figure of the day who was forced to justify the Moscow-propaganda position of the right from the highest rostrum, concealed a man with democratic views who was in favor of the Ukrainian-democratic movement, sympathized with the artists and the general Ukrainian elite, was loyal to the opposition, and cared for national economic interests, the thorough study of untapped pages of the past, and Ukrainianization in the field of education.The movement of the 1960s in Ukraine was extremely variegated and heterogeneous, and it is not possible to unite all its representatives into a single whole. But for all the heterogeneity and complete contradictions of the era, they shared political, economic and national conditions in which the promise of freedom — creative, and, consequently, personal — resounded. Moreover, this freedom even had a chronological range — from the period of the "thaw", that is, the XXth Congress of the CPSU (Communist Party of Soviet Union), after the report of Nikita Khrushchev on the decadence of the cult, to the introduction of tanks into a democratic and rebellious Prague on August 20-21, 1968, which marked the end of democracy and revival. Artists, resorting to self-sacrifice, striving for the individual expression of the inner being in their own visual and sensual world, feeling the delicious taste and natural need for expression, came forward, first of all, in words, against the social prison environment, ideological restrictions, threats and outright terror, utopian models of "everything for the good of man ", a brutal bourgeoisie and a provincial routine. This inevitably led to social conflicts and neuroses. Unlike the opposition in other countries at this period, the Ukrainian citizen body was also characterized by the accentuation of the national question, which the party leaders tried to erase from the agenda in every way, according to the "general plan" from the time of the empire, completely levelling the nation. The use of mass repressions and psychiatric "sweepers", in opposition to the Ukrainian intelligentsia, and deportation into the harsh regime's camps, caused a storm of protests — open and hidden. Now is the time to abandon the dusty histories on the bookshelves and study the Samvydav (Samizdat) publications which are now being read as important documents of the recent era ; В круг шестидесятников, который никогда не было однородным, входили художники различных направлений, а это литераторы, художники, композиторы, актеры и режиссеры, а также врачи, физики, педагоги, библиотекари, филологи, экономисты, юристы. Цель данного исследования — расширять круг имен тех личностей, которые стояли в обороне национального самоутверждения, дополнять общеизвестное забытым или же малодоступным фактажем, обобщать и оценивать материал с точки зрения объективности и беспристрастности. Для этого привлечены к научной трактовке разнообразные материалы, в первую очередь малоизвестную переписку, которая все еще находится в рукописном виде в фондовых учреждениях, а также автобиографическую мемуаристику, правовые документы, рассекреченный партийный архив под грифом «Секретно», свидетельства очевидцев, документальную литературу. Особого внимания заслуживает дневник Петра Шелеста, за маской которого как тогдашнего официального коммунистического деятеля, который вынужден был произносить с высшей трибуны правильные с московско-пропагандистской позиции речи, скрывался человек с демократическими взглядами, который сочувствовал украинско-демократическому движению, симпатизировал художникам и украинской элите в целом, был в меру лояльным к проявлениям несогласия, заботился о национально экономических интересах и об основательном изучении страниц прошлого, об украинизации в сфере образования.Движение шестидесятников в Украине был чрезвычайно пестрым и неоднородным, всех его представителей невозможно объединить в некое единство. Но при всей неоднородности и исполненной противоречий эпохи объединяли их политические, экономические и национальные условия, при которых звучало обещание свободы — творческой, а затем личностной. И эта свобода даже имела хронологические рамки — от периода «оттепели», то есть ХХ съезда КПСС, после доклада Никиты Хрущева с развенчанием культа до введения танков в демократически мятежную Прагу 20-21 августа 1968 г., что ознаменовало собой конец демократии и возрождения. Творческие личности, прибегая к самопожертвованию, стремясь к индивидуальному проявления внутренней сущности в собственном визуально-чувственном мире, имея острую потребность к самовыражению, выступили, прежде всего словом, против общественно-тюремной атмосферы, идеологических ограничений, угроз и откровенного террора, утопических моделей «все для блага человека», заскорузлого мещанства и провинциальной рутины. А это неизбежно вело к общественной конфронтации и неврозов. Украинское гражданство, в отличие от оппозиционеров других стран этого периода, отличалось также акцентуализацией национального вопроса, которого партийные деятели всячески пытались, согласно «генерального плана» еще со времен империи, стереть с повестки дня, нивелировав нацию вообще. Применение к несогласным среди украинской интеллигенции массовых репрессий и психиатрических «зачисток», депортация в лагеря строгого режима вызвало бурю протестов — открытых и тайных. Сегодня актуально доставать из запыленных историей книжных полок и детально изучать издания Самиздата, что сейчас читаются как важнейшие документы недавней эпохи. ; До кола шістдесятників, яке ніколи не було однорідним, входили митці різних напрямів, як от літератори, художники, композитори, актори і режисери, а також лікарі, фізики, освітяни, бібліотекарі, філологи, економісти, правники. Мета даного дослідження – розширювати коло імен тих особистостей, які стояли в обороні національного самоствердження, доповнювати відоме призабутим або й малодоступним фактажем, узагальнювати й оцінювати матеріал з точки зору об'єктивності і неупередженості. Для цього залучено до наукового потрактування різноманітні матеріали, насамперед маловідоме листування, що залишається в рукописному вигляді у фондових установах, а також автобіографічну мемуаристику, правові документи, розсекречений партійний архів під грифом «Таємно», свідчення очевидців, документальну лектуру. На особливу увагу заслуговує щоденник Петра Шелеста, за маскою якого як тодішнього офіційного компартійного діяча, що змушений був виголошувати з вищої трибуни правильні щодо московсько-пропагандистської позиції речі, приховувалася людина з демократичними поглядами, яка вболівала за українсько-демократичний рух, симпатизувала митцям і загалом українській еліті, була в міру лояльною до виявів незгоди, дбала про національно економічні інтереси та ґрунтовне вивчення незамулених сторінок минувшини, про українізацію у сфері освіти.Рух шістдесятництва в Україні був надзвичайно строкатим і неоднорідним, усіх його представників неможливо об'єднати в якесь одне ціле. Але за всієї неоднорідності і сповненої протиріч епохи об'єднували їх політичні, економічні і національні умови, за яких звучала обіцянка свободи – творчої, а відтак особистісної. І ця свобода навіть мала хронологічні межі – від періоду «відлиги», тобто ХХ з'їзду КРПС, після доповіді Микити Хрущова з розвінчанням культу до введення танків у демократично-бунтівну Прагу 20-21 серпня 1968 року, що ознаменувало собою кінець демократії і відродження. Митці, вдаючись до самопожертви, прагнучи до індивідуального вияву внутрішнього єства у власному візуально-почуттєвому світі, відчуваючи тонкий смак і природну потребу самовираження, виступили, насамперед словом, проти суспільно-тюремної атмосфери, ідеологічних обмежень, погроз і відвертого терору, утопічних моделей «все для блага людини», заскорузлого міщанства і провінційної рутини. А це неминуче призводило до суспільних конфронтацій і неврозів. Українське громадянство, на відміну від опозиціонерів інших країн цього періоду, вирізнялося також акцентуалізацією національного питання, яке партійні діячі усіляко намагалися, відповідно до «генерального плану» ще із часів імперії, зітерти з порядку денного, нівелювавши націю взагалі. Застосування до незгодних серед української інтелігенції масових репресій і психіатричних «зачисток», депортування у табори суворого режиму спричинило бурю протестів – відкритих і прихованих. Сьогодні на часі діставати із запилених історією книжкових полиць і детально вивчати видання Самвидаву, що нині прочитуються як важливі документи недавньої епохи.
The article deals with the process of initiation and implementation of the idea of creating the Armed Forces of Ukraine in the social and political discourse of the USSR in the late 1980s – early 1990s. The positions of key pro-Ukrainian public associations and movements, their programs, and statements concerning the "Ukrainianization" of the military forces that were located in the USSR are explored. An estimation of the position of these forces on public policy in the military sphere is given. It has been found out that the majority of the public associations and movements created under the conditions of "restructuring" insisted on the need for de-ideologization and demilitarization of social and political life. In most cases, members of such organizations required on the need to form military units based on the existing USSR armed forces exclusively from residents of the republic, who would report directly to the leadership of the USSR. Besides, the demand for military service by USSR citizens only within the republic remained one of the principal in the speech of Ukrainian associations and movements. The main proposals for possible reform of the military sphere on the territory of the republic are outlined. The author points out that among the Ukrainian intelligentsia, there were different visions regarding the ways of creating such forces. One part insisted on the creation of armed forces subordinated to the government based on and in the composition of the armed forces of the USSR. The other required a complete reboot of the military sphere, the introduction of a new approach to the army formation, and, ultimately, the creation of an army of an independent Ukraine. Much attention is given to the youth's opinion about the ideologization and militarization of the Soviet high school. Representatives of the student youth were much more active than other social groups, expressing their dissatisfaction with the current situation, which resulted in spontaneous protests against the authorities. It was concluded that, at the turn of the 1980s and 1990s, the issue of military development was one of the key issues in the activities of Ukrainian unions, movements, and the first political parties. The members of these organizations were aware of the need to create an armed force in Ukraine that could counteract potential threats to state sovereignty. Such policies have resulted in numerous political actions, strikes, and demonstrations, which have been used as a mechanism to put pressure on the authorities to achieve individual political goals. In the end, under public pressure, as well as in the context of disintegration processes in the USSR, these requirements were fulfilled, which created the necessary basis for the creation of the Armed Forces of Ukraine. ; В статье рассмотрен процесс зарождения и реализации идеи создания Вооруженных Сил Украины в общественно-политическом дискурсе УССР в конце 1980 – начале 1990-х гг. Исследованы позиции ключевых проукраинских общественных объединений и движений, их программы и заявления, касающиеся «украинизации» военных сил, которые были расположены на территории УССР. Дана оценка позиции этих сил относительно государственной политики в военной сфере. Установлено, что в своем большинстве созданные в условиях «перестройки» общественные объединения и движения настаивали на необходимости деидеологизации и демилитаризации общественно-политической жизни. В большинстве случаев члены таких организаций настаивали на необходимости формирования на базе существующих вооруженных сил СССР военных подразделений исключительно из жителей республики, которые подчинялись непосредственно руководству УССР. Кроме того, требование прохождения военной службы гражданами УССР только в пределах республики оставалось одним из основных в риторике участников украинских объединений и движений. Определены основные предложения по возможному реформированию военной сферы на территории республики. Указано на то, что среди представителей украинской интеллигенции существовали различные видения относительно путей создания таких военизированных формирований: часть из них настаивали на создании вооруженных сил, подчиненных центральной власти УССР на базе и в составе вооруженных сил СССР. Другая часть требовала полной перезагрузки военной сферы, внедрения полностью нового подхода к формированию армии и, наконец, создания армии независимого Украинского государства. Особый акцент в статье сделан на позиции молодежной среды относительно идеологизации и милитаризации советской высшей школы. Обращено внимание на то, что представители студенческой молодежи значительно активнее других социальных слоев населения выражали свое недовольство существующим положением вещей, вливался в стихийные акции протеста против действующей власти. Сделаны выводы о том, что на рубеже 1980–1990-х гг. В деятельности украинских объединений, движений и первых политических партий вопросы военного строительства было одним из ключевых в деятельности. Члены этих организаций четко осознавали необходимость создания вооруженных сил Украины, которые могли бы нейтрализовать потенциальные угрозы для государственного суверенитета. Такая политика вылилась в проведение многочисленных политических акций, забастовок и митингов, которые использовались как механизм давления на власть для достижения отдельных политических целей. В конце концов, под давлением общественности, а также в условиях дезинтеграционных процессов в СССР эти требования были выполнены, что создало необходимую основу для создания Вооруженных Сил Украины. ; У статті розглянуто процес зародження та реалізації ідеї створення Збройних Сил України у суспільно-політичному дискурсі УРСР наприкінці 1980 – початку 1990-х рр. Досліджено позиції ключових проукраїнських громадських об'єднань та рухів, їхні програми та заяви, що стосувалися «українізації» військових сил, які були розташовані на території УРСР. Надана оцінка позиції цих сил стосовно державної політики у військовій сфері. З'ясовано, що в своїй більшості створені в умовах «перебудови» громадські об'єднання та рухи наполягали на необхідності деідеологізації та демілітаризації суспільно-політичного життя. У більшості випадків члени таких організацій наполягали на необхідності формування на базі наявних збройних сил СРСР військових підрозділів винятково з мешканців республіки, які б підпорядковувались безпосередньо керівництву УРСР. Крім того, вимога проходження військової служби громадянами УРСР лише в межах республіки залишалась однією із основних у риториці учасників українських об'єднань та рухів. Окреслено основні пропозиції щодо можливого реформування військової сфери на території республіки. Вказано на те, що серед представників української інтелігенції існували різні візії стосовно шляхів створення таких воєнізованих формувань: частина з них наполягали на створенні збройних сил, підпорядкованих центральній владі УРСР на базі та в складі збройних сил СРСР. Інша ж частина вимагала цілковитого перезавантаження військової сфери, запровадження цілковито нового підходу до формування армії і, зрештою, створення армії незалежної Української держави. Особливий акцент у статті зроблено на позиції молодіжного середовища стосовно ідеологізації та мілітаризації радянської вищої школи. Звернена увага на те, що представники студентської молоді значно активніше від інших соціальних верств населення висловлювали своє невдоволення існуючим станом речей, що вливалось в стихійні акції протесту проти чинної влади. Зроблено висновки про те, що на зламі 1980–1990-х рр. у діяльності українських об'єднань, рухів та перших політичних партій питання військового будівництва було одним із ключових у діяльності. Члени цих організацій чітко усвідомлювали необхідність створення збройних сил України, які б могли нейтралізувати потенційні загрози для державного суверенітету. Така політика вилилась у проведення численних політичних акцій, страйків та мітингів, які використовувались як механізм тиску на владу задля досягнення окремих політичних цілей. Зрештою, під тиском громадськості, а також в умовах дезінтеграційних процесів у СРСР ці вимоги були виконані, що створило необхідну основу для створення Збройних Сил України.
