In this article the author having first considered general, civilizing features of political culture of Russia, goes on to determine how Russian political culture has impacted lawmaking processes in general. Based on such constituents of political culture as its values, role models and political power structures that even G. Almond and S. Verba used as foundation of their widely known typology, the author mentioned three ideal types of political culture: patriarchal, native and activist. The same is true with regard to existence of mixed, national, Western and Eastern types of political culture. They draw main differences between political cultures of the West and the East and make a parallel concerning the impact of these types on Russia, having singled out that due to geopolitical, socio-economical and socio-cultural circumstances Russian political culture has traditionally gravitated towards Eastern type, having confirmed this point of view with various examples. Russia, while sharing considerable affinity with Eastern political cultures, nevertheless differs in many regards from political culture of the West. The reasons of such differences are also given in this research, the main explanation being divergence of cycles and pace of historical process in Russia and Europe. This annotation also aims to trace the impact of Byzantine tradition on civilizing features of Russia and Russian politics. Apart from the influence of Byzantine legacy on specifics of Russian political culture, the author also considers particular features inherent to development of Russian statehood. The author of this article makes special focus on the issue of political modernization, the theory of which is considered by the absolute majority of modern scholars as a theoretical foundation of historical development of Russia.
