Суверенитет выступает качественной характеристикой государства, традиционно определяясь как способность государства осуществлять самостоятельную, независимую и целостную внешнюю и внутреннюю политику. Однако современность ставит под сомнение смысловое ядро этого понятия. Так, многообразие общемировых и региональных процессов приводит к необходимости концептуального пересмотра суверенитета. Автор считает, что трансформация современных институтов государственной власти происходит под воздействием глобализации и унификации пространства, вызывающих изменения традиционных статусов политических акторов в качестве суверенных государств. Снизить эффект непредсказуемости в развитии будущего сценария властных отношений позволяет теоретико-методологический анализ суверенных качеств и социокультурных предпосылок трансформации суверенитета. В исследовании моделируются как направления концептуально-правовой реинтерпретации суверенных качеств, так и практические последствия таковых. ; Sovereignty appears qualitative characteristic of the state is traditionally defined as the state's ability to carry out independent, independence and integrity of domestic and foreign policy. However, the present casts doubt on the core meaning of the concept. So the variety of global and regional processes, makes it necessary to review the concept of sovereignty. The author believes that the transformation of the modern institutions of government takes place under the influence of globalization and unification of space, causing a change status of traditional political actors as sovereign states. To reduce the effect of unpredictability in the development of future scenario of power relations allows the theoretical and methodological analysis of the sovereign attributes and socio-cultural preconditions for the transformation of sovereignty. The study areas are conceptually modeled as legal reinterpretation sovereign qualities, and the practical consequences thereof.

They cause problems in the society and provoke conflicts in various spheres of public life. The key moment that raises tension in the society is a population living standard. In the political system there is a transformation of property institution, public living conditions and socio-political structure of the society. These changes have entailed the evolution of population mentality. The analysis and management of transformation process in all the systems allows to reduce social tension.

Особое значение это имеет в тех случаях, когда речь идет о государствах, политика которых в большей или меньшей степени затрагивает интересы всего мирового сообщества. Если говорить о России, то все отчетливее проявляется ее стремление вернуть себе былые утраченные позиции в мировой политике в целях усиления своей роли в глобальном развитии и восстановления статуса ведущей мировой державы. Существующий в мировом общественном мнении образ России складывался в ходе сложного процесса и подвержен влиянию ряда разнородных факторов. Поэтому трезвая оценка роли России в мире предполагает уяснение механизма этого процесса, уточнение участвующих в нем сил, осмысление всей его противоречивости и культурноисторической детерминированности. ; The article discusses geocultural possibilities of the state to realize its national interests, which largely depend on the beliefs of the world community. This is of particular importance in cases, when it comes to the States, a policy which to a greater or lesser extent affect the interests of the entire international community. If to speak about Russia, it becomes more and more evident her desire to regain the former lost ground in world politics, seeking to strengthen its role in global development and recovery status as a leading world power. Existing in international public opinion the image of Russia was formed during a complex process and influenced by several heterogeneous factors. So a sober assessment of Russia's role in the world involves understanding the mechanism of this process, clarification of forces involved, understanding all its strife and cultural and historical determinism.
По окончании Второй мировой войны часть Восточной Пруссии, переданная СССР, была превращена в военную базу. С одной стороны, она стала западным аванпостом Советского Союза, с другой была рубежом, гарантировавшим зависимость Прибалтийских стран от СССР, а также влияние Советского Союза в Польше. С окончанием холодной войны Калининградская область площадью 15 тыс. км2, с населением около миллиона человек, являющаяся частью Российской Федерации и расположенная на самом западе страны, была изолирована от основной территории РФ и превратилась в эксклав, несмотря на выход к Балтийскому морю. Постепенно эксклав оказался на стыке двух международных систем безопасности, а в дальнейшем окруженным одной из них. В результате этих изменений сложился так называемый калининградский дискурс: политические решения, научные дискуссии и исследования, являющиеся следствием внутренних преобразований СССР и РФ, а также перемен во внешней политике Центральной и Восточной Европы. ; After the World War II the part of East Prussia taken by the Soviet Union was transformed into a gigantic Soviet military base. It performed the functions of the outpost in the West on the one hand; and on the other hand, of the barrier which helped the USSR to ensure the dependence of the Eastern Baltics and domination in Poland. After the Cold War, Kaliningrad Oblast, a territory of 15000 square metres with a population of nearly one million people, owned by the Russian Federation and located the farthest to the West, although on the Baltic Sea, ashore became isolated from the motherland and turned into an exclave. Gradually the exclave found itself first at the crossroads of different security structures and later surrounded by one of them. Changes in the situation gave rise to the so-called Kaliningrad discourse, i. e. political decisions, academic discussions and research, influenced by the internal transformation in the USSR and the Russian Federation (RF) as well as slips in the international policies of Central and Eastern Europe.

Особое внимание уделяется механизмам трансформации политической культуры, а также взаимодействию институциональных и культурных изменений. ; The matter of the study is political culture as dynamic system. The author analyzes transformation of political culture as a complicated conception, which included changes of different directions. This conception means an evolutionary change political culture as a system. Transformations consist of complex of process: modernization and traditionalization. Particular emphasis has been given of the mechanism transformation of political culture and correlation of institutional and cultural transformation.
Статья посвящена анализу процесса трансформации элит в России, происходящего в условиях информатизации всех сторон жизни и переориентации на новые платформы управления. Установлено, что в цепи исторических форм глобализации: колонизации империализации информатизации, просматривается общая тенденция порабощения большего количества людей. Сегодня для достижения этой цели формируется новая культурная и политическая элита, ориентированная в управлении на сетевые и цифровые технологии. Ориентированная элита в лице современной интеллигенции делает ставку не на нравственные ценности, а на материальные, создавая угрозы и риски возникновения конфликтных ситуаций по всему миру. ; The article analyzes the transformation of elites in Russia, taking place in the conditions of informatization of all aspects of life and reorientation to the new management platforms. It has been found that in the chain of historical forms of globalization: colonization imperialization informatization, there is a common trend of enslavement of large amount of people. Today to meet this goal there is developing a new cultural and political elite focused on network and digital technologies in management. The elite acting through the modern intellectuals is counting on the material values rather than moral ones, thereby creating threats and risks of conflict situations around the world.

Лэйн, известный британский социолог и политолог, чьи работы не раз публиковались на страницах журнала «Мир России», заключает, что подобные опасения не имеют под собой никакой почвы. Однако в отличие от большинства резко настроенных против России западных авторов, он также признает, что специфическая модель, которой сегодня следует наша страна, является для нее более желательной альтернативой участию в процессах глобализации на условиях неолиберализма. Обоснованию этой довольно неожиданной для западного ученого точки зрения посвящена настоящая статьяThe 'power' of a country in international affairs may be assessed from a number of points of view: its military capacity, which in turn is derived, in great part, from its economic strength; its human and social capital the size and quality (level of health and education) of its population, and finally, its moral and ideological values. To discuss the extent to which Russia is a world power, the author considers its economic capacity and research effort and the ideology of the Putin/Medvedev administration. He also outlines the economic strength of Russia's companies and makes comparisons with China, the USA and the UK, and shows that, despite its energy wealth, Russia is not a major world economic power. The author then address the question of why Russia's power in international affairs is exaggerated and why it is considered a 'threat'. The data analyzed in the paper show quite conclusively that the economic power of Russia and China, as measured by the presence of their major corporations, is qualitatively at a lower level than the advanced Western states particularly the USA. China has a rather wider range of companies in terms of economic sectors, but Russia is limited to companies in the primary sectors oil and gas and materials and is particularly lacking in high-tech industries. While Russia may have considerable cash and gold reserves, it does not qualify as a 'financial power-house'. The author further analysis export profiles of various countries and shows that with the exception of China and Hungary (the latter is not discussed here), the post-socialist societies have entered the global system, but they are low in value-added and are competitive only in low-technology products. In this context, Russia would appear to be an economically weak country, not a leading economic power. China would seem to be a better candidate, though it is still in a qualitatively different league from the USA. Russia's place in the world economic system is limited to a small number of energy companies. However, unlike the majority of the new (ex-socialist) states in the EU, in many respects Russia is not incorporated into the world system, as its economy has a high level of state ownership and control, and foreign companies have little penetration. (Its transnationality index is below the average for developed and developing economies.) Russia's military and political elites (not discussed in this paper) are not integrated into those of the Western hegemonic states. The inclusion of the elites of the post-communist states in the European Union and NATO has strengthened the cohesion of these states (as represented by their elites) with the West, though not in the case of Russia. An assumption of many advocates of entry into the world economy, both before and after the fall of state socialism, is that participation benefits all. What is lacking in these accounts is recognition that the world economy is composed of rich and poor states, economically advanced and economically backward, militarily powerful and weak. Evidence suggests that the core countries extend their lead and keep to themselves research, design and development, finance, and ownership of intellectual and physical property. Their economic power is a necessary condition of their political hegemony. The quality and quantity of their weapons of mass destruction cannot be matched. The peripheral states act as manufacturing subcontractors, as well as providing primary and secondary products, and they experience an outflow of profits and labour in return for FDI and manufactured products. Many nations on the periphery, when confronted with the economic, political and military power of the core states, have little alternative than to accede to their policies. But some countries (Brazil, India, Russia and China) of the 'semi-periphery' may have more options than assumed by world system theorists and those who envisage a 'one-world' economy regulated by hegemonic American capitalism. There are divergences as well as convergence in the world economy. The 'semi-periphery' may lead to the rise of alternative groupings of states which interact with the core but are not part of it in the same way as the state socialist societies did before their collapse. The economies of many countries have production which is local in character, and regional companies and political actors have considerable scope for action independently of the global economy. In this context, the Russian Federation has a limited number of choices. Membership of the EU, as an alternative regional bloc sustaining political and economic networks, is not on the agenda. Russia has to trade as best it can on the world market and meet the conditions of global institutions such as the WTO. Concurrent with pursuing economic exchange with other actors in the world economy (the EU, the USA, Japan, China, India), it has opportunities as part of a wider CIS. Russia has an option for a type of national state-led capitalism as an alternative to participation in the global economy on the terms of neo-liberalism. Statist China rather than the neo-liberal West is a model for Russia to copy
