Artiklen giver først en kort oversigt over covid-19-håndteringens forløb fra krisens udbrud i 2020 til 2022, hvor der er en forventning om covid-19's forvandling fra en alvorlig og svært kontrollabel sygdom til en endemisk viruslidelse. Næste afsnit gennemgår krisens politiske og administrative beslutningsprocesser, dels under selve krisen i strikt forstand, dels i den lange fase hvor det har handlet om administrativt og politisk at håndtere et samfundsproblem, som ikke ville gå væk. Det sidste afsnit tager krisehåndteringens ret alvorlige kvalitative aspekter op. Det drejer sig om de demokratiske problemer, som krisehåndteringen snarere end krisen aktualiserede, det faglige beslutningsgrundlag (sundhedsfagligt, juridisk, økonomisk og adfærdsvidenskabeligt) og endelig spørgsmålet om, hvordan man kvalitetssikrer krisehåndteringen. ; The paper presents an overview of Danish Covid-19-crisis management as it developed from its outbreak to its status as an endemic virus. This is followed by an analysis of political and administrative decision making during the crisis and during the protracted series of events where the handling of problems that would not go away attracted all political attention. Finally, the paper discusses the important qualitative issues that were raised both by the crisis and by its political handling. These issues were democratic, legal, and professional (health professional, economic, and behavioral).

الإرهاب الحقيقة الموجعة والدموية التي أصبحت ضمن أوليات المكافحة الوطنية والدولية، فبرغم كل الهجمات المتفرقة والفردية للإرهاب هنا وهناك، تعاملت أجهزة الدول معه على أنه من الظواهر التي يمكن السيطرة والقضاء عليها بمرور الوقت، إلى أن أستيقظ العالم على هجمات 11 أيلول/ سبتمبر عام 2001 باستهداف تنظيم القاعدة الولايات المتحدة ورد الأخيرة بشن حملتها العسكرية ضد التنظيم ومن والاه بنظرها بحربها على أفغانستان 2001 ثم العراق 2003 وتصور الجميع من خلال صولة الولايات المتحدة أنه قد تم استئصال هذا الخطر، ولكن ما كان محل التصديق الصعب حدوثه أن يركز مرتكبو الإرهاب على فكرة لم تبلغ حد التصور المعقول بضرب دول سوريا 2011 والعراق 2014 لإسقاط نظم الحكم وتأسيس دولتهم الإسلامية بحسب ما روجوا له. ولكن منذ عام 2014 لنهاية عام 2017 خاض العراق حربًا ضارية ضد الإرهاب- تنظيم داعش- وأعلن تطهير الأراضي العراقية من سيطرة (داعش وأخواتها) ولكن عناصر الإرهابية كانت قد اقترفت جرائم متعددة منها القتل والتعذيب بكل الطرق والصور والتهجير وجرائم الاغتصاب والاستعباد والمتاجرة بالمسروقات آثارا ونفطاً وذهباً وغيرها من الأفعال اللاإنسانية وغير القانونية مما سبب خسائر بشرية فادحة. ومن هنا تنهض أدوار الجهات الفاعلة دوليا، وعليه أستصدر مجلس الأمن قراره رقم (2379) عام 2017 مشكلاً فريقاً تحقيقياً لجمع الأدلة والوثائق والشهادات على تلك الجرائم التي وصفها في قراره بأنها قد ترقى لمستوى جرائم (الحرب أو ضد الإنسانية أو الإبادة الجماعية) مما أوجب التعاون المنظم بين العراق والمنظمات الدولية الإنسانية ومنها اللجنة الدولية للصليب الأحمر. ; Terrorism is the painful and bloody reality that has become among the priorities of the national and international fight. تهدف هذه الدراسة إلى معرفة تطبيق المراجعة الداخلية كآلية للحد من الفساد الملي والإداري في الجماعات المحلية الجزائرية ، حيث قدم الباحثين استبانة تتكون 15 عبارة وعلى عينة عشوائية من عمال المصالح المالية بولاية الأغواط وبلدياتها، التي بلغت 120 فرد، وتم اعتماد المنهج الوصفي لوصف الظاهرة محل الدراسة، ومنهج دراسة الحالة باستخدام برنامج SPSS23 لعرض وتحليل النتائج، توصلت الدراسة إلى أنه لا يوجد فروق ذات دلالة بين أراء الفئة المستقصي منهم بين دور المراجعة الداخلية والحد من الفساد في الجماعات المحلية ، وبناء على النتائج المتوصل لها يوصي الباحثين بضرورة التفكير الجدي في إنشاء أقسام للمراجعة الداخلية في الجماعات المحلية ، والعمل على التوعية الإعلامية بمخاطر الفساد. ; This study aims to know the application of the internal audit as a mechanism to reduce corruption in Algerian local communities, where the researchers presented a questionnaire consisting of 15 phrases and a random sample of workers of financial interests at in Laghouat wilaya and its municipalities, which amounted to 120 individuals, and the descriptive approach was adopted to describe the phenomenon under study, and the case study method using SPSS23 program to present and analyze the results; The study concluded that there are no significant differences between the opinions of the investigated group among them between the role of internal audit and the reduction of corruption in the administrations local, and based on the findings the researchers recommend the need for serious thinking in establishing internal audit departments in various local communities, and work to inform the media about the risks of corruption.

تسعى الدراسة، ومن خلال مُقاربة وصفيّة تحليليّة، إلى البحث في البنيّة المعرفيّة لمنهج "SNAP" ومدى إسهامه، مفاهيمياً في ترسيخ ثقافة اللاعنف، واستراتيجياً في عمليّة الانتقال الديمقراطيّ في السودان. وتتمركز إشكاليتها حول بنيّة العقليّة السودانيّة – سياسيّاً ومعرفياَ وثقافياً- وطريقة تعاطيها مع القضايا، وكيف لم يتحقق التحول الديمقراطيّ بالبلاد طيلة ستة عقود ونيف. وتتمثل فرضيتها الرئيسة في أن التعليم النوعيّ مُعزَراً بالتثقيف المدنيّ المستمر يؤدي إلى إذكاء وعيّ المواطنين فردياً ومجتمعياً ومؤسسياً. ومن أهم نتائجها: إن منهج "SNAP" يعمل بنجاح وفعاليّة على ترسيخ ثقافة اللاعنف وبناء السلام، وأن ثمة تغيير فعليّ على مستوى بنيّة المجتمع المبحوث الفكرية، وأن هناك حراك حثيث لتوسيع دائرة مشروع المنهج إلى أكبر نطاق ممكن، بجانب حثهم اللامحدود للسلطات المعنية بأهمية وضرورة تضمينه في مناهج ومقررات التعليم بالسودان. ; The study seeks, through a descriptive and analytical approach, to research the cognitive structure of the SNAP and its contribution, conceptually to the consolidation of a culture of nonviolence, and strategically in the process of democratic transition in Sudan. The problem of the study is revolves around the Sudanese mental structure – politically, cognitively, and culturally- and the way it treats with issues, which hinder the achievement of democratic transformation in the country for more than six decades. Its main hypothesis is that quality education is reinforced by continuous civic education that leads to raising the awareness of citizens individually, societally, and institutionally. Its outcomes that the SNAP works successfully and effectively to establish a culture of nonviolence and peace building. And there is an actual change at the intellectual structure of the researched community, and there is more movement to expand the SNAP to the largest possible scope, in addition to their unlimited urging to the authorities about the importance and necessity of including it in the curricula and decisions of the education system in the country.

The corpora have extensive metadata, including aspects of the parliament; the speakers (name, gender, MP status, party affiliation, party coalition/opposition); are structured into time-stamped terms, sessions and meetings; with speeches being marked by the speaker and their role (e.g. chair, regular speaker). The speeches also contain marked-up transcriber comments, such as gaps in the transcription, interruptions, applause, etc. Note that some corpora have further information, e.g. the year of birth of the speakers, links to their Wikipedia articles, their membership in various committees, etc. The corpora are encoded according to the Parla-CLARIN TEI recommendation (https://clarin-eric.github.io/parla-clarin/), but have been validated against the compatible, but much stricter ParlaMint schemas. This entry contains the ParlaMint TEI-encoded corpora with the derived plain text version of the corpus along with TSV metadata on the speeches. Also included is the 2.0 release of the data and scripts available at the GitHub repository of the ParlaMint project. The study aimed to investigate the role of Non-Governmental Organizations (NGOs) in local community development in Jordan. A self-administrated questionnaire was designed in accordance with the research hypothesis and objectives, and distributed over a random sample of 120 NGO officials in Jordan. يسعى هذا البحث لتحليل العلاقة بين نموذجي الشمولية الذي وضعته أنّا أرندت والبيولوجيا السياسية الذي طوّره ميشيل فوكو، وإيجاد النقاط المشتركة بينهما، تأكيداً لأطروحة الاستمرارية الخطية والفكرية والمفاهيمية لهذين النموذجين، من جهة، وتحليل علاقة النموذجين بالديمقراطية من جهة أخرى، تأكيداً لأطروحة التضامن الغائي بين المفاهيم الثلاثة. ومن أجل إيجاد العلاقة بين الشمولية والبيولوجيا السياسية والديمقراطية الغربية، يجب تجاوز الصورة النمطية التي أعطيت للعلاقة بين الشمولية والديمقراطية التي تضعهما في شكل متقابلات. إن نموذج البيولوجيا السياسية، من خلال تركيزه على تكنولوجيات السيطرة على الجسد التي مورست في المجتمعات الغربية. ; The aims of this research is to analyze firstly the relationship between the totalitarianism paradigm of Hannah Arendt and biopolitical paradigm of Michel Foucault, and find the common points between the two concepts in order to confirm the linear, intellectual and conceptual continuity thesis of both paradigms. Secondely, we analyse the relationship between the two paradigms and liberal democracy in the age of modernity, in order to confirm the teleogical solidarity thesis between the three concepts. To find these relationships between totalitarianism, biopolitics and democracy, we must overlap the given stereotype than take the negative relationship between totalitarianism and democracy. However, the biopolitical paradigm, through its focus on control of bodies practiced in Western societies, can help to reformulate the relationship between totalitarianism and Western democracy, and confirm the historical solidarity between them, because the employment of both paradigms the same techniques and disciplines. To reach the goal of the study, we will first discuss the relevance of Michel Foucault constribution in the emerging of biopolitical paradigm, and secondely we present the redefinition tentatives of theis paradidm by Antonio Negri and Giorgio Agamben. Thirdely, we analyze the relationship between biopolitics and totalitarianism by comparing Arendt and Foucault ideas, in addition to the contributions Agamben and its "camp" paradigm, which confirm the historical solidarity relationship between totalitarianism and Western democracy. We conclude by presenting the democratic alternative of tatalitarianism and biopolitics, through the concept of radical democracy based on the contributions of radical thinkers, especially Antonio Negri.

This study is about the non-governmental Syrian position held by the parliament, parties and other people powers towards the Greater Syria Plan endeavored by King Abdullah I bin Al Hussein during the fourth decade of the twentieth century, aiming at unity of Natural Syria and integration of its four regions (Jordan, North Syria, Palestine and Lebanon) within one state. The original documentary recourses reviewed revealed divergence between the position held by the Syrian people and that of their government. While then Syrian government departing from self-interest of the statesmen, and in compliance of the tendency of both the patronizing Francis government, and some Arab governments declared fierce opposition to the plan, there was great acceptance and support of the Greater Syria Plan and King Abdullah's endeavors for unity among most Syrian people communities and other representative Syrian currents on the ground of their believe in the unity of the Shamite Regions, as a basis on which to achieve the country's best interest, as a first step towards Pan-Arabism and one best choice to cope with the Zionistic threats.

هدفت الدراسة إلى إبراز موقف الحكومة الإسرائيلية داخل مجلس الأمن الدولي بعد قصف مقاتلاتها الجوية المفاعل النووي العراقي في7حزيران عام 1981، وأعلنت الحكومة الإسرائيلية مسؤوليتها عن قصف تلك المفاعل بحجة أنها تهدد أمن دولة إسرائيل ومستقبل شعبها اليهودي، وابرقت رسالة إلى مجلس الأمن عن طريق (يهودا بلوم) ممثل إسرائيل الدائم لدى الامم المتحدة، تبلغ فيها رئيس المجلس عن مسؤوليتها الرسمية عن الغارة الجوية على بغداد، وفي اليوم التالي، ارسلت جمهورية العراق برقية إلى مجلس الأمن اشتكت فيها الاعتداء الإسرائيلي وطالبته بعقد جلسة طارئة لمعالجة ذلك الاعتداء السافر، وعلى اثره عقد مجلس الأمن سلسلة من الجلسات في المدة 12-19 حزيران، للنظر في شكوى العراق، وشارك في الجلسات العديد من الوفود الدولية في مقدمتها الوفد الإسرائيلي،وقد ألقى ممثل إسرائيل بيانا في الجلسة الاولى المرقمة 2280 في 12 حزيران، طمح به كسب ود المجتمع الدولي، لكنه لم ينل استحسان الوفود المشاركة، ولم تفلح الدبلوماسية الإسرائيلية في الجلسات اللاحقة من إقناع مجلس الأمن بوجهة النظر التي تبنتها الحكومة الإسرائيلية المبنية على ان المفاعل النووي العراقي غايته لأغراض غير سلمية، واخيرا أصدر مجلس الأمن قراره المرقم 487 في جلسته الأخيرة المنعقدة بتاريخ 19 حزيران عام 1981، الذي ادان به الحكومة الإسرائيلية لهجومها المُتعمد على بغداد. ; The study aimed to highlight the position of the Israeli government within the UN Security Council after its warplanes bombed the Iraqi nuclear reactor on June 7,1981. Email: abdelrahman.ahmed@std.izu.edu.tr ; تحاول هذه الدراللسة الإجابة عن اللسؤال التالي: لماذا اختلفت الستجابة الأجهزة البيروقراطية والتنفيذية عند تصميم اللسياسات الصحية وتنفيذها تجاه أزمة جائحة فيرولس كورونا المستجد (كوفيد19) في دول تبدو متشابهة، كونها تملك ميراثا من المركزية والأنظمة الرئالسية، كما همي الحال في مصر وتركيا؟ وتنطلق فرضية الدراسة الرئيسة من أن الأزمة في بدايتها أعطت ملساحة أكبل للوزراء التنفيذيين والتكنوقراط والأجهزة البيروقراطية المتخصطة فمي اللسيالسات الطحية والوبائية للمساهمة بشكل أكبر فمي 'لاكلملم اللسياسات الطحية لمواجهة هذا الوباء، لكن الستمرار هذه الملساحة والستكمال تلك الأدوار ارتبط بعد ذلك بمدم توافر "القدرة السياساتية" التي تتيح لهؤلاء المسؤولين ذلك. تظهر الدراسة من خلال دراسة الحالة التركية والمصرية بصورة مقارنة، أنه كلما كانت الدولة أكثل مركزية، وكانت للأزمة التمي تواجهها طبيعة خاطة وغير مسبوقة، ولديها فمي الوقت نفسه قدرات سياساتية أعلل فمي تصميم السياسات، فإن هذا يساهم فمي تعزيز دور الخبراء والبيروقراطيين في تطميم اللسيالسات عل حلساب اللسيالسيين. ; This paper seeks to answer the following question: Why have the bureaucracies and executive arms of two highly centralized presidential regimes – Egypt and Turkey – produced such different responses to the Coronavirus crisis? Its basic hypothesis is that while the crisis did initially provide scope for ministers, technocrats and bureaucrats specialized in public health to play a greater part in making health policy, their ability to maintain this newfound influence depended on their "policy capability". Through a comparison of the two case studies, this article shows that the more centralized a state is, the more unprecedented the crisis is and the more policy capability it has, the greater the role bureaucrats play at the expense of politicians.

تستهدف هذه الدراسة رصد حجم المساحة المخصصة لحقوق الإنسان في البيانات الختامية لمؤتمرات القمم العربية، وذلك لبيان مدى اهتمام القيادات السياسية العربية بهذه الحقوق وماهية تأثير البيئة الدولية وتحديدا أحداث الحادي عشر من سبتمبر2001 في حضور هذه الحقوق في هذه البيانات. وتستخدم هذه الدراسة منهج تحليل المضمونContent Analysis لبيان حجم المساحة المخصصة لموضوع حقوق الإنسان في مؤتمرات القمم العربية اعتمادا على وحدة السطر، بالإضافة إلى استخدام المنهج التاريخي والمنهج المقارن والمنهج التحليلي. وقد توصلت الدراسة إلى مجموعة من النتائج أبرزها: أن الخطاب السياسي العربي على مستوى القمة خلا من أية إشارة لحقوق الإنسان كما وردت في الإعلان العالمي الإنسان خلال الفترة الممتدة من أول مؤتمر قمة عربي عام 1964 ولغاية عام 1990، كما شكلت أحداث الحادي عشر من سبتمبر نقطة مفصلية في تحول الخطاب السياسي العربي على مستوى حقوق الإنسان؛ إذ زادت وتيرة الحديث عن قضايا حقوق الإنسان كنتيجة للتحولات الدولية والضغوط الأمريكية على الدول العربية. ; This study aims to show the degree of interest shown by Arab leaders in promoting the issue of Arab human rights, as evidenced by their closing statements at Arab League summits. This paper also intends to illustrate the impact of international events, mainly those of September 11 attacks, on the issue of Arab human rights as reflected in the closing statements of Arab League summit conferences. The Results of the study show that Arab political address make no reference to human rights as defined in the Universal Declaration of Human Rights. September11 attacks were found to be a pivotal point in the transformation of Arab political address of human rights in that the frequency of mentioning of the human rights issues increased as a result of international transformations and American pressure on the Arab states.
