The article is an overview of a prominent scientific event — The Second Russian Congress of Aesthetics (Yekaterinburg, July 2021). The paper assesses the state of aesthetics as a scientific and educational discipline throughout its history of the Soviet and post-Soviet periods. The article highlights four stages of the Soviet history of aesthetics. The first stage, the 1930s, received following K. Clark, the nomination "return of aesthetics", which was associated with the general conservative turn of the Stalinist cultural policy, the creation of the socialist realist canon, the program of building socialism, the denial of the functionalism of the previous (avant-garde) stage. The "return of aesthetics" had not only a political and pragmatic content but contributed to the saturation of Soviet culture with fragments of the classical heritage, primarily the philosophical one. At the second stage (late Stalinism), there was a rollback of aesthetics in the direction of extreme political instrumentalization. During a short period of the "thaw," aesthetics began to go behind public liberal discourse, yielding leadership to journalism and art criticism. At the stage of the "long seventies", aesthetics becomes an influential and in-demand scientific discipline, included in the program of "technical progress" and "education of the builder of communism", important ideological, aesthetic, and applied tasks are assigned to aesthetics since it is expected to influence all spheres of life. Aesthetics as philosophy and science develops, responding to contacts with semiotics, psychology, anthropology, cultural history, and sociology. Relying on the selective stream of translations of Western art philosophy, Soviet aesthetics begins to resonate with world trends, which is facilitated by the tacit consensus of the idea of aesthetics as a part of philosophical and humanitarian knowledge that has its autonomy. The state of aesthetics in the 1990s and early 2000s is qualified as a change of scientific generations and the emergence of new groups of professionals in aesthetic and artistic knowledge, not related to academic aesthetics, forming their conceptual vision of the development of art and aesthetics relations. The current state of aesthetics was diagnosed with a brief description of the last 15 years, when contacts with foreign aesthetic schools became regular and academic aesthetics began to be in demand in master's educational programs, intellectual venues for festivals, and biennials of contemporary art, and cultural management programs. A large portion of the article is devoted to the analysis of the composition of the participants, their professional interests and competencies, the frequent concepts discussed in the sections, the structure of polemical problems, and crosscutting topics of all congress participants. ; Статья представляет собой обзор крупного научного события — Второго российского эстетического конгресса (Екатеринбург, июль 2021 года). Оценивается состояние эстетики как научной и образовательной дисциплины в контексте ее истории советского и постсоветского периодов. Выделены четыре этапа советской истории эстетики. Первый этап — 1930-е годы — получил, вслед за К. Кларк, номинацию «возвращения эстетики», что было связано с общим консервативным поворотом сталинской культурной политики, созданием соцреалистического канона, программой строительства социализма, отрицанием функционализма предыдущего — авангардного — этапа. «Возвращение эстетики» не только имело политикопрагматическое содержание, но и способствовало насыщению советской культуры фрагментами классического наследия, прежде всего — философского. На втором этапе — позднего сталинизма — произошел откат эстетики в сторону предельной политической инструментализации. На коротком этапе «оттепели» эстетика начала отставать от публичного либерального дискурса, уступая лидерство публицистике и художественной критике. На этапе «длинных семидесятых» эстетика становится влиятельной и востребованной наукой, включенной в программу «технического прогресса» и «воспитания строителя коммунизма», на эстетику возлагаются важные идеолого-эстетические и прикладные задачи, от нее ожидается влияние на все сферы жизни. Эстетика как философия и наука развивается, откликаясь на контакты с семиотикой, психологией, антропологией, историей культуры, социологией. Опираясь на избирательный поток переводов западных философий искусства, советская эстетика начинает резонировать с мировыми трендами, чему способствует негласный консенсус представления об эстетике как о такой части философского и гуманитарного знания, которая обладает своей автономией. Состояние эстетики в 1990-х и начале 2000-х годов квалифицируется как смена научных поколений и возникновение новых групп профессионалов в эстетическом и художественном познании, не связанных с академической эстетикой, формирующих собственное концептуальное видение развития искусства и эстетических отношений. Современное состояние эстетики диагностировано на кратком описании последних 15 лет, когда контакты с зарубежными эстетическими школами стали регулярными, академическая эстетика начинает быть востребованной в магистерских образовательных программах, интеллектуальных площадках фестивалей и биеннале современного искусства, программах управления культурой. Большая часть статьи посвящена анализу состава участников, их профессиональным интересам и компетенциям, частотным концептам, обсуждаемым в секциях, структуре дискуссионных проблем и сквозным темам всех участников конгресса.

Based on the analysis of little-known and forgotten letters of Russian writers, most of them introduced into scholarly circulation for the first time, this article clarifies the existing perceptions of various types of letters to the editor. The purpose of the work is to identify and describe cases of changing conventions between the writer, the critic, and the reader in the early twentieth century. The notice form of the letter, traditionally used to notify readers of ongoing rearrangements in editorial boards or groups, as well as the writer's membership in a particular literary publication, remained unchanged. Conversely, the writer's letter as a response to a reader, a critic, or an opponent were forms influenced by a new sociocultural situation, characterised by an increasing number of printed publications and the appearance of a new type of reader and critic. The article establishes that, when replying to a reader, a social or political opponent via a newspaper, the writer turned his response into a public statement, expressed in accordance with their reputation and social stance. The writer's reply to an opponent often took the form of an open letter and became an instance of civic action. As a response to a critic, the writer's letter to the editor indicated his refusal to regard the critic as an authoritative participant of the literary process, one equal in status to the writer. When addressing the reader through the medium of a newspaper, the writer discussed the factual aspect of the critic's statement, not their opinion of the writer's work, thus emphasising the insignificance of their role. A response to a critic the writer found authoritative instead took the form of an article, or a column. Writers' letters to the editor of the early twentieth century reflect contradictory phenomena in the literary process, caused by the emergence of mass readership and a reconsideration of the terms set between it, the writer and the critic. ; На основе анализа малоизвестных и забытых писем русских писателей, большинство которых впервые вводится в научный оборот, в статье уточняются представления о типологии писем в газету. Цель статьи состоит в том, чтобы выявить и описать случаи трансформации условий конвенции между писателем, критиком и читателем в начале XX в. Не претерпела изменений форма письма-заявления, которое традиционно использовалось для извещения читателей о текущих перестановках в составе редакций, групп, о принадлежности писателя к тому или иному литературному изданию. Формы письма писателя как ответ читателю, ответ критику и ответ оппоненту, напротив, испытывали на себе влияние новой социокультурной ситуации, характеризующейся ростом числа печатных изданий и формированием нового типа читателя и критика. В статье установлено, что, отвечая читателю или оппоненту в общественной и политической борьбе через газету, писатель делал свой ответ публичным высказыванием, выраженным в соответствии с его репутацией и гражданской позицией. Ответ писателя оппоненту нередко приобретал вид открытого письма и становился фактом гражданского действия. Письмо писателя в газету как ответ критику свидетельствовало об отказе считаться с критиком как с авторитетным участником литературного процесса, равным по своему статусу писателю. Обращаясь через посредничество газеты к читателю, писатель обсуждал фактическую сторону выступления критика, а не его мнение о своем произведении, что подчеркивало незначительность его роли. Ответ авторитетному для писателя критику приобретал вид статьи, заметки. Писательские письма в газету начала XX в. отражают противоречивые явления в литературном процессе, связанные с появлением массового читателя и уточнением условий конвенции между ним, писателем и критиком.

The article compares conceptualizations of events that took place in the early 1990s in the Ural region and were called the political crisis. It covered the Sverdlovsk and Chelyabinsk regions. The author notes that the study of the political crisis is of an interdisciplinary nature; representatives of different scientific fields consider the events of 1991–1993 in the Urals from different angles. For legal scholars, the political crisis in the Ural region is a special case of a political crisis in the country, culminating in an acute confrontation between the executive and legislative branches of government in October 1993. Representatives of historical science pay special attention to the study of the political process that took place in various regions of the Urals in 1991–1993. Political scientists focus on clarifying the prerequisites and causes of the political crisis in the Urals in the early 1990s and on the behavior of regional political elites. In the political science literature, the study of this problem is carried out through the prism of various theories. The study of the political crisis of the early 1990s in the Urals from the standpoint of political regionalism, ethnopolitics and elitology provides the greatest heuristic possibilities. ; В статье сопоставляются концептуализации событий, происходивших в начале 1990-х гг. в Уральском регионе, получивших название политического кризиса. Он охватил Свердловскую и Челябинскую области. Делается вывод о том, что изучение политического кризиса ведется в междисциплинарном плане, представители разных научных специальностей рассматривают происходившие в 1991–1993 гг. на Урале события под разными углами зрения. Для правоведов политический кризис в Уральском регионе является частным случаем политического кризиса в стране, кульминацией которого было острое противостояние исполнительной и законодательной ветвей власти в октябре 1993 г. Представители исторической науки уделяют основное внимание изучению политического процесса, происходившего в различных областях Урала в 1991–1993 гг. Политологи сосредоточивают внимание на выяснении предпосылок и причин политического кризиса на Урале начала 1990-х гг. и на поведении региональных политических элит. В политологической литературе изучение этой проблемы ведется через призму различных теорий. Наибольшие эвристические возможности предоставляет изучение политического кризиса начала 1990-х гг. на Урале с позиций политической регионалистики, этнополитики и элитологии.

The article examines the use of women scientists by the Soviet government as a possible tool of political propaganda in the international arena. The paper explores the international activities of Soviet women scientists aimed at promoting peace and the activities of the USSR in this area among members of foreign women's organizations and participants of various "peaceful" congresses and conferences, on the one hand, and the activities of the same women scientists during the Second World War to promote the position of the Soviet Union. On the basis of documents of personal origin, as well as memories, the attitude of women scientists to this role is analyzed. ; В статье рассматривается отношение советского правительства к женщинам-ученым как к возможному орудию политической пропаганды на международной арене. Исследуется международная деятельность советских женщин-ученых, направленная на пропаганду мира и деятельности СССР в этом направлении среди членов зарубежных женских организаций и участников различных «мирных» конгрессов и конференций, с одной стороны, и деятельность тех же женщин-ученых в период Второй мировой войны по пропаганде позиции Советского Союза — с другой. Political processes in the modern world cannot be considered in isolation from the mass media, the role and importance of which are indisputable. In this regard, the topic of mediatization of the political sphere has taken an important place in scientific research, which analyzes the problems of interaction of politics with information and communication channels. The expansion of the networks and the improvement of information and communication technologies open up prospects for a higher level of integration of politics and mass media. The arsenal of this integration is being replenished with new ways and forms of interaction that strengthen the mutual influence of mass media and politics. This process is further enhanced by new media, such as social networks, the blogosphere, podcasts, which are beginning to play an important communicative role in society. The mediatization of politics in the digital age leads to the ordering of information by group interests, acts as a filter on the way of spreading unacceptable information. It creates a space where the audience receives information about politics in an adapted form, with symbols, etc. Thus, political media communications in the digital age do not only record and analyze political processes, but also directly affect them. The article analyzes the reforms of the political system of Russia, starting with the revolution of 1905 and ending with the reforms of Boris Yeltsin in the 90s of the twentieth century. The author shows t that the political model that had developed in tsarist Russia by the beginning of the last century did not meet the needs and realities of that time and did not allow the country to develop dynamically. The inconsistency of the reforms proposed by Nicholas II, against the background of Russia's unsuccessful participation in the First World War, led the country in 1917, first to the February and then the October revolutions, which ended the monarchy, proclaimed a republic, first bourgeois, and then Soviet. But even these reforms did not allow us to abandon the authoritarian form of government that reigned in the Soviet Union for more than 70 years. The reform initiatives of the 60s by N. Khrushchev and A. Kosygin, aimed at softening the current political and economic regime, also had little success. The most decisive attempt to transform this regime towards its greater effectiveness and sustainability were the reforms of Mikhail Gorbachev, known as "perestroika". They assumed a radical transformation of the existing political and economic slowness by giving it real competitiveness, more active involvement of citizens in public and business activity, rejection of the ideological and political monopolism of the Communist Party. But the initiators of perestroika failed to implement all these ideas in a short five-year period. Many of their ideas were embodied in the reforms of Boris Yeltsin, the results of which were enshrined in the Constitution of the Russian Federation in 1993. But their practical implementation in the last decade of the twentieth century showed that so far Russia has not been able to completely abandon the ideas and principles of political monopolism, which do not allow the people to put into practice their socio-economic potential and ensure the country's sustainable and progressive ...

The work presents information about V.D. Chaklin, corresponding member of the USSR Academy of Medical Sciences, laureate of the USSR State Prize, honored scientist of the RSFSR, Professor, about the chair of traumatology, orthopedics and military surgery at the Ural State Medical University in 1934, the clinical base of which became the Research Institute of Traumatology. The staff of the department under the guidance of Professor V.D. Chaklin carried out pedagogical and scientific activities, made a great contribution to the development of methods of reconstructive surgery. There are monographs by V.D. Chaklin and theses defended by the staff of the department. From the beginning of Great Patriotic War professor V.D. Chaklin was appointed the main traumatologist of Evacuation Hospital Administration of Sverdlovsk Regional Dispensary, headed the courses of medical personnel improvement in traumatology and orthopedics, was the adviser of Evacuation Hospitals, continuing to direct the work of UNITO and the department. V.D. Martsinkevich as an example, the article shows the value orientations and behavioral practices of the left Social Revolutionaries of the Perm district in the conditions of the Civil War, which made it possible to continue cooperation with the Bolsheviks after July 1918 in the district government. The factors destabilizing the position of the Left Socialist Revolutionaries in the Perm District, as well as attempts to overcome their influence, are considered. The role of V. Marcinkevich, who initiated the transition of the Left Socialist Revolutionaries to the organization of the revolutionary communists, and then joining the Bolsheviks, is shown. The author provides previously unknown biographical information.

The article evaluates the influence of special populations (convicts sentenced to imprisonment, military and other numerical groups, statistical records of which are specific) on indicators of sex and age structure of the population of urban and municipal districts of Russia.The introductory part of the article considers the features of domestic demographic statistics in relation to the analyzed groups of the population, which emphasizes the relevance of the problem under consideration. Then, it describes the methodological foundations of the author's research. It is indicated that the analysis was carried out based on data from the 2010 All-Russia Population Census and information from territorial bodies of state statistics for 2019–2020 on the age and sex composition of the population, as well as data from open sources on the Internet.In the main body of the article, the author argues that the peculiarities of accounting for the population groups under consideration most strongly distort the data on the age and sex structure of the population in the youngest age groups, and their influence to the greatest extent affects the reliability of data on the population of municipalities with a small number of residents. In these municipalities, the share of special populations in the total population is the most significant and may exceed 10% of its total population (but even with a smaller share of the considered population group in the total population, the level of distortion of data by gender and age groups can be significant).Thus, the calculations show the scale of distortions (in the intercensal period) in the age structure of the population of municipalities in the young and middle age due to the specifics of accounting for the migration of these population groups. ; В статье оценивается влияние спецконтингентов (осужденных к лишению свободы, воинских и иных групп населения, статистический учет которых имеет специфику) на показатели половозрастной структуры населения городских округов и муниципальных районов России.Во вводной части статьи рассмотрены особенности отечественной демографической статистики применительно к анализируемым группам населения, что подчеркивает актуальность рассматриваемой проблемы. Затем излагаются методологические основы авторского исследования. Указывается, что анализ выполнен на основе данных Всероссийской переписи населения 2010 г. и информации территориальных органов государственной статистики за 2019–2020 гг. о возрастно-половом составе населения, а также данных открытых источников сети Интернет.В основной части статьи аргументируется позиция автора, заключающаяся в том, что особенности учета рассматриваемых групп населения наиболее сильно искажают данные о половозрастной структуре населения в самых молодых возрастных группах, а их влияние в наибольшей мере сказывается на достоверности данных о населении муниципальных образований с малой численностью жителей. В данных муниципальных образованиях доля спецконтингентов в общей численности населения наиболее значительна и может превышать 10% от его общей численности (но даже при меньшей доле рассматриваемой группы населения в общей численности населения уровень искажения данных по половозрастным группам может быть существенным). Таким образом, сделанные расчеты показывают масштабы искажений (в межпереписной период) из-за специфики учета миграции указанных групп населения показателей возрастной структуры населения муниципальных образований в молодых и средних возрастах.

For the first time, based on archival and prerevolutionary publications, the survey of military research libraries before the First All-Russian Library Congress held on June 1–7, 1911, is presented. The questionnaires filled-in by military librarians enable to reconstruct the state-of-the-art, local regulations and orders, collections quantitative indicators and arrangement, physical space, fire protection, staffing. Work hours. The study significantly expands the knowledge of the status of military research libraries by 1911, of their facilities, librarians' expertise, and library services.The findings will be useful for librarians in user services, responsible for collection arrangement, and for library historians investigating in prerevolutionary librarianship; for library surveyors; curators of library events, e. g. congresses, forums, webinars, etc. ; На основе архивных и дореволюционных опубликованных источников впервые представлены итоги анкетирования, посвящённого изучению состояния военно-научных библиотек перед Первым Всероссийским съездом по библиотечному делу, который состоялся 1–7 июня 1911 г. Анкеты, заполненные сотрудниками военно-научных библиотек, позволяют довольно подробно реконструировать состояние библиотек, в том числе действовавшие локальные нормативные организационно-распорядительные документы, количественные показатели фонда и его расстановку, характеристику занимаемого помещения, противопожарную охрану, штатное расписание, режим работы. Проведённое исследование значительно расширило представление о состоянии военно-научных библиотек к 1911 г., их материально-технической базе, профессионализме сотрудников, уровне библиотечного обслуживания.Полученные результаты будут полезны библиотекарям при решении задач расстановки фонда, ликвидации задолженностей читателей и организации очереди на востребованные издания; историкам – для понимания уровня развития дореволюционного библиотечного дела; организаторам опросов, респондентами которых являются библиотеки; кураторам различных библиотековедческих мероприятий – съездов, форумов, вебинаров и др.

The article considers the сhallenges for small and medium-sized businesses in obtaining government support during the pandemic and post-pandemic period. The reasons preventing people from obtaining support measures, as well as tangible and non-tangible state support measures for businesses in the Moscow region and the support measures provided by banks and lending institutions have been reviewed. Data from reputable source studies on identifying the difficulties caused by state and non-state support measures, in particular the problem of banks refusing to allow small and medium-sized businesses to defer accrued interest at a concessionary rate have been presented. The problem has been the distribution of support to small and medium-sized enterprises according to the type of economic activity, as not all enterprises fit the required activities. Examples have been given of sectors that have restructured their business in the new environment. A list of support measures for small and medium-sized enterprises has been proposed. ; В статье рассмотрены проблемы получения государственной поддержки малым и средним бизнесом во время пандемии и в постпандемический период. Рассмотрены причины, препятствующие получению мер поддержки, а также материальные и нематериальные меры государственной поддержки для бизнеса в Московской области и меры поддержки, представленные банками и кредитными организациями. Приведены данные авторитетных исследований источников по выявлению трудностей, вызванных государственными и негосударственными мерами поддержки, в частности, проблемы отказов банков предприятиям малого и среднего бизнеса в отсрочке начисленных процентов по льготной ставке. Проблемой стало распределение поддержки малых и средних предприятий в зависимости от вида экономической деятельности, поскольку не все предприятия подходят под необходимые виды деятельности. Приведены примеры отраслей, перестроивших свой бизнес в новых условиях. Предложен перечень мер поддержки для малых и средних предприятий.
