This study aims to estimate the level of satisfaction about resettlement arrangements for local people who have been affected by A Luoi hydroelectric construction project in the Thua Thien Hue province. This research used the Likert scale method to assess the satisfaction level of 98 households living in two of the resettlement sites. Results illustrate that there is variations in the level of satisfaction of local people in the two resettlement sites, Hong Thuong and Hong Ha. In the resettlement area (RA) of the Hong Thuong Commune, people are dissatisfied with the location arrangement. There is a lack of quality in the houses built, been damaged, cracked and degraded, since the construction design is not appropriate for the customs and practices of local people, with a satisfaction rating of 1.07. Meanwhile, at the resettlement site of the Hong Ha commune, people felt satisfied with the arrangement site of the RA and allocated residential land area with the satisfaction rating of 4.19. Our results will help the government, as well as the project owners, to understand the points of dissatisfaction of local people in order to have accordant solutions, ensuring the stable life for local people in those settlement areas. ; Nghiên cứu này nhằm mục đích đánh giá được mức độ hài lòng của người dân về việc bố trí tái định cư (TĐC) cho người dân bị ảnh hưởng bởi dự án xây dựng thuỷ điện A Lưới, tỉnh Thừa Thiên Huế. Nghiên cứu đã sử dụng phương pháp thang đo Likert để đánh giá mức độ hài lòng của 98 hộ dân sống tại hai khu tái định cư Hồng Thượng và Hồng Hạ. Kết quả nghiên cứu đã cho thấy có sự khác nhau về mức độ hài lòng của người dân tại hai khu TĐC. Tại khu TĐC Hồng Thượng người dân thấy không hài lòng về địa điểm bố trí TĐC, nhà ở được xây dựng thiếu chất lượng đã bị hư hỏng, nứt nẻ xuống cấp, thiết kế xây dựng không phù hợp với phong tục, tập quán của người dân địa phương, với chỉ số đánh giá hài lòng là 1,07. Trong khi đó, tại khu TĐC xã Hồng Hạ người dân lại thấy hài lòng về điểm bố trí TĐC và diện tích đất ở được cấp, với chỉ số đánh giá hài lòng là 4,19. Kết quả nghiên cứu của đề tài sẽ giúp cho chính quyền cũng như chủ đầu tư dự án nắm rõ những điểm không hài lòng của người dân để có hướng giải quyết phù hợp nhằm đảm bảo cuộc sống ổn định cho người dân tại nơi tái định cư.

Building a livable city is the top objective of local governments. 'Green City' is concerned, researched, and constructed effectively in some cities around the world. The paper is to identify a green city's benefits to humans and the environment. Moreover, this study also establishes criteria of the green city according to international standards in emerging cities, especially in 5 criteria such as green space and land use, atmosphere, water resource, and energy supply. Finally, the criteria of the green city established are used for scoring and assessing Vung Tau city. Currently, Vung Tau city has 60.9 scores below a green city's standards with 65 scores; however, it can be changed by proposals in development policies to get 69.3 scores. ; Việc xây dựng một thành phố đáng sống là một mục tiêu hàng đầu của các chính phủ địa phương. Thành phố xanh "Green City" đang được quan tâm, nghiên cứu, và xây dựng một cách hiệu quả tại nhiều thành phố trên thế giới. Bài báo này sẽ làm rõ ràng những chức năng mà một thành phố xanh mang lại. Ngoài ra, nghiên cứu này cũng xây dựng những tiêu chí của thành phố xanh đạt tiêu chuẩn quốc tế tại các thành phố đang phát triển, đặc biệt là 5 tiêu chí không gian xanh và sử dụng đất; giao thông; không khí; nguồn nước; nguồn năng lượng. Hơn nữa, việc ứng dụng các tiêu chí thành phố xanh cho việc chấm điểm và đánh giá Thành phố Vũng Tàu. Hiện nay, thành phố Vũng Tàu được chấm 60.9 điểm, mức điểm này ở dưới tiêu chuẩn của một thành phố xanh là 65 điểm, tuy nhiên trong tương lai gần với những chính sách phát triển phù hợp thì số điểm này có thể tăng lên đến 69.3 điểm.

Annually, about 40-60 million tons of postharvest straw are generated in Vietnam. Although considered as renewable resources and economic goods, straw is still burned in the field because there is no longer needed for cooking, roofing and fodder as before 1990s. The general economic development of the country and the rural area changed all the previous practices of using straw. This paper analyzes the socio-economic and technical causes of this phenomenon and summarizes the economic and environmentally friendly uses of rice straw in the future. In addition, it points out that policy failures in the management of straw currently exist and that policies for integrated straw management are needed to improve the value chain in the supply and consumption of straw products; to enhance the effectively use of this resource and minimize environmental pollution. ; Hàng năm phát sinh khoảng 40-60 triệu tấn rơm sau thu hoạch ở Việt Nam. Mặc dù được coi là tài nguyên tái tạo và hàng hóa kinh tế, song rơm vẫn bị đốt bỏ ở ngoài ruộng do không còn nhu cầu nhiều cho đun nấu, lợp mái nhà và chăn nuôi như trước những năm 1990. Tình hình phát triển kinh tế chung của đất nước và khu vực nông thôn đã làm thay đổi tất cả thói quen dùng rơm rạ trước đây. Bài báo này phân tích một cảnh tổng quan những nguyên nhân kinh tế - xã hội và kỹ thuật dẫn đến hiện tượng này, tổng hợp những khả năng sử dụng kinh tế và thân thiện môi trường của rơm rạ trong tương lai. Ngoài ra chỉ ra những thất bại về chính sách trong quản lý rơm rạ hiện nay và cần có các chính sách quản lý tổng hợp rơm rạ để nâng cao chuỗi giá trị trong cung ứng và tiêu thụ các sản phẩm rơm rạ, tăng cường việc sử dụng có hiệu quả tài nguyên này và giảm thiểu ô nhiễm môi trường.

The idea of Vietnam's opening, cooperating and integrating into the world has been sprung up in the very early days of the modern Vietnamese diplomacy under the leadership of President Ho Chi Minh. In the Doi Moi era, with creative application of Ho Chi Minh's Thoughts on international cooperation and integration, the Communist Party of Vietnam has gradually supplemented, improved and developed its perception on international integration in accordance with the evaluation of the world situation, international relations, new trends, the interactive relations between Vietnam and the world, opportunities and challenges for Vietnam in realizing the goals of security, development and raising its position in the international arena. The research paper will focus on studying the evolution of the Communist Party of Vietnam's perception on international integration, a crucial factor contributing to significant achievements in the cause of national renovation in general and foreign policy renewal in particular. ; Tư tưởng mở cửa, hợp tác và hội nhập với thế giới của Việt Nam đã được hình thành từ những ngày đầu tiên của nền ngoại giao Việt Nam hiện đại, dưới sự lãnh đạo của Chủ tịch Hồ Chí Minh. Bước sang thời kỳ Đổi Mới, vận dụng sáng tạo Tư tưởng Hồ Chí Minh về hợp tác và hội nhập quốc tế, Đảng Cộng sản Việt Nam đã từng bước hoàn thiện, bổ sung và phát triển tư duy về hội nhập quốc tế trên cơ sở đánh giá tình hình thế giới, quan hệ quốc tế, các xu thế mới, các mối tương quan giữa Việt Nam và thế giới cũng như những cơ hội và thách thức đối với Việt Nam trong việc thực hiện các mục tiêu đảm bảo an ninh, phát triển và nâng cao vị thế của đất nước. This article is an important content of the research on 'Assessment of Forest Tenure Policies and Regulation in Vietnam '. This assessment reviewed 79 legal documents related to forest land tenure that includes: 1 Constitution; 8 Laws; 1 Resolution; 20 Decrees; 30 Circulars, 18 Decisions and 1 Directive. The objective of this paper was to assess some facets of Justice, Dispute Resolution, Gender, Pro-poor and Inclusiveness in the system of Vietnam forest tenure policies. The main research method was based on the assessment framework Voluntary Guidelines on the Responsible Governance of Tenure of Land, Forests and Fisheries. The results of 2 theme groups (a-Access to justice and resolution of tenure rights; and b-Gender equity and pro-poor and inclusiveness), corresponding to the seven sub-themes/criteria showed that its marks were at from 1 to 2 (the system of forest tenure policies in Vietnam has attained "slightly addressed" to "moderately addressed" for the facets of forest tenure rights), has not gained the levels of "mostly addressed" (mark 3) or "fully addressed" (mark 4). ; Bài báo này là một phần nội dung quan trọng của nghiên cứu "Đánh giá các Chính sách và Quy định hưởng dụng rừng ở Việt Nam". Công trình nghiên cứu đã rà soát phần lớn các chính sách hiện hành quan trọng của hưởng dụng rừng với tổng số 79 văn bản, gồm: 1 Hiến pháp; 8 Luật; 1 Nghị quyết; 20 Nghị định; 30 Thông tư; 18 Quyết định và 1 Chỉ thị. Mục tiêu của bài viết này là đánh giá các mặt công bằng, giải quyết tranh chấp, giới, vì người nghèo và sự toàn diện trong hệ thống các chính sách hưởng dụng rừng ở Việt Nam. Phương pháp nghiên cứu chính được dựa trên khung đánh giá của Hướng dẫn tự nguyện về Quản trị chịu trách nhiệm của hưởng dụng đất, lâm nghiệp và thủy sản. Kết quả nghiên cứu 2 nhóm chủ đề (a-Tiếp cận đến sự công bằng và giải pháp giải quyết tranh chấp hưởng dụng; b-Giới và công bằng, vì người nghèo và sự toàn diện), tương ứng với 7 chủ đề phụ/tiêu chí đều cho thấy mới đạt mức điểm từ 1 – 2 (tức là hệ thống chính sách hưởng dụng rừng hiện hành ở Việt Nam mới "giải quyết một phần" đến "giải quyết trung bình" các khía cạnh về quyền hưởng dụng rừng), chứ chưa "giải quyết phần lớn" (điểm 3) hoặc "giải quyết đầy đủ" (điểm 4).

Application of DPSIR framework (Drivers, Pressures, States, Impacts and Responses) aims to assess the current impact of the environment through a process starting with "driving forces" through "pressures" to "states" and "impacts" eventually leading to political "responses" in mineral mining in Luc Yen district. Research results show that the main drivers in Luc Yen are resources consumption (Wi = 3.675), the demand for industrial development (Wi = 3.575), followed by diversification and size of mines (Wi = 3.250). The environmental pressures are solid (Wi = 4.025), dust (Wi = 3.900) and wastewater (Wi = 3.625). The current state of environment is the most affected by air (Wi = 3.400). The soil and water are almost unaffected. The current environmental impacts have positive and negative social, economic and environmental impacts. Specifically, the positive impacts are employment opportunities, income (Wi = 3.325) and an increase in state budget (Wi =3.000). There are no positive improvements of the environment related to mining activities, such as negative impacts on ecological landscape (Wi = 3.050) and infrastructure (Wi = 3.075). Improving environmental quality and mitigating environmental impacts have been applied, including innovative technology (Wi = 3.175), pollution monitoring and environmental quality monitoring (Wi = 3.400). Communication activities to enhance community participation in Luc Yen area were also highly appreciated by people (Wi = 3.375). ; Việc ứng dụng mô hình DPSIR (Drivers, Pressures, States, Impacts and Responses) nhằm mục đích đánh giá tác động môi trường theo một quá trình từ động lực, áp lực, hiện trạng và tác động đến đáp ứng để giải quyết vấn đề môi trường liên quan đến hoạt động khai thác khoáng sản tại huyện Lục Yên. Kết quả nghiên cứu cho thấy động lực dẫn tới hoạt động khai thác đá vôi trắng tại huyện Lục Yên là nhu cầu sử dụng tài nguyên (Wi = 3,675), nhu cầu phát triển hoạt động công nghiệp (Wi = 3,575), tiếp đến là sự đa dạng, quy mô các mỏ khoáng (Wi = 3,250). Áp lực môi trường là chất thải rắn (Wi = 4,025), tiếp đến là bụi (Wi = 3,900) và nước thải (Wi = 3,625). Hiện trạng môi trường tự nhiên hiện nay tại khu vực Lục Yên chịu ảnh hưởng mạnh nhất là không khí (trọng số Wi = 3,400), môi trường đất và nước gần như chưa bị tác động. Tác động môi trường hiện nay tại huyện Lục Yên thể hiện qua tác động đến môi trường xã hội và môi trường tự nhiên. Cụ thể, tác động giải quyết việc làm, tăng thu nhập (Wi = 3,325) và tăng ngân sách nhà nước (Wi = 3,000). Tác động tiêu cực tới cảnh quan sinh thái (Wi = 3,050) và cơ sở hạ tầng (Wi = 3,075). Các giải pháp cải thiện và giảm thiểu tác động môi trường đã áp dụng hiện nay là đổi mới công nghệ khai thác theo hướng tiên tiến (Wi = 3,175), giám sát ô nhiễm và quan trắc chất lượng môi trường (Wi = 3,400). Giải pháp truyền thông tăng cường sự tham gia của cộng đồng tại khu vực Lục Yên cũng được người dân đánh giá cao với trọng số (Wi = 3,375).

Climate change has been affecting to livelihoods of communities in the coastal plain of the Vietnamese Mekong Delta (VMD). Surface water management in the coastal plain was considered to be limited, especially in enforcement. Therefore, the research aimed to assess the stakeholder involvement, identify the conflict in using the surface water and mechanism to solve and avoid the conflict. The directive interview farmers and governmental staffs was implemented to collect the necessary data. The descriptive statistic was applied in order to analyze the collecting data through farmer survey. The questionnaire was built based on the governance assessment framework "Ten-building Block". The results showed that the governmental group (including the people committee and the Provincial department) was the highest participatory in the management process both in decision-making level and interested level. The surface water users, especially the farmers participated with the average rate because of their low capacity in making the decision for a new policy or a new agricultural model. Besides, different groups of stakeholders as the non-governmental organization and governmental organization (the local Youth Union, Famer's and Women's Association) played an important role in raising the water user's awareness. The remaining group, including nonagricultural company or traders, nearly were not concerned about the surface water changes. In addition, there were two main types of conflicts identified: between the farmers in the same kind (1) and different kind (2) of cultivation. As the consequence of the natural salinity and the impacts of output water from shrimp pond to the rice cultivation zone, the conflict was about the inefficient water regulation and distribution for each water user. These conflicts were mostly solved through self-negotiating and self-engaging between the farmers. In fact, there was no rule or principle to solve and prevent the potential water use conflict. Thus, this could be a great challenge for the surface water management in the agricultural zone as Soc Trang in the context of increasing the extreme climatic phenomenon. ; Biến đổi khí hậu đã và đang tác động lớn đến sinh kế của các cộng đồng ven biển đồng bằng sông Cứu Long (ĐBSCL). Công tác quản lý tổng hợp tài nguyên nước mặt tại vùng ven biển được cho rằng còn tồn tại nhiều hạn chế, nhất là trong triển khai và thực thi. Vì vậy, nghiên cứu được thực hiện tại Sóc Trăng (một tỉnh ven biển ĐBSCL) nhằm đánh giá sự tham gia của các thành phần có liên quan, xác định các mâu thuẫn trong sử dụng nguồn nước mặt cũng như các giải pháp giải quyết và phòng tránh mâu thuẫn. Phương pháp phỏng vấn trực tiếp nông hộ, tham vấn chuyên gia quản lý và thống kê mô tả được áp dụng để đánh giá các mục tiêu đặt ra của đề tài. Các thông tin khảo sát được xây dựng dựa trên bộ mười tiêu chí đánh giá quản trị tài nguyên nước (van Rijswick et al., 2014). Kết quả cho thấy nhóm chính quyền địa phương (bao gồm UBND và các Sở/Ngành) có vai trò và mức độ tham gia cao nhất trong chu trình quản lý. Người sử dụng nước mặt, nhất là nông dân đóng góp sự tham gia tương đối do mức đô ra quyết định về thiết lập chính sách và lựa chọn mô hình canh tác thấp. Mặt khác, các nhóm đối tượng khác như các tổ chức phi chính phủ, Đoàn thể, Hội nông dân và Hội phụ nữ đóng góp vai trò quan trọng trong nâng cao nhận thức và kêu gọi cộng đồng sử dụng hiệu quả nguồn nước mặt. Các nhóm tổ chức kinh tế như doanh nghiệp, tiểu thương gần như không quan tâm đến nguồn nước mặt. Bên cạnh đó, các mâu thuấn về sử dụng nước mặt cũng được xác định. Các mâu thuẫn được phân chia thành 2 nhóm: cùng loại hình canh tác và giữa các loại hình canh tác khác nhau. Các mâu thuẫn chủ yếu về vấn đề điều tiết nguồn nước không hợp lý và thiếu cân bằng trong phân phối nước ngọt cho các đơn vị canh tác do xâm nhập mặn tự nhiên, xả thải nước mặn vào vùng ngọt và khai thác không đồng đều. Các mâu thuẫn này chủ yếu được giải quyết thông qua thương lượng và thỏa thuân giữa các đối tượng có liên quan chứ chưa có bất kỳ một cơ chế hay quy định nào nhằm giải quyết cũng như phòng tránh các mâu thuẫn tiềm tàng. Vì vậy, đây sẽ là một thách thức lớn cho công tác quản lý nguồn nước mặt tại vùng sản xuất nông nghiệp thâm canh như Sóc Trăng trong bối cảnh gia tăng cực đoan khí hậu.

The ASEAN-China dialogic relation was started at the 24th ASEAN Foreign Ministers Meeting in July 1991 in Kuala Lumpur, Malaysia. After more than two decades of development, the ASEAN-China cooperation has become one of the most active and effective partnerships among ASEAN relationships with dialogic partners. This relationship has made great contributions to the peace, security and development of Southeast Asia in general, ASEAN and China in particular. This article focuses on analyzing factors that led to the establishment of the ASEAN-China relationship, the process of establishing their dialogue relation and the significance of this relation. ; Quan hệ đối thoại ASEAN - Trung Quốc đã được bắt đầu tại Hội nghị Ngoại trưởng các nước ASEAN lần thứ 24 họp vào tháng 7 năm 1991 tại Kuala Lumpur, Malaysia. Sau hơn hai thập niên phát triển, quan hệ hợp tác ASEAN - Trung Quốc đã trở thành một trong các mối quan hệ hợp tác sôi động nhất và hiệu quả nhất trong số các quan hệ của ASEAN với các đối tác đối thoại. Mối quan hệ này đã có những đóng góp to lớn đối với hòa bình, an ninh và phát triển của Đông Nam Á nói chung, ASEAN và Trung Quốc nói riêng. Bài viết tập trung đi vào phân tích những nhân tố dẫn đến sự ra đời quan hệ ASEAN - Trung Quốc, cho đến quá trình thiết lập quan hệ đối thoại và ý nghĩa của việc thành lập quan hệ đối thoại giữa hai bên.

This paper presents the results of electric breakdown properties of corn oil and peanut oil at AC-50 Hz. Experimental results show that breakdown strength of these two oils is approximately to that of mineral transformer oil (PLC supertrans). However, when ageing, the breakdown strengths of the corn oil and the peanut oil are about 1,5 - 2 times higher than that of the PLC supertrans. This result is checked with the blend oil consisting of 50% corn oil and 50% rice bran oil. This study also investigates the relationship between breakdown voltage and electrode gap of the two oils. Experimental results shows that the breakdown voltage of corn oil and peanut oil is a little lower than that of the PLC supertrans in the whole range of electrode gap investigated. However, when ageing, the breakdown votage of these two oils increase greatly and reach a value of about 2 times higher than that of the PLC mineral oil. ; Bài báo này trình bày các kết quả nghiên cứu về đặc tính phóng điện của dầu bắp và dầu phộng ở điện áp xoay chiều AC-50 Hz. Kết quả thí nghiệm cho thấy dầu bắp và dầu phộng có độ bền điện xấp xỉ độ bền điện của dầu máy biến áp khoáng (PLC supertrans). Tuy nhiên khi bị lão hóa, độ bền điện của dầu bắp và dầu đậu phộng cao gấp khoảng 1,5 ÷ 2 lần so với dầu khoáng PLC. Kết quả cũng được kiểm tra với hỗn hợp chứa 50% dầu cám gạo + 50% dầu bắp tính theo thể tích. Nghiên cứu cũng khảo sát mối quan hệ giữa điện áp phóng điện và khe hở điện cực của dầu bắp và dầu phộng. Kết quả thí nghiệm cho thấy điện áp phóng điện của dầu bắp và dầu phộng nhỏ hơn một ít so với dầu khoáng PLC trên toàn bộ khe hở điện cực được khảo sát. Tuy nhiên, khi lão hóa điện áp phóng điện của dầu bắp và dầu phộng tăng cao và xấp xỉ gấp 2 lần so với dầu khoáng PLC.

The research aims to assess the current groundwater resources management in Bac Lieu province. The combination of descriptive statistic and interview approach (including individual interview and key informant panel) were applied based on the principles of water governance framework developed by the Organization of Economic Co-operation and Development (OECD) to assess the policy coherence and the transparency and stakeholder engagement of the groundwater management. The study showed that the current groundwater resources management improved overtime; however, the policies were not completely sufficient and the responsibility of the units related to the groundwater resources management was not indicated clearly yet. Thus, overlaps in function of different management units are found and the access of the local people to the groundwater management was limited. In addition, the stakeholder involvement in managing the groundwater resources was in short of both amount and qualification. The separation of powers seems to be higher and higher, the local government has the main responsibility to manage the groundwater and the communities, especially the local people still have low rate of participation in the groundwater resources management process. ; Nghiên cứu được thực hiện nhằm đánh giá hiện trạng quản lý nguồn tài nguyên nước dưới đất (NDĐ) tại tỉnh Bạc Liêu. Sự kết hợp giữa phương pháp thống kê mo tả va phương pháp phỏng vấn (bao gồm phỏng vấn cá nhân và phỏng vấn chuyên gia)dựa trên những quy định về quản trị tài nguyên nước của Tổ chức Hợp tác và Phát triển Kinh tế (OECD – Organization for Economic Cooperation and Development) được áp dụng để đánh sự chặt chẽ của các chính sách quản lý, sự minh bạch của công tác quản lý và sự tham gia của các bên có liên quan. Kết quả cho thấy, cơ chế quản lý nguồn tài nguyên NDĐ đã và đang dần hoàn thiện, song các chính sách quản lý vẫn còn chưa đầy đủ và trách nhiệm của các đơn vị quản lý vẫn chưa được quy định rõ ràng. Vì vậy, đến nay công tác quản lý còn phát sinh sự chồng chéo và thiếu sự phối hợp giữa các cơ quan chức năng có liên quan cũng như sự liên kết giữa cơ quan quản lý địa phương và người sử dụng tài nguyên NDĐ. Thêm vào đó, các bên có liên quan tham gia vào quản lý nguồn tài nguyên NDĐ còn hạn chế về cả số lượng và năng lực, trong đó chính quyền địa phương là đơn vị quản lý chính; do vậy, sự tập trung quyền hạn vào một chủ thể (chính quyền địa phương) là rất cao và sự tham gia của cộng đồng, đặc biệt là người sử dụng NDĐ, còn hạn chế.

Accounting for nearly 80% of the global population and occupying three quarters of the world' area, the developing countries are affirming their roles in the global progress. However, the independence and sovereignty of these countries are often faced with many challenges stemming from upheavals in the international security environment, globalization, violence policies of big countries and power competition among them. In this context, in order to preserve their independence and sovereignty, the developing countries need to build democratic and progressive states, improve their real national strengths, struggle against the "peaceful evolution" of the powerful nations. This paper analyzes factors which influence the independence and sovereignty as well as the current process of struggling and defending the independence and sovereignty of the developing countries ; Chiếm khoảng 80% dân số và ¾ diện tích toàn cầu, các nước đang phát triển đang khẳng định vai trò, vị thế của mình trong đời sống quốc tế. Tuy nhiên, độc lập, chủ quyền của các nước đang phát triển luôn đứng trước nhiều thách thức đến từ những biến động của môi trường an ninh quốc tế; chính sách cường quyền của các nước lớn; quá trình toàn cầu hóa; sự cạnh tranh quyền lực của các nước lớn. Trong bối cảnh đó, để giữ được độc lập, chủ quyền, các nước đang phát triển cần xây dựng một nhà nước dân chủ, tiến bộ; tăng cường thực lực quốc gia; đấu tranh chống "diễn biến hòa bình" của các nước lớn. Following the national trend in which ratio of non-refundable ODA will decrease and ratio of preferential ODA will increase, Quang Trị province should manage and use ODA efficiently. It is necessary to analyze the factors affecting the management of ODA. The direct factors are administrative procedure, project implementation, legal rules and disbursement. And the indirect factors are project orientation and construction, advocacy and attraction, process of implementation, counterpart resources. From the research results, the measures for administrative procedure include promoting administrative reform, forming the one-system reception of appraisal records and maintaining as well as improving the quality of ODA website. ; Cùng xu hướng chung của cả nước tỷ lệ ODA không hoàn lại sẽ giảm dần, thay vào đó là ODA ưu đãi, tỉnh Quảng Trị cần có tổ chức quản lý và sử dụng vốn ODA một cách có hiệu quả. Phân tích nhân tố tác động đến công tác quản lý dự án ODA là cần thiết. Nhóm nhân tố tác động trực tiếp là thủ tục hành chính, tổ chức thực hiện dự án, qui phạm pháp luật và công tác giải ngân. Nhóm nhân tố tác động gián tiếp bao gồm định hướng và xây dựng dự án, công tác vận động thu hút, qui trình thực hiện, nguồn lực đối ứng. Từ kết quả nghiên cứu, giải pháp cho nhân tố thủ tục hành chính bao gồm (1) đẩy mạnh công tác cải cách hành chính (2) hình thành bộ phận một cửa tiếp nhận hồ sơ thẩm định (3) duy trì và nâng cao chất lượng website về ODA.

Based on the data from a survey of the administrators whose jobs are involved with FDI attraction in Binh Dinh province, this study examines the scope, extent,benefits, costs, risks, operating environment and governance of the cooperation that Binh Dinh province's government has with others in the Key Economic Zone of Central Vietnam from the perspective of the insiders. Research results imply that the cooperation is still of a narrow scope with low intensity. The factors underlying this performance are diversion in perception about the benefits, costs and risks of the cooperation among the people involved; inherent existence of some unfavorable environmental conditions; as well as current lack of professional cooperation governance. To support the expectation of the government to intensify the cooperation, some implications of policies are raised with an emphasis on the necessity to determine appropriate priorities to promote cooperation activities. ; Dựa trên dữ liệu khảo sát các đối tượng có liên quan đến công tác thu hút FDI của Bình Định, nghiên cứu này đánh giá biểu hiện của phạm vi, mức độ, lợi ích, chi phí, rủi ro, môi trường và nội dung quản trị liên kết của Bình Đình với các địa phương Vùng kinh tế trọng điểm miền Trung trong thu hút FDI dưới góc nhìn của người trong cuộc. Kết quả nghiên cứu cho thấy phạm vi và mức độ liên kết vẫn còn ở mức thấp do nhận thức về lợi ích, chi phí và rủi ro liên kết còn chưa rõ ràng, một số khía cạnh môi trường liên kết chưa có nhiều thuận lợi cũng như tính chuyên nghiệp của quản trị liên kết vùng chưa ở mức cao. Trên cơ sở mong đợi của Bình Định sẽ gia tăng phạm vi, chiều sâu và tính chuyên nghiệp của liên kết, một số hàm ý chính sách được đề xuất trong đó nhấn mạnh cần thiết phải xác định hướng ưu tiên phù hợp để tập trung xúc tiến liên kết.

Dien Bien Phu is a great historic event, not only of great significance for Vietnam but also for the peoples of the world in the struggle against colonialism for national independence. Besides, the Dien Bien Phu victory also affected the policies of some world powers including the United States. The U.S. policy from Dien Bien Phu to block the formation of the Southeast Asia Treaty Organization (SEATO) show consistency in the global strategy against communism in Vietnam and the Southeast Asia in general. The failure together with the French at Dien Bien Phu urged America to do another plan implemented to form a common block of collective defense with the allies of the United States, against the risk of spreading communism in the region. ; Điện Biên Phủ là sự kiện lịch sử trọng đại, không những có ý nghĩa to lớn đối với Việt Nam mà còn tác động không nhỏ tới nhân dân thế giới trong cuộc đấu tranh chống chủ nghĩa thực dân giành độc lập dân tộc. Bên cạnh đó, Điện Biên Phủ còn là chiến thắng ảnh hưởng đến chính sách của một số cường quốc trên thế giới trong đó có Mỹ. Chính sách của Mỹ từ Điện Biên Phủ tới hình thành khối hiệp ước phòng thủ chung Đông Nam Á (SEATO) thể hiện sự nhất quán trong chiến lược toàn cấu chống chủ nghĩa cộng sản của Mỹ tại Việt Nam nói riêng và Đông Nam Á nói chung. Thất bại cùng với Pháp ở Điện Biên Phủ đã dẫn đến kế hoạch khác mà Mỹ thực hiện là hình thành một khối phòng thủ tập thể chung của các nước đồng minh với Mỹ, chống lại nguy cơ lan rộng của chủ nghĩa cộng sản trong khu vực.

Import and export activities have contributed greatly to the development of the Lao People\'s Democratic Republic over the last years. By means of descriptive statistical analysis, comparison, comtrast, synthesis, and generalization of the data released by the National Statistical Bureau and world's financial institutions such as the International Monetary Fund (IMF) or the World Bank (WB), this paper will clarify the successes in the economic developments of Laos, the successes and shortcomings of import and export activities, the impacts of the results of the import and export activities on the country\'s economic growth. Finally, the article will make implications of the country\'s import development policies of the Lao People's Democratic Republic in the years to come. ; Hoạt động xuất nhập khẩu đóng góp rất lớn vào sự phát triển của nước Cộng hòa Dân chủ Nhân dân Lào trong những năm qua. Bài báo này bằng phương pháp phân tích thống kê mô tả, so sánh, đối chiếu, tổng hợp và khái quát hóa các số liệu của Tổng cục Thống kê nước này và của các định chế tài chính thể giới như Quỹ tiền tệ thế giới - IMF hay Ngân hàng thế giới WB. Từ đó bài báo đã làm rõ được những thành công trong phát triển kinh tế của Lào, những thành công và yếu kém của hoạt động xuất nhập khẩu, tác động từ kết quả của hoạt động xuất nhập khẩu tới tăng trưởng kinh tế của quốc gia này.
