Papua New Guinea is one of the developing countries in the South Pacific that is yet to have a government funded and established Open and Distance Learning (ODL) tertiary institution. Although the need to establish a National Open University was captured in the country's fifty year national development plan called the PAPUA NEW GUINEA VISION 2050 (Guinea, 2009) launched in 2009, no significant progress has been made so far. The Open College of the University of the Papua New Guinea (UPNG) was established in 2004 by the university within its structure to provide administrative and student support services to its Undergraduate and Certificate programs offered through ODL mode and in doing so UPNG became a dual mode university in the country. Since then, Open College has established study centers in all the twenty one provinces in the country. Provincial Governments have embraced Open College by providing state land and annual budgetary financial support for their respective provincial study centers. UPNG Open College continues to be the leading institution not only in delivering UPNG programs through ODL mode but also in promoting and advocating for more ODL tertiary institutions in the country. So in response to the country's PAPUA NEW GUINEA VISION 2050 Plan to create national Open University, Open College decided to build the capacity of its current administrative staff in distance education or ODL field. It signed a collaborative partnership agreement with the INDIRA GANDHI NATIONAL OPEN UNIVERSITY (IGNOU) in India and enrolled its first batch of eight of its staff in the Masters in Distance Education (MADE) program in 2011, through ODL mode. Master in International Social Welfare and Health Policy ; For thousands of years sanctions have been a tool of economic statecraft. It represents one of the major tools of international governance of the post-cold war era that are often blamed for human suffering. The severities of economic sanction imposed on Sudan have contributed to massive cuts in social services and have adversely affected the health infrastructure and health status in the country. The aim of this study is to assess the impacts of economic sanctions on health services system in Sudan and if economic sanctions are one of the obstacles for easy health services access. There were two research questions: (1) how did economic sanctions affects Sudan health service system? and (2) How do economic sanction affect future health planning and achieving 2015 millennium development goals (MDGs)? The methodological approach used for this study is qualitative deductive content analysis. Literature review was used to carry out a comparative analysis and systematic identification of selected studies and documents. Health service system performance such as availability, utilization, quality and quantity were assessed. The main focus of this study was emphasis on comparing Sudan health service system before economic sanctions 1990- 1997 and after economic sanctions 1997-2010. The comparative findings from Sudan that follow are for 1990, 2000 and 2010, although data from 2006 was used. Longitudinal comparisons of Sudan health service system, before and after the imposition of sanction shows that economic sanctions on Sudan have led to serious adverse impacts on the welfare of innocent people and affected the country's economies and infrastructures due to the restrictions on access to the international market. These restrictions limited the exports and decreased potential income, which negatively affected the economic development of Sudan. The lack of capital has directly contributed to government financial cut allocated to the health sector. The functional capacity has degraded, creating limited access to health services, critical shortages of essential drugs and equipment and delayed the achievement of the 2015 Millennium Development Goals.

The thesis defines Lady Mary's evolving "I am" statement from its first appearance in juvenilia to its last, novel-based. Using feminist and new historicist methods, the study penetrates a multi-voiced epistolary self to her imaginary works' personae. The early chapters are arranged in the following order. Chapter 1 assesses the proto-feminist standing claimed for Lady Mary, a tentative positioning against traditional and male-authorized aspects of her identity. Chapter 2 locates early models, Virgilian or Scuderian, by imitation of which Lady Mary gains selfhood. Experiments with forms and poses lead to the woman writer's identity. Chapter 3 declares the Language of Flowers an emblematizing of identity. The self-image in the Turkish Embassy Letters admits secret codes and adopts pro-Turkish attitudes. Chapter 4 examines Lady Mary's right to the "Court Wit" title given to Rochester or Gay. The 'Court Eclogs' and the answer poems to Pope's 'Dunciad' expose a shifting literary figure. The later chapters demonstrate mature selfhood. Chapter 5 treats the marriage comedy, 'Simplicity', as a role-playing matrix for Lady Mary as mother/daughter, then compares her letters to Lady Bute with other parent-child discourses. Chapter 6 renders the physical identity, the body-image of the intellectual: Lady Mary's frequent portrayals, disguised, enhanced or "barefaced," inform the chapter. Chapter 7 concludes by aligning the quixotic Lady Mary with other Quixotes including her own Princess Docile, to profile the ultimately majestic figure of the author herself.
