This thesis examines the practices of Indigeneity, acts of Indigenous social and cultural traditions stemming from Teetł'it Gwich'in land-based culture in the Northwest Territories. By emphasizing Teetł'it Gwich'in philosophy, this project illustrates how Teetł'it Gwich'in practices of Indigeneity are rooted in their social, physical, and cultural relationship with the land, which are central to Gwich'in self-determination. This thesis demonstrates traditional Teetł'it Gwich'in self-governance practices are driven by cultural and social norms rooted in traditional knowledge, as well as contemporary Gwich'in-Canada relations. Utilizing knowledge collected from Teetł'it Gwich'in elders, these first-hand accounts show the connection between Canada and the Teetł'it Gwich'in through state policies that impede Teetł'it Gwich'in self-determination. By examining these challenges to their cultural practices, Teetł'it Gwich'in worldviews rooted in land-based practices is considered the basis for Gwich'in self-determination rooted in the physical and cultural landscape of Gwich'in lands. ; Graduate ; 0615 ; 0740

_______________ GREENHOUSE TOMATO PRODUCTION STRATEGY, AT TWO LOCATIONS IN THE MIXTECA POBLANA. ABSTRACT: The Tomato production is one of the most profitable agricultural activities in the country, especially when it´s under protected conditions, placed as a viable productive project, to the extent that the Strategic Project for Food Security (SPFS) in conjunction with SAGARPA has established it in areas of high and very high marginalization in order to generate income and this provide food security to those areas. The aim of this study was to analyze, describe and compare tomato crop production systems at two locations in the Mixteca Baja Poblana under greenhouse condition to know the logic of production, the role of the family, sale analysis and factors determining the permanence of the production system since its inception in 2009 up to now. The results indicated that the greenhouses have similar structural characteristics because they were obtained under the same governmental program at both locations, families are the main labor force in agricultural work carried out in the production unit, the sale of the product is mainly in local markets and community residents. The average yields on a homogenized surface of 330 m2 were from 3 to 5 tons. 73% of the producers use more than 50 kg of the crop obtained for consumption. The Productivity and performance are not related regarding the time dedicated for the family farming in the greenhouse. Finally, taking the beneficiaries as central element of the productive project , were identified the main components that make up a strategy for agricultural development in the study area, which were: producer organization, adequate marketing under a market study, adequate production funding , growing tomatoes adaptation technologies and crop diversification.

The Task Group proceed with an initial proof of concept project to digitize the following publications: the BC Newspaper Card Index; the Government Gazette, British Columbia, 1863-1871; and the first ten years of the BC Sessional Papers. ; The British Columbia Research Libraries Group (BCRLG) struck a task group, in conjunction with the Legislative Library of British Columbia (LLBC), in spring 2010, to identify and investigate means of digitizing historical British Columbia government publications of research value. Identified publications would include both executive publications of the Legislature and original government publications. The goal of the project would be to increase access to these publications by making them widely and freely available online. ; British Columbia Research Libraries Group (BCRLG) University of Victoria Libraries Legislative Library of British Columbia University of Northern British Columbia Library Simon Fraser University Library University of British Columbia Library ; Faculty ; Unreviewed

Partial Preliminary Draft – For Discussion Only ; Introduction: These are dark days for the North American Community Agenda. A prevailing angst has descended upon the concept of a diverse and cooperative North American Community, a reaction largely attributable to the tragic events of September 11th. As with many dialogues since that fateful day, the optimistic and somewhat utopian notions that led the last decade of North American community-building have given way to a dominant security and economic agenda: of a "Fortress North America" outlook defined in terms of common security arrangements (e.g., defence, customs and immigration); integrated economies (e.g., free trade, harmonisation, a common currency); expanded access to resources (e.g., continental energy policy, inter-basin and trans-border water transfers); and a decreasing tolerance of social (e.g., health care principles) and cultural (e.g., popular media) distinctions. In the climate incited by a declared war on terrorism, concerns over the expanding NAFTA-rights of corporations, the declining sovereignty of governments, local communities and individuals, and the subordination of concerns for natural and social capital to the interests of owners of financial capital have been displaced and erased from the agenda. ; Faculty ; Unreviewed

Prepared for the Conference on Environment Policy Implementation: A Comparison of Canada and the United States. Convened by the Indiana University School of Public and Environmental Affairs. San Diego, California, July 9th, 1999. "Draft for Discussion – Please Do Not Cite or Quote" ; We describe the history of international efforts to design and implement multi-party agreements to address the global atmospheric problems of acid deposition, stratospheric ozone depletion and climate change, and compare U.S. and Canadian policies oriented towards these risks over the past quarter century. An adaptation of Putnam's (1988) two-level games metaphor is presented, focusing on the complex chain of events from international agreement formulation, through domestic ratification and policy implementation to the actions of private and public actors which ultimately determine compliance and implementation success. With increasingly converging policy approaches in the two countries, efforts to address global climate change have come to focus on the search for technological solutions and the prospects for voluntary compliance. While voluntary approaches tend to rely on self interest as a motivating force, social capital may have a role in promoting altruistic behavior. ; Faculty ; Unreviewed
