一九四九年底,國共隔海對峙之局形成,中國難民問題隨之浮出檯面。為緩解這波難民潮,港府成立了香港調景嶺難民營。此後,該營以「反共精神堡壘」之封號聞名遐邇,並素有「小臺灣」之稱。甚且,在中華民國政府的介入與宣傳下,使該營成為五〇年代備受矚目的國際難民問題。本書以調景嶺營為個案,探究五〇年代中華民國政府對難民政策的理想與實踐。研究發現,政府藉助冷戰中美國主導的反共心戰論述,運用在港中國難民議題進行反共宣傳,以此爭取國際及海內外華人的認同。換言之,難民政策是中華民國在因應與中共政治鬥爭的內憂,及欲鞏固聯合國中國代表權的外患下,作為宣示統治正當性的政治外交戰略之一 --
