ABD'nin 1974 Kıbrıs Askeri Darbesindeki Rolü ; USA's Role in 1974 Cyprus Military Coup
1960 Kıbrıs Cumhuriyeti'nin Cumhurbaşkanı Makarios, ülkesini Bağlantısızlar Hareketine dahil etmiş ve SSCB başta olmak üzere Doğu Kampıyla iyi ilişkiler geliştirmiştir. Buna, NATO üyesi Yunanistan ve Türkiye ile sorunlar yaşaması ve içeride komünist partinin desteğini alması da eklenince, ABD yönetimleri durumdan rahatsız olmuştur. 1974 Temmuz'unda, cunta yönetimindeki Yunanistan, Kıbrıs'ta bir darbe organize etmiş ve Makarios'u devirmiştir. Bir çok Avrupa ülkesi darbeyi kınarken ABD; yumuşak bir açıklama yapmış, Yunanistan'a askeri yardımını kesmemiş, Makarios'u göreve döndürmek konusunda isteksiz davranmış ve darbeyi ya da ardından gelen Türk müdahalesini durdurmak için güç kullanmayı reddetmiştir. Bu gelişmeler, ABD'nin adayı NATO etki alanına sokmak için darbeye ve devamında Türkiye'nin adanın 'sini ele geçirmesine destek vermiş olduğuna dair argümanların ortaya atılmasına neden olmuştur. Bu çalışma ise söz konusu argümanları destekleyecek yeterli kanıtın mevcut olmadığını savunmaktadır. ABD'nin 1960-1974 arası Kıbrıs ile ilgili öncelikleri, adanın; Türkiye ve Yunanistan arasında çatışma yaratmayacak ve Doğu Akdeniz'deki NATO işbirliğine zarar vermeyecek kadar istikrarlı kalması, Doğu Bloğu ile fazla yakınlaşmaması ve SSCB'yi soruna müdahil edecek bir fırsat yaratmaması olmuştur. ABD açısından Makarios, bu önceliklere yönelik, ortadan kaldırılmasını gerektirecek kadar büyük bir tehdit oluşturmamıştır. ; Makarios, the president of the 1960 Republic of Cyprus, had incorporated his country into the Non-Aligned Movement and developed good relations with the East Camp, and particularly the USSR. In addition to these, he had problems with NATO Allies Greece and Turkey and took support from the communist party of Cyprus. Naturally, the US administrations had been discontent with these developments. In July 1974, Greece under junta rule, organized a coup in Cyprus and overthrew Makarios. While many European countries condemned the coup; USA gave a soft response, refrained from cutting its military aid to Greece, was reluctant to reinstate Makarios and refused to use force to stop the coup or subsequent Turkish intervention. These developments created arguments, which defended that the United States supported the coup and Turkey's military intervention, in order to put Cyprus under NATO influence. However, this study defends that there is not enough evidence to support these arguments. The priorities of the USA on Cyprus between 1960-1974 were, ensuring the island's stability so that it won't; cause a clash between Turkey and Greece, weaken the NATO cooperation in the Eastern Mediterranean, seek alliance with Soviets and create an opportunity for USSR to be involved in the problem. Within the framework of these priorities, Makarios did not pose a serious threat to the US.

Sovyetler Birliği, ikinci Dünya Savaşı sonrasında Boğazlarda üs ile Kars veArdahan'ı istemiştir.Bu istekler Türkiye'yi endişelendirmiştir.Türkiye,güvenliğini sağlamak için Batı ile özellikle Ara Birleşik Devletleri ile yakınlaşmaya çalışmıştır. NATO'nun ortaya çıkması Türkiye'yi memnun etmiş, Türkiye, NATO'ya üye olmak için yoğun çaba göstermiştir. Türkiye önce Truman Doktrini'nden faydalanmış daha sonra Marshall Planı'na dâhil olmuştur. Türkiye, NATO'ya katılabilmek için Kore Savaşı'na da asker yollamış ve sonunda 1952 yıllında NATO'ya üye olmuştur. NATO'ya girme çabası ve NATO üyeliği Türkiye'yi birçok alanda etkilemiştir. Bu çaba Türkiye'nin çok partili hayata geçişinde etkili olmuştur. NATO üyeliği de Türkiye'nin dış politikasına büyük ölçüde nüfuz etmiştir. Balkan İttifakı, Bağdat Paktı, CENTO, gibi oluşumlar NATO etkisi le ortaya çıkmıştır. NATO ayrıca Türkiye'nin Kıbrıs politikasını da derinden etkilemiştir. ; Abstract ; The United States of America, Great Britain and the Soviet Union fought together against Germany during the Secend World War. These states during the Second World War began to plan the post war world. However the victory against Germany began to be apparent differences of opinion among the Allies increased. With the end of the Second World War the cooperatin among the Allies ended. Europen states were greatly damaged in the Second World War and after the war the United States of America and the Soviet Union were superpower in the world. The Soviet Union taking advantage of absence of a power to stop him in Europe established communist regimes in Eastern Europe countries that were occupied by him during the war. Thus the Soviet Union seized an important part of Europe. In the face of threat posed by the Soviet Union, the United Stataes of America and Western Europe states were forced to take action. These states firstly implemented Marshall Plan for organizing economic life. Later NATO (North Atlantic Treaty Organization) was established to organize military force. The Soviet Union against the activites of the Western states, established Molotov Plan to preserve economic relationship among states that governed by him. In additon the Soviet Union established Warsaw Pact with states that governed by him. The period after the Second World War rivalty and fight between the United States of America and the Soviet Union, was called the Cold War. The Cold War was not limited to Europe. It spread all over the world. Therefore Turkey was influenced by new world order.

Koalisyon hükümeti olgusu, Türkiye'nin yakın geçmişte denediği ve gelecekte de büyük olasılıkla karşılaşacağı bir olgudur. Bu çalışmanın amacı, koalisyon teorileri çerçevesinde koalisyon olgusunu, özel olarak da 1974 yılında kurulan CHP-MSP koalisyonunu irdeleyerek bir sonuca ulaşmaktır. Koalisyon hükümetleri, siyasal sistemdeki uzlaşma derecesi ile doğru orantılı olarak parlamenter demokrasilerde yer almaktadır. Siyasal sistemi oluşturan unsurlar arasındaki bu uzlaşma derecesi, koalisyon hükümetlerinin kurulmalarından başlayarak aktörler arasındaki ilişkileri, hükümetin istikrarını ve ömrünü belirlemektedir. Bu noktada koalisyon hükümetleri siyasal sistemdeki uzlaşmayı arttırıcı bir nitelik sergilemektedir. Ama koalisyonlar hakkındaki genel kanı, istikrarlı olmadıkları ve çoğunluk partisi hükümetleri kadar başarı gösteremedikleri yönünde oluşmuştur. Koalisyonların tarihsel gelişimi ve sonrasına bakıldığında yaşanılan pek çok örnek de bunu doğrulamıştır. 26 Ocak 1974 tarihinde kurulmuş olan CHP-MSP koalisyonu 17 Kasım 1974 tarihine kadar on ay gibi kısa bir süre (aktif anlamda sekiz ay) varlık gösterebilmiş ve sonrasında koalisyon sona ermiştir. Tezin ilk bölümünde, koalisyon olgusu, koalisyonların özellikleri, parti ve seçim sistemleri ile ilişkileri, yaşadıkları sorunlar ve sona erme şekilleri irdelenerek teorik çerçeve oluşturulmuştur. İkinci bölümde, 1960-1973 arasında CHP ve MSP de yaşanılan gelişmeler ile hükümet kurma çabaları aktarılmıştır. Üçüncü bölümde tezin ana gövdesini oluşturan CHP-MSP koalisyonu irdelenmiştir. Dördüncü bölümde bu koalisyonun gerçekleştirmiş olduğu icraatlara ve diğer gelişmelere yer verilmiş, beşinci bölümde de koalisyonun sona ermesi aktarılmıştır. Sonuç bölümde ise, 1974 CHP-MSP koalisyonundan hareketle koalisyonlarla ilgili genel bir kanıya ulaşılmaya çalışılmıştır. The aim of this study is to observe the coalition fact among coalition theories and especially reaching a conclusion by observing the coalition of CHP-MSP which was established in 1974. Coalition governments exist in parliamentarian democracies and they are in direct proportion with the negotiation degree in the political system. The negotiation degree between the elements that forms the political system, beginning from the establishment of coalition governments; defines the relations between actors and the stability or the lifespan of governments. At this point coalition governments show an attribute that increases the negotiations in a political system. But the idea of the coalitions is that they are not stable and mostly unsuccessful as the majority party governments. Most instances confirm this when the historical development of coalitions and its afterwards are observed. The CHP-MSP coalition which was established on 26th January 1974, could exist just for ten months (actively eight months) until 17th November 1974 and afterwards the coalition expired. In the first chapter of thesis, the coalition fact, the properties of coalitions, relations with party and election system, their problems, and their extinctions are studied and also a theoretic frame is built. In the second chapter the progress that has characterised the CHP-MSP and their attempts to establish a government is explained. In the third chapter the CHP-MSP coalition that forms the main body of this thesis is studied. The fourth chapter details the activities which were done from this coalition and other progresses. Furthermore, the fifth chapter the extinction of the coalition is studied. And in conclusion moving from the CHP-MSP coalition from 1974 we attempt to reach a general opinion about coalitions.
