American Culture in the 1990s focuses on the dramatic cultural transformations of the last decade of the millennium. Lodged between the fall of Communism and the outbreak of the War on Terror, the 1990s was witness to America's expanding influence across the world but also a period of anxiety and social conflict. National traumas such as the Los Angeles riots, the Oklahoma City bombing and the impeachment of President Clinton lend an apocalyptic air to the decade, but the book looks beyond this to a wider context to identify new voices emerging in the nation. This is one of the first attempts to bring together developments taking place across a range of different fields: from Microsoft to the Internet, from blank fiction to gangsta rap, from abject art to new independent cinema, and from postfeminism to posthumanism. Students of American culture and general readers will find this a lively and illuminating introduction to a complex and immensely varied decade. Abstract
In 2001, Ben Singer interviewed Jordy Jones about his role in shaping a vision of "Trans Art" in the 1990s and into the new millennium. Much of that discussion focused on curatorial concerns, such as the challenges of exerting creative control in community contexts and the importance of developing an audience in conversation with contemporary creative practice. Excerpts of this historical interview are presented here.

AbstractRecent release of the new Seventh Edition of the Model City Charter has heightened awareness of the need for substantive charter review in many municipalities. The new Model—with its emphasis on simplicity and brevity—is truly a charter for the 1990s, in that it fosters citizen understanding of local government structure and (ultimately) broader participation in local governance. Administrative specifics on which the Charter is silent can readily be provided through legislative ordinance appropriate for unique local conditions.

This paper makes a partial assessment of the Brazilian privatization program in the 1990s. The article focuses mainly on the fiscal impact of asset sales, which, we argue, has been relatively small. We conclude that the failure of the government's stabilization attempts has reduced the fiscal benefits of privatization, and inhibited the government's capacity to impose limits on buyers who have increased their market power through the acquisition of state-owned enterprises. In practice, the main objective of the privatization program has been to highlight the commitment to market-oriented reforms - in a certain sense, privatization has wound up creating its own logic, beyond its original objectives.
