The first part of the paper is devoted to the regulations concerning rural construction in the Valley of Kamienna River from the beginning of the 19th century till the end of the First World War. In this period, the regulations that were probably of the greatest importance were issued by the Governmental Commission of Revenue and Treasury of the Sandomierskie Province, which were binding for the villages of government estate. Research into the forms and technical solutions in the constructions from the second half of the nineteenth century, supported by archival documents prove that some aspects of these provisions were closely observed, while implementing others faced considerable difficulties. Unambiguous determination of the extent to which these regulations affected the development of the rural construction of the region is not possible due to the small number of preserved objects from the period preceding their introduction. Certainly, the existence of objects meeting the requirements of these regulations can be confirmed from the moment they became binding. ; Pierwsza część artykułu poświęcona jest przepisom dotyczącym budownictwa wiejskiego, które obowiązywały w regionie doliny rzeki Kamiennej od początku XIX wieku do końca pierwszej wojny światowej. W okresie tym bodajże, największe znaczenie miały przepisy wydane przez Komisję Rządową Przychodów i Skarbu Województwa Sandomierskiego obowiązujące we wsiach dóbr rządowych. Badania form oraz rozwiązań technicznych budynków z drugiej połowy XIX wieku, wsparte dokumentami archiwalnymi dowodzą, iż niektórych aspektów tych przepisów przestrzegano starannie, podczas gdy przeforsowanie innych, napotykało na duże trudności. Jednoznaczne określenie, do jakiego stopnia przepisy te wpłynęły na rozwój budownictwa wiejskiego regionu, nie jest możliwe ze względu na niewielką ilość zachowanych obiektów z okresu poprzedzającego ich wprowadzenie. Z pewnością jednak potwierdzić można występowanie obiektów odpowiadających wymogom tychże przepisów, począwszy od momentu ich obowiązywania.
Reformatory ideas of Khayr ad-Din at-Tunusi and Rifa at-Tahtawi inscribed into an interesting discussion which has been going on in the Arabic and Muslim world since the beginning of the 19th century; the discussion which centred around very important matters concerning the political system, social and political reforms, comparison of the representative system and democracy with their antithesis: despotism, and also around the search for the ways out of stagnation and backwardness, which essentially included the reform of the educational system – which idea was emphasised by all thinkers. Their objective was to find the answer to the basic question pervading the representatives of the Muslim world: the question about the reason of its fall and backwardness, and the basis of European supremacy considering the role of the oppressive governments, anachronistic state structures, lack of modern school system and other issues, but most of all – crystallisation of the ideas and notions concerning the relationship between tradition and modernity, modern state, social and political system. Er enthält eine Analyse von statistischem Material, das aus verschiedenen Arten von Quellen gewonnen wurde. Für den Zeitraum von der 2. Hälfte des 19. Jahrhunderts bis zum Jahr 1914 wurden statistische Zusammenstellungen für einzelne Landkreise Westpreußens aus den Jahren 1871, 1885, 1895, 1905 und 1910 ausgewertet. Ebenfalls ausgewertet wurden Informationen aus preußischen Statistiken für den Zeitraum des 19. und den Beginn des 20. Jahrhunderts. Für die Zwischenkriegszeit waren die Bevölkerungsregister von 1921 und 1931 sehr hilfreich. Darin geht es um die Situation der Bevölkerung, der Konfessionen, der Nationalitäten und der sozialen und wirtschaftlichen Verhältnisse in diesem Zeitraum auf dem Gebiet von Thorn und des Landkreises. Thorn war während dieses gesamten Zeitraums ein wichtiges Industriezentrum, aber es war auch eine Festung und besaß eine Garnison, was schon seit der preußischen Zeit großen Einfluss auf die Entwicklung der Stadt und ihren Charakter hatte. Jahrhunderts auf dem Gebiet des gesamten Landkreises stattfand. For the period of the second half of the 19th century to 1914, statistical summaries were used for individual counties of West Prussia for the years 1871, 1885, 1895, 1905 and 1910. Information from Prussian statistics for the period of the 19th and early 20th centuries was also used. For the interwar period the censuses of 1921 and 1931 were extremely helpful. The population, denomination, nationality and socio-economic situation in this period in Toruń and the county were discussed here. Throughout this period Toruń was not only an important industrial centre, but it was also a fortress and it had a garrison, which had affected the development of the city and its character since the Prussian period. Rural communes and court territories were mainly agricultural areas, diversified in terms of religious and national structure. From the short review of statistical and demographic information, there emerges a picture of huge changes in the denominational and national structure of the population, where the key chronological boundaries were World War I and the time when Poland regained independence. It was the result of the repolonization process that took place throughout the county in the 1920s. The increase in the number of Polish and Catholic inhabitants, along with a clear decrease in the number of the German and Evangelical populations (although denominations and nationalities cannot be directly identified) reflected political changes and the creation of the Polish state again after more than a hundred years. ; Artykuł omawia zagadnienie przemian struktur ludności Torunia i powiatu toruńskiego od II połowy XIX wieku do okresu międzywojennego włącznie.
