In den letzten Jahren zeichnet sich eine Kehrtwende in der Philosophie ab. Seit Kant galt es als ausgemacht, dass wir primär unseren Zugang zu den Dingen untersuchen müssen, da wir die Dinge an sich aus prinzipiellen Gründen nicht erkennen können. Obwohl beinahe niemand Kant im Detail gefolgt ist, hatte sich doch der Eindruck eingestellt, in der Philosophie ginge es um die Sprache, um Zeichen, ums Erkennen, nicht aber um dasjenige, worauf sich solche Systeme richten. Der vorliegende Band dokumentiert eine Wende, die als "Neuer Realismus" bekannt geworden ist und die darin besteht, dass die kantische Grundannahme fallen gelassen wird, ohne deswegen in einen naiven Realismus zurückzufallen.

On the problems of information technology management in developing nations

Many developing nations treat information technology as a high priority item in their economic planning. The pace of computer introduction and the span of computer-based systems are expanding rapidly. This emanates from the realization that information technology has a great potential for the economic development of third world countries. However, it is our view that the often poorly managed computer resources tend to complicate the decision making process due to the introduction of new uncertainties. The problems of the industrial infrastructure, personnel issues, political and social factors are important elements hampering the sound management of information technology resources in many developing nations. In this paper we study the manifestations of information technology mismanagement, the factors hampering the proper management in a developing nation context and point to some of the potential solutions to these problems based on the experience of several nations in this eld

Postal services in Poland are governed by the Postal Law Act of 2003 (in Polish: Prawo Pocztowe)1 which maintains the monopoly of the public operator Poczta Polska with respect of letters weighing up to 50 grams. However, Poland will have to fully liberalize its postal services market by 31 December 2012. For this reason, the Government adopted on 5 October 2010 Assumptions for the Draft Postal Law Act as proposed by the Minister of Infrastructure2. However, the Draft was not placed on the Government's legislative agenda for 2011. Thus, the majority of legislative work will have to be completed in 2012, a fact that jeopardizes the implementation of Directive 2008/6/EC.
