Las consultas populares en Colombia son una herramienta que garantiza los derechos o intereses colectivos, utilizadas por las comunidades para protección de los derechos culturales y del medio ambiente. El Estado, propietario del subsuelo, debe procurar que entre éste y los explotadores mineros exista una ejecución coordinada con las comunidades. Sin embargo, la necesidad del desarrollo del país y el derecho a gozar de un ambiente sano ha generado una problemática. Por tal motivo, el presente trabajo de investigación realiza una conceptualización de la normativa histórica sobre las minas en Colombia y el desarrollo evolutivo de la consulta popular. Aquí se deja ver hasta qué punto se puede limitar la explotación de los recursos naturales no renovables, haciendo uso de tal herramienta constitucional, la cual se ha buscado no sea radical y negatoria respecto de la explotación de recursos naturales. Todo ello, con la finalidad de analizar, mediante el método de análisis de la jurisprudencia de las Altas Cortes, la forma en que se ha interpretado el alcance de las consultas populares frente a la explotación de los recursos naturales en las comunidades.

The article concerns both theoretical and practical problems of social diagnostics
technology. Aiming to create practically applied, valid and universal tool, the authors
give a thorough examination of the certain case and demonstrate the consequence and
the content of every stage in the technology development. The authors trace the
correlations between individual attitudes, behavioral models, and organizational
consequences. Basing on a managerial roles model that presupposes the correlations,
they develop and test the diagnostics model that allows to detect strengths and
weakness of certain managers as well as to predict some outcomes of their
appointment. There introduced the detailed description of the approaches and the
actions taken. The technology may be of use to managers, managerial consultants and
researchers when working over a wide range of organizational situations as well as
when developing any other diagnostics model.

Analyzing the practices of development, application and research in managerial
social technologies, the author reveals a number of essential problems in their further
development. The revealed problems are combined into three groups: the problems of
theory and methodology, the problems of development and the problem of practical
application. Basing on the analysis of modern managerial social technologies, the
author suggests comprehensive and universal classification that uses the two criteria:
the content of technology and its functional relevance. The applied research taken by
the author and described in the article reveals that managerial social technologies as a
phenomenon are widespread in contemporary managerial practice. However the
practice is irregular and not systematic, while its efficiency is still low.

Purpose: define dominant trends of interaction of business and government.
Methodology. The main empirical research method is the content-analysis of
the regional press.
Results. Determined dominant trends of interaction of business and
government and trends of interaction, dependant on circumstances, described a
number of their characteristics.

The book acquired recognition after the 9/11 attacks. The significance of this book may be appreciated from a Guardian article that claims Tony Blair's plans for Afghanistan after the Taliban were greatly inspired by it. Alastair Campbell, Downing Street Director of Communications and Strategy, and Anji Hunter, Personal Assistant to the Prime Minister, were also counselled to read before planning an expedition in Afghanistan.

The article is dedicated to the appraisal of distribution logistics system
efficiency problem, which is induced by lack of coordination of its elements. The aim
of the article is to determine criteria for lack of logistics distribution systems
efficiency. Novelty of the article is in applying GAP-analysis method to logistics
distribution macrosystems, which allowed to propose a calculation method for
informing about the presence of gaps in the logistics system. It is revealed in the
article that one of the main ways to maintain prices at a competitive level is to
decrease the share of transport and logistics component in the price and increase the
delivery speed. In turn, these figures are highly dependent on the level of logistic
distribution system efficiency. In order to identify weaknesses in this system, author
proposed to evaluate discrepancies of the system, or so-called gaps, on the basis of
GAP-analysis, by using the proposed system of coefficients, considering parameters
such as orders completeness, delivery terms maintenance, cost of concrete logistics
operation, etc.

At present, great importance is attached to the problem of maintaining the professional health of the working-age population and prolonging professional longevity in the world and in the Russian Federation. This problem has become especially urgent in recent years, in connection with the change in the country's retirement age.

The paper presents a new concept in Geography, with
debates about the analyzed entities on many ways, such as journalistic or political. In the present case, I wish to adjust it to the geographic plan and to incorporate social-geography elements,
elements relating to environmental issues, location being the most important component. Practically, complaints made by the capital`s citizens against stray dogs, that are being received by the Animal
Protection and Surveillance Authority (ASPA) in Bucharest, are standardised, brought to a common form and are introduced under a punctual form on a map at that address. From all this complaints, a
data base with lots of information is built. Through processing, thematic and analytical maps result, which will represent the cartographic support of this research and all information will be examined both qualitatively and quantitatively.

The article presents rituals frequently encountered in the world of prisons, from the initiation (baptism) in the adaptation of rebellion. Each type of ritual is described based on observation and interviews with various inmates, employees or specialists.

Purpose: to define the main ways of increasing the efficiency of regional medical equipment service infrastructure set-up.
Methodology: the method of system approach, comparison and confrontation,
SWOT-analysis, table and abstract-logical methods.
Results: the priority regional policy directions for regulation of the relations in
the field of medical equipment maintenance were defined, including: the development and implementation of the regional medical equipment infrastructure monitoring system; the maintenance department creation on the basis of regional medical establishment; the development of the medical equipment maintenance staff training
system; the amount of financing restoration for the healthcare establishments etc.
Practical implications: the research results can be used in the authorities' activities connected with health service programme development and implementation, with regional budget suggestions preparation in the section of healthcare expenditures.

The main purpose of the presented work is concerning the educational services
of universities. In the article is defining the concept of «educational service», its characteristics, classification, basic consumers and customers. The urgency of this work
is connected with a strong competition between universities for the limited resources:
entrants, finance, professors. There is a necessity for the competent approach to creation and advancement of an educational product on the market, especially for regional universities. In the article presents the basic results of research of educational services in Nizhniy Novgorod. The following conclusions are resulted: the number of
students has decreased: both on budgetary, and on commercial reception (in comparison with 2010) that can be connected with demographic crisis. The share of the state
high schools and their branches in the general number of students is stable enough
that speaks about strong positions of the state universities in this city. It is important
to notice, however, that on a number of specialities (basically, a humanitarian profile), a share of nonstate sector considerably above, it is possible owing to them
большей availability to the population.
