Crkva sv. Mihajla u Stonu važan je spomenik srednjovjekovne graditeljske baštine šireg dubrovačkog prostora i jedini je sigurno potvrđeni spomenik tzv. južnodalmatinskog jednobrodnog kupolnog tipa na prostoru nekadašnjeg Zahumlja. Podignuta je na vrhu uzvisine Gradac, tj. brdu sv. Mihajla (kota 107), na mjestu ranijeg utvrđenja. Na temelju analize arhitekture Sv. Mihajla, kao i pripadajuće mu kamene opreme nastojalo se ukazati da je crkva predromaničkog podrijetla. Također, predloženo je da je zvonik (zapadno zdanje) izgrađen zajedno sa crkvom, jer tlocrtna zamisao stonske građevine (odnos dužine i širine, neznatno istaknuta apsida), njezine male dimenzije, kao i vertikalna stratigrafija (zvonik, ali i kupola), upućuju na funkciju tog zdanja podignutog kao dvorske kapele. Po svemu sudeći, crkva je od vremena podizanja bila posvećena arhanđelu Mihovilu, budući da je štovanje tog nebeskog vojskovođe, kao zaštitnika vladara i njihovih vojnih pohoda, bilo osobito rašireno među vladajućim slojem u ranom srednjem vijeku, pa bi ta znakovita posveta bila u skladu s njezinom funkcijom. Vrijeme izgradnje vladarske kapele sv. Mihajla najvjerojatnije bi trebalo dovesti u vezu s prvim, povijesno zasvjedočenim i najvažnijim zahumskim vladarom u Stonu - knezom Mihajlom Viševićem (prije 910.- nakon 928.), kada Ston biva upravnim i crkvenim sjedištem te sklavinije. Na osnovu analize mlađeg sloja skulpture iz Sv. Mihajla (monumentalni prozorski okviri i ulomak s ljudskim licem) i zidnih oslika, moguće je pretpostaviti da je vladarska kapela bila znatnije i raskošnije opremljena oko sredine 11. stoljeća. Imajući u vidu povijesna vrela o onodobnom Stonu predloženo je da je za tu obnovu bio zaslužan Stefan Vojislav (prije 1018.-43./50.), rodonačelnik dinastije Vojislavljevića. Na tu pretpostavku bi upućivao podatak da je Vojislav, nakon pobjede nad Bizantom i njegovim saveznicima (među kojima je bio ugledni zahumski knez Ljutovit), osvojio prijestolnicu zahumskih vladara. Da je u njoj neko vrijeme i boravio potvrđuje vijest koju donosi bizantski pisac Kekavmen - da je bio toparh u Stonu i da je zarobio dubrovačkoga stratega. Stoga osvajanje Stona, kao i slavna pobjeda nad Bizantom, ali i Ljutovitom koji je predvodio savezničku vojsku, nameće se kao mogući razlog zašto je Stefan Vojislav obnovio stonsku crkvu, točnije zabilježio svoj vojni trijumf u vladarskoj kapeli poraženog zahumskog vladara. Spomenuta obnova stonske crkve najvjerojatnije se dogodila u razdoblju između 1042/43. i 1050. godine, odnosno nakon Vojislavove pobjede i njegove smrti. ; St Michael's church in Ston is an important monument of medieval architectural heritage within a wider area of Dubrovnik and the only positively attested monument of the so-called southern Dalmatian single-nave dome type in the area of historical Zahumlje. The church stands on the top of the Gradac hill or St Michael's Mount (107 m.a.s.l.), at the location of an earlier fortification. Based on an analysis of St Michael's architecture, as well as its stone furnishing, the author has argued that the church is pre-Romaneseque in origin. It has also been suggested that the belfry (the structure to the west) was built together with the church, since the concept of the ground plan (the width-length ratio, the slightly protruding apse), its small dimensions, as well as its vertical stratigraphy (the belfry and the dome) indicate that it was constructed as a ruler's chapel. It is most probable that the church was dedicated to Archangel Michael from the very beginning, as the cult of the heavenly host-leader as the patron saint of rulers and their military campaigns was widespread among the upper classes in the early Middle Ages. The time of construction should most probably be connected with the first historically attested and significant ruler of Ston – Duke Mihajlo Višević (before 910 – after 928), who raised Ston to an administrative and ecclesiastical centre of this Sclavinia. An analysis of the younger layer of sculpture in St Michael's (the monumental window frames and a fragment with human face), as well as its murals, has suggested that the ruler's chapel was furnished more richly around the mid-11th century. Considering the historical sources on Ston in this period, it has been suggested that its renovation took place at the initiative of Stefan Vojislav (before 1018 – 1043/1050), founder of the Vojislavljević dynasty. This hypothesis is supported by the fact that Vojislav, having defeated Byzantium and its allies (among them the distinguished Duke Ljutovit of Zahumlje) conquered the seat of Zahumlje's rulers. It may be presumed that he spent some time there as well, since the Byzantine writer Kekaumenos mentions that Vojislav was a toparch in Ston and that he captured the strategos of Dubrovnik. Thus, the conquest of Ston, as well as the glorious victory over both Byzantium and Ljutovit leading the allied army, imposes itself as the probable reason why Stefan Vojislav renovated the church in Ston, namely in order to celebrate his military triumph in the chapel of the defeated ruler of Zahumlje. The reconstruction most probably took place between 1042/43 and 1050, after Vojislav's victory and before his death.
Uvod: O povijesti sestrinstva u Karlovcu i podacima o školovanju i radu medicinskih sestara ima vrlo malo objavljenih radova. Većinom su ti radovi sastavni dio monografije bolnice i/ili organizacijskih jedinica zdravstvenih ustanova. Analizom pronađene povijesne građe u ovom radu pokušala se učiniti rekonstrukcija života, školovanja i rada medicinske sestre Sofije (Sonje) Škrobe. Metode: Polazište za izradu rada bili su dokumenti pohranjeni u pismohrani Opće bolnice Karlovac, arhivskim fondovima i zbirkama Hrvatskog državnog arhiva (HDA) i usmeno svjedočanstvo kćeri Sofije (Sonje) Škrobe. Kao dopuna ovim izvorima korišteni su do sada objavljeni radovi. Rezultati: Sofija (Sonja) Škrobe rođena je 8. veljače 1919. godine u Krasici. Završila je četiri razreda realne građanske škole u Karlovcu, dvije godine učiteljske domaćinske škole u Zagrebu i u doba punoljetnosti upisala i završila Školu za nudilje u Beogradu. Nakon položene službene prisege, dekretima nadležnih Ministarstava zdravstva i Oblasnih Narodnih odbora šalju je na rad na različita mjesta. Radila je u Zavodu za suzbijanje endemijskog sifilisa u Banjaluci, u Državnom domu za malu djecu u Zagrebu, Domu narodnog zdravlja u Karlovcu, Državnim dječjim kolonijama u Virju i Splitu, Antituberkuloznom dispanzeru u Dubrovniku te u Kotarskoj zdravstvenoj stanici u Karlovcu. Posljednjih deset godina prije umirovljenja radila je kao patronažna sestra u Karlovcu. Prema obrađenoj građi možemo pretpostaviti da je Sofija Škrobe prva civilna školovana medicinska sestra u Karlovcu. Umrla je u Karlovcu 28. listopada 2002. godine. Zaključak: Uvidom u dosje Sofije Škrobe možemo pratiti njezin profesionalni put po mnogim zdravstvenim ustanovama sukladno tadašnjoj socijalno-zdravstvenoj politici. Istovremeno se dobio uvid u zdravstvena, socijalna i politička zbivanja u državama opisanog vremena. Medicinske su sestre zajedno s liječnicima obilazile pacijente po kućama i/ili pružale skrb u pokretnim ambulantama. Provodile su aktivnosti usmjerene na suzbijanje i liječenje, kroničnih i zaraznih bolesti, podizale nivo higijene kod stanovništva i provodile zdravstveno prosvjećivanje ljudi. Razvidno je koliko je taj rad tražio osobnih odricanja, bio popraćen teškim radnim uvjetima rijetko uzimajući u obzir privatni život zdravstvenih djelatnika. U radu su navedena mnoga imena i dokumenti koji mogu poslužiti kao poticaj na daljnja istraživanja ili kao dopuna i/ili korekcija ovom radu. ; Introduction: There have been very few published texts on the history of nursing in Karlovac and few data on the education and work of nurses. They are mostly parts of the monograph of the hospitals and/or other departments at the health institutions. The summary of the life of Sofija (Sonja) Škrove, her education, and her work have been analyzed in this text using his-torical documents. Methods: The starting point for this text was the documents from the archives of the Kar-lovac General Hospital, the archives and collections of the Croatian State Archives (HDA), and the memories recounted by her daughter Sofia (Sonja) Škrobe. In addition, some previously published papers have also been used. Results: Sofija (Sonja) Škrobe was born on February 8, 1919 in Krasica. After finishing pri-mary school in Karlovac, she went to high school for teachers in Zagreb for two years and when she came of age she enrolled and finished high school for nurses in Belgrade. After she officially took oath she was sent by order of the Ministery of Health and Regional People's Committee to various places for work. She worked at the Institute for the Control of Endemic Syphilis in Banja Luka, at the State Orphanage for Young Children in Zagreb, the Public Health Center in Karlovac, the State Children's Camp in Virje and Split, the Antituberculosis Clinic in Dubrovnik, and the District Health Centre in Karlovac. For the last 10 years before retiring, she worked as a community nurse in Karlovac. We can assume that according to the analyzed data, Sofija Škrobe was the first qualified public nurse in Karlovac. She died in Karlovac on October 28, 2002. Conclusion: Looking at Sofija Škrobe's file, we can follow her professional career in many health institutions according to the social and health politics of that period. At the same time, we got an insight into the social, political, and health issues of the states of those times. Nurses, together with doctors, visited patients in their homes and provided care in mobile am-bulances. They were active at suppressing and curing, chronic and contagious diseases, raising the standards of hygiene and enlightening the people on health. It is apparent that such a work asked for personal sacrifices and that it was accompanied by difficult working conditions without consideration for the personal lives of the health professionals.
Od ukupno pet poznatih bojnih listova barem djelomične hrvatske provenijencije, list Sudrug zagrebačke 25. domobranske pješačke pukovnije jedini je gotovo u cijelosti dostupan istraživačima. Od 25. rujna 1915. do 24. listopada 1918. tiskana su ukupno 84 broja, uglavnom na ruskom, manjim dijelom na talijanskom bojištu, opsega četiri do 16 stranica, u nakladi po svoj prilici manjoj od 100 primjeraka, pri čem su borbe narušavale planirani tjedni tempo izlaženja. Glavninu brojeva uredio je pričuvni natporučnik Ivo Klučka, inače zagrebački gimnazijski profesor, među suradnicima bili su Branimir Knežević, Milivoj Jambrišak, Rikard Kraus i Kosta Premužić, no većinu prinosa potpisali su danas nepoznati dočasnici i domobrani, a dio je ostao skriven iza pseudonima. Autorova raščlamba tematskih slojeva, odjeka i recepcije Sudruga zasnovana je na inozemnim radovima o sličnim vojničkim listovima te na hrvatskoj literaturi o usmenoj, pučkoj i popularnoj kulturi. Zaključno, ustanovljuje se da je riječ o vrijednom izvoru za raznolike pristupe književne, kulturne i vojne povijesti, kojega bi valjalo uzeti i kao poticaj za produbljenija istraživanja. Kao ilustracija poetičkoga šarenila Sudruga, prijepis deset u njem objavljenih izvornih pjesama dan je u prilogu. ; In many ways, Croatian experience of the First World War has for decades been a neglected theme. Among other things, a total of five trench journals (Feldzeitungen, bojni listovi) are known to have had existed, but only that of the Zagreb-seated 25th Home Guard Infantry Regiment, the Sudrug (Comrade), is almost completely preserved, and available on the Croatian State Archives website. Starting on September the 25th 1915 and ending on October the 24th 1918, a total of 84 issues of Sudrug have been published, varying from 4 to 16 pages, and probably with a circulation of less than 100 specimens. Projected rate of publication was once a week, which was mainly sustained, apart from the serious setbacks caused by the 1916 Brusilov and the 1917 Kerenski offensive, and also by the 1918 fighting on the Italian front. As the journal was conceived under the auspices of the 25th Home Guard Infantry Regiment Headquarters, for most of the time edited by one Ivo Klučka, Oberleutnant in der Reserve and otherwise a highschool teacher of Croatian and Classic languages, all of the available 1915–1917 issues were printed somewhere on the Russian front (probably in the close vicinity of the Regimental Headquarters), while the preserved 1918 issues were printed by the Austro-Hungarian 11th Army press department in the occupied region of Italy. Apart from Klučka, who had been a lesser known teacher without registered civilian bibliography, only several of the contributors were to a degree notable individuals, all of them at least for a brief period serving in the 25th Regiment: writer Branimir Knežević, physician and politician Milivoj Jambrišak, biologist and geographer Rikard Kraus, lawyer and war correspondent Kosta Premužić. Practicaly all other contributors of Sudrug were either simple NCOs and common soldiers whose names don't tell us much, or they had even decided to stay hidden behind the pseudonyms. As far as the ideological-political layer of Sudrug is concerned, generally it could be said that it followed the official Habsburg line, but with some alterations, presenting – or, more often, just hinting – a somewhat »nationalized«, Croatian view on the Monarchy, the armed forces in general, and the more specific Croatian national interests. Much more elaborated was the educational layer of Sudrug, reporting not only on the current advances in military technology and tactics, but also on hygiene, legal questions, national history, geology etc. Most of the epic poetry, short-stories and essays dealt with either real or fictionalised battlefield events, mainly influenced by the oral folk tradition, but some also had certain expressionist traits. As a general rule, enemy rulers were frequently mocked at, but enemy soldiers – apart from pretty much demonized Russian Cossacks – were seldom derogatory treated. Similarly, liric poetry of Sudrug was more often on the rather simplified romanticist track, including two or three possible cases of avantgardism. Themes and tones vary from the expected (patriotism, perseverance, vengeance of fallen comrades, devotion to family, religious consolation…) to rather unexpected ones (meaningless suffering, pessimism, betrayal by beloved persons, unconditional pacifism…). Although not decisive, such a shift is clearly discernible as the war progressed. Particularly revelatory is a large section dedicated to humour, as the jokes and funny verses (mainly in the Croatian kajkavian dialect) tended to convey both happy and unhappy moments of the soldier's life, ranging from lice and monotonuos food to fatherly commanders and home leave. Interestingly, the absence of women was not so much coped with eroticism, as with mysoginistic utterances of a sort, culminating in a description of a would be physical punishment of an unfaithfull spouse. Also, most issues of Sudrug contained a section dedicated to the more serene regimental news such as decorations or promotions, and also to the memorial activities, such as the regimental frontline cemeteries and the Zagreb-seated regimental museum. Finally, there was also an enigmatics section, some of the correct answers bringing cigarettes, pocket watches and other officer-donated prizes. In spite of the primitive printing technique (»hectography«), many of the issues were illustrated with Art Nouveau vignettes, heraldic variations, caricatural portraits and even some short comic cartoons. Presumably, as the Sudrug had not been significantly distributed outside the battlefield and the 25th Regiment, its content was outside regular censorship as well as out of traditional high culture criteria. Although neither the contributing circle nor the reception of Sudrug had been as wide as the editors hoped for, it seems that the position of the journal – in spite of all the casualties, including the wounded Klučko – was unproblematic all the way untill the second half of 1917, when trends of war weariness and decaying complement numbers irreversibly gained the upper hand. All in all, Sudrug is judged to be an early Croatian manifestation of popular culture (as defined by Dean Duda), thus also representing a possible window to the oral culture world of illiterate soldiers, a window that certainly should be compared to other sources.
Na temelju otkrića stupa s natpisom SCRIB COS, scrib(a) co(n)s(ularis) don Frane Bulić ubicirao je palaču namjesnika provincije Dalmacije gdje je potom pronađeno više slojeva mozaika s figuralnim prikazima (Apolona, Tritona i Orfeja) i geometrijskom ornamentikom. Analizom dokumentacije napravljene za vrijeme istraživanja 1942. godine, može se razlučiti osnovni oblik građevine, tj. klasični tip rimske vile sa središnjim atrijem, koja se nalazila uz glavni dekuman. Već na prvi pogled primjećuju se tijekom vremena znatna preuređenja pojedinih prostora i dvorana osnovnog korpusa palače, a osobito u vrijeme cara Dioklecijana. To nedvojbeno potvrđuje carev gentilicij Valeria u službenom nazivu grada naveden na reljefu salonitanske Tihe koji je tvorio dio lučnog ukrasa ulaza u namjesnikovu palaču. Autorica rekonstruira izgled monumentalnih vrata gdje se u ključnom kamenu nalazio prikaz Rome čiji je lik flankirao treći, zasad nepoznati reljef. ; Following up on an accidental discovery of a column that had on it the inscription SCRIB COS, scrib(a) co(n)s(ularis) back in 1916, Frane Bulic located the office of the governor's secretary, in other words, the palace of the governor of Dalmatia. In this place several layers of mosaics were found, Bulić focusing on those with depictions of Apollo, Triton and Orpheus, but in spite of all his efforts, he did not manage to buy the land. During World War II, Italian archaeologists carried out excavations in the palace during 1942 and at that time, extracted numerous mosaics, today partially exhibited in the Archaeological Museum in Split. Unfortunately, no accounts of the results of the Italian excavations were ever published, and it is only recently that Emilio Marin has provided part of the documentation of this research. Only a preliminary account of the governor's palace revealed in the Ilinac neighbourhood (Zubanovac, cadastral parcel 3551/1) has been published. Hence it is not possible to comprehend the totality of this monumental public building, or the unique stratigraphic relation of the individual mosaic fields with figural depictions or those with geometrical ornamentation that also formed a considerable part of the whole of the arrangement of the flooring. However, through an analysis of the architectural and photographic documentation made during the excavations known so far, it is possible to distinguish the basic shape of the building. It is a classic type of Roman villa with a central atrium. At first glance it is possible to make out the considerable remodelling of individual rooms and halls of the basic corpus of the 2nd century AD palace that took place over the course of time. The entry was on the northern façade, and then through the vestibule there was access into the atrium, the central space with porticos, around an impluvium enabling access to the other rooms. One the west side of the atrium is a series of four rectangular rooms, while on the eastern side was a room of much bigger dimensions with built square pylons regularly distributed around the central pylon. These are structural elements, i.e., bearers of the cross vaults that spanned the largest hall and on the floor above it was a room of the same size. The main hall was decorated with floor mosaics with rich floral ornamentation. These elements show the final renovation of the grand hall in Late Antiquity, undoubtedly influenced by the architecture of Diocletian's Palace. Belonging to the first layer is a mosaic showing the mythical singer Orpheus, over which is a mosaic with Triton, in the extension of which was a mosaic featuring Apollo. According to archival photography, mosaics with Triton and Apollo are above any of the other mosaics and probably belong to the last renovation of the mosaic floors of the governor's palace. The question here arises as to whether the placing of the figure of Triton is to be linked with inscriptions of a college from the time of Diocletian: sailors who served on ships called tritons, the names of which are written on altars during the annual ceremonies of Kalendis febr(aris) menestravinus at Tritonis. The governor's palace was much renovated, like other public buildings, in the time of Emperor Diocletian. Although for the moment only modest remains of his well known architectural activity have been confirmed in Salona, the emperor's gentile name in the official name of the city is stated in the relief of the Salona Tyche, confirming this beyond a doubt. Since the relief belongs to the arcuate decoration of the monumental gate, and is found by what are called Five Bridges, it has been assumed that it was originally placed on the nearby city gate, Porta Caesarea. But in the immediate vicinity of the site of the discovery of the arcuate relief there was the governor's palace. What was actually shown on the keystone of the arch beside the relief of the Salona Tyche? In a study dedicated to monuments of Minerva, D. Rendić-Miočević provides the information that together with the relief of Salonitan Tyche there was a relief found that had a depiction of a bust of Minerva or Roma on the arch stone of one of the gates in Salona. This relief of Roma is also displayed in the lapidarium of the Archaeological Museum, but is wrongly entered into the museum inventory (Cat. D 480), which has entirely suppressed its origins in Salona. That it belonged to the decorative parts of the same arch is shown beyond a doubt by the identical lines of the moulding around similarly formed niches and the stylistic characteristics of the female deities. It was above the main entrance into the governor's palace that there were prominent relief depictions of Roma, personification of the Roman state, and Salonitan Tyche, patroness of the city. This correlates very well with the context of the propaganda and religious programme of the residence of the governor of the province of Dalmatia. Over the main entrance, then, were displayed the official symbols of Roman rule. From this point of view it can be hypothesised what there might be on the third relief, which undoubtedly flanked the goddess Roma on the other side. Since in the name of Salona there was Diocletian's gentilicium, Valeria, which is an essential element for the time of the origin of the relief, that is, the decoration over the entrance of this important building for the government of the whole province, one should assume there was some symbol of the ruler, i.e., the emperor. It is an open question whether in this place one is to look for the figure of the ruler so present in and responsible for the renovation of not only this public building but of the whole of the capital, Salona, whence, when he stepped down from the throne, he was able still to take part in the government of the Empire.
Austrougarski car i kralj Franjo Josip I. preminuo je 21. studenoga 1916. u 86. godini života te u 68. godini vladavine. Budući da nije imao bližih potomaka naslijedio ga je pranećak Karlo I. Austrijski ili Karlo IV. Ugarsko-Hrvatski. Dvadesetdevetogodišnji car okrunjen je 30. prosinca 1916. Njegova vladavina trajala je praktično do konca Prvoga svjetskog rata, odnosno do raspada Austro-Ugarske Monarhije 31. listopada 1918. Od početka vladavine Karla I. prošlo je nešto više od sto godina, što je prigoda da se osvrnemo na njegov doprinos odlikovanjima Austro-Ugarske Monarhije. Kao car i kralj Austro-Ugarske Monarhije Karlo I. (IV.) preuzeo je suverenitet nad svim postojećim državnim odlikovanjima. Visoka odlikovanja – redove - osnovali su već njegovi prethodnici: Red zlatnog runa (1430.), Vojni red Marije Terezije (1757.), Kraljevski ugarski red Sv. Stjepana (1764.), Red Leopolda (1808.), Red željezne krune (1816.), Red Franje Josipa (1849.) i Red Elizabete (1898.). Odlikovanja niže klase – križevi i medalje – također su već bili osnovani u velikom broju i Karlo I. nije imao mnogo mogućnosti za inovacije. On je tek zasjeo na prijestolje i nije imao priliku steći reputaciju svog dugovječnog prethodnika Franje Josipa I. Društvo je pritiskivala ratna zbilja, štedjelo se i odricalo koliko je bilo moguće. No, on je ipak unio neke novosti koje valja zabilježiti. Ugarski viteški red zlatne ostruge osnovali su u 14. stoljeću kralj Karlo I. Robert (1301.- 1342.) ili njegov sin Ludovik I. (1342.-1382.).Vitezovi su dobivali diplome, bez ordenskih znakova jer su vitezovi već bili prepoznatljivi po tome što su na čizmama nosili zlatne ostruge. Karlo je u Budimpešti (30. prosinca 1916.) okrunjen krunom Sv. Stjepana. Tom prigodom proglasio je dvadeset trojicu uglednika vitezovima Reda zlatne ostruge i predao im novo kreirane ordenske znakove. Statut Reda zlatne ostruge objavljen je 21. travnja 1918. u Službenom listu Austro-Ugarske Monarhije. Karlov četni križ novo je odlikovanje cara Karla I. (osnovano je 13. prosinca 1916.), a dodjeljivao se pripadnicima oružanih snaga. Medalju za hrabrost osnovao je još car Josip II. (1789.), a dodjeljivala se samo u ratu, za hrabre pothvate i iznimnu smjelost. Na medalji su se izmjenjivali likovi vladara pa je 4. travnja 1917. iskovana nova Medalja za hrabrost s likom mladog cara Karla I. Dana 28. travnja 1917. car Karlo I. odredio je otkov novih Vojnih medalja za zasluge te je i na toj medalji likom cara Karla I. zamijenjen lik cara Franje Josipa I. Ranjenička medalja također je novo austrougarsko odlikovanje za časnike, dočasnike i vojnike oboljele i ranjene na bojištu. ; The Emperor and King of Austria-Hungary Franz Joseph I died on 21 November 1916 at the age of 86, in the 68th year of his reign. Since he had no immediate heirs, his grand-nephew Charles I of Austria and Charles IV of Hungary-Croatia inherited the throne. The twenty-nine year old emperor was crowned on 30 December 1916. His rule lasted until the end of WWI, that is, until the disintegration of Austria-Hungary on 31 October 1918. Just over one hundred years have passed since the beginning of Charles I's reign, which is an opportunity to look at his contribution to the institution of decorations in the Austro-Hungarian Monarchy. As Emperor and King of Austria-Hungary, Charles I(IV) took sovereignty over all existing state decorations. The high decorations – orders – had already been founded by his predecessors: Order of the Golden Fleece (1430), Order of Leopold (1808), Order of the Iron Crown (1816), Order of Franz Joseph (1849) and Order of Elisabeth (1898). Lower-class decorations – crosses and medals – had also already been founded in large numbers and Charles I did not have much space for innovation. He had only just ascended the throne and did not have the chance to gain the reputation of his long-lived predecessor Franz Joseph I. The country was oppressed by living under war circumstances; people had to save whatever they could and there was a lot they had to go without. Still, Charles I did introduce some novelties that should be recorded. The Hungarian Knightly Order of the Golden Spur (Ungarischer Ritterorden der Goldenen Sporn) was founded in the 14th century by King Charles I Robert (1301-1342) or his son Ludovik I (1342-1382). The knights received charters but no insignia, because they were recognised by wearing golden spurs on their boots. Charles was crowned with the Crown of St Stephen in Budapest (30 December 1916). On that occasion he bestowed the Order of the Golden Spur on twenty-three distinguished men and presented them with newly-created insignia of the order. The Statute of the Order of the Golden Spur was proclaimed on 21 April 1918 in the Official Gazette of the Austro-Hungarian Monarchy. The Karl Troop Cross (Karl-Truppendreuz) was a new decoration instituted by Emperor Charles I (founded on 13 December 1916), and it was awarded to members of the armed forces. The Medal for Courage (Tapferkeitsmedaille) had been founded by Emperor Joseph II (1789) and was awarded for courageous acts and outstanding bravery only in wartime. The medal showed the figures of successive rulers so a new Medal of Courage with the figure of the young Emperor Charles I was minted on 4 April. On 28 April 1917 Emperor Charles I ordered the minting of new Military Medals of Merit (Militärverdienstmedaille) and on the new medal the figure of Emperor Charles I replaced the figure of Emperor Franz Joseph I. The Wound Medal (Verwundetenmedaille) was also a new Austro-Hungarian decoration for commissioned and non-commissioned officers and soldiers who fell ill or were wounded on the battlefield. After the disintegration of the Austro-Hungarian Monarchy, Charles I did not abdicate and formally continued to be emperor. This uncertain state of affairs lasted until 24 March 1919, when Charles and his family were forced to leave Austria and went to Switzerland. On 3 April 1919 the Austrian Parliament passed a law prohibiting the return to Austria of Charles and his wife Zita of Bourbon-Parma. Encouraged by Hungarian royalists, in 1921 Charles twice tried to assume the Hungarian throne, but both times without success. The royal couple was interned on 1 November 1921 and after a long trip transferred to Madeira Island in Portugal. Karl died there on 1 April 1922 at the age of only 34.
Raspravljajući o porijeklu hrvatske nacije, autor u prvom dijelu odbacuje tvrdnju da se ona razvijala kao tzv. "jezična nacija". Također osporava gledište da je u tome bitnu ulogu imalo jugoslavenstvo. Zatim pokazuje da je hrvatska nacija nastala u procesu međusobnih interakcija socijalnih i povijesnih vrijednosti, koje su napokon odredile njezinu individualnost spram svake druge zajednice na cjelokupnom prostoru Srednje i Jugoistočne Europe. Sve je to autor dokazao u drugom dijelu rasprave, gdje analizira hrvatski nacionalno-politički program, koji je nastao za revolucije 1848/49. godine. U njemu su hrvatski liberali i demokrati jasno odredili individualnost hrvatske nacije i hrvatske države (ujedinjene Trojedne Kraljevine Hrvatske), i to kao jedinstvene, samostalne i autonomne moderne države u sklopu konfederalnog političkoga i društvenog sustava Srednje Europe (austrijske konfederacije). ; In the present paper the author deals with the origin and development of Croatian nation, and creation of the modern Croatian state (Tripartite Kingdom of Croatia) in the first half of the 19th century, especially during the 1848/49 revolution, at several levels: idea about nation, ideology, political and social programmes, political actions, institutions, and political community. If considered from the point of view of new socio-political processes, when transformation of a people into a modern national-political community takes place, we can see that Slavic peoples in the middle and south-eastern Europe formed multinational states, but followed some quite clear courses: formation of individual ethnic and national communities within a plural social system. Being aware of these historical processes, at the time of formation of their own national communities, these Slavic peoples (according to the level of their social and political organizations), especially in 1848, asked for a change of traditional societies and reorganization of the existing empires, not only by the language national principle, but also by the principle of sovereignty, policy of federalism and confederalism and the principles of international law and international agreement. All this should have made possible formation of essentially new political communities: individual national states within equal and democratic multinational communities, but within a new middle-class society. However, considered from the point of view of formation of the identity and individuality of Croatian nation, which is the subject of this paper, it is indisputable that Croatian national political programme and programme of confederalism as well as legal principles compatible with them (like natural and national laws, Croatian historical and constitutional laws, international law and international agreements), which were the values Croatian politicians based their national policy on since 1848, had the essential influence on the explicit quality of Croatian national-political individuality, and thus, looking historically, on the integration of Croatian nation and creation of Croatian political and state community (the united State of Croatia). The subject and vey complex structure of that political programme had an impact onto clear definition of Croatian national-political community (the united Tripartite Kingdom of Croatia) in relation to other political communities in such a multinational state as it was the Habsburg Monarchy. And that state, in their eyes should have been formed (within the new middle-class society, and a democratic and parliamentary system) on confederal basis, by means of international agreements between quite equal ethnic/national states: within the middle European Austrian confederation. In any case, Croatian nation (if we consider its national integrative processes in terms of events, in terms of idea and ideology and/or in terms of ethnic identity) was not formed nor developed as solely the so-called "language nation", as historiography would like it. For, neither is ethnos (not even ethnic community, or people, or nation, or ethnic identity) only a language-cultural category, nor the Croatian politicians and reformers took only language and culture to determine Croatian people and nation. On the contrary, Croatian nation was formed in the process of interactions of social and historical values which defined its individuality in relation to any other community on the whole area of middle and south-eastern Europe. Also, Croatian nation was not formed only as a natural community (determined by natural conditions of work and society and genealogic structure, i. e. determined by undefined Slavic union and/or undefined Slavic ethnic identity), but, in the course of processes of modernization, it was formed first of all as a historical community, based on group institutions of its own historical community. In other words, Croatian nation was formed on its own cultural, political, state and public-law traditions. It is quite clear that in this process neither Slavism, nor Illyrism, nor Yugoslavism had any role more important that the secondary one, not even for the definition of any particular ethnic identity. Illyrism and Yugoslavism had declarative ideological meaning, expressed through the idea of still non-existing community. On the contrary, Croatianism (as a national principle, as a community and as a legal, state and political system) was an expression of existence of Croatian community as reality. Thus, if we want to discuss the integration of Croatian nation and formation of Croatian political community, i. e. the united State of Croatia, we should realize that these processes were influenced by numerous values and structures, especially spiritual-cultural, political, economic, legal and social. However, the importance of political system and all its substructures – political action, political organization of the community, political programme and formation of a modern national state — should also be noted. Formation of Croatian political and state community, which was clearly stated in the Croatian national and political programme of 1848/49, assumed: 1) associating the segments of Croatian people into one political people, within one integral Croatian political community; 2) uniting of all Croatian provinces into one united Croatian state (Tripartite Kingdom of Croatia, Dreieiniges Koenigreich Kroatien). And these were the most important determinants which led to the political homogeneity and formation of Croatian nation and Croatian modern state.
The Manuscript Legacy of Miroslav Krleža, filed in the Manuscripts and Old Books Collection of the National and University Library in Zagreb under a unique shelf number R 7970, includes two letters which Ivan Supek addressed to Krleža in 1954. The first letter was sent on 1 March, accompanied by an "Open Letter to the Assembly of the Yugoslav Academy of Sciences and Arts (JAZU)," which the Council of the Ruđer Bošković Institute of Physics dated 26 February 1954. The second letter Supek addressed to Krleža on 13 May 1954, and as far as we know, it marked the end of their correspondence in 1954. The Legacy of Ivan Supek, in family possession, contains an official letter dated 5 May 1954, by which Miroslav Krleža, acting as vice-president of the Academy at the time, informs Ivan Supek about two decisions passed at the informal session of the Assembly of the Yugoslav Academy on 29 April 1954; in his intellectual autobiography entitled Krivovjernik na ljevici [Heretic on the Left], Supek cites but a single characteristic fragment of that letter. For the first time a full text of these four documents is published here in my transcription which most faithfully follows the original without any interventions in terms of either punctuation or devices used for emphasis. The Open Letter of the Council of the Ruđer Bošković Institute to the Assembly of the Yugoslav Academy includes a host of hitherto unknown data on the Institute's first four years of development, as it closely documents the chronology of the conflict between the Institute's Council and the Presidency of the Yugoslav Academy from 1950 till 1953, at the root of which was the decision making on the development of the Institute. As Council president, Ivan Supek made huge efforts to reconcile "two different tendencies of development," first by drawing up a Temporary Statute of the Institute in 1952, and later, in the spring of 1953, by making a proposition to the University Senate and the Presidency of the Yugoslav Academy by which "the Academy and University should collaborate at the Ruđer Bošković Institute on common goals." Since the draft of the Institute's Statute at the turn of 1953 to 1954 had stood at a standstill for three months, the Institute's Council decided to send an Open Letter to the Assembly of the Yugoslav Academy with a counter-proposition by which "the Academy Statute should be changed in accordance with scientific development in our country." From the perspective of Ivan Supek, that is, "us physicists," the Institute's successful development was to rest on its self-governance and organic connection with the University, but the Academy's administration was not willing to consider such a formally-based legal framework of the Institute's operation within its system. The Open Letter emerged during a heated debate on the organisation of scientific work in Croatia and Yugoslavia. Academic circles could not reconcile with the fact that, according to the Soviet model, the research work would be organised exclusively at the academies. From this standpoint, the topics of the Open Letter reverberate two strong voices: the addresses of the Nobel Prize winner Lavoslav Ružička during his visits to Yugoslavia in November 1949 and October 1952, and a speech that Ivan Supek delivered on 22 January 1953 at a meeting of the Department of the Mathematics and Physics at the Faculty of Mathematics and Natural Sciences of the Zagreb University, published in the March issue of Pogledi. While Ružička firmly stated that the "University ought to be a supreme place for higher education and for the fundamental research in the field of pure and applied science, and a unique place for the attainment of academic degrees," in the interest of the Institute Supek publicly advocated for "a harmonic community of University and Academy," although deep at heart he shared Ružička's views. In the letter of 1 March 1954, Ivan Supek appealed to Miroslav Krleža, vicepresident and Communist Party secretary of the Academy, to help him untangle the relations between the Institute and JAZU, and whom he wished to address in person and elaborate the motives behind the Open Letter. Judging by the events that followed, Supek's attempt proved futile. In the absence of Andrija Štampar, Academy president, Krleža, acting as vicepresident, on 5 May 1954 sent an official letter to Supek concerning the decisions of the informal session of the Academy Assembly held on 29 April 1954. From this letter alone we can learn that the Academy Assembly established 23 March 1954 as termination date of Supek's Academy membership on the basis of his letter on the renouncement of membership, but also that on 29 April 1954 an additional penalty was issued against Supek: that "he disqualified himself for any work at the Academy or collaboration with it." Nevertheless, he retained his leading position at the greatest institute within the Yugoslav Academy. In a letter dated 13 May 1954, Supek asked Krleža to send him the minutes of the Commission which the formal Academy Assembly of 16 March 1954 appointed with an aim to establish his responsibility for the Open Letter, so that he could finally learn "the reasons underlying the accusation against me. The consequences which I may suffer are not an issue here, but it is in the Academy's interest to establish the truth, along with the true motives for drawing up an Open Letter." Here he expressed his disappointment by the fact "that some places [from the Open Letter] were understood as offences, and that they actually distracted discussion away from the principal issues," but insisted on the key point from the Open Letter "that for the selfgovernance of the Institute and its organic connection with the University a change of the Academy Statute was necessary." In the spring of 1954, the Yugoslav Academy headed by Andrija Štampar definitely gave up on the concept of an inter-disciplinary research institute, although under the pressure of the 'young lions' from its largest institute, and in accordance with the Soviet model and the original ideas and decisions of Boris Kidrič (died on 11 April 1953), had an opportunity to take this path in its own development, too. Upon the Assembly's 'reply' to the Institute Council, the concept of multi- and inter-disciplinary approach to fundamental research in natural sciences in organic connection with the University as development model for the Ruđer Bošković Institute faced new risks, including those of political nature, but the research community gathered at the Institute, despite the circumstances, managed to live its 'dream' of self-governance and development in harmony with the University, as confirmed by a decision on the new organisation of the Institute passed on 7 September 1954. This step in the Institute's development was also approved by the Republic government, when on 22 November 1954, in agreement with the Yugoslav Academy, it decided that as from 1 January 1955 the Institute was no longer part of the Yugoslav Academy. Five months after the Republic's decision, another step towards the Institute's lasting 'independence' took place, when by a decision of the Federal Government of 30 April 1955 the Institute as a "self-financed institution" came under the authority of the Federal Nuclear Energy Commission headed by Aleksandar Ranković, and in this formally legal frame operated for eleven years – until Ranković's political downfall on 1 July 1966. Miroslav Krleža, to whom in the crucial days of early March 1954 Ivan Supek offered a mediating role, as a highly-positioned Academy member failed to see this historical opportunity to support the development of natural sciences in Croatia in a new direction, perhaps less exposed to political pressure. Ivan Supek and Mladen Paić, who on different legal grounds by 29 April 1954 no longer were correspondent members of JAZU, seven years later–on 16 June 1961–were elected full members, which is a unique case in the history of the Yugoslav Academy.
Autor priređuje i analizira neobjavljenu listinu, izdanu 1386. godine u Dvigradu, kojom je sklopljen savez između dvigradske komune, nominalno pod jurisdikcijom akvilejskih patrijarha, i Hugona VIII. Devinskog, kapetana susjedne Istarske grofovije, upravne regije pod vrhovnom vlašću kuće Habsburg. Ističući razne nedaće koje su pogodile Akvilejski patrijarhat i Markgrofoviju Istru tijekom zadnjih desetljeća 14. stoljeća, imenovanje je Hugona VIII. kao novoga advokata (tj. zaštitnika, lat. advocatus) Dvigrada interpretirano u svjetlu jurisdikcijskoga pluraliteta, poroznih granica istarskoga srednjovjekovlja i, najvažnije, recipročne naravi odnosa između gospodara i podanika. Autor zaključuje da je novoutemeljeni savez bio prvenstveno motiviran nemoći tadašnjih istarskih markgrofova da svojim podanicima pruže primjerenu vojnu zaštitu, pogotovo u kontekstu tradicionalnih graničnih sporova između podanika akvilejske Crkve s jedne i Istarske grofovije s druge strane. Štoviše, kako je Akvilejski patrijarhat potonuo u građanski rat, koji je suprotstavio promletački tabor na čelu s Udinama protiv propadovanskoga, koji su vodili de iure patrijarh Filip d'Alençon i Čedad, Hugon VIII. Devinski postao je jedan od najmoćnijih regionalnih vlastodržaca. Istovremeno, tadašnji istarski markgrof, Dujam od Castella, otvoreno je podržavao promletački front te mu je stoga zakoniti patrijarh d'Alençon osporavao legitimitet ureda; Hugon VIII., s druge strane, ostao je službeno neutralan u ovom sukobu, ali je prešutno podržavao propadovanski savez, postajući de facto neprijatelj istarskoga markgrofa Dujma, de iure gospodara Dvigrada. Upravo je u tom kontekstu neprijateljstva, krize i neizvjesnosti građanskoga rata dvigradska komuna, na čije su teritorije najvjerojatnije pljačkaški upadali podanici Pazinske knežije uz podršku samoga Hugona VIII., odlučila sklopiti savez sa svojim moćnim susjedom, preferirajući imenovati tadašnjega kapetana Pazina kao svojega službenog zaštitnika i plaćati mu godišnji danak (tj. reket), nego ostati vjerna nemoćnoj akvilejskoj Crkvi. ; The author edits and analyzes an inedited charter, issued in Dvigrad in 1386, by which an alliance was forged between the Commune of Dvigrad, nominally under the jurisdiction of Aquileian patriarchs, and Hugo VIII of Duino, the captain of the neighboring County of Istria, a jurisdictional region under the supreme authority of House Habsburg. Highlighting various calamities that plagued the Patriarchate of Aquileia and the Margraviate of Istria during the final decades of the 14th century, the appointment of Hugo VIII as the new guard (Lat. advocatus) of Dvigrad is interpreted in the light of jurisdictional plurality, porous boundaries of Istrian Middle Ages, and, most importantly, the reciprocal nature of the lord-subject relationship. The author concludes that the newly forged alliance was primarily motivated by the inability of the incumbent Istrian margraves to offer adequate military protection to their subjects, especially in the context of traditional border disputes between the subjects of the Church of Aquileia and the subjects of the County of Istria. Moreover, as the Church of Aquileia plunged into civil war which pitted the pro-Venetian faction led by Udine against the pro-Paduan faction led by the de iure patriarch, Philip d'Alençon and Cividale, Hugo VIII of Duino emerged as one of the most powerful regional potentates. At the same time, the incumbent margrave of Istria, Domnius of Castello, openly supported the pro-Venetian front and as such the legitimacy of his office was disputed by the lawful patriarch Alençon; Hugo VIII, on the other hand, remained officially neutral in the conflict, but he tacitly supported the pro-Paduan alliance, becoming a de facto enemy of Margrave Domnius, the de iure lord of Dvigrad. It was in this context of enmity, crisis, and the uncertainty of civil war that the Commune of Dvigrad, most probably pillaged by the neighboring subjects of the County of Pazin backed by Hugo VIII, decided to forge an alliance with their more powerful neighbor, preferring to constitute the incumbent captain of Pazin as their official guard and to pay him a new annual tax (i.e. a protection racket) than to remain faithful to the powerless Church of Aquileia. ; L'autore dispone e analizza un documento inedito, rilasciato nel 1386 a Duecastelli, con il quale fu stabilita l'alleanza tra il comune di Duecastelli, nominalmente sotto la giurisdizione dei Patriarchi di Aquileia, e Ugo VIII di Duino, capitano del vicino Marchesato d'Istria, regione amministrativa sotto l'autorità suprema della casa d'Asburgo. Sottolineando vari disagi che colpirono il patriarcato di Aquileia e il Margraviato d'Istria negli ultimi decenni del XIV secolo, la nomina di Ugo VIII a nuovo avvocato (ovvero protettore, lat. advocatus) di Duecastelli fu interpretata alla luce della pluralità delle giurisdizioni, dei confini porosi del medioevo istriano e, la più importante reciprocità del rapporto tra autorità e sudditi. L'autore conclude che la nuova alleanza stabilita fu motivata soprattutto dall'incapacità dei margravi istriani di allora nell'offrire una protezione militare adeguata ai propri sudditi, soprattutto nel contesto delle tradizionali controversie frontaliere tra i sudditi della Chiesa d'Aquileia da una parte e il Marchesato d'Istria dall'altra parte. Inoltre, dato che il patriarcato di Aquileia sprofondò nella guerra civile che vide opporsi la parte pro veneziana, con a capo Udine, contro quella pro padovana guidata de iure dal patriarca Filippo d'Alençon e Cividale del Friuli, Ugo VIII di Duino diventò uno dei più potenti sovrani regionali. Contemporaneamente, il margravio istriano di allora, Doimo di Castello, sosteneva apertamente il fronte pro veneziano e per quel motivo, il patriarca legittimo d'Alençon, contestava la legittimità dell'ufficio; Ugo VIII, dall'altra parte rimase ufficialmente neutrale in quel conflitto, però sostenne tacitamente l'alleanza pro padovana, diventando de facto nemico del margravio istriano Doimo, de iure padrone di Duecastelli. Proprio in quel contesto di ostilità, crisi e incertezza della guerra civile il comune di Duecastelli, su cui territorio presumibilmente le invasioni dei rapinatori erano effettuate dai sudditi della Contea di Pisino con il sostegno di Ugo VIII stesso, decise di stipulare l'alleanza con il proprio vicino potente, preferendo nominare il capitano di Pisino di allora a proprio protettore ufficiale e a pagargli il tributo annuale (ovvero il racket) che rimanere fedele all'impotente Chiesa di Aquileia.
RIJEČ UREDNIŠTVAIzgleda da se povijest, kao i moda, periodički ponavlja. Svako toliko pojave se ¨pametnjakovići¨, kako bi narod rekao s "morskim idejama", naravno upitnim i bez razumnih argumenata. Naime, o naslovljenom problemu, aktualiziranome u Glasu Slavonije (14. 2. 2019.), u Šumarskome listu br. 11-12 /2006. u rubrici Izazovi i suprotstavljanja, pisao je prof. dr. sc. Joso Vukelić, komentirajući tada neslužbene inicijative glede odnosnog studija, suprotstavljajući im se argumentiranim činjenicama. Njegovome tekstu nemamo gotovo ništa pridodati, osim da je ovih dana to službena inicijativa jedne lokalne zajednice i da uspješnost ili neuspješnost bolonjskoga procesa sada možemo konkretizirati, s obzirom na vremenski odmak. Sve ostalo bilo bi ponavljanje što ne želimo, ali ćemo samo kratko natuknuti neka pitanja i ukazali na argumente, kako bi Vas ponukali da potražite i pročitate i danas aktualni tekst prof. Vukelića. Ponajprije autor ukazuje na stihijsku pojavu otvaranja sličnih studija s istovrsnim programima izvan postojećih sveučilišta i prijašnjih visokih škola u Republici Hrvatskoj, koja usput rečeno traje i danas, a rezultatima nisu opravdale njihovo ustrojavanje, koje je bilo isključivo političke prirode. Kao krucijalno pitanje postavio je potrebu i opravdanost studija šumarstva uz postojeći na Šumarskome fakultetu Sveučilišta u Zagrebu, navodeći taksativno činjenice:– nema zaključnih spoznaja o uspješnosti primjene bolonjskoga procesa (nema ga ni danas – samo djelomično je ostvario očekivanja);– bolonjski proces ne prate na odgovarajući način ostale promjene u zakonodavno-organizacijskoj sferi u hrvatskome šumarstvu;– preko 200 inženjera (magistara) šumarstva je prijavljeno na Zavodu za zapošljavanje (i danas ima oko 100 nezaposlenih);– sve manji je interes za studij klasičnog šumarstva; – resorno ministarstvo sve manje financira terensku nastavu i režijske troškove postojećeg fakulteta;– postoji novo-izgrađeni suvremen i dostatan radni prostor, kojega treba i suvremeno opremiti; – postoji pet međunarodno priznatih nastavnih poligona, međunarodna razmjena studenata i vrsni mladi nastavnici te 108 (danas 120) godišnja visokoškolska tradicija šumarske nastave u Hrvatskoj - četvrta na Sveučilištu u Zagrebu;– broj diplomiranih studenata je dostatan, da ne kažemo i prevelik za potrebe struke.U nastavku autor se osvrće na potrebe županijskih vlasti, koje su fokusirane na svoj razvoj, a koje se u ovome slučaju krivo usmjeruju na rješavanje lokanih problema. Također navodi i konkretne primjere obrazovanja, potpuno nesvrsishodne te skreće pozornost na stručnost kadrova bez pedagoške naobrazbe i iskustva. Umjesto nepotrebnih proširenja sveučilišne nastave šumarstva, predlaže da se posvetimo permanentnom obrazovanju, koje je danas nužnost, a kod nas se provodi tri puta manje nego u EU. Svakako treba težiti ka izvrsnosti, usmjeravajući prema tome cilju stručnjake specijaliste i financijska sredstva. Nažalost, očito ništa nismo naučili i nismo spremni analizirati negativnosti kao npr. iz srednjoškolskoga šumarskog obrazovanja, utemeljenog upravo na argumentima lokalne a ne nacionalne razine. Programi bi uz specifičnosti trebali biti gotovo jednaki za svih desetak šumarskih škola u Hrvatskoj, a da li možemo među njima usporediti kvalitetu nastave (da li je ona uopće moguća s obzirom na kadrove i opremu) i potrebe struke? Gdje je tu izvrsnost, kojoj i na toj razini treba težiti? Svakako, o ovoj inicijativi potrebna je argumentirana rasprava na nacionalnoj razini (tko će to provesti kada nažalost resorni ministar ignorira šumarsku struku), bez političkih pritisaka, površnosti i bez privatnih interesa, pa i želja za "tezgarenjem", kojih nesporno ima. Uredništvo ; EDITORIALIt seems that history, just like fashion, repeats itself periodically. Every so often there are some "wise guys" with, as folks would say, "outlandish ideas" which are, without exception, highly questionable and almost always groundless. After the idea of establishing a new study of forestry was outlined in the journal of Glas Slavonije (Voice of Slavonia) (14 February 2019), Professor Joso Vukelić, PhD, wrote an article for the column Challenges and Confrontations (Forestry Journal 11-12/2006), in which he opposed the then unofficial idea by providing well argued facts. There is almost nothing to add to Professor Vukelić's text, except that these days the said idea has become an official initiative of a local community and that the success or failure of the Bologna Process can now be viewed objectively given the time passed. Everything else would only be tiresome repetition, which we do not want, but what we would like here is to just hint at some issues and point to arguments in order to encourage you to look for and read the text by professor Vukelić, which is still highly topical.For a start, the author focuses on the chaotic process of establishing similar studies with identical programmes outside the existing universities and former schools of higher education in the Republic of Croatia, a process which is still going on. The results achieved by the newly opened studies have not justified their establishment, so it is clear that their foundation was of an exclusively political nature. The most important issue that the author questions is the need and adequacy of launching a study of forestry in addition to the existing one at the Faculty of Forestry of the University in Zagreb. He lists the following facts:– there are no conclusive insights on the success of the application of the Bologna Process (nor are there any today, either - it has met the expectations only partially);– the Bologna Process is not adequately accompanied by other changes in the legislative-organisational sphere in the Croatian forestry;– there are over 200 engineers (masters) of forestry registered at the Croatian Employment Service (currently with about 100 unemployed forestry engineers);– interest in the study of classical forestry is declining;– the competent ministry allocates less and less money to field training and overhead expenses at the existing faculty;– there is a newly-built, modern and adequate facility which needs to be furnished with up-to-date equipment;– there are five internationally recognized teaching polygons, international student exchange and highly educated young teachers, as well as 108 years (at the time of writing the article and 120 years now) of tradition of higher forestry education in Croatia - the fourth study to be launched at the University of Zagreb;– there are enough graduate students, and maybe even too many for the needs of the profession.The author continues by discussing the need of county governments to stimulate development, which in this case is mistakenly directed at solving local problems. He cites some concrete examples of education which has not fulfilled its purpose and expresses concern about the teaching staff with little pedagogical training and experience. Instead of expanding the university education of forestry, he proposes to focus on permanent education, which is a necessity today but its implementation is three times lower than in the EU. The crucial goal to aspire towards should be excellence; accordingly, both expert specialists and financial means should be geared towards reaching this goal. Regrettably, we have not learned anything and we are not prepared to analyze the negative sides of, for example, forestry education at the secondary school level, based precisely on the needs at the local communities rather than at the national level. Allowing for some specific aspects, the curricula should be almost uniform in all of some ten forestry schools in Croatia. Can we compare the quality of teaching in these schools (is quality at all possible considering the staff and the equipment) and the needs of the profession? Where is educational excellence which should be aspired to at this level as well? Definitely, the initiative to establish another study of forestry should be discussed at the national level (but who is going to conduct the discussion when the current competent minister ignores the forestry profession)? There should be no political pressures and superficiality, and all debates should be free of private interests, including a hidden wish to "make some money on the side". Editorial Board

Prema autoricama, način organiziranja koji čini glavno tijelo ovih emancipatornih pokreta preuzima svoju osnovnu logiku iz svijeta Interneta. Analogija s Internetom zahtijeva ponovnu evaluaciju negativnih komentara o tehnici iz filozofske perspektive. Martin Heidegger i Herbert Marcuse najutjecajniji su filozofi 20. stoljeća koji su se bavili negativnim aspektima tehnike. Heidegger je prikazao destruktivne učinke znanstvene racionalnosti i tehnike na zapadnu kulturu kroz kritiku tradicionalne zapadne metafizike na fenomenološ- ko-ontološkoj razini, dok je Marcuse, kao predstavnik zapadnoga marksizma, oblikovao svoju kritiku tehnike u kontekstu pojma instrumentalne racionalnosti te kritike razvijenog industrijskog društva i kapitalizma. Iako su polazišne točke njihovih pogleda na tehniku, kao i osnovne svrhe kritike tehnike, različite, može se reći da obojica imaju poprilično negativno i gotovo u potpunosti pesimističko shvaćanje tehnologije. U tom će se kontekstu razmotriti Heideggerova i Marcuseova kritika tehnike kao i razlike i sličnosti između tih dvaju pristupa. Zaključno će rad naglasiti mogućnost pozitivne uloge tehnike, koja može služiti kao alternativa negativnoj perspektivi osvjetljavajući odnos između nedavnih pobuna i interneta. ; In the paper "The 'Bubbling Up' of Subterranean Politics in Europe", which was published in 2013 in the Journal of Civil Society, mary Kaldor and Sabine Selchow attempted to reveal the specific qualities of the uprisings which emerged after the year 2010 in some European countries, such as Germany, Spain, Italy, England etc. According to the authors, the mode of organization which forms the main body of these emancipatory movements obtains its basic logic from the world of the Internet. The use of the Internet requires a re-evaluation of negative philosophical commentary regarding technology. In the context of the twentieth century philosophy, martin Heidegger and Herbert marcuse are the most influential philosophers who studied on the negative aspects of technology. Heidegger portrayed the destructive effects of scientific reasoning and technology on the Western culture through the criticism of the traditional Western metaphysics on a phenomenological-ontological level. marcuse, belonging to the tradition of Western marxism, formed his critique of technology in the context of the concept of instrumental rationality and the critique of advanced industrial society and capitalism. Although the starting points of their perspectives on technology and the underlying purposes of their critiques of technology were different, it may be asserted that both have a rather negative and almost entirely pessimistic disposition towards technology. Heidegger's and marcuse's criticisms of technology will be discussed in this context and the differences and similarities between these criticisms will be shown. Finally, the paper will emphasise the question of the possibility of a positive role of technology. Cette analogie avec l'internet requiert une réévaluation, à partir d'un point de vue philosophique, des commentaires négatifs sur la technologie. martin Heidegger et Herbert marcuse sont les philosophes les plus influents ayant travaillé sur les aspects négatifs de la technologie au sein de la philosophie du XXe siècle. Heidegger a dépeint les effets destructeurs de la raison scientifique et de la technologie de notre culture occidentale à travers son criticisme de la métaphysique traditionnelle occidentale à un niveau phénoménologico-ontologique, tandis que marcuse, membre du « communisme occidentale », a formé une critique de la technologie au sein du concept de rationalité instrumentale et une critique de la société industrielle avancée et du capitalisme. Bien que le point de départ de leur perspective sur la technologie et que le but sous-jacent de leur critique diffèrent, il est possible d'affirmer que leur point commun est d'avoir posé un regard négatif et presque entièrement pessimiste sur la technologie. À cet égard, le criticisme d'Heidegger et de marcuse vont être abordés afin d'en soulever les diffé- rences et les similarités. Nach Ansicht der Autoren erhält der modus der Organisation, der den Hauptkörper dieser emanzipatorischen Bewegungen bildet, seine grundlegende Logik aus der Welt des Internets. Die Analogie mit dem Internet erfordert eine Neubewertung der negativen Kommentare über die Technologie aus philosophischer Perspektive. martin Heidegger und Herbert marcuse sind die einflussreichsten Philosophen, die sich mit den negativen Aspekten der Technologie in der Philosophie des 20. Jahrhunderts befasst haben. Heidegger schilderte die zerstörerischen Auswirkungen der wissenschaftlichen Vernunft und Technologie auf die westliche Kultur durch die Kritik an der traditionellen abendländischen metaphysik auf der phänomenologisch-ontologischen Ebene, während marcuse, ein mitglied des westlichen marxismus, seine Kritik an der Technologie im Rahmen des Konzepts der instrumentellen Rationalität und der Kritik der fortgeschrittenen Industriegesellschaft und Kapitalismus geformt hat. Obgleich die Ansatzpunkte ihrer Perspektiven über die Technologie und die zugrunde liegenden Zwecke ihrer Kritik an der Technologie unterschiedlich waren, kann behauptet werden, dass beide eine eher negative und fast völlig pessimistische Einstellung zur Technologie hatten. In diesem Zusammenhang werden Heideggers und marcuses Kritiken an der Technologie diskutiert sowie Unterschiede und Ähnlichkeiten zwischen den beiden Kritiken aufgezeigt. Abschließend unterstreicht das Paper die Frage nach der möglichkeit einer positiven Rolle für die Technologie, die als Alternative zur negativen Perspektive dienen kann, indem sie Licht in das Verhältnis zwischen aktuellen Aufständen und Internet bringt.
RIJEČ UREDNIŠTVAZa ovogodišnje lipanjske Dane hrvatskoga šumarstva održana je panel rasprava o trenutnoj situaciji u šumama Hrvatske. Naziv rasprave bio je "Hoće li nas šume nadživjeti?". Svrha skupa bila je informirati širu javnost o stanju šumskih ekosustava, ali i o promjenama koje se događaju u njima. Govori li sam naziv skupa dovoljno o ozbiljnosti situacije u kojoj se nalaze naše šume? Promijenjeni klimatski uvjeti koji vladaju na početku 21. stoljeća, donijeli su mnogo neprilika u šumama posljednjih pet godina. Tome treba pribrojiti i nikad veću trgovačku globalizaciju, što doprinosi bržem i lakšem širenju invazivnih vrsta bolesti i štetnika. Danas gotovo da nema ni jedne značajnije šumske vrste drveća koja nema svojih problema. Šume Gorskog kotara sastavljene od jele, bukve i smreke stradale su uslijed klimatskih ekstrema, a potom potkornjaka, nizinske šume hrasta lužnjaka napadnute su hrastovom mrežastom stjenicom, a šume poljskog jasena ubrzano propadaju uslijed više čimbenika, posebice Halare, dok dalmatinske borove šume ozbiljno ugrožava borov potkornjak. Tu su i šumski požari nakon kojih uslijed erozija nestaje i šumsko tlo, što umnogome onemogućuje sanaciju i vodi degradaciji šume. Tako ugroženim šumama smanjuju se financijska sredstva za njihov zaštitu i obnovu, što je sad i definitivno ozakonjeno Zakonom o šumama (NN 68/2018) koji je stupio na snagu 4. kolovoza 2018. O prijedlogu zakona pisali smo u Šumarskom listu 5-6/2018. Saborska rasprava nije donijela zaokret u odnosu na zakonski prijedlog koji je usvojila Vlada Republike Hrvatske. Zakon je ustvari na tragu programa Vlade RH za područje gospodarstva, poljoprivrede i ruralnog razvoja iz listopada 2016. godine. Šumarstvo se u tom programu spominje u potpoglavlju "Aktivno upravljanje šumama, veća proizvodnja i više radnih mjesta u domaćoj drvnoj industriji" s rečenicom: Izmjenom zakonske regulative Vlada će poboljšati i otkloniti poteškoće u načinu raspolaganja šumama i šumskim zemljištima, provoditi razminiranje šuma i šumskog zemljišta, sprječavati ilegalne sječe i trgovine i poticati razvoj domaće drvne industrije koja proizvodi drvni proizvod. Smatramo da takav program baš i nije poticajan za šume i šumska zemljišta. Razminiranje je svakako unaprjeđenje u upravljanju i gospodarenju šumama koje se provodi godinama, kao i najavljeno sprječavanje ilegalne sječe i trgovine, samo za to nema dovoljno pozitivnih pokazatelja, jer je takva djelatnost postala jako unosna na štetu šume i šumovlasnika / šumoposjednika. Početkom godine donesen je i Zakon o poljoprivrednom zemljištu (NN 20/2018, na snazi od 9. ožujka 2018.) koji je propisao, kao i Zakon o šumama, izdvajanje iz šumsko-gospodarske osnove zapuštenog poljoprivrednog zemljišta koje se može privesti poljoprivrednoj proizvodnji i mogućnost davanja takvog zemljišta sukladno Programu raspolaganja u zakup ili prodaju. Omogućeno je i za zemljišta izvan građevinskog područja koja se u katastru vode kao poljoprivredna zemljišta, a u pravilu su zapuštena, da se uključe u šumskogospodarsko područje, jer su troškovi njihovog privođenja poljoprivrednoj namjeni veći od tržišne vrijednosti ili ukupnog iznosa zakupnine toga zemljišta. Ove odredbe trebale bi napokon omogućiti svrsishodnu raspodjelu zemljišta na poljoprivredno i šumsko te njihovo stvarno korištenje. Novi Zakon o šumama uvažio je višegodišnje primjedbe obveznika plaćanja naknade za općekorisne funkcije šuma (OKFŠ), što je u javnosti i medijima često prvo bilo na udaru kao nepotreban i neshvaćen "parafiskalni" namet. Sad se 90 % dosadašnjih obveznika (oko 180 tisuća) izuzima iz plaćanja naknade, jer je prag za obvezu plaćanja godišnji prihod ili primitak veći od 3 milijuna kuna uz zadržanu visinu stope naknade od 0,0265 %. Uvaženo je i traženje jedinica lokalne samouprave o povećanju stopa šumskog doprinosa, pa su one povećane s 3,5 % na 5 % i za jedinice na potpomognutim područjima s 5 % na 10 % prodajne cijene proizvoda na panju. Zakon je uveo i definiciju šumoposjednika: javni šumoposjednik ovlašten za gospodarenje šumom i/ili šumskim zemljištem u vlasništvu Republike Hrvatske, javna ustanova čiji je osnivač Republika Hrvatska i njezine znanstveno-nastavne sastavnice, koje svoju znanstveno-nastavnu djelatnost i znanstvenoistraživački rad obavljaju iz područja šumarstva, pravna osoba čiji je osnivač i vlasnik jedinica lokalne samouprave, a kojoj se odlukom Vlade povjerava gospodarenje te privatni šumoposjednik s podjelom na male (do 20 ha šume i/ili šumskog zemljišta), srednje (od 20 do 300 ha) i velike (većim od 300 ha) šumoposjednike. Za šumskogospodarsko područje ustanovljuje se Registar pri Ministarstvu koji se vodi u elektroničkom obliku, a bit će dostupan pod određenim uvjetima. Registar će sadržavati i dio za izvješćivanje potreban za ispunjavanja međunarodnih i nacionalnih obveza iz sektora šumarstva. Zakon predviđa i izdvajanje namjenskih sredstva u poseban fond za razvoj drvne industrije, što je također jedna od predviđenih aktivnosti u programu Vlade iz 2016. godine.Novi Zakon o šumama pokušao je uvažiti razne promjene koje su se dogodile od donošenja prošloga zakona iz 2005. godine, a koje su nivelirane izmjenama i dopunama kroz proteklih 13 godina, njih ukupno osam. Pokušao se uskladiti i s drugim zakonima iz područja poljoprivrede, zaštite prirode i okoliša, te strategije EU za šume i sektor koji se temelji na šumama. Potrebno je još uskladiti i donijeti sve podzakonske akte vezane uz zakon.Pitamo se hoće li odredbe novog Zakona o šumama biti na tragu rješavanja nagomilanih problema u šumama Hrvatske?Uredništvo ; EDITORIALA panel addressing the current condition of Croatian forests was organized on the occasion of Days of Croatian Forestry that were held in June 2018. The title of the discussion was "Will forests outlive mankind?" The purpose of the panel was to inform broader public of the condition of forest ecosystems, as well as of the changes taking place in them. Does the title of the panel reflect the seriousness of the danger facing our forests? In the last five years, changed climate conditions occurring at the beginning of the 21st century have inflicted major problems to the forests. Add to this general market globalisation, which contributes to the faster and easier spread of invasive diseases and pests. There is not one important forest tree species today that does not have problems. Forests of Gorski Kotar, which are composed of fir, beech, and spruce, have succumbed to climatic extremes and to attacks of bark beetles. Lowland forests of pedunculate oak are infested with the oak lace bug, while forests of narrow-leaved ash are rapidly deteriorating under the cumulative action of several factors, particularly Halare. Dalmatian pine forests are severely threatened by the pine bark beetle. Forest fires also cause extensive damage. The subsequent erosions lead to the loss of forest soils, which greatly hinders recovery and contributes to the degradation of forests. The financial means needed to protect and regenerate such forests are being minimized and this has now definitely been incorporated in the new Forest Act (Official Gazette 68/2018), which came into effect on August 4th, 2018. A parliamentary discussion did not bring about any changes with regard to the proposed act, which was adopted by the Government of the Republic of Croatia. The Act in fact follows the Government programme for the field of economy, agriculture and rural development of October 2016. In the said programme forestry is addressed in the sub-chapter "Active management of forests, higher production and more work places in the domestic wood industry" with the following sentence: By changing legal regulations, the Government will remove obstacles and improve ways of managing forests and forest land. It will also undertake demining operations in forests and forest land, prevent illegal felling and trade and stimulate the development of domestic wood industry which produces wood products. In our opinion, such programme is not really stimulative for forests and forest land. Demining is certainly an improvement in the management of forests and it has been carried out for years, and so is the announced prevention of illegal felling and trade. However, there are not enough positive indicators for this, since these activities have become very profitable at the detriment of forests and forest owners. At the beginning of the year the Agricultural Land Act was passed (Official Gazette 20/2018, in effect since March 9th, 2018), which regulated, as did the Forest Act, the exclusion of abandoned agricultural land from the forest-management plan and its conversion to agricultural production, as well as the possibility of leasing or selling such land in accordance with the Disposition Programme. The Act also allows for the land outside construction areas, which is listed as agricultural land in the land register but is abandoned in reality, to be included in the forest-management area, since the cost of converting the land for agricultural purposes is higher than the market value or the total amount of rent for such land. These provisions should finally enable a rational division of land into agricultural and forest land, and consequently its proper usage. The new Forest Act has also adopted long-lasting objections made by those obliged to pay a non-market forest function fee. The public and the media often harshly criticized this fee as an unnecessary and incomprehensible "parafiscal" tax. Now, 90% of those obliged to pay the fee (about 180 thousand subjects) are exempt from paying the fee, since the threshold for the obligation has been set down at an annual income or profit higher than 3 million kuna, while the rate of the fee has been retained at 0.0265 %. Demands by local self-management units to raise the rate of forest contribution have also been adopted, and it has accordingly been raised from 3.5 % to 5 %, while for units in subsidized areas it has been raised from 5 % to 10 % of the selling price of the product before felling. The Act also defines a forest owner: a public forest owner authorized to manage a forest and/or forest land owned by the Republic of Croatia, a public institution whose founder is the Republic of Croatia and its scientific-teaching components which carry out their scientific-teaching activity and scientific-research work in the field of forestry, a legal person whose founder and owner is the local self-management unit and which is entrusted with management by a Government decision, and a private forest owner. Private forest owners are divided into small (up to 20 ha of forests and/or forest land), medium (from 20 to 300 ha) and large (more than 300 ha) forest owners. A Register of a forest-management area in the electronic form will be established by the Ministry, and it will be available under certain conditions. The Register will contain a reporting part needed to fulfil international and national obligations in the forestry sector. The Act also provides for the allocation of earmarked means into a special fund for the development of the wood industry, which is also one of the activities in the Government programme from 2016. The new Forest Act has attempted to incorporate different changes taking place since the previous Act of 2005 was passed. There have been a total of eight changes, which have been adjusted by revisions and amendments over the past 13 years. The Act is also coordinated with other laws from the field of agriculture, nature and environment protection, and the EU strategy for forests and forest-based sector. All by-laws related to the Act need to be coordinated and passed.We wonder whether the regulations of the new Forest Act will try to solve the growing problems in the forests of Croatia. RIJEČ UREDNIŠTVANaslov uvodnika potaknut je građanskom inicijativom koja se u posljednje vrijeme širi Hrvatskom. Iako na facebook grupi, koja poziva na "tri zajednička dana uživanja u sadnji diljem Države" pod motom "Zasadi drvo, ne budi panj", prevladava entuzijazam i želja za jačanjem svijesti hrvatskih građana o očuvanju i zaštiti prirode, postoje i radikalniji osvrti na šumarsku struku i na trgovačko društvo Hrvatske šume, poput pitanja zašto se ne organiziraju javni radovi pošumljavanja? Tvrdi se da je to zato jer im je sječa prioritetnija od sadnje. Podmeće se teza: "Ne smiju oni posjeći više nego što mi možemo zasaditi!" Uzori akciji su velike sadnje u nekim zemljama poput Indije i Etiopije. Također poticaj akciji su i katastrofalni požari u plućima svijeta, Amazonskoj prašumi. Pohvalna je dobra volja i želja za ozelenjivanjem, ali ne mogu se uspoređivati zemlje u kojima vladaju drukčiji klimatski i stanišni uvjeti pa nakon sječe ili uništavanja šume požarima dolazi do deforestacije, nestaje tlo i šuma se ne obnavlja. U Republici Hrvatskoj je upravo obrnuto, na djelu je reforestacija, tj. šuma se širi na napuštene poljoprivredne i druge površine, tako da je danas gotovo pola države pod šumom, ali u različitim starosnim kategorijama. Ova akcija je samo odraz zabrinutosti običnog čovjeka, ali i određene neargumentirane histerije koja je pokrenuta protiv šumara u Hrvatskoj.S obzirom na sve učestalije i nekorektne napade na šumarsku struku, što je prevršilo svaku mjeru, potiče nas da se mi kao struka oglasimo. Možemo smireno, stručno i argumentirano, a možemo i bezobrazno kao što se nas napada. Ponajprije, za laike koji to žele čuti, kažemo da je sječa uzgojni zahvat. Šuma ili stablo ima nazovimo ga početak, rast kroz razne uzgojne faze do optimuma, a potom slijedi faza "odumiranja". Zadaća šumarske struke je prebroditi tu zadnju fazu upravo sječom starih stabala, polučiti korist društvu njihovom preradom, ali osiguravši prethodno u jednodobnim sastojinama u godini dobrog uroda sjemena prirodno pomlađivanje. Svakako prije bilo kakvog negativnog stava glede sječe, treba prići vrlo blizu površini gdje je do "jučer" bila npr. stara hrastova šuma te provjeriti da li i što sada raste na toj površini. U prebornoj pak šumi, npr. bukve i jele, prebiru se sječom stara dozrela stabla i ona koja smetaju podmlatku koji treba svijetla da bi ih zamijenio. Samo tamo gdje u potpunosti nije uspjelo prirodno naplođivanje, pa tako i na opožarenim površinama, ide se na pošumljavanje sjemenom ili tzv. "školovanim" sadnicama. Održati šumu vječnom, načelo je potrajnog gospodarenja, čime se ponosi hrvatska znanost i praksa, a što joj i šumarski svijet priznaje. Što rade Hrvatske šume d.o.o. pitaju se pojedini prosvjednici? Zadaća Hrvatskih šuma d.o.o. kao trgovačkog društva u državnom vlasništvu, kojima je Država povjerila gospodarenje, je obavljati poslove sukladno Osnovama gospodarenja, što znači ne stihijski nego po Zakonu o šumama, sukladno šumarskoj politici i strategiji. Osnove gospodarenja za svaku gospodarsku jedinicu propisuju desetgodišnje aktivnosti, provjerava ih stručno povjerenstvo, a Rješenjem ih odobrava resorni ministar. U njih je ugrađeno i niz propisa i popisa koje propisuje Ministarstvo zaštite okoliša. Znači ništa se ne radi amaterski – sve počiva na znanstvenim i stručnim saznanjima u šumarskoj praksi stečenoj kroz preko 250 godina organiziranog šumarstva. Klimatske promjene, ledolomi, vjetrolomi i štetnici, čemu su posebice u zadnje vrijeme izložene šume, samo još otežavaju rad u šumarstvu i zahtijevaju još veću stručnost i znanje, a nikako amaterizam. Nije bez razloga još u pretprošlom stoljeću zaključeno da za gospodarenje šumom nije dovoljna viša, nego je potrebna visoka stručna sprema, što je kod nas ostvareno 1898. godine početkom rada Šumarske akademije (današnjeg Šumarskog fakulteta), kao četvrte visokoškolske ustanove Sveučilišta u Zagrebu.No, s prekomjernom sječom treba se boriti na dijelu privatnih šumskih parcela, ali s tom stihijom se odnosne udruge ne hvataju u koštac. U istoj rečenici pitamo se bezobrazno: tko su to "oni" koji ne smiju posjeći? Da li su to možda oni koji su pet godina studirali šumarstvo, skupljajući znanja iz botanike, više matematike, kemije, meteorologije, anatomije i fiziologije bilja, pedologije, dendrologije, dendrometrije, uzgajanja šuma, ekologije, uređivanja šuma, zaštite šuma i dr., prisegavši na promociji dipl. ing. šumarstva da će raditi po stručnim šumarskim načelima. Lekcije im pak dijele oni koji su u slobodno vrijeme malo "proguglali" i na vikend izletima uz dobru zabavu, "učvrstili" svoje znanje o šumarstvu. Njihovi stručni sufleri, a kažu da ih imaju, mogli bi konačno javno polemizirati. Očekivali bi od odnosnih udruga da nas podupru u protivljenju smanjenja naknada za općekorisne funkcije šuma (OKFŠ), iz kojih se financiraju izgradnja protupožarnih prometnica, gašenja požara, pošumljavanje opožarenih površina i razminiranje površina, no one očito pristaju da se to "gura" u parafiskalne namete. Hrvatska Vlada od Hrvatskih šuma d.o.o. očekuje uplatu u državni proračun, dok čitamo, Njemačka Vlada ulaže 500 mil. EURA za sanaciju šuma, jer ih se prošle godine osušilo preko 110.000 ha.Nemamo ništa protiv toga da se ozelenjuju neke gradske površine, ali i to mora biti planski, kako izborom površina, tako i vrstom drveća, poznavajući i poštujući njihove ekološke i biološke zahtjeve. Saditi bilo što i bilo gdje, što iščitavamo iz upućenog poziva, je neodgovorno i prema prostoru, ali i prema biljci.Uredništvo ; EDITORIALThe headline of the editorial was prompted by a civil initiative sweeping through Croatia in recent times. The Facebook group, which calls for "three enjoyable days of planting trees across the State" under the motto "Plant a tree, don't be a stump", is imbued with enthusiasm and a wish to raise the awareness of Croatian citizens of the need to preserve and protect the nature; however, there are also more radical views on the forestry profession and the company Croatian Forests Ltd. Among others, they ask why there are no public afforestation activities and conclude that the reason lies in the fact that cutting trees has priority over planting them. There is an undergoing statement: "They cannot fell more than we can plant!" The campaign was prompted by large-scale planting campaigns in some countries such as India and Ethiopia. Another incentive to the campaign was provided by the devastating fires taking place in the lungs of the world, the Amazonian rain forest. The will and wish to plant trees deserves full credit, but we cannot be compared with the countries with different climatic and habitat conditions, in which felling or forest fires result in deforestation, loss of forest soil and inability of forests to regenerate. The situation in the Republic of Croatia is diametrically opposite: reforestation is an ongoing process; in other words, the forest spreads into abandoned agricultural and other areas, so that currently almost half of the country is covered with forests of different age categories. This campaign reflects the concern of the ordinary person, but also contains certain ill founded hysterical reactions targeted at foresters in Croatia.In view of the ever more frequent and unfounded attacks on the forestry profession, which has gone out of hand, it is time for the profession to voice its opinion. We can do it in two ways: we can either put forward professional and well founded arguments, or retaliate in the same impertinent manner in which we are being attacked. To start with, for those who are ready to listen, let us stress that felling is a silvicultural operation. A forest or a tree has its beginning, followed by growth through different silvicultural stages until it reaches its optimum and finally the stage of "dying". The task of the forestry profession is to deal with this last stage by cutting down old trees, making profit for the society by processing these cut trees, and ensuring natural regeneration in even-aged stands in the years of good seed mast. Before any negative attitude on a felling operation is taken, it would be advisable to inspect closely the area which was until "yesterday" covered by an old oak forest and check what is being planted in this area, if anything. In a selection forest of, e.g. beech and fir, felling is applied to remove old mature trees and those trees which prevent young trees from reaching the necessary light for growth. Reforestation with seeds or with so-called "trained" seedlings is applied only in those areas in which natural seedling has not been completely successful or in areas badly affected by fires. Maintaining the forest in a perpetually stable condition is the principle of sustainable management. This principle is something that Croatian science and practice is rightly proud of and for which it receives acknowledgement from the global forestry world.What does the company Croatian Forests Ltd do, some protesters ask? The task of the company, as a state-owned company which has been entrusted by the State with caring for the forests, is to manage forests and carry out all the jobs set down in management plans, in line with the Forest Act, the forestry policy and strategy. There is no question here of chaotic and disorganized management. Management plans for every management unit prescribe the execution of ten-year activities. These plans are verified by expert committees and approved by the corresponding minister. They also contain regulations and rules set down by the Ministry of Environmental Protection. As seen from the above, nothing is done on an amateur basis - everything is firmly grounded on scientific and expert knowledge of the forestry practice, which has been acquired through 250 and more years of organized forestry. Climate change, damage caused by ice and wind, as well as pests, to which forests have been particularly exposed in recent times, make work in forestry even more difficult and require even more expertise and knowledge - certainly not amateurism. This is the reason that as far back as the 18th century it was realized that management of forests required not just a college degree but academic education. In Croatia, this was put to practice in1898, when the Forestry Academy (the present day Faculty of Forestry) was opened as the fourth institution of higher education within the University of Zagreb.A battle against excessive felling should be fought in parts of privately owned forest areas, yet the above groups fail to grapple with this problem. Allow us to be impertinent enough to ask: who are "they" who are not allowed to perform felling operations? Perhaps those who have studied forestry for five years, acquired knowledge of botany, higher mathematics, chemistry, meteorology, plant anatomy and physiology, pedology, dendrology, dendrometrics, silviculture, ecology, forest planning, forest protection and other fields, and who have, when receiving their degrees of graduate engineers of forestry, pledged to adhere to expert forestry principles in their work? Such professionals are then lectured by those who have "googled" something about forestry and who have gained their knowledge of forestry at weekend outings in forests. We would welcome with open arms their expert advisors, which they claim there are many, to finally come out and engage in public debates. We would expect from these groups to support us in opposing the move to cut down on non-market forest function fees, which are used to finance the construction of fire breaks, fire suppression, reforestation of burnt areas and demining areas. Obviously, they prefer these fees to be "pushed" into parafiscal levies. While the Croatian government expects from the company Croatian Forests Ltd to pay into the state budget, the German government invests 500 million euro into the recovery of forests, since over 110,000 ha of forests dried only last year.We have nothing against making city areas green, but this should be carried out in a planned manner, both as regards the choice of areas and the choice of tree species, taking into account their ecological and biological requirements. Planting anything and anywhere, as seen from the initiative, is irresponsible both for the area and for the plant.Editorial Board
U legitimiranju komunističke vlasti u Hrvatskoj/Jugoslaviji nakon Drugog svjetskog rata važnu ulogu imale su i tradicionalne institucije zakonodavne, izvršne i sudbene vlasti. Njihovo oblikovanje u Federalnoj Državi/Narodnoj Republici Hrvatskoj započelo je 1943. te je nastavljeno do donošenja Ustava NRH 18. siječnja 1947., kojim dobivaju ustavnu potvrdu. U odnosu na njihove ustavne pozicije, u dosadašnjim istraživanjima poslijeratnog političkog sustava u Hrvatskoj zaključeno je da su stvarnu vlast i monopol odlučivanja imala najviša tijela KPJ, tj. KPH. Pri tome stvarni položaj i uloga središnjih državnih tijela u funkcioniranju političkog sustava vlasti u Hrvatskoj nakon 1945. do sada nisu sustavno istraženi te se ovim radom daje doprinos na tom području. Prezentiraju se rezultati istraživanja organizacije i djelovanja Sabora NRH u sustavu vlasti u Hrvatskoj u razdoblju formalnog federalizma i stvarnog centralizma (1945. – 1953.). Postavljeno je više istraživačkih ciljeva: odnos između njegova formalnog ustavnog (de iure) i stvarnog (de facto) položaja u sustavu vlasti, ustroj, sastav, zakonodavna djelatnost i druge funkcije, odnosi s KPH/SKH i republičkim institucijama vlasti, te utjecaj njegova djelovanja na svakodnevni život stanovništva. Njegova organizacija i djelovanje uspoređeni su s organizacijom i djelovanjem Narodne skupštine FNRJ, institucija zakonodavne vlasti drugih jugoslavenskih republika, te drugih država u kojima je bila uspostavljena komunistička vlast, ponajprije Ruske Sovjetske Federativne Socijalističke Republike (RSFSR) i Saveza Sovjetskih Socijalističkih Republika (SSSR). Postavljeno je nekoliko hipoteza koje su istraživanjem i potvrđene: ustavni položaj vrhovnog tijela državne vlasti u Hrvatskoj Sabor NRH nije ostvarivao u praksi; bio je organiziran po uzoru na Narodnu skupštinu FNRJ; njegova zakonodavna djelatnost nije uključivala stvarnu raspravu, već samo formalno normiranje prethodno definiranih političkih ciljeva i ideja KPH/SKH; u Saboru NRH nije bilo pluralizma političkoga mišljenja; građani su se obraćali Saboru NRH prvenstveno s ciljem ostvarivanja osobnih prava, ponajprije socijalnih. Osnovne metode korištene u istraživanju su kritička analiza izvora i komparativna metoda. Rezultati su prezentirani kombinacijom tematskog i kronološkog pristupa, a u pojedinim poglavljima sistematizirani su u obliku grafičkih i tabličnih prikaza. Doktorskim radom daje se doprinos boljem poznavanju institucija i političkog sustava vlasti FD/NRH u razdoblju 1945. – 1953. Istraživanje može biti poticaj sličnim istraživanjima i u drugim bivšim jugoslavenskim republikama. Omogućuje se usporedba s političkim sustavima vlasti u drugim europskim državama u kojima je bila uspostavljena komunistička vlast. ; The important role in legitimising the communist system of government in Croatia/Yugoslavia after the Second World War was played by the traditional institutions of legislative, executive and judicial government. Their organization in Federal State / People's Republic of Croatia began in 1943, and continued until the Constitution of the People's Republic of Croatia adoption on 18th January 1947, which gave them constitutional confirmation. As the supreme state governing institutions were declared People's Republic of Croatia's Parliament and its Presidium; Government of the People's Republic of Croatia was declared as the supreme executive and administrative governing institution, and Supreme Court of the People's Republic of Croatia was declared as the supreme judicial institution. In relation to their constitutional position, in previous researches of post-war political system in Croatia, was concluded that the real authority and decision-making monopoly had the highest body of the Communist Party of Yugoslavia, ie. Communist Party of Croatia. In doing so, the actual position and the role of republic governmental institutions in the communist system of government in Croatia after 1945 haven't been systematically researched, and this doctoral thesis makes a contribution in this scope. The doctoral thesis presents the results of researching the organisation and activity of People's Republic of Croatia's Parliament during the period of formal federalism and actual centralism (1945 – 1953). The aim is to explain the realation between the constitutional and actual position of the Parliament in the communist system of government, its structure, composition, legislative activity, relations with the Communist Party of Croatia/League of Communists of Croatia and republic governmental institutions, as well as the influence of its activities on everyday lives of the population. Parliament's organisation and activity is also compared to the organisation and activity of the National Assembly of Yugoslavia, as well as with legislative institutions of the former Yugoslavian republics and other European states with established communist rule, primarily Russian Soviet Federative Socialist Republic (RSFSR) and Union of Soviet Socialist Republics (USSR). A number of hypotheses are confirmed by research: the constitutional position of the supreme state governing institution, Parliament of the People's Republic of Croatia didn't achieve in practice; it was organized on the model of the National Assembly of Yugoslavia; its legislative activity didn't include the actual debate, but only a formal adoption and promulgation of pre-defined political goals and ideas of the Communist Party of Croatia/League of Communist of Croatia; in People's Republic of Croatia'a Parliament, there wasn't pluralism of political opinion; citizens addressed the Parliament, primarily with the aim of solving personal problems, especially social. Main methods used in research were critical analysis of resources (notably original, unpublished archival documents) and comparative method. The research results are presented by a combination of thematic and chronological approach. In certain chapters, they are systematized in the form of graphical and tabular overviews. Doctoral thesis is structured as follows. In the first, introductory chapter are explained the research topic, main goals, hypotheses and scientific contribution, methodology, as well as literature and resources used in the research. The chapter gives an overview of the previous researches relevant to the topic, and the classification of legislatures in such researches. The second chapter gives an overview of the Yugoslav/Croatian communist system of government and the position of legislatures in this system in theory. There are explained the main characteristics of the then revolutionary ideology of the ruling Communist Party, as well as formal constitutional provision. They are compared with the main characteristics of the Soviet communist system of government. It also gives an overview of the classical Marxist theory about the state, government and legislatures, and demonstrates how it was used in the writings and speeches of Yugoslav theoreticians and politicians. The third and fourth chapter give an overview of the People's Republic of Croatia's Parliament organization and activity in practice, divided into two chronological periods: until the adoption of the People's Republic of Croatia's Constitution in January 1947, and thereafter up in 1953. The fifth, concluding chapter, summarizes the main research results. Chapter six contains several appendixes: the results of parliamentary elections in Croatia 1946, 1947 and 1950; a list of councilors, ie. representatives in State Anti-fascist Council for the National Liberation of Croatia and in People's Republic of Croatia's Parliament 1943 – 1953; a list of members of the Presidium of the Parliament of the People's Republic of Croatia 1945 – 1953; a list of representatives from Croatia in Constituent Assembly of the Democratic Federal Yugoslavia / National Assembly of the Federal People's Republic of Yugoslavia 1945 – 1953; a list of laws adopted by the National Assembly of the Federal People's Republic of Yugoslavia 1946 – 1953; a list of tables and figures used in doctoral thesis). Seventh chapter contains a list of sources and literature used in the research. Doctoral thesis contributes to better understanding of institutions and the political system of government in Croatia in the period 1945 – 1953. Comparative approach in the presentation of research results, gives a contribution to knowledge of the political system of government and central governing institutions in the former Yugoslavia, as well in the other former Yugoslavian republics. At the same time, it can be a impulse for similar researces in those states. It also enables comparation with the political systems of government and legislatures in other European states with established communist rule. Through the analysis of the influence of its activities on everyday lives of the population, it gives contribution to the history of everyday life in communist Croatia and Yugoslavia.
RIJEČ UREDNIŠTVANegativna medijska kampanja usmjerena protiv šumara, a posebice na predstavnike trgovačkog društva Hrvatske šume d.o.o., traje neprestano već nekoliko godina, a intenzivnije unatrag dvije godine. Sve je eskaliralo nedavno aferom s vjetroelektranom Krš-Pađene. Mediji su se brže-bolje natjecali tko će više oblatiti pojedinačne i kolektivne vinovnike događaja. Temeljem paušalnih analiza zamjeralo se Hrvatskim šumama svašta, od privremenog neplaćanja šumskog doprinosa gradovima i općinama (u vrijeme kompletnog zastoja države uvjetovanog epidemijom koronavirusa ta namjenska sredstva ionako nitko nije mogao trošiti na izgradnju i održavanje šumskih cesta) do pripreme podizanja kredita za likvidnost tvrtke, koja je u sklopu pomoći pristala na produljenje roka plaćanja drvne industrije za isporučenu sirovinu sa 60 na 100 dana od dana izdavanja računa za sve isporuke od početka 2020. godine. Primjedbe na korištenje valjda najpoznatijega parafiskalnog nameta u Hrvata za usluge općekorisnih funkcija šuma ne treba ni spominjati, jer nema bitnijeg poduzetnika ili bilo kojeg političara koji u cilju pomoći gospodarstvu ne spomene smanjenje ili ukidanje toga. Laicima nije ni poznato da su Hrvatske šume svojim kriznim planom u potpunosti izbacile ovaj način financiranja gospodarenja šumama za 2020. godinu. U vrijeme korona krize to su vjerojatno bili najispravniji poslovni potezi u cilju sačuvanja vlastite zaposlenosti, zaposlenosti kupaca i dobavljača, kao i likvidnosti tvrtke. Koga to zanima kad čitatelje zanimaju negativne vijesti i afere. Većini njih također nije poznato da se šumarstvo uvijek u kriznim vremenima pobrinulo samo za sebe, ali i za druge koje je nosilo na svojim plećima. U svim krizama šumarstvo je pomagalo drvnoj industriji, pa i otpisivalo dugove u raznim državama i uređenjima koji su vladali na našem prostoru, ali i snosilo posljedice objektivnih i subjektivnih poslovnih rizika aktera u drvnom sektoru.Moć objavljenih tekstova na mrežnim stranicama i društvenim mrežama je velika. U kratkom vremenu dopire do velikog broja čitatelja. Većina tekstova objavljuju se kao bombastični naslovi i podnaslovi. Čitanjem sadržaja tek upućenijem čitatelju je jasno što ne odgovara istini. Obično se prema kraju članka sadržaj ublažava, ali to pročitaju najuporniji čitatelji, dok im u percepciji ostaju negativne informacije iz naslova i s početka teksta. Na društvenim mrežama javljaju se mnogi od pojedinaca do udruga, a dosta njih i anonimno te pisanjem svojih komentara stvaraju negativno ozračje o šumarskoj struci. Čitajući brojne napise stječe se dojam da su šumari jedan od većih problema Lijepe naše.Bolji poznavatelji prilika priznat će da je šumarstvo uz poljoprivredu nositelj opstanka preostalih ruralnih krajeva. Šumarstvo koje je najzastupljenije u ruralnim i manje razvijenim područjima osigurava egzistenciju zaposlenicima Hrvatskih šuma, zaposlenicima brojnih izvoditelja radova u šumarstvu te tvrtki i obrta u drvnom sektoru, posredno svima koji prodaju svoje proizvode drvnim tvrtkama, a čuvar je najvećeg dijela ekološke mreže Republike Hrvatske. Kroz zaštitu šuma i šumskih zemljišta od požara na krškom području važna je karika sačuvanja bioraznolikosti države, ali i kulise koja pomaže hrvatskoj grani gospodarstva od posebnog interesa – turizmu. U vrijeme Domovinskog rata šumarstvo je umjesto države gradilo i ceste kako bi povezalo dijelove Republike Hrvatske, gdje su nekada stanovnici putovali preko susjednih do matične države.U dragoj nam Hrvatskoj domovini danas postoji osam nacionalnih parkova i 11 parkova prirode u kojima je većina temeljnih fenomena šuma. Zaštita prirode u biti je sačuvana područja preuzela na upravljanje od šumara. Da se na tim područjima nije gospodarilo uz šumarske postulate i s ekološkim obzirom, ne bi se danas dičili s parkovima kao što su Plitvička jezera, Risnjak, Sjeverni Velebit ili Mljet. U krškom dijelu Hrvatske, gdje se nalazi većina zaštićenih parkova, nikad nije nestalo šume upravo zbog dva i pol stoljetnog gospodarenja s njom. Današnje generacije se ne sjećaju izgleda šuma u prijašnjim razdobljima. Većina najvrjednijih šuma hrasta lužnjaka posječena je kompletno između 1820-ih i 1920-ih godina. Danas stasaju nove generacije tih uzgojenih šuma koje su u biti proizvod hrvatskih šumara. Nakon Drugoga svjetskog rata sjeklo se količinski skoro kao i danas, jer nije bilo drugih resursa pa se država obnavljala i dolazila do potrebnih financijskih sredstava. Uz sve to zahvaljujući mudrosti i radu više generacija šumara, današnja je pokrivenost države pod šumama 44 posto, a sa šumskim zemljištima i 49 posto. Nažalost, većina javnosti ne može shvatiti pojam vječnih šuma koje nisu stalno u istoj dobi, jer jednako kao i druga bića imaju svoje razvojne stadije. Njihova vječnost se proteže kroz slijed generacija šume. Sječa starih zrelih šumskih sastojina preduvjet je nove generacija šume kojoj se svi iskreni šumari najviše vesele, jer je uspješno napravljena smjena generacija i sačuvana opstojnost šume na istoj površini. Taj prijelaz je u nizinskim šumama vidljiviji, no postoje i gorske šume na kojima se tako očiti prijelaz ne vidi, pa to i promatračima manje upada u oko.Neupućeni ili zlonamjerni ne znaju ili zaboravljaju na desetljetne pritiske ponajprije na državno šumarstvo radi pogodovanja pojedincima i tvrtkama u cilju podizanja nekad više maslinika i vinograda, a danas više gradnji vjetroelektrana i pašarenja na obraslim i neobraslim šumskim zemljištima. Hrvatski šumari baštine pojam potrajnog gospodarenja, pojma danas poznatijeg kao održivo gospodarenja, kojim su se borili da se površine pod šumom ne smanjuju. Tako, ako se u funkciji razvoja kojemu se nitko pametan neće protiviti ako je održiv i racionalan, negdje i krče šume radi prenamjene odobrene prostornim planom, smanjena površina pod šumama se nadoknađuje podizanjem nove šume na drugom mjestu. Koliko god se državno šumarstvo najčešće smatralo kočničarem razvoja, ono je zapravo bilo branitelj zakonskog djelovanja, dok su često pa i danas neki investitori, ali i državne institucije, vršili pritisak ubrzavajući proceduru u svoju korist bez pravne podloge. Hrvatske šume d.o.o. sa svim svojim prednostima i manama samo su dio slike koju danas imamo u Republici Hrvatskoj. Način kadroviranja i upravljanja jednak je kao i u ostalim javnim poduzećima i trgovačkim društvima u većinskom državnom vlasništvu. Kao u svakoj struci postoje previdi i pogreške, ali postulati hrvatskoga šumarstva su isprobani i dokazani kroz više od 250 godina. Današnje manje kvalitetne izvedbe u pojedinim šumama posljedica su raznih faktora i ne razlikuju se od pogrešaka koje se u svim djelatnostima događaju (zar se djelomično pogrešno ne obavi operacija, sagradi zgrada ili sastavi stroj?). Čak i u recentnom slučaju s vjetroelektranom Krš-Pađene Hrvatske šume d.o.o. pozitivno su odradile svoju zadaću naplatom duga investitoru za služnost ') INSERT INTO slTekst VALUES('202002290',2,'HR','u iznosu prema pravilniku važećem u vremenu pokretanja investicije. Hrvatske šume većinom su u svom djelovanju između čekića i nakovnja, s jedne strane pritisak korisnika drvne sirovine za što većom sječom i proizvedenom i plasiranom količinom ili korisnika prostora preko služnosti ili zakupa, a s druge strane sve veći pritisak za zaštitom staništa i jedinki što usložnjava i poskupljuje proizvodnju.Resorno ministarstvo, koje osim što je krajem 2011. godine prvi put nakon 1919. godine ispustilo u svom imenu naziv šumarstva, uz taj simbolički čin postalo je maćeha vlastitom čedu, budući resorni ministar/ministrica kao jednočlana skupština trgovačkog društva Hrvatske šume d.o.o. svojim nalozima prema upravi toga Društva djeluju u korist svih aspiranata na sve vrste proizvoda i usluga iz šume i šumskoga zemljišta. Tako se najvrjedniji trupci prodaju po dogovornim cijenama, koje već dugi niz godina nisu usklađene s tržišnim, čak ni s manje razvijenim susjednim zemljama, ogrjevno drvo i drvni ostaci se prodaju po dugogodišnjim ugovorima, bez obzira na promjene tržišnih uvjeta, a neobraslo šumsko zemljište, čak i tartufi, moraju se prepustiti svakome tko zaželi, čak i ako se ne pridržava zakonske regulative.Hrvatsko šumarsko društvo učestalo ističe politizaciju cijeloga sustava kao jedan od najvećih problema našega društva. Politike mijenjaju kompletne Uprave društva, garnirane s većom ili manjom kvotom uhljeba, svake četiri godine, a ponekad i u kraćim terminima. Tako postavljena vodstva dužna su provoditi naloge te iste politike, pa bile one i protuzakonite. Na taj se način tvrtke, kao u našem slučaju Hrvatske šume d.o.o., povlače po medijima kao kriminalne organizacije, ili se čak protiv njih organiziraju javni prosvjedi. Kako se pritom osjećaju zaposlenici, naše kolege koji s ljubavlju i odgovorno obavljaju svoj posao, možemo naslutiti?Prateći sva zbivanja postoji bojazan da se ne priprema teren kako bi se državne šume dale u koncesiju nakon što se trgovačko društvo Hrvatske šume proglase nesposobnim za upravljanje. Na brojnim primjerima poznato je kako koncesije uglavnom donose samo eksploataciju bez ulaganja u šume. Većina europskih država bogatih šumama imaju jake svoje državne tvrtke za gospodarenje državnim šumama i čuvari su tih šuma, ali i prostora kao i života na njima.Svrha ovoga teksta nije obrana bilo koga unaprijed, jer o nečijoj nevinosti i krivnji odlučivat će institucije kojima je to posao. U državi gdje se vode mnoge besplodne rasprave, koje se većinom tiču prošlosti, treba početi racionalnije sagledavati sadašnjost i ne povoditi se za huškačkom histerijom. Potrebno je popuštati okove politike i prepuštati struci da radi ono što najbolje zna, a to je u šumarstvu gospodarenje šumama i šumskim zemljištima. Uredništvo ; EDITORIALThe negative media campaign directed against foresters, and particularly against the representatives of the company Croatian Forests Ltd, has been going on for several years and has gained in intensity in the past two years. It all escalated recently with the scandal concerning the wind power plant Krš-Pađene. The media rushed to smear individual and collective entities involved in the event. Based on impromptu analyses the company Croatian Forests was criticised for all kinds of things, including temporary non-payment of forest contributions to cities and municipalities (at the time when the state was at a complete standstill due to the coronavirus epidemics these earmarked funds could not be spent on the construction and maintenance of forest roads anyway), as well as raising a loan to boost the company's liquidity. Namely, the company agreed to extend the payment period of the wood industry for the delivered raw material from 60 to 100 days from the date of issuing the invoice for all deliveries from the beginning of the year 2020. Let us not even mention all those remarks on the use of probably the most well-known parafiscal levy in Croatia related to non-market forest functions. There is not one entrepreneur or politician who has not requested the reduction or abolition of this levy as a way of helping the economy. Lay people are not even aware of the fact that the crisis plan of Croatian Forests envisages complete elimination of this form of financing forest management for 2020. At the time of the coronavirus crisis these are probably the best business moves aimed at preserving employment in the company, employment of the customers and suppliers, as well as the company's liquidity. But who wants to read about this when negative news and scandals are much more interesting? Most people do not know either that at times of crises forestry has always taken care not only of itself but also of others dependent on it. In all crises forestry has helped the wood industry, written off debts of various states and political systems reigning in these areas, but also borne the consequences of objective and subjective business risks of those working in the wood sector.The power of the texts published on websites and social networks is enormous. They reach large numbers of readers in a very short time. The majority of the published texts feature bombastic headlines and sub headlines. Only when the whole text is read does it transpire what is the truth and what is not. Usually the content of an article is softened towards the end, but the whole article is read only by the most persevering reader, while the majority retain only the negative information from the headlines and the beginning of the text. Social networks are full of individuals and associations whose comments, often anonymous, create a negative image of the forestry profession. All these comments give an impression that foresters are one of the biggest problems of Our Beautiful Homeland.Those better acquainted with the situation realize that forestry and agriculture are the pillars of survival in the remaining rural areas. Forestry, which is most represented in rural and less developed areas, provides a livelihood for employees of Croatian Forests, employees of numerous contractors in forestry and companies and crafts in the wood sector, and indirectly of all those who sell their products to wood companies. Forestry also guards and cares about the largest part of the ecological network in the Republic of Croatia. By protecting forests and forestland from fires in karst areas it forms an important link in the conservation of biodiversity in the state, but also creates a setting which helps the Croatian economic branch of particular interest - tourism. During the Homeland War it was forestry professionals who constructed roads needed to connect parts of the Republic of Croatia at the time when residents had to travel through neighbouring countries in order to reach their home country.In our beloved homeland there are eight national parks and eleven nature parks in which forests constitute the basic phenomena. Basically, nature conservation has taken over the preserved areas for management from foresters. If these areas had not been managed according to forestry postulates and ecological considerations, we would not be able to boast of parks such as Plitvice Lakes, Risnjak, North Velebit and Mljet. In the karst part of Croatia, where the majority of protected parks are located, forests have never disappeared thanks to two and a half century long forest management. Present day generations do not know what forests looked like in earlier periods. The majority of the most valuable forests of pedunculate oak were completely cut down between the 1820s and 1920s. Today we witness the growth of new generations of managed forests, which are essentially the product of Croatian foresters. After World War Two the quantities of forests that were cut down almost equalled present day quantities because there were no other resources and the state needed the necessary financial means for rebuilding and renovation. Moreover, thanks to the wisdom and hard work of several generations of foresters, the present forest cover in Croatia amounts to 44 percent and forestland to 49 percent. Regrettably, most people do not comprehend the concept of eternal forests, which are not always of the same age, because just like other beings they have their development stages. Their eternity extends through generations of forests. Cutting down old, mature forest stands opens the door to a new generation of a forest, and all foresters rejoice in it because it testifies to a successful change of generations and the survival of the forest in the same area. This transition is visible in lowland forests, but there are also mountain forests in which such an obvious transition is not striking, so it is less noticeable to observers.Those less well informed or malicious do not know about or close their eyes to decades of pressures on the state forestry. These pressures are aimed at enabling individuals and companies to receive different benefits: in the past it was olive groves and vineyards, today it is the construction of wind power stations and grazing in vegetation-covered or bare forest areas. Croatian foresters staunchly adhere to the concept of sustainable management, under which they fight against reducing forested areas. Thus, if forests are sometimes cut down for conversion purposes as regulated by spatial plans, reduced forested areas are immediately replaced with new forests in another place. Although state forestry has often been thought as a hindrance to development, it has in fact defended lawful activities in circumstances in which some investors, as well as state institutions, have exerted pressure by speeding up the procedure in their favour without any legal basis. ') INSERT INTO slTekst VALUES('202002290',2,'EN','The company Croatian Forests Ltd, with all its strengths and weaknesses, is only a part of the overall picture in the Republic of Croatia. Personnel recruitment and management is the same as in other public companies and state-owned companies. Just like in any other profession, there are omissions and mistakes, but one things is always the same: the postulates of Croatian forestry have been tested and verified for over 250 years. Present-day activities of lesser quality in some forests are the consequence of various factors and they do not differ from mistakes taking place in all other professional spheres (is not it true that sometimes a surgical operation may go wrong, or a building can be poorly constructed or a piece of machinery badly assembled?). Even in the most recent case of the Krš-Pađene wind power station, Croatian Forests Ltd have done their homework well by collecting the debt to the investor for easement in the amount according to the regulations valid at the time of starting the investment. In most of its activities Croatian Forests Ltd are between the hammer and the anvil: on the one hand, there is constant pressure by users of wood resources for more felling and more produced and sold quantities, and on the other, there is growing pressure to protect habitats and species, which all makes production more complex and more expensive. The relevant ministry, in addition to dropping the word forestry from its name at the end of 2011 for the first time after 1919, has also become an evil stepmother to its own child, since the line minister, as a one-member assembly of the company Croatian Forests Ltd, by his/her orders to the Company management acts to benefit all aspirants to receive all kinds of products and services from forests and forestland. Thus, the most valuable logs are sold at negotiated prices which have for years been out of touch with market conditions, fuel wood and wood residues are sold under long-term contracts regardless of changed market conditions, and bare forest land, and even truffles, must be given over to anyone who wants them, even if legal regulations are not complied with. The Croatian Forestry Association frequently points out that politicization of the entire system is one of the biggest problems of our society. Entire company managements are changed by politics every four or fewer years and nepotism is an inherent part of the system. Managements installed by politics in this way are forced to carry out the orders of the same policies, even if they are illegal. This is how companies, in our case Croatian Forests Ltd, are dragged through the media as criminal organisations; even public protests are organized against them. Can we even guess how the employees, our colleagues who do their jobs responsibly and lovingly, feel?All these events raise fears of the terrain being prepared for giving state forests for concession after the company Croatian Forests is declared incapable of forest management. There are many examples of concessions generating exploitation of forests without any investments in them. The majority of European countries with abundant forest areas have strong state companies which manage and guard state forests, their areas and the life in them.This text does not aim to defend anybody in advance: someone's innocence or guilt will be decided on by relevant institutions. In the state in which fruitless debates about the past are held, it is time to turn to the present in a more rational manner and not succumb to harangues and hysteria. Politics should loosen its grip and leave it to the profession to do what it knows best: in the case of forestry, it is the management of forests and forestland.Editorial Board
Tijekom druge polovice dvadesetog stoljeća, a posebice tijekom posljednjih nekoliko desetljeća, naša iskustva i razumijevanje obitelji i rodnih uloga znatno su se izmijenili. Pojave nezamislive našim djedovima i bakama danas su znatno vidljivije i društveno prihvatljive: razvod, ponovno sklapanje braka nakon razvoda, izvanbračna zajednica, eksperimentalni odnosi, homoseksualni brakovi ili partnerstva sa ili bez djece, jednoroditeljske obitelji, demokratskiji odnosi između roditelja i djece, zaposlenost žena, očev dopust itd. Osim povećane varijacije u obiteljskim oblicima i promijenjenih odnosa unutar obitelji, znanstvenike u području društvenih znanosti zanimaju i druga pitanja koja utječu na svako društvo na makro-razini, kao što su na primjer broj djece u obitelji ili pitanje stopa fertiliteta i starenja društva. Dok su prije dvadeset ili trideset godina važna pitanja povezana s obiteljskim životom uključivala zaposlenost žena i posljedice zaposlenosti žena za obitelj, danas je žarište premješteno na ravnotežu između posla i privatnog života i usklađivanje posla i obiteljskog života, zajedno s rodnim ulogama u obiteljima i kućanstvima. Još uvijek važno pitanje za obitelji i istraživanja unutar društvenih znanosti, pitanje plaćenog posla žena produbljeno je pitanjima o rodnim ulogama, raspodjeli moći unutar kućanstava u odnosu na plaćeni posao, o neplaćenom kućanskom radu, odgovornosti za skrb i dodatnoj rodnoj jednakosti u obje sfere rada. Složenija analiza ovih promjena, osim što koristi opće procese modernizacije kao okvirni kontekst, trebala bi isto tako uzeti u obzir mjere socijalne politike, politiku zapošljavanja i promjenjive uvjete na tržištu rada. Znanstvenici u području društvenih znanosti posebno su zainteresirani za međukulturalne varijacije kako bi razumjeli i objasnili međusobne poveznice i promjene. Iz tog razloga tema obitelji i izmijenjenih rodnih uloga istraživana je u četiri kruga unutar Međunarodnog programa društvenih istraživanja (International Social Survey Programme - ISSP). Prvi modul pokrenut je 1988. godine, drugi 1994. i treći 2002. godine. Odabrani podatci iz posljednjeg ISSP modula (provedenog u Hrvatskoj 2013. godine) temelj su za analize u radovima koji su uključeni u ovaj tematski broj Revije. International Social Survey Programme (ISSP) International Social Survey Programme - ISSP (Međunarodni program društvenih istraživanja) najstarije je kontinuirano godišnje međunarodno istraživanje u području društvenih znanosti. Članovi istraživačkog programa su istraživačke organizacije diljem svijeta, od kojih svaka predstavlja jednu zemlju. Od 2005. godine Institut za društvena istraživanja predstavlja Republiku Hrvatsku u ovom projektu. ISSP obuhvaća niz tema koje su važne za društvene znanosti (uloga vlade, društvene nejednakosti, nacionalni identiteti, vjera, zdravstvo, radne orijentacije, državljanstvo, okoliš, društvene mreže, slobodno vrijeme i sport) i nameće stroge standarde anketnog istraživanja kako bi se riješile poteškoće koje su svojstvene međunarodnom anketnom istraživanju. Od skromnih početaka 1984. godine, ISSP se razvio te danas uključuje 48 zemalja članica, koje su odgovorne za provođenje ISSP istraživanja na svom području svake godine. Godišnje teme ISSP istraživanja razvijaju se tijekom nekoliko godina, pod nadzorom izabranog pododbora, te se unaprijed testiraju u različitim zemljama članicama. Na godišnjem plenarnom sastanku raspravlja se o upitniku koji se koristi u svim zemljama te se finalizira isti. ISSP istraživanje posebno je usmjereno na razvojna pitanja koja su: 1) smislena i relevantna za sve zemlje i 2) koja se mogu izraziti na ekvivalentan način na svim relevantnim jezicima. ISSP baza podataka, smještena u bazi podataka za društvena istraživanja GESIS Leibniz Institut u Kölnu, priprema paket podataka koji je slobodno dostupan. Mnoge navedene teme ponavljaju se u redovitim razmacima (neke od njih tri ili četiri puta), što omogućuje istraživačima proučavanje međunacionalnih varijacija i promjena tijekom vremena. ISSP označava nekoliko novosti u području međunacionalnog istraživanja. Prvo, suradnja između organizacija je rutinska i kontinuirana. Drugo, trajna suradnja istih institucija čini međunacionalno istraživanje temeljnim dijelom agende nacionalnih istraživanja svake zemlje sudionice. Treće, ISSP načela zahtijevaju da se sve institucije članice uključe u razne faze planiranja i kreiranja modula istraživanja i svaki član ima pravo glasa u odlučivanju. Četvrto, kombinirajući metodologiju ponavljanja u vremenskim razmacima i međunacionalnu perspektivu, koriste se dva moćna istraživačka alata za proučavanje društvenih procesa. Teme modula iz 2012. godine Obitelj i promjenjive rodne uloge uključuje: rodnu ideologiju; stavove prema ženskoj zaposlenosti tijekom životnog ciklusa; stavove prema braku; organizaciju dohotka u partnerskoj zajednici; rodnu podjelu kućanskih poslova; podjelu kućanskih poslova – pravičnost i sukob; moć i odlučivanje u partnerskoj vezi; sukob posao-obitelj; rod, skrb i socijalna politika; stavove prema djeci; model obitelji u vezi s favoriziranom i stvarnom podjelom plaćenog i neplaćenog rada uključujući upravljanje vremenom u kućanstvu; alternativne oblike obitelji. Pregled članaka Odabrani podatci u tri rada u ovom broju (djelomično ili isključivo) bave se četvrtim krugom ISSP istraživanja Obitelj i promjenjive rodne uloge iz 2012. godine. Iako se ne temelji na ISSP podatcima, četvrti rad s jedne strane uklapa se u temu modula i temu ovoga broja, a s druge strane nudi i međugeneracijsku usporedbu i psihosocijalnu perspektivu. Dok tri rada obrađuju nacionalnu (hrvatsku) razinu analize, Ivana Dobrotić i Tanja Vučković Juroš nude međunacionalnu (europsku) perspektivu u radu naslovljenom Tko bi trebao financirati rani predškolski odgoj i obrazovanje? Višerazinska analiza 24 zemlje. Autorice istražuju učinak čimbenika na individualnoj i državnoj razini na stavove o financiranju ranog predškolskog odgoja i obrazovanja, a posebno istražuju utječe li socijalizacija u određenom režimu socijalne države na stavove o odgovornosti države u pogledu predškolskog odgoja i obrazovanja. Autorice isto tako istražuju objašnjava li bolje tipologija socijalnih režima koja je više usmjerena na obiteljsku politiku varijacije u stavovima prema ranom predškolskom odgoju i obrazovanju u različitim državama. Njihovo najvažnije otkriće je da alternativna Leitnerova tipologija "vrsta familijalizma" bolje objašnjava varijacije u stavovima o predškolskom odgoju i obrazovanju u različitim državama nego što to čini klasična Esping-Andersenova tipologija. Stoga naglašavaju važnost programatskog pristupa u analizama stavova socijalne države koji povezuju javnu podršku specifičnim socijalnim programima s njihovim jedinstvenim značajkama. U svojem radu Uvjerenja o rodnoj podjeli roditeljskih dopusta i značajke povezane s njima Ivana Jugović istražuje stavove o roditeljskom/porodiljnom dopustu i čimbenike koji objašnjavaju takve stavove u hrvatskom kontekstu. Kao prediktore tih stavova istražuje rodne razlike, uvjerenja o rodnim ulogama, socio-demografske podatke, pohađanje vjerskih obreda, vrstu radne organizacije i nejednakosti u dohocima partnera. Rezultati pokazuju da su stavovi o rodnim ulogama jedini statistički značajan prediktor. Što manje ispitanici vjeruju da bi rodna podjela poslova trebala biti podijeljena na tradicionalan način, to je veća vjerojatnost da će podržavati ravnomjernu podjelu dopusta između roditelja. Autorica smatra da je teorija rodne ideologije prikladnija za objašnjavanje stavova o rodnoj podjeli roditeljskog dopusta u usporedbi s teorijom vremenske alokacije. Zaključuje da do pomaka prema podržavanju korištenja dopusta na rodno ravnopravniji način vjerojatno neće doći sve dok stavovi o rodnim ulogama općenito ne postanu ravnopravniji. Napisan iz perspektive filozofije roda, treći rad U ime oca: rasprava o (novom) očinstvu, njegovim pretpostavkama i preprekama, autorice Ane Maskalan, spada u pionirske radove o očinstvu u hrvatskom kontekstu. Autorica započinje od temeljnih pojmova otac i očinstvo i njihovih doslovnih i simboličkih značenja, te daje kratki povijesni pregled kombiniran s odabranim teorijama o očinstvu. Autorica pronalazi prikladni kontekst za istraživanje modernog očinstva u povijesnoj povezanosti između očinstva, muškog identiteta i političke moći gdje tradicionalne odrednice muškosti, kao što su agresivnost i emocionalna distanciranost predstavljaju glavne prepreke ispunjavajućem i pozitivnom odnosu otac-dijete. O tom se odnosu djelomično raspravlja u okviru koncepta jednako roditeljsko partnerstvo, što ne ukazuje samo na nove oblike očinstva, nego isto tako i na nove oblike muškog identiteta. Analizirajući podatke o vrijednostima i praksama hrvatskih muškaraca i žena u pogledu skrbi o djeci iz istraživanja ISSP 2012 o obitelji i promjenjivim rodnim ulogama, autorica zaključuje da iako je došlo do brojnih pozitivnih promjena, pred hrvatskim društvom još je dugačak put do ravnopravnog roditeljstva i rodne jednakosti. Isto tako smatra da je važno uočiti da se očinstvo, kao predmet političke i pravne kontroverzije, ne može i ne smije razmatrati neovisno od širih rodnih pitanja povezanih s majčinstvom, socijalnim položajem muškaraca i žena, kao i socio-ekonomskim pretpostavkama očinstva i majčinstva. U svome radu Realizacija participatornih prava djece i psihosocijalna prilagodba djeteta: stavovi djece i roditelja Nina Pećnik, Jelena Matić i Ana Tokić Milaković nude zanimljivu međugeneracijsku perspektivu koristeći reprezentativne uzorke učenika sedmih razreda (trinaestogodišnjaka) i njihovih roditelja. Analizirale su percipiranu realizaciju prava djeteta na skrb, zaštitu i participaciju unutar modernih hrvatskih obitelji, veze između realizacije participatornih prava i dječje percepcije demokratske klime u njihovim obiteljima, kao i neke pokazatelje psihosocijalne prilagodbe djece. Autorice su koristile podatke o mjerenju realizacije prava djeteta unutar obitelji, upravljačkom stilu u obitelji, samopoštovanju, samokontroli, problematičnom ponašanju i djelotvornosti otpora. Oko polovice djece izvješćuje o potpunom poštivanju njihovih prava da slobodno izraze svoja mišljenja i ideje, kao i pravo da utječu na donošenje odluka koje utječu na njih. Procjene »upravljačkog stila« u njihovima obiteljima pokazuju da više od četvrtine djece doživljavaju svoje obitelji kao diktature, anarhije ili post-revolucionarne države. Autorice su povezale veću realizaciju participatornih prava s doživljavanjem vlastite obitelji kao demokracije, s višim samopoštovanjem djeteta i manje problematičnih ponašanja, sa češćim odupiranjem vršnjačkom pritisku da konzumiraju sredstva ovisnosti (cigarete, alkohol), kao i s roditeljskim opažanjem o većoj samokontroli djeteta. Roditelji, u usporedbi sa svojom djecom, pokazuju tendenciju precjenjivanja razine ispunjenja dječjih prava na zaštitu fizičkog integriteta, dostojanstva, sudjelovanja u odlučivanju i primanju brižne skrbi. Naposljetku, željela bih zahvaliti svim autoricama koje su doprinijele ovom tematskom broju i tako proširile naše znanje o promjenama u obitelji i rodnim ulogama u Hrvatskoj, ali i općenito. Isto tako, ovom bih prilikom željela potaknuti istraživače u Hrvatskoj da češće koriste ne samo modul Obitelj i promjenjive rodne uloge, nego i druge ISSP module u svojim analizama. Gošća urednica tematskoga broja: Dinka Marinović Jerolimov ; During the second half of the twentieth century and especially over the past few decades our experience and understanding of family and gender roles has changed remarkably. Phenomena unthinkable to our grandparents nowadays are much more evident and socially acceptable: divorce, remarriage after divorce, cohabitation, experimental relationships, homosexual marriages or partnerships with or without children, single parent families, more democratic relations between parents and children, women's employment, paternity leave etc. Besides the increased variation in family forms and changed relationships inside the families, social scientist are interested in other issues that affect every society at the macro-level such as for instance the number of children in families or the issue of fertility rates and greying societies. While twenty or thirty years ago the important question concerning family life included women's employment and its consequences for the family, today the focus is more on work-life balance and how to reconcile the work and family life, together with gender roles in families and households. Still relevant both for the families and social science research, the question of women's paid job is widened with the gender roles, power distribution within the households with respect to paid work, unpaid household work, care responsibilities and furthermore, gender equality in both spheres of work. More complex analysis of these changes, besides using a general modernization processes as the framing context, should take into account social policies, employment policies and changing labour-market conditions as well. Social scientists are particularly interested in cross-cultural variations in order to understand and explain these interconnectedness and changes. That is the reason why the theme on family and changing gender roles has been researched in four waves within the International Social Survey Programme (ISSP). The first module was run in 1988, the second in 1994 and the third in 2002. Selected data from the last 2012 ISSP module (fielded in Croatia in 2013) are basis for analysis in articles included in this thematic issue of the journal. About the International Social Survey Programme (ISSP) The International Social Survey Programme (ISSP) is the oldest continuing annual cross-national research within the social sciences. Its members are survey organizations from around the world, each representing one nation. Since 2005 the Institute for Social Research in Zagreb has been represented Republic of Croatia in the project. The ISSP covers a range of topics important within the social sciences (the role of government, social inequality, national identities, religion, health, work orientations, citizenship, environment, social networks, leisure time and sports) and implements rigorous standards of survey research in order to address the difficulties inherent in multinational survey research. Since its modest beginning in 1984 ISSP has grown to include 48 members, each of whom are responsible for the ISSP surveys being implemented in their country each year. The annual topics for ISSP surveys are developed over several years, led by an elected sub-committee (drafting group) and pre-tested in various member countries. The annual plenary meeting then discusses and finalize the questionnaire which is fielded in all countries. The ISSP research concentrates especially on developing questions that are: 1) meaningful and relevant to all countries, and 2) can be expressed in an equivalent manner in all relevant languages. The ISSP data archive situated in GESIS Data Archive for the Social Sciences at Leibnitz Institute in Köln prepares a combined dataset that is freely available. Many listed topics are repeated at regular intervals (some of them even three or four times), allowing researchers to examine cross-national variations and changes over time. ISSP marks several new departures in the area of cross-national research. First, the collaboration between organizations is routine and continual. Second, the on-going collaboration of the same institutions makes cross-national research a basic part of the national research agenda of each participating country. Third, ISSP principles require that all member institutions be involved in various phases of planning and designing survey modules, and each member has a say in decision making. Fourth, by combining a cross-time methodology with a cross-national perspective, two powerful research designs are being used to study societal processes. Topics of the 2012 module Family and changing gender roles include: gender ideology; attitudes and behavior on female employment over the life-cycle; attitudes towards marriage; organizing income in a partnership; gendered division of household work; sharing of household work - fairness and conflict; power and decision-making within partnership; work-family conflict; gender, care, and social policy; attitudes towards children; model of families concerning preferred and actual division of paid and unpaid work including time management in household; alternative family forms. Although not based on the ISSP data, the fourth article fits into the theme of the module and the thematic issue as well, offering on the other hand intergenerational comparison and psychosocial perspective. While three articles cover national (Croatian) level of analysis, Ivana Dobrotić and Tanja Vučković Juroš offer the cross-national (European) perspective in their article Who Should Finance Childcare? Multilevel Analysis of 24 Countries. They examine the effect of the individual and country-level factors on the childcare financing attitudes, particularly whether socialization in a particular welfare regime influences attitudes about the state's responsibility related to childcare. The authors also investigate whether a more family-policy-nuanced categorisation of welfare regimes better accounts for the cross-country variations in childcare attitudes. Their most important finding is that the alternative Leitner's "Varieties of Families" typology better accounts for the cross-national variations in childcare attitudes than the classical Esping-Anderson's typology. Therefore they emphasise the importance of a programmatic approach in the welfare state attitudes analysis which links the public support for specific social programs to its unique characteristics. In her article Beliefs about the Gender Division of Parental Leave and Characteristics Associated with Them Ivana Jugović explores attitudes about paternal/maternity leave and factors explaining these attitudes in Croatian context. As predictors of these attitudes she examines gender difference, gender-role beliefs, socio-demographics, church attendance, type of working organization and partners' income disparity. Results show the gender-role attitude as the only statistically significant predictor. The less the respondents believe that the gender division of labour should be traditionally divided, the more likely they are to support equally shared leave between parents. Author finds the gender ideology theory more applicable in the explanation of attitudes about the gender division of parental leave compared to time-allocation theory. She concludes that shifts towards supporting gender egalitarian leave take-up will most likely not occur until attitudes towards gender roles in general become more egalitarian. Written through a philosophy of gender perspective the third article In the Name of the Father: A Discussion on (New)Fatherhood, its Assumptions and Obstacles by Ana Maskalan is among pioneer works on fatherhood in Croatian context. Author starts with the basic concepts of father and fatherhood and their literal and symbolic meanings, together with a short historical overview combined with selected theories of fatherhood. The appropriate context to examine the modern fatherhood author finds in historical interdependence of fatherhood, masculine identity and political power where traditional determinants of masculinity, such as aggressiveness and emotional detachment represent a major obstacle to a fulfilling and positive father-child relationship. That relationship is partially discussed in relation to the concept of equal parental partnership, implying not only the new forms of fatherhood, but the new forms of masculine identity as well. Analysing the data on values and practices of Croatian men and women regarding childcare from ISSP 2012 survey on family and changing gender roles, author concludes that, although many positive changes have been made, Croatian society has got a long way to go to reach both equal parenting and gender equality. Also, she finds important to note that as a subject of political and legal controversy fatherhood cannot and must not be considered independently of the wider gender issues regarding motherhood, social status of men and women, as well as socio-economic assumptions of both fatherhood and motherhood. Ninoslava Pećnik, Jelena Matić and Ana Tokić Milaković in their article Fulfilment of the Child's Participation Rights in the Family and the Child's Psychosocial Adjustment: Children's and Parents' Views offer an interesting intergenerational perspective using the representative samples of seventh grade students (thirteen-year-olds) and their parents. They examined perceived fulfilment of the provision, protection and participation rights of the child within contemporary Croatian families, the links between participation rights fulfilment and children's perception of a democratic climate in their families, as well as some indicators of children's psychosocial adjustment. Authors used data on measures of the child's rights fulfilment in the family, family governing style, self-esteem, self-control, behaviour problem, and resistance efficacy. Approximately half of the children reported full respect of their right to freely express their opinions and ideas, and to influence decision making that affects them. Assessments of the 'governing style' in their families reveal that, over a quarter of children see their families as dictatorships, anarchies, or post-revolutionary states. Higher participation rights fulfilment Pećnik et al. find linked with perceiving own family as a democracy, child's report of higher self-esteem and fewer behaviour problems, more frequently resisting peer pressure to use substances (cigarettes, alcohol), as well as with parent's report of greater child's self-control. Parents, in comparison to their children, tend to overestimate the level of fulfilment of children's rights to protection of physical integrity, dignity, participation in decision-making and to receiving loving care. Finally, I wish to thank all authors who contributed to this thematic issue and widened our knowledge on changes in family and gender roles in Croatia but in general as well. Also, I encourage social scientist in Croatia to use in their analysis not only the module Family and changing gender roles but other ISSP modules as well more frequently.
