Since the first election policy was enacted simultaneously, it does not mean that it does not have potential problems, instead it causes other problems, which require extra time and energy in doing recapitulation. Simultaneous elections consist of presidential elections, DPR elections, Provincial DPRDs, City / Regency DPRDs, DPD, the more they are elected, the more influential is the time of voting and the time of vote recapitulation. The longer the voting time is done by the voters, the longer the recapitulation time. The longer time of recapitulation results in the fatigue of KPPS members which triggers inaccurate work and prone to manipulation and fraud so that it can damage the quality of elections. This study aims to determine the estimated time needed for voting for ballots in elections using the Multilayer Perceptron Artificial Neural Network (ANN) approach. The resulting time estimate is based on the time of the voter in the voting booth. The results of this study indicate that ANN with the Multilayer Perceptron Algorithm can calculate the estimated time required for ballot balloting by producing the best combination of learning parameters with 4 hidden neurons, learning rate 0.001, and 2000 epoch iterations resulting in an RMSE value of 108,015 seconds.

The purposes of this research is to find out how effective policy of District Regulation about fee / contribution of District Market now prevail in Market Unit that is managed by PD Pasar Surya. Type of this research is policy research and social implementation study cases characteristic. Primary data is gained by closed and opened questionnaire from merchant and employee, also interview with PD Pasar Surya Management. Secondary data is gained from economy sector and PD Pasar Surya.First finding shows that District Regulation Policy about contribution/ Pasar Daerah fee have been implemented by PD Pasar Surya have predicate very effectively successfull. Second finding of PD Pasar Surya expect there are supra-means such as District Regulation Policy or other policy forms that is more moderate as a basic to improve corporation works. Third finding shows there are 4 (four) District Regulation that nomenclature District Degree II City Government Surabaya based on UU RI Number 5 Year 1974, and 1 (one) DPRD Decision Surabaya City Number 42 Year 2000 still based on Law RI Number 22 Year 1999 that in not valid. It is expected the result of this research could give usefully recommendation such as action plan as a solution toward there are policy matter (policy problem) that is felt by PD Pasar Surya Management especially due to effectivity of contribution District Regulation/ Pasar Daerah fee, that is needed for improvement of PD Pasar Surya strategy management, in order to improve its resource.
The development of the television industry in Indonesia began in 1962; Intensity of competition in this industry began in 2000 and 2001, with the emergence of several private television stations that have special characteristics. Furthermore, emerging new television station broadcasting from the TransTV, Lativi, Trans7, GlobalTV and Metro. In 2013 and 2014 appeared new television station like Bloomberg, CNN Indonesia, which uses the brand which has been established and has a reputation in the field. This study could broaden the understanding of the meaning of an organization's reputation and gain whatever can be produced from a good reputation. The research was conducted at the organization Trans Media. The first phase of the study was to conduct inductive theory building. Target sample in this study was the informant who has sufficient competence and capabilities related to the issues. The main data sourced from the implementation of semi-structured interviews with two types of informants: managers who have responsibility for managing programs of TV shows, and the board of directors or commissioners who will provide direction for the management of the overall TV. The result of the research lead to the conclusion that the Trans Formation based on the concept of national metropolitan television. To maintain its reputation, Trans consistently presenting quality broadcasts in accordance with their values, namely anti-mainstream, educate, and inspire. The establishment of the organization's reputation in the form of a proposition in the form of a model with three components, namely Trans formers reputation, strategy, reputation formation and passage of reputation.
This paper reveals that the public administration of Tomanurung at Kedatuan Luwu that appeared in the XI-XV century has been implementing democracy model of government. Despite the model of that democratic government was not exactly same with democracy right now, but it's interesting that people in the government as supporting traditional communities have been able to devise a system of government where the people have a hand in determining the model or system of government. Supporting community has reached the stage of thinking that people have the right communities in making decisions that can change their lives through the representation of all groups. Community of Tomanurung at Kedatuan Luwu without the outside influences hase dispensing system of democratic governance. Democracy interpreted to allow citizens to participate, either directly or through representatives in formulating and developing the system of government. So, democracy of kedatuan Luwu take the last model of democracy that democracy is understood to allow citizens to participate through representatives.

The role played by the United Nations not only focus on peacemaking efforts with the mediator between Indonesia and Timor Leste freedom fighters, but also in peacekeeping and peacebuilding programs such as peacekeeping operations and the development of economic, political, social and cultural. It is worth noting that the success achieved was due to the revolutionary strategy to evolve the role of the United Nations which is associated in an ad hoc institution with the specific mandate of these institutions. The formation of an ad hoc institution that makes the implementation of the program becomes more focused. Politically, these institutions have managed to map the needs, plans and steps needed to create peace in East Timor. Indeed the success of the strategy process and the United Nations in East Timor could be a recommendation for a model United Nations peacekeeping operation in the world.

Abstract COVID – 19 is an unprecedented occasion that forces every state to adapt to the current changes in the dynamics of international relations. The impacts that are given by the Pandemic are not only on the health aspects, but also give the spillover effects to some aspects, such as economy and social, as the result of the closed-border policy and the restrictions policy on trading. By that means, the holistic and comprehensive approaches are needed to tackle the pandemic. Furthermore, Global Health Diplomacy is considered as one of the instruments or means to tackle the impacts of it. Notwithstanding, there are some states which implement the Me First Policy, especially at the beginning of the Pandemic. Abstract The idea of democracy dates back to ancient Greece in the 4th century BC, the City State implemented a Democracy system that involved the community in making political decisions, where the area of the city was actually small and the population was entitled to vote for approximately 300 thousand people. Montesquieu set up a system that can guarantee the political rights of the people (trias politica), which is a system of separation of powers within the state into legislative, executive and judicial powers, each held by a different person.Democracy as a system has been used as an alternative in various social and state activities in several countries. There are two reasons for choosing democracy as a social and state system.First, almost all countries in the world have made democracy a fundamental principle. Secondly, democracy as a principle of state has essentially provided direction for the role of the community to organize the State as its highest organization. Therefore, true knowledge and understanding of citizens is needed about democracy.Carrying out democracy means straightening the intention to uphold the rights of others in opinion and accepting a different opinion or view in public requires common sense, because only by activating common sense can the potential to arrive at a substantial democracy will be realized.A democracy can be said to fail if it experiences a deadlock or stagnation in the process. Maintaining or caring for democracy in a country is not easy. There are a number of things that need to be considered so that the political order of a country's democracy remains on track, namely in accordance with the rule of law and the constitution and democratic values.
