We examine the division of countries according to their political attitude towards Russia after the launch of a special military operation in Ukraine and the introduction of large-scale sanctions, and illustrate the importance of sanctions and political attitude to Russia for countries' exports there with the available statistical data. The countries are clustered by their participation in sanctions pressure on Russia and voting on six UN resolutions condemning Russia's actions. Except for hostile countries, we distinguish three groups of friendly countries — "cautious" (voting for UN resolutions), "wavering" (non-systematic voting), and "sympathetic" (voting against resolutions or ignoring them). According to mirror data on foreign trade with Russia, most countries which increased their exports to Russia in 2022 belong to the "sympathizers" group. Relying on the evidence from the EU and China, we demonstrate that imports of sanctioned goods are redistributed more actively than other imports. We list major products which imports were redistributed successfully or unsuccessfully.

According to the authors of the article, works of fiction that introduce shocking ideas into aesthetic reality fit into the general contemporary discourse of the extreme. Literary texts marked by the extreme are based on the principles of taboos violation which are expressed in the space of creativity as an invasion of forbidden topics, a rethinking of the concept of good and evil, a deviation from the norm of any type (from moral and ethical to linguistic). The material for the analysis is the modern Ural writers' works of various genre-generic forms: a book of poems "The Gospel of Lucifer" by A. Vavilov (2019), a novel "Department" by A. Salnikov (2018), a play "Claustrophobia" by K. Kostenko (2003). The paper shows how the category of the extreme manifests itself at all levels of the text: from problem-thematic (total alienation from traditional norms of life, identity crisis) to specific methods of world modeling associated with the image of the impaired consciousness of a modern person (zoomorphic code, dead-end space, obligatory motives of aggression) and linguistic extremism, based on prison and militaristic vocabulary, on taboo lexical units of the body bottom. Despite genre-generic difference of the works selected for the analysis, there is a similarity of the methods of depicting modern reality and the worldview of a person within the framework of everyday life combined not only by the extremely unusual (i. e., extreme) but also beyond the limits of the allowable and permissible. This poetics includes a lot of grotesque methods of amplification and redundancy with the help of which the recognizable features of modern reality are sharpened and depicted. © 2020 Institute of History and Archeology of the Ural Branch of RAS. We examine export and import prices for Russian commodities relative to world prices during 2002—2011 across aggregated and disaggregated commodity groups. We also propose an aggregated export price competitiveness index as a tool of monitoring quality dynamics and a composite price competitiveness rating by commodity groups.

В статті розглянуто засади реформування публічного управління в Україні, починаючи з 1991 року і охоплюючи період її незалежності, наголошується на необхідності розгляду питання трансформації судової гілки влади в контексті становлення та розвитку публічного управління. Судова гілка влади за різноманітними показниками є певним показником розвитку системи державного управління в цілому, на основі чого визначається досягнення країною демократичних цінностей та рівні її розвитку як правової держави. Метою статті є дослідження особливостей реформування судової системи в контексті становлення публічного управління України. Визначено основні історичні етапи проведення реформування, систематизовано особливості кожного з них, проаналізовано нормативно-правові засади як передумови реформування системи публічного управління та судової системи, визначені основні здобутки та значення для подальшого розвитку, окреслено засади для розвитку системи судоустрою та судочинства. Також розкрито питання адміністративних реформ в контексті удосконалення публічного управління. В результаті проведеного дослідження було виділено та надано характеристику чотирьом етапам становлення та реформування судової системи України: 1991 – 1996 роки (до прийняття Конституції України) – етап становлення основних засад судоустрою та судочинства України; 1996-2014 роки, позначається трансформацією судової системи; 2014 – 2020 роки, початок судової реформи; 2021 – і по т.ч. - розбудова сучасної моделі судової гілки влади з ліквідацією застарілих форм управління та поява нових організаційних структур в цій системі в умовах війни. Зроблено висновок про те що діяльність виконавчої гілки влади найбільше потребувала реформування, що пов'язано з прийняттям відповідних програм. Водночас реалізувати більшість із них на практиці було складно, тим більше, що це стосувалося й інших сфер суспільного життя, зокрема, судової системи. Актуальним напрямом дослідження є визначення особливостей сучасного етапу реформування та трансформації судової системи в умовах воєнного стану.

The article deals with the peculiarities of human resources management in the judicial system of Ukraine in recent years, defines the role of the State Judicial Administration in these procedures and the implementation of policies in the field of personnel support and regulation of courts, makes a comparative analysis of statistical indicators of personnel in the judicial system, based on the main trends in reducing personnel, identified problems of staffing courts with appropriate specialists, the need to establish the maximum number of courts and discrepancies between the necessary indicators and real data regarding the personnel of Ukrainian courts. Attention was also paid to issues of personnel management under martial law. The purpose of the article is to determine the main trends and directions of personnel management in the judicial system of Ukraine during the period of transformation and reform. As a result, the author made conclusions regarding the identification of trends and challenges in the modern conditions of personnel management of the judicial system of Ukraine.
Studying the current state of personnel management in the judicial system allows us to identify several trends that have a significant impact on the quality and efficiency of court work. First, there is the issue of the liquidation of courts, which began in 2017 and the associated procedure of reducing staff: in most of these appeal courts, financial issues were not settled, which caused the continuation of payments in the form of judicial fees without exercising powers, when a person received money for unfinished work. Secondly, there were cases when judges did not pass a qualification assessment and were not transferred to newly formed courts or were in the process of appealing decisions of the Supreme Court of Ukraine of Ukraine, and the mechanisms for settling disputed issues in the process of liquidation with those employees who were in social vacations.

The paper estimates capacity utilization rate in Russian manufacturing. We also propose the way of building continuous time series of production capacity and analytical indicators used to describe the basic characteristics of production capacity. The data comes from statistical form No. 1-Natura-BM of Russian Federal State Statistics Service. Our findings about trends and structural characteristics of production capacity are shown to be significant for economic policy.
