'Im folgenden Bericht, in dem ein russischer und ein deutscher Autor die Beziehungen zwischen Rußland und Europa analysieren, geht es weniger um die vieldiskutierte, doch oft reichlich abstrakte Frage: 'Ist Rußland Teil Europas?' Im Vordergrund stehen vielmehr die nach den Umbrüchen entstandenen Konzeptionen, wechselseitigen Perzeptionen und konkreten Ansätze für eine Partnerschaft. Die Beiträge wurden vor dem offenen Ausbruch der tiefgreifenden Wirtschafts- und Finanzkrise in Rußland vom Herbst 1998 verfaßt, deren Folgen für die Beziehungen Rußland-Europa allerdings berücksichtigt. Die Autoren sind der Ansicht, daß diese Beziehungen in ihren Grundzügen, Interessen und Perspektiven über die Krisenperiode hinaus ihre Gültigkeit behalten werden.' (Textauszug)

'Im Vorfeld der Präsidentschaftswahlen in Rußland entwickelte Brüssel eine Reihe von Initiativen, um noch vor Ratifizierung des 'Vertrages über Partnerschaft und Kooperation' zwischen der EU und Rußland die Beziehungen möglichst eng zu gestalten und dem Wahlkämpfer Jelzin den Rücken zu stärken. Bei allen Problemen im Verhältnis zu Rußland - genannt sei beispielsweise Moskaus Vernichtungskrieg in Tschetschenien - schien ein Sieg Jelzins für die Partnerschaft vorteilhafter als ein Erfolg des linksnationalistischen Blocks um KP-Chef Sjuganow. Denn während eine Wiederwahl Jelzins die Perspektive für weiteren Wandel in Richtung auf Konsolidierung und Stabilisierung eines reformorientierten Rußland sowie auf partnerschaftliche Zusammenarbeit mit dem Westen wenigstens offenzuhalten versprach, schrecke für den Fall eines Sieges Sjuganows die Aussicht auf neue ideologische Richtungskämpfe, auf politisch-ökonomische Instabilitäten und auf eine Verschärfung antiwestlicher Akzente. Die Ergebnisse der Richtungswahl zeigen, daß Rußland für weiteren Reformwandel und damit für eine Partnerschaft zumindest offenbleibt. Der vorliegende Bericht untersucht Chancen und Probleme in den Beziehungen zwischen der EU und Rußland, wobei er sich auf amtliche Dokumente beider Seiten sowie auf Analysen aus Wissenschaft und Publizistik stützt.' Vor dem historischen Hintergrund unterscheidet sich das russisch- deutsche Verhältnis radikal von früheren Perioden: Deutschland und Rußland - die extremen Kräfte von rechts und links in Moskau ausgenommen - haben in bilateralen und internationalen Dokumenten das Konzept einer antiwestlich und antiliberal ausgerichteten "besonderen Mission" überwunden, bekennen sich gemeinsam zu den Werten und Prinzipien europäischer Kooperation und sehen die bilateralen Beziehungen als ergänzende und stabilisierende Elemente gesamteuropäischer Zusammenarbeit. Für Rußland ist dabei von besonderer Bedeutung, in Deutschland einen tatkräftigen Anwalt für seine Einbeziehung in europäische und internationale Organisationen zu finden. Der Tschetschenienkrieg, die russischen Ansprüche gegenüber Staaten der GUS und die Ablehung einer Osterweiterung der Nato durch Rußland wirken sich jedoch negativ auf das russisch-deutsche Verhältnis aus.
