In yesterday's blog, my colleague David Hearne, provided some Insights into the notion that leaving the EU has been driven by a desire to embrace a different regulatory framework than that of the EU. This has been particularly evident with the distinct EU emphasis on "social partnership" between capital and labour, and the promulgation of law upholding consumer, worker and environmental rights. That is, for "Brexiteers", the UK should embrace a more market-oriented deregulatory economy, as purportedly typified by the "US model". For many in this camp, the short-term costs of Brexit are deemed to be worth it for the longer term gains that realignment of trade and production would offer the UK economy.

The EU Regional Policies, which starts at the local and regional level, however, shows that Europe is also a concrete construction. The files for EU funds, although it is often tedious, requires local and regional authorities to adopt a proactive and conscious approach and opt for an approach based on cooperation and partnership. Many politicians therefore consider that cohesion policy has helped to bring Europe closer to the citizens, giving the European project a more palpable face. We are currently experiencing a lack of continuity in the relations between the EU and Russia and the countries of the Eastern Partnership. The war in Ukraine is part of a process of slipping away and collapse of the European neighborhood - the Mediterranean Sea via the Balkans to Eastern Europe, including Russia, the circle of instability to Europe closes. This process has an endemic character that draws its driving force from the social and political tensions that emerged after the collapse of the USSR. The New East formed not only against, but also next EU-Europe, and thus shows the irrelevance of both the EU Common Foreign and Security Policy and the European perspective of a postmodern world. This article suggests that an inherent duality of poverty-reduction goals and security objectives now typifies EU development policy. The EC is attempting in Janus fashion to incorporate seemingly oppositional dynamics into its development policy, with the result that development policy itself now operates more robustly as official EU foreign policy. Both outcomes may be observed in the 2005 Amended Cotonou Partnership Agreement and the 2006 Development Consensus. While adhering to the original development objective of poverty reduction, the CPA represents an apparent break from poverty-reduction policies established in the 2000 CPA. The rise of politicized and especially securitized principles have had unsettling effects on the objectives of EC development policy while enhancing the impact of EU foreign policy.

The European Union maintains a strategic partnership with Russia & seeks to maintain privileged relations with its neighbours in the east. Increasingly, Russian & EU interests are colliding in this neighbourhood. Moscow assesses the Neighbourhood Policy as an attempt to displace Russia from the region & has an allergic reaction to democratisation. But it would be wrong for the EU to reduce its engagement in this realm. Brussels must be prepared to assume more responsibility. Democracy & market economics, not the region's geo-political reorientation, should have priority. In this way, the neighbouring countries could keep their ties with Russia. & Russia could no longer suspect the EU of pursuing a policy according to the rules of a null-sum game. The EU-NATO relationship has rightly been characterised as a 'frozen conflict'. With formal cooperation between the two organisations remaining highly restricted in scope, achieving a genuine strategic partnership has been fraught with difficulties. The seriousness of the problem is illustrated by ongoing diplomatic efforts seeking to lift Turkey's veto over the implementation of EU-NATO cooperation agreements ahead of the deployment of European Security and Defence Policy (ESDP) police missions alongside NATO military operations in Afghanistan and Kosovo. So what exactly is this 'frozen conflict' and what are the implications for the EU and NATO, both politically and 'on the ground'? Moreover, what can and should be done to move beyond the current impasse?

This report provides a case study for the development of sustainable energy lending in Ukraine. It reviews the macro-economic and political context for green investments in Ukraine, before looking in more detail at the role and capacity of the banking sector. The study is part of a wider OECD project promoting access to private finance for green investments in the EU Eastern Partnership (EaP) countries, and follows on from a regional assessment undertaken in 2015. This work forms part of the "Greening Economies in the European Union's Eastern Neighbourhood" (EaP GREEN) programme, which aims to support the six Eastern Partnership countries to move towards a green economy by decoupling economic growth from environmental degradation and resource depletion.

An integrated approach of EU-African humanitarian interventions, which states that partnership-intervention in the name of human rights is linked to humanitarian failure, due to isomorphic & intervener-centric mechanisms. Considering interdependence & the further globalization of the world the author proposes 1) a real effort for pluralism on a global scale (equality of cultures & societies); 2) turning the political will to intervene into a juridical obligation, supported by clear criteria & real capabilities. Partnership aspects should be preserved & reinforced to legitimate EU's intervention, & not just financial donations. For this, interveners should be re-educated on the principles of sovereignty & self-determination as inalienable rights. This article explains the differing nature of UK government & European Commission approaches to partnership, drawing on the "competing models of capitalism" debate. Comparative studies have typically considered the impact of the same institutional arrangements across different territories -- the "study of identical seeds sown in different plots" (Putnam 1993, p. 7). However, this article is concerned with the study of different seeds sown in the same small plot: an area within the city of Sheffield. The different approaches to partnership enshrined in UK & EU regeneration program documents structure different prospective outcomes. However, regeneration program requirements must be understood as "incomplete contracts" &, as such, policy implementers play a key role in shaping policy outcomes. 27 References. The EU-China relationship is entering a period of readjustment. On the one hand, the US-China trade war has forced China to seek closer alignment with the EU, and on the other hand, the EU has chosen a more proactive approach to tame China's global and regional assertiveness. The European readjustment has been particularly noticeable in areas like connectivity, investment and 5G. China has noticed the European change of attitude and relates it to European uncertainties and misinterpretation of China's development. While the new European leadership was supposed to meet their Chinese counterparts in 2020 and work out a new modus operandi, the global coronavirus pandemic has exacerbated underlying tensions in the relationship. A comprehensive deepening of the EU-China strategic partnership looks unlikely and cooperation is expected to be increasingly selective.
