Matengo Githae & Associates were appointed to undertake an assessment of the Annual Capacity Programme Assessment (ACPA) as part of the Kenya Devolution Support programme of the Ministry of Devolution Programme. The ACPA process started in June 2016 when the participating counties conducted the Self-Assessment exercise. The process was guided by the National Government technical team that was inducting county government on participation of the KDSP. The self-assessment forms the basis of capacity building plans for FY 2016/17. It is based on the development of these capacity building plans that county government will qualify to receive the C&P Grant in FY 2016/17. The assessment was carried out in the forty seven counts in all the areas of the tool except for the ones that were supposed to be subjected to the year 2 funding. This mainly affected MPC 5 on the investment menu. The synthesis report analysed the performance of the Counties in all areas of Minimum Access Conditions, Minimum Performance Conditions and the Performance Measurement. The assignment technically covered all the three areas of the tool though it's noted that the Minimum Access Conditions had already been assessed and as such were not actually reviewed. The details of the two levels of the assignment the Minimum Performance Conditions and the Performance Measures form the basis of the report. The assessment as mentioned in this document was geared towards enhancing the County government capacity to respond to the support that they are to receive from the World Bank as part of the Capacity Performance for Grant.

Speed is an asset in computer technology, but not necessarily in law. The new technologies of the twentieth and twenty-first centuries have inevitably raised new legal questions; all too often, the response to these new legal challenges is a hastily enacted federal statute. If the Internet allows children access to pornography, we enact the Communications Decency Act ("CDA"). Commercial concerns about cyber-authenticity prompt the Electronic Signatures in Global and National Commerce Act ("E-SIGN"). Are cybersquatters creating domain name problems? We've got a law for that, too. These are just a few of the quick fixes driven by a perceived need to address new legal problems arising from new technologies. But many of these perceived "crises" could actually have been resolved by previously established law. The common law and judicial interpretation of existing statutes were working towards a solution--or had reached one-when the new statute threw a monkey wrench into the works. Each of these federal statutes has serious flaws, some of which arise because the statute short-circuited the common law's traditional method of dealing with new problems. The Communications Decency Act has already fallen; in its haste, Congress failed to appreciate the statute's constitutional implications. This Article argues that both E-SIGN and the Anticybersquatting Consumer Protection Act (ACPA), while not unconstitutional, are similarly shortsighted. More broadly, I suggest that, at least in the context of new computer technology, allowing time for incremental judicial responses is often superior to instant legislative solutions of a global nature.

Here we examine the potential of BR in generating rheumatoid factors (RFs) and anti-citrullinated peptide antibodies (ACPA) in patients with BR alone and in patients with BR and RA (BRRA). Methods: We studied 122 patients with BR alone, 50 BRRA, 50 RA without lung disease, with 87 asthma and 79 healthy subjects as controls. RFs were measured by an automated analyzer, and ACPA using CCP2. Fine specificities to citrullinated α-enolase (CEP-1), citrullinated vimentin (cVim) and fibrinogen (cFib) with their arginine control peptides (REP-1, Vim and Fib) measured by ELISA. Results: In the BR patients 39% were ever smokers compared to 42% of the controls. Serum samples from BR patients had an increased frequency of RF (25%; p< 0.05) and 5% to CCP2, 7% to CEP-1, 7% to cVIM (all p=ns) and 12% cFib (p <0.05). There was also a corresponding increase in antibodies to the arginine-containing control peptides in the BR patients; REP-1, 19% (p< 0.01) and Vim, 16% (p<0.05), demonstrating that the ACPA response in BR is not citrulline-specific. Lack of citrulline specificity was further confirmed by absorption studies. In BRRA all ACPA specificities were highly citrulline-specific. Conclusion: Bronchiectasis is an unusual but potent model for the induction of autoimmunity in RA by bacterial infection in the lung. Our study suggests that in the early stages of tolerance breakdown, the ACPA response is not citrulline-specific, but becomes more so in those patients with BR that develop BRRA. ; Arthritis Research UK ; European Union ; IMI project BTCure ; 7th Framework Programme project Gums and Joints

Using the 1944 work of E. G. Williamson, then president of ACPA, this essay provides historical and comparative analysis of campus efforts surrounding student-veterans. Emphasis is placed on Williamson's five efforts, which alerted colleges to the immediate needs of veterans returning from the Second World War and enrolling in college. The current work applies Williamson's five efforts to contemporary higher education and the military students enrolled therein. Recommendations for practice are offered.
