The article deals with Turkish foreign policy in the Middle East. The author has analyzed main tendencies of Turkish foreign policy over the last fifteen years. Major directions of this country foreign policy strategy in the Middle East have been identified. The author has focused on the peculiarities of American-Turkish, Turkish-Syrian, Turkish-Iranian and Turkish-Russian relationships in the context of mutual cooperation. The foreign policy of Turkey is oriented to stabilization of the situation in the region. Along with it, Turkey performs security functions in the region especially in the context of war in Syria. The author made accent on political, military, economic aspects of cooperation and relationships between Turkey and regional as well as world actors during the above mentioned period. Analysis of multilateral relationships was made in the light of war in Syria. Important factors that reduce effectiveness of foreign policy course were identified. Turkish foreign policy activity as a mediator in solving regional problems was described. Active participation of Turkey in the Syrian war was highlighted in the article. ; В статті розглянуто зовнішню політику Туреччини на Близькому Сході. There is a growing emphasis on endogenous processes, utilizing regional assets, institutions and knowledge and promoting intra-regional links via cluster policies as the key to regional economic success in a global political economy. It is acknowledged that innovation, competitiveness, clusters, networks, and top quality are key shibboleths in the plans which present long-term future visions for the regions. The author is crafting a research that could measure regional performance in political, socio-economic, societal and environmental aspects with respect to regionalization processes, regional security and regional transformation. Rather than using European Union as the standard from which to explain all other cases of regionalization, or excluding European Union altogether in theorizing attempts, author emphasizes that it is important to enhance the comparative regional analysis. Syria like the whole Middle East as we know it nowadays is a state and region of imagination drafted by the colonial Europe after the collapse of the Ottoman Empire. Author defines the concept of postcolonial state of Syria and argues that after the Arab upheaval, Syria as a postcolonial state does not exist anymore. Since the "Arab Spring" Syria got dragged into an ongoing civil war and the Assad regime has refused to go down peacefully. The conflict broke out in 2011 hence the developments in Syria through 2011-2015 are the key interest for the study, however in their analysis author has to take into account the historical context and certain vital developments in Syrian history. Currently, Syrian government is unable to deliver the basic services to its population and thus has been regarded as a failed state. Author analyzes the concept of the failed state, its application in Syrian case and attempts to understand what factors led to the failure of the postcolonial state of Syria. The study builds on an argument that postcolonial state of Syria has failed due to the foundational problems and the failure of the national identity, accompanied with the involvement of external actors, which are further prolonging the conflict. Author tries to examine to what extent have those actors promoted or undermined the failure of the postcolonial state of Syria and further sectarianization of the country. The article analyzes the main policy directions towards Tajikistan, neighboring countries of Central Asia and culturally related to the Tajiks of the Middle East towards Tajikistan. The civil war in Tajikistan between supporters of the country's secular and religious paths of development (1992-1997) caused mixed attitudes and policies on the part of various state, political and religious circles in Afghanistan. However, after it became clear that the struggle between secular and Islamist forces in Tajikistan could destroy the country as such, the culturally and linguistically close to the Tajiks political elite of Afghanistan (B.Rabbani and A.Masood) and Iran (A.Rafsanjani) made significant efforts to end the civil war in Tajikistan as mediators and expressed interest in the sustainable development of Tajikistan. In the 2000s, Iran abandoned attempts to influence Tajik policy in order to promote the establishment of a religious state in Tajikistan, turning to cooperation with the secular Tajik authorities in the economic sphere. Important issues complicating relations between Uzbekistan and Kyrgyzstan and Tajikistan are the construction by Tajiks of large hydropower plants on mountain rivers, which Uzbekistan considers a threat to national security, and unresolved border disputes, which are a source of constant aggravation in Kyrgyz-Tajik. In general, Tajikistan has complex problems of various kinds with most of its neighbors (with Afghanistan - drug trafficking and Islamic influences, with Uzbekistan - water energy, with Kyrgyzstan - border), which prevent bilateral relations to reach a new level of quality. ; У статті аналізуються основні напрямки політики щодо Таджикистану сусідніх країн Центральній Азії та культурно споріднених з таджиками країн Середнього Сходу. Громадянська війна у Таджикистані між прихильниками світського та релігійного шляхів розвитку країни (1992-1997рр.) спричинила неоднозначне ставлення та політику з боку різних державних, політичних та релігійних кіл Афганістану. Однак, після того, як стало зрозуміло, що боротьба між світськими та ісламістськими силами у Таджикистані може зруйнувати країну як таку, культурно та мовно близька таджикам політична еліта Афганістану (Б.Раббані та А.Масуд) та Ірану (А.Рафсанджані) доклала вагомих зусиль для припинення громадянської війни в Таджикистані у статусі посередників та проявила зацікавленість у стабільному розвитку Таджикистану. У 2000-хрр. Іран відмовився від спроб впливати на таджицьку політику з метою сприяння становленню у Таджикистані релігійної держави, перейшовши до співпраці зі світською таджицькою владою в економічній сфері. Важливими питаннями, які ускладнюють відносини Узбекистану та Киргизстану з Таджикистаном є будівництво таджиками великих ГЕС на гірських річках, що в Узбекистані вважають загрозою національній безпеці та невирішені прикордонні суперечки, які є джерелом постійного загострення ситуації на киргизько-таджицькому кордоні. Загалом Таджикистан має складні проблеми різного характеру з більшістю своїх сусідів (з Афганістаном – наркотрафік та ісламіські впливи, з Узбекистаном – водноенергетичні, з Киргизстаном – прикордонні), які перешкоджають виходу двосторонніх відносин на новий якісний рівень.
In this article, author is realized a comprehensive analysis of Middle East policy of the Barack Obama. It was investigated the basic approaches to understanding the principles of the new administration's policy regarding the Middle East, sets out the practical steps for the settlement of regional conflicts, building a common system of regional security; identify some innovative and traditional elements in the policy of B. Obama. Also made preliminary conclusions about the effectiveness of such policies in the Middle East.Throughout the period after the Second World War, Middle East occupies one of the first place in the system of American foreign policy, prioritiesplace, due to economic, military-strategic and political interests of the United States in the region. Also out of the 44-th U.S. President Barack Obama, for whom the stabilization of the situation in the Middle East was the main vector of his foreign policy strategy.The author emphasizes that one of the main goals of his administration was the creation of a new atmosphere in United States' relations with the rest of the world. Also we noticed that Obama's Foreign Policy Concept involves the active using of the «soft power» of the diplomacy, compromise and indicates the policy of neoconservatism, which was based on the export of democracy and conduct an uncompromising struggle against opponents around the world.The author comes to the conclution about the actions of the new American administration aimed at a kind of «reset» between the United States from many countries, particularly with the Muslim world.The practical realization of its objectives in the Middle East Government Obama yet uses a fairly traditional set of tools for the United States, for example, increasing its military presence in the region. ; В статье осуществлен комплексный анализ ближневосточной политики США при президентстве Барака Обамы. Автором были исследованы базовые подходы к пониманию основ политики новой администрации в отношении Ближнего Востока, определены практические шаги по проблеме урегулирования региональных конфликтов, построения общей системы региональной безопасности; выявление в политике Обамы соотношения инновационных и традиционных элементов. Также были сделаны предварительные выводы об эффективности такой политики в регионе Ближнего Востока. ; У статті здійснено комплексний аналіз близькосхідної політики США за президентства Барака Обами. Автором було досліджено базові підходи до розуміння засад політики нової адміністрації, стосовно регіону Близького Сходу, визначено практичні кроки щодо проблеми врегулювання регіональних конфліктів, побудови спільної системи регіональної безпеки; виявлення в політиці Б. Обами співвідношення інноваційних та традиційних елементів. Також, були зроблені попередні висновки щодо ефективності такої політики в регіоні Близького Сходу.
Методологія дослідження. У ході дослідження завдяки методу наукового аналізу встановлено основні форми комунікації правлячих еліт і населення, а завдяки методу наукового синтезу з'ясовано взаємозв'язок між трансформаційними процесами та політичною комунікацією в країнах Близького Сходу.Результати. До недавнього часу теорія комунікації майже не приділяла уваги питанням політичної комунікації на Близькому Сході. Ситуацію змінили процеси, що відбувалися в період так званої «Арабської весни».Серед основних досліджень на тему еволюції процесів політичної комунікації на Близькому Сході можна виділити декілька напрямів. Зокрема, американський дослідник Мухаммед Айіш виділяв пропагандистські публікації в період збройних конфліктів і публікації з вивчення міжнародних новинних потоків. Канадський соціолог і дослідник комунікацій Філіп Говард виділив дослідження, які доводили, що інформаційні та комунікаційні технології (ІКТ) під час подій «Арабської весни» стали фундаментальною інфраструктурою для журналістів і груп громадянського суспільства. Він доводить, що одну з найважливіших ролей під час подій «Арабської весни» відіграли громадські журналісти. Це звичайні люди, які висвітлювали події на місцях, використовуючи свої телефони, щоб фотографувати та відправляти їх на власні сторінки Facebook. Такий спосіб обміну інформацією надав змогу подолати прірву, що відділяла пересічних громадян від досвідчених активістів. А для такої звітності були характерні не лише передачею фактів, але й наповнення емоційною підтримкою в спілкуванні, що допомогло розвинути колективну ідентичність протесту.Проте важливим залишається той факт, що деякі правлячі режими й надалі продовжують маніпулювати народними масами. This is an attempt to analyse contemporary balance in the Middle East region. The main aspects of the formation of its new landscape are the change of the model of «US presence» in the region. Geopolitical competition between global and regional power centres – US, Russia, Iran, Turkey, Saudi Arabia and Israel that leads to new division lines between regional actors to the creation of new alliances and blocks.The D. Trump's decision to remove American troops from Syria became the manifestation of change of the US role in the Middle East region that would have serious geo-political consequences.US are trying to mobilise it allies in the region into anti-Iran coalition with the help of such military-political project as Middle East Alliance. One can see complete approaching of the position of Israel and the number of Arab Gulf countries, but this process faces the unsettled Palestinian problem and Arab public opinion. The Warsaw ministry Middle East conference became a new US attempt to strengthen anti-Iran coalition and to close Israel with the Arab World. ; Аналізується сучасний геополітичний баланс у Близькосхідному регіоні. Варшавська міністерська конференція з питання Близького Сходу стала черговою спробою США зміцнити антиіранську коаліцію та зблизити Ізраїль з арабським світом.
У статті висвітлюється інтеркультурне виховання дітей на заняттях хореографії в країнах Близького Сходу. Як приклад виступає Ліванський театр «Caracalla», що безумовно поєднує в собі вікові традиції аутентичного арабського танцю та сучасні тенденції розвитку світової хореографії. Дається визначення поняття «інтеркультурного» виховання. Обґрунтовується значення та важливість формування основ інтеркультурного виховання, залучаючи дітей до культур інших народів, використовуючи технології віховання засобами хореографії. ; The article highlights the problem of cultural education of the children in the classroom choreography in the Middle East. Lebanese theatre «Caracalla» serves as an example that of course combines the ancient traditions of authentic Arabic dance and the modern trends in the development of the world choreography. The concept of «intercultural education» is defined. The author proves the value and importance of the basic principles of intercultural education, attracting children to other cultures, using technology education by means of choreography. The Arab region has a very high specificity, due to various religious and political faiths, so adaptation of children should be gradual, in this regard, the article reveals the technology of education by means of choreography: 1 phase – adaptation and revitalization; 2 phase – fundamentalization; 3 phase – conceptualization.
The interests and foreign policy strategies of Great Powers in the Middle East are analyzed. The main contradictions and challenges that determine the architecture of the regional system of international relations in the last 50 years are identified. The positions and interests of the United States, Great Britain, France, Russia, and Turkey in the Middle East have been consistently revealed. It is determined that from the last quarter of the twentieth century. in the Middle East, US leadership in defining the political agenda has been established. The US geopolitical strategy in the region is to support strong allied powers (Israel, Egypt, Saudi Arabia), maintain a military presence, and contain the regional ambitions of Turkey and Iran. British strategic interests in the Middle East are to influence oil pricing and the fight against international terrorism. Based on US dominance, London has closely coordinated its position with Washington since the early 1970s, acting as its reliable ally. French foreign policy in the region balances between US interests, its own priorities and maintaining support in the Arab world. The main interests of Paris in the Middle East are the promotion of French companies, the fight against international terrorism, curbing the flow of migrants from the region to Europe. France seeks to maintain a dominant influence in some countries in the region, which in the past were part of its colonial empire (Lebanon, the Maghreb). France's diplomatic strategy includes both bilateral communication and attempts to form informal alliances. Since the early 2000s, Turkey has been actively expanding its influence in the Middle East by increasing trade with them and deploying a military presence. Ankara's goal is to regain significant influence over affairs in the Middle East (neo-Ottomanism) and to become a regional state. In this context, Turkey's interests run counter to American dominance in the region. Participation in Middle Eastern politics is seen by Russian political elites as one of the attributes of a great power. Russia has consistently opposed Western military intervention in the Middle East, believing that such actions undermine the political stability of the region. Американська геополітична стратегія у регіоні полягає у підтримці сильних союзницьких держав (Ізраїлю, Єгипту, Саудівської Аравії), збереженні військової присутності та стримуванні регіональних амбіцій Туреччини та Ірану. Стратегічні інтереси Британії на Близькому Сході полягають у можливості впливати на нафтову цінову політику та боротьбі з міжнародним тероризмом. Виходячи з домінування США, Лондон з початку 1970-х рр. тісно координує свою позицію з Вашингтоном, виступаючи його надійним союзником. Французька зовнішня політика у регіоні балансує між інтересами США, власними пріоритетами і збереженням підтримки в арабському світі. Основними інтересами Парижу на Близькому Сході є просування французьких компаній, боротьба з міжнародним тероризмом, стримування потоку мігрантів з регіону до Європи. Франція прагне зберегти домінуючий вплив у деяких країнах регіону, які у минулому входили до її колоніальної імперії (Ліван, країни Магрибу). Дипломатична стратегія Франції включає як двосторонню комунікацію, так і спроби створення неформальних альянсів. Туреччина з початку 2000-х рр. активно поширює свій вплив на близькосхідні країни шляхом нарощення товарообороту з ними та розгортання військової присутності. Метою Анкари є повернення вагомого впливу на справи на Близькому Сході (неосманізм) та перетворення на регіональну державу. У цьому контексті інтереси Туреччини протирічать американському домінуванню у регіоні. Участь у близькосхідній політиці розглядається російськими політичними колами як один із атрибутів великої держави. РФ послідовно виступає проти військових інтервенцій західних держав у країни Близького Сходу, вважаючи, що такі дії підривають політичну стабільність регіону. Також Москва підтримує регіональні амбіції Ірану на противагу впливу Туреччини та Саудівської Аравії.
