Li Shangyin (813–858), one of the most respected, mysterious, ambiguous and provocative of Chinese poets, lived during the late Tang period, when the glorious Tang dynasty was beginning to decline. It was a time of social riots, political division and painful general insecurity. Li Shangyin is famous as a highly original and committed poet who developed a unique style full of vague allusions and unusual images derived from the literary past (the traditional canon, myths and legends) as well as from nature and personal experience. The second important feature of his poetry is a mysteriousness which finally leads to ambiguity. Ambiguity plays an essential role in most of his renowned poems, and he uses it to superbly connect present and past, reality and fantasy, and history and mythology. Thus, ambiguity and obscurity, respectively, often engender different interpretations among Chinese critics. These interpretations reflect the poems' imaginative qualities, hypotheses and contradictions. Since each interpretive direction emphasizes but a single aspect of the poet's character, it is more fitting to understand his ambiguous poems in symbolic terms. Such understanding entails that the meaning of the poem is not limited to one interpretation; rather, the poem's poetic landscape opens itself up to various interpretations.Li Shangyin is actually most popular for his melancholic love poetry that reveals his ambiguous attitude to love. In this poetry, love is shrouded in a secret message. On the one hand, we can sense his moral disapproval of a secret but hopeless love; on the other, we can sense his passion. This leads to a paradox: the pleasing temptations of an illicit romance also exact a high price. Slovi kot nadvse izviren in angažiran pesnik, ki je razvil svojski slog, nabit z nejasnimi, težko razumljivimi aluzijami in nenavadnimi podobami, ki jih je črpal iz literarne preteklosti, tj. iz tradicionalnega kanona, mitov in legend, ter iz narave in lastnih izkušenj. Druga značilnost njegove poezije je skrivnostnost, ki nazadnje vodi v dvoumnost. Ta igra osrednjo vlogo v večini njegovih pesmi. V njih mojstrsko povezuje sedanjost s preteklostjo, resnično z namišljenim in zgodovinsko z mitološkim. In prav ta dvoumnost oz. nejasnost pogosto poraja njihove različne, na domišljiji, domnevah in protislovjih temelječe interpretacije posameznih razlagalcev. Ker vsaka poudarja zgolj eno plat pesnikovega značaja, je bolj primerno tisto razumevanje Lijevih dvoumnih pesmi, ki temelji na simbolni ravni, ko pesem sočasno pomeni več kot le eno stvar oz. ko razširi in odpre svojo pomensko pokrajino različnim razlagam.Li Shangyin je pravzaprav najbolj znan po svoji melanholični ljubezenski poeziji, ki razkriva njegov dvoumen odnos do ljubezni, zavit v skrivno sporočilo. Na eni strani je mogoče čutiti njegovo moralno neodobravanje skrivne, vroče, a brezupne ljubezni, na drugi pa njegovo strastno poželenje, kar vodi v medsebojno napetost obeh nasprotnih vidikov, v paradoks. To pomeni, da privlačnost prepovedane ljubezni zahteva visoko ceno. To so pesmi, v katerih Li proučuje različne plati svetov strasti, ki sprožajo v njem tako občutke ljubezenske vzhičenosti, zadovoljstva, radosti in upanja kot tudi občutke dvoma, razočaranja, obupa in celo misli na smrt.

V Ukrajini so se leta 2014 po seriji različnih notranjih političnih kriz na vzhodu države, v regiji Donbas, pojavila separatistična gibanja, katerih pripadniki so za regiji Doneck in Lugansk zahtevali odcepitev od države. Začetnim protestom je sledil konflikt, ki ga že od vsega začetka zaznamuje prepletanje delovanja različnih vpletenih strani: upornikov na eni in ukrajinske oblasti na drugi strani, kot tudi mednarodne skupnosti. Na eni strani sta Evropska unija in NATO, ki si zadnji dve desetletji na različne načine prizadevajo za integracijo vzhodnoevropskih držav. Na drugi strani je Ruska federacija, ki je še vedno izrazito povezana z republikami nekdanje Sovjetske zveze in nanje tudi močno vpliva. Širjenje vplivov iz EU in ZDA oziroma zahoda na splošno v teh državah domnevno ogroža ruske interese in interese proruske struje v Ukrajini. Magistrsko delo prikazuje zgodovinski razvoj Ukrajine in zapletene družbene, gospodarske in politične razmere, prisotne v državi, ki pripomorejo k razumevanju razvoja in poteka konflikta. The initial protests were followed by a conflict marked throughout by the intertwining actions of the various parties involved: the rebels, the Ukrainian authorities as well as the international community. On the one hand, there is the European Union and NATO, striving for the integration of Eastern European countries over the last two decades. On the other hand, there is the Russian Federation, still strongly connected with the republics of the former Soviet Union and exerting a strong influence on them. Supposedly, the growing influences of the EU, the US and the West in general in these countries pose a threat to the Russian interests and the interests of the pro-Russian movement in Ukraine. This master's thesis presents the historical development of Ukraine and its complex social, economic and political conditions, shedding light on the development and course of the conflict in the country. It then provides an analysis of the role of the media in the development of the conflict, as well as a political geographic analysis of the conflict and its impact on the events and relations on European and global level.

Evropske države so se povezale v EU na podlagi nekaterih skupnih temeljnih vrednot med katerima vidno mesto zavzemata demokracija in pravna država. S tem v zvezi sta medijsko zelo izpostavljeni Madžarska in Poljska, ki sta v zadnjem času sprejeli vrsto zakonov, ki nasprotujejo evropskim temeljem. Gradita neliberalno demokracijo, saj naj bi bila po njunem mnenju liberalna preživeta. EU pa pri varovanju svojih vrednot za enkrat ni najbolj uspešna, zato se v nalogi sprašujem, kaj vse bi EU morala postoriti, da bi se države vrnile v evropske okvirje. Pri tem pa ne zagovarjam niti ostrih posegov v posamezno državo, niti ne visokih denarnih sankcij. Skozi nalogo ves čas opozarjam, da je potrebno nasloviti problem pri njegovih vzrokih ter da je nujno, da se med vsemi vpletenimi stranmi vzpostavi dialog ter da se skupaj poišče rešitev in skupno pot naprej. ; European countries have connected into the EU on the grounds of common fundamental values, most notably democracy and the rule of law. In regard to the latter two values, Hungary and Poland attract the most media coverage, as they have in the recent time changed a few laws that contradict the European foundations. In their own words, they are building an illiberal democracy, as they believe that the liberal one is outdated. EU is at present not very successful at protecting its values ; this is why I am wandering in this article what does the EU has to do in order to bring the country back into the European frame. I am not in favour of either any intervention into the country neither am I in favour of the high financial sanctions. Through this piece I am continuously arguing that the problem needs to be addressed at its roots and that all the actors involved need to run a dialogue to find a suitable solution together for a united path forward.

Obnovljivi viri energije so viri prihodnosti. Hidroenergija je pomemben obnovljiv vir energije, treba pa je vzeti v zakup, da ima izgradnja hidroelektrarne določen vpliv na okolje. Slovenija na področju rabe električne energije še zdaleč ni samozadostna in je v veliki meri odvisna od uvoza. V Sloveniji imamo velik potencial pri obnovljivih virih energije, vendar ga na žalost premalo izkoriščamo, predvsem zaradi različnih birokratskih oziroma slabo argumentiranih razlogov. Eden večjih, premalo izkoriščenih obnovljivih virov energije je tudi hidroenergija. Reka Sava je naša najdaljša reka, ki je energetsko že izkoriščena v zgornjem in spodnjem delu, srednji del pa je trenutno energetsko neizkoriščen. Predvideva se gradnja verige hidroelektrarn na srednji Savi, v nalogi sem ekonomsko preučil gradnjo prvih treh hidroelektrarn v verigi, in sicer HE Suhadol, HE Trbovlje in HE Renke. Vse tri obravnavane HE so pretočno-akumulacijskega tipa. V nalogi sem finančno ovrednotil prihodke od prodaje električne energije in odhodke, vezane na financiranje naložbe ter samo obratovanje. Naložba izkazuje pozitivne ekonomsko merljive kazalnike, prav tako interna stopnja donosnosti presega določeno z uredbo. V nalogi je za naložbo izdelana tudi analiza občutljivosti za najpomembnejše parametre. Naložba je vsekakor ekonomsko opravičljiva in potrebna za zagotovitev energetske neodvisnosti in hkrati za izpolnitev obljube o samozadostnosti. Treba se je zavedati, da neizpolnjevanje obljube EU o rabi obnovljivih virov energije, pomeni plačevanje kazni, ki pa vsekakor ni zanemarljiva. ; Renewable energy sources are the sources of the future. Hydropower is an important resource, but we have to keep in mind that the construction of a hydroelectric power plant has a certain environmental impact. Slovenia is still far from being self-sufficient in the field of the use of electrical energy and largely depends on imports. Our country has a great potential for renewable energy sources, but they are unfortunately underutilized, mainly for various bureaucratic reasons. One of the larger underutilized renewables is hydropower. River Sava is our longest river and is already being exploited for energy in the upper and lower part, but the middle is still neglected and currently underutilized. There is a plan of a construction of a chain of hydroelectric power plants in the middle Sava region. In my thesis, I economically examined the construction of the first three power plants in the chain, namely HPP Suhadol, HPP Trbovlje and HPP Renke. All three considered are of the flow-reservoir type. In the assignment, I financially evaluated the revenue from the sale of the electricity and included the expenses, related to the financing of the investment, and the operation itself. The investment shows positive economically measurable indicators and the internal rate of return exceeds the stipulated by the regulation as well. The thesis also includes a sensitivity analysis for the most important parameters. In any case, the investment is economically viable and necessary for ensuring energy independence, while fulfilling the promise of self-sufficiency. It is crucial to keep in mind that failure to deliver on the EU's promise to use renewable sources means paying penalties, which is certainly not insignificant.

In this essay I attempt to defend Badiou's conception of inaesthetics, drawn from the Handbook of Inaesthetics, from the pertinent criticisms of Rancière. In doing so, it is possible to delimit the intra-philosophical effects (truth effects) of artistic events (this combination being the domain of inaesthetics). Badiou can be defended from all of Rancière's objections, save the objection that inaesthetics asserts a 'propriety of art.' However, in granting this objection, it is possible to open a different question regarding Badiou's work: what is the status of Badiou's comments on art outside of the Handbook of Inaesthetics? Through a reading of Le siècle, I show that, for Badiou, the importance of art extends beyond inaesthetics to other domains of thought. Evropska unija se je na pragu leta 2011 začela srečevati s prvimi begunci, ki so pribežali z bojnih območjih Sirije in drugih držav Bližnjega vzhoda ter islamskih držav Severne Afrike in skušali ujeti svojo svobodo, osebno varnost in prihodnost prav v državah članicah Evropske unije. Politična kriza in vojna na Bližnjem vzhodu nista pojenjali, še več, vsak dan je na tisoče ljudi po sredozemskih in balkanski poti skušalo prebežati v Evropo. Evropska unija je leta 2015 z vrhuncem migracijskih tokov v Evropo doživljala najhujšo begunsko krizo po drugi svetovni vojni. Znašla se je pred hudim migracijskim vprašanjem, na katerega pa je sama našla odgovor v pomoči in sodelovanju Turčije – države, ki je pred 69 leti zaprosila za članstvo v Evropski uniji, vendar do danes še ni postala njena polnopravna članica. Turčija danes gosti največji delež sirskih beguncev na svetu – 3,6 milijona. Z Evropsko unijo sta po mnogih letih njunega intenzivnega političnega delovanja in diplomacije odprli novo poglavje sodelovanja, lahko bi ga poimenovala kar migracijsko sodelovanje, skovali sta skupno migracijsko politiko, le ta pa je bila ovekovečena 18. marca 2016 s podpisom izjave EU-Turčija, katere namen je bil ustaviti tok nedovoljenih migracij preko balkanske poti iz Turčije v Evropsko unijo in ga nadomestiti z organiziranimi, varnimi in zakonitimi potmi v Evropo. Seveda ni ostalo zgolj in samo pri turški uslugi Evropski uniji, le-ta je bila za to pripravljena dobro plačati, skupno je Turčiji namenila tri milijarde evrov in ji obljubila še druge ugodnosti, med drugim vizumsko liberalizacijo. V Evropski uniji se danes nahaja več kot 1,8 milijona beguncev. Mnoge Evropejce skrbi za osebno varnost, Evropsko unijo pa za nacionalno in mednarodno, med najbolj rizične varnostne implikacije, ki so jih s seboj prinesli begunci, se najpogosteje uvrščata terorizem in organiziran kriminal - tihotapljenje migrantov. ; At the beginning of 2011, the European Union faced the first refugees fleeing from the war-torn areas of Syria, other Middle East countries and Islamic countries of North Africa, trying to secure their freedom, personal safety and future in the member states of the European Union. The political crisis and war in the Middle East did not subside, on the contrary, every day thousands of people took the Mediterranean and Balkan routes to reach Europe. In 2015, when migration flows into Europe peaked, the European Union experienced the worst refugee crisis after the Second World War. The EU had to face a grave migration issue and eventually settled it with the help and in cooperation with Turkey – country that 69 years ago applied for the membership in the European Union but has not become its full member to this day. Turkey today hosts the largest share of Syrian refugees in the world – 3,6 million, and after many years of intensive political activity and diplomacy, it started a new chapter of cooperation with the European Union, we could call it migration cooperation. Together, they forged a common migration policy by signing the EU-Turkey Statement on 18th March 2016. Its aim was to put a halt to the irregular migration flows on the Balkan route from Turkey to the European Union and to replace it with organised, safe and legal ways to enter Europe. Of course, Turkey was not merely doing a favour to the European Union and the EU was ready to pay well in exchange, sending 3 billion euros to Turkey and promising other benefits, including visa liberalisation. Today, there are more than 1,8 million refugees in the European Union. Many Europeans worry about their personal safety and the European Union is concerned about the national and international security. As the riskiest security implications brought by refugees are most often mentioned terrorism and organised crime – smuggling of migrants.

The Slovenian constitution guarantees local self-government to all inhabitants and local self-government can be executed in municipalities and other local communities. Although municipalities are foundational units of local self-government, they experience some very basic problems since the re-establishment in the middle of 1990s; those problems are closely connected with inadequate exercise of subsidiarity and connection principles from in 1996 ratified European charter of local self-government. Slovenia has larger number of undersized municipalities that report problems with normative overload and their administrative incapacity. According to the findings of empirical study presented in the paper, the latter is often the case in municipalities smaller than 5000 inhabitants. The authors are also analysing inadequately defined scope of municipal jurisdiction; Slovenian municipalities are currently responsible for local affairs that affect only municipal inhabitants, and that narrow scope of jurisdiction is in many cases causing problems in managing the municipality, especially in cases of smaller municipalities.

"Ich habe keine Ahnung." (Kermani, 2009, 86) Das behauptet Navid Kermani in seinem Essay Die Terroristen sind unter uns, der 2009 im Band Wer ist Wir? Deutschland und seine Muslime erschienen ist. Es ist ein sehr wichtiger, ja zentraler Satz, der oft gedacht, aber selten öffentlich ausgesprochen wird. Niemand, der eine leitende Position in der Politik, der Wirtschaft oder beim Militär bekleidet, darf es sich leisten, diesen Satz in den Medien zu äußern, aber auch im Wissenschaftsdiskurs darf er nicht verwendet werden, es sei denn als Zitat. Es gibt mindestens drei Eigenschaften dieser Aussage, die sie für die erwähnten Diskurse ungeeignet machen. Erstens das Sprachniveau: durch den etwas saloppen Beiklang lässt sich die Aussage dem umgangssprachlichen Niveau zuordnen und nicht dem Niveau offizieller oder wissenschaftlicher Reden. Zweitens ihre Struktur: durch die Ich-Form wird der Satz zur Aussage des sprechenden Subjekts über sich selbst, nicht über einen Sachverhalt. Und drittens die Semantik: Das verneinte Substantiv spricht dem Subjekt nicht nur jedes rationale Wissen ab, das sich argumentieren und belegen ließe, sondern auch jede andere Grundlage, auf der sich eine Aussage zu einem Sachverhalt formulieren ließe, also auch Vermutungen, Vorurteile, Spekulationen, Gefühle oder die Intuition. Das Problem dabei ist nicht, dass auch diese alternativen Grundlagen fehlen, sondern dass sie, durch die Wahl des Substantivs "Ahnung", überhaupt als Möglichkeit eingeräumt werden. Wenn durch diese Merkmale die zitierte Aussage aus dem Rahmen fachbezogener Diskurse fällt und sogar für journalistische Textformen unpassend ist, so ist sie im literarischen Diskurs durchaus zulässig. ; The essays of the German writer and professor of Middle East Studies, Navid Kermani, focus on current political and social issues, such as migration, terrorism and the problems of multicultural societies. The article offers an analysis of selected essays and gives a brief overview of their context, including a discussion about the relation between literature and politics as it evolved after World War II in Germany. The analysis makes it possible to see Kermani's essays in the tradition of open dialogical essays that goes back to the writings of Michel de Montaigne, as shown in the theories of Peter V. Zima. The processes of fictionalization that are used by Kermani in his political essays are compared with those used in so called "post-truth" political discourse. Although these processes are comparable and their effects unpredictable, it is possible to locate some basic differences in their narrative structures that can either suggest that the narrator is all-knowing, which reinforces his position of power, or can stress the narrator's tentativeness, which opens the possibility for the reader to enter into a dialogue with him, thus leading to the kind of constructive dialogue that is of fundamental importance for democratic societies. It is the raising of questions and articulation of doubt that Kermani sees as his main task when writing his essays. ; Navid Kermani, nemški pisatelj in profesor orientalistike, se v svojih esejih posveča aktualnim političnim in socialnim vprašanjem, kot so migracije, terorizem in večkulturne družbe. Članek podaja podrobnejšo analizo izbranih Kermanijevih esejev ter jih umesti v tradicijo dialoško odprte esejistike (kakor jo po teoriji Petra V. Zime zastopa na primer Michel de Montaigne) in v kontekst nemških povojnih razprav o razmerju med literaturo in politiko. Nato postopke fikcionalizacije, kakor se kažejo v Kermanijevih političnih esejih, primerja s postopki v tako imenovanih postfaktičnih političnih diskurzih. Čeprav so postopki primerljivi in njihovi učinki načelno nepredvidljivi, je mogoče locirati temeljne razlike v njihovi narativni strukturi, ki lahko sugerira vsevednost pripovedovalca in s tem krepi njegovo pozicijo moči ali poudarja njegovo negotovost ter tako bralcu odpira možnost, da z njim stopi v konstruktiven dialog, ki je temeljnega pomena za demokratične družbe. Prav v odpiranju vprašanj in artikuliranju dvomov Kermani kot avtor esejev vidi svoje pisateljsko poslanstvo.

Živimo v času vedno večjih tehnoloških napredkov, zaradi česar smo vedno bolj povezani s pripadniki drugih držav in kultur. Pogosto lahko v vsakodnevnem življenju opazimo lastnosti ali elemente drugih kultur, ki so se skozi čas zakoreninili v našo kulturo ter s tem pripomogli k prepletanju in tvorbi novih, hibridiziranih, kultur. Kljub vedno večji dostopnosti ter posledičnemu prevzemanju tujih kulturnospecifičnih elementov pa se kulture na določenih področjih med seboj še vedno zelo razlikujejo. Poglavitne razlike se kažejo v dovzetnosti kultur za določene vsebine. Obstaja veliko vsebin, ki jih družba, glede na svojo kulturo, različno dojema. To pogosto privede do težav pri prenosu določenih vsebin iz ene kulture v drugo, zaradi česar se pri premagovanju teh ovir mnogi pogosto poslužujejo uporabe sredstev, kot sta cenzura in lokalizacija. Magistrska naloga obravnava uporabo teh sredstev pri prevajanju besedil kultnih kart iz igre Yu-Gi-Oh! Trading Card Game. Osredinili se bomo na pomen in pogostost pojavljanja cenzure in lokalizacije v angleških in nemških prevodih kart. Igra izhaja z Japonske, zato vsebuje veliko kulturnospecifičnih elementov, ki so pri prenosu vsebine z vzhodnega na zahodni trg bili zamenjani ali popolnoma odstranjeni. Pri prevajanju tovrstnih vsebin ni potrebno le dobro znanje obeh jezikov, temveč je za uspešno lokalizacijo in, posledično, ohranjanje izvorne ideje treba izkazati veliko mero izvirnosti in fleksibilnosti. Z magistrsko nalogo bomo analizirali prevajalske postopke, s pomočjo katerih so pri angleških in nemških prevodih bile prikrite ali spremenjene vsebine iz izvornega besedila kart ter predstavili vpliv teh sprememb, tako na idejo kot tudi sam potek igranja. ; We live in a time of technological advances which makes it seem as if the gap between nations, and cultures is shrinking every day. In everyday life we constantly face traits or elements of foreign cultures which have been imbedded in our own, intertwining different cultures and forming new ones. We call them hybridized cultures. Even though it is getting easier to access other cultures and, consequently, to integrate foreign culture-specific elements into our own, there are certain aspects in which cultures still differ greatly from one another. One of the main differences is the susceptibility of different cultures to certain topics. Society's perception of different discourses varies depending on cultural expectations, which often leads to difficulties with transferring certain topics from one culture to another. This hurdle can often be overcome with censorship or localisation. In this master's thesis we will discuss the use of both these means of text's modification in relation to the translation of card texts in the cult card game Yu-Gi-Oh! Trading Card Game. We will focus on the importance and the extent to which censorship and localisation were used in English and German card translations. Yu-Gi-Oh! Trading Card Game originated in Japan, therefore the game contains a lot of culture-specific elements. During the card game's transition between markets a lot of these elements were either replaced or completely removed from the game. Translating such contents requires not only good knowledge of both languages but also a translator's imagination and flexibility. This master's thesis will analyse different translation strategies used in the English and German card translations to change or eliminate certain elements from the original card texts. We will also analyse how these changes affected the game's original ideas and the way of playing.

Magistrsko delo se ukvarja s pojmom geopolitika in obveščevalno dejavnostjo na tem področju. Geopolitika je pojem, ki ga danes zelo pogosto slišimo, predvsem v povezavi z velikimi silami. V zgodovini je verjetno najbolj znan geostrateški cilj nacistične Nemčije, imenovan »Drang nach Osten« (pohod na vzhod), s katerim bi si arijska rasa zagotovila življenjski prostor na območju vzhodne Evrope. Pri geopolitiki gre torej za uresničevanje interesov, ki jih imajo velike sile v določenem trenutku v drugih delih kontinenta oziroma sveta (predvsem zaradi surovin ali prometnih povezav), da bi si tako zagotovile boljše izhodišče od drugih velesil. Velikokrat se ti interesi skrivajo pod drugimi imeni. Tako je danes moderno govoriti o širjenju demokracije, humanitarnih operacijah itd., čeprav so v ozadju drugi interesi, in sicer interesi, s katerimi velesile uresničujejo svojo zunanjo politiko. Geopolitični interesi se uresničujejo predvsem z ekonomskimi pritiski, ki predvsem v primeru, da so le-ti neuspešni, pogostokrat preidejo v vojaško posredovanje. Najpomembnejšo vlogo pri uresničevanju interesov pa imajo obveščevalne službe. Te poskušajo s svojimi taktikami in metodami dela prodreti v posamezno državo in poskrbeti za vzpostavitev »gnezd«, ki delujejo v skladu z začrtano politiko matične države proti državi gostiteljici in tako pridobivajo kvalitetne informacije, ki so potrebne vodstvu države, da se le-to odloči za ustrezno strategijo delovanja. V tem magistrskem delu bomo torej poskušali predstaviti trenutno geopolitično situacijo v svetu, pomembnejše geostrateške lokacije, ugotoviti in predstaviti, kakšna je vloga obveščevalnih služb pri vsem tem, ter na primerih predstaviti delovanje obveščevalnih služb na področju geopolitike. ; The master's thesis deals with the concept of intelligence service in the field of geopolitics. Geopolitics is a term which is frequently used in connection with big countries. Historically, the most known case of geostrategic goal is Nazi Germany which was called »Drang nach Osten« (German for »yearning for the East«) and the idea was to acquire territory for Aryan race at the expense of eastern European nations (Lebensraum). Geopolitics basically means realizing of interests by big countries in a certain moment in other parts of the continent or world (mostly because of raw materials or traffic connections) in order to ensure better starting-points for themselves than for other big countries. Often these interests hide under another name. Nowadays people like to talk about spreading democracy, humanitarian operations, etc., although there are other interests in the background, interests that serve to exercise foreign policies of big countries. Geopolitical interests are especially realized through economic pressure which (if they are unsuccessful) often increase in military operations. When exercising these interests, the intelligence services have the most important role. They try to enter a country with their tactics and methods, they provide »nests« that work in accordance with the policy of the home country against the host country and thus they acquire quality information that is necessary to political elites of a country in order for them to decide for an appropriate operating strategy. In the master's thesis we will try to present current global geopolitical situation, more important geostrategic locations, determine and present the role of intelligence services in all that, and present with examples how the intelligence services work in the field of geopolitics.

Evropska sosedska politika (v nadaljevanju ESP) je politika urejanja odnosov s sosednjimi državami EU, ki jim ni bilo ponujeno članstvo v EU. Na Južnem Kavkazu, kjer so po letu 1991 nastale države Azerbajdžan, Gruzija, Armenija, se je sosedska politika okrepila po letu 2003, ko se je spremenila politična struktura v Gruziji in, ko se je s pridružitvijo Romunije in Bolgarije EU širila še bolj proti vzhodu. Velik del »evropeizacije« te regije temelji na širjenju pojma EU »kot edino pravega« razvoja družbe s pomočjo človekovih pravic in svoboščin, demokracije, liberalizacije, urejenega pravnega reda in prostovoljnega skupnega sodelovanja ter na postopni integraciji teh držav v politični, pravni in gospodarski red EU. V magistrski nalogi iščem odgovor na vprašanje ali je ta način promocije evropskih vrednot učinkovit za povezovanje z vsemi sosednjimi državami ali pa utegne imeti negativne posledice v odnosih z njimi. S pravno, gospodarsko in politično analizo evropske sosedske politike v Armeniji, Gruziji in Azerbajdžanu, spoznavanjem njenih prednosti in slabosti, ugotavljam perspektive za prihodnji razvoj. Za oblikovanje ključnih vidikov povezovanja je pomembno poznavanje zgodovinskih, etničnih, geografskih, kulturnih in političnih razlik ter poznavanje problematike območij z velikim varnostnim tveganjem kot so Gorski Karabah, Južna Osetija in Abhazija. Države Armenija, Azerbajdžan in Gruzija se nahajajo na pomembnem območju, kjer se prepletajo geostrateški interesi Rusije, ZDA, Turčije, Irana in v zadnjem času tudi Kitajske. EU se srečuje z novimi izzivi, med katerimi vedno večjo vlogo igra njena sosedska politika do tretjih držav. Ker je v primeru Južnega Kavkaza splošno zaznati obširnost evropskih virov, t. j. dogovorov in politik (pridružitveni sporazumi, sporazumi o partnerstvu in sodelovanju, finančni instrumenti, Vzhodno partnerstvo, Sinergija Črnega morja, sporazumi po sektorjih), v nalogi ugotavljam, ali bi bilo potrebno vzpostaviti enotnejšo in s tem preglednejšo sosedsko politiko do vsake posamezne države. ; The European Neighbourhood Policy (ENP) is an instrument for governing relations with the EU's neighbourhood countries which are not to become members of the EU. In the South Caucasus, where Azerbaijan, Georgia and Armenia declared independence in 1991, the ENP was strengthened after 2003 with change of political structure in Georgia and after EU's enlargement further to the east with joinder of Romania and Bulgaria. A big part of Europeanisation of this region is based on promotion of the EU's values as being »the only right way« of developing societies, through strengthening human rights and liberties, democracy, liberalisation, the rule of law, voluntary cooperation and gradual integration of these countries into the EU's political, legal and economic framework. In this master's thesis I am looking for an answer to a question whether such way of promoting European values will result in cooperation with all the neighbouring countries or whether it might bring negative consequences in the EU's relationship with them. With legal, economic and political analysis of the ENP in Armenia, Georgia and Azerbaijan and with identification of the ENP's advantages and disadvantages, I am trying to find possibilities for its further development. Understanding historic, ethnic, geographic, cultural and political differences and understanding problems coming from areas considered major security risks, such as Nagorno-Karabakh, South Ossetia and Abkhazia, is important for developing key areas of cooperation. Countries Armenia, Azerbaijan and Georgia are located in the important area where geostrategic interests of Russia, USA, Turkey, Iran and recently China intersect. The EU has been facing new challenges, one of them being the increasing importance of its policy towards the neighbouring countries. As there has been a significant amount of European sources, such as arrangements and politics (e.g. association agreements, partnership and cooperation agreements, financial instruments, Eastern Partnership, Black Sea Synergy, sectoral agreements) in the South Caucasus, I am discussing in this thesis whether there should be a more unified and consequently more transparent neighbourhood policy for each partner country.

Zbornik povzetkov predstavlja recenzirane prispevke, ki so bili predstavljeni na tretji nacionalni konferenci Varnost v lokalnih skupnostih v Novem mestu v novembru 2017. Glavna tema konference povzema glavne ugotovitve raziskave Varnost v lokalnih skupnostih, ki je bila opravljena v 24 slovenskih krajih spomladi 2017 v okviru raziskovalnega projekta Varnost v lokalnih skupnostih. Glavni cilj prispevkov je predlaganje uporabnih rešitev za bolj učinkovito zagotavljanje varnosti v lokalnih skupnostih (manjših, srednjih in večjih občinah) v Sloveniji. Prispevki v zborniku se osredotočajo na različne vidike varnosti v lokalnih skupnostih in sicer zaznavanje varnosti in virov ogrožanja v lokalnih skupnostih (zaznavanje kriminalitete, virov ogrožanja, varnosti v urbanih soseskah, prisotnosti policije in socialne kohezije) ; pričakovanja, uspešnost in učinkovitost zagotavljanja varnosti (zaznavanje in uspešnost policijskega dela v skupnosti, zaznavanje nalog vojske, migracij in občutek ogroženosti uporabnikov kibernetskega prostora) ter prakse zagotavljanja varnosti v lokalnih skupnostih (pooblastila občin, dobre prakse reševanja konkretnih varnostnih problemov na območju Policijske uprave Novo mesto in Murska Sobota in zaznavanje zagotavljanja varnosti v lokalnih skupnostih skozi različne deležnike). ; The conference proceedings present peer reviewed papers presented at the third national conference on local safety and security in Slovenia in November 2017. A lead topic of the conference summarizes results of research on safety perceptions, which was done in 24 local communities in the spring in 2017. The main aim of the papers is proposing solutions for more efficient assurance of safety/security in local communities (smaller, middle and larger municipalities) in Slovenia. The papers in the proceedings discuss various aspects of safety and security in local communities, such as perception of safety/security and risks in local communities (perception of crime, sources of threats, safety in urban areas, police presence, and social cohesion) ; expectations and effectiveness of ensuring safety and security (perception and effectiveness of community policing, perception of the tasks of armed forces, migration, and perception of threats in cyber space) ; and practices of ensuring safety and security in local communities (legal regulation of municipalities, good practices of solving safety issues in the area of Police directorate Novo mesto and Murska Sobota, and perception of ensuring local safety and security through the perspective of different stakeholders).
