This study aims to examine administrative efforts as Premium Remidium in the settlement of State Administrative disputes (TUN) in Indonesia. In particular, the discussion in this study regarding administrative efforts as a premium remidium in state administration disputes in Indonesia, the legal consequences of not carrying out administrative efforts by the plaintiffs, and discussing the advantages and disadvantages of implementing administrative efforts in the settlement of state administration dispute. The research method used in this research was normative juridical and used secondary data consisting of laws related to government administration as the primary material and secondary legal materials, namely literature related to research problems. Based on the results of the study, it is known that administrative efforts are the premium remedy (main drug) in the settlement of state administration disputes in Indonesia. The legal consequences that arise when the settlement of the state administration dispute is not preceded by administrative efforts but directly submits a lawsuit to the Administrative Court, namely the lawsuit can be declared not accepted by the judges. Administrative efforts have advantages and disadvantages related to the state administrative dispute resolution mechanism in Indonesia.

The Industrial Revolution 4.0 (IR4.0) is taking shape and has a strong impact on all areas of social life. For the state administration, the IR4.0 creates many opportunities as well as challenges that require managers to promptly grasp to have appropriate orientations and solutions, to perfect the state administration, to meet the requirements of national development. On the basis of analyzing the positive effects and challenges of IR4.0 on the reform of the state administration, the article proposes a number of recommendations: actively improve the institutional system of the administration, create a legal corridor for the development of industries and fields; promote the application of modern technological achievements to the management activities of administrative agencies; actively, proactively build and improve the qualifications and capacity of civil servants. Thereby, it will continue to perfect the state administration, and meet the requirements of IR4.0.

This research addresses the issue of the mutual influence between the administrative judge and the constitutional judge using a comparative analytical approach. In the beginning, the researcher discusses the role of the administrative judge in protecting the rights and freedoms of individuals by presenting the basic elements that prove the effective implementation of this control, such as proportionality and disciplinary decisions. The research also discusses the primary constitutional issue in France, or what some call the review of raising the issue of the unconstitutionality, to demonstrate the strengthening of the role of the judge and his involvement in reviewing the constitutionality of laws. Then the research discusses the role of the constitutional judge in protecting the rights and freedoms based on the achievements of the French constitutional judge, starting with his decision on freedom of association (1971), in which he enshrined the constitutional value of the preamble of the 1958 constitution. What gives the decisions of the Constitutional Council the utmost significance is their compulsory as they are imposed on the judiciary and administration automatically (the power of the case). Then the research addresses and analyzes the positive mutual impact between the constitutional judge and the administrative judge, so it first presents the confirmed influence of the administrative judge, as he turns into a miniature constitutional council through his role in reviewing the unconstitutionality. The researcher also presents the position of the jurist Bernard Stern, who believes that the administrative judge is the one who does not want to violate the authority of the Constitutional Council while he can enforce strong and violent control over the work of the Constitutional Council. Even though the issue of mutual influence between the administrative judge and the constitutional judge is fluctuating, the harmony and cooperation between them remain the master of the situation.

Bangladesh is performing better in the growth of GDP and experiencing remarkable progress in development indicators such as poverty alleviation, maternal mortality, infant mortality and enrollment in primary education. However, despite the restoration parliamentary democracy in 1990s, political governance is decaying in the country. The present study, taking dynamics of Bangladeshi politics into consideration, seeks to explore the interplay between business and politics and its impact on governance with supplementary evidence from public transportation sector as case example. Among others, the principal question of the paper is how business interest creates crisis in governance? It reveals that business elites are involved in all decision-making process in the government institutions and they make pro-business policy undermining people's interest that leads to a confrontation between government institution and business elites which ultimately generates crisis in governance in almost all other section of the nation like transportation sector.

: Energy diplomacy as a country's foreign policy agenda in securing access to international energy sources. The significance of energy for a country can always be a cause or proxy for its foreign policy or even its military actions. The plan for the development of nuclear power plants in Indonesia in support of the climate change program is based on global agreements and is able to provide a deterrent effect on national defense. However, until now the role of defense diplomacy in achieving national interests has not been optimal and its achievements are still limited to defense issues only (Sudarsono et al., 2018). This study aims to analyze the role of diplomacy on energy and defense, where diplomacy provides a first treat on energy, thereby realizing national energy security supported by defense diplomacy. This study uses a literature study to collect relevant data related to energy diplomacy, nuclear power plant development plans to support the NDC program, and defense diplomacy. The results of the study indicate that a diplomacy synergy is needed in achieving the national interest. Defense diplomacy can be synergized with energy diplomacy, which in this case is able to accelerate the development of nuclear power plants in Indonesia which provides a multiplier effect both in terms of energy security in the issue of climate change, even to the deterrent effect of Indonesian defense. The effect of diplomacy on energy indicates that diplomacy has a significant role in politics and the economy that a country's energy can create.

Post-Independence federal arrangement of the Nigerian state has suffered undue torture of tinkering, especially during the prolonged military rule. It's coming into power had resulted in the emergence of unitary federalism with the attendant fall-out of over-concentration of powers and resources at the centre, thereby rendering other component units of the federation, a mere appendage in inter-governmental relations. The current agitation for restructuring that is the re-ordering of relationships, distribution of power and resources within the components of the federation, by a wide-spectrum of ethnic nationalities across the geopolitical zones, is a reaction to the current arrangement of the Nigerian federation. This paper using Deils Wrights' models as a framework of analysis with data generated through secondary sources, examines federal-Local and State-Local relates which is receiving scant attention compared to federal-state relations in the current agitation. Findings revealed that Local Governments has been at the mercy of the other two levels of government in fiscal, political and administrative relations. This has rendered the institution mostly ineffective in their functional responsibilities. It is therefore concluded that any reform agenda that will improve the standard of governance in Nigeria, should pay particular attention to this inclusive authority model of inter-governmental relations. Therefore the need arises for constitutional reforms for devolution of power and financial resources to local government for an effective local governance system that ultimately translates to national development.

Post-Soeharto Indonesia, known as the era of reform and democracy, has not been able to inhibit corrupt behaviour by state officials at the central and local government levels, in legislative and executive institutions, or in the judiciary as a judicial institution. This article discusses and analyses the corruption process carried out by state officials, especially those occupying legislative, executive, and special judicial institutions at the central government level in interacting with each other and with outside institutions. The public's hope that ongoing democracy will be able to limit political corruption in Indonesia is only an illusion, considering the democracy model that developed in Indonesia post-Soeharto led to a patronage democracy, namely the interaction of power between state institutions which is based on mutually beneficial considerations. Another consideration is that the institution that administers justice which serves as law enforcement agency is involved in corrupt practices.

The goal of the election is not only to determine the outcomes but also to lend credence to the winners, even for those voters who did not bother voting for them. This underlines the necessity of holding free, fair, and hidden elections. Component of all this is that elections are controlled by open and accountable, neutral, and autonomous electoral-management bodies. Utilizing technology in voting procedures can make it quicker, more efficient, and less susceptible to security breaches. The technology can ensure the safety of every vote, better and faster and much more accurate counting and automatic tallying. The design of a sophisticated voting system is a complex task as it has to fulfill several essential criteria. The secrecy of an elector's poll is to be well-preserved. The voting system should not give any evidence that proves which candidate receives a particular voter's vote. The process uses minimum paper documents and is therefore environmentally friendly. Bio-metric or retina scans can be used to ensure security. The e-voting system is vulnerable to several serious attacks from external sources. There is indeed a likelihood that anybody who has immediate access to the e-voting system can access it suspiciously. Malevolent software can steal one candidate's votes and assign them to some other. An attacker may deny officials access to the e-voting arrangement or render an e-voting structure unavailable for the Election Day voting process. This is known as a service denial (DoS) attack. But this kind of threat is hard to detect. A large number of questionable and invalid votes are the big problem with traditional paper-ballot based voting system. This phenomenon will be eliminated if the e-voting system is used. The purpose of this is to study scrutinizes the dispute of gender discrimination, and how discriminated female employees incline towards interpersonal and organizational deviance. With quantitative approach, the data is collected through close-ended questionnaires on the adopted instruments of the sample size of 332, and these questionnaires were distributed among female employees working in public organizations. Structural equation modelling was performed to test the multi path regression analysis by using Smart-PLS software. Results show that there is impact of gender discrimination on both, interpersonal deviance and organizational deviance, where as lack of trust plays mediating role in these relations. The study recommends devising more surveillance plans to hamper gender discrimination as it creates menace, in the shape of drastic deviance, in social and organizational set up.

This research deals with the frameworks of political analysis of the issue of the demonstrations in the news bulletins of the Iraqi satellite channels represented by Al-Iraqiya, Dijla and Al-Atija channels, which were selected according to an exploratory study conducted by him. Iraqi Ministry of Foreign Affairs. The researcher concluded to a sample of the public that these channels are the most followed, and the orientations of these three channels differ, where Al-Iraqiya TV represents the official view of the state, while Dijla TV represents a partisan viewpoint opposing the government's policy. While the channel represents the Islamic line and then one of the channels of the Union of Islamic Radios and Channels in Iraq, the research problem was represented in the main question "What are the frameworks for political analysis of the issue of demonstrations in Iraq. Iraqi satellite news releases? This research is descriptive research, and the researcher used the survey method and the content analysis tool, where he analyzed the eight pm news bulletins for the chosen period and mentioned in the time domain of the research, so the analysis was done in a comprehensive inventory method: (an interview represented by (55) interviews on the trend channel, and (50) interviews on Al-Iraqiya channel, and (40) interviews. Interviews on Dijla channel, the researcher reached a number of results, the most important of which are: 1. The frameworks for the proposed solutions to the issue of the demonstrations came first within the frameworks mentioned in the political analysis, due to the interest of political analysts in resolving the issue before it is too late and the situation recedes. Alfred the Great's domboc ('book of laws') is the longest and most ambitious legal text of the Anglo-Saxon period. Alfred places his own laws, dealing with everything from sanctuary to feuding to the theft of bees, between a lengthy translation of legal passages from the Bible and the legislation of the West-Saxon King Ine (r. 688-726), which rival his own in length and scope. This book is the first critical edition of the domboc published in over a century, as well as a new translation. Five introductory chapters offer fresh insights into the laws of Alfred and Ine, considering their backgrounds, their relationship to early medieval legal culture, their manuscript evidence and their reception in later centuries. Rather than a haphazard accumulation of ordinances, the domboc is shown to issue from deep reflection on the nature of law itself, whose effects would permanently alter the development of early English legislation

Political propaganda is one of the most significant tools in psychological warfare since it influences and manages public opinion. Political propaganda of all kinds and its shady forms manifested itself in the speeches of American administrations and electoral campaigns following the events of September 11, 2001, particularly in the speeches of President George W. Bush, the son thirsty for war, and the speeches of others who followed him, through which Afghanistan, Iraq, and Iran were targeted with false information. By the American institutions and government agencies themselves, the main goal of all of this is to maintain geostrategic control over the oil of Iran and other oil countries, and the ability to control global oil prices and available quantities and to ensure that oil reaches the allies of the United States of America, and to prevent it from competitors with the aim of weakening their geostrategic influence.

The activeness of any nation citizenry determines how effective and the types of government such a nation will have. In the case of Nigeria, Nigerian citizens have been engulfed by stark illiteracy and chronic ignorance. Citizens have failed in their responsibility of participating actively in the polity of their nation. Citizens have been blindfolded that they cannot even differentiate between good governance and bad governance, as they still blindly pledge their support to bad leadership and to the decayed political parties of Nigeria, e.g. APC and PDP. Citizens found mostly in this blindness are the South western citizens despite their level of education. This paper examined the inability of Nigerian citizens to read within the lines and understand the dangers inherent in the politics of these two political parties of APC and PDP, and the fact that both parties have no better ideology and plans to better the lives of Nigerians. The paper examines the difference between People's Democratic Party (PDP) and All progressive Congress (APC) ideology in terms of corruption in Nigeria. The paper finally examines the effect of non-democratic citizenry in Nigeria. This paper adopts the hybrids method, as interview methods of data collection are adopted while other data are gotten from the readymade works of scholars and from the common sense views of the writer. This paper finally proffers workable recommendations to the problems of bad leadership in Nigeria.

Accountability is the responsibility of the obligation to account for the success or failure in carrying out the organization's mission in achieving the goals and targets that have been set through a media of accountability periodically. As a follow up in eradicating the practice of Collusion of Corruption and Nepotism as mandated by Law Number 28 of 1999, in the context of further improving the implementation of a more efficient, effective, clean and responsible government. Government Policy through Presidential Instruction No. 7 of 1999 issued regulations regarding the Accountability of Government Agencies' Performance so that good governance was created. The purpose of this study is to find out: (1) Implementation of Performance Accountability System of Government Agencies in the Regional Civil Service Agency of Musi Banyuasin Regency (2) Implementation of good governance in the Regional Civil Service Agency of Musi Banyuasin Regency (3) How much influence the implementation of Government Institution Performance Accountability System the application of good governance in the Regional Personnel Agency of Musi Banyuasin Regency. The method used in this research is analytical descriptive with survey approach. Whereas to analyze the data obtained used the moment Product Correlation Coefficient Analysis, Determinant Coefficient Test and Hypothesis Test using the Significance Test (t Test). The results obtained are: (1) Implementation of the Accountability System of Government Agencies' Performance in the Regional Civil Service Agency of Musi Banyuasin Regency, including very good classification. (2) the application of Good Governance in the Regional Civil Service Agency of Musi Banyuasin Regency is included in the very good classification. (3) The implementation of the Government Agency Performance Accountability System has a significant effect on the implementation of Good Governance in the Regional Personnel Agency office in Musi Banyuasin.
