Facing problems of poverty & AIDS, the Iraq war has not been a pressing concern for Africa. While many African leaders & citizens condemned terrorism, others focused on economic development & poverty relief programs as more pressing concerns as well as better approaches to prevent terrorism. This chapter examines the complex relationship between Africa & the United States mainly due to the fact that some countries -- Ethiopia & Eritrea -- have joined with the United States in support of the war in Iraq, other countries -- Libya & Sudan -- are seen as supporters of terrorism. South Africa is a distinctive case as its Constitution does not use the term "federalism," nor does the country identify itself as a federation. Nonetheless, South Africa's Constitution is noteworthy for other federal countries for the way power is distributed among three branches of government (national, provincial, & local) & for its direct expression of tenets of cooperative government. A discussion of five principles of conflict formation developed through the work of Search for Common Ground (SFCG) and the European Centre for Common Ground (ECCG). The five principles are: make long-term commitments for social transformation, seek cross-cultural immersion; work within the system, model what you aim to bring forth, and look for and appreciate catalytic impact. The author discusses each principle, providing examples from Africa for each one.

In the past decades the involvement of local experts in the planning and evaluation of development programs has steadily increased. Ownership of development planning is propagated as major aim of bilateral and international development co-operation. Yet, the quality and performance of many local experts is still open to question, last but not least, because they share the same technocratic bias as quite a number of their Western counterparts, notably concerning pro-poor development policies, empowerment and ill-adapted technology transfer. An unreserved replacement of expatriates by local experts, or the substitution of technical assistance by unconditioned budget aid would be counter-productive with respect to poverty-oriented development policies.
