The article discusses the African state, using Michael Mann's theory of state formation as a starting point. Mann describes state formation as a process through which society is gradually "caged in" by the state, establishing the state as the highest political authority & the final arbiter of conflict within its territory. I argue that African states have been unable to "cage in" their societies. On the one hand, this means that politics does not only consist in struggles about control over the state or the content of state politics. Instead, the state's right to formulate laws & policies that are binding for society as a whole is challenged. On the other hand, since the state is unable to control its borders, interstate relations also take a different form. Conflicts that start as civil wars tend to spread across borders, without any of the affected states being able to prevent it. The period 1974–1994 was an important milestone in the history of the national liberation movement of the people of South Africa. These were years of significant increase in political consciousness and activity of masses, strengthen-ings of the international solidarity with the South African democratic movement. All this took place in a format of the open and hidden politics and resulted in the collapse of apartheid system.The article refers to latent component of the political process in South Africa during the acute struggle against apartheid in 1974–1994. It is proposed to study the hypothesis that the political process in South Africa had both trans-parent and latent nature due to the presence of specific forms and methods inherent latent politics. Substantiation is carried out on the basis of concrete examples, historic facts, scientific researches of foreign experts and testimonies of participants of fight against apartheid. ; Период 1974–1994 гг. был важным этапом в истории национально-освободительного движения народа Южной Африки (ЮАР). Это были годы подъема сопротивления политике апартеида, расовой дискриминации и угнетения, заметного роста политического сознания и активности масс, усиления международной солидар-ности с южноафриканским демократическим движением. Все это происходило в формате открытой и скрытой политики и завершилось крахом системы апартеида.В статье говорится о латентной компоненте политического процесса в Южной Африке в период борьбы с апартеидом в 1974–1994 гг. Предлагается обоснование гипотезы о том, что политический процесс в ЮАР имел как транспарентную, так и латентную составляющие – из-за наличия специфических форм и методов, присущих латентной политике. Обоснование осуществляется на основе конкретних примеров, исторических фактов, научных исследований иностранных экспертов и свидетельств участников борьбы с режимом апар-теида. ; Період 1974–1994 рр. був важливим етапом в історії національно-визвольного руху народу Південної Африки (ПАР). Це були роки підйому опору політиці апартеїду, расовій дискримінації і гнобленню, помітного зростання політичної свідомості та активності мас, посилення міжнарод-ної солідарності з південноафриканським демократичним рухом. Усе це відбувалося у форматі відкритої та потайної політики і завершилося крахом системи апартеїду.У статті йдеться про латентний компонент політичного процесу у Південній Африці у період боротьби з апартеїдом у 1974–1994 рр. Надається обгрунтування гіпотези про те, що політичний процес у ПАР мав як транспарентний, так і латентний характер – через наявні спе-цифічні форми та методи латентної політики. Обгрунтування відбувається на основі конкрет-них прикладів, історичних фактів, наукових досліджень іноземних експертів та свідчень учасників боротьби проти режиму апартеїду.

The author analyzes the conceptual approach to the study of separatism, which involves a territorial-political movement, the purpose of which is to separate part of its territory from the country and create an independent state. Separatism breaks the unity, sovereignty and territorial integrity of the state, the principle of inviolability of borders. The concept essence of the phenomenon under study has been clarified. The essence of the concepts of «separatism» and «politics of separatism» is defined, the specifics of separatism in the context of other ethno-unification and ethno-separation movements are revealed. Functional models of separatism policy are distinguished, taking into account the nature of the strategic goals of the subjects of separatism and the type of prevailing international relations during a certain historical period. The essence of the dual nature of separatism, its specificity at two levels – domestic and international - is revealed. Attention is drawn to regional varieties of separatism: Western European (there are 8 manifestations of separatism); Eastern European (13 manifestations of separatism); Islamic (6 manifestations of separatism); Asian (14 manifestations of separatism); African (6 manifestations of separatism); American (4 manifestations of separatism). It is proven that separatism has deep historical roots, which are connected with the existence of contradictions between the historical traditions of the interaction of states on the principles of state sovereignty and the inviolability of borders on the one hand, and the principle of the right of nations to self-determination, established in the practice of international relations and providing for the possibility of formation of independent states. Centers of separatism in the world imprint the political and geographical position of the territory. Making specific recommendations for reducing the risks of separatism can lead to an understanding of the mechanisms behind this impact. ; У статті проаналізовано концептуальний підхід до дослідження сепаратизму, що передбачає територіально-політичний рух, мета котрого – відокремлення від країни частини її території та створення незалежної держави. Сепаратизм призводить до порушення єдності, суверенітету й територіальної цілісності держави, принципу непорушності кордонів. Уточнено сутність поняття досліджуваного феномену. Визначено терміни «сепаратизм» і «політика сепаратизму», виявлено специфіку сепаратизму в контексті інших етнооб'єднавчих і етнороз'єднавчих рухів. Виокремлено функціональні моделі політики сепаратизму, що проводяться з урахуванням характеру стратегічних цілей суб'єктів сепаратизму й типу панівних у певний історичний період міжнародних відносин. Розкрито суть подвійної природи сепаратизму, його специфіку на двох рівнях – внутрішньополітичному та міжнароднополітичному. Звертається увага на регіональні різновиди сепаратизму: західноєвропейський (нараховує вісім проявів сепаратизму); східноєвропейський (13 проявів сепаратизму); ісламський (шість проявів сепаратизму); азіатський (14 проявів сепаратизму); африканський (шість проявів сепаратизму); американський (чотири прояви сепаратизму). Доведено, що сепаратизм має глибокі історичні корені, котрі пов'язані з існуванням суперечності між історичними традиціями взаємодії держав на принципах державного суверенітету й непорушності кордонів, з одного боку, та принципах права націй на самовизначення, що утвердилися в практиці міжнародних відносин і передбачають можливість формування незалежних держав, осередків сепаратизму у світі, накладають відбиток на політико-географічне положення території. До вироблення конкретних рекомендацій стосовно зниження ризиків сепаратизму може призвести розуміння механізмів цього впливу.

At the meantime, there have been differing views on Israel's place and role in the Middle East's interstate system. Many researchers characterize Israel's foreign policy as primarily Western-oriented. However, this statement is not true. Due to its geographical location, Israel is an integral part of the Middle East. Israel seeks to establish ties with its Middle Eastern neighbors. At the same time, it uses interesting for research criteria for selecting potential partners and the principles of establishing relations with them. The Israeli concept of the "peripheral alliance", the essence of which is the need to find allies in a hostile environment on ethnic and religious grounds, has few examples in modern world politics. The most striking manifestations of the effectiveness of Israel's foreign policy are Israeli-Jordanian, Israeli-Turkish and Israeli-Egyptian relations.The geopolitical aspect is conditioned by the geographical affiliation of Israel to the region. And this certainly has a significant impact on the entire foreign policy concept of the state. In addition, being at the junction of Asia's Africa and Europe, the Middle East is a "bridge" between Eurasia and the African continent, so it is important in the context of Jerusalem's foreign policy strategy.The economic aspect is related to the oil resources of the Middle East. Israel is currently an energy-dependent country. The main source of black gold for many years was Egypt. After the overthrow of the Mubarak regime, the situation with the supply of hydrocarbons became more complicated, so Israel is forced to look for new partners. Israel has always been interested in establishing friendly relations with the moderate Arab regimes of the Middle East, the oil-bearing monarchies of the Persian Gulf.Cultural-historical and closely related religious aspect, are conditioned by the fact that Israel belongs to this region on the basis of cultural and civilizational characteristics.The uniqueness of Israel's foreign policy methods, which it is forced to resort to while being in a hostile environment of the Arab states, being an outcast state, is noted. Their analysis on practical material, according to the author, is of particular interest.High dynamics of changes in the Middle East conflict zone, which will necessitate new analytical generalizations. ; На сегодняшний день сформировались различные точки зрения относительно места и роли Израиля в системе межгосударственных связей Ближневосточного региона. Часть исследователей характеризует внешнюю политику Израиля как ориентированную исключительно на Запад. Однако это утверждение не соответствует действительности. В силу своего географического положения Израиль является интегральной частью Ближнего Востока, поэтому стремится наладить связи со своими ближневосточными соседями. При этом он использует различные критерии выбора потенциальных партнеров и принципы налаживания отношений с ними. Израильская концепция «периферийного альянса», суть которой сводится к необходимости поиска союзников во враждебном окружении по этническому и конфессиональному признакам, имеет мало примеров в современной мировой политике. Наиболее яркими проявлениями эффективности израильского внешнеполитического курса является израильско-иорданские, израильско-турецкие и израильско-египетские отношения. ; На сьогоднішній день сформувалися різні точки зору щодо місця і ролі Ізраїлю в системі міждержавних зв'язків Близькосхідного регіону. Частина дослідників характеризує зовнішню політику Ізраїлю як орієнтовану в виключно на Захід. Однак це твердження не відповідає дійсності. В силу свого географічного положення Ізраїль є інтегральною частиною Близького Сходу, тому прагне налагодити зв'язки з своїми близькосхідними сусідами. При цьому він використовує різні критерії вибору потенційних партнерів і принципи налагодження відносин з ними. Ізраїльська концепція «периферійного альянсу», суть якої зводиться до необхідності пошуку союзників у ворожому оточенні за етнічною та конфесійною ознаками, має мало прикладів у сучасній світовій політиці. Найбільш яскравими проявами ефективності ізраїльського зовнішньополітичного курсу є ізраїльсько-йорданські, ізраїльсько-турецькі та ізраїльсько-єгипетські відносини.
