AbstractThe global interest in research on the political economy of reparations has been rekindled by recent developments in the United States of America, but much of this renewed investigation is misinformed, distorted, or limited to recycling what is already known. Recent work by Darity and Mullen is an exception. They have contributed eloquently to age‐old debates on reparations for emancipated enslaved Africans. This essay examines their work in the context of historical movements against economic apartheid in the United States, its origins, and how it can be overcome. The focus of this essay is on how reparations should be considered as a response to the entire history of racism‐cum‐discrimination, which has consistently blocked economic opportunities for African Americans. Reparations , if adhered to, will either directly or indirectly modify the economic injustices that continue to face African Americans in their adopted nation (America). Central to any new case for reparations is the power of land, which offers to breathe new life into the broken, old promise of "forty acres and a mule" as a means of addressing long‐term social stratification in modern America.

By contrast with many other African states, the Ethiopian Government has in recent decades been almost monotonously stable. The Emperor Haile Selassie reigns and rules through a political system which remains in essentials the direct descendant of the imperial Government as it has existed down the centuries.1 In the last quarter-century, only the attempted coup d'état of December 1960 has seriously challenged his régime. The purpose of this article is to disentangle the various elements present in the coup, in order to illuminate the themes of rebellion and attempted revolution in an indigenous African polity.
In the modern world, almost simultaneously in the texts on national security strategies of the United States and the European Union the weak states are mentioned as the main threat to security for the whole world. The relevance of the study lies in the fact that weak states have long been the subject of research by Western scholars. It covers the search for solutions to problems in several areas, including the post-Soviet transfer, the issues of the African continent development and formation, the study of security issues in the Middle East, and so on. The article attempts to identify discrepancies in definitions and categorizations, as well as to analyze the preconditions and ways to overcome the position of "weak state", in particular in the foreign economic and security sector. The main theoretical approaches to the definition of weak states in the foreign literature have been analyzed, but in domestic research this question is very rarely raised by scientists. The threats to international security of countries with a "weak state" status have been summarized. The study concludes the definition and assessment of the weak states status, namely, weak states in different regions of the world and in particular in Ukraine. Within the framework of this research, it has first been proposed to clarify the definitions of "weak" and "failed" states, as well as to determine the principles of the weak state existence along with the neighboring large country, and clearly defined preconditions and ways of overcoming its political and economic weakness, on the example of Ukraine. ; У сучасному світі майже одночасно в тексті стратегій національної безпеки США та Європейського Союзу називають саме weak states головною загрозою безпеки для усього світу. Варто зазначити щодо актуальності дослідження, що weak states вже досить давно є предметом досліджень західних науковців. Це стосувалося пошуку шляхів вирішення проблем у декількох сферах, зокрема пострадянський трансфер, проблеми розвитку та становлення держав Африканського континенту, дослідження питань безпеки на Близькому Сході тощо. У статті зроблено спробу виявити розбіжності у визначеннях і категоризаціях, а також проаналізувати передумови та шляхи, спрямовані на подолання слабкості держави (weak state), зокрема у зовнішньоекономічному та безпековому секторі. Проаналізовані основні теоретичні підходи до визначення weak states в зарубіжній літературі, оскільки у вітчизняних дослідженнях це питання науковцями піднімається вкрай рідко. Узагальнено загрози для міжнародної безпеки країн зі статусом weak state. У підсумку дослідження надано визначення та оцінка статусу weak states - слабких держав у різних регіонах світу та в Україні зокрема. У рамках цього дослідження було вперше запропоновано уточнення дефініцій «weak» та «failed» state, а також визначені принципи існування слабкої держави поруч з сусідньою великою державою, та чітко окреслені передумови та шляхи подолання державою, на прикладі України, своєї політико-економічної слабкості. ; В современном мире почти одновременно в тексте стратегии национальной безопасности США и Европейского Союза главной угрозой безопасности для всего мира называют именно Weak States. Следует отметить актуальность исследования – Weak States уже достаточно давно является предметом исследований западных ученых. Это касается поиска путей решения проблем в нескольких сферах, в частности постсоветский трансфер, проблемы развития и становления государств Африканского континента, исследования вопросов безопасности на Ближнем Востоке и тому подобное. В статье сделана попытка выявить различия в определениях и категоризации, а также проанализировать предпосылки и пути, направленные на преодоление слабости государства (weak state), в том числе во внешнеэкономическом секторе и секторе безопасности. Проанализированы основные теоретические подходы к определению Weak States в зарубежной литературе, поскольку в отечественных исследованиях этот вопрос учеными поднимается крайне редко. Обзор угрозы международной безопасности стран со статусом Weak States. В итоге исследования сформулировано определение и сделана оценка статуса Weak States – слабых государств в различных регионах мира и в Украине в частности. В рамках этого исследования было впервые предложено уточнение дефиниций «weak» и «failed» state, а также определены принципы существования слабого государства рядом с соседней великой державой, четко очерчены предпосылки и пути преодоления государством, на примере Украины, своей политико-экономической слабости.

The history of the past three decades in Africa would seem to confirm that the rôle of the military in political and economic development may no longer be considered transient. Armed interventions have become institutionalised, if not constitutionalised, in many African states. By December 1985 no less than 60 successful and 71 attempted coups d'état had occurred in 37 states since January 1956.1 Just as most of the first generation of African politicians chose 'socialism' to explain and justify their policies, so 'revolution' has become the rallying cry for the military leaders, even though they have often quickly been content just to 'take over', and not to transform, the previous civilian régime.

Global datasets on interstate armed conflict suggest that African states clash with each other rarely and only for short periods. This research note shows that existing datasets paint a misleading picture. In fact, African states fight each other more often and for longer than is commonly thought, but they do so by mutually intervening in each other's intrastate conflicts. Instead of relying solely on their own armed forces, they support their rival's armed opposition groups. Such mutual interventions—most prevalent in Africa but also evident in other regions—thus span the boundaries of interstate and intrastate conflict. As a result, they have been largely overlooked by conflict scholars. Our note conceptualizes mutual intervention as a distinct form of interstate conflict, comparing and contrasting it with concepts like proxy war, competitive intervention, and international rivalry. The note then presents the first systematic survey of mutual interventions across the African continent. We identify twenty-three cases between 1960 and 2010 and demonstrate that they typically ended independently of their associated intrastate conflicts. We conclude with a research agenda that involves studying the onset, duration, termination, and consequences of mutual interventions, including collecting data on mutual interventions outside Africa to explore cross-regional differences.
