Executive Council Thirty-Fourth Ordinary Session 7 – 8 February 2019 Addis Ababa, Ethiopia ; African Risk Capacity (ARC) Agency is a Specialized Agency of the African Union that was established in 2012 to provide a comprehensive and integrated approach to tackling the impacts of natural disasters on vulnerable populations on the continent. In 2014, ARC launched its initial risk insurance product for Member States through its financial affiliate, the ARC Insurance Company Limited (ARC Ltd). ARC Ltd is a specialist mutual insurance company and Africa's first ever disaster insurance pool. ARC Ltd aggregates risk by issuing insurance policies to participating governments and transferring the pooled risk to the international markets.

The article aims to analyze the theoretical and practical knowledge involving investigative journalism, its theoretical and methodological knowledge and practice in Brazil. The discussion analyzes the four reports awarded the Public Agency in 2014, exclusively female authors. The theoretical framework is based on deontology of journalism, investigative reporting and verification methods. We picked up the Public Agency for pioneering its proposal in Brazil.

This paper discusses part of the results obtained from a study carried out in two cities of the so-called ABCD Paulista Region in the period 2010-2012, in an attempt to spot the existence of non-state regulatory rationale towards access and consumption of health care services. The first stage includes interviews carried out with strategic stakeholders (managers and politicians) and key workers players. The second stage collected the stories of 18 very frequent users of health care services. This study revealed the leading role played by users to produce "health care maps", with emphasis on the frequent use of public and private resources in their itineraries, circumventing or merging with government regulation to obtain the care they need. The different formats of public-private mix transcend the still prevailing "official" concepts about the clear distinction between the two systems, which reveals the importance of this theme to public health management. ; O artigo problematiza parte dos resultados de estudo realizado em dois municípios do ABCD paulista no período de 2010 a 2012 com o objetivo de evidenciar a existência de lógicas regulatórias não estatais na viabilização do acesso e consumo de serviços de saúde. Na primeira etapa, foram realizadas entrevistas com atores estratégicos (gestores e políticos) e atores-trabalhadores-chave. Na segunda, foram coletadas histórias de vida de 18 pessoas com elevada frequência de utilização de serviços de saúde. O estudo revelou o papel protagonista dos usuários na construção de "mapas do cuidado", com destaque para a utilização frequente de recursos públicos e privados nos seus percursos, contornando ou se mesclando com a regulação governamental, para a obtenção do cuidado de que necessitam. This article examines the diffusion of independent regulatory agencies (IRAs) in Brazil, demonstrating how important domestic factors interplayed with traditional mechanisms of diffusion lead to an expressive process of agencification. Although top-down, bottom-up and horizontal mechanisms played an important role in the Brazilian agencification process, they fail to explain the creation of IRAs in unexpected sectors or the frequent modifications that occurred at subnational levels in a short period of time. To understand how local political actors adapted the regulatory agency model to the Brazilian institutional legacies, field research was conducted, based on bibliographical, documental, and interviews with key political actors. The specificities of Brazilian federalism and the strategic role of the film industry, bureaucrats and politicians in (re)interpreting the agency model helped to boost the diffusion of IRAs in Brazil. ; Este artículo examina la difusión de agencias reguladoras independientes en Brasil, demostrando de qué forma la interacción entre variables contextuales y mecanismos de difusión llevaron a un significativo proceso de agencialización. Aunque los mecanismos top-down, bottom-up y horizontales han desempeñado un papel importante en la difusión de las agencias reguladoras brasileñas, son insuficientes para explicar la creación de agencias en sectores inusitados o las frecuentes modificaciones ocurridas en los niveles subnacionales. Para entender la adaptación del modelo de agencia al contexto local, se realizó una investigación de campo, basada en bibliografía, documentación oficial y entrevistas con actores clave. Las especificidades del federalismo brasileño y el papel estratégico desempeñado por actores de la industria cinematográfica, burócratas y políticos en la reinterpretación del modelo de agencia contribuyeron a apalancar la difusión de agencias reguladoras independientes en Brasil. ; Este artigo examina a difusão de agências reguladoras independentes no Brasil, demonstrando de que forma a interação entre variáveis relacionadas ao contexto local e mecanismos tradicionais de difusão levaram a um expressivo processo de agencificação. Embora mecanismos top-down, bottom-up e horizontais tenham desempenhado um papel importante na difusão das agências reguladoras brasileiras, eles são insuficientes para explicar a criação de agências em setores inusitados ou as frequentes modificações ocorridas nos níveis subnacionais. Introduction: The Brazilian Patient Safety Program (PNSP, in Portuguese), was established in 2013 in Brazil and, with it, a legislation that turns the formation of Patient Safety Committees (NSP, in Portuguese) and incidents notifications by health services compulsory. Since then, the Brazilian Health Surveillance Agency (Anvisa) publishes newsletters that contain compiled information of the notifications received; however, it does not compare it over time. Objective: Analyze the evolution of the Brazilian Patient Safety Program in five years. Method: Retrospective study, based on documents analysis. It is a review of Anvisa's publications, that are called Patient Safety and Quality in Healthcare Newsletters (Boletim Segurança do Paciente e Qualidade em Serviços de Saúde), from 2015 to 2019. Results: There was an increase of 416.00% on the NSP; however, this number represents less than 50.00% of Brazilian hospitals. Notifications have enhanced over 900.00%, but it is still necessary to qualify the information before submitting it to Anvisa. The comparison of cases proportions has shown that there was a slight decrease of severe damage and death, but 1,491 lives were lost due to adverse events in health on the studied period. Studies that assess national action's impact on healthcare results must be encouraged. Conclusions: Coordinated actions of health surveillance and assistance must be intensified, in order to patient safety become into a real priority of the Brazilian public healthcare system. Despite not having a perennial action financing policy, PNSP has caused a positive evolution over the years, and Brazilian institutions and health professionals have a huge potential for saving lives. ; Introdução: O Programa Nacional de Segurança do Paciente (PNSP) foi instituído em 2013 no Brasil e, com ele, legislação que torna obrigatórias a constituição de núcleos de segurança do paciente (NSP) e a notificação de incidentes em estabelecimentos de saúde. Desde então, a Agência Nacional de Vigilância Sanitária (Anvisa) publica boletins contendo compilado das informações contidas nas notificações, porém não faz comparação ao longo do tempo. Objetivo: Analisar, a partir de dados públicos da Anvisa, a evolução do PNSP, em cinco anos. Método: Estudo retrospectivo, de análise documental, a partir da revisão das publicações da Anvisa denominadas Boletim de Segurança do Paciente e Qualidade em Serviços de Saúde, publicadas entre 2015 a 2019. Resultados: Houve aumento no número de NSP em 416,00%, porém representa menos de 50,00% dos estabelecimentos hospitalares brasileiros. As notificações aumentaram em mais de 900,00%, mas ainda se faz necessário qualificar as informações previamente ao envio à Anvisa. A comparação da proporção dos casos mostrou que houve discreta redução dos danos graves e óbitos, porém foram perdidas 1.491 vidas por eventos adversos na assistência à saúde no período avaliado. Estudos que avaliem o impacto de ações nacionais nos resultados do cuidado devem ser estimulados. Conclusões: Ações coordenadas de vigilância sanitária e de assistência à saúde devem ser intensificadas, a fim de tornar a segurança do paciente uma real prioridade de saúde pública no Brasil. Apesar de não haver uma política com financiamento perene de ações, nota-se que o PNSP provocou evolução positiva ao longo dos anos e que a mobilização das instituições e profissionais de saúde brasileiros tem potencial de salvar vidas.

O artigo faz uma descrição etnográfica sintética, buscando explicitar os princípios do grupo Arca da Montanha Azul e a produção de desenhos realizada durante ritual ecumênico com plantas medicinais, prática inovadora quando comparada a outras casas semelhantes. Para tanto, o artigo contextualiza o espaço segundo seu aspecto social e político, faz uma explicação do processo ritual, do processo iniciático, sobre o conceito de cura e traz alguns trechos de entrevistas realizadas com praticantes da casa que falam sobre sua relação com os desenhos. Encerra-se o texto apresentando argumento a respeito do caráter agentivo presente nos desenhos produzidos durante as cerimônias. ; The article makes a synthetic ethnographic description, seeking to explain the principles of the Arca da Montanha Azul group and the production of drawings carried out during an ecumenical ritual with medicinal plants, an innovative practice when compared to other similar houses. Therefore, the article contextualizes the space according to its social and political aspect, explains the ritual process, the initiation process, about the concept of healing, and brings some excerpts from interviews carried out with house practitioners who talk about their relationship with the drawings. The text ends with an argument about the agentive character present in the drawings obtained during the ceremonies.

Introduction: The publication of the Resolution of the Collegiate Directorate of the Brazilian Health Regulatory Agency (Anvisa) Nº. 200, of December 26, 2017, made the analysis of petitions for renewing the registration of medicines would become a lesser activity complexity. However, the number of automatic registration revalidations remains expressive. In addition, rejections of these petitions continue to occur. Objective: Characterize the outcomes of the analyzes of these renewals and quantify the number of automatic renewals of registration of generic and similar drugs. Method: Retrospective analysis of requests for renewal of registration of generic drugs and similar procedures processed by the General Office of Medicines and Biological Products (GGMED) Anvisa, from January 2017 to August 2018. The information was obtained in the system Datavisa, from Anvisa, after GGMED and the Coordination of Institutional Security (CSEGI) authorized access. Results: In the period from January 2017 to August 2018 processed through GGMED 1,450 requests for renewal of medication registration generics and the like. A considerable percentage of automatic revalidations was observed medication registration, since 378 (26,0%) petitions among those processed by GGMED in the study period were automatically revalidated. An expressive portion was found of medicinal products belonging to the similar category, 247 petitions, corresponding to 65,0% of the 378 petitions renewed automatically. In the set of analyzed and rejected petitions, the main reasons for rejections were related with technical-administrative reasons (36 petitions, out of 51 rejected). Conclusions: The automatic registration revalidations, which should be an exception possibly if became the rule. Fact that brings concern from the health point of view. ; Introdução: A publicação da Resolução da Diretoria Colegiada da Agência Nacional de Vigilância Sanitária (Anvisa) nº 200, de 26 de dezembro de 2017, fez com que a análise das petições de renovação de registro de medicamentos se tornasse atividade de menor complexidade. Contudo, o número de revalidações automáticas de registro continua expressivo. Além disso, continuam a ocorrer indeferimentos dessas petições. Objetivo: Caracterizar os desfechos das análises dessas renovações e quantificar o número de renovações automáticas de registro de medicamentos genéricos e similares. Método: Análise retrospectiva das petições de renovação de registro de medicamentos genéricos e similares tramitadas pela Gerência-geral de Medicamentos e Produtos Biológicos (GGMED) da Anvisa, de janeiro de 2017 a agosto de 2018. As informações foram obtidas no sistema Datavisa, da Anvisa, após o acesso ter sido autorizado pela GGMED e pela Coordenação de Segurança Institucional (CSEGI). Resultados: No período de janeiro de 2017 a agosto de 2018 tramitaram pela GGMED 1.450 petições de renovação de registro de medicamentos genéricos e similares. Observou-se percentual considerável de revalidações automáticas de registro de medicamentos, pois 378 (26,0%) petições dentre as tramitadas pela GGMED no período do estudo foram revalidadas automaticamente. Foi encontrada parcela expressiva de produtos medicamentosos pertencentes à categoria dos similares, 247 petições, correspondendo a 65,0% das 378 petições renovadas automaticamente. No conjunto das petições analisadas e indeferidas, os principais motivos de indeferimentos relacionaram-se com razões técnico-administrativas (36 petições, das 51 indeferidas). Conclusões: As revalidações automáticas de registro, que deveriam ser uma exceção possivelmente se tornaram regra. Fato que traz preocupação do ponto de vista sanitário.
