A transition to sustainable development and net-zero greenhouse gas emissions is key to achieve the temperature limits established by the Paris Agreement (PA) and the global sustainable development goals (SDGs) agreed in the 2030 Agenda. To explore how carbon market approaches under Article 6 of the Paris Agreement can contribute to the transformational change required by these global agreements, the German Environment Agency (UBA) has commissioned UNEP DTU Partnership in collaboration with Perspectives Climate Research and First Climate to carry out this research project. The project aims to generate insights and recommendations for how to design and implement Article 6 rules and activities to promote transformational change (TC) through carbon markets. Based on insights from a literature review and expert interviews, the authors propose a definition of transformational change with four characteristics particularly relevant to Article 6 objectives, namely 'Digitalisation', 'Private sector and Governments', 'Carbon pricing' and 'Dynamic baselines'. In the context of Article 6 negotiations up to COP26 in Glasgow and an overview of Article 6 piloting efforts, conceptual options are presented for Article 6 activities to promote transformational change. An incentive structure for carbon markets to promote Nationally Determined Contribution (NDC) ambition raising, and transformational impact is introduced. Insights from a comparative case study analysis of different NDCs and sectors in Costa Rica, Morocco and Pakistan demonstrate how transformational impact can be designed and assessed at Article 6 activity level. Findings are used to identify implications for Article 6 design so that activities enhance their transformational impact. For instance, higher prices for internationally transferred mitigation outcomes (ITMOs) with transformational impact can enable the political will in host countries to undertake deep mitigation opportunities while achieving cost-efficient emission reductions with domestic means. Key conclusions and recommendations are that core carbon market principles such as of additionality and baselines-setting can be reinterpreted in order to promote transformational change aligned with the global 1.5°C temperature goal.

A chapter is also devoted to the international social welfare treaties and conventions that affect social welfare and social work practice internationally. The final chapter provides a thoughtful review of the United Nations Sustainable Development Goals and discusses the 2030 Agenda, examining implementation strategies and the contributions of social work. As social problems are increasingly international in scope and impact, their solutions require global attention and local action. This book will inspire social work educators, professionals, and students to promote the idea of learning and sharing internationally to advance the field of social welfare globally"--

Transforming World Trade and Investment Law for Sustainable Development explains why the 2030 UN Sustainable Development Agenda for 'Transforming our World'-aimed at realizing 'the human rights of all' and seventeen agreed Sustainable Development Goals (SDGs)-requires transforming the United Nations (UN) and World Trade Organization (WTO) legal systems, as well as international investment law and adjudication. UN and WTO law protect regulatory competition between diverse neo-liberal, state capitalist, European ordo-liberal, and third-world conceptions of multilevel trade and investment regulation. However, geopolitical rivalries and trade wars increasingly undermine transnational rule of law and effective regulation of market failures, governance failures, and constitutional failures. For example, the intergovernmental negotiations in the context of the 1992 UN Framework Convention on Climate Change have failed to prevent or considerably limit climate change. In order to prevent trade, investment, energy, and climate conflicts, sustainable development requires reforming trade, investment, and environmental rules and dispute settlement systems. The global health pandemics confirm the need for constitutional reforms of multilevel governance of global public goods. Investment law and adjudication must better reconcile governmental duties to protect human rights and decarbonize economies with the property rights of foreign investors. The constitutional, human rights, and environmental litigation in Europe enhances the legal accountability of democratic governments for protecting sustainable development, but European economic constitutionalism has been rejected by Anglo-Saxon neo-liberalism, China's authoritarian state capitalism, and many third-world governments. The more that regional economic orders (like the China-led Belt and Road networks) reveal heterogeneity and power politics block UN and WTO reforms, the more the US-led neo-liberal world order risks disintegrating. UN and WTO law must promote private-public network governance, civil society participation, and stronger judicial accountability in order to stabilize and depoliticize multilevel governance of the SDGs.

"International trade and foreign investment are important pathways to realise the ambitious set of Sustainable Development Goals finalised as part of the 2030 Agenda for Sustainable Development. To evaluate the promises and limits of these vectors, we invited leading scholars from political science, law and economics to Florence to participate in the World Trade Forum in September 2018. The focus of our attention is the manner in which the SDGs have found their way into international trade and investment agreements, together with the problem of interactions and trade-offs across Goals. We hope this volume will offer a valuable guide for scholars and policy makers in identifying and evaluating the complex challenges related to sustainable development. There has been a significant policy shift in Germany's energy transition – the Energiewende – resulting from Russia's invasion of Ukraine and the subsequent war. The Easter Package, rolled out in Spring 2022, set a series of ambitious renewable energy targets and laws to enable both climate action and energy security. These are to be implemented in tandem with existing laws such as the Coal Exit Law and the Federal Climate Change Act. Aligning policies and targets to reduce greenhouse gas (GHG) emissions and ensure energy reliability and affordability requires concerted policy coherence, a policy process to pursue multiple goals in a way that maximises synergies and minimises trade-offs. Reducing trade-offs (and their consequences) is especially crucial if the energy transition is to be just for all and become a vehicle towards a broader Just Transition, as well as to achieve the aims of the 2030 Agenda for Sustainable Development (including "leaving no one behind") and the Paris Agreement. This policy brief first examines some of the most important policies – and (in)coherences – pertaining to the Energiewende, with a specific focus on the state of North Rhine-Westphalia (NRW), one of Germany's main coal-mining regions. The brief then goes on to explore the main political drivers – through the lens of ideas, interests and institutions – of policy (in)coherence in two parallel Energiewende policy processes that are particularly relevant to the electricity sector: the coal phase-out and the phase-in of onshore wind. Although solar power and green hydrogen are also key to a successful Energiewende, these are not the subject of this brief. Our insights derive from policy document analysis and 28 semi-structured interviews. To move towards a Just Transition, the following recommendations are made to promote coherence in Germany's Energiewende and inform the ongoing revision of the NRW Sustainability Strategy (last updated in 2020). The recommendations may also be of interest to the newly appointed NRW Advisory Board on Sustainability: • Mitigate ideological, institutional and interest-based barriers to ambitious climate action by ensuring a political commitment to policy coherence. In NRW in particular, this means meeting recent promises to deliver a coal phase-out by 2030 and lift the 1,000 metre (m) "rule" (i.e. 1 kilometre (km) between residential buildings and wind turbines), as well as mitigating arising conflicts between residents' interests, particularly around the sharing of profits. Such commitments should be made explicit in the revised NRW Sustainability Strategy and legislated. Promote greater political equality in all Energiewende policy-making decision processes at all governance levels (i.e. federal, state and municipal) in consultative and participatory mechanisms towards greater energy democracy. Reducing political in-equality is key to increase the public's acceptance of renewable energy projects (e.g. through cooperatives) – one of the aims of the latest NRW Sustainability Strategy. • Integrate notions of social and climate justice into Energiewende policy to ensure the German energy transition is a just one for all individuals, and not just for German coal workers. Notions of procedural, distribution and recognition justice are featured here and should be highlighted in the updated NRW Sustainability Strategy.

"The human right to science, outlined in the 1948 Universal Declaration of Human Rights (UDHR) and repeated in the 1966 International Covenant on Economic, Social and Cultural Rights (ICESCR), recognizes everyone's right to "share in scientific advancement and its benefits" and to "enjoy the benefits of scientific progress and its applications." This right to science also requires state parties to develop and disseminate science, to respect the freedom of scientific research, and to recognize the benefits of international contacts and co-operation in the scientific field. The right to science has never been more important. Even before the COVID-19 health crisis, it was evident that people around the world increasingly rely on science and technology in almost every sphere of their lives from the development of medicines and the treatment of diseases, to transport, agriculture, and the facilitation of global communication. This is reflected in the United Nations 2030 Agenda with its 17 Sustainable Development Goals that emphasize the importance of science and technology for sustainable development. At the same time, however, the value of science has been under attack, with some raising alarm at the emergence of "post-truth" societies. "Dual use" and unintended, because often unforeseen, consequences of emerging technologies are also perceived to be a serious risk. The important role played by science and technology and the potential for dual use makes it imperative to assess scientific research and its products not only on their scientific, but also on their human rights merits. In Science as a Cultural Human Right, Helle Porsdam assesses the state of the field, and argues robustly for the role of the right to science now and in the future. The book analyzes the legal stature of this right, the potential consequences of not establishing it as fundamental, and connects the right to science tightly to global cultural rights. It offers the basis for defending the free and responsible practice of science and ensuring that its benefits are spread globally"--

How does the nexus between security, human rights and good governance play out in the sustainable development context? Based on state-of-the-field, interdisciplinary research with a global perspective, Leaving no one behind, leaving no one unaccountable offers the first comprehensive account of the role of ombuds institutions in achieving the Sustainable Development Goals, launched by the United Nations in 2015. With their unique position in-between three branches of power, the mandate to oversee public administration (including the security sector) and protect human rights, ombuds institutions are well-placed to play an important role in national efforts to fulfil the SDGs. The book takes the specific angle by looking at SDG-16, devoted to effective, accountable and inclusive institutions, through the lens of security sector governance.
It brings granular analysis of all SDG 16 targets, demonstrating how ombuds institutions could contribute to achieving each of them. The book develops an innovative conceptual framework, by looking at both implementation and accountability. The former is captured under the title of 'leaving no one behind' and the latter under 'leaving no one unaccountable'. Leaving no one behind is a central credo of the 2030 Agenda. It is highly relevant for SDG-16, as well as security sector governance, due to the centrality of the principles of responsiveness, inclusiveness and participation.
The book attests that for a number of the SDG 16 targets, ombuds institutions should primarily serve as accountability mechanisms. It argues they should work with, pressure, and make public administration accountable, in cases when the administration as the primary duty-bearer fails to protect the rights of citizens and when their actions fall short of the standards needed to achieve the SDGs.
As this book demonstrates, many SDG 16 targets are rather vague, and limited guidance exists on how to measure and achieve them, especially in fragile contexts. It thus provides guidance and recommendations to ombuds institutions and other actors on how to best support each other in achieving SDG-16. Leaving no one behind, leaving no one unaccountable is a key resource for scholars, policymakers and activists concerned with effective, accountable and inclusive institutions, and those interested in political science, security studies, human rights and development studies.
