In spite of many attempts made in the past at accelerating transformations of the system, the Polish agriculure in its major part is still a small scale production sector. This situation results in a need of searching for more effective ways of transformation making a better use of specific features of indivdiual farming. Productive cooperation is undoubtedly answering for that need as it allows a relatively non- conflict linking of growth of production with gradual social transformations in the country. The experience of the last decade seems to be very valuable in this respect. A particular importance of that period is resulting from the distinctive features of adopted concepts of the cooperational developement, both in the aspect of intra- sector and inter-sector relations. A new productive organization emerged in Polish village is the group of individual farmers, acting according to the regulation of partnership. Productive and economic achievements of these groups are unquestionable, yet their effect on account of the high social costs is still relatively small. As far as the intersector Cooperation is concerned, the experience of the seventies is a long step forwards on the way overcoming isolation between the sectors. The need to keep the expected level of production in agriculture generates a serious burden on the environment. The most important environmental factors exposed to the impact of agriculture include biodiversity and water, air, and soil quality. Assessments of all these environmental aspects related to agricultural production are negative. The condition of the agricultural environment has been subject to rapid deterioration. In such a situation, environmental instruments have drawn particular attention from the European legislature when developing new guidelines of the Common Agricultural Policy to be applicable after 2020. ; Utrzymanie oczekiwanego poziomu produkcyjności w rolnictwie generuje poważne obciążenie dla środowiska naturalnego. Do najważniejszych czynników środowiskowych narażonych na oddziaływanie rolnictwa zalicza się różnorodność biologiczną, ilość i jakość wody, powietrza oraz gleby. Oceny wszystkich wskazanych aspektów środowiskowych towarzyszących produkcji rolnej wypadają negatywnie. Stan środowiska rolniczego ulega szybkiej degradacji. W takiej sytuacji instrumenty ochrony środowiska doczekały się szczególnej uwagi prawodawcy europejskiego tworzącego nowe programowe założenia Wspólnej Polityki Rolnej obowiązującej po roku 2020.

The aim of the article is to indicate the importance of local food and short supply chains in the implementation of the concept of the sustainable development of agriculture and rural areas, and to present the European Union's actions in this field. These actions are concentrated in the Common Agricultural Policy. When preparing the text, the descriptive method and an analysis of the literature were utilised. In the context of diverse challenges facing the economy of the modern world, the development of local food systems, meaning production, processing and trade in a relatively small area, is particularly important. It brings an important contribution to solving the problems arising from progressive globalisation and constitutes a significant element of sustainable development around the world. Focusing attention on the development of local food systems in the agricultural policy of the European Union allows its main objectives to be realized, in particular the preservation of food security and safety, through maintaining local production capacity, ensuring a transparent process of food production and caring for sustainable development of the entire agri-food sector, among others. ; Celem niniejszego opracowania jest określenie znaczenia lokalnej żywności oraz krótkich łańcuchów dostaw we wdrażaniu koncepcji zrównoważonego rozwoju rolnictwa i obszarów wiejskich oraz przedstawienie działań Unii Europejskiej w tym zakresie. W kontekście różnorodnych wyzwań współczesnej gospodarki światowej, rozwój lokalnych systemów żywności, oznaczających produkcję, przetwórstwo i obrót na stosunkowo małym obszarze, jest szczególnie ważny. Ma on istotny wkład w rozwiązywanie problemów wynikających z postępującej globalizacji i stanowi ważny element zrównoważonego rozwoju na świecie. Przywiązywanie szczególnej wagi w polityce rolnej Unii Europejskiej do rozwoju lokalnych systemów żywności pozwala osiągać jej główne cele, zwłaszcza zachowanie bezpieczeństwa żywnościowego i żywności, m.in. dzięki utrzymaniu lokalnych zdolności wytwórczych, zapewnieniu transparentnego procesu produkcji żywności oraz dbaniu o zrównoważony rozwój całego sektora rolno-spożywczego.

Celem niniejszego artykułu jest zwrócenie uwagi na politykę rolną Unii Europejskiej, w kontekście szans i możliwości jakie stwarza polskiemu rolnictwu. Opracowanie zawiera również charakterystykę aktualnego Programu Rozwoju Obszarów Wiejskich (PROW) na lata 2014-2020, który pozwala na efektywne zarządzanie środkami unijnymi w celu wsparcia polskiego rolnictwa. Sektor rolny jest kluczowy dla polskiej gospodarki przede wszystkim w celu zagwarantowania bezpieczeństwa żywnościowego. Polskie rolnictwo zapewnia różnorodne, przystępne cenowo i bezpieczne produkty na najwyższym poziomie. Polska oraz inne kraje Unii Europejskiej jest znana na całym świecie ze swoich tradycji kulinarnych, dlatego zadaniem unijnego rolnictwa jest również kreowanie warunków, dających rolnikom różne możliwości, z których kluczową jest właśnie produkcja żywności. Bogactwo zasobów rolnych Unii Europejskiej przekłada się na bezpieczeństwo dostaw żywności dla europejskich obywateli, ale także pozwala konkurować na arenie międzynarodowej i odgrywać strategiczne miejsce. ; The aim of this article is to draw attention to the agricultural policy of the European Union, especially in the context of the opportunities and possibilities that it creates for Polish agriculture. The study also includes the characteristics of the current Rural Development Programme (RDP) for the years 2014-2020, which allows for effective management of EU funds to support Polish agriculture. For the Polish economy, the agriculture sector is crucial, mainly in order to guarantee food security. Polish agriculture provides diversified, affordable and safe products at the highest level. Poland and other European Union countries are well known throughout the world for their culinary traditions, so the task of EU agriculture is to create conditions that give farmers different options, from which food production plays the main role. The European Union's richness of agricultural resources gives security of food supply for Europe's citizens and also allows it, to compete EU agriculture with others countries on the international stage.

The article analyzes the impact of plant production on the protection of biosphere resources. Agriculture significantly affects the quality of resources and natural environment assets and shapes their character. The quality of environmental resources determines the size and directions of agricultural production, and agriculture changes ecosystems, shapes the landscape, affects the quality and quantity of natural resources. European integration has influenced the relationship between agriculture and the environment in many directions. EU legislation and the formulation of development strategies and economic programs contribute to the greening of agricultural land use and the protection of biosphere resources. The assessment of these activities is definitely positive due to the creation of conditions for conflict-free coexistence of the protective function and the agricultural function. ; Artykuł zawiera analizę wpływu produkcji roślinnej na ochronę zasobów biosfery. Rolnictwo w istotny sposób wpływa na jakość zasobów i walorów środowiska przyrodniczego oraz kształtuje ich charakter. Jakość zasobów środowiskowych determinuje wielkość i kierunki produkcji rolniczej, a gospodarka rolna zmienia ekosystemy, kształtuje krajobraz, wpływa na jakość i ilość zasobów naturalnych. Integracja europejska wielokierunkowo wpłynęła na relację rolnictwo – środowisko. Legislacja unijna oraz konstruowanie strategii rozwojowych i programów gospodarczych przyczyniają się do ekologizacji użytkowania gruntów rolnych i ochrony zasobów biosfery. Ocena tych działań jest zdecydowanie pozytywna ze względu na tworzenie warunków do bezkonfliktowego współistnienia funkcji ochronnej i funkcji rolniczej.

In this article the reform of relations between towns and villages is treated in terms of economic undertakings aimed at eliminating the hitherto existing income and civilization discrimination of villages and agriculture in comparison with non-agricultural sectors and townspeople. Responsible for the present state of things is the logic of the former economic system with its roots in directive and distributive method of planning and management in non-agricultural sectors. Without understanding and eliminating the systemic causes of that discrimination no economic reform will ever be possible. The reform must in the first place be concerned with relations between the accumulation input of agriculture into the economic development of the country and the mechanism of income allocation in a macro scale. A replica of these relations is the development of corresponding mechanisms of adaptation in the private-sector agriculture. In order for the qualitative change in the present reform to appear, it is indispensable to take into account the essence of the presented interdependencies. They will allow to determine and allocate relatively high costs of production and low productivity in agriculture. Moreover, they will make it possible to eliminate the promotion of the economic development of the country at the expense of preserving the disparity between the development of towns and villages. The CAP played the main role in enlarging the EU, by incorporating the twelve new states from Central and Eastern Europe by means of ensuring their smooth integration into the common market and facilitating the accelerated adaptation, modernization and restructurization of the agricultural and food sectors, as well as the non-agricultural fields of the socio-economic and cultural activation of rural populations. The EU's agricultural and rural policy continues to undergo evolutionary transformation, and its shape in the new 2014–202 financial perspective is of vital and justified interest for Poland. Despite the progressing outer convergence of Poland, it can be stated that, with the exception of a few big cities and few areas attractive in terms of tourism and agriculture, all Polish voivodships are threatened by the peripheralization in the integrating Europe. Furthermore, the restructurization processes of industry and agriculture together with a slow privatization of these branches of economy, despite visible positive results, brought about threats of unemployment, a low investment ability, little competitiveness of enterprises or ineffectiveness of the institutional system. What is more, the above-mentioned dangers occur to different degrees in different regions. Therefore, a low socio-economic cohesion is itself an obstacle to the enlargement of the cohesion at the European level. This paper tries to present the current level of socio-economic development of Polish voivodships, especially Kujawsko-Pomorskie, within the context of cohesion policy of the European Union.

This paper addresses the issues related to legal protection of farmers' incomes in the context of the need for income stabilization in view of agricultural risks. The volatility of agriculture becomes increasingly important in economic, social and political terms. This is recognized by multiple authorities, including the Union legislator, as reflected in amendments to legislative acts. Therefore, the purpose of this paper was to identify the direction in which the basic subsidized Union instruments for agricultural risk management evolve. This means in particular determining the trends followed by these instruments and assessing their attractiveness to agricultural producers. The new legal solutions seem to be more beneficial to agricultural producers as they tend to smooth over the negative impacts of production risk, in respect both to losses and incomes. However, their proper functioning continues to be hampered by the precise determination of farm incomes. ; Artykuł odnosi się do problematyki związanej z prawną ochroną dochodów rolników w kontekście potrzeby stabilizacji dochodów w związku z występowaniem ryzyka w rolnictwie. Zmienność rolnictwa nabiera coraz większego znaczenia ekonomicznego, społecznego i politycznego. Dostrzegł to m.in. prawodawca unijny, co znalazło wyraz w modyfikowanych aktach normatywnych. Celem opracowania było wskazanie kierunków zmian podstawowych dotowanych ze środków unijnych instrumentów zarządzania ryzykiem w rolnictwie. Chodzi w szczególności o określenie tendencji zmian tych instrumentów i ich ocenę w aspekcie atrakcyjności z punktu widzenia producentów rolnych. Stwierdzono, że nowe rozwiązania prawne wydają się bardziej korzystne dla producentów rolnych, ponieważ w większym stopniu niwelują negatywne skutki ryzyka w produkcji w odniesieniu zarówno do strat, jak i dochodów. Kwestią nadal niesprzyjającą ich właściwemu funkcjonowaniu jest precyzyjne ustalanie dochodów gospodarstw rolnych.

One of the crucial elements of 'longue durée' inthe Polish economy is the spatial structure of peasant farms. Observations from the last century prove its limited transformations, despite the dramatic political and economic events soabundant inthe 20th century. The share of the smallest farms inthe total number did notchange, which is vividly illustrated by the fact that both in1921 and in2015 there was an identical percentage (nearly 33%) of small farms (2–5 ha). Over that time the percentage of small holdings (up to2 ha) decreased by 11 percentage points and stood at 18%. As aresult, small farms and small holdings still accounted for 51% of all the farms. However, positive, though admittedly limited, changes occurred inthe group of peasant farms of over 20 ha. Their percentage in1921 was 2.5%, and in1960 –only 1%, but by 2015 it had reached 9.5%. It was aresult of the policy of acceptance for larger farms inthe final two decades of the Polish People's Republic and the new system and economic conditions after 1989. However, the concentration of land –socrucial for an increase inthe agricultural production efficiency –was happening intoo slow amanner. ; Do ważnych elementów "długiego trwania" wpolskiej gospodarce należy struktura obszarowa gospodarstw chłopskich. Obserwacje zostatniego stulecia dowodzą jej ograniczonych zmian, mimo dramatycznych zdarzeń politycznych iekonomicznych, wjakie obfitował wiek XX. Nie zmienił się udział najmniejszych gospodarstw wich ogólnej liczbie. Szczególnie dobitnie ilustruje tofakt, że wlatach 1921 i2015 był identyczny odsetek gospodarstw małorolnych (2–5 ha) wynoszący blisko 33%. Wtym czasie o11pkt.proc. obniżył się odsetek gospodarstw karłowatych (do 2 ha), ale sięgał 18%. Wrezultacie nadal ponad 51% ogółu stanowiły gospodarstwa karłowate imałorolne. Natomiast pozytywne, chociaż ograniczone, zmiany wystąpiły wgrupie gospodarstw chłopskich powyżej 20 ha. Ich odsetek wynoszący w1921 r. 2,5%, aw1960 r. tylko 1%, do 2015 r. wzrósł do 9,5%. Był torezultat polityki akceptacji dla większych gospodarstw wkońcowych dwóch dekadach istnienia PRL oraz nowych warunków systemowych iekonomicznych po1989 r. Jednak niezbędna, dla wzrostu efektywności produkcyjnej rolnictwa, koncentracja ziemi wdużych gospodarstwach odbywała się zbyt wolno.

The article discusses issues of the evolution of agrarian groups in the countries of Central and Eastern Europe. These parties played a significant role on the political scene in interwar Europe. The subject of political analysis was Bulgaria, Romania, Hungary and two post-Yugoslavian states – Slovenia and Croatia. The references also include the casus of Polish agrarian groups. These parties played a significant role on the political scene in interwar Europe. On the one hand, they expressed the socio-economic and political interests of the rural population, and in the region in question they constituted a significant part of society. On the other – they were an important element of party systems, participating in subsequent local and parliamentary elections and creating government cabinets. Modernization, political and socio-economic changes after 1945, changed the significance of agrarian groups. After the communist regime gained power in these countries, agrarian groups were treated as the most serious rival. As a result, independent people's groups were banned and their leaders – St. Mikołajczyk in Poland – he had to flee the country for fear of arrest, and others – I. Maniu in Romania or N. Petkow in Bulgaria were arrested and convicted in rigged trials. The situation of agrarian groups was formed in two models – satellite agrarian groups centered around the communist monopartite (Poland, Bulgaria) or agrarian groups (Hungary, Romania) were banned. Their activity was continued by some activists in exile. After democratic changes in 1989, it was possible for these groups to resume legal activity. The article discusses various scenarios of organizational and, to a lesser extent, program changes. People's parties competed for seats in local and parliamentary elections under "their own banner" (Poland, Hungary, Slovenia), or chose a strategy to build a broader parliamentary coalition – the case of the Democratic Convention of Romania or the party in Croatia. It is also worth mentioning the unification and disintegration processes in the groupings in question, which resulted in the progressive marginalization of the agrarian movement on political stages. Modernization, political and socio-economic changes after 1945 changed the significance of agrarian groups. ; Artykuł omawia kwestie ewolucji ugrupowań agrarnych w państwach Europy Środkowej i Wschodniej. Przedmiotem analizy politologicznej poczyniono: Bułgarię, Rumunię, Węgry oraz dwa państwa postjugosłowiańskie – Słowenię oraz Chorwację. W odniesieniach pojawia się również casus polskich ugrupowań agrarnych. Partie te odgrywały znaczną rolę na scenie politycznej w międzywojennej Europie. Z jednej strony wyrażały interesy społeczno-gospodarcze oraz polityczne ludności wiejskiej, a w omawianym regionie reprezentowały istotną część społeczeństwa. Z drugiej – stanowiły ważny element systemów partyjnych, uczestnicząc w kolejnych wyborach lokalnych i parlamentarnych oraz tworząc gabinety rządowe. Zmiany modernizacyjne, ustrojowe i społeczno-gospodarcze po 1945 roku zmieniły znaczenie ugrupowań agrarnych. Po zdobyciu władzy w omawianych państwach przez partie komunistyczne ugrupowania agrarne były traktowane jako najpoważniejszy rywal. W rezultacie niezależne ugrupowania ludowe zostały zdelegalizowane, a ich przywódcy – St. Mikołajczyk w Polsce – musiał uciekać z kraju w obawie przed aresztowaniem, a inni – I. Maniu w Rumunii czy N. Petkow w Bułgarii – zostali aresztowani i skazani w sfałszowanych procesach. Sytuacja ugrupowań agrarnych uformowała się w dwóch modelach – zachowano satelickie ugrupowania agrarne skupione wokół monopartii komunistycznej (Polska, Bułgaria) lub zdelegalizowano ugrupowania agrarne (Węgry, Rumunia). Ich działalność była kontynuowana przez część działaczy na emigracji. Po demokratycznych zmianach w 1989 roku zaistniała możliwość wznowienia legalnej działalności przez te ugrupowania. Artykuł omawia zróżnicowane scenariusze zmian organizacyjnych, a w mniejszym stopniu programowych. Partie ludowe ubiegały się o miejsca w wyborach lokalnych i parlamentarnych pod "własnym szyldem" (Polska, Węgry, Słowenia) bądź wybierały strategię budowy szerszej koalicji parlamentarnej – casus Konwencji Demokratycznej Rumunii czy partii w Chorwacji. Należy również wspomnieć o procesach zjednoczeniowych i dezintegracyjnych w omawianych ugrupowaniach, które skutkowały postępującą marginalizacją ruchu agrarnego na scenach politycznych. ; В статье рассматриваются вопросы эволюции аграрных групп в странах Центральной и Восточной Европы. Эти партии сыграли значительную роль на политической арене в межвоенной Европе. Предметом политического анализа были Болгария, Румыния, Венгрия и два постюгославских государства – Словения и Хорватия. Статья отсылает также к случаю польских аграрных групп. Петков в Болгарии были арестованы и осуждены в сфальсифицированных судебных процессах. Ситуация с аграрными группировками формировалась по двум моделям: сателлитные аграрные группы, сосредоточенные вокруг коммунистической монопартии (Польша, Болгария), или запрещенные аграрные группы (Венгрия, Румыния). Их деятельность была продолжена некоторыми активистами в изгнании. После демократических перемен в 1989 году эти группы смогли возобновить легальную деятельность. В статье рассматриваются различные сценарии организационных и, в меньшей степени, программных изменений. Народные партии боролись за места на местных и парламентских выборах под своим «собственным знаменем» (Польша, Венгрия, Словения) или выбрали стратегию для создания более широкой парламентской коалиции – пример Демократической конвенции Румынии или партии в Хорватии. Стоит также упомянуть процессы объединения и дезинтеграции в рассматриваемых группировках, которые привели к постепенной маргинализации аграрного движения на политических сценах. Модернизация, политические и социально-экономические изменения после 1945 года изменили значение аграрных групп.

Poszczególne części opracowania opisują istotę i znaczenie usług doradczych, powiązanie systemu doradztwa rolniczego z zasadami wzajemnej zgodności, analizę efektywności narzędzia 114 PROW oraz charakterystykę działań wybranej instytucji akredytowanej do świadczenia usług doradczych w ramach FAS. Na podstawie zebranych danych można wysunąć wniosek, że FAS jest ważnym instrumentem WPR wspierającym rolników w spełnianiu wymogów wzajemnej zgodności oraz kreowaniu nowoczesnego i konkurencyjnego rolnictwa, jednak wymaga zmian organizacyjno – prawnych, które pozwolą lepiej wykorzystać środki publiczne przeznaczone na finansowanie usług doradczych. ; Summary: The article presents farm advisory system (FAS) in Poland established to support farmers seeking to meet the European Union cross-compliance requirements. Particular sections of the study describe the essence and importance of advisory services, the link between the farm advisory system and cross-compliance rules, financing of advisory services within 114 Rural Development Programmes 2007–2013 and the evaluation of effectiveness of this tool. The analysis of the collected data shows that FAS is an important instrument of the common agricultural policy which supports farmers in meeting cross-compliance requirements and creating modern and competitive agriculture, however, it requires organizational and legal changes which will allow better use of public funds intended to finance advisory services. ; Krzysztof Firlej

Celem artykułu jest analiza, czy zawieranie koalicji z Niemcami wpływa na sukces Polski w procesie legislacyjnym UE. Przetestowano dwie hipotezy: 1) jeśli preferencje Polski oraz Niemiec są zgodne, to sukces Polski jest większy; 2) koalicja z Niemcami zapewnia Polsce większy sukces w obszarach o szczególnym znaczeniu dla Warszawy, to jest: w rolnictwie, energii, środowisku, sprawach wewnętrznych oraz wspólnym rynku. Hipotezy przetestowano za pomocą metody ilościowej – regresji liniowej na bazie DEU II. Uzyskano następujące wnioski. Po pierwsze, budowanie koalicji polsko-niemieckiej w UE jest niezmiernie skomplikowane ze względu na wyraźną sprzeczność preferencji obu państw. Po drugie, mimo to budowanie koalicji z Niemcami jest dla Polski niezmiernie opłacalne. Analiza wykazała, że gdy Polska zawiera sojusz z Niemcami, to jej sukces w procesie legislacyjnym UE widocznie wzrasta. Po trzecie, zawiązywanie koalicji z Niemcami jest szczególnie opłacalne w politykach UE, które są kluczowe z punktu widzenia interesów Polski, czyli w rolnictwie, energii, sprawach wewnętrznych oraz wspólnym rynku. Jedynym wyjątkiem jest obszar ochrony środowiska. ; The purpose of the article is to analyze whether building a coalition with Germany affects Poland's success in the EU's legislative process. Two hypotheses are tested: (1) when Polish and German preferences are homogenous, Poland's legislative success is greater; (2) the coalition with Germany ensures Poland's greater success in the areas of particular significance to Warsaw, that is in agriculture, energy, environment, home affairs and the single market. The above hypotheses are tested using a quantitative method of a linear regression. Regression calculations are based on the DEU II dataset. The results are as follows. First, forming a Polish-German coalition in the EU's lawmaking is extremely tricky due to strong divergences of both countries' preferences. Second, building a coalition with Germany is particularly beneficial for Poland, nevertheless. The analysis shows that when Poland enters an alliance with Germany, its success in the EU's legislative process significantly increases. Third, building a coalition with Germany is very profitable for Poland in these policy areas which are crucial from the perspective of Poland's interests, namely in agriculture, energy, home affairs and the single market. The only exception is the environment.

Przetestowano dwie hipotezy: 1) jeśli preferencje Polski oraz Niemiec są zgodne, to sukces Polski jest większy; 2) koalicja z Niemcami zapewnia Polsce większy sukces w obszarach o szczególnym znaczeniu dla Warszawy, to jest: w rolnictwie, energii, środowisku, sprawach wewnętrznych oraz wspólnym rynku. Hipotezy przetestowano za pomocą metody ilościowej – regresji liniowej na bazie DEU II. Uzyskano następujące wnioski. Po pierwsze, budowanie koalicji polsko-niemieckiej w UE jest niezmiernie skomplikowane ze względu na wyraźną sprzeczność preferencji obu państw. Po drugie, mimo to budowanie koalicji z Niemcami jest dla Polski niezmiernie opłacalne. Analiza wykazała, że gdy Polska zawiera sojusz z Niemcami, to jej sukces w procesie legislacyjnym UE widocznie wzrasta. Po trzecie, zawiązywanie koalicji z Niemcami jest szczególnie opłacalne w politykach UE, które są kluczowe z punktu widzenia interesów Polski, czyli w rolnictwie, energii, sprawach wewnętrznych oraz wspólnym rynku. Jedynym wyjątkiem jest obszar ochrony środowiska.
