Nuestro clima está sufriendo graves alteraciones desde hace varias décadas, el Panel Intergubernamental de Cambio Climático (IPCC, por sus siglas en inglés) sostiene que el calentamiento global que venimos experimentando es inequívoco y que en su mayor parte se debe "muy probablemente" al incremento de las concentraciones de gases de efecto invernadero (GEI) generadas por actividades humanas.Las emisiones totales de GEI antropogénicas han seguido aumentando durante 1970 hasta el 2010, con mayores incrementos absolutos de décadas hacia el final de este período. A pesar de un número cada vez mayor de las políticas de mitigación del cambio climático, las emisiones anuales de GEI crecieron en promedio 0,4 giga tonelada de dióxido de carbono equivalente (GtCO2eq) (1,3%) por año desde 1970 hasta 2000, y en 1,0 GtCO2eq (2,2%) por año desde el 2000 hasta el 2010 (1).Las emisiones totales de GEI antropogénicos en el 2000 llegaron de 40 GtCO2eq/año y el 2010 llegó a 49 GtCO2eq/año siendo los valores más altos en la historia humana; en este mismo periodo los GEI antropogénicos han aumentado en 10 GtCO2eq, generado directamente por los sectores de energía (47%), la industria (30%), el transporte (11%) y las construcciones (3%) (1). Algunas excepciones de las grandes emisiones de dióxido de carbono (CO2) por uso de la energía son por procesos químicos (producción de cemento o cal, metalurgia, etc.) (2).Alrededor de la mitad de las emisiones antropogénicas de CO2 acumuladas entre 1750 y 2010 se han producido en los últimos 40 años; asimismo estas emisiones proceden de la quema de combustibles fósiles y procesos industriales que contribuyeron con aproximadamente el 78% del aumento total de las emisiones de GEI entre 1970 y 2010, un porcentaje de contribución similar para el período 2000 al 2010 (1); también el aumento de la concentración mundial de CO2 -en una parte apreciable pero menores causado por los cambios de uso de la tierra y por la agricultura. El aumento de metano ha sido menos rápido desde comienzos de los años 90, en concordancia con las emisiones totales (como suma de fuentes antropogénicas y naturales), que han sido casi constantes durante ese período (3).Tres factores influyen en la temperatura promedio de la superficie de la Tierra:El primero es determinado por el desarrollo de nuestra estrella, el Sol, el cual era 30% menos cálido a principios de nuestro sistema planetario. Sin embargo, hoy el calentamiento supera la media global y continuará calentándose pero a escala de miles de millones de años, lo cual hace de ese factor una constante para el Homo Sapiens.El segundo es determinado por los ciclos de Milankovitch el más relevante de los cuales tienen que ver con que tan excéntrica es la elíptica que traza la Tierra en su orbita alrededor del sol que varía en ciclos de 100 000 y 400 000 años, haciéndose mas o menos alargada, modificando las distancias máximas al sol, con lo que las estaciones se hacen mas extremas. También este factor termina siendo una constante para el Homo Sapiens (2, 4).El tercer factor son las concentraciones de CO2 y otros GEI, que pueden variar por factores geológicos, como el vulcanismo, en el curso de miles de años. Ahora el hombre las ha hecho variar a la alza, en el lapso de solo doscientos años. Un gran forzamiento antropogénico para el ciclo biogeoquímico del carbono con el consiguiente incremento de las concentraciones y de la temperatura superficial promedio (2).Con base en los conocimientos científicos actuales, el previsible incremento de las concentraciones de GEI en el curso del siglo anuncia con bastante certeza que, si bien la temperatura superficial promedio global es de 14,5 °C (tal y como se ha mantenido en los últimos 12 mil años, durante el Holoceno), para el 2100 andaríamos entre 18,5 y 19°C, lo cual sería una verdadera catástrofe por los impactos adversos en la disponibilidad de recursos naturales para la economía humana. Agua, aire, tierra y alimentos serán insuficientes para una población que habría rebasado los 10 mil millones de habitantes (2).En el mundo, el crecimiento económico y de población siguen siendo los impulsores más importantes del aumento de las emisiones de CO2 procedentes de la quema de combustibles fósiles (1) y este incremento constituye una de las causas del cambio climático global. La contribución del crecimiento de la población entre los años 2000 y 2010 se mantuvo más o menos idéntica a las tres décadas anteriores, mientras que la contribución del crecimiento económico ha aumentado considerablemente (1).El cambio climático es uno de los mayores problemas de nuestro tiempo y existe una profunda alarma porque las emisiones de GEI siguen aumentando en todo el mundo.Preocupa profundamente que todos los países, en particular los países en desarrollo, sean vulnerables a los efectos adversos del cambio climático y ya estén experimentando mayores efectos, entre ellos sequías persistentes y fenómenos meteorológicos extremos, aumento del nivel del mar, erosión costera y acidificación de los océanos, que amenazan todavía más la seguridad alimentaria y las medidas para erradicar la pobreza y lograr el desarrollo sostenible. Así pues, se pone de manifiesto que la adaptación al cambio climático representa una prioridad mundial inmediata y urgente.No obstante la naturaleza mundial del cambio climático requiere la cooperación más amplia posible de todos los países y su participación en una respuesta internacional efectiva y apropiada, con miras a acelerar la reducción de las emisiones mundiales de GEI (5).Es importante recordar que la Convención Marco de las Naciones Unidas sobre el Cambio Climático dispone que las partes deben proteger el sistema climático en beneficio de las generaciones presentes y futuras, sobre la base de la equidad y de conformidad con sus responsabilidades comunes pero diferenciadas y sus respectivas capacidades, principios y responsabilidades que los países miembros ya tienen como obligación en sus propias legislaciones. ; Our climate has been undergoing serious changes for decades. Water, air, land and food will be insufficient for a population that will have exceeded 10 billion inhabitants (2).In the world, economic growth and population remain the most important drivers of increased emissions of CO2 from burning fossil fuels (1) and this increase is one of the causes of global climate change. The contribution of population growth between 2000 and 2010 was more or less identical to the previous three decades, while the contribution of economic growth has increased significantly (1).Climate change is one of the biggest problems of our time and there is a deep alarm that GHG emissions continue to rise worldwide.All countries, particularly developing countries, are vulnerable to the adverse effects of climate change and are already experiencing greater effects, including persistent drought and extreme weather events, sea level rise, coastal erosion and acidification of oceans, further threatening food security and measures to eradicate poverty and achieve sustainable development. Thus, it becomes clear that adaptation to climate change is an immediate and urgent global priority.The global nature of climate change calls for the widest possible cooperation by all countries and their participation in an effective and appropriate international response, in order to accelerate the reduction of global GHG emissions (5).It is important to remember that the UN Framework Convention on Climate Change provides that parties should protect the climate system for the benefit of present and future generations, on the basis of equity and in accordance with their common but differentiated responsibilities and their respective capabilities, principles and responsibilities that member states already have an obligation in their own legislation.
La Aloreña de Málaga es una variedad de aceituna de mesa autóctona del Valle del Guadalhorce y la Sierra de las Nieves, con una demarcación muy concreta (19 municipios) siendo muy apreciada dentro y fuera de la provincia de Málaga. Fue la primera aceituna de mesa en España en obtener el sello de calidad de DOP (BOJA nº215, 2009). El volumen de producción de este tipo de especialidad de aceitunas de mesa es de aproximadamente 3.500- 4.000 ton/año según datos estimados por el Ministerio de Agricultura (http://www.aica.gob.es/) y contrastados con las declaraciones de los industriales, realizadas por el Consejo Regulador. Por lo tanto, la producción no es muy elevada comparada con otros tipos de elaboraciones como son las aceitunas verdes estilo español o sevillano. Sin embargo, su elaboración aún hoy en día se sigue realizando de manera muy artesanal (un aspecto este altamente valorado por los consumidores), y es llevado a cabo en industrias de pequeño tamaño (650). De este modo, se han estudiado los niveles poblacionales de aerobios mesófilos, levaduras, bacterias lácticas, enterobacterias, esporulados, presencia de Listeria, Salmonella, Clostridium y Staphylococcus coagulasa positivos. En base a los resultados obtenidos, se generó un modelo matemático que estimó el grado de cumplimiento higiénico-sanitario del proceso de elaboración de este tipo de aceituna de mesa mediante un sistema de ponderación (basado en la legislación presente y opiniones de expertos) y modelo probabilístico de gestión del riesgo. La contribución relativa de cada fase a la calidad y seguridad del producto final fue evaluada y ponderada por un panel de expertos (n=25) del ámbito científico y del sector de la Aloreña de Málaga. No se ha detectado en ninguna empresa la presencia de especies patógenas que puedan suponer un riesgo para los consumidores. La etapa de aliño ha resultado ser la más crítica dentro del proceso, ya que las hierbas aromáticas y diversos ingredientes que se utilizan en el mismo presentan una elevada carga microbiana que se añade directamente a los envasados sin ningún tipo de tratamiento previo. También es recomendable reducir el número de microorganismos en el ambiente y un mayor control de las aguas destinadas al consumo humano. Se observó asimismo que el grado de cumplimiento higiénico-sanitario determinado por el sistema de evaluación desarrollado aumenta conforme se acercan las etapas finales del proceso, las cuales resultan ser las más seguras. Con toda la información obtenida, se ha desarrollado un protocolo y procedimiento científico que puede ser utilizado por las empresas del sector para estandarizar sus procesos, valorar cuantitativamente el grado de cumplimiento higiénicosanitario de las diferentes etapas de producción y predecir los efectos de la introducción de medidas correctoras sobre la calidad y seguridad de los productos finales. ; The Aloreña de Málaga table olive is an autochthonous variety from Guadalhorce Valley and Sierra de las Nieves region, with a confined demarcation (19 municipalities) being well appreciated inside and outside Malaga province. It has been the first table olive with Protected Designation of Origin (PDO) in Spain (BOJA No. 215, 2009). The production volume of this table olive speciality is below 3,500-4,000 ton according to estimated records of the Ministry of Agriculture ((http://www.aica.gob.es/) and further verified with the interviews performed by the Regulatory Council to industrials. Thus, production is limited in comparison to other elaborations such as the Spanish table olive style. However, its elaboration is still very artisanal (which is highly appreciated by consumers), being carried out by SMEs with less than 20 operators. These industries have a great interest in optimizing and improving the transformation processes in order to obtain a valorised product with high quality and safety standards, which is currently requested by the large distribution chain. This Doctoral Thesis is focused on providing additional knowledge about the transformation processes of Aloreña de Málaga table olives as well as to evaluate the effect of new changes on quality and safety of final products. In this sense, the Doctoral Thesis is divided into two sections. In the first section, novel methodologies such as metagenomics and statistical modelling are applied with the aim to gain knowledge about how different modifications (reduction of sodium chloride, inclusion of resting periods to table olives, and application of heat treatments) can affect to the elaboration process. In the second section, the hazard analysis and critical control points from various industries were evaluated in different campaigns in order to determine the fulfilment of hygienic-sanitary conditions through the performance of physicochemical and microbiological analyses along the production chain. Information generated will allow the further development of a scientific procedure based on advanced mathematical models and different weighing values to improve food quality and safety management in industries. To study the effect of sodium chloride reduction and the addition of a resting period of fruits during fermentation and posterior table olive preservation, 1,500 kg of olive fruits were collected and placed in containers with different preservation brines and varying concentrations of acetic acid, citric acid and salt, either directly or with a resting period of table olives at room temperature (72 h, 25ºC). Afterwards, the main physicochemical and microbiological parameters were monitored during 1 year. The presence of a high amount of acetic acid together with the absence of sodium chloride did not negatively affect the evolution of the main physicochemical parameters, though differences existed according to the assayed treatments. The elaboration process was marked by a rapid inhibition of Enterobacteriaceae population, as well as by a growth of lactic acid bacteria (just at the end of the process) and specially, by the yeasts growth, which were continuously present reaching concentration levels up to 6 log10 CFU/mL. One of the first applications in food microbiology of a functional data analysis model programmed in R was presented. The model allowed a smart comparison of the different assayed treatments, providing additional information on the rate and acceleration of changes in the elaboration process through the calculation of means, maximal and minimal values. Model fitting showed that yeasts population was very similar among the evaluated treatments, though significant differences existed for some fermentation treatment times. Nevertheless, larger differences were found for pH evolution, specially during the first 3- month process, being then stabilized after all treatments until a pH of 4.0 units approximately. Next Generation Sequencing techniques were subsequently applied to study fermentation and preservation processes of Aloreña de Málaga table olives. To do this, four fermentation containers were monitored (approximately 500 kg of table olives) at the food industry during a 4-month period by performing physicochemical and microbiological (Enterobacteriaceae, lactic acid bacteria and yeasts) analyses. From a microbiological point of view, fermentation took place normally, being yeasts the only population group showing growth while lactic acid bacteria and Enterobacteriaceae were not present during fermentation. During the 4-month fermentation period metagenomic analysis of brines and fruit samples were carried out with the aim of studying the ecology of bacterial (16S) and fungal populations (ITS). This methodology allowed detecting with relative frequency bacteria genera not being previously described in this product such as Celerinatantimonas, Pseudomonas and Propionibacterium among the bacterial groups, and Penicillium, Pichia and Zygotorulaspora among yeasts and moulds. There was not any pathogenic microorganism in the fermented table olives studied by what microbial food safety was ensured. Therefore, the application of this culture independent technique has extended the microbial spectrum of bacterial species not being previously detected by conventional culture dependent techniques. The potential role of these microbial groups on the final product quality is still to be determined. One-hundred kg. of cracked olives (destined to the elaboration of traditional table olives) and whole olives (destined to the elaboration of cured table olives) were collected to study the effect of a previous heat treatments on the fermentation process of olive fruits together with their organoleptical characteristics. These fruits were submitted to a heat treatment which consisted on a water immersion at 60ºC for 5 min before placing them in brine. Afterwards, fermentations were monitored during a study period longer than 5 months. Performance of this heat treatment in table olives previously to their transferring to brines enhanced lactic acid fermentation, with a higher sugars consumption, free acidity production and pH drop, which guaranteed the stability of olive fruits. In the heat-treated fermented table olives, population levels of lactic acid bacteria reached 5 log10 CFU/mL, while in those brines without a heat treatment, this microbial group was not detected. Improvement of fruit coloration (luminosity, green colour etc.) was observed in those fruits undergoing a heat treatment during fermentation and packaging steps. The great advantage of the applied heat treatment was subsequently confirmed by the improvement in the stability and acceptability of table olives once packaged. Indeed, 41 days after packaging, the products having the highest proportion of olive tasters who would consume them and would purchase the packaging, corresponded to the traditional heat-treated table olives. The acceptability percentages sparsely varied between 4 and 41 after packaging, which did not occur with the rest of assayed treatments. Finally, the metagenomic analysis performed at the end of the fermentation period to all elaboration types, and between treated and non-treated olive fruits revealed that the bacteria genera Lactobacillus, Pediococcus and Celerinatantimonas were present in all elaborations in both fruits and brines, and that prevalence of Lactobacillus was significantly higher in heat-treated olive fruits, which confirmed the improvement of lactic acid fermentation by the heat treatment applied. Finally, in the present Doctoral Thesis three representative companies of the Aloreña de Málaga table olive sector were visited during three consecutive campaigns (13/14, 14/15, y 15/16). Physicochemical and microbiological analyses (>650) were performed corresponding to environmental control samples, equipment surfaces, food handlers, olive fruits, olive dressings, brines, and potable water. In this way, population levels of mesophilic bacteria, yeasts, lactic acid bacteria, sporulated bacteria, together with presence of Listeria, Salmonella, Clostridium and coagulase positive Staphylococci, were analysed. Based on the obtained results, a mathematical model was developed to estimate a Performance Hygiene and Safety Score (PHSS) of the elaboration process of this table olive type by means of a weighing system (based on current legislation applied and experts opinions) together with a probabilistic decision-making model. The relative contributions of each processing step to final product quality and safety were evaluated and weighted by a scientific expert panel (n=25) together with industrials from the Aloreña de Málaga table olive sector. There was not any food company having presence foodborne pathogens during the whole study period. Addition of olive dressings has resulted to be most critical processing step, since aromatic herbs and diverse ingredients used presented a high microbial load which is directly added to the packaged products without a posterior heat treatment. It is also recommended to reduce the environmental contamination as well as a more intensive control of the potable water destined to human consumption. Likewise, it was observed that the PHSS values determined by the developed mathematical model increased according to the final processing steps, being the safest ones. With the information obtained, a protocol and scientific procedure was performed, which can be used by industrials in order to standardize their elaboration processes, to quantitatively assess the degree of fulfilment of hygienic-sanitary conditions of the different production steps and to predict the effect of corrective measures on final products quality and safety.
Esta tesis estudia la evolución de los sistemas lagunares en Tierra de Campos a lo largo de cien años a través de la caracterización de una serie de variables ambientales adoptándolas a un sistema de análisis acorde con el método científico, desarrollando una metodología aplicada. Para llevar a cabo dicho estudio primero se ha realizado un reconocimiento de la zona a través del trabajo de campo, ejecutado desde noviembre de 2007 hasta octubre de 2011, con el fin de monitorizar los parámetros fisicoquímicos más importantes del agua e identificar la variación anual de la superficie lagunar. A continuación se han generado capas cartográficas que han permitido observar la evolución de los sistemas lagunares en el siglo XX. Para ello primero se han identificado las lagunas reveladas por el levantamiento del Mapa Topográfico Nacional de 1900 a 1933 realizado por el Ejército Español. Posteriormente se han digitalizado y georreferenciado 387 fotografías aéreas analógicas del Vuelo Americano de 1956-1959 y del vuelo del Instituto Geográfico Nacional de 1983-1984 donde se han identificado las lagunas y zonas húmedas existentes en la zona de estudio. Para completar el estudio del siglo se han reconocido las lagunas existentes en 2007 y 2008 con las ortofotografías del Plan Nacional de Ortofotografía Aérea. En tercer lugar se ha realizado una descripción medioambiental de la zona: A nivel geológico el territorio se compone en su totalidad por rocas sedimentarias del terciario y del cuaternario, principalmente terrígenos y algunos carbonatos. Se sitúa en una cuenca endorreica ubicada entre las cuencas del río Esla y la del río Carrión, destacando la unidad estratigráfica de "Tierra de Campos". La geomorfología se caracteriza por presentar formas suaves que otorgan una homogeneidad del relieve, carente de desniveles abruptos, dando lugar a un paisaje abierto de llanura alomada. La edafología de la zona muestra una fuerte antropización, por su predisposición al cultivo de cereales. Así dentro de la clasificación de los suelos de la FAO en esta área hay que destacar la unidad litológica de "Tierra de Campos" compuesta por asociaciones de suelos de Cambisol calcáreo y Regosol calcáreo. Destacar los suelos pertenecientes a la unidad de las lagunas históricas (Villafáfila) conformados por asociaciones de Cambisol gleíco y Gleysol eútrico. La red hídrica se caracteriza por la presencia de ríos de poca envergadura con una gran variabilidad del caudal y por una densa red de arroyos. Esta red muestra una morfología completamente artificial a consecuencia de las actuaciones realizadas sobre ella. Los sistemas lagunares se abastecen de los aportes de la lluvia y de los afloramientos del nivel freático. Su nivel del agua varía a lo largo del año llegando a secarse algunos meses. Entre las lagunas existen canales de conexión que las otorgan de un comportamiento de llenado en cascada por rebose de la fuente o manantial. El clima de la zona se caracteriza por la crudeza y duración de los inviernos y un verano corto y caluroso; con un episodio de aridez importante abarcando desde junio a septiembre. La pluviometría anual es de 408 a 475 mm/año, las temperaturas medias de mínima y máxima oscilan de 6⁰C a 19⁰C, la evapotranspiración potencial corregida es de 676,26 mm/año y la evapotranspiración real de 374,23 mm, la lluvia útil alcanza valores de 49,02 mm y los vientos dominantes son de componente oeste suroeste. A nivel de vegetación la zona de estudio se ubica dentro de la región Mediterránea en la provincia biogeográfica Castellano-Maestrazgo-Manchega en el sector Castellano duriense y a nivel bioclimático en el piso Supramediterráneo inferior. La vegetación arbórea se ha visto muy afectada por la adaptación del entorno a la agricultura. La flora presente está asociada a dos tipos diferentes de ecosistemas lagunares: las aguas asociadas a hábitats de saladares y yesos (permiten el desarrollo de especies vegetales adaptadas a condiciones halófitas) y los ecosistemas de agua dulce (favorecen el desarrollo de vegetación béntica, algas y comunidades vegetales de plantas flotantes). En los entornos de estas formaciones existen prados húmedos mediterráneos de hierbas altas. La importancia faunística de este lugar radica en una elevada diversidad, principalmente de aves, las cuales utilizan estas áreas como zonas de nidificación o invernada y por la existencia de especies sedentarias emblemáticas de estos parajes, en estado de protección, como la Avutarda (Otis Tarda) entre otras. El medio social ha sido uno de los factores que más ha influenciado en la modificación de este entorno por la actividad productora y la aplicación de las políticas desarrollistas territoriales. A pesar de ello actualmente, la presencia humana permite el mantenimiento de unas condiciones favorables para la conservación de cultivos de leguminosas y cereales que son el sustento alimenticio de gran parte de la fauna. Para ayudar a la conservación y en la futura gestión de estos hábitats, este estudio describe los cambios que se han producido en estos entornos, utilizando datos de los años 1900-1933, 1956, 1984 y 2007-2008. Varios modelos de regresión logística permitieron la proyección precisa de la ubicación de los humedales que necesitan ser restaurados o regenerados. Estos modelos fueron desarrollados usando una combinación de 21 variables explicativas, incluyendo: datos relacionados con sistemas lagunares históricos, variaciones en las superficies de humedales, físico-química del suelo y los datos meteorológicos y datos de planificación socioeconómicos y espaciales, como se representa mediante cartografía temática. Las imágenes obtenidas que se utilizaron para proyectar los humedales en el área de estudio se clasificaron en diez categorías en función de la probabilidad de la presencia de lagunas. Estos mapas generados muestran que la extensión espacial de los humedales de la comarca de Tierra de Campos fue 1,44% en 1900 hasta 1933 y se redujo a 0,57% en el período 2007-2008. La disminución dramática en la extensión espacial cubierta por estos ecosistemas se observa durante el siglo XX de acuerdo con estos mapas; en consecuencia, estos resultados ponen de manifiesto los efectos de las políticas negativas (de desecación) o positivas (de protección) implementadas en la zona. Finalmente se exponen la discusión de los datos, las conclusiones y los futuros desarrollos. ; This thesis studies the evolution of the wetland systems in Tierra de Campos over one hundred years, through the characterisation of a series of environmental variables adapted to an analysis system in accordance with the scientific method, and with the development of an applied methodology. To carry out this study, first a survey of the area was made by means of fieldwork from November 2007 to October 2011 in order to monitor the most important physicochemical parameters of the water and identify the annual variation of the lakelet surface area. Then, map layers were generated which allow the evolution of the wetland systems in the twentieth century to be seen. For this, first the lakelets were identified that were revealed by the making of the National Topographic Map from 1900 to 1933 by the Spanish Army. Subsequently, 387 analogue aerial photographs were digitalised and georeferenced. These were taken by the American military from 1956 to 1959, and by the National Geographic Institute from 1983- 1984, and the lakelets and wetland areas existing in the area of study have been identified. To complete the study of the century, the lakelets existing in 2007 and 2008 have been examined using the orthophotos from the National Plan for Aerial Orthography. Thirdly, an environmental description of the area is given: Geologically, the territory is entirely made up of sedimentary rocks from the Tertiary and Quaternary, mainly terrigenous and some carbonates. It is located in an endorheic basin between the basins of the river Esla and river Carrión, which defines the stratigraphic unit of "Tierra de Campos". The geomorphology is characterised by smooth forms that confer a homogeneity of relief with no abrupt changes in level, which gives rise to an open landscape of undulating plains. The edaphology of the area shows strong anthropization, due to its predisposition to cereal cultivation. Thus, within the FAO soil classification in this area, the lithological unit of "Tierra de Campos" should be highlighted which is made up of soil associations of calcareous Cambisol and calcareous Regosol. The soils belonging to the unit of historic wetlands (Villafáfila) stand out, these are formed by associations of gleyic Cambisol and eutric Cambisol. The water network is characterised by the presence of small rivers with a large variability in flow and a dense network of streams. This network displays a completely artificial morphology as a consequence of the work carried on it. The wetland systems are supplied with rainfall and upwelling groundwater. Their water level varies over the year, and they dry out for some months. There are connection channels between the lakelets which provide them with cascade filling behaviour due to the overflow of the source or spring. The climate of the area is characterised by the harshness and duration of the winters and a short and hot summer, with a significant arid episode from June to September. The annual rainfall is from 408 to 475 mm/year, the minimum and maximum temperatures oscillate between 6° C and 19° C, the potential evapotranspiration is 676.26 mm/year and the real evapotranspiration is 374.23 mm, the useful rain reaches values of 49.02 mm and the dominate winds are west southwest. As regards vegetation, the study area is located in the Mediterranean region in the biogeographical province of Castellano-Maestrazgo-Manchega in the Castellano duriense sector, and at bioclimatic level, in the lower Supra-Mediterranean belt. The arboreal vegetation has been seriously affected by the adaptation of the environment to agriculture. The flora present is associated with two different types of wetland ecosystems: the waters associated with salt marsh and gypsum habitats (these allow the development of plant species adapted to halophyte conditions) and the fresh water ecosystems (favouring the development of benthic vegetation, algae and floating plant communities). Surrounding these formations are Mediterranean wet meadows of tall grass. The importance of the fauna in this location lies in its great diversity, mainly birds, which use these areas for nesting or wintering, and in the existence of sedentary species emblematic of these protected landscapes, such as the bustard (Otis Tarda), among others. The social context has been one of the most influential factors in the changes in this environment due to productive activity and the application of territorial development policies. Currently, in spite of this, the human presence allows favourable conditions to be maintained for the conservation of leguminous and cereal crops that are the food source for a large part of the fauna. To support the conservation and future management of these habitats, this study describes the changes that have occurred in these environments, using data from 1900-1933, 1956, 1984 and 2007 - 2008. Several logistic regression models allow the accurate forecast of the location of the wetlands that need to be restored and regenerated. These models were developed using a combination of 21 explanatory variables, including: data relating to historic lakelet systems, variations in the surface areas of the wetlands, soil physicochemical data, meteorological data, socioeconomic planning and spatial data, as represented by thematic mapping. The images obtained that were used to forecast the wetlands in the study area were classified in ten categories depending on the probability of the presence of lakelets. These generated maps show that the spatial extent of the wetlands in the Tierra de Campos region was 1.44% in 1900 up to 1933 and this reduced to 0.57% in the period 2007-2008. The dramatic reduction in the spatial extent covered by these ecosystems is observed during the 20th century according to these maps; consequently, these results highlight the effects of negative (drying out) and positive (protection) policies implemented in the area. Finally, there is a discussion on the data, the conclusions and on future developments.
La vainilla (Vanilla planifolia), es una orquídea cuyo fruto es altamente valorado en el mercado nacional e internacional. Su centro de origen y distribución es México y parte de Centro América. En nuestro país, ha sido intensamente aprovechada desde la época precolombina, por lo que su extracción desmedida, así como la reducción de la variabilidad genética y la fragmentación de su hábitat, han provocado la disminución de las poblaciones naturales. Actualmente se encuentra citada en la Norma Oficial Mexicana 059 (NOM-059-SEMARNAT-2010), bajo la categoría de Protección Especial. La producción de vainilla ha generado expectativas económicas, pues su alto valor en el mercado incentiva el establecimiento del cultivo, y se espera que genere ingresos que incidan en la calidad de vida de los productores locales. En la última década, se han canalizado diversos esfuerzos para incrementar la superficie sembrada y la productividad del cultivo. Las instituciones gubernamentales han destinado recursos económicos a la adquisición de material vegetativo y el establecimiento de nuevas plantaciones, así como a la capacitación y asistencia técnica. Por su parte, las instituciones de investigación, han dirigido sus esfuerzos en satisfacer las demandas del agro, particularmente en áreas como la reproducción de la especie, la caída del fruto, el bajo rendimiento y la conservación. En San Luis Potosí, desde el año 2002 se han aprobado diversos proyectos dirigidos al establecimiento de sistemas de producción, y al acompañamiento técnico productivo y empresarial. En la Huasteca potosina, la vainilla se cultiva en trece municipios de la región centro-sur, bajo tres principales sistemas de producción: la casa malla sombra, la asociación con cítricos y los sistemas agroforestales tradicionales. Las políticas agrícolas han incentivado el desarrollo de sistemas de producción simplificados como la casa malla sombra y los monocultivos, proyectando una alta productividad en pequeñas superficies, pero cuyos resultados no han sido los esperados. Aunado a lo anterior, los costos son poco accesibles para pequeños productores. Son además sistemas vulnerables desde el enfoque socioambiental; susceptibles a los fenómenos meteorológicos y a la presencia de plagas o enfermedades, con escasos reservorios de biodiversidad, de manera que impacta en la seguridad y la soberanía alimentaria, ya que entonces el productor depende del ingreso que le provea la cosecha de una sola especie, para satisfacer sus bienes y servicios. En contraste con los sistemas simplificados, existen también sistemas de producción tradicionales, como el sistema agroforestal. Los sistemas agroforestales tradicionales (SAT) guardan semejanza con un ecosistema natural, porque son altamente biodiversos y el manejo es mínimo, por lo que son considerados de bajo impacto. Son además valorados por los conocimientos bioculturales entorno a ellos. Establecer vainilla en estos sistemas, implica un menor costo y menor riesgo de plagas y daños naturales. Entre sus fortalezas también se encuentra el contar con individuos silvestres o "asilvestrados" de vainilla que, bajo un apropiado manejo, pueden ser plantas apropiadas para el cultivo. El rendimiento entre los diferentes sistemas de producción sigue siendo escaso y muy semejante, de manera que se observan muchas más ventajas en un sistema de producción tradicional, económico, resiliente y menos vulnerable, que además ha permanecido por siglos en la región. En la región, se requiere incrementar las superficies y la densidad de siembra con planta saludable y adaptada a la región. Considerando las bondades del sistema tradicional, éste ha sido seleccionado como objeto de estudio y se pretende satisfacer las siguientes interrogantes: • ¿cuál es el potencial para la conservación de la vainilla local? • ¿de qué manera influyen los factores sociopolíticos-económicos-culturales en el gradiente de producción de vainilla en el sistema tradicional? • ¿qué implicaciones tendría la micropropagación de vainilla con sustratos orgánicos para satisfacer la demanda de material vegetativo? Los objetivos de la investigación fueron identificar la distribución actual y potencial de Vanilla planifolia Jacks. ex Andrews. y diseñar acciones para su conservación; caracterizar los sistemas agroforestales donde se produce la vainilla, para tipificarlos con base en sus particularidades de manejo y establecer un protocolo de regeneración in vitro de V. planifolia a través del uso de extractos naturales en la Huasteca Potosina. Para ello, se realizaron consultas en herbarios, recorridos de campo, entrevistas con los productores de vainilla y talleres participativos con habitantes locales. Se llevó a cabo un análisis espacial basado en sistemas de información geográfica, para conocer las características ambientales de los sitios con presencia de la especie y se modelizó su distribución potencial. Asimismo, se analizaron 355 casos, obteniéndose 135 variables agronómicas y de características del productor. La información se complementó con un análisis espacial basado en un SIG para definir patrón espacial de distribución de dichos sistemas. Para la tipología se aplicó el análisis de conglomerado en dos fases. Finalmente, se cultivaron semillas estériles en medio sin reguladores de crecimiento vegetal para obtener protocormos como explantes. Una vez formados los protocormos, estos se sembraron en los medios de cultivo suplementados con los extractos orgánicos de piña, plátano y agua de coco y un medio control, el cual no contenía la adición de ningún extracto. En la Huasteca Potosina, se ubicaron 28 sitios con presencia del taxón bajo estudio, la mayoría en sistemas agroforestales tradicionales y, menor proporción, en los relictos de selva mediana que aún persisten en la región, anclados a los tutores que les proveen el soporte necesario. Su distribución potencial se estimó en 85.5 km2. El germoplasma sin procesos de domesticación y adaptado a las condiciones ambientales que se identificó, tiene posibilidades de ser conservado. Los poseedores de este recurso genético, consideran que una Unidad de Manejo de la Vida Silvestre sería la forma más adecuada para lograr su conservación in situ. En la región existen tres grupos de productores, que se diferencian por la cantidad de actividades realizadas para la producción de vainilla, el número de tutores empleados y la pertenencia a un grupo étnico. Los sistemas de la etnia Tének presentan menos modificaciones comparados con los sistemas nahuas. Éstos últimos, incluso comienzan a especializarse en el manejo de especies comerciales, pero aún conservan algunos rasgos de los sistemas originales. Los tratamientos de germinación mostraron que el mejor tratamiento fue el medio con extracto de piña, en donde se observó la formación de 5.7 ± 3.5 brotes de 36.9 ± 7.3 mm de altura, y la formación de 2.2 ± 0.5 yemas por brote. Además, se logró la formación de 13.0 ± 1.1 raíces por brote con la adición de 0.5 mg L-1 de AIA y la preaclimatación de las plantas in vitro. ; Vanilla (Vanilla planifolia), is an orchid whose fruit is highly valued in the national and international market. In the last decade, various efforts have been channeled to increase the planted area and crop productivity. Government institutions have allocated financial resources to the acquisition of vegetative material and the establishment of new plantations, as well as to training and technical assistance. For their part, research institutions have directed their efforts to meet the demands of agriculture, such as the reproduction of the species, the fall of the fruit, the low yield and conservation. In San Luis Potosí, since 2002 several projects have been approved aimed at the establishment of production systems, and technical and productive technical support. The yield between the different production systems remains scarce and very similar, so that many more advantages are observed in a traditional, economic, resilient and less vulnerable production system, which has also remained for centuries in the region. In the region, it is necessary to increase the areas and planting density with a healthy plant adapted to the region. Considering the benefits of the traditional system, it has been selected as an object of study and is intended to satisfy the following questions: • What is the potential for the conservation of local vanilla? • How do sociopolitical-economic-cultural factors influence the gradient of vanilla production in the traditional system? • What implications would vanilla micropropagation with organic substrates have to meet the demand for vegetative material? The objectives of the investigation were to identify the current and potential distribution from Vanilla planifolia Jacks. former Andrews., design actions for its conservation, characterize the agroforestry systems where vanilla is produced, to typify them based on its management characteristics and establish a protocol for in vitro regeneration of V. planifolia through the use of natural extracts in the Huasteca Potosina. To do this, consultations were conducted in herbariums, field trips, interviews with vanilla producers and participatory workshops with local inhabitants. ¿Cuál ha sido el aporte de la economía al estudio de la historia? ¿En qué medida la mera recopilación de estadísticas y series en el tiempo supone en sí mismo un mejor análisis de una causalidad? ¿Está necesariamente mejor documentado un fenómeno histórico si en la explicación se utilizan indicadores comparados?La aparición de la cliometría o nueva historia económica en la década del 60´supuso en parte un intento de responder afirmativamente estos interrogantes. Sin embargo, en el camino se produjo una lógica tensión entre las disciplinas de la economía y de la historia.Un clásico libro introductorio fue compilado por Peter Temin en 1973. "New Economic history, Selected Readings" (Harmondsworth, England). Allí, Temin introduce la cuestión: "When economics was taking shape as an academic discipline in the late nineteenth century, two approaches to the study of economics affairs struggled for dominance. Classical economics traced its intelectual lineage back to english radical thought and utilized deductive reasoning to derive generalizations about the world from abstract propositions. Historical economics, as the competing approach was called, had its origins in Germany and was based on the principle of induction: the study of specific historical cases was supposed to generate laws of economic behaviour. The struggle was short, and the victory, decisive. Economics as we know it is the grandchild of classical economics. The progeny of historical economics are labelled economics history, social history and sociology- studied sometimes in academic departments of these names and sometimes not. The new economic history (known also as econometric history or Cliometrics) differs from the old by being a member of the classical economics family, not the historical economics clan" (1).¿Cuáles eran las áreas centrales de estudio en el inicio de la cliometría? Para Temin, eran tres: 1) Economic growth; 2) Economic Institutions y 3) Government Policies. En palabras del autor: "The subject matter of the new economic history can be grouped into 3 broad categories. 1) Economic growth. Like other economists, economic historians have been concerned over the last decade with the ´problem´of economic growth. And like recent work on this topic by theorists and students of current affairs, recent work in economic history has served to show how little we know. We have accumulated an impressive amount of monographic work on American economic growth, but we have not yet been able to gather these details together into a convincing picture of the process as a whole. In fact, much of the work of the new economic history can be seen as a refutation of previous generalizations about growth" (2).Siguiendo esta línea de razonamiento y recurriendo a un ejemplo mencionado por Temin, la cliometría ha ayudado a revelar que el alto nivel de vida de la sociedad americana antedataba el comienzo del proceso de industrialización. Así, para Temin y otros no es correcto hablar de un país (Estados Unidos) subdesarrollado en la década de 1840 y, consecuentemente, no es riguroso hablar de un take-off o despegue posterior. En este ejemplo podemos ver la relevancia del análisis introducido en la década del 60 y 70: cuando recurrimos a las estadísticas comparadas el análisis posterior puede devenir mas riguroso. En el ejemplo mencionado, comparar indicadores nos posibilita comprender que no era el proceso de industrialización lo que generó el alto nivel de vida para la época sino, en cambio, que era el alto nivel de vida lo que generó las condiciones de ahorro e inversión para alcanzar un proceso de industrialización. A su vez, este nuevo razonamiento tiene inconvenientes ya que, por ejemplo, el posterior desarrollo de nuevas técnicas de comparación han podido echar dudas sobre el verdadero nivel de vida de la sociedad americana a comienzos del siglo XIX. Sin embargo, es posible ver aquí la validez principal de la cliometría y de la técnica de la ciencia económica utilizada en el estudio de acontecimientos históricos: en un principio, nos ha servido para poner en tela de juicio creencias asumidas como verdaderas, que en su momento descansaban en una causalidad que parecía intuitiva, con mucho sentido común. En el ejemplo mencionado, es intuitivo asumir que una sociedad pobre deviene mas rica o próspera a partir de un proceso de industrialización que genera que una economía tradicional, basada en la explotación primaria, introduzca mayor eficiencia a partir de la aparición de maquinas o nuevas técnicas. En cambio, parece menos intuitivo pensar que ha sido un crecimiento en el nivel de vida lo que permitió un nivel mas alto de ahorro que, a su turno, repercutió en mayor inversión, teniendo como consecuencia la aparición de distintos tipos de innovaciones.El punto central aquí es remarcar que la aparición de la cliometría no buscaba refutar argumentos y cerrar debates sino que, por el contrario, se dedicaba a abrir nuevos áreas de investigación. Es decir, no cerraba discusiones sino que abría nuevas perspectivas. Así, como programa de investigación la cliometría poseía las características de un nuevo paradigma que, como tal, tenía entre sus condiciones principales desafiar los paradigmas dominantes basándose no en nuevas e irrefutables verdades sino en nuevas preguntas que introducían dudas en las comunidades científicas dominantes.El segundo área que marca Temin es "Economic institutions". El autor la define de la siguiente manera: "Although old and new economic historians examine the nature of institutions, the questions they pose are very different. The old economic historian or institutionalist tend to analyse the internal working of an institution. How was it organized? Who ran it? How did it change? The new economic historian, building on the work of the old, tends to ask about the effect of institutions on the rest of the economy…two institutions have received the most attention. Slavery, ´the peculiar institution´, fascinates any student of american history for myriad reasons…banking has received almost as much attention as slavery, at least partly as a result of the resurgence of interest in money among economists generally" (3).La aparición de instrumentos econométricos ha hecho posible profundizar el análisis de una situación determinada. Es decir, la existencia de instrumentos mas rigurosos para el estudio ha generado un círculo virtuoso con la especialización que ha habido en las distintas disciplinas científicas a lo largo del siglo XX, particularmente en la segunda mitad. Es posible focalizarse en el estudio de la esclavitud o del sistema bancario en los EE.UU. porque se han desarrollado los instrumentos analíticos y cuantitativos que permiten (y obligan) al investigador a ocuparse de ese tema en ese período. El círculo virtuoso eventualmente puede devenir vicioso porque, en ese escenario, el investigador sólo deberá ocuparse de un sólo tema ya que, si intentara abarcar distintos espacios científicos, correrá el riesgo de "no saber todo" lo que hay que saber sobre un tema específico. En parte, el investigador necesita todo su tiempo enfocado en un tema específico porque el propio desarrollo de los instrumentos científicos, como la econometría, genera la posibilidad de acceder a información cuantiosa, antes inexistente. Así, la aparición de la cliometría ha supuesto no solo la posibilidad de especializarse en un espacio temporal y analítico claramente delimitado. En parte, también ha supuesto la obligación de hacerlo para pertenecer a la comunidad académica dominante. Es posible pensar que la especialización supone en si mismo un paradigma dominanteEl tercer área de interés de la nueva historia económica ha sido "Government policies". Para el autor, "All of the new economic history, like all of economics, may be considered to be policy-oriented in some ultimate sense. Much of the work in economic history, however, is more inmediately related to the assessment of government policies. Banking laws and reforms, government promotion of canals and railroads, the tariff, federal land policy and other policies have all been studied. The influence of government has been found pervasive and on balance probably favorable for growth. The effects of these policies on the distribution of income have not been studied as much as their impact on total income, partly for lack of data, and our knowledge of their impact is therefore not yet complete" (4).Es claro que recurrir a estadísticas comparadas no supone en sí mismo un análisis mas riguroso, simplemente porque esas estadísticas pueden estar equivocadas. El aporte de la ciencia económica al estudio de la historia no es realizado por computadoras infalibles sino por investigadores tan falibles como aquellos historiadores clásicos que "solamente" recurrían a documentos en los archivos y que no poseían ninguna técnica cuantitativa. Así, las técnicas cuantitativas que ha introducido la econometría refleja en su secuencia lógica una decisión cualitativa: qué indicadores tomar, cuáles dejar de lado y por qué. Para esta decisión no hay un instrumento cuantitativo infalible, como por ejemplo una regresión, que le indique al investigador una razón cuantitativa para recurrir a una estadística comparada y no a otra.Desde esta perspectiva, podemos remarcar que el historiador debe recurrir a indicadores y estadísticas comparadas para evitar errores serios en su argumentación pero no para basar dicho argumento a partir de ese número o serie histórica. Es claro que la articulación de un argumento supone una construcción cualitativa que, eventualmente, deberá descansar en indicadores comparados para fortalecer la hipótesis en cuestión.Podemos recurrir a un ejemplo clásico en las sociedades que se modernizaban en la mitad del siglo XX. En medio de un proceso de modernización que suponía la aparición de una sociedad mas compleja, era posible ver que determinados delitos eran acompañados de niveles de violencia inéditos. Una parte de la sociedad asociaba estos mayores niveles de violencia al uso de drogas. Así, determinadas personas ejercían en la consecución de un delito mayor nivel de violencia física que en el pasado porque estaban afectadas por el uso de drogas. Sin embargo, distintos estudios demostraron que sólo una minoría de los involucrados estaban bajo el efecto de las drogas cuando cometían delitos. Así, la explicación pasó a ser insatisfactoria. Sin embargo, la refutación de la creencia no supuso en sí mismo la aparición de una explicación alternativa rigurosa. Esa explicación alternativa debía ser pensada y articulada y, en ese proceso, las estadísticas comparadas y series históricas podían tener un papel relevante pero no necesariamente decisivo. A partir de este ejemplo clásico, es posible ver que el papel principal de las estadísticas históricas es aportar una perspectiva comparada que ayude a limitar y refutar creencias. Sin embargo, la posterior construcción de una hipótesis alternativa no puede basarse sólo en una serie histórica rigurosa porque la aparición de una explicación alternativa mas sólida no se hará sólo a partir de la refutación de lo anterior sino a partir de un paradigma que, además de refutar, articule al menos parte de una solución.En la segunda parte profundizaremos en este último punto y recurriremos a ejemplos contemporáneos. Frente a un escenario de creciente competencia por los recursos hídricos entre el riego y otros sectores, como el urbano o el industrial, el riego enfrenta el desafío de diseñar e implementar estrategias para aumentar el aprovechamiento del agua, garantizando la equidad de su uso y evitando la degradación de su calidad o el agotamiento de sus fuentes no renovables. Esto implica cambios de conciencia e institucionales necesarios para que los agricultores se vuelvan más activos y asuman responsabilidades compartidas de la gestión del agua en su región. La transferencia de la gestión del riego (IMT, sus siglas en inglés) implica delegar responsabilidades o transferir la autoridad de gestión para algunas o todas las funciones de desvío y/o distribución de agua, mantenimiento y rehabilitación de la infraestructura, gestión de disputas relacionadas con el agua, asignación de derechos de agua o planificación de calendarios de cultivos a asociaciones de usuarios del agua (WUA, su acrónimo en inglés) u otros tipos de organizaciones no gubernamentales. Las experiencias sobre la IMT en diferentes partes del mundo han sido muy variadas, al igual que los enfoques adoptados en su implementación y los impactos de las reformas sobre el desempeño de los sistemas de riego. Para la evaluación del desempeño de un sistema de riego es recomendable utilizar indicadores simples, efectivos y universalmente aplicables. Su estimación con herramientas vinculadas a las tecnologías de la información y comunicación sobre grandes áreas irrigadas han tomado relevancia y en especial sobre aquellos indicadores relacionados con el balance hídrico que requieren de una estimación precisa. Estos se relacionan directamente con una mejora en la estimación de la evapotranspiración (ET), principal fuente de consumo de agua en un sistema de riego. En la región noroeste de la República Argentina, en la provincia de Santiago del Estero, se encuentra ubicado el sistema de riego del Río Dulce (SRRD). A pesar de no contar con un programa de gobierno vinculado a la IMT, desde el año 2006 al 2011 se formalizaron convenios de transferencia de la operación y mantenimiento (O&M) de los canales secundarios hasta nivel de derivaciones de riego (último nivel del sistema colectivo de riego) con siete WUAs. En el SRRD se ha evaluado su desempeño en varias ocasiones, pero en ningún caso se han relacionado los resultados con el tipo de gestión, posiblemente porque la gestión del riego no había sido transferida a los agricultores o no tenía un período suficientemente largo como para ser evaluado. Esta tesis doctoral presenta una comparación del desempeño de dos subsistemas del SRRD donde en uno la O&M se ha transferido a las WUAs y en el otro la gestión permanece bajo responsabilidad del gobierno. Para evaluar el desempeño se emplearon indicadores comúnmente utilizados y validados y utilizando técnicas de evaluación social se contrastó la actitud de los usuarios en relación a sus sistemas productivos, percepción sobre el servicio de suministro de agua y su participación e involucramiento en las WUAs. En el subsistema donde se transfirió la gestión a los usuarios la gestión permitió horarios de entrega flexibles que facilitaron un patrón de cultivo diversificado, una mayor intensidad de riego y dieron como resultado un mayor uso de agua, aunque no implicó un aumento en el suministro relativo de riego, lo que denotó en general una subirrigación. Los agricultores del subsistema transferido estaban más conscientes de los problemas del servicio de riego que los agricultores del subsistema no transferido. La percepción de problemas en el subsistema no transferido aumentó con el nivel de profesionalismo y conocimiento técnico del agricultor. La transmisión de solicitudes y quejas de los agricultores a los administradores fue más transparente en el subsistema transferido que en aquel donde no se había transferido su gestión. Con la necesidad de información precisa y disgregada, clave para el cálculo de indicadores de desempeño de un sistema de riego, se incluyó una evaluación comparativa de los dos enfoques basados en teledetección para la estimación de la evapotranspiración de los cultivos (ETc), componente clave del consumo de agua de la agricultura. Los enfoques evaluados fueron el balance de energía superficial y el enfoque basado en FAO56, que utiliza la capacidad de los índices de vegetación (VI, por sus siglas en inglés) para rastrear el coeficiente de cultivo. En un primer análisis se utilizaron coeficientes de cultivo basales derivados de VI específicos de campo obtenidos para 1743 campos utilizando series de 9 a 29 imágenes satelitales a lo largo de la campaña de riego 2014-2015. En un segundo análisis se utilizaron 30 campos (cultivados con algodón y maíz) donde se conocían los programas de riego reales de la campaña de riego 2014-2015. En estos campos se calculó un balance hídrico del suelo en la zona de la raíz utilizando el enfoque dual de FAO56 con coeficientes de cultivo basales derivados del VI específicos de campo. La ETc obtenida del balance hídrico se comparó con la ETc estimada usando un enfoque de coeficiente de cultivo único que usa VI específico de campo y tiene en cuenta la evaporación del suelo (enfoque sintético), y con la ETc obtenida del balance de energía superficial con el modelo de mapeo de la evapotranspiración a alta resolución con calibración internalizada (METRIC, por sus siglas en inglés) facilitado por la aplicación Earth Engine Evapotranspiration Flux (EEFlux) de Google, Inc. En un tercer análisis de simulación analizó los errores en la estimación de la ETc debido a la interpolación a valores diarios de coeficientes de cultivo y coeficientes de cultivo basales determinados en intervalos hipotéticos de paso de satélites de más de un día. Las curvas de coeficiente de cultivo basales derivadas de VI obtenidas para los 1743 campos del primer análisis estaban por debajo del coeficiente de cultivo basal estándar adoptado localmente (no específico del campo). La ETc en las 8005 ha cubiertas por este análisis fue aproximadamente un 20% mayor cuando se aplicaron curvas estándar no específicas de campo que cuando se aplicaron curvas derivadas de VI. Esta diferencia señaló la importancia de utilizar estimaciones específicas de campo de ETc. En el análisis realizado en los 30 campos seleccionados, la ETc estimada utilizando el enfoque basado en VI coincidió bien con la ETc obtenida del balance hídrico del suelo excepto en condiciones de déficit hídrico. Los coeficientes de cultivo obtenidos para estos campos utilizando el modelo METRIC se correlacionaron con los obtenidos aplicando el método basado en el VI, aunque los primeros tendieron a ser más altos que los segundos en el rango de valores más bajos. El análisis de errores de interpolación mostró que cuando la frecuencia de paso elevado del satélite es superior a una semana y el déficit hídrico es leve o inexistente, la interpolación de los coeficientes de cultivo (por ejemplo, de los derivados de un balance energético) arroja errores de estimaciones de ETc superiores a los resultantes del enfoque basado en VI. En condiciones de déficit de agua, el enfoque basado en VI sobreestima sistemáticamente la evapotranspiración. ; In a scenario of growing competition for water resources between irrigation and other sectors, such as urban or industrial, irrigation has the challenge of designing and implementing strategies to increase the use of water, guaranteeing equity and avoiding the loss of quality or the depletion of its non-renewable sources. This implies changes in consciousness and institutional necessary for users to become more active and assume shared responsibilities for water management in their region. Irrigation management transfer (IMT) involves delegating responsibilities or transferring management authority for some or all functions of diversion and / or distribution of water, maintenance and rehabilitation of infrastructure, management of disputes related to water, allocation water rights or planning crop schedules to water users associations (WUA) or other types of non-governmental organizations. The experiences of IMT in different parts of the world have been very varied, as have the approaches adopted in its implementation and the impacts of the reforms on the performance of irrigation schemes. To performance assessment of an irrigation scheme, it is advisable to use simple, effective and universally applicable indicators. Its estimation with tools related to information and communication technologies on large irrigated areas have become relevant and especially on those indicators related to the water balance that require a precise estimation. These are directly related to an improvement in the estimation of evapotranspiration (ET), the main source of water consumption in an irrigation scheme. The Río Dulce irrigation scheme (SRRD, acronym in Spanish) is located in the northwestern region of Argentine, in the province of Santiago del Estero. Despite not having a government program linked to the IMT, from 2006 to 2011 agreements were formalized for the transfer of operation and maintenance (O&M) of the secondary canals up to the level of farm block (last level of the collective system irrigation) with seven WUAs. In the SRRD, performance assessment has been on several occasions, but in no case have the results been related to the type of management, possibly because irrigation management had not been transferred to farmers or did not have a long enough period to be evaluated. This thesis presents a comparative performance assessment of two SRRD subsystems, one where O&M has been transferred to the WUAs with another where management remains under the responsibility of the government. To performance assessment, conventional and validated indicators were used. Using technical evaluations and social inquiry, the attitude of users in relation to their production systems, perception of the water supply service, and their participation and involvement in the WUAs were contrasted. In the subsystem where management was transferred to users, management allowed flexible delivery schedules that facilitated a diversified cropping pattern, greater irrigation intensity, and resulted in greater use of water, although it did not imply an increase in the relative irrigation supply, which denoted overall under-irrigation. Farmers in the transferred subsystem were more aware of irrigation service problems than farmers in the nontransferred subsystem. The perception of problems in the non-transferred subsystem increased with the level of professionalism and technical knowledge of the farmer. The transmission of requests and complaints from farmers to managements was more transparent in the subsystem transferred than in the non-transferred one. With the need for precise and disaggregated information, key to the estimation of performance indicators of an irrigation scheme, a comparative evaluation of the two main remote sensing approaches for the estimation of crop evapotranspiration (ETc), an important component of the water consumption from agriculture, was carried out. The approaches evaluated were the surface energy balance and the approach based on FAO56, which uses the ability of multispectral vegetation indices (VI) to trace the crop's growth and estimate the crop coefficient. The first analysis used field-specific, VI-derived basal crop coefficients obtained for 1743 fields using series of 9 to 29 satellite images along the 2014-15 irrigation campaign. The second analysis used 30 fields (grown with cotton and maize) where the actual irrigation schedules in the 2014-15 irrigation campaign were known. A root zone soil water balance was computed in these fields using the FAO56 dual approach with field-specific, VI-derived basal crop coefficients. The ETc obtained from the water balance was compared with the ETc estimated using a single crop coefficient approach that uses field-specific VI and takes into account soil evaporation (herein called synthetic approach), and with the ETc obtained with the METRIC surface energy balance model as facilitated by the EEFlux application. The third analysis was a simulation analysis of errors in the estimation of the ETc due to the interpolation to daily values of single crop coefficients and basal crop coefficients determined at hypothetical satellite overpass intervals of longer than one day. The VIderived basal crop coefficient curves obtained for the 1743 fields of the first analysis were below the locally adopted standard (not field-specific) basal crop coefficient. Crop evapotranspiration in the 8005 ha covered by this analysis was about 20 % higher when applying standard non-field specific curves than when applying VI-derived curves. This difference pointed to the importance of using field-specific estimations of ETc. In the analysis carried out on the 30 selected fields, the ETc estimated using the VI-based approach agreed well with the ETc obtained from the water balance except under water deficit conditions. The crop coefficients obtained for these fields using the METRIC model correlated with those obtained by applying the VI-based method, although the former tended to be higher than the latter in the lower value range. The analysis of interpolation errors showed that when satellite overpass frequency is greater than one week and water deficit is mild or inexistent, the interpolation of crop coefficients (for instance, of those derived from an energy balance) gives errors of ETc estimations that are greater than those resulting from the VI-based approach. Under water deficit conditions, the VI-based approach systematically overestimates evapotranspiration.
La Agenda 2030 para el Desarrollo Sostenible, adoptada por todos los Estados Miembros de las Naciones Unidas en 2015, proporciona un modelo compartido para la paz y prosperidad para las personas y el planeta, ahora y en el futuro. Para ello, se han desarrollo 17 Objetivos de Desarrollo Sostenible, como llamada urgente a la acción de todos los países desarrollados y en desarrollo, para aunar fuerzas en una estrategia global. Estos Objetivos están enfocados en temas como el agua, la energía, el clima, los océanos, la urbanización, el transporte, la ciencia y la tecnología. Para que la consecución de estos Objetivos sea una realidad, es necesaria la adopción de un fuerte compromiso por parte de todas las partes interesadas para implementar los objetivos globales. Para alcanzar este desarrollo sostenible, la Unión Europea ha desarrollado políticas que abogan por una transición hacia la "bioeconomía", esto es, una economía destinada a reducir la dependencia de los recursos fósiles, limitar las emisiones de gases invernadero y el impacto medioambiental, salvaguardar la seguridad alimentaria, garantizar un crecimiento económico sostenible, y cerrar el círculo de uso de recursos. La aplicación de los principios de la economía circular a la bioeconomía podría representar una valiosa contribución a la optimización del rendimiento de la misma, con el fin de conseguir la circularidad de los residuos biológicos y subproductos generados por los diferentes sectores productivos. Uno de los sectores que más residuos biológicos genera es la actividad agrícola. Según la Organización de las Naciones Unidas para la Alimentación, en el año 2017, la producción de alimentos a nivel mundial fue de alrededor de 6.100 millones de toneladas. Si tenemos en cuenta que la producción de una tonelada de alimentos puede llegar a producir entre 0,45 – 1,2 toneladas de residuos biológicos, se estima que se producen anualmente entre 2.745 y 7.320 millones de toneladas de residuos biológicos susceptibles de ser valorizados. Generalmente, estos residuos son utilizados como alimentación para la actividad ganadera, enterrados en la tierra de cultivo como enmienda agrícola o quemados para la producción de energía. Sin embargo, ninguno de estos usos aporta un gran valor añadido al sector agroalimentario, ni son suficientes para gestionar el volumen generado. La valorización de estos residuos biológicos, también conocidos por su composición como materiales lignocelulósicos, puede producirse mediante procesos de biorrefinería. La biorrefinería consiste en la separación de los diferentes componentes que conforman los materiales lignocelulósicos, y su aprovechamiento por separado con el fin de obtener productos de alto valor añadido. Uno de los productos que pueden obtenerse derivados de los materiales lignocelulósicos es la nanocelulosa. La nanocelulosa es el producto de la desintegración de las fibras celulósicas hasta un tamaño de entre 3 – 100 nm de diámetro y 1 – 4 micrómetros de longitud. Uno de los tipos de nanocelulosa más estudiados son las nanofibras de celulosa. Para producirlas es necesario someter a las fibras celulósicas a un tratamiento de desintegración mecánica para provocar la delaminación de la fibra, aislando así las fibras nanométricas. Este proceso requiere de un elevado consumo energético para asegurar la eficacia del proceso de nanofibrilación. Con el fin de disminuirlo y aumentar la eficiencia del proceso, se han desarrollado diferentes pretratamientos a los que someter la fibra de celulosa antes de su nanofibrilación. La producción de nanofibras de celulosa, o lignonanofibras de celulosa en el caso de contener lignina en su composición, depende de múltiples factores como la composición química de la materia prima de partida, el proceso de obtención de pastas celulósicas, y la combinación de pretratamiento – tratamiento. Dos de los sectores que más demandan este producto son el sector papelero (papel y cartón) y el del envasado alimentario. En el primero debido al efecto refuerzo que produce la interacción nanofibrafibra sobre los productos finales de papel y cartón, así como su uso como alternativa al refinado mecánico convencional en los procesos de reciclado, con el objetivo de alargar la vida útil de estos productos. En el segundo porque las nanofibras de celulosa se postulan como gran candidato para la sustitución estructural de polímeros plásticos, además de mejorar sus propiedades mecánicas y barrera. Ambos sectores concentran más del 83% de la demanda de este producto en el sector industrial. En la presente Tesis Doctoral se aborda el estudio de la idoneidad de diferentes residuos agro-industriales, como la paja de cereal (trigo, cebada, avena y maíz) y las hojas de platanera, como materia prima para la producción de lignonanofibras de celulosa y su aplicación en suspensiones papeleras y envases alimentarios. Para ello se realizó un estudio preliminar de la producción, mediante tratamientos mecánicos, de lignonanofibras de celulosa a partir de pasta celulósica obtenida mediante un proceso "a la sosa" empleando paja de trigo como materia prima. Los resultados obtenidos presentaron valores similares a los obtenidos con el uso de pastas celulósicas de producción industrial a partir de materias primas madereras. También se analizó el efecto refuerzo de las mencionadas lignonanofibras sobre suspensiones papeleras, así como la influencia del contenido en finos sobre la eficacia del refuerzo producido. Posteriormente se compararon los efectos que diferentes procesos de pasteado, "a la sosa", Kraft y organosolv, ejercían sobre las características físicas y químicas de las lignonanofibras. Se evaluó, a su vez, el efecto de dos pretratamientos diferentes (oxidación catalítica utilizando 2,2,6,6-tetrametilpiperidina-1-oxilo "TEMPO" y refinado mecánico) sobre las características de las lignonanofibras producidas. Tras la optimización del proceso de pasteado, se realizó un estudio comparativo de la idoneidad de diferentes pajas de cereales (trigo, avena, maíz y cebada) como materia prima para la producción de lignonanofibras. Se analizó la influencia de las características de la materia prima sobre el efecto de tres pretratamientos diferentes (oxidación catalítica TEMPO, hidrólisis enzimática y refinado mecánico). Además, se desarrolló un método analítico basado en la técnica de fraccionamiento en flujo mediante campo de flujo asimétrico (AF4), para la determinación del tamaño nanométrico de las lignonanofibras, comparándola con otras técnicas convencionales utilizadas. A continuación, se estudió la aplicación de lignonanofibras de celulosa, de paja de trigo y platanera como materia prima, en suspensiones papeleras, analizando múltiples factores que pueden influir en la efectividad de la aplicación de estas lignonanofibras como agente de refuerzo. Por un lado, se estudió el efecto de los tres pretratamientos en la efectividad de las lignonanofibras como agente reforzante, así como el coste asociado. Y por el otro, se estudió la idoneidad de la hoja de platanera como materia prima para la producción de lignonanofibras, así como su empleo en el proceso de reciclado del cartón. En este último caso se estudió también el efecto de la basura aniónica presente en las aguas de proceso sobre la efectividad del uso de lignonanofibras en el proceso de reciclaje. Debido a la influencia negativa de esta carga, se desarrolló un proceso de neutralización del agua de proceso obteniendo valores similares a los obtenidos con el uso de agua corriente. Además, se realizó un estudio económico de la aplicación de lignonanofibras como tecnología en el reciclado del cartón en comparación con el proceso de refinado mecánico convencional. Posteriormente se compararon tres tratamientos de nanofibrilación diferentes; homogeneizador a alta presión, molino de fricción y extrusora de doble tornillo, con el fin de reducir el consumo energético en la producción de lignonanofibras y hacer esta tecnología competitiva frente al refinado mecánico utilizado actualmente en la industria papelera. Por último, se exploró la aplicación de estas lignonanofibras en envases alimentarios. Para ello se analizó el efecto que el contenido residual de lignina contenido en las lignonanofibras ejerce sobre las propiedades finales de films producidos a partir de alcohol polivinílico. Se estudió a su vez el efecto que la oxidación catalítica TEMPO puede ejercer sobre las ventajas que presenta la aplicación de lignonanofibras, en comparación al uso de nanofibras, sobre las propiedades mecánicas, barrera y antioxidantes de los films producidos. ; Members of the United Nations in 2015, provide a shared model for peace and prosperity for people and the planet, now and in the future. For this purpose, 17 Sustainable Development Goals have been developed as an urgent wakeup call by all developed and developing countries to join forces in a global strategy. These Goals are focused on issues such as water, energy, climate, oceans, housing development, transport, science, and technology. For the fulfillment of these goals come true, it is necessary a strong commitment by all stakeholders to implement the global goals. The European Union has developed policies that advocate a transition to the "bioeconomy" to achieve this sustainable development. The main objective of the "bioeconomy include, reducing dependence on fossil resources, limiting greenhouse gas emissions and environmental impact, safeguarding food security, ensuring sustainable economic growth, and closing the circle of resource use. The application of the principles of the circular economy to the bioeconomy could represent a valuable contribution to the optimization of its performance in order to achieve the circularity of biological waste and by-products generated by different productive sectors. The agricultural activity is one of the sectors that generates more biological waste. According to the Food and Agriculture Organization, in 2017, global food production was around 6.1 billion tons. If we consider that the production of one ton of food can produce between 0.45 - 1.2 tons of biological waste, it is estimated that between 2,745 and 7,320 million tons of biological waste that are produced every year can be recovered. Generally, these residues are used as food for livestock activity, buried in farmland as an agricultural amendment or burned for energy production. However, none of these uses brings great added value to the agrifood sector, nor they are enough to manage the volume generated. The recovery of this biological waste, also known for its composition as lignocellulosic materials, can be produced by means of biorefinery processes. Biorefining consists of separating the different components that compose the lignocellulosic materials and using them in a separate way to obtain high added value products One of the products obtained from lignocellulosic materials is nanocellulose. It is the product of the disintegration of cellulosic fibers up to a size of between 3 - 100 nm in diameter and 1 - 4 micrometers in length. One of the most studied types of nanocellulose are the cellulose nanofibers. These nanometric fibers can be isolated by means of a mechanical disintegration treatment applied to the cellulosic fibers, production their delamination. This process requires a high energy consumption to ensure the effectiveness of the nanofibrillation process. In order to reduce it and increase the efficiency of the process, different pre-treatments have been developed. The production of cellulose nanofibers, or lignocellulose nanofibers, when containing lignin in its composition, depends on multiple factors such as the chemical composition of the starting raw material, the process of obtaining cellulose pulp, and the combination of pretreatment - treatment. Two of the sectors that most demand this product are those related to paper along with cardboard and food packaging. The first one is due to the reinforcing effect produced by the nanofiber-fiber interaction on the final paper and cardboard products, as well as its use as an alternative to conventional mechanical refining in recycling processes, with the aim of extending the useful life of these products. In the second case, cellulose nanofibers are a great candidate for the structural replacement of plastic polymers also improving their mechanical properties and barrier properties. Both sectors concentrate more than 83% of the demand for this product in the industrial sector. This Doctoral Thesis deals with the study of the suitability of different agroindustrial residues, such as cereal straw (wheat, barley, oats and corn) and banana leaves, as raw material to produce lignocellulose nanofibers and their application in paper suspensions and food containers. For this purpose, a preliminary study was carried out on the production, by means of mechanical treatments, of lignocellulose nanofibers from cellulose pulp obtained from a "soda" process using wheat straw as raw material. The results obtained presented values similar to those obtained with the use of cellulose pulp of industrial production from wood raw materials. The reinforcement effect of the mentioned lignonanofibers on paper suspensions was also analyzed, as well as the influence of the fine content on the efficiency of the produced reinforcement. Subsequently, the effects that distinguish pasteurizing processes, "soda", Kraft and organosolv, exerted on the physical and chemical characteristics of the lignonanofibers were compared. The effect of two different pretreatments (TEMPO catalytic oxidation and mechanical refining) on the characteristics of the lignonanofibers produced was also evaluated. After the optimization of the pasteurization process, a comparative study of the suitability of different cereal straws (wheat, oats, corn and barley) as raw material to produce lignonanofibers was carried out. The influence of raw material characteristics on the effect of three different pretreatments (catalytic oxidation TEMPO, enzymatic hydrolysis and mechanical refining) was analyzed. In addition, an analytical method based on the asymmetric flow field fractionation technique (AF4) was developed to determine the nanometric size of the lignonanofibers, by comparing it with other conventional techniques employed previously Next, the application of lignocellulose nanofibers, wheat straw and banana as raw material in paper suspensions was studied, by analyzing multiple factors that may influence the effectiveness of the application of these lignonanofibers as a reforcing agent. On one hand, the effect of the three pretreatments on the effectiveness of lignonanofibers as a reinforcing agent was studied, as well as the associated cost. On the other hand, the suitability of banana leaf as raw material to produce lignonanofibers was studied and its use in the cardboard recycling process. In the latter case, the effect of the anionic waste present in the process waters on the effectiveness of the use of lignonanofibers in the recycling process was also studied. Because of the negative influence of this charge, a process of neutralization of the processed water was developed, obtaining values similar to those obtained with the use of tap water. In addition, an economic study was made concerning the application of lignonanofibers as a technology treatment in the recycling of cardboard in comparison with the conventional mechanical refining process. Subsequently, three different nanofibrillation treatments were compared: high pressure homogenizer, friction mill and double screw extruder, in order to reduce energy consumption in the production of lignonanofibers and make this technology competitive with the mechanical refining currently employed in the paper industry. Finally, the application of these lignonofibers in food packaging was explored. For this purpose, the effect that the waste of lignin contained in lignonanofibers exerts on the final properties of films produced from polyvinyl alcohol was analyzed. It was also studied the effect of the catalytic oxidation TEMPO on the advantages that the application of lignonanofibers presents, in relation to the use of nanofibers, on the mechanical properties, barrier and antioxidants of the films produced.
La actividad turística representa para Costa Rica una fuente importante de divisas y de empleos directos e indirectos. El crecimiento exponencial que ha tenido esta actividad en los últimos treinta años en Costa Rica ha traído consigo impactos positivos y negativos. El Turismo Rural Comunitario (TRC) se presenta como un modelo de turismo apropiado para el desarrollo sostenible de los espacios rurales costarricenses, estando, además, en sintonía con el modelo de turismo "vivencial y de experiencia" por el que se apuesta en este país. El TRC se caracteriza por integrar las riquezas naturales y la vida cotidiana de la comunidad rural, además de promover dentro de la misma oferta turística prácticas productivas sostenibles. De este modo, las experiencias de TRC se integran en la vida de la comunidad local y se convierten en una actividad complementaria a las actividades tradicionales agrarias. El valor de tales experiencias de TRC radica, por tanto, en su capacidad para adaptarse a los ritmos cotidianos de la vida rural y para preservar las dinámicas socio-territoriales de las comunidades. Un elemento importante a resaltar del TRC es su capacidad para promover la participación de la comunidad rural, aprovechando y fortaleciendo las estructuras organizativas y las redes sociales ya existentes a nivel local. Desde el punto de vista económico, al integrar la población local en diferentes encadenamientos productivos, el TRC permite que se dé una distribución más equitativa de los beneficios generados por la actividad turística, siendo así una importante fuente complementaria de los ingresos familiares. Esta tesis doctoral está estructurada en cuatro partes diferentes, agrupadas en doce capítulos, cada uno de ellos con un apartado de conclusiones parciales para facilitar su lectura, además de un capítulo de conclusiones generales. Hemos querido centrar nuestra investigación, a partir de elementos cuantitativos (encuesta) y cualitativos (entrevistas, mapeos de actores), en el análisis en los actores endógenos y sus relaciones con la actividad turística, lo que ha permitido generar un acercamiento a las realidades existentes mitigando posibles impactos de índole social y cultural en las comunidades rurales. Para ello, hemos propuesto la investigación empírica a partir de tres enfoques (capital social, acción colectiva y gobernanza), y que debidamente articulados, nos han permitido analizar las distintas experiencias de TRC en las zonas seleccionadas, mostrando sus rasgos característicos (tanto al nivel del discurso ideológico, como de las estrategias y modelos organizativos), los elementos que las componen, y su contribución al desarrollo y gobernanza de los territorios donde se ubican. La confianza, las normas de reciprocidad y los flujos de información, que son elementos fundamentales del enfoque de capital social, son precisamente los factores que inciden en la formación y sostenibilidad de las experiencias de TRC, ya que contribuyen a facilitar la cooperación y la acción colectiva a nivel local. Asimismo, las interacciones entre, de un lado, los actores que forman parte de la comunidad local, y de otro, el entorno exterior, formado por instituciones públicas y privadas revestidas de poder y situadas en posiciones de superior orden jerárquico, son el resultado de la combinación de las lógicas ascendentes (bottom-up) y de las lógicas descendentes (top-down). Para conocer mejor esa combinación, el enfoque del capital social proporciona herramientas útiles, como es la tipología bonding, bridging y linking, así como permite ordenar las dinámicas del desarrollo en distintas dimensiones, facilitando así su medición. Entre las principales conclusiones están las siguientes: 1. Esta tesis doctoral ha tenido la virtud de articular una propuesta teórica como lo es el estudio del capital social, la acción colectiva y la gobernanza de los espacios rurales a un fenómeno social tan relevante como lo es el turismo en Costa Rica. Esta tesis fue un estudio exploratorio centrado en cuatro casos de estudio, en el que se utilizó instrumentos cualitativos y cuantitativos que lograron ofrecer información directa y valiosa sobre la realidad de los territorios rurales a partir de una combinación de enfoques teóricos. Además, la investigación se centró en poblaciones indígenas y campesinas que han abierto sus familias y comunidades a la atención de visitantes. Logramos aproximarnos a su capacidad de relacionarse en contextos intracomunitarios y extracomunitarios, y más aún, a su capacidad para relacionarse con actores que tienen cierto poder político y económico. 2. La metodología propuesta en esta tesis doctoral es apropiada para utilizarla en los análisis de los territorios rurales y en la definición de estrategias de intervención para el desarrollo rural. Es una manera de conocer las dinámicas territoriales, los niveles de confianza que se dan en las comunidades, las relaciones que se tienen entre comunidades, y las capacidades existentes en el intercambio con organismos políticos y económicos. Al capital social se le asocia ese efecto multiplicador de la productividad, al reducir los costes de relacionarse con el resto de los individuos, donde se combinan e intercambian los factores que cada uno posee. 3. Las normas que comparten las organizaciones de TRC se consolidan con el tiempo, y, al igual que los valores, se transforman en escenarios o espacios más complejos. La presencia de capital social tipo bonding desempeñó un papel clave, contribuyendo a construir un nuevo sujeto colectivo en la comunidad local. En una siguiente etapa, una vez constituidas las organizaciones de TRC, la presencia de capital social tipo bridging se convierte en un elemento fundamental al posibilitar el desarrollo de relaciones de confianza con personas ajenas a la propia comunidad. El paso de un tipo de capital social a otro no es un cambio brusco, sino gradual y no excluyente, puesto que tanto el tipo bonding, como el bridging, se complementan para hacer que las experiencias asociativas sean sostenibles y perduren a lo largo de tiempo. 4. La clave el éxito de las experiencias de TRC es una buena combinación entre los tres tipos de capital social (bonding, bridging y linking), cuya importancia varía a lo largo de las distintas fases de evolución de dichas experiencias. 5. El TRC está revalorizando los territorios rurales a partir de elementos que tienen que ver con el medio ambiente, la cultura y las actividades tradicionales, tales como la ganadería y la agricultura, ésta última importante para la soberanía alimentaria de las comunidades locales. Asimismo, permite la puesta en valor de los atributos o valores presentes en las comunidades rurales a partir de los procesos de acción colectiva emprendidos por sus habitantes. 6. La investigación revela que con el paso de los años, las organizaciones que operan iniciativas de TRC van generando alianzas con diversos actores a nivel intracomunitario y extracomunitario. La creación o pertenencia a nuevas y diferentes redes responde a las necesidades de las organizaciones, ya sea para el fortalecimiento del turismo en las comunidades, la implementación de ideas innovadoras que sirvan como alternativas productivas, o el contacto con grupo que buscan la preservación de bienes comunes en las comunidades, como es el caso de la conservación del medio ambiente y el rescate de la cultura local. Los casos analizados nos permiten comprobar que las organizaciones logran entrelazar sus actividades, de tal forma que van formando organizaciones integrales que velan y trabajan en diferentes ámbitos comunitarios. El modelo de TRC debe formar parte de una política pública de desarrollo rural en Costa Rica. Integrar el TRC como un modelo de desarrollo rural implica mayor investigación, mayor apoyo económico y técnico, mayor capacitación y mayor visibilidad de los diferentes actores que hacen parte de la red TRC. Para incorporar elementos de capital social en las políticas públicas de desarrollo rural, hay que dirigir esfuerzos que apoyen la formación de sus tres tipos (bonding, bridging y linking), lo que implica que se definan herramientas para que las personas se empoderen, así como se fomenten vínculos efectivos entre los funcionarios públicos y las comunidades rurales. Si se logra fortalecer el capital social rural, estaremos frente a comunidades con mayor resiliencia y con mayor capacidad para emprender proyectos colectivos. ; Tourism activity represents an important source of foreign currency and direct and indirect employment for Costa Rica. The exponential growth that this activity has had in the last thirty years in Costa Rica has brought positive and negative impacts. The Rural Community Tourism (TRC) is presented as an appropriate model of tourism for the sustainable development of rural Costa Rican spaces, being, in addition, in tune with the model of "experiential and experiential" tourism that is bet in this country. The TRC is characterized by integrating the natural riches and the daily life of the rural community, as well as promoting sustainable productive practices within the same tourism offer. In this way, the experiences of TRC are integrated into the life of the local community and become a complementary activity to traditional agrarian activities. The value of such experiences of TRC lies, therefore, in their ability to adapt to the daily rhythms of rural life and to preserve the socio-territorial dynamics of the communities. An important element to highlight of the TRC is its capacity to promote the participation of the rural community, taking advantage of and strengthening the existing organizational structures and social networks at the local level. From the economic point of view, by integrating the local population into different productive chains, the TRC allows a more equitable distribution of the benefits generated by the tourist activity, thus being an important complementary source of family income. This doctoral thesis is structured in four different parts, grouped into twelve chapters, each one with a section of partial conclusions to facilitate its reading, as well as a chapter of general conclusions. We wanted to focus our research, from quantitative (survey) and qualitative elements (interviews, stakeholder mapping), in the analysis of endogenous actors and their relations with tourism activity, which has allowed us to generate an approach to the existing realities mitigating possible social and cultural impacts on rural communities. For this, we have proposed empirical research based on three approaches (social capital, collective action and governance), and that, duly articulated, have allowed us to analyze the different TRC experiences in the selected areas, showing their characteristic features (both at the of the ideological discourse, as of the strategies and organizational models), the elements that compose them, and their contribution to the development and governance of the territories where they are located. Trust, rules of reciprocity and information flows, which are fundamental elements of the social capital approach, are precisely the factors that influence the formation and sustainability of TRC experiences, since they contribute to facilitate cooperation and action collective at the local level. Likewise, the interactions between, on the one hand, the actors that are part of the local community, and on the other, the external environment, formed by public and private institutions with power and located in positions of superior hierarchical order, are the result of the combination of ascending (bottom-up) and top-down logic. To better understand this combination, the social capital approach provides useful tools, such as the bonding, bridging and linking typology, as well as ordering the dynamics of development in different dimensions, thus facilitating their measurement. Among the main conclusions are the following: 1. This doctoral thesis has had the virtue of articulating a theoretical proposal such as the study of social capital, collective action and governance of rural spaces to a social phenomenon as relevant as tourism in Costa Rica. This thesis was an exploratory study focused on four case studies, in which qualitative and quantitative instruments were used that managed to offer direct and valuable information on the reality of rural territories from a combination of theoretical approaches. In addition, the research focused on indigenous and peasant populations that have opened their families and communities to the attention of visitors. We are able to approach their ability to relate in intracommunity and non-community contexts, and even more, their ability to relate to actors that have a certain political and economic power. 2. The methodology proposed in this doctoral thesis is appropriate to be used in the analysis of rural territories and in the definition of intervention strategies for rural development. It is a way of knowing the territorial dynamics, the levels of trust that exists in the communities, the relationships that exist between communities, and the existing capacities in the exchange with political and economic organisms. Social capital is associated with the multiplier effect of productivity, by reducing the costs of relating to the rest of individuals, where the factors each one possesses are combined and exchanged. 3. The norms shared by TRC organizations are consolidated over time, and, like values, are transformed into more complex scenarios or spaces. The presence of bonding social capital played a key role, contributing to build a new collective subject in the local community. In a next stage, once the TRC organizations are constituted, the presence of bridging social capital becomes a fundamental element in enabling the development of trusting relationships with people outside the community itself. The transition from one type of social capital to another is not a sudden change, but gradual and not exclusive, since both the bonding type and the bridging complement each other to make the associative experiences sustainable and endure over time. 4. The key to successful TRC experiences is a good combination of the three types of social capital (bonding, bridging and linking), whose importance varies throughout the different phases of evolution of these experiences. 5. The TRC is revaluing rural territories based on elements that have to do with the environment, culture and traditional activities, such as livestock and agriculture, the latter important for the food sovereignty of local communities. It also allows the valorization of the attributes or values present in rural communities from the collective action processes undertaken by their inhabitants. 6. The research reveals that over the years, organizations that operate TRC initiatives are generating alliances with various actors at the intra-community and extra-community levels. The creation or belonging to new and different networks responds to the needs of organizations, whether for the strengthening of tourism in communities, the implementation of innovative ideas that serve as productive alternatives, or contact with groups that seek the preservation of goods common in the communities, as is the case of the conservation of the environment and the rescue of the local culture. The analyzed cases allow us to verify that the organizations manage to intertwine their activities, in such a way that they are forming integral organizations that watch and work in different community environments. This model must be part of a public policy of rural development in Costa Rica. Integrating the TRC as a rural development model implies more research, greater economic and technical support, greater training and greater visibility of the different actors that are part of the TRC network. In order to incorporate elements of social capital into public rural development policies, efforts must be directed to support the formation of its three types (bonding, bridging and linking), which means that tools are defined so that people can become empowered, as well as effective links between public officials and rural communities are encouraged. If it is possible to strengthen rural social capital, we will be facing communities with greater resilience and greater capacity to undertake collective projects.
Most post-modern societies are being challenged by a widening gap that divides their populations by the classic cleavages of age, class, region and religion. Exacerbated by the forces of globalization and the immediacy of technology, they result in constant clashes that cause an exponential increase in social tensions and insecurity. Even if the Norwegian killer was insane and can not be used as example, he was still a member of the dominant culture failing to accommodate to post-modern circumstances. In the United States this gap is vividly evident in the current debt ceiling debate, which is only a symptom of much serious divisions that threaten the country's social unity and political future.A brief look at recent headlines in the United States can give outsiders and idea of the country's social and political environment.On Sunday July 24th, a new law approving gay marriage came into effect in New York, making it the sixth and largest state in the nation (plus the District of Columbia) to have legalized same-sex marriage. In Manhattan, people celebrated on Fifth Avenue, singing and dancing to the music and well-suited lyrics of New York, New York ("If we can make it here, we'll make it anywhere…"). On July 0th, Republican candidates Michelle Bachman and Rick Santoro a "Marriage Vow" swearing fidelity to their spouses, promising they would "vigorously oppose any redefinition of marriage" and would take steps to amend welfare legislation that did not reinforce conventional marriage. This is only a sample of the extreme polarization the country is facing both economically and socially. It is a critical moment in United States history, one that may require a deep reflection on the basic principles the nation was founded upon and a renewal of the social compact.Prodded by the Tea Party leaders, who presently wield an amount of power disproportionate to their numbers, Republican candidates have been signing pledges on an array of different topics in order to prove their conservative credentials. Both Michelle Bachman and Mitt Romney also signed a no-new-taxes pledge, together with a "cut, cap and balance pledge" to amend the Constitution to require a balanced budget and congressional super majorities to raise taxes. These two pledges, albeit non-enforceable and thus largely symbolic, are now the single most important obstacle to reach a deal in Congress about balancing the budget and avoiding default on the national debt. Tea Party Nation leader Judson Phillips has threatened to recruit candidates to mount primary challenges against any GOP member that votes for a compromise on the debt ceiling that involves any type of revenue increases to balance the budget. The GOP Congressional leadership has been hijacked by intransigent ideologues, represented in the House by 87 freshmen with disproportionate power over the more established professional politicians who understand that democratic governance requires give and take, and that politics in a pluralistic society is the art of the achievable.This country was founded on the premise of compromise, negotiation and cooperation, as it is evident from the history of the Constitution and the layers of governmental power devised mainly to counterbalance one another: states versus federal, legislative versus executive, Senate v. House, and an independent judiciary. It was clear even then, that solutions in what promised to be a huge, diverse society with deep regional and religious cleavages would require compromise. But today, in the "worst Congress ever" as Norman Ornstein calls it in his recent article in Foreign Policy, compromise is a bad word. The House is controlled by a GOP freshmen class that owes its seats to Tea Party ideologues and is refusing to raise the debt ceiling even as President Obama has agreed to cuts in spending that include cuts in entitlements, in exchange for ending subsidies on ethanol and other corporate subsidies (he has even given up on the expiration of the Bush era tax cuts he had included in his first proposal). This package that would represent over 3 trillion dollars in cuts from the federal budget, including reductions in Medicare and other social programs, would have allowed the debt ceiling to be raised so that the US could avoid defaulting on its debt by August 2nd. It was on the table last week and close to being signed on by House Speaker John Boehner but he refused it at the last minute because of pressure from his own caucus. The Tea Party is pushing professional legislators toward the abyss, and with them, the whole country. The Tea Party is a social movement that was born out of frustration and disappointment with government spending over the last twelve years. President George W. Bush inherited a budget surplus from the Clinton-Gingrich years. But that surplus quickly vanished as Bush proposed and got passed serious tax cuts on the wealthy and then embarked on two wars that are still going on today. In response, a large coalition of Independents, Republicans and a few former Democrats formed a protest movement that defines itself for what it is against: big government, big media, big banks, unsustainable deficits and intrusive federal regulation. In spite of some evident intrinsic contradictions in their philosophy (for example some the new regulations they so vehemently oppose such as the Dodd-Frank legislation are meant to constrain the actions of "big banks" they so strongly abhor), the Tea Party has been very successful in focusing the public's attention on the federal budget deficit and on the federal debt that has ballooned in the last two decades. Those are its core concerns, together with a deep-seated contempt for and rejection of, everything the well-educated elites are for the most in favor of: environmental sustainability, a foreign policy based on multilateralism, gay rights and immigration reform legislation that recognizes the realities of the estimated twelve million undocumented workers in the country. After two months of wrangling, neither side has managed to get what it wanted, the US credit rating is about to be downgraded (with the subsequent increase in interest rates and damaging effects on an already slow economy) and the vitriolic Washington environment is alienating people on the Right and on the Left. Pressured by the Tea Partiers and their anti-tax obsession, Republicans have refused to compromise to avoid a default, and in so doing they are sabotaging their own chances for 2012. Most Americans are appalled at the GOP's refusal to endorse Obama's proposal that would cut the deficit by $3.7 trillion through a mix of spending cuts, entitlement reform and ending some corporate subsidies and tax deductions. In so doing, the GOP is alienating independent voters that want to avoid default and are ready for a deal. A new political center of gravity is forming. The number of registered voters that identify themselves as Independent is growing (40% in latest poll), while the numbers of Republicans and Democrats are sinking and there is a new online movement from the grassroots to form a third party.Paradoxically, out of all this Byzantine intrigue in the hallways of Congress, and given the outcome of no deal announced on Monday night, President Obama may come out as the winner. To the dismay of his most progressive base, Obama, intent on finding some common ground with the opposition has shifted to the center-right of the political spectrum on his proposals, daring to sacrifice some cuts on entitlements in exchange for revenue increases, only to see them rejected by the Republicans. He is close to winning a stand-alone debt ceiling increase while having proven to be the only reasonable adult in this struggle. This would gain him the support of many independents and help him avoid a confrontation within his own party. It would also allow him to focus on unemployment, the real immediate crisis that most directly impacts people's lives. However, Democrats in the House and Senate are afraid that concessions on reducing some Medicare benefits, for example, or postponing the eligibility age, would ruin the clarity of their message to seniors during the election. Conversely, Tea Partiers see a compromise involving any sort of revenue increases by the government, even non-tax measures such as ending corporate subsidies, as a betrayal of their principles. The Tea Partiers have brought into focus the spending crisis that has been growing unchecked for a long time, and one the country cannot obviously tax its way out of. Some facts cannot be denied: debt is the result of spending not backed by revenue. Total government spending at all levels has risen to 37% of the GDP today from 27% in 1960. It could reach 50% by 2038. The debt-to-GDP ratio has reached 100% today, from 42% in 1980. The big moral struggle is still ahead. There is no question that the government is spending too much, but the real debate is about priorities and the philosophies that underlie those priorities. The President has recognized that the budget deficit is important to voters, most of which have come to the conclusion that since the stimulus spending did not solve the problem of unemployment, deficit reduction appears to be a better way to improve the economy than investing in education, infrastructure and new energy technologies. Obama must acknowledge this, and make it part of his discourse.But the President must also continue to make a case for the common good ("there are things we can still do together", he said in his last speech), the social safety net and America's future. He can do this by personalizing the budget battles the way Clinton did. Are budget battles about choices or necessities? Why give more tax cuts to the wealthy if their wealth has grown through the recession while the rest saw their wealth diminish? Why subsidize corporate agriculture and ethanol production? Social programs like Medicare serve all Americans, why focus on cutting it while giving a pass to the upper income- and- wealth echelon? General elections are won from the center. Strong strident advocates make for weak candidates. Undoubtedly, the 2012 election will be about money, about fiscal discipline, but it will also be about a more equal distribution, and it will require strong leadership from the two respective philosophical corners to come to a consensus. That is why the Republican establishment is so worried about the lack of gravitas in their field of candidates. That is why some yearn for budget whiz Paul Ryan, or Governor Chris Christie or Rick Perry….or anybody really, that looks and sounds as if he can take on Obama in the intricacies of the budget, the debt ceiling, and social programs reform. That may also be why Jeb Bush was asked on Fox News about his intentions to run for President again two days ago. This time his response was more nuanced: he said that while he doesn't anticipate it, he hasn't ruled it out ("but, he added, "I haven't ruled out being in Dancing with the Stars, either").In the meantime, the Wall Street Journal today announced that, based on the Pew Research Center tabulations of SIPP and Census date, the wealth gap between America's whites and its two largest minorities, Blacks and Hispanics, has widened to unprecedented levels due to the housing crisis and the Great Recession. Alan Greenspan, former President of the Federal Reserve has said repeatedly that the wealth gap that has grown consistently for the last decade is a threat not only to our country but to capitalism itself. Poverty and unemployment are a combustive mix: if fiscal responsibility ends up being based on the back of the poor, social conflict will erupt. It is unconscionable, for example, to think that hedge fund managers pay significantly less taxes than their secretaries.Some Republicans want to abolish every piece of social legislation and re-litigate every progressive judicial decision since the New Deal. As part of pledge game, Michelle Bachman and four other candidates also signed the "Susan B. Anthony pledge "promising to appoint abortion opponents to their cabinets and to deny all funding for Planned Parenthood when they become presidents. The bizarre "Marriage Vow "pledge signed by Bachmann and Santoro not only opposes same-sex marriage and includes a personal promise to be faithful to their spouses, but (most peculiarly yet redundantly) it also rejects Sharia Law (which, by the way, like Bachman, also opposes gay marriage and female adultery, which it punishes by death!)The only candidate that has refused to sign any pledge is Jon Huntsman, who understands the perils of siding too closely with the rebellious Tea Party. Even if some of its main points have successfully brought into focus the deficit issue, the Tea Party is still supported by a minority and resented by most Republicans. Its anti-technocratic, anti-Washington message has resonance, but it may have pushed the GOP too far into a corner. Its message is also becoming blurred when it steps into the social arena: its racist and homophobic overtones do not reflect the spirit of the times and are offensive to the "millenials", the youngest generation of voters born in the 80s and 90s, which Republicans still hope to attract in 2012. Social movements are major vehicles of participation and can re-energize a worn out party. They reflect the spirit of the times, often in an extremist way that is what gives them prominence: their passion for the cause, their original approach, are all important, but their message has to resonate with the public if they are to succeed. They emerge, coalesce, grow and achieve some successes. However, once their main point is made, three things can happen: they can become a party, their main ideas can be incorporated into mainstream politics, or they dissipate and be quickly forgotten. The Tea Party brought into focus the issue of fiscal responsibility, it infused conservatism with new energy and found a natural home in the Republican Party, which had become profligate, and will have to prove from now on that it is sincere about austerity. Its impact is undeniable: it has also attracted Independents and in so doing, has per force moved the Democratic Party to the center-right. Mimicking the "big tent" approach of Republicans, the Tea Party has lately been focusing strategically on fiscal responsibility, limited government and free markets and its main groups have avoided divisive social issues when speaking to the general public. But their demands of ideological purity from their candidates, their emphasis on returning to the strict meaning of the Constitution and the values of the Founding Father, their defense of states rights and gun rights, belie their claims of inclusiveness for all Americans; in its coded language, its contempt for immigrants and its not-so- veiled racism, one senses a strongly reactionary sentiment bordering on uncontainable fanaticism which is completely out of step with most Americans and which will make it very difficult to widen its appeal beyond what it has already achieved.To paraphrase deceased Republican leader Barry Goldwater, the Tea Party's aim isnot to streamline government or make it more efficient, but to get rid of every piece of social legislation and economic regulation passed since the New Deal. Their purpose is not to share the burden of the weakest members of society, nor to educate their children so they can have equality of opportunity, but to defend the individual freedoms of those who can stand on their own. El proyecto europeo de la posguerra es inédito en la historia universal. Descansa sobre dos partes principales: la construcción institucional y la idea de Europa. La construcción institucional supone un complejo entramado jurídico y político. Por ejemplo, el Parlamento Europeo, la Comisión Europea, el Tribunal de Justicia o la moneda común (Euro) reflejan esa construcción (1). Por otro lado, la idea de Europa descansa en la posibilidad de articular un conjunto de modus vivendi que no reflejen solo ámbitos de convivencia sino de florecimiento. En parte, la moderna idea de Europa descansa en los escritos de Sir Isaiah Berlín y, contemporáneamente, en el escepticismo post-iluminista de John Gray.¿Cuándo comienza el milagro europeo? ¿Por qué Europa en algún momento de la historia consolidó un proceso de desarrollo estable en el mediano y largo plazo? Un estudio realizado por distintos autores para el Banco Mundial analiza por qué algunas naciones han podido desarrollarse y otras no, introduciendo brevemente el alcance histórico del "milagro europeo". Los países se desarrollan por una complementación entre variables geográficas, institucionales y comerciales: "In an authoritative study on the long-run geographic determinants of development, social ecologist Jared Diamond (1997) argues that Eurasia had large geographical advantages over the Americas and Africa, and that these lie at the heart of current income disparities. He argues that since plant and animal species spread most effectively within ecological zones, the east-west orientation of the Eurasian landmass made it easier to diffuse early human technologies across the continent. As a result, Eurasia enjoyed a larger diversity of plant and animal species, and thus easier domestication of useful species, than did societies in America and Africa—continents that are oriented north-south. High-productivity agriculture led to large, dense, stratified societies, with subsequent advances in technology (weaponry, oceangoing ships) and political organization. Another important causal factor widely studied in economic history is international trade, and hence access to sea-based trade and proximity to export markets.Recent econometric and case studies have shown that even when controlling for historical endogeneity, institutions remain "deep" causal factors, while openness and geography operates at best through them (Acemoglu, Johnson, and Robinson 2001; Rodrik 2003b; Rodrik, Subramanian, and Trebbi 2002)."(2) La posición geográfica revela otra cuestión: en parte, el milagro europeo se explica porque la ubicación este-oeste del continente permitía a las personas comparar el desempeño de otros y copiar aquello que funcionaba y descartar las experiencias fallidas. Particularmente, la posibilidad de comparar se daba en la utilización de tecnología agrícola. Sin embargo, la geografía europea generaba los incentivos para la aparición de otra variable central: la competencia. For instance, Western Europe benefited both from the geographical advantages of east-west continental orientation discussed by Diamond (1997), and from being predominantly a coastal region in the temperate ecozone (Gallup, Sachs, and Mellinger 1999). All of this made land scarce and valuable (Herbst 2000).Additionally, rugged mountainous relief effectively separated Western Europe into a system of "competing jurisdictions of decentralized power," constantly warring with one another, none being able to completely defeat and control the others (Landes 1998). These factors raised returns to innovation, discovery, and adoption of new warfare techniques, which later gave Europeans first-mover advantage over other parts of the world."(3)El punto desarrollado es introductorio pero central para comenzar a comprender el significado y alcance del milagro europeo. La idea de Europa contemporánea es consecuencia de un lento proceso de descubrimiento que hizo posible consolidar un capital humano, social e institucional inédito en la historia de la humanidad. El liberalismo es la filosofía política y ética donde descansa el proyecto europeo. Europa como idea y el liberalismo como filosofía política están histórica y analíticamente relacionados. ¿Cuando surgió el liberalismo? ¿En la ciudades italianas (Génova, Venecia o Florencia) en algún momento del siglo XV? ¿En el largo trayecto histórico que va desde la Carta Magna (1216) hasta el iluminismo escocés de Smith, Hume, Hutcheson o Ferguson (1700's), pasando por la "revolución gloriosa" (1688) y los pesos y contrapesos implementados a los Estuardo? ¿En los Países Bajos, donde la aparición del crédito y la moneda generó los primeros mercados de capitales institucionalizados? ¿En la antigua Grecia, donde la filosofía sistematiza el sentido de la individualidad? ¿En la escuela de Salamanca (1600's), donde los escolásticos tardíos reconcilian la fe religiosa y el ganar dinero como virtud? Finalmente, ¿Se consolida el liberalismo en la inédita experiencia contemporánea de las socialdemocracias escandinavas, donde la igualdad y la libertad han encontrado una manera virtuosa para interactuar?Es imposible determinarlo, no solo por razones de verificaron histórica sino porque el liberalismo es una concepción ética y política plural en tiempo, espacio y alcance. Es decir, asume un individualismo metodológico y construye modus vivendi donde la principal filosofía (aunque no la única) consiste en respetar las distintas formas de prosperar que construyen las personas, con la salvedad de no amenazar los distintos (y a veces opuestos) modus vivendi de terceros.El proyecto europeo ha contribuido a reconciliar la tradición de la libertad y la tradición de la igualdad. En parte, esta reconciliación entre igualdad y libertad ha comenzado a hospedarse en la nueva idea de Europa, que va desde el tratado de Roma de 1957 hasta la dinámica ampliación de la Unión, desde los 6 a los 12, de éstos a los 15 y de los 15 a los 27. La nueva Europa descansa en un proyecto inédito en la historia de la humanidad: el proyecto de la creciente convivencia no solo de distintos modus vivendi sino, en algunos casos, de modos opuestos de pensar y vivir una buena vida. El paradigma del proyecto europeo es particularmente liberal porque para consolidarse aspira a la creciente diversidad de sus partes. Es decir, su idea temporaria de todo es superior a la suma de sus partes en tanto descansa en la diversidad creciente de esas partes para consolidar una idea de todo plural, tolerante y pujante. Así, cuantos más modus vivendi se incorporan a este nuevo proyecto europeo, más consolidada se encuentra la idea de Europa. Mientras más diversos son esos modus vivendi, mas consolidado se encuentra aquello que John Gray ha denominado Liberal Project. (4) Esta idea del nuevo proyecto europeo que incipientemente se consolida en la Europa de los 27 refleja dos supuestos metodológicos fuertes. Hay una definición filosófica del proyecto que delimita su alcance y, al hacerlo, asume que el liberal Project carece de un telos universal pero, a la vez, define como valor a ser respetado (universalmente) el modus vivendi europeo de la existencia de derechos en el otro, tanto en su proyecto personal y grupal. Siguiendo a Gray, vemos que el proyecto europeo termina como aspiración política en las fronteras geográficas de la Unión, pero prosigue como idea mas allá de toda geografía, porque (con Berlin y Gray) ha aceptado tácitamente que no hay en él búsqueda de universalidad sino una búsqueda de consolidar buenas formas de vida particular. En palabras de Gray: "El Estado liberal se originó en la búsqueda de un modus vivendi. Los regímenes liberales contemporáneos son floraciones tardías de un proyecto de tolerancia que se inició en Europa en el siglo XVI. La tarea que heredamos consiste en reacondicionar la tolerancia liberal para que pueda guiarnos en la búsqueda de un modus vivendi en un mundo más plural. La tolerancia liberal ha contribuido inconmensurablemente al bienestar humano. No estando en parte alguna tan profundamente arraigada como para darla por descontada, es un logro cuyo valor no podría ser más alto. No podemos prescindir de ese ideal tardomoderno, pero tampoco puede ser nuestra guía en las circunstancias tardomodernas actuales porque el ideal de tolerancia que hemos heredado encarna dos filosofías incompatibles. Vista desde un ángulo, la tolerancia liberal es el ideal de un consenso racional sobre el mejor modo de vida posible. Desde el otro, es la creencia en que los seres humanos pueden florecer en muchas formas de vida. Si el liberalismo tiene un futuro, este reside en el abandono de la búsqueda de un consenso racional sobre el mejor modo de vida posible…" (5)Como sostiene el economista y filósofo político austriaco Friedrich Hayek, las instituciones más sólidas se construyen a través de un proceso de orden espontáneo. Es decir, a través de la interacción de personas que buscando un limitado fin en T1 alcanzan, sin quererlo, un objetivo mas amplio en T2, T3, Tn debido a la sistematización de determinados intercambios que, al haber sido crecientemente aceptados por su eficiencia, devienen normas informales y eventualmente formales (6).La construcción del proyecto europeo recupera para la filosofía política contemporánea esta concepción hayekeana: sin buscarlo, el acuerdo formal de Roma de 1957 comenzó un derrotero que culminaría (momentáneamente) con una idea de Europa, donde 27 países y naciones se complementan en una creciente armonía. Como marcamos, la principal idea sobre la que descansa el proyecto europeo es que distintas partes, con diversas expresiones inconmensurables, se suman y son más grandes que un hipotético todo. A su vez, este hipotético todo deviene inconmensurable, ya que la complementación armónica de partes (en algunos casos sumables y en otros no) da como resultado un todo articulado pero de difícil definición. Así, el orden espontáneo europeo es un ámbito de consenso creciente. Un ámbito del consenso se fortalece y enriquece cuando sus partes desarrollan sus potencialidades en un marco de respeto al desarrollo de las (distintas) potencialidades de los otros. Adquiere aquí una especial significación la existencia de un espacio público que no solo posee los mecanismos institucionales para respetar los derechos del otro sino también posee los valores, ideas y creencias morales como para respetar lo inconmensurable en ese otro. Aquí radica la importancia del "Value Pluralism" articulado por Sir Isaiah Berlin. Para Berlin "…pluralism (is) the recognition of an indefinite variety of cultures and systems of values, all equally ultimate, and incommensurable with one another, so that the belief in a universally valid path to human fulfillment is rendered incoherent…' …The object of this investigation is the almost endless plurality of total views of the world, and this precludes his espousing any exclusive vision of man and his condition…"(7). Es posible pensar que en el inarticulado programa de investigación de Sir Isaiah Berlin descansa un orden espontáneo para una idea de Europa. En un sentido analítico, Berlin toma el orden espontáneo de Hayek y lo introduce en el milagro europeo. Paso seguido, Gray asume el 'value-pluralism' de Berlin para definir los límites del Liberal Project. Al hacerlo, no solo sistematiza el liberal Project sino el papel que para su consolidación tiene el nuevo proyecto europeo. Es decir, los limites que supone la idea de Europa para el liberalismo no es para Gray una derrota analítica debido a la imposibilidad de aspirar a la universalidad. En cambio, es donde el liberalismo se asienta y convive con distintos modus vivendi dentro y fuera de su ámbito de influencia. Al hacerlo, demuestra su fortaleza y vitalidad. Cuando, siguiendo a Gray, el liberalismo redescubre sus límites no está necesariamente anunciando su decadencia. Por el contrario, anuncia y expresa los buenos valores (la buena vida) que tiene para ofrecer. Cuando de tecnología se trata, ningún sector de la economía Colombiana podría desconocerla, y es común ver cómo esta ciencia penetra en los diferentes procesos organizacionales y administrativos de cualquier tipo de Entidad, gracias a la existencia del interés en la evolución constante, en el desarrollo del conocimiento, en la necesidad de una excelente gestión operacional en este sector (Economía solidaria) y en general en el mundo empresarial, que generan un escenario para el estudio y análisis de las mejores alternativas para su aplicación y operación. Su amplia concentración y necesidad en el mercado y en la sociedad, conlleva a que la tecnología sea un tema de estudio muy amplio, por ello, como contenido marco para el desarrollo de este artículo se ha planteado la transferencia de tecnología, estableciendo su importancia, injerencia y aplicación dentro del sector de la economía solidaria; sistema integrado principalmente por Cooperativas. Se analizará la tecnología desde un punto de vista conceptual y como fuente de transformación desde el inicio de la historia de la humanidad, en la que se demuestra que el hombre siempre ha sentido la necesidad de crear e innovar, lo hizo desde que produjo innumerables soluciones de vida con la piedra, el fuego, el cobre, el bronce e inventos que marcaron la evolución del hombre como la rueda, el desarrollo en la agricultura, la arquitectura y la literatura principalmente, hasta de manera extraordinaria llegar a la creación de aplicaciones, productos, equipos, dispositivos e infraestructura y desarrollos tecnológicos que facilitan el acceso a la información y a la comunicación permanente, mutando finalmente todo ello, al comercio o mercado de tecnología; situación o hecho que se ha denominado transferencia de tecnología y que ha desencadenado que principales operaciones económicas y comerciales en el mundo empresarial se enmarquen en el negocio jurídico denominado contrato de transferencia de tecnología, dentro de lo cual, se demostrará su importancia en el sector de la economía solidaria, y la del derecho como marco regulador, aún pendiente de ser desarrollado, tanto en Colombia como en muchos países del mundo. La transferencia de tecnología, comprende un movimiento entre el valioso activo que es la tecnología en sí, un proveedor o empresa que trabaja comercialmente con esa la tecnología y un sujeto (persona, sociedad, empresa) que adquiere la tecnología, cancelando el valor o precio al que equivale el servicio tecnológico, y es así como estamos frente a la inminente necesidad de realizar contratos de trasferencia de tecnología, mediante los cuales se formaliza el movimiento planteado, que en el presente artículo abarcará la tipología del contrato de licencia y transferencia de Know how; el primero, con el cual se pretende autorizar la explotación de una obra protegida, y el segundo como aquel aporte de industria o trabajo enmarcado en un conocimiento; estableciendo un concepto amplio sobre estos y las características principales para abordar su importancia y función económica dentro del sector de la economía solidaria. El contrato de licencia y transferencia de Know how, se convierte en una pieza fundamental para el desarrollo y correcta operación de negocios, y desarrollan una función económica relevante en el sector solidario Colombiano al estar íntimamente ligados al cumplimiento de los principios sociales y culturales; rectores de este sector, principios generadores de actividades y funciones que requieren contar con la tecnología idónea y suficiente que permita el cumplimiento de los fines de las Entidades que componen el sector solidario, para su desarrollo efectivo dentro de la economía del país. La naturaleza de su importancia, radica principalmente en la necesidad que tienen las empresas y el sector solidario en general de operar y organizarse efectivamente en todos sus ámbitos, desde la administración interna hasta la valiosa prestación de servicios sociales, económicos, culturales, laborales, entre otros; necesidad basada en el desarrollo tecnológico que ha sido reconocido por el Estado Colombiano y que hace parte de los aspectos sujetos de control y vigilancia por parte de este, a través de la Superintendencia de Economía Solidaria, debido a su importancia y carácter fundamental para el desarrollo de sus fines y principios. En virtud a la investigación y consulta sobre las diferentes operaciones que realizan las entidades del sector solidario y sobre los servicios que prestan, se determina el ejercicio de una función económica en los contratos de transferencia de tecnología, concluyendo acertadamente que para cumplir con sus fines y principales actividades, es necesario implementar la tecnología necesaria que genere impacto y valor agregado para trabajadores, usuarios o asociados de las cooperativas y a la sociedad en general. Sin la ejecución de estos, no podría garantizarse por parte del Estado la protección, promoción y fortalecimiento de carácter normativo en favor de la comunidad y en especial de las clases populares. Lo anterior, sin dejar de lado, que a pesar de las innumerables ventajas que trae la contratación y ejecución de licencias y transferencia de Know how, existen ciertos aspectos generadores de riesgo que deben ser objeto de seguimiento y control por parte de los proveedores de trasferencia de tecnología, y aspectos críticos del contrato que versan principalmente en cláusulas que se incorporan al mismo, que lastimosamente carecen de normatividad aplicable en caso de generarse un conflicto. Tras el análisis de aspectos importantes que giran alrededor de la transferencia de tecnología, se procede a una propuesta de investigación que, siendo un aporte documental al conocimiento, espera llegar a niveles de interpretación sobre las causas que animan a ampliar la regulación de la aplicación de tecnología en Colombia y revisar institucional y políticamente las formas de transferir tecnología a fin de constar su pertinencia en un régimen de contratación que no vaya en contradicción con sus fines. Si las empresas o entidades de carácter público o privado en Colombia, desean crear innovaciones tecnológicas deben contar con las tecnologías convenientes y proporcionales a su objeto social, que por lo general se deriva de fuentes externas, que no es otra cosa que la colaboración de proveedores para su adquisición o desarrollo, lo que se convierte en transferencia de tecnología. De acuerdo a lo anterior, resulta significativo hablar del proceso de desarrollo institucional y normativo de la Ciencia y la Tecnología en Colombia, desarrollo que no ha generado los resultados esperados y es pobre frente a la actividad creciente de esta ciencia, que, al vincularlo con el régimen legal aplicable al Sector solidario, no refleja su importancia frente a las operaciones y requerimientos tecnológicos que este sector requiere, al ser mundialmente reconocido como uno de los movimientos socioeconómicos más grandes que lleva inmerso caracteres fundamentales que tienen presencia universal, inclinados a la satisfacción de diferentes necesidades de la humanidad y aspiraciones de los socios o usuarios en diferentes aspectos, dentro de los que sobresale el económico y el social. En virtud al nivel de importancia de la economía solidaria mundialmente, se procede a comparar el derecho inicialmente desde el punto de vista de la tecnología; avances y principales potencias que lideran su producción impulsando el desarrollo de sociedades y su crecimiento económico. En concordancia con el comportamiento de la Tecnología se plantea el Movimiento de la Economía solidaria a nivel internacional, con el fin de reconocer el impacto universal de ambas. La primera, como motor de desarrollo y la segunda considerada como el tercer sector de la economía. En aras de dirigir el tema objeto de estudio al régimen colombiano, previamente se establecen los índices de producción tecnológica en países de América Latina, la cual es casi nula debido a la falta de incentivos e infraestructura que promueva la creación, innovación y desarrollo tecnológico propio. Por lo Anterior, países como Colombia se ven en la necesidad de contratar transferencia de tecnología, e implementarla en diferentes sectores, como lo es en el sector solidario, fundamental por su visión hacia aspectos sociales y esenciales que pretenden coadyuvar al desarrollo integral del ser humano; visión que se ha visto vulnerada, dado a la desviación de los fines de la economía solidaria y a la realización de actividades que no guardan relación directa con las funciones propias de las Cooperativas. El Cooperativismo nacido en el mundo en la segunda mitad del siglo XIX constituye una experiencia social, que en Colombia tuvo un gran apogeo alrededor de 1970, pero luego, a finales del siglo pasado sufrió una crisis profunda de la cual ha sido difícil recuperarse y de la que se ha dicho, fue inducida. Su efecto, constituye un motivo de estudio en el presente trabajo. Las situaciones ajenas a la naturaleza de composición cooperativa, han llevado al gobierno a tomar decisiones para combatir ciertos abusos, crisis cooperativas y formas de corrupción, que, al solucionar una complejidad social, genera contradicciones y efectos poco prácticos en el régimen de contratación dispuesto por ley para transferir tecnología. ; When it comes to technology, no sector of the Colombian economy could ignore it, and it is common to see how this science penetrates the different organizational and administrative processes of any type of Entity, thanks to the existence of interest in constant evolution, in the development of knowledge, in the need for excellent operational management in this sector (Solidarity Economy) and in general in the business world, which generate a scenario for the study and analysis of the best alternatives for its application and operation. Its wide concentration and need in the market and in society, leads to technology being a very broad topic of study, therefore, as a framework for the development of this article has raised the transfer of technology, establishing its importance, interference and application within the solidarity economy sector; system integrated mainly by Cooperatives. Technology will be analyzed from a conceptual point of view and as a source of transformation from the beginning of the history of humanity, in which it is shown that man has always felt the need to create and innovate, since he produced countless solutions of life with stone, fire, copper, bronze and inventions that marked the evolution of man as the wheel, development in agriculture, architecture and literature mainly, even in an extraordinary way to reach the creation of applications, products, equipment, devices and infrastructure and technological developments that facilitate access to information and permanent communication, eventually mutating all this, to the technology market or trade; situation or fact that has been called transfer of technology and that has triggered that main economic and commercial operations in the business world are framed in the legal business called technology transfer contract, within which, its importance will be demonstrated in the sector of solidarity economy, and that of law as a regulatory framework, still pending development, both in Colombia and in many countries of the world. The transfer of technology, involves a movement between the valuable asset that is the technology itself, a provider or company that works commercially with that technology and a subject (person, society, company) that acquires the technology, canceling the value or price what is equivalent to the technological service, and this is how we are facing the imminent need to carry out technology transfer contracts, through which the proposed movement is formalized, which in this article will cover the typology of the license and transfer agreement of Know how the first, with which it is intended to authorize the exploitation of a protected work, and the second as that contribution of industry or work framed in a knowledge; establishing a broad concept about these and the main characteristics to address their importance and economic function within the sector of the solidarity economy. The license and transfer of Know how contract becomes a fundamental piece for the development and correct operation of businesses, and they develop a relevant economic function in the Colombian solidary sector, being closely linked to the fulfillment of social and cultural principles; rectors of this sector, principles that generate activities and functions that require having the appropriate and sufficient technology that allows the fulfillment of the purposes of the entities that make up the solidary sector, for its effective development within the economy of the country. The nature of its importance lies mainly in the need for companies and the solidarity sector in general to operate and organize effectively in all its areas, from internal administration to the valuable provision of social, economic, cultural, and labor services, among others; need based on technological development that has been recognized by the Colombian State and that is part of the subjects subject to control and surveillance by the latter, through the Superintendency of Solidarity Economy, due to its importance and fundamental character for the development of its purposes and principles. By virtue of the investigation and consultation on the different operations carried out by the entities of the solidarity sector and on the services they provide, the exercise of an economic function in technology transfer contracts is determined, correctly concluding that in order to fulfill its purposes and main activities, it is necessary to implement the necessary technology that generates impact and added value for workers, users or associates of cooperatives and society in general. Without the execution of these, the protection, promotion and strengthening of normative character in favor of the community and especially of the popular classes could not be guaranteed by the State. The foregoing, without neglecting that, despite the innumerable advantages that the contracting and execution of licenses and know-how transfer bring, there are certain aspects that generate risk that must be monitored and controlled by the transfer providers. of technology, and critical aspects of the contract that deal mainly with clauses that are incorporated into it, which unfortunately lack applicable regulations in the event of a conflict. After the analysis of important aspects that revolve around the transfer of technology, we proceed to a research proposal that, being a documentary contribution to knowledge, hopes to reach levels of interpretation on the causes that encourage to expand the regulation of the application of technology in Colombia and institutionally and politically review the ways to transfer technology in order to record its relevance in a contracting regime that does not contradict its purposes. If companies or entities of a public or private nature in Colombia, wish to create technological innovations, they must have the suitable technologies and proportional to their corporate purpose, which is usually derived from external sources, which is nothing else than the collaboration of suppliers for its acquisition or development, which becomes technology transfer. According to the above, it is significant to talk about the process of institutional and regulatory development of Science and Technology in Colombia, a development that has not generated the expected results and is poor in the face of the growing activity of this science, which, by linking it with The legal regime applicable to the Solidarity Sector does not reflect its importance in relation to the operations and technological requirements that this sector requires, since it is recognized worldwide as one of the largest socioeconomic movements that has immersed fundamental characteristics that have a universal presence, inclined towards satisfaction of different needs of humanity and aspirations of partners or users in different aspects, among which the economic and social. By virtue of the level of importance of the solidary economy worldwide, the law is initially compared from the point of view of technology; advances and main powers that lead their production, promoting the development of societies and their economic growth. In accordance with the behavior of Technology, the Solidarity Economy Movement is proposed at the international level, in order to recognize the universal impact of both. The first, as a development engine and the second considered as the third sector of the economy. In order to address the subject matter of study to the Colombian regime, previously established rates of technological production in Latin American countries, which is almost zero due to the lack of incentives and infrastructure to promote the creation, innovation and technological development itself . For the previous, countries like Colombia are in need of technology transfer contract, and implement it in different sectors, as it is in the solidary sector, fundamental for its vision towards social and essential aspects that intend to contribute to the integral development of the human being ; vision that has been violated, given the deviation from the aims of the solidarity economy and the realization of activities that are not directly related to the functions of the Cooperatives. La tesi Doctoral, de la que ara se"n presenta un compendi resumit, manté com a fil conductor l'aplicació eficient de l'aigua de reg a nivell de parcel·la agrícola. El maneig de l'aigua a l'agricultura, sector productiu que usa el més alt percentatge d"aquest element (77,5%), és fonamental si es vol incidir favorablement sobre el consum i l'actual política hidràulica, més orientada a un increment de l'oferta que a un control de la demanda. L'elecció d'un sistema de reg eficient, com és la microirrigació, amb un disseny adequat a les circumstàncies intrínseques de la parcel·la, seran decisius en aquest sentit. No obstant, l'estudi de tots aquells aspectes que optimitzin el funcionament de la instal·lació, des del punt de vista d"aplicació, requereix, prèviament, conèixer com es mou i com es distribueix l'aigua en el perfil del sòl. L"avaluació de la forma i mida del volum del sòl humit (VSH) no és un aspecte menor ni tampoc fàcil de dur a terme, essent la majoria de vegades oblidat durant el procés del disseny. Les comptades recomanacions existents al respecte, quasi sempre es refereixen a la superfície del sòl mullat i en rares ocasions al VSH, encara que l'exploració radicular en el cultius, habitualment, adopta formes volumètriques. Tenint en consideració aquests antecedents i davant la falta d'informació existent sobre les característiques del VSH i de la seva possible influència sobre el comportament dels cultius, es plantegen dos objectius generals: 1) Dissenyar un Equip Mesurador del Volum de Sòl Humit (EMVSH), verificat a laboratori i a camp, i 2) Determinar la influència del percentatge de VSH en tres espècies arbòries com són l'olivera (Olea europaea L.), la pomera (Malus domestica BORKH) i l'avellaner (Corylus avellana L.) Respecte al primer objectiu, el disseny del EMVSH es basa en el concepte segons el qual l'aigua posseeix molècules amb una distribució desigual de la càrrega elèctrica i un comportament polar que facilita el pas del corrent elèctric. Quan augmenta el contingut hídric d'un medi porós, com el sòl, millora el flux de corrent a través d'ell. Contràriament, quan disminueix aquest contingut hídric, disminueix el flux de corrent i augmenta la resistivitat (ρ). Així mateix es considera la clara influència de la temperatura del sòl sobre el valor de la resistivitat de tal manera que la disminució d"aquella ocasiona l'increment de la resistivitat elèctrica i viceversa. Fruit de diversos assaigs al laboratori aplicant les metodologies de prospecció geoelèctriques i més concretament la de Wenner, basada en l'avaluació directa de la resistivitat elèctrica (ρ), es va dur a terme el disseny del EMVSH. La fiabilitat del EMVSH, respecte a la seva capacitat per definir la forma i mida del VSH, s"ha verificat a nivell de laboratori en condicions simulades i en camp mitjançant sis proves en sòls caracteritzats taxonòmicament en els termes municipals de Flix i Bovera (Tarragona i Lleida). En les proves de camp, estadísticament dissenyades, es varen establir sis tipus d"irrigadors amb temps variables d"aplicació. Les seccions verticals generades en aquestes proves indiquen l"existència de tres fases en el desenvolupament del VSH: 1) Fase d"avenç amb predomini de desplaçament vertical 2) Fase d"emplenament i 3) fase de saturació amb predomini de desenvolupament horitzontal. S"ha observat una bona correlació entre el volum d"aigua total aplicada per a cada irrigador respecte al seu radi mullat a 30 cm de fondària i al VSH que es genera. També s"observa una correlació entre l"àrea mullada (m2) a 30 cm i VSH (m3) que es genera, si es consideren els valors mitjans assolits pels diferents irrigadors per als diferents sòls de l"àrea estudiada. La relació entre el radi mullat a 30 cm i la fondària màxima on ha arribat el VSH presenta valors pròxims a 0.8 (formes esfèriques) en els irrigadors de baix cabal (2.5- 5 l/h) i valors superiors a 1 (formes el·lipsoides) en els irrigadors de més cabal (8, 24 i 35 l/h). En relació al segon objectiu, s"ha estudiat el VSH necessari i suficient que, avaluat mitjançant el EMVSH, proporcionarà el millor comportament agronòmic dels tres cultius escollits, sabent que hi ha un volum ideal d"arrels humides que milloren la resposta del cultiu. Un aspecte innovador, és que els estudis fan referència al percentatge de VSH respecte al "Volum Potencial d"Exploració Radicular" (VPER). Per a l"olivera 1) Es determina el comportament productiu, vegetatiu i de qualitat de l"oli per a dues estratègies de reg (total i deficitari), amb cinc percentatges de VSH (12%, 24%, 35%, 47% i 59), i 2) Es comparen aquests comportaments entre les estratègies de reg i entre el VSH d"una estratègia respecte a l"altra. Els resultats obtinguts a l"experiència mostren una dependència creixent de la producció d"oliva respecte al nivell o percentatge de sòl humit generat sota la copa de l"arbre, manifestant-se més aquest comportament en condicions d"escassetat d"aigua (reg deficitari controlat RDC), i a mida que avança el període experimental. En mullar un 59% del volum de sòl potencialment explorat per les arrels (VPER) és quan s"assoleix la producció més alta d"oliva i d"oli per ha en condicions d"aigua limitada. Aquest augment es produeix per un nombre de fruits més gran per arbre i no pel pes individual del fruit. Les estratègies de reg (total i deficitari) han generat produccions d"oliva per ha superiors a les referents en secà. Una reducció del 20% de la dosi de reg (RDC) no ha afectat de manera significativa la collita (kg/ha), el contingut d"oli (%) ni la seva producció (kg oli / ha). Els paràmetres de qualitat de l"oli (polifenols, amargor i estabilitat) no han variat de manera significativa segons l"estratègia de reg aplicada. Per a la pomera, s"ha plantejat 1) Conèixer el comportament productiu, vegetatiu i de qualitat del fruit per a tres percentatges de VSH (22%, 44% i 66%) y 2) Definir el percentatge de VSH mínim entre els assajats que generés la millor resposta agronòmica al conreu. El seguiment durant tres anys de l"experiència no ha permès observar un comportament productiu diferenciat del cultiu (kg/arbre) en funció del percentatge de VSH. No obstant, hi ha una producció total i comercial (Φ > 70 mm) superior de poma quan el percentatge de sòl humit és del 44%, però sense diferència significativa respecte als altres percentatges. Aquesta producció té més relació amb el pes mitjà del fruit que amb el nombre de fruits per arbre. Els aspectes qualitatius de la fruita (duresa, sucres i acidesa) no han mostrat diferències significatives en variar el percentatge del sòl humit (VSH). En avellaner s"ha pretès 1) Esbrinar la resposta productiva, vegetativa i de qualitat del fruit per a quatre percentatges de VSH (6%, 15%, 33% i 70%) i 2) Identificar el percentatge de VSH mínim que ocasiona el millor comportament agronòmic del cultiu. Els resultats obtinguts mostren que el percentatge més baix de sòl humit (6%), molt habitual a les explotacions comercials del camp de Tarragona, és el que ha produït, significativament, una collita d"avellana en closca més baixa. En canvi, amb un 33% de VSH és quan s"assoleix a la producció més alta, encara que no és significativament diferent dels tractaments de VSH-15% i VSH-70%. També, durant dos dels tres anys de l"estudi, el pes mitjà del gra (g) va ser superior de forma significativa en humitejar un 33% del VPER. Els efectes d"un període inicial d"adaptació radicular del cultiu a les noves condicions dels experiments i d"una diferent freqüència en l"aplicació del reg, per als diversos percentatges de VSH experimentats, podrien haver estat la causa de les respostes poc diferenciades en varis dels paràmetres analitzats. ; La tesis doctoral, cuyo compendio resumido ahora se presenta, mantiene como hilo conductor subyacente la aplicación eficiente del agua de riego a nivel de parcela agrícola. El manejo del agua en la agricultura, sector productivo que usa el mayor porcentaje de este elemento (77.5%), es fundamental si se quiere incidir favorablemente sobre el consumo y la actual política hidráulica, más orientada a un incremento de la oferta que a un control de la demanda. En este sentido, la elección de un sistema de riego eficiente, como es el de microirrigación, con un diseño adecuado a las circunstancias intrínsecas de la parcela, serán decisivos en este sentido. Sin embargo, el estudio de todos aquellos aspectos que optimicen el funcionamiento de la instalación, desde el punto de vista aplicativo, requiere, previamente, conocer como se mueve y distribuye el agua en el perfil del suelo. La evaluación de la forma y tamaño del volumen de suelo húmedo (VSH) no es un aspecto menor ni fácil de llevar acabo, siendo la mayoría de las veces soslayado durante el proceso de diseño. Las contadas recomendaciones existentes al respecto, casi siempre, se refieren a superficie de suelo mojado y en muy raras ocasiones a VSH, a pesar de que la exploración radicular en los cultivos, habitualmente, adopta formas volumétricas y en menor frecuencia formas superficiales. Tomando en consideración estos antecedentes y ante la falta de información existente sobre las características del VSH y su posible influencia sobre el comportamiento de los cultivos, se plantean dos objetivos generales: 1) Diseñar un Equipo Medidor del Volumen de Suelo Húmedo (EMVSH), verificado en laboratorio y campo y 2) Determinar la influencia del porcentaje de VSH en tres especies arbóreas como son el olivo (Olea europaea L.), el manzano (Malus domestica BORK) y el avellano (Corylus avellana L.). Respecto al primer objetivo, el fundamento del diseño del EMVSH se basa en el concepto según el cual el agua posee moléculas con una desigual distribución de la carga eléctrica y un comportamiento polar que facilita el paso de la corriente eléctrica. En base a ello, cuando aumenta el contenido hídrico de un medio poroso, como el suelo, mejora el flujo de corriente a través del mismo. Por el contrario, cuando disminuye ese contenido hídrico disminuye el flujo de corriente y aumenta la resistividad (ρ). Asimismo se considera la clara influencia de la temperatura del suelo sobre el valor de la resistividad, de tal manera que la disminución de aquella ocasiona el incremento de la resistividad eléctrica y viceversa. Fruto de diversos ensayos en laboratorio aplicando las metodologías de prospección geoeléctricas y más concretamente la de Wenner, basada en la evaluación directa de la resistividad eléctrica (ρ), se llevó a cabo el diseño del EMVSH. La fiabilidad del EMVSH, respecto a su capacidad para definir la forma y tamaño del VSH, se ha verificado a nivel de laboratorio en condiciones simuladas y en campo mediante seis pruebas en suelos caracterizados taxonómicamente en los términos municipales de Flix y Bovera (Tarragona y Lleida). En las pruebas de campo, estadísticamente diseñadas, se establecieron seis tipos de irrigadores con tiempos variables de aplicación. Las secciones verticales generadas en esas pruebas indican la existencia de tres fases en el desarrollo del VSH: 1) Fase de avance con predominio de desplazamiento vertical 2) Fase de llenado y 3) Fase de saturación con predominio de desarrollo horizontal. Se ha observado buena correlación entre el volumen de agua total aplicada por cada irrigador respecto a su radio mojado a 30 cm de profundidad y al VSH que se genera. También se observa correlación entre el área mojada (m2) a 30 cm y VSH (m3) que se genera, si se consideran los valores medios alcanzados por los distintos irrigadores para los diferentes suelos del área estudiada. La relación entre el radio mojado a 30 cm y la profundidad máxima alcanzada por el VSH presenta valores próximos a 0.8 (formas hemiesféricas) en los irrigadores de bajo caudal (2.5 - 5 l/h) y valores superiores a 1 (formas elipsoidales) en los irrigadores de mayor caudal (8, 24 y 35 l/h). En relación al segundo objetivo se ha estudiado el VSH necesario y suficiente que, evaluado mediante el EMVSH, proporcionara el mejor comportamiento agronómico de los tres cultivos elegidos, sabiendo que hay un volumen ideal de raíces húmedas que mejoran la respuesta del cultivo. Un aspecto innovador es que los estudios hacen referencia a porcentaje de VSH respecto al Volumen Potencial de Exploración Radicular" (VPER). Para el olivo 1) Se determina el comportamiento productivo, vegetativo y de calidad del aceite para dos estrategias de riego (total y deficitario) con cinco porcentajes de VSH (12%, 24%, 35%, 47% y 59%) y 2) Se comparan esos comportamientos entre las estrategias de riego y entre VSH de una estrategia respecto a la otra. Los resultados alcanzados en la experiencia indican una creciente dependencia de la producción de aceituna respecto al nivel o porcentaje de suelo húmedo generado bajo la copa del árbol, siendo más manifiesto este comportamiento en condiciones de escasez de agua (riego deficitario controlado, RDC) y a medida que avanza el período experimental. Al mojar un 59% del volumen de suelo potencialmente explorado por las raíces (VPER) es cuando se alcanza la mayor producción de aceituna y de aceite por ha en condiciones de agua limitada. Ese aumento ha sido ocasionado por un mayor número de frutos por árbol y no por el peso individual del fruto. Las estrategias de riego (total y deficitario) han generado producciones de aceituna por ha superiores a las referentes de secano. Una reducción del 20% de la dosis de riego (RDC) no ha afectado de manera significativa la cosecha (kg/ha), el contenido de aceite (%) ni su producción (kg aceite / ha). Los parámetros de calidad del aceite (polifenoles, amargor y estabilidad) no han variado de manera significativa por la estrategia de riego aplicada. Para el manzano se ha planteado 1) Conocer el comportamiento productivo, vegetativo y de calidad del fruto para tres porcentajes de VSH (22%, 44% y 66%) y 2) Definir aquel porcentaje de VSH mínimo entre los ensayados que generasen la mejor respuesta agronómica del cultivo. El seguimiento durante tres años de la experiencia no ha permitido observar un comportamiento productivo diferenciado del cultivo (kg/árbol) en función del porcentaje de VSH. Sin embargo, hay una mayor producción total y comercial (Ф > 70 mm) de manzana cuando el porcentaje de suelo húmedo es del 44%, pero sin diferencia significativa respecto a los otros porcentajes. Esa producción tiene más relación con el peso medio del fruto que con el número de frutos por árbol. Los aspectos cualitativos del fruto (dureza, azucares y acidez) no han manifestado diferencias significativas al variar el porcentaje de suelo húmedo (VSH). En avellano se ha pretendido 1) Averiguar la respuesta productiva, vegetativa y de calidad del fruto para cuatro porcentajes de VSH (6%, 15%, 33% y 70%) y 2) Identificar el porcentaje de VSH mínimo que ocasiona el mejor comportamiento agronómico del cultivo. Los resultados alcanzados indican que el porcentaje más bajo de suelo húmedo (6%), muy habitual en las explotaciones comerciales del campo de Tarragona, es el que ha producido, significativamente, menor cosecha en cáscara. En cambio, con un 33% de VSH es cuando se ha alcanzado la mayor producción, aunque no ha diferido de forma significativa de los tratamientos VSH-15% y VSH-70%. Asimismo, durante dos de los tres años ensayados, el peso medio del grano (g) fue superior de forma significativa al humedecer un 33% del VPER. Los efectos de un período inicial de adaptación radicular y de una distinta frecuencia en la aplicación del riego, para los diversos porcentajes de VSH ensayados, tal vez han ocasionado respuestas poco diferenciadas en varios de los parámetros analizados. ; The Doctoral Thesis, which summarised compendium is presented here, keeps as underlying leitmotiv the efficient management of the water irrigation in the orchard. The management of water in agriculture, being the productive sector using the highest water percentage (77.5%), is fundamental if we want to influence favorably about the consumption and the current hydraulic politics, more focused on increasing the offer than on the control of the demand. The election of an efficient irrigation system, as the micro-irrigation, with a correct design considering the specific characteristics of the orchard, will be decisive. However, the study of all those aspects which permit optimising the functioning of the installation, with regard to the water application, requires a previous knowledge about how the water runs and spreads in the soil profile. The evaluation of the shape and size of the wet volume of the soil (WVS) is not a minor aspect, neither easy to achieve, and which in most cases is not considered during the process of design. The few recommendations found on this aspect refer nearly always to the wet surface and only rarely they refer to WVS, although the exploration of the crop roots usually adopt volumetric forms. Considering these antecedents and the absence of information about the characteristics of the WVS and its possible influence with regard to crop behaviour, two general objectives have been raised: 1) To design a Measure Equipment of the Wet Volume of the Soil (MEWVS), calibrated in laboratory and orchard and 2) To determine the influence of the percentage of the WVS in three fruit crops as olive (Olea europaea L.), apple tree (Malus domestica L.) and hazelnut tree (Corylus avellana L.). Referring to the first objective, the design of the MEWVS is based on the concept that the water has molecules with unequal distribution of the electric charge and a polar behaviour that permits the circulation of the the electric flux. Therefore, when the water content of a porous medium is increased, like the soil, the electric flux within it improves. On the contrary, when this water content is reduced, the electric flux decreases and the resistivity (ρ) increases. In the same way, the influence of the soil"s temperature about the resistivity is considered. The temperature drop occasions the raise of the resistivity and vice versa. Several laboratory proves were realized applying the prospecting geoelectric methodologies, like WENNER, based on the direct evaluation of the electric resistivity (ρ), and the MEWVS design was done. The viability of the MEWVS, concerning its capacity to define the form and size of the WVS, has been proved in the laboratory in simulated conditions and in the orchard by means of six field tests in taxonomically defined soils in Flix and Bovera areas (Tarragona and Lleida). In the field tests, statistical designed, six irrigator types were applied with variable irrigation times. The vertical sections generated in these field tests show three phases in the development of the WVS: 1) Advance Phase with predominance of the vertical movement of the water 2) Filling Phase and 3) Saturation Phase with predominance of the horizontal movement. Good correlation was observed between the total volume of water applied for every irrigator with regard to its wet radius at 30 cm deep and to the WVS generated. Also, correlation is observed between the wet area (m2) at 30 cm deep and WVS (m3) generated, considering the average values reached by the different irrigators for the different soils of the studied area. In the irrigators of low flow (2.5 - 5 l / h) the relation between the wet radius at 30 cm and the maxim deepness of the WVS present values near to 0.8 (hemiesferic forms), while in the bigger flow irrigators (8,24 and 35 l/h) relations above 1 (elliptic forms) were obtained. With regard to the second objective, the necessary and sufficient WVS has been studied which, evaluated through the MEWVS, generates the best agronomic comportment of the three elected crops, knowing than there is an ideal volume of wet roots that improve crop comportment. A new aspect is that studies refer to the percentage of the WVS related to the "Potential Volume of Root Exploration" (PVER). For the olive crop 1) Crop and vegetative behaviour are determined, also the oil quality for two irrigation strategies (total and limited irrigation) with five percentages of WVS (12%, 24%, 35%, 47% and 59%) and 2). These comportments are compared with the different irrigation strategies and with the WVS of the different strategies considered. The results obtained in the experiment shows that the olive harvest depends increasingly to the level or percentage of WVS generated under the tree crown, being more pronounced this comportment in drought conditions (limited irrigation) and according the experimental period is advancing. When 59% of the soil volume potencially explored by the rootsystem (PVER) is wetted, the highest olive production is achieved and most olive oil per hectare in limited water conditions. This increase has been generated by a higher number of fruits per tree and not by the individual fruit weight. The irrigation strategies (total and limited irrigation) have generated bigger olive productions per hectare than those produces in dry farming conditions. A dose reduction of 20% in limited irrigation has not affected the olive harvest (kg/ha) in a significant way, nor the oil content (%) or its production (kg oil / ha). The oil quality parameters (poliphenols, bitterness and stability) have not varied significantly due to the applied irrigation strategy. In the apple tree has been studied 1) - The productive and vegetative comportment and the fruit quality with regard to three percentages of WVS (22%, 44% and 66%) and 2) - The establishment of the minimum percentage of WVS among those experimented assays generating the best agronomic apple crop response. The follow-up during three years of the experiment has not permitted to observe a differentiated productive crop comportment (kg / tree) according the WVS percentage. However, there is a bigger total and commercial apple production (Ф>70 mm) when the percentage of wet soil is 44%, but without significant difference compared to the other percentages. This production is more related to the average fruit weight than the number of fruits per tree. The quality aspects of the fruit (hardness, sugars and acidity) have not shown significant differences when varying the WVS percentages. In the hazelnut tree have been studied 1) - The productive and vegetative response and the fruit quality applying four percentages of WVS (6%, 15%, 33% and 70%) and 2) - The minimum percentage of WVS that generates the best agronomic crop behaviour. The obtained results show that the lowest WVS percentage (6%), very common in the commercial orchards of the Tarragona area, has produced a significantly lower in-shell harvest. On the contrary, with a 33% of WVS the highest production was obtained, although it did not without differ significantly from the other percentages applied (15% and 70%). Also, during two of the three experimented years, the average weight of the kernel (g) was significantly higher when 33% of the PVER was wetted. The effect of an initial period of the roots" adaptation to the new conditions of the experiment and the different frequency in the irrigation application, for several percentages of WVS, could be the raison for not found significantly differences among analyzed parameters.

La revisión documental se establece para un período de 18 años (2000- 2018), se revisaron 201 proyectos de investigación en diferentes modalidades de los cuales únicamente el 5% correspondió a la modalidad de creación de empresa. Se concluye que es preciso fortalecer el emprendimiento y la modalidad de creación de empresas, entre otras recomendaciones. En el sexto artículo de investigación, INTENCIÓN EMPRESARIAL Y DIMENSIONES CULTURALES EN ESTUDIANTES DE MAESTRÍA EN ADMINISTRACIÓN EN COLOMBIA escrito por Edwin Ignacio Tarapuez Chamorro, Juan Manuel Aristizábal Tamayo y Adriana Patricia Uribe Urán, se analiza la dependencia entre la intención empresarial y las dimensiones culturales de los estudiantes de Maestría en Administración (MBA) en Colombia, tomando como base los estudios de Hofstede sobre la cultura, y como referentes dos variables: la facilidad para hacer negocios, incluida en el estudio Doing Business del Banco Mundial (2013) y la valoración del entorno emprendedor en Colombia contenida en el General Entrepreneurship Monitor (GEM). Los datos se analizan utilizando técnicas e instrumentos estadísticos que aportan interesantes conclusiones a la investigación. Montoya Restrepo, Nidia Paola Amado Cely, se identificaron los factores determinantes de la competitividad de los destinos turísticos en la Provincia de Sugamuxi, utilizando el modelo de Crouch y Ritchie. Se revisaron algunos modelos de competitividad existentes y se establecieron interesantes conclusiones con miras a generar una dinámica turística creciente en dicha provincia. Conclui-se que é necessário fortalecer o empreendedorismo e a criação de negócios, entre outras recomendações. No sexto artigo de pesquisa, INTENÇÃO EMPRESARIAL E DIMENSÕES CULTURAIS EM ALUNOS DE MESTRE EM ADMINISTRAÇÃO NA COLÔMBIA, escrito por Edwin Ignacio Tarapuez Chamorro, Juan Manuel Aristizábal Tamayo e Adriana Patricia Uribe Urán, a dependência entre a intenção empresarial e as dimensões culturais de Alunos de MBA na Colômbia, com base nos estudos de Hofstede sobre cultura, e como referência duas variáveis: facilidade de fazer negócios, incluída no estudo Doing Business do Banco Mundial (2013) e a avaliação do ambiente empresarial na Colômbia contido no General Entrepreneurship Monitor (GEM). Para a pesquisa, foi aplicada uma pesquisa não probabilística a 485 pessoas de 36 programas presenciais em 14 cidades da Colômbia divididas entre alta e baixa renda, obtendo resultados interessantes em relação às seis dimensões estudadas. No sétimo artigo de pesquisa TOMADA DE DECISÕES E CONSERVAÇÃO DO CONSUMIDOR NA COSTA RICA apresentada por Pablo Andrés Sánchez Campos, é feita uma análise da tomada de decisão dos respondentes do consumidor na Costa Rica e a influência do conservadorismo neste tipo de decisão. Os dados são analisados por meio de técnicas e instrumentos estatísticos que fornecem conclusões interessantes para a investigação. No oitavo artigo de investigação SOCIAL MEDIA MARKETING EN EMPRESAS AGRÍCOLAS CUBANAS da autoria de Rudibel Perdigón Llanes e Hubert Viltres Sala, retoma-se a importância da utilização das redes sociais e da Internet para aumentar os lucros e a visibilidade das empresas. Na investigação foram coletadas informações de 61 empresas do Grupo Empresarial Agrícola do Ministério da Agricultura de Cuba, concluindo que é necessário reforçar seu posicionamento devido ao seu baixo índice de posicionamento digital, que dificulta seu crescimento econômico. Dentro do grupo de artigos de revisão está o apresentado por Luis Améstica Rivas, Andrea King Domínguez, Carlos Cruzat Valenzuela e Constanza Stuardo Solar da Universidade do Chile denominado CONSELHO DE ADMINISTRAÇÃO E DESEMPENHO FINANCEIRO. UM ESTUDO BIBLIOMÉTRICO. Os autores realizaram uma interessante revisão de 4.468 artigos relacionados à área de negócios, utilizando técnicas bibliométricas apoiadas no software VOSviewer, a fim de estabelecer a importância e a relação entre a tomada de decisão dos Conselhos de Administração e o desempenho financeiro. das empresas. O segundo artigo de revisão é o apresentado por Claudia Magali Solarte Solarte, Martha Lida Solarte Solarte, Gloria Alicia Rivera Vallejo da Universidade Cesmag localizada na Colômbia denominado O PAPEL DO EMPREENDEDORISMO NO CONFLITO E PÓS-CONFLITO: UMA REVISÃO SISTEMÁTICA DA LITERATURA. Com a ajuda de bancos de dados especializados como Scopus, Scielo, Redalyc, Science Direct e Google Scholar, os autores exploraram alguns termos gerais relacionados ao empreendedorismo, tendo em vista seu interesse em determinar cómo o empreendedorismo se torna um possível alternativa produtiva de reintegração para ex-combatentes e vítimas do conflito armado em diversos países do mundo. No terceiro artigo de revisão, COMPETITIVIDADE TURÍSTICA. UMA ABORDAGEM DO DEPARTAMENTO DE BOYACÁ, COLÔMBIA escrito por Ana Milena Serrano Amado, Luz A. Montoya Restrepo, Nidia Paola Amado Cely, foram identificados os fatores determinantes da competitividade dos destinos turísticos da Província de Sugamuxi, a partir do modelo Crouch e Ritchie. Foram revistos alguns modelos de competitividade existentes e estabelecidas conclusões interessantes com vista a gerar uma dinâmica turística crescente na referida província. No quarto artigo de revisão, DESENVOLVIMENTO TERRITORIAL E ECONOMIA SOLIDÁRIA: ANÁLISE A PARTIR DO CONCEITO DE DESENVOLVIMENTO, MEIO AMBIENTE E INCORPORAÇÃO DE COMUNIDADES EM UMA ESTRATÉGIA DE DESENVOLVIMENTO TERRITORIAL, os autores Helmer Fernando Llanez Anaya e Claudia Patricia a Rodríguez, propõem quadro de análise para articular o desenvolvimento territorial e a economia solidária a partir de três dimensões: a ideia de desenvolvimento, a dimensão ambiental e a incorporação das comunidades numa estratégia de desenvolvimento territorial. Para eles, realizaram uma revisão documental em bancos de dados como Redalyc, Scielo, Research Gate, scopus e Web of Science por meio do mecanismo de metabusca da biblioteca da Universidade Javeriana. No último artigo de revisão OFERTA EXPORTAVEL DE CACAU DO DEPARTAMENTO DE NARIÑO, (2010-2018), os autores Yhancy Eliana Coral Rojas, Gladys Omaira Melo Mosquera, Darlan Arley Agredo Madroñero e Jenny Katherine Moncayo Rosero, da Universidade de Nariño na Colômbia , realizar uma revisão secundária sobre o setor do cacau na Colômbia, utilizando a base de dados geral de exportações de Nariño da plataforma oficial da entidade DIAN que apresenta as declarações de exportação de cada região da Colômbia, a plataforma de informação do Legiscomex e do ferramenta de classificação por subtítulo tarifário e por departamento e a variável de pedido em valor FOB (US $). Com os dados obtidos, são estabelecidas algumas recomendações para o setor cacaueiro do departamento de Nariño.
La popolazione mondiale è in continua espansione e la crescita demografica ed economica inducono allo sfruttamento progressivo dell'ambiente ed al depauperamento delle risorse naturali (acqua ed energia in particolare), con conseguenti impatti potenzialmente importanti sul cambiamento globale. Si rende, pertanto, necessaria ed urgente una più efficiente gestione delle risorse basata sulla rielaborazione di obiettivi sostenibili di politiche e strategie ambientali e sulla riduzione del consumo delle risorse, promuovendo la transizione da un modello di economia lineare ad uno circolare, costituito da un ciclo continuo di sviluppo positivo che preserva e migliora il capitale naturale, ottimizzando l'utilizzo delle risorse a tutte le scale. Come noto, l'Ingegneria Naturalistica (IN) utilizza le piante come materiale da costruzione nelle opere per la riqualificazione ambientale e paesaggistica del territorio. Le opere di IN sono infatti a basso impatto ambientale ed in grado di innescare processi di rinaturalizzazione che favoriscono la biodiversità, offrendo una promettente strategia di mitigazione e adattamento ai cambiamenti climatici. Fondamentale per il raggiungimento di questi obiettivi, risulta essere quindi l'uso di materiali adeguati, sostenibili, di facile reperimento e basso costo. Tenuto conto della grande disponibilità dei residui derivanti dalla potatura annuale delle viti (sarmenti) e dallo spiaggiamento annuale delle foglie di Posidonia oceanica (banquette) in Sicilia, la presente tesi ha come obiettivo principale la descrizione e l'analisi di questi nuovi materiali organici di scarto in relazione alla possibilità di uso degli stessi in opere di Ingegneria Naturalistica. Ogni anno infatti la potatura dei vigneti produce un elevato quantitativo di residui (sarmenti), che rappresentano una biomassa da smaltire; nel contempo, il fenomeno dello spiaggiamento dei residui di P. oceanica è percepito come un disagio dai cittadini, entrando in conflitto con alcune attività economiche (turismo, stabilimenti balneari, ecc). Nonostante il fondamentale ruolo ecologico che rivestono le fanerogame marine sia per limitare l'erosione della costa che per favorire la formazione del sistema dunale costiero, la presenza di residui di P. oceanica lungo la costa può comportare la riduzione del valore turistico delle spiagge; conseguentemente è richiesta alle amministrazioni locali la rimozione delle banquette ed il loro conferimento in discarica. L'utilizzo della biomassa prodotta comporta quindi un duplice vantaggio: la risoluzione del problema dello smaltimento dei residui prodotti e la creazione di nuovi prodotti, locali ed a basso costo, riutilizzabili anche nel campo del risanamento ambientale. La biomassa residuale viene vista in questo modo come una risorsa e non più un rifiuto, acquisendo un valore sia dal punto di vista ecologico che dal punto di vista economico Nell'ottica dell'economia circolare, i sarmenti sono stati assemblati in forma di fascina per costituire l'elemento base per realizzare il modulo di una fascinata, opera lineare di IN con funzioni antierosive, consolidanti e di stabilizzazione, mentre, i residui di P. oceanica sono stati utilizzati come substrato di coltivazione per rendere "viva" l'opera dopo la messa a dimora di specie autoctone al suo interno. Nella tesi sono state eseguite una serie di analisi e sperimentazioni volte: i) a caratterizzare i due materiali per valutarne l'idoneità come costituenti della fascina, ii) ad individuare le specie vegetali biotecnicamente più idonee a rendere viva l'opera, iii) ad eseguire una prima valutazione sulla funzionalità dell'opera nel suo insieme utilizzando osservazioni fatte su un piccolo prototipo di fascinata messa in opera nei campi sperimentali dell'Università di Palermo. Viene infine presentata una tecnica costruttiva innovativa delle fascinate oggetto di brevettazione da parte dell'Università degli Studi di Palermo e sviluppata nel corso delle attività di questo dottorato di ricerca. Con l'obiettivo di stimare indicatori di resistenza e durabilità delle fascine sperimentali sono state, in primo luogo, individuate quattro aziende vitivinicole che operano nel territorio siciliano, disponibili a fornire a titolo gratuito i sarmenti appena potati. Le prove meccaniche di resistenza a flessione (valutazione di tensioni di rottura e modulo di elasticità) sono state quindi eseguite su 122 provini di 8 differenti cultivar di sarmento (Cabernet, Inzolia, Nero d'Avola, Grecanico, Grillo, Chardonnay, Sirah e Catarratto). I provini di sarmento, di lunghezza L=10 cm ed umidità "normale" (12%), sono stati selezionati con criterio di assenza di nodi ed imperfezioni, uniformità di diametro ed asse longitudinale rettilineo (cilindricità). Sotto l'ipotesi di validità della legge di Hook, le prove di resistenza a flessione eseguite secondo lo schema a tre punti (3 point bending test) sino alla rottura delle fibre inferiori dei provini, hanno permesso di ricavare il modulo di elasticità longitudinale (lungo le fibre), E, e la tensione di rottura sulla base dei diagrammi sforzo/deformazione e della forza a rottura. Dai primi risultati si rileva come i vitigni Cabernet, Grillo e Sirah presentino le migliori caratteristiche di resistenza flessionale (maggiore rigidità) con netta prevalenza del Sirah (4878.6 MPa), mentre più deformabili risultano essere i sarmenti di Grecanico, Chardonnay, Catarratto e Nero d'Avola (1200 - 2000 MPa). I valori maggiori di tensioni di rottura si riscontrano invece per il Cabernet (70 MPa). Nel complesso, mettendo in relazione le tensioni di rottura campionarie ai corrispondenti moduli di elasticità, le migliori caratteristiche di resistenza e di maggiore durabilità riscontrate sono quelle del Cabernet e dello Chardonnay, che possono quindi trovare potenziale impiego come materiale da costruzione nelle opere di Ingegneria Naturalistica. Pertanto, i sarmenti di Cabernet sono stati utilizzati per il confezionamento delle fascine nell'installazione sperimentale, insieme al Catarratto che è la cultivar maggiormente coltivata nella regione e che, conseguentemente, produce il maggior quantitativo di biomassa annuale. L'area di prelievo dei residui di P. oceanica è stata individuata nella costa prospicente l'abitato di Custonaci in provincia di Trapani. La banquette dalla quale sono stati prelevati i residui presenta un'altezza di 4 m e si estende per centinaia di metri lungo la costa rocciosa alle spalle di Monte Cofano. I residui di P. oceanica spiaggiata sono stati rimossi meccanicamente e depositati in un'area di stoccaggio appositamente realizzata nel vicino Parco Sub urbano di Custonaci. Allo scopo di valutare l'abbattimento della salinità a mezzo dilavamento naturale è stato studiato il processo di infiltrazione che si attua nei residui di P. oceanica accumulata nei siti di stoccaggio. Un contributo alla caratterizzazione idrologica dei residui di P. oceanica è stato fornito eseguendo una sperimentazione su campioni di residui sottoposti ad una pioggia di fissata intensità, al fine di mettere a punto un modello semplificato di infiltrazione, valido per ammassi porosi altamente permeabili. Più precisamente il modello di infiltrazione a base fisica adottato stima il tempo di ritardo, (o di primo gocciolamento) ovvero il tempo necessario affinchè il fronte di umidità, a partire dall'inizio dell'evento piovoso, raggiunga la base dell'ammasso. Il protocollo di sperimentazione è stato studiato in modo da variare progressivamente le condizioni iniziali di umidità sullo stesso campione così da non alterare le caratteristiche fisiche del campione stesso rendendo omogenei i risultati. I campioni di residui di P. oceanica, preparati in laboratorio con una densità apparente, pari a quella misurata su campioni indisturbati nel sito di stoccaggio, sono stati posti in anelli metallici di diametro, D = 200 mm liberamente drenanti al fondo, chiusi con tessuto non tessuto e rete metallica di contenimento. Le prove di infiltrazione sono state condotte con un simulatore di pioggia di diametro pari a quello degli anelli, alimentato con una bottiglia di Mariotte (pressione costante). Nella sequenza delle prove le condizioni iniziali di umidità sono variate da 0.030 a 0.197, mentre il volume drenato, si è incrementato da 0.030 a 0.32. La condizione iniziale di umidità ha influenzato i tempi di ritardo che sono passati dai 3.87 minuti della prima prova ai 13.62 minuti dell'ultima prova. La densità apparente, stimata empiricamente in funzione dell'altezza H del campione, ha mostrato una variazione, da 0.130 a 0.140 g/cm3 che ha comportato una riduzione della porosità. Dalle prove eseguite è emerso come la compattazione dei residui di Posidonia abbia giocato un ruolo determinante durante il processo di infiltrazione. Sulla base di questa osservazione il modello teorico di infiltrazione adottato, valido su mezzi altamente porosi ma a porosità costante, è stato modificato introducendo sia l'effetto della compattazione che quello della parzializzazione della superficie effettivamente interessata dal processo di infiltrazione. La legge di infiltrazione tarata sui dati sperimentali per valori dell'intensità di pioggia variabili da i=20 a i=100 mm/h, per un ammasso di P. oceanica, messa a confronto con l'analoga legge di infiltrazione relativa ad un terreno con stesse caratteristiche idrologiche della P. oceanica, ha evidenziato in definitiva la differenza di comportamento dei due media. I residui di P. oceanica mostrano rispetto al terreno, tempi di ritardo molto brevi (infiltrazione veloce), poco variabili sia con l'intensità che con le condizioni iniziali di umidità. Per condizioni di umidità iniziale superiori a 0.15 i tempi di ritardo per il campione dei residui di P. oceanica tendono a crescere all'aumentare dell'umidità indicando, in questo campo, una lieve riduzione della permeabilità del mezzo. L'abbattimento della salinità nei residui di P. oceanica è stato valutato in laboratorio simulando in un campione un processo di lavaggio a pressione costante. I campioni di residui di P. oceanica appena spiaggiati mostrano un elevato valore di conducibilità elettrica (CE) iniziale nell'acqua di drenaggio ( 20 mS/cm) ed un rapido abbattimento del contenuto in sali già con i primi tre lavaggi unitari (di peso pari al peso del materiale dilavato). Gli ulteriori sei lavaggi hanno affinato la riduzione di CE fino al raggiungimento di valori accettabili all'utilizzo agricolo ( 2 mS/cm). Assunta una densità della P. oceanica pari a 0,1 g/cm3 un lavaggio unitario di un ammasso alto un metro corrisponde allora ad un volume d'acqua specifico di 100 mm. I valori estremi del processo di lavaggio dei residui appena spiaggiati sono stati confermati da analisi di salinità svolte secondo metodo standard con diluizione 1:20. L'abbattimento del contenuto salino dei residui di P. oceanica accumulati nel deposito all'aperto di Custonaci è avvenuto, in modo sostenibile, a mezzo di un dilavamento naturale durato poco più di un anno che ha ridotto il valore di CE a 2,8 mS/cm. Tale riduzione concorda con le sperimentazioni fatte, infatti, tenuto conto che la precipitazione media annua alla stazione pluviografica di S. Vito Lo Capo vale 474 mm e che lo spessore medio dell'ammasso è di 1 m, il deposito è stato soggetto a circa 6 lavaggi unitari che sono bastati per abbattere significativamente il valore di CE. Ulteriori lavaggi unitari applicati ad un campione di P. oceanica prelevato dal deposito hanno portato ad un CE pari a 1,8 mS/cm, dopo il primo lavaggio, che si è ridotto ulteriormente del 33,3% (CE=1,2 mS/cm) al terzo lavaggio unitario. L'individuazione delle specie vegetali biotecnicamente più idonee a rendere viva l'opera è stata condotta a mezzo di prove di resistenza a trazione, Tr, delle radici. Il prelievo delle specie vegetali autoctone da utilizzare per rendere vive le fascine è stato eseguito in 5 differenti stazioni nella provincia di Palermo. Gli elevati valori di tensioni di rottura delle radici delle specie vegetali prese in esame nello studio (A. mauritanicus, O. miliaceum, H. coronarium. M. lupulina, L. spartum, B. distachyon, R. officinalis, R. coriaria e S. junceum) confermano la loro adeguatezza nel campo del ripristino ambientale, della stabilizzazione dei versanti e nella prevenzione delle frane. In particolare S. junceum ha mostrato le migliori caratteristiche biotecniche in termini di legge tensioni/diametri e quindi è stato individuato come materiale da utilizzare preferibilmente per rendere vive le fascine. Da un'analisi più approfondita delle radici di S. junceum che crescono nelle due differenti giaciture di piano e di pendenza (22°- 28°- 40°), è stato possibile evidenziare come la giacitura in pendenza influenzi significativamente sia l'architettura complessiva del sistema radicale che lo stato tensionale dello stesso. L'indagine è stata eseguita in tre siti di prelievo (A, B e C) tutti in provincia di Palermo Nelle prove di trazione effettuate, in accordo con il maggiore sviluppo e la differente architettura radicale, i campioni di S. junceum prelevati in giacitura di pendenza hanno presentato i valori di tensione a rottura mediamente più alti. In corrispondenza dei diametri più bassi (0,5 mm) i valori di tensione a rottura sono risultati molto simili (61-70 MPa) nelle due giaciture mentre in corrispondenza dei diametri maggiori (>1 mm) la tensione a rottura dei campioni in piano risulta minore rispetto ai campioni in pendenza. Il test di covarianza (ANCOVA) applicato al campione delle tensioni di rottura con covariata il Diametro e variabili indipendenti il sito (A, B, C) e la giacitura (piano, pendenza) ha permesso di considerare non significativa la differenza tra i siti (suoli) e significativa la differenza tra le due giaciture. Nell'installazione delle fascine sperimentali si è stimata la crescita delle piantine in fitocella di S. junceum messe a dimora in diversi substrati. Dalle prime evidenze le piante cresciute sul substrato costituito dai residui di P. oceanica hanno presentato la maggior percentuale di attecchimento e la maggiore crescita epigea. Tale risultato può essere, con buona probabilità, attribuito alle proprietà fisiche ed alla capacità isolante dei residui. Difatti, la maggiore capacità drenante del substrato costituito dai residui di P. oceanica, rilevato durante le prove di infiltrazione, sembra aver giocato un ruolo positivo nell'attecchimento e sviluppo della pianta. Il controllo del microclima all'interno delle fascine è stato eseguito con misure di temperatura rilevate ad intervalli di 30 minuti da sensori hobo data logger inseriti ad una profondità di 5 cm, lasciati indisturbati per tutta la durata delle misure (dal 14.07.2017 al 20.11.2017). I dati sono stati misurati: a) nell'ambiente atmosferico, b) all'interno dei residui di P. oceanica contenuti nelle fascine e c) nel terreno contiguo all'istallazione. In totale sono stati raccolti 6201 valori di temperatura per ognuno dei tre sensori. Le misure di temperatura hanno evidenziato l'elevata capacità isolante dei residui di P. oceanica che si è manifestata con una significativa attenuazione, a livello dell'apparato radicale, delle temperature massime (36.6°C) nei residui di Posidonia e minime giornaliere (9.7°C), rispetto alle temperature massime (55.1°C) e minime (5.6°C) misurate nell'ambiente esterno nei due periodi considerati (estate e autunno). Le temperature medie più basse si sono registrate nei residui di Posidonia all'interno delle fascine, sia nel periodo estivo (25.7±3.6) che nell'arco temporale delle misure (21.8±5.2). È interessante osservare come il ruolo che tale materiale ha nel campo dell'edilizia come isolante termico possa risultare di interesse anche nel campo della coltivazione di specie vegetali. Infine, la ricerca svolta nei tre anni di dottorato ed i risultati conseguiti hanno portato al miglioramento della tecnica di realizzazione della fascinata le cui metodologie sono oggetto di una domanda di brevetto depositata dall'Università di Palermo. I vantaggi della nuova metodologia rispetto alle tecnologie attuali, possono sintetizzarsi come segue: • Riutilizzo sostenibile di materiali organici di scarto (sarmenti e P. oceanica spiaggiata e dilavata) con conseguente economia di realizzazione di una fascinata (opera I.N. lineare di consolidamento e protezione idrogeologica). • Meccanizzazione della produzione dei manufatti modulari (fascina) costituenti l'opera, che nell'attuale pratica prevede un assemblaggio solo di tipo manuale, con conseguente riduzione dei tempi di costruzione e dei costi ad esso associati. • Il prodotto proposto rende "strutturale", con un sistema di collegamento dei moduli, un'opera che staticamente non è resistente alle azioni di spinta delle terre. • Riduzione dei tempi di messa in opera del manufatto lineare. Con la tecnica innovativa avanzata, grazie alla caratteristica strutturale del manufatto, si potranno realizzare opere su più piani (non più di tre) o opere chiuse. I residui di potatura della vite ed i residui di P. oceanica sono stati utilizzati anche nell'ambito di un progetto, finanziato dalla Comunità Europea, al Comune di Custonaci dal titolo "Primi interventi finalizzati a contenere il fenomeno della desertificazione del territorio Comunale Parco sub-urbano Portella del Cerriolo". Recenti controlli di qualità dell'Unione Europea sulle opere realizzate con i suddetti materiali di scarto nel Parco sub-urbano Portella del Cerriolo a Custonaci, hanno evidenziato gli ottimi risultati raggiunti dal progetto. Per tale motivazione, La UE ha proposto la candidatura del suddetto progetto come best practices nell'area mediterranea per la lotta al fenomeno della desertificazione. L'uso dei due materiali, che rappresentano uno scarto di produzione agricola ed un rifiuto solido, ampiamente presenti sia in Sicilia che nella maggior parte dell'area mediterranea, si inquadra in un uso efficiente delle risorse (riuso sostenibile), nel risparmio economico ed energetico e nel pieno rispetto dell'ambiente. ; The world population is expanding continuously, and economic and demographic growth are leading to the exploitation of the environment and the reduction of natural resources (water and energy in particular), with potentially important impacts on global climate change. Therefore, more efficient management of resources is necessary, based on the reworking of sustainable objectives of environmental policies and strategies and lower consumption of resources, thus promoting the transition from a linear economy model to a circular one, consisting of a continuous positive development cycle that preserves and improves natural capital, optimizing the use of resources. Soil and Water Bioengineering uses plants as living building material in environmental and landscape development works. Such works with low environmental impact, promote biodiversity and, in addition, offer a promising strategy for mitigation and adaptation to climate change. Thus, the use of adequate, sustainable, easy to find and low-cost materials are essential for the achievement of these objectives. Considering the great availability of residues resulting from the annual pruning of vines and the annual cleaning of beaches from the leaves of Posidonia oceanica in Sicily, the aim of this thesis is to describe and apply innovative Soil and Water Bioengineering techniques that involve the construction of modular structures made with organic waste materials, namely, the residues of vine pruning (vine shoots) and beachside P. oceanica (banquette). In fact, every year, the pruning of vines produces high quantity residues (vine shoots), which represent a biomass to be disposed. At the same time, the beaching of P. oceanica residues is considered a problem by the population. It conflicts with a number of economic activities (tourism, bathing establishments, etc.). Even though seagrasses have a fundamental ecological role to play in limiting coastal erosion and promoting the formation of the coastal dune system, the presence of P. oceanica residues along the coast can reduce the tourism value of beaches. As a result, local authorities are required to remove banquette and dispose of them in landfills. Therefore, the use of this biomass has a double beneficial effect. It constitutes a solution to the problem of waste disposal and an opportunity for the creation of local and low-cost new products. Moreover, this waste can also be used in the field of environmental restoration. Therefore, the residual biomass considered a resource and no longer as waste, and has ecological and economic value. From the viewpoint of the circular economy, vine shoots were assembled in the form of fascines to constitute the basic element used to create a fascinate module, a linear Soil and Water Bioengineering work with anti-erosive, consolidation and stabilization functions, while the residues of P. oceanica were used as a growing medium to render the work "alive" after planting with native species. A series of analyses and experiments were carried within the framework of the thesis, in order to i) characterize both materials and evaluate their suitability as constituents of fascines, ii) identify the most biotechnically suitable plant species for rendering the work "alive", and iii) evaluate the functionality of the work as a whole using observations made on a small prototype of fascinate set up in experimental fields at the University of Palermo. Finally, an innovative fascinates construction technique is presented, which is the object of patenting by the University of Palermo and was developed during the activities of this research doctorate. First of all, we identified four wine-producing companies operating in Sicily and available to provide vine shoots just after pruning and free of charge. In order to estimate the durability of the experimental fascines, mechanical tests were carried out in the laboratory (tensile strength and modulus of elasticity) on 122 samples of 8 different vine shoot cultivars (Cabernet, Inzolia, Nero d' Avola, Grecanico, Grillo, Chardonnay, Sirah and Catarratto). The vine shoot samples, L=10 cm long and "normal" humidity (12%), were selected based on the criteria of absence of knots and imperfections, uniformity of diameter and straight longitudinal axis (cylindricality). The abiotic (mechanical) durability of the vine shoots was then estimated by means of flexural strength tests and measurement of tensile strength. Under the hypothesis of validity of Hook's law, flexural strength tests were carried out according to the three-point scheme up to the rupture of the lower fibres of the samples, which allowed to obtain the longitudinal elasticity modulus E (along the fibres) and the tensile strengthon the basis of the force/deformation diagram and tensile strength. The first results show that Cabernet, Grillo and Sirah vine shoots have the best flexural strength characteristics (greater rigidity) with a clear prevalence of Sirah (4878.6 MPa), while the vine shoots of Grecanico, Chardonnay, Catarratto and Nero d' Avola (1200 - 2000 MPa) are the most deformable. The highest values of tensile strength were found for the Cabernet (70 MPa). Consequently, by linking sample tensile strength to the corresponding elasticity modules, Cabernet and Chardonnay display the best resistance and durability characteristics, and could be used potentially as a building material in Soil and Water Bioengineering works. Therefore, Cabernet vine shoots have been suggested and used for the packaging of fascines in the experimental installation, together with Catarratto, which is the variety most cultivated in the region and, consequently, produces the largest quantity of annual biomass. P. oceanica residues were collected on the coast of Custonaci, Trapani (Southern of Italy). The "banquette" from which the residues were obtained is 4 metres high and extends hundreds of metres along the rocky coast behind Monte Cofano. P. oceanica residues were removed mechanically and deposited in a storage area created in the nearby Custonaci Park. In order to evaluate the reduction of salinity by natural runoff, the infiltration process that takes place in the residues of P. oceanica accumulated at the storage sites was studied. The investigation carried out on samples of P. oceanica residues subjected to rain of fixed intensity, allowed the development of a simplified theoretical model, valid for highly permeable porous storage. Furthermore, an analysis was performed in order to characterise P. oceanica residues from a physical and hydrological point of view and verify the applicability of a physical infiltration model for the estimation of delay time, starting from the beginning of the rainy event and ending with the storage site. The experimental protocol was studied in order to modify gradually the initial humidity conditions of the same sample and not modify the physical characteristics of the sample for the results to be homogeneous. The samples of P. oceanica residues, prepared in the laboratory with an apparent density equal to that measured on undisturbed samples at the storage site, were placed in metal rings, D = 200 mm, with free draining at the bottom, closed with non-textile and metal mesh containment. The infiltration tests were conducted with a rain simulator equal in diameter to that of the rings, and connected to a Mariotte bottle. In the test sequence, the initial humidity conditions varied from 0.030 to 0.197, while the drained volume increased from 0.030 to 0.32. Modification of the initial humidity condition had an effect on delay times. In particular, the times, with certain dispersion, increased by initial humidity conditions from the initial values of 3.87 minutes for the first test to 13.62 minutes for the last test. The apparent density empirically estimated as a function of the height H of the sample, showed a variation from 0.130g/cm3 to 0.140 g/cm3 which resulted in a reduction of porosity. The tests carried out showed that the compaction of P. oceanica residues played a decisive role during the infiltration process. Following this observation, the infiltration model on highly porous media was modified by introducing the effect of both compaction and that of the surface actually affected by the infiltration process. The infiltration law calibrated on the experimental data for rain intensity values varying from i=20 to i=100 mm/h, for P. oceanica storage, compared with the analogous infiltration law relative to soil with the same hydrological characteristics as stored P. oceanica. The difference in behaviour of the two media was revealed. P. oceanica residues show very short delay times in relation to soil (fast filtration); small differences are measured in the intensity and the initial humidity conditions. While the soil shows a typical monotonous reduction in delay times, for P. oceanica there is a slight increase in time after a given initial humidity condition, which indicates a slight reduction in permeability of the medium in this field. The reduction of salinity in P. oceanica residues was evaluated in the laboratory by means of a constant pressure washing process. P. oceanica residue samples show a high initial electrical conductivity (EC) value in drainage water (20 mS/cm) and a rapid reduction of the salt content with the first three unit washes. The six additional washings refined EC reduction to an acceptable level for agricultural use (2 mS/cm). The extreme values of the residue washing process were confirmed by salinity analysis using the standard method with dilution 1:20. The reduction of the salt content of P. oceanica residues was also achieved in a sustainable way by means of natural runoff in open storage for more than one year (≈ 500 mm/year of rain). The measurements taken at the first unit wash showed an EC of 1.8 mS/cm, which was reduced by 33.3% (CE=1.2 mS/cm) after the second unit wash. The most biotechnically suitable plant species were then identified to make the work "alive" by means of laboratory tests of Tr tensile strength of the roots. The native plant species used to make the fascine "alive" were collected at 5 different stations in the province of Palermo. The high tensile strength values of the roots of the plants considered in the study (A. mauritanicus, O. miliaceum, H. coronarium. M. lupulina, L. spartum, B. distachyon, R. officinalis, R. Coriaria and S. junceum) confirm their suitability in the field of environmental restoration, slope stabilization and landslide prevention. In particular, S. junceum displayed the best biotechnological characteristics in relation to the tension/diameter law and has therefore been identified as a material to be used for making fascine "alive". A more detailed analysis of the morphological parameters of S. junceum roots, growing at two different positions (plane and slope of 22°- 28°- 40°), showed that the position on the slope significantly influences the root system of the plant and the overall architecture of the root system at the three sampling sites (A, B and C). In the tensile strength tests carried out, in accordance with the greater development and the different radical architecture, the samples of break strength values taken in a slope position showed the highest break strength values. As regards the lowest diameters (0.5 mm), the break strength values are similar (61-70 MPa) in the two positions, while for larger diameters (2 mm) the break strength values of plane samples are lower than those of slope samples. In fact, they range from 20 MPa to almost 80 MPa at site A, 20 MPa to 50 MPa at site B, and 20 MPa to 40 MPa at site C. In the experimental installation, we estimated the growth of S. junceum planted in different substrates. The first evidence shows that the plants grown on the substrate consisting of P. oceanica residues showed the highest percentage of rooting and the greatest aerial growth (121.3 cm). This result can, most probably, be attributed to the physical properties and insulating capacity of the residues. In fact, the increased draining capacity of the substrate of P. oceanica residues, detected during infiltration tests, may have played a positive role in plant rooting and development. The micro-climate inside the fascines was estimated with temperature measurements using hobo data logger sensors inserted at a depth of 5 cm from 14.07.2017 to 20.11.2017, carried out continuously and with a time interval of 30 minutes. The data were recorded: a) in the external environment, b) inside the P. oceanica residues contained in fascines and c) in the land adjacent to the installation. A total of 6201 temperature values were collected by each of the three sensors. The temperature measurements showed the high insulating capacity of the P. oceanica residues, which manifested itself with a significant attenuation, at root level, of the maximum temperatures (36.6°C) in P. oceanica residues and daily minimum temperatures (9.7°C), compared to the maximum temperatures (55.1°C) and minimum temperatures (5.6°C) measured in the external environment during the two periods considered (summer and autumn). The lowest average temperatures were recorded in P. oceanica residues inside fascines, both in the summer period (25.7±3.6) and throughout the measurement period (21.8±5.2). It is interesting to note that the thermal insulation role of this material in the building industry also applies to agriculture. Finally, the research carried out during the three years of doctoral studies has led to the improvement of the fascinate production technique, and this methodology is subject to a patent application filed by the University of Palermo. The benefits of the new methodology compared to current technologies can be summarised as follows: • The proposed product makes "structural", with a module connection system, a work frequently used in Soil and Water Bioengineering that is not statically resistant to the actions of soil thrust. • Sustainable reuse of organic waste materials with consequent economy of construction. • Mechanisation of modular manufactured products, which in current practice provides for assembly only by hand with consequent reduction of construction time and costs. • Reduction of installation time for hydrogeological protection structures. The advanced innovative technique, to be developed with future experimental installations, has provided for the construction of a modular building made with eco-compatible materials at low cost; vine pruning residues (vine shoots) and Posidonia oceanica beaches (banquette). Vine pruning residues and P. oceanica residues were also used in a project, funded by the European Community, to the Municipality of Custonaci entitled " Primi interventi finalizzati a contenere il fenomeno della desertificazione del territorio Comunale Parco sub-urbano Portella del Cerriolo". European Union quality controls on these works has shown the excellent results achieved with the waste materials. For this reason, the EU has suggested project application as "best practices" in the mediterranean area for combating desertification. The use of these two materials, namely agricultural production waste and solid waste which are widely available in both in Sicily and most of the Mediterranean area, constitutes an efficient use of resources (sustainable use) that is low-cost, energy efficient and totally respects the environment.
