It is generally accepted - the US administration excepted - that the emissions reduction targets agreed in the Kyoto Protocol are only the beginning of what needs to be achieved in international climate negotiations. While studies suggest that major emission reductions by industrialized countries can be achieved at low economic cost, both these and early reductions by developing countries are inevitably a major political challenge. This book focuses on European policy toward climate change, specifically its ramifications for the aviation industry. With air travel predicted to grow enormously in the coming years, the issue of climate change is hugely topical for this important industry. "This book assesses the extent to which two specialized UN agencies- the International Maritime Organization (IMO) in London and the International Civil Aviation Organization (ICAO) in Montreal - have been able to regulate environmental pollution in the global commons. Since the Kyoto Protocol and its tasking of these two International Organisations (IOs) in 1997 to regulate greenhouse gas emissions from the fast-growing international shipping and aviation sectors, they have struggled with the assignment even as the external pressure has mounted for them to act. David Deese examines why these two UN agencies have largely failed to execute their critical missions to date and explores the most promising emerging and feasible routes to control and reduce these emissions by other means. Drawing on a range of sources including interviews with key actors in the IMO and ICAO, as well as from industry and national governments, Deese looks at the multifaceted politics that drive these IOs and considers how this has delayed and frustrated the execution of their assigned climate mitigation missions. He also explains how the limitations of the IMO and ICAO are likely to be found to a degree in other UN specialized agencies and examines how lessons learned here will be helpful in understanding the operations of other IOs. Differing legislation between countries or unions of countries involved in pollution reduction has turned gas measuring technology into such an extremely extensive and complex field that only a few specialists in environmental agencies and the automobile industry have a grasp of it. This book is intended as an overview of the basics of exhaust gas measuring technology describing the interrelation between emissions, immissions and the effects of pollutants. It aims to provide experts and students alike with an understanding of the interrelationships and details within this field. The results presented are based on the experience gathered by the author during work spanning more than two decades in the automobile industry. H. Klingenberg is Professor and Director of the Metrology and Reciprocating Machines Institute at the Otto-von- Guericke-University in Magdeburg, Germany. His professional career in universities, research institutes and industry, including a long span as Head of the Metrology Research and Central Laboratories at Volkswagen AG in Wolfsburg, Germany, give him authority in fields related to exhaust gas measuring technology. Due to environmental pressure and the prevailing political and economic situation in the world, alternatives to traditional fossil fuels are being sought. The use of bio-derived fuels may reduce the emission of pollutants present in jet engine exhausts. The presented research investigates the possibility of replacing the conventional fuel, which is kerosene, with plant-derived fuels from marine algae and jatropha. During the analysis, based on the available data, the emission indices of pollutants were computed, and then, for the adopted aircraft and route, the emissions for kerosene and alternative fuels were determined. A significant reduction in the emission of most analyzed compounds (even by 40% for CO) was achieved compared to the emission for kerosene. The obtained results are discussed in the conclusion section.
