US policymakers and the country's media erupted in a frenzy this summer over the issue of unaccompanied minors: Tens of thousands of youth from Central America, headlines proclaimed, will try to enter the US in 2014 alone. But how to define these youth remains hotly contested. Similar debates are happening in plenty of other countries, from Italy to Kenya to Australia. Yet the roots of dispute run particularly deep in the US, which, due to centuries of economic success, has absorbed tens of millions of immigrants. Long before Latino children became an issue, US leaders debated what to do with Chinese laborers, Eastern European radicals, even Africa slaves. Der Beitrag geht den Veränderungen von Frauendarstellungen im Bereich Science Fiction nach und deren Bedeutung für den Feminismus. Frauen als eine "Grundkonstante der Welt" sind für die Autorin das "ganz andere": Sie sind Aliens. Sie verkörpern die Differenz, die sich nicht übertragen und einordnen lässt in die Regeln und Handlungsmöglichkeiten der "von tausenden Jahren Patriarchat geprägten Welt". Der Status des Aliens, den die Frauen auf der Erde innehaben, hat sich inzwischen als Normalzustand aller herausgestellt, denn wenn es keine verbindliche Moral mehr gibt, ist das Fremdsein das Normale. Es kommt für die Autorin darauf an, diese Tatsache zu akzeptieren und kreativ mit ihr umzugehen: Denn dass Differenz und nicht Norm die Grundlage des Universums ist, ermöglicht gleichzeitig erst jede Beziehung, jede Verhandlung, jede Veränderung. Ohne Differenz nichts Neues. Immer mehr Menschen verstehen, dass es in den Verhandlungen mit Aliens keine "höhere Instanz" gibt, auf die man sich berufen kann. Ohne den Kontakt mit dem Fremden, Anderen, eben den Aliens wäre das eigene Leben banal, steril und langweilig. (ICA2)

"This book argues that alien rule can become legitimate to the degree that it provides governance that is both effective and fair. Governance is effective to the degree that citizens have access to an expanding economy and an ample supply of culturally appropriate collective goods. Governance is fair to the degree that rulers act according to the strictures of procedural justice. These twin conditions help account for the legitimation of alien rulers in organizations of markedly different scale. The book applies these principles to the legitimation of alien rulers in states (the Republic of Genoa, nineteenth- and twentieth-century China, and modern Iraq), colonies (Taiwan and Korea under Japanese rule), and occupation regimes, as well as in less encompassing organizations such as universities (academic receivership), corporations (mergers and acquisitions), and stepfamilies. Finally, it speculates about the possibility of an international market in governance services"--
Israel in the Middle East: An Alien among Aliens?

The article examines Israel's foreign and security policies and its existence in the Middle East. The author analyzes Israeli strategy regarding the states legitimacy, the leaderships varied approaches and personalized touches, as well as diplomatic efforts at achieving normalcy with its Arab neighbors. Today, Israel shares more points of contact and common geopolitical interest with portions of the Arab world, and Turkey. Both Israel and Turkey have agreed to cooperation agreements in terms of military and security issues, though Israel has demonstrated a questionable recognition of the Armenian situation and views regarding the Kurds. The article also discusses relations with Syria, the Gaza confrontation; among other issues confronting Israel and its security interests. The author concludes the article questioning the Israeli-Palestinian situation, the cooperative efforts between Israel and Turkey, and opening the new door to Central Asian states, vying for legitimacy or merely utilizing these means as a turnover or a gain in regard to relations with the Muslim world.
