"The distributional effects of globalisation are a most controversial issue. The integration of product and factor markets is often considered to increase income inequality on the national as well as on the international level. This paper summarizes the empirical findings on this topic. It is shown that globalisation per se does not intensify inequality. However, to what extent less developed countries benefit from economic integration depends mainly on the internal constitution of these countries in political and economic respect." Der Autor kommentiert den Beitrag von Ernst Fehr, Fiscal incentives in a model of equilibrium unemployment, in: Journal of Institutional and Theorectical Economics, Vol. 146, 1990, S. 617-639. "Fehr entwickelt ein Lohnverhandlungsmodell, bei dem der resultierende Lohn zu Arbeitslosigkeit führt, und diskutiert dann fiskalpolitische Maßnahmen zur Beseitigung dieses Zustandes. Zwei wesentliche Einwände werden vorgebracht: Wenn man eine Inkonsistenz in Fehrs Verhandlungsmodell behebt, hängt der Lohn nicht mehr von der Arbeitslosenrate ab. Dieses unplausible Ergebnis beruht auf der Verwendung einer extremen Zielfunktion für die Arbeitnehmerseite im Verhandlungsprozeß. Der von Fehr favorisierte fiskalpolitische Eingriff kann zwar zu Vollbeschäftigung führen, er beruht jedoch auf einem seltsamen Verständnis von der Rolle des Staates in Marktökonomien." AbstractThis article explores the historical background of an issue that is central to present-day constitutional and human-rights discourse: the relationship between human dignity and the fight against poverty. It analyzes the role the idea of human dignity played in the reasoning of nineteenth-century German middle-class authors who were professionally engaged in social-reform debates, with a particular focus on debates about mendicancy. In these debates, notions of dignity were pervasive, and they provoked a troubling question: Is poverty a state of impaired dignity, and if yes, in which direction does causality point? Tracing the shifting perceptions from the enlightened belief in the self-perfectibility of man at the beginning of the nineteenth century to the rise of biomedical theories at its end, the article argues that concerns about human dignity gave the commitment to eradicate destitution an important impetus, yet with side effects that highlight the pitfalls of the dignity concept.
