Reanalyzing political biographies of Benito Mussolini & Osvald Mosley the author is testing the hypothesis that ideologies like fascism start with fairly innocent ideas and, given the right circumstances, develop in a quasi-logical way on a downward path towards their malignant maturity. With "quasi-logical" the author means something similar to Karl R. Popper's concept "logic of the situation," that is, the logic is neither formal nor strictly deterministic; it follows that actors are not exempt from moral responsibility, you can always choose to act against the logic of the situation. The author finds that an exalted "communitarianism" is an essential factor in the development of fascism. A part of the "logic" is that a demagogue elevating the value of the group, be it "nation," "church," "class," or anything, on the expense of the individual needs the picture of all ugly & evil enemy in order to get the members to obliterate themselves & merge into the group. Accordingly, in a classification of political ideologies the first question to be asked is: "individualism or anti-individualism." The author objects to Sheri Berman's suggestion that communitarianism explains the success of the Swedish Social Democracy during the twentieth century & will instead of that explanation propose "reformism," that is, a non-revolutionary strategy for political transformation. This dissertation concerns Sveriges Kommunistiska Parti (SKP) [the Swedish Communist Party] – in 1967 renamed Vänsterpartiet kommunisterna (VPK) [the Left Party – the Communists] and in 1990 renamed Vänsterpartiet (V) [the Left Party] – and the Party's process of coming to terms with history and its communist legacy. The aim of the study is to describe and analyse the SKP/VPK/V's process of coming to terms with history for the period 1956-2006, and to set out and problematise the driving forces and constraining mechanisms of this process. The theoretical framework of the study consists of Gunnar Sjöblom's theory about party strategies of political parties in multi-party systems and Michael Freeden's conceptual approach to ideology analysis. During the period of study the SKP/VPK/V has, like no other political party in Sweden, been ascribed historical guilt regarding its own party history but also regarding the effects of world communism. The Party has thus found itself in a situation where it has had history as an adversary. The process of coming to terms with history has mainly revolved around three issues: independence (1956-1977), international ties (1977-1989) and a broadening beyond the communist tradition (1986-2006). The internal debate within the Party has linked these issues to calls for change aimed at ridding the party of what is considered undesirable elements of the Communist legacy. By analysing the arguments pursued in favour of these calls, it is possible to pick out a number of the driving forces behind the Party's process of coming to terms with history, namely an ambition to obtain vote maximisation, programme realisation and maximisation of parliamentary influence. The urge to distance the Party from certain aspects of its communist past has thus been related to fundamental goals that political parties in multi-party systems seek to obtain. The results of the dissertation show that it is possible to pick out five main constraining mechanisms in the Party's process of coming to terms with history. 1) The safeguarding of Party cohesion. 2) The safeguarding of the distinctive character of the Party. 3) The need to resist external pressure. 4) The desire to avoid unfair apportioning of blame. 5) The safeguarding of the right to define the substance of one's own ideology. The existence of these constraining mechanisms help to explain why the process of coming to terms with history lingered on for several decades, and also why it seems to have been a process of such complexity for the Swedish Communist and Post-Communist Party.
In Karl Popper's famous book, The Open Society and Its Enemies, appears the formulation social engineering. That is an unfortunate wording. There is nothing mechanical in Popper's political strategy. The keywords are rather piece-meal & trial & error. It is even possible to characterize Popper as -- up to a point -- anti-rationalistic. His warning that we should not think too much of our knowledge of the functioning of the social world & of our ability to make forecasts, reminds one of what a critic of the French Revolution like Edmund Burke had to say. We should start with the delivered institutions, diagnose what is working badly &, aware of possible error, try to improve it. That said, one is not surprised of meeting a strain of antipolitics in Popper's philosophy. Although Popper welcomes measures to clear away suffering & distress, it is uncertain how he would balance his negative utilitarianism against individual freedom. He is distrustful of political power. The idea that democracy gives the people the instrument of governing is an illusion. Democracy's point is to make it possible to dismiss a government (notice the parallel with his methodology, a government is a kind of hypothesis, the election an opportunity for falsification.) However, it is not Popper's political philosophy in a substantial meaning that makes him worth studying, but his theory of the critical discourse, a theory that is very relevant for a reformistic political strategy. The idea of the Popperian discourse is not to get the parties closer emotionally, not to reach a compromise, not even to convince, but for me to listen to & learn from the criticism of my hypotheses. People with divergent standpoints should not be kept out of the discourse, they should be welcomed. Popper admires Greek culture up to Socrates & he emphasizes its openness to influences from other cultures along the shores of the Mediterranean. That is in keeping with Popper's antinationalism. Nationalism fattens stupidity & is often the cause of devastating violence. In his later works Popper regularly uses an evolutionary model & his theory of language is no exception. He sets forth how the development of describing, language's third function besides expressing & warning, created the possibility of storytelling. Now, stories can be true & false, & that makes language's fourth function necessary, the function of argumentation, of proving or disproving of what has been said. [Preface]This special issue of the journal Arkiv is the third volume in a series, Det vita fältet ("The white field"), that gathers Swedish and international research on the extreme or far right. Since the last volume (2013) the Swedish government has brought the disputed concept of "extremism" to the fore and turned it into practicable politics, the Swedish anti-immigrant party Sverigedemokraterna (the Sweden Democrats) has made their mark on and partly paralysed the national parliament, and a surge of Internet hate has affected the public sphere. The issue contains a critical examination of the concept of "extremism" by sociologists Adrienne Sörbom and Magnus Wennerhag. Economic historian Markus Lundström and political scientist Tomas Lundström introduces "radical nationalism" as an alternative conceptualization of right-wing extremism in their exposition of the political project's development during the last hundred years in Sweden. Dutch political scientist Cas Mudde then discusses the impact of right-wing populism as it spreads through Europe. American scientist Benjamin Raphael Teitelbaum points out shortcomings in research on Sverigedemokraterna and their ties to other parts of the far right. This thesis consists of three empirical case studies, originally published as MERGE- papers ('Papers on transcultural studies' published at MERGE, Centre for Studies on Migration, Ethnic Relations and Globalisation at the Department of Sociology, University of Umeå), brought together and framed by a lengthier introduction. The empirical studies examine Swedish refugee reception activities, including the experiences of refugees themselves, with a focus on organisational and inter-organisational matters, and, in this context, the suitability as well as problems, mechanisms and issues, of implementation. According to Swedish policy aims since the mid-70s, immigrants are guaranteed equality, freedom of choice and partnership in relation to social, political and cultural rights. Based upon this background, an ambitious institutionalisation of refugee reception and integration policy was initiated in 1985, implicating the setting up of a new reception system involving almost every Swedish municipality. However, this political reform came to meet with fundamental problems, such as the absence of clear political goals and a remarkably low priority in the work of local political bodies. As a consequence, the ability and the ambitions of civil servants to apply an integrated approach to the reception process, and to foster growing co-operation among relevant local institutions to improve services and opportunities for integration, have not materialised as intended. These deficiencies of local integration policies appear to be connected with implementation problems, issues and obstacles, such as a lack of developed inter-organisational co-ordination mechanisms, lack of a clear division of labour and responsibility among concerned parties, economic obstruction etc. In addition to this, the resources that local refugee receptions have had at their disposal have been a high degree varying and unstable, with the consequence that the reception's organisation, e.g. as immigrant bureaus, has been subjected to constant remoulding. Continuous initiatives for restructuring the reception procedures seem seldom have been well suited, and in addition to this, there has been a lack of opportunities for influence by the refugees themselves concerning conditions of reception and inroads into integration. The conclusion is, somewhat paradoxical, that many of the refugee reception's political-administrative problems are fabricated by and within the refugee reception system and immigrant policy itself. In the thesis, a general background for necessary improvements of the service for refugees is outlined, making possible a lot of reformistic suggestions. While the thesis lays bare the problems with refugee reception, its policy and implementation, it also acknowledges important positive achievements of Swedish refugee reception and its political-administrative ambitions and framework. The reason that the effects of these positive efforts and achievements haven't materialised in successful integration to a higher degree, is also due to 'external' factors, like exclusion from the labour market, social exclusion through segregation, marginalisation and discrimination, processes of racialisation etc. These kinds of ramifying 'external' factors can only to a limited extent be influenced by local actors alone. The conclusion is that a successful integration cannot be achieved solely through measures within the practical institutional setting of the local refugee reception system itself, but must be underpinned and enforced by a more generalised inclusionary or anti-exclusionary politics, a generally more decided political will and over-all more purposeful measures securing a higher degree of suited implementation. ; digitalisering@umu
