Job flows, workers flows and employment flows in Brazil. The labor market is in constant flux. When measuring labor market mobility, it is usual to estimate labor market flow statistics, such as worker reallocation and job reallocation. The goal of this paper is to present previously unknown within plant job reallocation statistics for Brazil. The within plant job reallocation is measured as changes in the occupational mix of the plant. The within plant job reallocation allows a decomposition of worker turnover decomposition into matching, technological change and labor demand factors. Using formal labor market data for Brazil, from 1996 to 2001, the results suggest that technological change accounted for a limited share of worker turnover. More than a quarter of worker turnover can be attributed to labor demand shifts and more than 50% of worker turnover is due to matching. (Rev Econ Polit/GIGA)

Die Europäische Kommission plant, mit einer "Blue Card" verstärkt Experten aus Drittstaaten zu locken. Wäre es nicht sinnvoller, in eine bessere Ausbildung im Inland zu investieren? Annette Schavan, Bundesministerin für Bildung und Forschung, stellt die vom Bundeskabinett am 9. Januar 2008 verabschiedete Qualifizierungsinitiative "Aufstieg durch Bildung" vor. Sie enthält Maßnahmen, die Bildungschancen zu stärken, die Durchlässigkeit im Bildungssystem zu erhöhen und innovative Impulse zusetzen. Es zeichne sich allerdings ab, dass "wir ohne gezielte Zuwanderung von Fachkräften nicht auskommen". Angesichts der sehr heterogenen Arbeitsmarktverhältnisse in Europa könne aber eine einheitliche Regelung niemals den Bedürfnissen aller Länder gleichermaßen gerecht werden. Deshalb sei einer nationalen Zuwanderungslösung den Vorrang gegenüber einer europaweiten "Blue Card" zu geben. Aus Sicht des Wissenschaftlers und Universitätslehrers hat Bernhard Kempen, Präsident des Deutschen Hochschulverbandes, mit dem EU-Vorstoß durchaus Sympathie; denn gerade die Wissenschaft lebe von Mobilität, und für die Institution Universität sei der grenzüberschreitende Austausch unerlässlich. Leider sei zu bezweifeln, dass Europa im internationalen Wettbewerb um die besten Köpfe attraktiv genug sei. Umso wichtiger seien zusätzliche Mittel zur Sicherung der Ausbildungsqualität. Für Jürgen Wuttke, BDA, wäre es nötig, vor allem für die Zielgruppe der hoch qualifizierten Zuwanderer ein klares positives Signal zu setzen und die Niederlassungserlaubnis für sie zu erleichtern. Darüber dürfe aber auch die Aktivierung und Qualifizierung des inländischen Erwerbspersonenpotentials nicht vernachlässigt werden. Nach Meinung von August-Wilhelm Scheer, Präsident des BITKOM, müssten sowohl der nationale Fachkräftemarkt entwickelt als auch die Zuwanderungsgesetzgebung modernisiert und das internationale Marketing des Arbeitsstandortes Deutschland verbessert werden.

High levels of employment protection reduce hiring and firing and have a theoretically ambiguous effect on the employment level. Immigrants, being new to the labor market, may be less aware of employment protection regulations and less likely to claim their rights, which may create a gap between the costs for employers of hiring a native relative to hiring an immigrant. This paper tests that hypothesis drawing on evidence for the EU and on two natural experiments for Spain and Italy. The results suggest that strict employment protection legislation (EPL) gives immigrants a comparative advantage relative to natives. Stricter EPL is found to reduce employment and reduce hiring and firing rates for natives. By contrast, stricter EPL has no effect on most immigrants and may even increase employment rates for those who have been in the country for a longer time.

This paper investigates how enforcement of labor regulation affects the firm's use of informal labor and firm performance. Using firm level data on informal employment and firm performance, and administrative data on enforcement of regulation at the city level, we show that in areas where law enforcement is stricter firms employ a smaller amount of informal employment. Furthermore, by reducing the firm's access to unregulated labor, stricter enforcement is also associated with lower labor productivity. We control for different regional and firm characteristics, and we instrument enforcement with a measure of the access of labor inspectors to firms. Taken together, our findings suggest that increased access to labor flexibility significantly improves firm performance.

Anhaltend hohe Arbeitslosigkeit, wie sie in der Bundesrepublik Deutschland und in vielen anderen Staaten vorherrscht, ist ein wirtschaftspolitisches, aber auch ein wirtschaftstheoretisches Problem. Zu den theoretischen Ansätzen, die einen Beitrag zum Verständnis anhaltender Arbeitslosigkeit leisten, gehört die Effizienzlohntheorie. In effizienzlohntheoretischen Modellen kommt es zu unfreiwilliger Arbeitslosigkeit, wenn es für die Unternehmen optimal ist, mehr als den markträumenden Lohnsatz zu zahlen. Dies ist möglich, wenn der Lohnsatz nicht nur direkt in Form der gezahlten Vergütung in das Kalkül der Unternehmen eingeht, sondern auch indirekte kostensenkende Wirkungen hat. -- Zu den effizienzlohntheoretischen Ansätzen zählen neben Leistungsanreizmodellen, soziologischen Modellen und Modellen der Negativauslese die Arbeitsfluktuationsmodelle, in denen der Lohnsatz Einfluß auf die Fluktuation und damit auf die Betriebstreue der Beschäftigten hat. Im ersten Teil der Untersuchung wird das Standardmodell der Arbeitsfluktuation dargestellt und es wird gezeigt, wie es zu einem Gleichgewicht mit unfreiwilliger Arbeitslosigkeit kommen kann. Anhand verschiedener Varianten des Standardmodells werden dann die Auswirkungen von Veränderungen der Modellannahmen untersucht. Eine Schwäche der Arbeitsfluktuationsmodelle ist, daß sie das Fluktuationsverhalten der Beschäftigten nicht erklären, sondern auf der Grundlage von Plausibilitätsüberlegungen modellieren. Daher wird im zweiten Teil des Buches eine nutzentheoretische Fundierung des Standardmodells der Arbeitsfluktuation entwickelt. Im dritten Teil der Untersuchung wird anhand eines neukeynesianischen und eines strukturalistischen Ansatzes gezeigt, wie das Arbeitsfluktuationsmodell in gesamtwirtschaftliche Modelle integriert werden kann und wie sich Angebots- und Nachfrageschocks auf die Beschäftigung, den Output und den Reallohn auswirken

We develop a simple search equilibrium model of workplace training and education based on two features. First, investment in education improves job-related learning skills and reduces training costs burdened by firms. Second, firms with vacant skilled job slots can choose between recruitment from the market and training. Compared to Germany and Japan, the US has both a higher inflow rate into unemployment and a higher efficiency of the matching process. While the combined effort of these differences on the share of educated labor is ambiguous, the effect on the percentage of firms undertaking workplace training is to unambiguously reduce it.
This paper develops a life-cycle approach to equilibrium unemployment. Workers only differ respectively to their distance from deterministic retirement. A non age-directed search equilibrium is then typically featured by increasing (decreasing) firing (hiring) rates with age and a hump-shaped age profile for employment. Because of intergenerational inefficiencies, the Hosios condition no longer achieves efficiency. We then explore the optimal age-pattern of some policy tools to restore this efficiency. The optimal profile for employment subsidies should increase with age, whereas firing taxes and hirings subsidies would have to be hump-shaped. Lastly, we examine the robustness of our results. We show that age-directed recruitment policies cannot exist in equilibrium even if it would have been ex-ante possible, and that introducing endogenous search effort of unemployed workers reinforces our main results.

Labor markets in the transition economies of Central and Eastern Europe underwent a dramatic transformation. Notably, this transformation took place within just a few years. Until the mid-2000s job opportunities were scarce and unemployment was high. But since then labor demand has picked up and unemployment has dropped substantially. In contrast to the earlier period of weak labor demand, it is now the supply side of the labor market that constrains job creation. These spectacular improvements can hardly be attributed to the greater labor market flexibility or to the more efficient matching of workers with jobs because no major reforms to labor market institutions were recently implemented in the region. Instead, the main cause was a strong increase in labor demand, as evidenced by the increase in the job vacancy rates and real wages. The surge in labor demand is likely to reflect successful enterprise restructuring supported by the improvements in the investment climate and access to global markets associated with the EU accession. For a long time enterprises in transition economies were improving competitiveness by shedding of redundant labor. Now they use productivity gains to invest, expand output and hire more workers. However, the emerging skills shortages may constrain firm growth. Thus the transition economies face a challenge of mobilizing effective labor supply. This requires improving labor supply incentives and investing in education. This paper documents the recent changes in labor market conditions in the transition economies, suggests tentative explanations, and finally suggests policies to address the emerging challenges.

Das in diesem Artikel beschriebene ökonometrische Prognosemodell stellt einen innovativen Ansatz der Nutzung von amtlichen Firmendaten (Mikrodaten) für die Vorhersage von sektoral bzw. regional differenzierten Fachkräftebedarfen dar. Ziel unseres dynamischen Modells ist eine kurzfristig orientierte Prognose des Beschäftigungsverlaufs - mit einem Horizont von 12 bis 24 Monaten - unter Berücksichtigung der Umsatz-, Auftrags-, Lohn- sowie Exportentwicklung am Beispiel Brandenburger Metallwirtschaft zu ermitteln. Die Grundlage für das Prognosemodell bildet ein Betriebspanel aus dem "Monatsbericht für Betriebe des Verarbeitenden Gewerbes sowie des Bergbaus und der Gewinnung von Steinen und Erden". Grundsätzlich kann festgestellt werden, dass das Modell als ein geeignetes Prognoseinstrument der kurzfristigen Beschäftigungsentwicklung für eine handlungsorientierte Politikberatung anzusehen ist. ; The econometric model described in this paper presents an innovative approach of the firm level data (micro data) usage, compiled from official statistics for the projection of the demand for labour differentiated at the sectoral and/or regional level. The aim of our dynamic model is to determine a short term oriented forecast of the employment process - with the horizon from 12 to 24 months - taking into consideration the turnover, order situation, wage level and export rates developments for the metal sector in Brandenburg as an example. The forecast model is based on the firm data panel from "the Monthly Report for Companies from the Manufacturing Industry as well from Mining and Quarrying of Stones and Earths". Basically our model seems to be an appropriate forecasting instrument of the employment development for the action-oriented policy advisory services.
