The history of Europe in the 20th century is closely tied to the history of urban planning. Social and economic progress but also the brute treatment of people and nature throughout Europe were possible due to the use of urban planning and the other levels of spatial planning. Thereby, planning has constituted itself in Europe as an international subject. Since its emergence, through intense exchange but also competition, despite country differences, planning has developed as a European field of practice and scientific discipline. Planning is here much more than the addition of individual histories; however, historiography has treated this history very selective regarding geography and content. This book searches for an understanding of the historiography of planning in a European dimension. Scholars from Eastern and Western, Southern and Northern Europe address the issues of the public led production of city and the social functions of urban planning in capitalist and state-socialist countries. The examined examples include Poland and USSR, Czech Republic and Slovakia, UK, Netherlands, Germany, France, Portugal and Spain, Italy, and Sweden. The book will be of interest to students and scholars for Urbanism, Urban/Town Planning, Spatial Planning, Spatial Politics, Urban Development, Urban Policies, Planning History and European History of the 20th Century

The changing conditions of the day lead to changes in the forms and functions of the spaces and structures with the needs of the users. This change manifests itself not only in individual spaces, but also in structures with collective use, sharing and different functions such as libraries. Library structures not only support education, but also lead and support the socio-cultural and economic development of societies. Libraries come in many different forms for user diversity. At this point, academic libraries gain importance with the support and service they offer to scientists as well as students. However, it is also a fact that the traditional library services and structures, where various resources and collections are brought together, offered to the service of users and stored, do not meet the changing technological and social needs of the day. On the other hand, it should not be forgotten that user requests and needs can be easily met with the fiction and design that will be created with the right methods. In this context, the subject of the research is to understand whether the current physical conditions of the academic libraries meet the needs of the users, to evaluate how the spatial design criteria and qualities of the new generation academic libraries to be built are perceived by the students of the architecture department, to reveal the expectations and satisfaction level of the library users from the services provided and spatially. Within the scope of the study, Ondokuz Mayıs University Central Library was analyzed and student interviews were conducted. After the data and findings obtained from the studies were analyzed, suggestions were made on the subject in line with the results.
In: Engaging Communities in City-making
Engaged Urban Pedagogy presents a participatory approach to teaching built environment subjects by exploring 12 examples of real-world engagement in urban planning involving people within and beyond the university. Starting with curriculum review, course content is analysed in light of urban pasts, race, queer identity, lived experiences and concerns of urban professionals. Case studies then shift to focus on techniques for participatory critical pedagogy, including expanding the 'classroom' with links to live place-making processes, connections made through digital co-design exercises and student-led podcasting assignments. Finally, the book turns to activities beyond formal university teaching, such as where school-age children learn about their own participation in urban processes alongside university students and researchers. The last cases show how academics have enabled co-production in local urban developments, trained community co-researchers and acted as part of a city-to-city learning network. Throughout the book, editorial commentary highlights how these activities are a critical source of support for higher education. Together, the 12 examples demonstrate the power and range of an engaged urban pedagogy. They are written by academics, university students and those working in urban planning and place-making. Drawing on foundational works of critical pedagogy, they present a distinctly urban praxis that will help those in universities respond to the built environment challenges of today

Urban Planning During Socialism delves into the evolution of cities during the period of state socialism of the 20th century, summarizing the urban and architectural studies that trace their transformations. The book focuses primarily on the periphery of the socialist world, both spatially and in terms of scholarly thinking. The case study cities presented in this book draw on cultural and material studies to demonstrate diverse and novel concepts of 'periphery' through transformations of socialist cityscapes rather than homogenous views on cities during the period of state socialism of the 20th century. In doing so the book explores the transversalities of political, economic, and social phenomena; the places for everyday life in socialist cities; the role of professional communities on production and reproduction of space and ecological thinking. This book is aimed at scholarly readership, in particular scholars in architecture, urban planning, and human geography, as well as undergraduate, graduate, and post-graduate students in these disciplines studying the urban transformation of cities after World War II in socialist countries. It will also be of interest for planning officials, architects, policymakers and activists in former socialist countries
Yönetim devamlı bir süreçtir. Yönetim süreci, pek çok iç ve dış koşulların, çok yönlü faktörlerin etkisiyle oluşan insani, maddi ve manevi faaliyetlerin toplamıdır. Görünen yönetim karmaşasını netleştirmek, anlaşılır hale getirmek, şeffaflaştırmak, kamu reformu ile ele alınan yeni yönetim yaklaşımının özünü oluşturmaktadır. Bu süreçte stratejik yönetim ve stratejik planlama öne çıkmaktadır. Tıpkı işletmelerde olduğu gibi kamu ve yerel idarelerde de stratejik plan yaparak hayatiyetini sürdürmektedir. Türkiye'de yerel idarelerin de içinde bulunduğu kamu gerçeğine bakmakta yarar vardır. Kamu mevcut ve yapısal durumu bilinmeden üzerine bina edilecek her türlü çaba sonuçsuz kalacaktır. Şimdiye kadar yapılan reform çabalarının tutmaması da bu gerçeğe dayanmaktadır. Türkiye'de, kamuda kaynaklarının etkin ve verimli kullanılmadığı görüşü hakimdir. Toplum kamudan kaynaklarının etkin, verimli, kaliteli ve amaca yönelik kullanımını beklemektedir. Beklentisine temel gerekçe de, gelişmiş ülkelerde kaynakların etkin, verimli ve üretime dönük kullanıldığını görmesidir. Stratejik planlama tam bu noktada toplum talepleriyle stratejik plan sunumunda kesişmektedir. Artık kamu, çevreyi inceleyerek analiz ederek vizyon, misyon, hedef, strateji ve önceliklerini belirleyerek plan geliştirecek; bunları uygulayacak sonuçlarını izleyerek ölçecek bir yönteme sahiptir. Bunu katılımcı yönetim anlayışı içinde gerçekleştirecektir. İşletmelerde müşteri memnuniyetine paralel kamu, vatandaş memnuniyeti odaklı çalışacaktır. Böylece uluslararası standartların kabul ettiği katılımcılık, şeffaflık, hesap verirlilik, paylaşımcılık, anlayışı kamu yönetimimizin olguları haline gelecektir. Artık kamu yönetiminde ve yerel idarelerde stratejik davranmak ilkesi kabul görmektedir. Eğitim, sağlık, tarım, sanayi, ketleşme başta olmak üzere öncelikli alanlarda rekabet etmek stratejik yönetim anlayışı ile olacaktır. Kısaca durumsal yaklaşımdan, stratejik yaklaşıma geçiş sağlanmaktadır. Bu geçiş gelecek referanslı yönetim anlayışına sahip olmak, idareyi kendi koşulları içinde rakipleri ve benzerleri ile karşılaştırarak rekabetçi bir temelde ele almak, bütüncül, entegre bir planlama anlayışıtaşımak anlamına gelmektedir. İş dünyasında alınan önemli mesafenin burada da ele alınabilmesi için öncellikle yerel idareyi yöneten üst düzey yönetici anlayışının değişmesi kaçınılmazdır. ; Administration is a continious process. Administrative process is the total of the moral, physical and humanitarian activities which are formed by many inside and outside conditions and multi-dimensional effects. Making the apparent chaos of administration clear,transparent,understandable are the nucleus of the new administrative approach which is at hand.Like private institutions,the local and public administrations can survive by the help of strategic planning. During this process strategic planning and administration come into foreground. It is beneficial to look closely at the public reality including local administration in Turkey. Every effort made without any knowledge of the present situation and structure will be futile. That is the reason why so many reforms have failed so far. Widely held opinion is that the resources in Turkey cannot be benefıted from effectively or efficiently.But the public expects these resources to be taken full advantage of. The main ground for this demand is that the resources in developed countries are utilized in an effective,efficient and productive way. These demands and strategic planning interject at this point. From now on,the public will develop plans by investigating and analysing the neighbourhood determining mission, vision, strategy, targets and priorities. The public has the administration to be able to carry out them and assess the results. They will be put into practice by participatory bureaucracy. The focus will be the on citizen satisfaction just like the customer satisfaction in private institutions. So internationally accepted concepts such as participation, transparency, accountability and sharing will be a part of our administrative structure. In today`s world the principle of strategic action is widely held. Competition in primary areas such as agriculture,education,urbanization and industry are only possible in this way. Shortly from situational administrative approach to strategic one is aimed at. These transition means having an administrative approach with a future reference,handling the administration under its conditions by comparing and contrasting with its competitors and having an integrated and holistic approach. To be able to be succesful like private insitutions, it is inevitable to have a change in the concept of senior administrators managing local government.

During their life times, societies have always wanted to symbolize everything that constantly required remembering or being remembered. That kind of desire to symbolize came out as monuments in the course of time. Monuments have always changed and renewed as with the changing world. During this process, it has been one of the most important components to monitor the cultural changes of societies. Time has attributed them the characteristics such as holding the traits of construction period and describing this peculiar time. Along with developing societies, monuments have lost their characteristic as the only single structure and they have been considered as small finds from the past as well as settlements that exist in real life. The tradition of monument together with the concept of time has shown itself in Turks that have roots deep in history. Monuments in Turkish civilizations have exhibited different characteristics in the course of time and changed with social, religious, political and economic developments. Turkish people reflected the characteristics of the term in a regional integrity to make monuments everywhere they went. The Atatürk Monument in Konya in Neo‐Classic Age style appears as the synthesis of monument‐statue approach in the early Republic Years. Therefore, the study of Konya Atatürk Monument is important in terms of shedding light on the monument understanding as well as the architecture of the term. ; Toplumlar, yaşantıları boyunca, sürekli anımsanmak ve anımsatmak gereğini duyduğu her şeyi simgelemek istemişlerdir. Bu simgelemeği isteği, zamanla anıt olarak karşımıza çıkmıştır. Anıtların biçim ve nitelikleri, değişen dünya ile birlikte değişmiş ve yenilenmiştir. Bu süreç içerisinde, toplumların kültür değişikliklerinin izlenebileceği en önemli unsurlardan biri olmuşlardır. Zaman onlara, yapıldıkları dönemin özelliklerini barındırma ve anlatabilme görevini yüklemiştir. Anıt, gelişen toplumsal anlayışla, sadece tek bir yapı olma anlayışının değişmesini sağlamış, geçmişten kalan küçük bir buluntu, yaşam içinde varolan bir yerleşme merkezi olarak da düşünülmeye başlanmıştır. Zaman kavramı ile var olan anıt geleneği, köklü bir tarihe sahip Türklerde de görülmektedir. Türklerde anıt zaman içerisinde farklı biçimler ve özellikler göstermiş, toplumsal, dini, siyasi ve ekonomik gelişmelerle değişmiştir. Türkler gittikleri her yerde dönemlerinin özelliklerini yöresel bir bütünlük içerisinde anıtlaştırmışlardır. Konya Atatürk Anıtı'da, son Osmanlı dönemi Neo‐Klasik anıt anlayışı ile Cumhuriyetin ilk yıllarındaki anıt‐heykel anlayışının bir sentezi olarak karşımıza çıkmaktadır. Bu nedenle de Konya Atatürk Anıtı'nın incelenmesi, dönemin mimarisine ve anıt anlayışına ışık tutması açısından önemlidir.
