"Agriculture on Plains Indian reserves is generally thought to have failed because the Native peoples lacked either an interest in farming or an aptitude for it. In Lost Harvests Sarah Carter reveals that reserve residents were anxious to farm and expended considerable effort on cultivation; government policies, more than anything else, acted to undermine their success. Despite repeated requests for assistance from Plains Indians, the Canadian government provided very little help between 1874 and 1885, and what little they did give proved useless. Although drought, frost, and other natural phenomena contributed to the failure of early efforts, reserve farmers were determined to create an economy based on agriculture and to become independent of government regulations and the need for assistance. Officials in Ottawa, however, attributed setbacks not to economic or climatic conditions but to the Indians' character and traditions which, they claimed, made the Indians unsuited to agriculture. In the decade following 1885 government policies made farming virtually impossible for the Plains Indians. They were expected to subsist on one or two acres and were denied access to any improvements in technology: farmers had to sow seed by hand, harvest with scythes, and thresh with flails. After the turn of the century, the government encouraged land surrenders in order to make good agricultural land available to non-Indian settlers. This destroyed any chance the Plains Indians had of making agriculture a stable economic base. Between 2000 and 2011, eight million immigrants became American citizens. In naturalization ceremonies large and small these new Americans pledged an oath of allegiance to the United States, gaining the right to vote, serve on juries, and hold political office; access to certain jobs; and the legal rights of full citizens. In The Road to Citizenship, Sofya Aptekar analyzes what the process of becoming a citizen means for these newly minted Americans and what it means for the United States as a whole. Examining the evolution of the discursive role of immigrants in American society from potential traitors to morally superior "supercitizens," Aptekar's in-depth research uncovers considerable contradictions with the way naturalization works today. Census data reveal that citizenship is distributed in ways that increasingly exacerbate existing class and racial inequalities, at the same time that immigrants' own understandings of naturalization defy accepted stories we tell about assimilation, citizenship, and becoming American. Peter Smith has written a comprehensive and in-depth study of the structure and more important of the transformation of the national political elite in twentieth-century Mexico. In doing so, he analyzes the long-run impact of the Mexican Revolution of 1910 on the composition of the country's ruling elite. Included in his focus are such issues as the social basis of politics, the recruitments process, political career patterns, the amount of periodic turnover, and the relationships between the political and economic elites.The author explores these issues through an empirical, computer-assisted investigation of biographical information on more than 6,000 individuals who held national political office in Mexico at any time between 1900 and 1976. No company of the twentieth century achieved greater success and engendered more admiration, respect, envy, fear, and hatred than IBM. Building IBM tells the story of that company, how it was formed, how it grew, and how it shaped and dominated the information processing industry. Emerson Pugh presents substantial new material about the company in the period before 1945 as well as a new interpretation of the postwar era. He tells why Hollerith merged his company in 1911 with two other companies to create the Computing-Tabulating-Recording Company, which changed its name in 1924 to International Business Machines. The International Atomic Energy Agency, which sends inspectors around the world to prevent states from secretly developing nuclear bombs, has one of the most important jobs in international security. At the same time, the IAEA is a global hub for the exchange of nuclear science and technology for peaceful purposes. Yet spreading nuclear materials and know-how around the world bears the unwanted risk of helping what the agency aims to halt: the emergence of new nuclear weapon states. In this book, Elisabeth Roehrlich unravels the IAEA's paradoxical mission of sharing nuclear knowledge and technology while seeking to deter nuclear weapon programs. Founded in 1957 in an act of unprecedented cooperation between the Cold War superpowers, the agency developed from a small technical bureaucracy in war-torn Vienna to a key organization in the global nuclear order. Roehrlich argues that the IAEA's dual mandate, though apparently contradictory, was pivotal in ensuring the organization's legitimacy, acceptance, and success. This open access book offers new insights into the ageing-migration nexus and the nature of home. Documenting the hidden world of France's migrant worker hostels, it explores why older North and West African men continue to live past retirement age in this sub-standard housing. Conventional wisdom holds that at retirement labour migrants ought to instead return to their families in home countries, where their French pensions would have far greater purchasing power. This paradox is the point of departure for a book which transports readers from the banlieues of Paris to the banks of the Senegal River and the villages of the Anti-Atlas. In intimate ethnographic detail, the author brings to life the experiences of these older labour migrants by sharing in the life of the hostels as a resident, by observing at close quarters the men's family life on the other side of the Mediterranean as a guest in their homes, and even by accompanying them in their travels by bus, sea, and air. The monograph evaluates several theories of migration against rich qualitative data gathered from multiple methods: biographical narrative and semi-structured interviews, participant observation, and archival research. In the process, it offers a thoughtful contribution to broader debates on what it means for migrants to belong and achieve inclusion in society. Catherine the Great's treatment of the Russian nobility has usually been regarded as dictated by court politics or her personal predilections. Citing new archival sources, Robert Jones shows that her redefinition and reorganization of the Russian nobility were in fact motivated by reasons of state. In 1762, Peter III had "emancipated" the nobility from obligatory state service, and in the early years of her reign Catherine attempted to govern Russia through a bureaucratic administration. Although this threatened the provincial nobles with social and economic decline, the government was oblivious to their plight until the peasant revolt of 1773-1775 convinced Catherine that she could not provide Russia with a government capable of defending and promoting the national interest without them. This realization led to the formation of a new alliance between the state and the nobility, based on a mutual fear of peasant revolt and expressed first in the provincial reforms of 1775 and finally in Catherine's Charter to the Nobility of 1785. In the 1760's Catherine had hoped to forestall peasant uprisings by improving the lot of the serfs and limiting the authority of the serf-owners. But faced with the choice between controlling the serfs in a way open to abuses and eliminating abuses in a way that might lead to loss of control, Catherine chose the former. The story of the Communist Party of Australia has been told in various ways. Until now, however, archival collections that have borne on this story have been relatively inaccessible to the ordinary, interested reader. This book begins to redress that deficiency by bringing together 85 key documents from the Russian State Archives of Social and Political History (RGASPI), selected from a collection of thousands of documents concerning the relations between the Communist International and the Communist Party of Australia. The selection focuses on the relationship between the CPA and the Comintern because the activities of the CPA are essentially incomprehensible without understanding the international communist context within which the CPA operated. That context was dominated by the newly-created Soviet state and its decision to authorize and utilize a network of communist parties throughout the world. The documents in this work suggest three major propositions about the relationship between the CPA and the Comintern. First, that the Comintern was crucial in the formation of the CPA, via its emissaries, instructions and authority. Second, that the Comintern played a major role in directing the policies of the CPA in domestic matters (not to mention in international matters, where the Comintern's decisions were supreme). And third, that the leadership of the CPA was, from 1929 onwards, shaped, trained and authorized by the Comintern. With access to the documents, readers now have a chance not just to hear the voices of the times, but to make their own judgements about the relationship between the CPA and Moscow.
