Kamu politikası analizi, kamu politikası çalışmalarının ilgilendiği temel konulardan biridir. Toplumun ve siyasetin giderek karmaşıklaşması, karşılaşılan sorunların daha karmaşık hale gelmesine neden olmaktadır. Bunun sonucunda, sorunların çözümüne yönelik karar verme süreçlerinin daha güçlü şekilde desteklenmesi gerekmektedir. Kamu politikası analizi, kamu politikalarına karar verme aşamasında başvurulan önemli bir yöntemdir. Anketler, istatistikler, veri setleri, diğer sayısal gereçler ve düzenleyici etki analizi gibi teknikler politika analizinin zanaat boyutunu meydana getirirken içe bakış, sezgisel unsurlar, öngörü ve çeşitli informal süreçler ise sanat boyutunu meydana getirir. Bu karmaşık olgu, hem üstlendiği işlevler, hem de karar vericilere sağladığı çok yönlü içebakışla daha sağlıklı karar vermeye yardımcı olmaktadır. ; Public policy analysis is one of the basic areas of interest of public policy studies. The increasingly complicated structure of society and politics leads to the complexity of problems encountered. As a result, decision-making processes aiming at the solution of problems have to be supported more robustly. Public policy analysis is an essential method used in decision-making stage of public policy processes. Surveys, statistics, datasets, other numerical instruments and techniques such as regulatory impact analysis create the craft aspect of policy analysis whereas insight, intuitive elements, foresight and various informal processes represent its art aspect. This complicated phenomenon helps more robust decision-making with the functions it offers and the multidimensional insight it provides to decision-makers.

Tez No: 608388 ; Yüksek Lisans ; Tarım toplumundan sanayi toplumuna geçişle birlikte, toplumsal sorunlara bir cevap olarak ortaya çıkan sosyal demokrasinin yaşadığı gelişim ve yayılma sürecine, Türk siyasi hayatı CHP üzerinden dahil olmuştur. Avrupa'da sanayi devrimini büyük ölçüde tamamlamış olan ülkelerde, ezilen işçi sınıfının haklarını koruma amacıyla dayanışma merkezli ortaya çıkan sosyal demokrasinin Türkiye'de ortaya çıkışının, tabandan yukarıya doğru bir baskıyla oluşmadığı görülmektedir. Çok partili düzene geçişle birlikte Türk siyasi hayatına katılan yeni partilerin kendilerini ideolojik bir düzlemde tanımlama ihtiyacı doğmuştur. 1960 ihtilali sonrası ortaya çıkan yeni siyasi ortam, sol fikir kulüplerinin ve sol söyleme sahip partilerin kurulmasına imkân vermiştir. Özellikle üniversite öğrencilerinin ve aydınların sol düşünceler etrafında toplanmasıyla birlikte, CHP kendisi için aradığı ideolojik söylemi ortanın soluyla yakalamaya çalışmıştır. Başlangıçta, CHP "halka rağmen halk için" felsefesini, sosyal demokrasiyi geniş halk kitlelerine kabul ettirmek için devam ettirmiştir. 12 Mart 1971 askeri müdahalesiyle hız kazanan parti içi mücadele "halk için halkla beraber" felsefesine geçiş yaparak, yeni bir dil kullanmaya başlamıştır. 1965 – 1977 arasında iki farklı sosyal demokrasi yorumunu ortaya koyarak, halktan onay bekleyen CHP, beklediği başarıyı lider kadrolarında ve ortanın solu söyleminde yapmış olduğu değişiklikle yakalamıştır. Bu başarının yakalanmasında, parti programının sosyal demokrat ilkeler doğrultusunda değiştirilmesinin etkisi vardır. ; With the transition from agricultural society to industrial society, it was through CHP that the Turkish political life became part of the development and spread of social democracy that emerged as an answer to social problems. While, in the European countries that considerably completed the Industrial Revolution, solidarity-based social democracy emerged with the purpose of protecting the rights of the oppressed working class, in Turkey, it didn't emerge through a bottom-up pressure. With the transition to the multi-party order, new parties that recently participated in Turkish political life had the need to define themselves on an ideological level. The new political environment that emerged after the 1960 coup allowed the establishment of left-wing clubs and left-discourse parties. Especially with university students and intellectuals gathering around left-wing thoughts, CHP tried to get hold of the ideological discourse that it was seeking, through the left of the center. Initially, CHP continued its "despite the people, for the people" philosophy to impose social democracy on large masses of people. The within-the-party-struggle which accelerated with the military intervention on March 12, 1971 started to use a new discourse by switching to the philosophy of "with the people for the people". While awaiting public approval by putting forward two different interpretations of social democracy between 1965 and 1977, CHP achieved its long-awaited success by changing its leading staff and changing its discourse in the left of the center. Changing the party program in line with social democratic principles has an effect on this success.

Bir zihniyet ve siyasi yaklaşım/tavır olarak devletin tarihsel varlığı kadar eski olan devlet aklı doktrini, devleti en yüce değer ve bizatihi amaç olarak görmektedir. Bu yaklaşıma göre, devletin meşruiyeti kendine içkindir ve kendinden menkuldür. Devlet aklı doktrini, devletin varlığını korumaya ve selametini muhafaza etmeye mutlak öncelik tanımaktadır. Devletin varlığının ve güvenliğinin/bütünlüğünün korunması için başvurulacak her yöntem mubah sayılmakta ve her araç meşru kabul edilmektedir. Daha özel bir anlamıyla devlet aklı; olağanüstü bir durumda ve "kriz" halinde, devletin muhafazası için herhangi bir hukuk ve ahlak ilkesiyle bağlı olmamasına denk gelmektedir. Devlet aklının mihmandarı olan zorunluluk ve olağanüstü durum, yönetim sanatının bir tekniği olarak istihbaratı da ortaya çıkarmış ve şekillendirmiştir. Türkiye'nin geleneksel devlet anlayışının dayandığı "devletçilik" ilkesinin ve buhran dönemlerindeki siyasi tutumunun temelini, devlet aklı doktrini oluşturmaktadır. Osmanlı'nın modernleşme sürecinin rahminde gelişmiş ve ortaya çıkmış olan Türkiye'nin devlet aklı, selefi olan Osmanlı'dan tevarüs etmiştir. Osmanlı'nın son döneminde ve aynı zamanda bir "kriz" döneminde iktidar olmuş İttihat ve Terakki tarafından bir istihbarat ve askeri örgüt olarak gizli bir şekilde kurulan Teşkilat-ı Mahsusa, devlet aklının en çıplak surette tezahür ettiği örneklerden biridir. Bu çalışmada Türk Sinemasında sansür olgusu kapsamında Yılmaz Güney'in filmlerindeki sansür olgusu ele alınmıştır. Sansür olgusu genellikle sanatı, özel de ise sinema sanatını etkileyen en önemli unsurlardan birisidir. Tüm dünyada olduğu gibi ülkemizde de özellikle darbe gibi anti-demokratik uygulamalarda sansürün sıklıkla uygulandığı bilinen bir gerçekliktir. Bu açıdan bakıldığında sansürün genel anlamda sanatı dolayısıyla da film sektörünü körelten bir unsur olması kaçınılmazdır. Bu anlamda sansür olgusu aynı zamanda özverili çalışmalar sonucu yoksunluklarla meydana getirilen filmlerin geniş halk kitlelerine objektif bir şekilde ulaştırılmasının önünde bir engel olduğundan başta senaristlerin, oyuncuların ve sinema emekçilerinin hayal kırıklığına neden olur. Bu çalışmada Yılmaz Güney'in yönetmen olarak yer aldığı filmlerinde uygulanan sansür olgusu ele alınmış olup bu yönü ile sinema literatürüne katkı sağlanması amaçlanır. Çalışmanın birinci bölümünde Türk sineması ve sansür, sinemanın Türkiye'ye girişi, Türk sinemasında sansür olgusunun kronolojik olarak incelenmesi; çalışmanın ikinci bölümünde Türk sinemasında Yılmaz Güney, sinemacı Yılmaz Güney, Yılmaz Güney sinemasının özellikleri; çalışmanın üçüncü bölümünde ise çalışmamızın esas konusu olan yönetmenliğini yaptığı, sansüre uğramış filmleri kronolojik sırayla ele alınıp; Seyyit Han (1968), Umut (1970) ve Duvar (1984) filmleri sansürlenme nedenlerine yer verilmiştir. ; In this research, the fact of censorship in Turkish cinema will be examined with in context of the historical development of censorship notion which is very important in cinema studies. During this research as investigation the films will be evaluated as after the censored versions of Yılmaz Güney's films. As in all over the world the censorship is matter after revolutions. The main purpose of the study is to consider the films of Güney as were influenced by censor censorship cases. Censorship is also an important case for the general arts with in cinema. As in our country as all over the world including in particular the impact of censorship in the period of undemocratic practices used, and the meaning of art has been a factor that dulls. Censorship is a barrier for the films which contain the special efforts under the unsuitable conditions which aims to be watched by the wider society. It also causes disappointing of the script writer, players and all kind of area workers of the movie industry. This study aims to detect the censorship in Güney's films and through this way the study aims to make a contribution to literacy. In the first stage it is searched for Turkish cinema and censorship, beginning of cinema in Turkey. At the second stage it is searched for Güney's role in Turkish cinema, Its' feature as cinematography. At the third stage handled censored movies are given as chronological order; Sayyed Khan(1968), Hope (1970) and Wall (1984) by Güney on the grounds of censorship of the film are included in our study.

History of Tatars settled in Grand Duchy of Lithuania is longer than 620 years. Tatars who came in this territory yet in XIV century have preserved their identity thanks to their religion – Islam. Newcomers' diaspora consisted of various tribes' representa tives, who lacking generic language used their native Uluslararası Türk Dünyası Kültür Araştırmaları dialect. Based on the historical sources, it is assumed that in the middle of XVI century most of the Tatars in Grand Duchy of Lithuania starts losing their native Tiurkish language and adopting Belorus sian, later Polish languages, using which they were writing religious and secular texts in Arabic characters. Military service, which led to leaving homes for a long period, scattered accommodation, mixed marriages with Christian women, those are the reasons which cause rapid decline of native language. Feeling the necessity to explain their most important religious dogmas, Tatars started to translate their religious literature. Tatar manuscripts based on the content are divided into Qur/ans, Tafsirs (Qur/an translation and commentary), Kitaps (books), Hamails (prayer books; despite the prayers in Hamails are plenty of folk art, tips for everyday life), Tegvids (rules of Qur an reading). Until now there has remained one of the oldest Kitabs - Kitab of Kazan (1645), stored in Kazan University. Dinsel ve metafiziksel geleneklerin bütüncül yaklaşımlarının aşılmasıyla, modern toplumlar, bilimsel nesnellik, ahlak ve yasalarda evrensellik ve sanatta özerklik gibi nosyonlar üzerine kurulmuşlardır. Kapitalizm, endüstrileşme, şehirleşme, metalaşma, mekanikleşme, akılcılık, bilimsel ve teknolojik ilerleme, ulus-devlet örgütlenmesi modern toplumun temel nitelikleri olmuştur. Modernizm eleştirilerine dayanan postmodern yaklaşımlarda modernliğe ait düşünceler ve kurumlar eleştirilmiştir. Postmodernistler büyük anlatıların reddine ve farklılık ve çoğulculuğun vurgulanmasına koşut olarak toplumda her türlü bütünlükçü kavramı reddetmişler, bütünlükçü karakteri nedeniyle ulusu ve ulus-devleti eleştirmişler, fakat politik anlamda toplumu ayakta tutacak ilke ve temeller sunmamışlardır. Çoğu postmodernist görüşün aksine, ulus-devletler postmodernitenin siyasal alanının en önemli aktörleri olmaya devam ermektedirler. ; After the transformation of the holistic approaches of religious and metaphysical traditions, modern societies have been grounded on such notions as the scientific objectivity, universality of law and ethic and autonomy of arts. The main characteristics of modern society have been capitalism, industrialization, urbanization, commoditization, mechanization, rationalism, scientific and technological development and nation-sate organization. In postmodernist approaches the ideas and institutions of modernity have been criticized. Parallel to the criticism of the meta narratives and the emphasize on differences and pluralism, postmodernists rejected all holistic concepts including nation and nation-state, but they did not develop principles and grounds providing poltical order in society. It seems that, counter to the most of the postmodernist views, nation-states maintains to be important actors of the political realm of postmodernity.

DergiPark: 326355 ; trakyasobed ; The objective of this study is to determine factors influencing political preferences of voters in Thrace and İstanbul. Therefore, the voters' preferences survey has been conducted with 2357 voters in the region randomly selected and evaluated. The informative factors influencing political preferences collected in these surveys have been determined by the multinomial logit model. A lot of independent variables have been used in this model, but, because some independent variables were not found as significant according to likelihood ratio test, these variables are not included in the analysis. Nine important factors influencing political preferences of voters have been determined. These factors are newspaper reading habit, foreign language, civil society organization membership, art preferences, sport habits, gender, age, birthplace and social security of voters. Whether the political preferences are independent, has been tested with testing independence of irrelevant alternatives of Hausman. According to this test, it has been found that the political preferences are independent ; Bu araştırmanın amacı, farklı sosyoekonomik grupları olan ve kalabalık bir nüfusu barındıran Trakya ve İstanbul ilindeki seçmenlerin, siyasi tercihlerini etkileyen faktörleri belirlemektir. Bu nedenle, seçmen tercihleri anketi, bölgede rassal olarak seçilmiş toplam 2357 seçmenle yapılmış ve değerlendirmeye alınmıştır. Bu anketlerden elde edilmiş siyasi tercihleri etkileyen bilgi verici faktörler, multinominal logit model ile belirlenmiştir. Bu modelde birçok bağımsız değişken kullanılmış ancak, bazı bağımsız değişkenler LR testine göre anlamlı bulunmadığından dolayı analize dahil edilmemiştir. Siyasi tercihleri etkileyen 9 önemli faktör tespit edilmiştir. Bu faktörler, seçmenlerin gazete okuma alışkanlıkları, yabancı dil durumları, sivil toplum kuruluşlarına üyelik durumları, ilgi duydukları sanat dalı, düzenli spor durumları, cinsiyetleri, yaşları, doğum yerleri ve sosyal sigorta durumlarıdır. Siyasi tercihlerin bağımsız olup olmadığı ise Hausman'nın ilişkisiz alternatiflerin bağımsızlık testi ile test edilmiştir. Bu teste göre, siyasi tercihlerin bağımsız olduğu bulunmuştur

Bilimsel zemin: Bilateral talamik infarkt oldukça nadir olup %0.6 oranında görülür. Arterden artere emboli, kardiyoembolizm, migren ve tek talamik perforan arterin bulunması bilateral talamik infarkt nedenleri arasındadır. Birçok hematolojik hastalığın seyri sırasında tromboza eğilim artmakta ve bu durumun sonucu olarak da inme görülebilmektedir. Amaç: Literatüre bakıldığında miyelodisplastik sendrom ve bilateral talamik infarkt birlikteliğine rastlanmamıştır. Bu nedenle, miyelodisplastik sendromlu bir olgunun bilateral talamik infarkt gelişmesi nedeniyle literatür ışığında tartışılması amaçlandı. Olgu: 52 yaşında kadın hasta başağrısı, sağ tarafında güçsüzlük yakınmasıyla hematoloji servisinde yatarken konsulte edildi. 10 yıldır miyelodispastik sendrom tanısıyla hematoloji kliniğince takip edilen hastanın nörolojik muayenesinde yüzü de içine alan sağ hemiparezi sendromu tespit edildi. Duyu muayenesinde sağda tüm duyu modalitelerinde kayıp vardı, solda ise yalnızca vibrasyon duyusu kaybı mevcuttu. Kranial MRG'de bilateral talamik infarkt tespit edildi. Etyolojide miyelodisplastik sendrom dışında herhangi bir patoloji tespit edilmedi. Yorum: Bilateral talamik infarkt nedenleri arasında miyelodisplastik sendrom gibi bir kan hastalığının olabileceği de akılda tutulmalıdır. ; Scientific background: Bilateral thalamic infarct is quite rare and encountered at the rate of 0.6%. Emboly from an artery to another, cardioembolism, migrain and the existence of an only perforing artery are among the causes of bilateral thalamic infarct. During the course of many hematologic diseases, tendency to thrombosis increases, and therefore, stroke can also be witnessed. Objective: Upon scanning the literature, concurrence of myelodysplastic syndrome and bilateral thalamic infarct have not been encountered. Thus, a subject with myelodysplastic syndrome was aimed to be discussed due to the development of bilateral thalamic infarct in the light of the literature. Case: A 52 years old woman was consulted with the complaint of headache and weakness on her right side as an inpatient in hematology unit. On the neurological examination of the patient who was followed by the hematology unit for a decade with the diagnosis of myelodysplastic syndrome, right hemiparesis including her face was determined. On the sensorial examination, there was a decrease in all her sensorial modalities on the right, but there was only loss of sensorial vibration on the left. On cranial MRI, bilateral thalamic infarct was detected. No other'pathologies except for myelodysplastic syndrome were found in the etiology.

Batı odaklı dış politika uygulanmasının başlıca sebepleri arasında, Atatürk'ün muasır medeniyetler seviyesine ulaşacak uygun bir devlet yaratma amacı bulunmaktadır. Soğuk Savaşın sona ermesiyle beraber, uluslararası dengeler değişmiştir. Bu değişimle beraber, Turgut Özal, Türkiye'nin geleneksel statükocu dış politikasını eleştirmiş, çok yönlü ve Balkanlardan Orta Asya'ya kadar nüfuz kurmayı hedefleyen dış politika uygulamaya koymuştur. Bu strateji çerçevesinde Türkiye, ticaret, sanat, eğitim ve iletişim gibi birçok kanaldan yeni bağımsızlıklarını kazanan Türk cumhuriyetlerine yönelik politikalar geliştirmiştir. Fakat Türk Cumhuriyetlerine yönelik bu dış politika, Turgut Özal'ın beklediği gibi sonuç vermemiş ve başarılı olamamıştır. Bu başarısızlığın öncelikli sebeplerinden ilki; bu ülkelerin sosyal ve ekonomik gerçeklikleri daha çok Rusya ile yakın ilişkiler kurmaya itmesi olmuştur. İkinci sebep ise Türkiye'nin bu ülkelerin modeli ve lideri olması için gerekli kaynakları ve yapıyı bünyesinde bulundurmamasıdır. ; Turkey generally pursued a role and a foreign policy aimed at establishing friendly relations with the periphery and independent countries, guided by the statusquo, between the years 1923 and 1983, in order to bring the national interests to a highest level with the establishment of the Republic. The reasons of Western-oriented foreign policy is Atatürk's aim to create a suitable state to reach the level of contemporary civilizations. With the end of the Cold War, international balances changed. At that time, Turgut Özal criticized Turkey's foreign policy of the traditional statusquo. He tried to acquire lidership role for Turkey in the reagion and put his strategy in a multi-faceted foreign policy that aims to establish influence policy over the Balkans and Central Asia. Within this strategy, Turkey developed policies for the newly independent Turkish republics in Central Asia from many channels such as trade, arts, education and communication. But this foreign policy towards Turkish republics was not successful as Turgut Özal had expected. One of the primary causes of this failure is; The social and economic realities of these countries have been a push for closer relations with Russia Federation.
