Investigates the events surrounding the bombing of Florence, Italy, in Sept 1943, & the impact on the city's perceived immunity from attack because of its globally recognized cultural & artistic heritage. In 1941, the Prefect of Florence had commissioned a study aimed at declaring the city of Florence a "no-fly zone." But following the attack in 1943, & concerned with the Nazi occupation of the city, the Florentine cultural community mobilized to get German command to officially guarantee the safety of the city. Citing medieval & Enlightenment-era religious doctrine, the final report of the Florentine Open City Committee was published in 1944. Legitimized by Cardinal Elia Dalla Costa's direct intervention at the German consulate, it defined international legal & humanitarian issues during wartime. J. Sadler

The analysis carried out by Benedetto Croce in Storia d'Italia dal 1871 al
1915 and in Storia d'Europa nel secolo decimonono, as observed by the
most perceptive interpreters of the historiographical activity of Croce,
excludes the conflict phases that preceded the historical periods taken
into consideration (The Risorgimento for the History of Italy and the
French Revolution for the History of Europe). This paper shows how the
perplexity of the historiographical setting of Croce is also found in the
book about the Baroque period in Italian history that was published in the
same year of the two most important and well-known historical works by
Benedetto Croce.

Only a small fraction of the soc & human sci's can be treated in the same way as is legitimate for the whole of the natural sci's. These -`spear-heads' cut across the traditional boundaries between disciplines. A new division is suggested for `arts & letters', which do not covet the sci'fic label, the soc sci's which are in the position of clients of the natural sci's, & the human sci's which are disciples of the natural sci's. Such a division would avoid the danger of giving any one society a priveleged status & allow the proposed study to set out frankly the real divergences between the soc & humanistic disciplines at present, rather than reflecting traditional R, misleading cleavages. E-government is commonly defined as a process of technological transformation of administrative organization & routines, with its main aim consisting in more efficient & interactive provision of & access to public services. Thanks to the pervasive & globalizing impact of the ICT revolution & the Internet, e-government has rapidly become a key policy platform for bureaucratic reform. Yet, the growth of governmental intervention through electronic reengineering of the administrative branch also raises critical questions of democratic accountability. This article presents a state of the art assessment of the development of e-government by (a) reviewing its main ideological manifestos originating from governmental, international, & corporate actors; (b) evaluating two major cross-national surveys of e-government recent achievements worldwide; & (c) defining a research agenda focusing on the (new) opportunities & (old) shortcomings of the electronic frontier. 48 References.
